President Lungu addresses journalists at State House
Police are holding g a 35 year old male student of DMI St Eugene University in Lusaka identified as Edward Makayi in connection with Publication of Defamatory Statements on his Facebook page created in the name Royson Edwards M.
Police Spokesperson Esther Katongo said the suspect is a student in the School of Engineering at the said University.
Mrs Katongo said the defamatory remarks which were authored and posted between April, 2017 and July, 2017 were targeted at President Edgar Chagwa Lungu, Home Affairs Minister, Stephen Kampyongo, Minister of Agriculture Dora Siliya and Inspector General of Police Kakoma Kanganja.
Others are Deputy Secretary General of the Patriotic Front, Mrs Mumbi Phiri and Presidential Press Aid, Mr Amos Chanda.
The suspect is scheduled to appear in Court on Thursday, 27th July, 2017 for the offence of Defamation of the President which is contrary to Section 59 of Cap 87 of the Laws of Zambia.
The Police Spokesperson says the suspect is yet to be slapped with other charges for defaming and use of insulting language against Senior Government officials and other persons.
“We wish to inform Members of the Public that investigations in other cases where people are using social media to make defamatory and insulting remarks have continued. The Zambia Police working in conjunction with ZICTA have intensified investigations in crimes committed through social media and we hope to bring more culprits to book,” she said.
“In view of the above, members of the Public are forewarned to desist from posting insults and defamatory remarks before the long arm of the Law catches up with them,” Mrs Katongo said.
“We also wish to caution all those fond of opening fake accounts on social media using false particulars that such deception will not protect them from prosecution as Law enforcement officers are able to trace your real identity.”

The Export-Import -EXIM- Bank of India has offered to advance an additional line of credit for the completion of the 650 health posts in Zambia.
EXIM Bank Chief General Manager, Nadee Panjetan says the bank is simply waiting for instructions from the Ministry of External Affairs of India.
He says loopholes have been sealed off to prevent a recurrence of the termination of contracts in future by choosing the right contractors.
The Chief General Manager, who was flanked by EXIM Bank Managing Director, David Rasquinha was speaking when he called on Zambia’s High Commissioner to India, Judith Kapijimpanga.
According to a statement availed to ZNBC News by First Secretary for Press at the Zambian Mission in India, Bangwe Navilley, this was at the Zambian Chancery in New Delhi.
And Mrs Kapijimpanga said Zambia appreciates the Indian government for extending the line of credit to construct health posts in the country, which have already started saving lives.
The Zambia Chamber of Commerce and Industry (ZACCI) has urged the private sector to take advantage of business linkage programmes being brokered by government.
ZANIS reports that ZACCI President Michael Nyirenda said in an interview in Chengdu, China that the private sector can only grow if it engages into partnerships with foreign firms.
Mr. Nyirenda said such partnerships present increased opportunities for increased finances and technology transfer that can boost operations and productivity levels of local firms.
He pointed out that there are immense lessons that Zambian firms can learn from China’s steady economic progression.
Mr. Nyirenda challenged Zambian companies to take advantage of business linkages government has set up and identify partners for their businesses to grow and impact positively on the economy.
He said ZACCI will soon engage its members to sensitize them on available linkages so that the private sector can take its leading role of driving the economy.
-The Zambia Tourism Agency (ZTA) says Zambia should scale up tourism promotion to increase tourist arrivals from China which has 100 million nationals visiting various destinations across the world annually .
ZANIS reports that ZTA Executive Director Felix Chaila said Zambia needs to vigorously sell her culture if she is to tap into the Chinese tourism niche to position herself to benefit from the 100 million Chinese nationals visiting various tourism sites around the world.
Speaking in Chengdu, China, Mr. Chaila said the Zambia week exposition is an ideal platform for the country to market its tourism potential and entice Chinese nationals to sample Zambia’s tourism.
Mr. Chaila said his agency will use the Zambia week exposition to promote the various facets of Zambia’s tourism through cultural exhibitions, fashion shows and cultural dances in order for Chinese nationals to appreciate Zambia’s culture.
