President Lungu challenges Chiefs in Northern Province to avail land to government for investment purposes

President Lungu has challenged traditional leaders in Northern Province to willingly avail land to government for investment purposes.

President Lungu notes that it will be difficult to attract investors to the province if land for development is not available.

The Head of State said this in Kasama last evening when he met 22 Chiefs from Northern Province to discuss issues of development in the region.

He said while it is a fact that the province has endowed natural resources, the failure by the Chiefs to give out land for investment opportunities will hinder development in the region.

President Lungu, who is in the province for a three day working visit, however assured the traditional leaders that his Government is committed to implementing infrastructure development such as construction of roads, schools and health facilities in their

hiefdoms.

He also informed the traditional leaders that he cannot implement all projects at once but will progressively attend to them in a phased manner starting with the on-going projects across the country.

President Lungu further advised Chiefs from Northern Province to be patient with his Government as it addresses some of their concerns regarding their welfare.

And speaking on behalf of other Chiefs, Chief Kaputa said the people of Northern Province are in full support of President LUNGU’S leadership because he is the legitimately elected Head of State.

The traditional leader appealed to the President to work hard and deliver on his promises of working on the roads, schools, health facilities and also opening up industries in the province.

Chief Kaputa further explained that the agricultural and dairy industries are some of the sectors which have the potential to create more than 42,000 jobs for the local people if well developed.

The meeting between President Lungu and the 22 chiefs drawn from the nine districts in Northern Province was also attended by some cabinet ministers, Members of Parliament, senior governmental officials and members of the PF Central Committee respectively.

When Things Are Out of Control

Every day, we have opportunities to get upset, frustrated or offended. Maybe you had plans that didn’t work out, or someone was rude to you at the office. Maybe you were doing something that should have taken one hour and ended up taking three. Life is full of inconveniences, but even though we can’t always control our circumstances, we can control our reaction. I heard somebody say, “Life is 10% what happens to you and 90% how you respond.”

We should always go out each day with a positive attitude, full of hope and expecting God’s favor. But at the same time, we should recognize that most days are not going to go exactly as we plan. Remember, we were created to live in peace. Peace is our position of power. If you get stressed because you got off schedule, or upset because your child wouldn’t eat his breakfast, or frustrated because somebody offended you, what you’re doing is giving away your power. Instead, make the decision to release those offenses and disappointments so you can live in peace and enjoy the day as the blessing God prepared for you!

THE 2017 Spring Meetings of the International Monetary Fund (IMF) and the World Bank Group (WBG) open in the United States (US) capital Washington DC next week.

Minister of Finance Felix Mutati and Minister of National Planning and Development Lucky Mulusa will arrive next week leading the Zambian delegation.

The Spring meetings bring together Ministers of Finance, Ministers of Development, governors of Central Banks and civil society organizations to discuss among others global economic affairs.

In a statement, First Secretary for Press and Public Relations Patricia Littiya said the two Ministers are expected to attend the Africa Group 1 Constituency meeting at which the Mr. Mutati sits on the board.

Ms Littiya says several meetings are expected to be held between the Zambian delegation and representatives of cooperating partners.
Among them is the meeting with the IMF Mission Team, IFC Africa Management Team and the African Development Bank (AfDB).

Mr. Mutati is expected to speak at the Spring Meeting Africa Forum that will discuss among other the priorities, opportunities, and challenges of doing business in Africa, including the political environment, economic policy, security, taxation and business regulations.

Mr Mutati is also expected to speak at a seminar on “Revealing the myths and collecting the facts on social protection in Africa”.

“The Minister is expected to speak on the rationale for the expansion of the Social Cash Transfer, Impact of the programme and experiences drawn from the programme,” she said.

Ms Littiya says the Zambian delegation is also expected to meet with financial institutions such as the Citibank Group, Standard Chartered Bank and the Eastern and Southern African Trade and Development Bank (TDB).