“The Zambia week is significant in the promotion of tourist arrivals from China because China still tops the world in terms of outbound tourists. Over 100 million Chinese are traveling every year”, said Mr. Chaila
Mr. Chaila said cultural tourism is cardinal in promoting and sustaining tourism development as it is the first contact point for people visiting any land.
He said its cardinal for Zambians to value their culture as it is a useful development tool as demonstrated by China which has used it effectively to spur her development.
Mr. Chaila said his agency has since embarked on initiatives of promoting and holding cultural festivals across the country to consolidate national identity and avail international tourists an opportunity to sample the country’s culture.
He said there is also need for Zambia to improve its tourism infrastructure as limited bed space continues to disadvantage the country against her competing neighbours such as Zimbabwe and South Africa.
Slapdee on stage recording for Coke Studio Africa 2017
The excitement is mounting as Coca-Cola unveils the much anticipated broadcast dates for its latest season of Coke Studio, a popular continent-wide music TV show which brings great African talent together to create fresh and interesting music. Kuichaila hip hop artist Slapdee will fly the flag for Zambia on the fifth series, on August 12th 2017 when the show will be aired in over 30 countries across Africa, including DSTV’s Zambezi Magic in South Africa, which covers the SADC region.
Recorded on location in Nairobi, the artistes were supported by a world-class production team in the back-end production process.

Celebrated Zambian hip hop artiste Slapdee, who is collaborating with South African singer Busiswa in the show, will first feature in the second episode. The duo’s performance throwback will air on August 19 in Malawi, Namibia and on Zambezi Magic, and on August 22 in on ZTV in Zimbabwe. It will then air on QTV in Zambia and on eBotswana in Botswana on August 25.
Slapdee and Busiswa will then return in Episode 9 with cover tracks, which will air on October 7 in Malawi, Namibia and on Zambezi Magic, on October 10 in Zimbabwe and on October 13 in Botswana and Zimbabwe.
For the Lusophone market, Slapdee and Busiswa’s performance will air on August 26 on Record TV in Angola.
This year Coke Studio has merged Coke Studio Africa and Coke Studio South Africa into one-bigger and better – Coke Studio Africa 2017. The merger increases the number of participating countries to 16, up from 11 in the previous edition. You can cook them either in the oven or the microwave, and they’re very easy to prepare. So if you haven’t had them before, go ahead and try this delicious recipe.

Ingredients
4 large potatoes
57.5g of butter/ margarine
57.5g sour cream
57.5g freshly chopped chives
2 spring onions, thinly sliced (with the green and white parts separated)
75g shredded Cheddar cheese
6 slices crispy bacon, roughly chopped
Sea salt
Freshly ground black pepper
Method
Preheat the oven to 200 ° C. Wash the potatoes and prick them all over with a fork or sharp knife; and wrap them tightly in foil. Bake the potatoes until they are soft, about 1 hour.
Unwrap the potatoes and cut lengthwise slits in the top of each one. Carefully scoop out the flesh from the centre of each potato and place them into a medium sized bowl. Now add the butter, sour cream, chives, the white parts of the spring onions, half the cheddar, and half the bacon; and season well with salt and pepper. Mix the filling well until fully combined.
Spoon the filling back into each potato, sprinkle with the remaining cheese and return them to oven until the cheese is melted, about 5 minutes.
Garnish with the green parts of the spring onions and the remaining bacon.
Serving
Serve straight away, piping hot with a beverage of your choice.

Expelled Former Copperbelt Minister Mwenya Musenge has disclosed that he is seriously contemplating forming a political party following his expulsion from the PF because of the advice he gave President Edgar Lungu on the arrest of UPND president Hakainde Hichilema.
Mr Musenge said in an interview that he has received several requests from members of the public including some PF members to go it alone.
He explained that the formation of a new political party is aimed at providing a credible alternative to the ruling PF.
The former Chimwemwe Member of Parliament has since asked the PF not to block the registration of the party.
He said the PF should not hinder the formation of his party since PF Secretary General Davies Mwila has urged those expelled to meet the PF in the battlefield.
Mr Musenge said he is not working on the formation of the new party alongside expelled Roan MP Chishimba Kambwili.
“We have decided not to put all eggs in one basket so Kambwili wants to fight it out but for me I am contemplating forming a party to challenge the PF,” Mr Musenge said.
Chitambo District Commissioner Catherine Kunda says the newly introduced mechanized farming in Chitambo District in Central Province has increased production in the area.
Ms Kunda says the development has eased farming and increased production in the District at a cost of 914 Thousand Kwacha.
ZANIS reports that the District Commissioner was speaking when she officiated at the handing over of tractors and Ox- drawn rippers , among others in the area, yesterday.
Government is putting a lot of emphasis on agriculture and wants to ensure that it becomes the mainstay of Zambia’s economy, she said.
Ms. Kunda urged farmers to utilize the equipment to the full so that they increase on their productivity.
“Now you have literally no excuse to give because machinery has been given to you. The onus remains entirely on you to increase the Districts production and put it on the map and be the best,” she said.
The District Commissioner further advised farmers to take good care of the machines and ensure that they are frequently serviced in order for them to last long.
“Let us take care of the machines like we take care of our children, these machines are our babies. For them to last long we need to service them and guard them jealously, we are only going to produce more when we maintain our machines,” she stressed.
And the District Agricultural Coordinating Officer Katumwa Mutandi said the donation will help to increase the hectares that farmers in the area cover instead of the traditional hoeing.
Mr Mutandi added that the machines will help the farmers productivity levels because the equipment is already calibrated meaning that farmers will plant and fertilize the crops according to the recommended specifications.
And one of the beneficiaries of the machines Alfred Chimuka has thanked government and APAMEP for the support rendered to the farmers in the area saying the gesture will enhance productivity and farmers’ self-reliance.
Furthermore, Mr. Chimuka said through increased farming most vulnerable farmers will be able to adequately educate their school going children.
Government says its US$1 billion investment in the aviation sector will increase the volume of traffic and passengers arrival in the country.
Transport and Communications Minister Brian Mushimba says apart from this the investment will also increase a number of travelers transiting through the country’s various international airports.
However, Mr Mushimba says this development will also present a public health challenge to Zambia due to the threat of disease migration from some disease prone countries he did not name.
To this effect, the minister has called for a robust disease surveillance system and aviation emergency plans that would respond to public health events.
He said this in a speech for him by his Permanent Secretary Misheck Lungu at the 7th Meeting of the collaborative Arrangement of the Prevention and Management of Public Health Events in Civil Aviation (CAPSCA) Africa Project, in Livingstone, yesterday.
The meeting could not have come at a better time than when Zambia was recently removed off the European ban list after having scored an effective Implementation of the ICAO standards and recommended best practices of 62.06 percent. Mr Mushimba said.
“This means the Civil Aviation Authority (CAA) in Zambia working with other key players in the aviation industry will need to work tirelessly to ensure that the industry continues to be compliant with international standards and recommended best practices to grow the aviation sector,” he said.
He further said statistics showed the African Continent is poised for growth in aviation, particularly in passenger traffic that is estimated at an average growth of 6.4 percent between 2013 and 2023 and an estimated growth of 5 percent between 2023 and 20133.
Mr. Mushimba said this growth required CAPSA member states to strengthen collaborative efforts to manage and control public health events in civil aviation.
He said government was happy the meeting had brought together different sectors in a formalized manner to support Aviation and Public Health Partnership in order to develop and improve generic national public health emergency preparedness plans.
“Government is confident that the meeting will entrench a positive culture in the aviation sector towards preventing the spread of communicable disease through air travel,” he said.
Earlier, International Civil Aviation Organization (ICAO) Deputy Regional Director Arthemon Ndikumana said CAPSCA was initiated by his organization after the Severe Acute Respiratory Syndrome (SARS) pandemic of 2003 which he said exposed the flaws in the aviation system with regard to handling public health systems.
Mr. Ndikumana said it was envisaged that through implementation of the CAPSCA program, the aviation sector would take appropriate measures for preventing and managing the spread of communicable diseases of international public concern.
“ICAO is collaborating with the World Health Organization to ensure that the aviation sector plays a supporting role in minimizing the risk of spreading the diseases internationally and of travelers becoming infected, especially pregnant women,” he said.