The Zambian delegation includes the Deputy Secretary to the Cabinet, Mr. Christopher Mvunga, Secretary to the Treasury Fredson Yamba, Ministry of Finance Permanent Secretary Mukuli Chikuba, Ministry of National Planning Permanent Secretary Chola Chabala and Bank of Zambia Governor Dr Denny Kalyalya.

President Edgar Lungu has reiterated his call for people to remain law abiding as he would not let Law and Order break down in the following.

He has called for calm following the arrest of opposition leader Hakainde Hichilema and warned those plotting violent protests that they would be faced by the full force of the law.

President Lungu also used the opportunity to thank the people of Mpulungu for their massive votes they gave him during the August 2016 General Elections.

Opposition UPND Members of Parliament have demanded for the immediate release of their party leader Hakainde Hichilema.

Speaking during a news briefing, Kasempa Member of Parliament Brenda Tambatama who read the statement on behalf of UPND MPS said Mr Hichilema must be released immediately as the grounds for his continuous detention are baseless.

Ms Tambatamba said the MPs are concerned over what they called savage raiding of the residence of Mr. Hichilema.

UPND MEMBERS OF PARLIAMENT DEMAND FOR THE RELEASE OF PRESIDENT HICHILEMA

As Members of Parliament, of the United Party for National Development, we are gravely concerned with the levels of abuse of our Party President Hakainde Hichilema by the Patriotic Front government and its agents during the process leading to his arrest and incarceration.

The behaviour and actions of the Patriotic Front government and its police are highly contemptuous to any civil mind.

SOME OF THESE ACTIONS ARE:

1. Savage raiding of the residence of Hakainde Hichilema, a law abiding citizen and his family, damage of property, the toxic gassing of innocent families in the residence and shamefully looting of property, food and money from the house.
2. Continuous refusal by the police and state agents to allow President Hichilema access medical doctors and services despite his deteriorating health condition.
3. Denying his lawyers access to their client.
4. Denying him regular visitations by his immediate family including his son.
5. Continuous victimisation of President Hichilema’s family, friends, party members and associates
In view of the above and many other acts of abuse, we do hereby demand as follows:
President Hichilema be:
1. Allowed to receive visitors during the period he is incarcerated
2. Allowed access to his doctors and medical services failure to which they shall be held responsible for his latest state of health.
3. Allowed access to his lawyers and legal representation
4. Released immediately as the grounds for his continuous detention are baseless and merely victimisation of a law abiding citizen.

Police finally allow HH’s wife, lawyers and doctor to visit him

The opposition UPND has appealed to ask Scotland Yard of the United Kingdom to investigate the alleged poisoning of its leader Hakainde Hichilema who has been detained for close to a week.

In a statement released by party Spokesman Charles Kakoma, the party is requesting that Scotland Yard or any other reputable organisation to investigate the chemicals that were used to teargas Mr Hichilema’s bedroom.

Mr Kakoma said Mr Hichilema’s condition is deteriorating and must be investigated immediately.

Mr Hichilema who is held at Lilayi Police Training Camp on treason charges had earlier complained to his lawyer Jack Mwiimbu that he was unwell following his arrest.

But Police have been denying his visits from relatives, friends and supporters until on Saturday when his wife Mutinta in the company of a lawyer and a personal doctor managed to visit him.
Mr Kakoma said Mutinta said she found her husband in a worse condition than before.

“As UPND, we demand that Mr Hichilema should be subjected to rigorous medical tests and treatment by independent doctors who are free from government interference,” Mr Kakoma said.

“We also wish to request the international community and human rights organisations to intervene in this matter. In particular, we wish to ask Scotland Yard of the United Kingdom or any other reputable organisation to investigate the chemicals that were used to teargas Mr Hichilema’s bedroom,” he said.

He added, “The Zambian authorities should take this matter seriously. As a party, we would like to warn the patriotic front government that they will be held responsible for anything that will happen to Mr Hichilema while he is in their Police custody.”

John Chingandu scored a brace on Saturday night in Ndola to propel Zesco United to the 2017 CAF Confederation Cup group stage.

Zesco beat Enugu Rangers of Nigeria 3-0 at Levy Mwanawasa Stadium to advance to next month’s league round of the competition 5-2 on aggregate.