Meanwhile, Civil Aviation Authority (CAA) Director General Gabriel Lesa said the SARS pandemic caught many states by surprise and disrupted travel, commerce and industry with the aviation sector being affected the most.
Mr. Lesa however, commended Zambia Airports Corporation for its efforts in ensuring all designated airports had emergency response plans.
“In addition, the Air Navigation Services Contingency Plan has attempted to incorporate medical provisions as required by Annex 11: The procedures for air navigation services-air traffic management,” he said.
He said this in a speech read for him by CAA Director Corporate Services, Desmond Jere.
The Department of Culture and Tourism in Chitambo District in Central province has suggested that the Nsalu caves and David Livingstone Memorial Sites respectively should be leased out to implrove operations at the institutions.
District Culture and Tourism Officer Fred Sakuwaha says there is need for government to lease out the two tourist attractions to the private sector as it help speed up and improve operations at the sites.
Speaking in an interview with ZANIS yesterday, Mr. Sakuwaha said leasing the sites would be the best way to maintain the heritage within the Distric.
“The heritage sites are very significant to Chitambo, the coming of David Livingstone to LaLa land brought together two diverse cultures,” he said.
Mr. Sakuwaha said the areas are under-visited due to poor roads, lack of mobile network and hospitality facilities for tourist when they visit.
He suggested that the areas can be leased for a period of 35-40 years so that they are fully developed by the time Government is getting them back.
Mr. Sakuwaha expressed that proper development of the sites will expose the sites to the world and encourage visitors to tour the sites thereby increasing revenue for the District and the country at large.
He added that development could create employment for the indigenous people in the area as well.
Furthermore, Mr. Sakuwaha said the development will bring civilization and an interaction with the outside world and the influx of tourists will increase the returns for the Government.
Nsalu caves and the David Livingstone memorial site are the two major tourist sites in Chitambo District.
The Nsalu Cave, located about 60km north of Serenje, has a huge semi-circular cave cutting into Nsalu Hill and David Livingstone memorial site marks the spot where the famous 19th century explorer died.

Expelled Roan Member of Parliament Chishimba Kambwili has charged that he can win back his Roan parliamentary seat even without campaigning.
And Mr Kambwili says President Edgar Lungu has never liked him.
Addressing a media briefing at his House in Lusaka on Monday, Mr Kambwili says he is very popular in Roan and that he can win back his seat even without campaigning.
He however explained that his decision to challenge his expulsion in court is aimed at saving the party from what he called as vultures.
“I can tell you Roan is safe. Even if we went to an election, I am here in Lusaka, I am sleeping, I would win the Roan seat. I am going to court not to secure Roan but to save the PF from collapsing because if we leave PF the way they want us to leave it, I am telling you the consequences will be too grave to contemplate. And in any case, when you know that people want to push you out, it is not a good idea to surrender, you have to fight to the bitter end,” Kambwili said.
“I don’t want to disturb the programme. The people of Roan are suffering a lot and it would be selfish for me to go for a by election for me to prove a point that I am popular in Roan. I don’t want us to waste money. If our party will continue on this path, our party is destined to be out of the political scene. I will challenge my expulsion to save the party from vultures.”
Mr. Kambwili stated that President Lungu has been avoiding to meet him since he was fired from his ministerial position nine months ago.
“Since I was fired, I have tried to meet the President one on one so that we can discuss where these differences are coming from but to no avail. Sometimes I go there and they tell you ‘wait here’, but you wait the whole day,” Mr Kambwili lamented.
He observed that President Lungu has changed from a humble person he was pretending to be since he was given a full five-year term by the party.
“When he was given the five years, he changed like a chameleon. You would agree with me that went to campaign for President Edgar Lungu in areas where the UPND had gained ground and threatened our existence because we believed in the man and he gave us a face that he could unite the party after Mr Sata, we were doing it for the love of the party and to save the party to avoid division in our great Patriotic Front but immediately he was given the mandate, the man changed like a chameleon. I will tell you something for nothing, and I think I am convinced beyond reasonable doubt that President Lungu hates me with a passion,” Kambwili said.
Mr Kambwili cited a case when he was unwell right after the 2016 elections and President Lungu apparently failed to show any care towards him.