Visitors Enugu came straight off the plane to the stadium after landing at 14h20 ahead of the games kickoff at 17h30.

The Nigerians suffered a 24 hour delay in their arrival due to a player boycott back home on Thursday at Enugu Airport.

UPND KAKOMA NOW CLAIMS POISONOUS CHEMICAL IN TEARGAS THAT WAS USED TO SMOKE HH OUT OF HIS HIDING PLACE – BY SUNDAY CHANDA, DIRECTOR FOR MEDIA, PF

Lusaka, 16th April 2017- While we have continued to restrain ourselves to commend on this matter as it is purely a Police and judicial matter, but it is clear to see that our colleagues in the United Party for National Development (UPND). Since they are determined to take a political tone on a matter that is criminal in nature, we shall equally give it a political response as follows:

Firstly, in their usual failed propaganda style, the UPND spokesperson Charles Kakoma is now claiming that a poisonous chemical was used in the teargas at Mr. Hakainde Hichilema (HH) residence on April 10th 2017. We would like to remind members of the public that HH himself started this allegation as proven by text messages he kept sending to his pay masters and sympathisers while in hiding.

Secondly, HH claimed that his face, eyes, lips and indeed his skin were swollen. This news went viral in the early hours of April 11th 2017, shortly before he was apprehended and taken into Police custody.

Thirdly, to everyone’s amazement, HH was in perfect health without any bruises or swelling on any part of his body. His perfect health was further confirmed by his wife in a video recording where she categorically stated that her husband HH as she fondly calls him was in perfect health. Mrs Hakainde further narrated how she was the only one who was affected by the teargas and added that she fainted only because she is asthmatic and NOT that there was any poisonous chemical in the teargas.

Fourthly, HH, his wife and son reportedly locked themselves up in a room during the raid and it is worth noting that the trio were subjected to the same teargas. Therefore, if at all there was indeed any poisonous chemical in that teargas it should have affected all three of them. It is strange that the poisoning spared the son and mother but only affected HH yet they were in the same room!

In conclusion, therefore, we find Mr Kakoma’s allegations politically fraudulent, dumb-founded and absurd. It is indeed laughable that Charles Kakoma is trying to get the attention and sympathy of the International community with such pathetic lies. No one in their right mind would even waste time to investigate such a bogus “poisoning” claim. Clearly the UPND have nothing else to talk about. We urge them to invest their energy to reflect on their wrong doings and seek forgiveness and not keep peddling falsehoods. Members of the public are therefore advised to ignore Mr. Kakoma’s hallucinations and wait for the due process of the Law on Mr Hichilema’s matter.

Calm has been maintained in Livingstone after Friday’s attempt by UPND members to protest following the arrest of their party leader Hakainde Hichilema.

Southern Province Police Commissioner Bonny Kapeso has told ZNBC News in a telephone interview that police have been put on full alert to ensure law and order are maintained.

Mr. Kapeso said the incident on Friday were some UPND cadres were allowed to reach the Livingstone central police is unacceptable and those found wanting in the matter will be dealt with.

He said Mr. Hichilema is not detained in Southern Province and at Livingstone central police in particular.

Mr. Kapeso has expressed disappointment with police in the tourist capital for not acting swiftly to prevent yesterday’s protest by the UPND cadres adding that his office will not tolerate officers who cannot rise to the challenge and deliver because of the

r hidden agenda.

Yesterday some UPND cadres holding placards went to the Livingstone central police station to register their displeasure over the arrest of their party leader.

Former Anti Corruption Commission (ACC) Director General Nixon Banda has died.

The news of the death of retired Judge Nixon Banda who was serving as Commissioner at the Judicial Complaints Commission.

The last 3 months, Banda together with Judge Mushabati and Advocate Geoffrey Simukoko have been hearing the complaint for incompetence and gross misconduct of 5 Constitutional Court Judges who handled the Presidential Petition.

The JCC hearing closed on Monday and Banda and fell ill on Wednesday or so before he passed on Friday at 4am.

Banda was Director General of the ACC during the period 2004 and 2008.