He charged that President Lungu did not care enough to even call him during the time he was hospitalised and even the time he was discharged from hospital.
“Imagine the effort that I put in campaigning for him, I fell sick. I was extremely sick, I was admitted three days in ICU at Ndola hospital and I needed to be evacuated. The powers that be were informed, nothing happened. I was evacuated by my friends and of course with my personal resources. When I reached South Africa, the doctor was so shocked that I was able to fly for two hours. He said I need a well-equipped air ambulance. I was in the hospital three weeks at Morning Side but I never received not even one phone call from the president, secretary general or the vice-president.”
Mr Kambwili also revealed that he used his personal resources to campaign for President Lungu because he loved the PF so much and did not want the party to return to the opposition.
He said he spent K2 million of his personal resources to campaign for President Lungu because the party did not give him any resources.
“When I was doing all those campaigns, I was just given a K50,000 and the rest I used my personal resources, I used about K2 million to campaign on behalf of the party and the President. I only received K50,000 from Amos Chanda who wired it to me when I was in Kasama. The whole period of the campaign I never received anything from President Edgar Lungu and yet he was giving so much money to other people. Some candidates were being given K30,000 every week but I was not funded. I went and campaigned because of the love for the party. I feel PF is my baby and when you start up something, you do not want this thing to collapse or to die,” he said.

Zambia’s High Commissioner to South Africa Emmanuel Mwamba has called on South African companies to partner with Zambian firms.
Mr. Mwamba also urged foreign companies to take advantage of the country’s investment climate to invest in various sectors of the economy.
He said this during a trade and investment meeting in Lusaka.
Mr. Mwamba further noted that Zambia and South Africa have a trade imbalance.
He said there is need for Zambia to promote its goods in an effort to penetrate the South African market and the Southern African Development Community -SADC- region as a whole.
And ZDA acting director investments Moses Mwanakatwe said the country has continued to grow the Gross Domestic Product to 6 percent since 2005.
Mr. Mwanakatwe attributes that growth to government’s commitment to revising the policies and institutional reforms to attract investment.
He said the government has shown commitment to improving infrastructure to attract investment in various sectors of the country.
And Chief Director African Integration and Industrial Development Nigel Gwynne – Evans said the region is focusing on working with the private sector to improve integration in the region.
He said the region has shown political will in driving the agenda in the region and a substantial amount of funding is available to enable regional integration and improved trade.

Director General of the National Department of Health of South Africa Malebona Precious Matsoso has commended African First Ladies for working collectively in the fight against cancer in Africa.
Ms. Matsoso says the continent is aware of the immerse complexities facing the joint fight against all forms of cancer particularly because of the challenging twin epidemics such as HIV/AIDS and tuberculosis.
She was speaking last evening at the Sandton Hilton Hotel in Johannesburg South Africa during the welcome dinner of delegates attending the 11th Stop Cervical, Breast and Prostate cancer in Africa conference.
Ms. Matsoso stressed that it is disturbing that 70% of all cancer deaths and 40% of all new cancers world wide occurred in low and medium countries due to limited resources to prevent such deaths.
And Co-founder and Director General, forum of African first ladies-spouses against cervical, breast and prostate cancer Princess Nikky Onyeri thanked the countries who have continued showing commitment and supporting the fight against cancer.
Meanwhile, former First Lady Christine Kaseba says African countries need boldness and innovation within the continent to find lasting solutions in the fight against cancer.
Dr. Kaseba is representing First Lady Esther Lungu at the conference.
The Solwezi municipal council has set aside K750 000 for the rehabilitation of the township roads from the equalization funds that they received from the government.
Council public relations officer Thandiwe Tembo in a walk in interview said that the municipality has plans to working on the roads effective next week once their grader has been fixed.
Ms Tembo said the local authority understands that the residents have been going through a lot of challenges as the roads have become impassable hence the decision by the council to start the rehabilitation
The public relations officer has since appealed to the residents to be patient stating that it wasn’t their desire to prolong the works as they will ensure that the works are done in the quickest possible time.
Meanwhile Ms. Thandiwe Tembo encouraged property rate payers to pay their rates so that the money will also be allocated towards the rehabilitation of the road.