Banda was appointed and ratified by Parliament in 2004 and was later retired in 2008.

This was the difficult period for the ACC as the institution was overlooked, sidelined and ignored by the Mwanawasa government.

Instead Mwanawasa’s government set up an ad-hoc body called the Taskforce on Corruption, which spearheaded the corruption fight especially against former President Frederick Chiluba, Xavier Chungu and other former government officials.

The Taskforce on Corruption was designed to be a joint commission with officers drawn from all investigative and security wings.

In the end it became a body driven by Mark Chona and Mutembo Nchito who used the powers vested in the ACC to conduct the work of the Taskforce on Corruption, leaving Banda an outsider to a process he was appointed and constitutionally mandated to wage.

Everytime Banda attempted to assert his authority, he was scandalised in the Post Newspaper and manufactured scandals on land he purchased in Chipata and Mumbwa became a constant item in the newspaper.

At the end of his four year term, Mwanawasa did not renew his contract.

Banda died on Good Friday after a short illness and will be buried in the week.

PF has no intentions of assassinating HH – Bwalya

The ruling Patriotic Front (PF) says it has no intentions of assassinating incarcerated UPND Leader Hakainde Hichilema as claimed by some UPND officials.

PF Deputy Spokesperson Frank Bwalya has also expressed concern that a lot of illogical statements are coming from the opposition UPND linking the ruling party to the operations of the police.

Mr. Bwalya has told Journalists in Lusaka that it is illogical for the UPND to think that the PF is influencing the decisions made by the police.

Mr. Bwalya says it does not make sense for the UPND to state that the PF will be responsible should anything happen to the incarcerated UPND Leader Hakainde Hichilema while in police custody.

He says there is need to allow the police do its job rather than intimidate it with their illogical statements.

President Edgar Lungu has warned all those agitating violence they would be arrested and that the law would take it s course.

Speaking at a public rally in Mbala on Saturday, President Lungu disclosed that he had received reports that some members of the opposition UPND , were planning to cause violent protests to agitate for the release of their leader Hakainde Hichilema.

“I wish to reiterate the warning given by the Minister of Home Affairs, Hon. Stephen Kampyongo, that any threat to the peace and security of the country will not be tolerated and will be taken out”

He disclosed that he was aware that some opposition members of Parliament met on Friday and discussed and plotted violent protests against government.

“We will be thorough. Anyone engaging themselves in illegal demonstrations or violent protests will be arrested.” He said.

He also advised Diplomats accredited to Zambia to refrain from engaging themselves in sovereign matters of the country.

“Let them do the job we accredited them to do in Zambia and not engage themselves in internal and sovereign matters of our country”

He also advised civil society and the Church to accept the rule of law and the Constitution and its provisions.

He repeated his earlier remarks that the law at this stage doesn’t allow him to interfere in cases that Hakainde Hichilema is facing.

He said, he is unable to intervene in the case of the opposition leader,as the matter was before the Police and the docket had since been referred to the Director of Public Prosecution (DPP).

“The DPP will determine the merit and the course of the matter and not President Lungu”.

President Lungu also said he had received numerous requests that he should hold dialogue or talks with the Opposition but found no relevance to do so as elections were over.
“The Elections are over. What are we going to talk about. It’s time to concentrate on developing our country”.

He also disclosed that the calls for him to exercise leniency and pardon Hakainde Hichilema were premature as the due process of the law was not exhausted.

“All criminal suspects will face full force of the law and the law is blind to social status. I won’t interfere with the UPND leader’s case because no law allows me to do so. His case will go to the DPP for consideration for consent to prosecute,” the President said.

“All diplomats accredited to Zambia and NGOs trying to force me to intervene in this case are wasting their time and I want to caution that they keep away from interfering with the due process of the law. I have no issues with the UPND and so even the so called dialogue with them is neither here nor there! Elections are over and the statutes governing elections determine how to win and that is over. I can discuss national issues that merit not a court case that has not been determined!”

“Hichilema is considered or deemed innocent and until proven guilty. The pardon is given to those found guilty and are already incarcerated”.

“It is for this reason that I am considering pardoning Chanda Chimba who is jailed but is unwell. Chanda Chimba was found guilty. He is eligible for a presidential pardon. We will see when I get to Lusaka…and consideration can not be given to those that have not even appeared before Court”.

Broadcaster Chanda Chimba was jailed by the Lusaka Magistrate but is reported to be admitted to the University Teaching Hospital suffering from prostate cancer.

President Lungu emphasized that he had taken time to make his position clear on the matter regarding Hichilema and said he would not discuss the matter any further.

He proceeded to discuss the development needs of Mbala Districts and Northern Province.

President Lungu is Northern Province on a working visit.

A gun scare may lie behind the arrest of UPND Secretary-General Stephen Katuka, who was apprehended as he attempted to visit HH at Lilayi Thursday.

Party spokesman Charles Kakoma confirmed that Mr. Katuka whose whereabouts are not known was arrested when he went to visit their leader Hakainde Hichilema

Mr. Kakoma said reasons for the arrest were only known by the police but that Mr. Katuka like any other citizen had gone to visit Mr. Hichilema in the company of his junior officers at Lilayi training college where HH is detained.

“I can confirm that Mr. Katuka has been arrested, and his whereabouts are well known to the police. Whether he was detained at Chilanga police as speculated or not we do not know, but the police are in a better position to give reasons why has been arrested.

“And they know better where they have taken him. He was in the company of other junior party officials who went to visit our leader Mr. Hichilema at Lilayi police,” he said.

He refuted allegations that Mr. Katuka was found with a gun saying if indeed that was the case it should still not have been an issue because Zambians were not prohibited from owning guns provided they were licenced to carry firearms.

“It is not an offence to own a gun as a Zambian as long as it is acquired professionally or constitutionally. Owning a gun could not be an issue, anyone can have it,” Mr. Kakoma said.

The police were apparently concerned that any harm befalling Mr. Hichilema who was in their custody would be attributed to them, “Anything untoward resulting from their internal party squabbles would easily be blamed on the police,” a source said.

They were also concerned by the manner Mr. Katuka conducted himself as they had prohibited visits.

Attempts to get the Inspector-General to confirm the arrest went unanswered and police spokeswoman Esther Katongo, promised to revert to the Daily Nation today. Calls to Mr. Katukas’ number went unanswered as the number was out of reach.

However, police sources alleged that a gun was found on Mr. Katuka thereby raising serious security concerns.

Meanwhile police have denied that Mr. Hichilema was poisoned as suggested by UPND lawyer Jack Mwimbu.

He told the Mast newspaper that Mr. Hichilema was unwell as he had been poisoned.

Police spokesperson Esther Katongo told the Daily Nation in an interview yesterday that it was not true that Mr. Hichilema was poisoned.

“It is not true that he was poisoned. Those are unfounded accusations just trying to incite their members and we are ready to take him for tests at the hospital to show that he is not poisoned,” Ms Katongo said.

And an opposition leader has charged that Mr Mwiimbu must stop alarming the nation that Mr Hichilema has been poisoned without proof or any medical report.

Speaking to the Daily Nation in an interview yesterday, 3rd Liberation Movement president Roosevelt Tonga said that Mr Mwiimbu’s allegation had caused alarm in the country but there was no evidence to that effect.

Mr Tonga said that the UPND lawyer should concentrate on researching the charges his client was facing and stop diverting to matters that had no proof.

“It is normal for someone to feel unwell after all that transpired and the environment he was in, but assuming that he was poisoned was not the right angle to take,” he said. He said Mr Mwiimbu must provide evidence because ‘‘poisoning was not a small issue to overlook’’.

He also said that passing statements and assumptions on Mr Hichilema’s health must stop until evidence was brought forth to show that the poisoning was true.

“Such statements can cause disputes and confusion in the country especially if UPND supporters decide to react,” he said.

Mr Tonga also said that security wings must investigate the allegation because it was serious. “The State must be very careful on who is bringing out statements that have no direction and alarming the situation in the country,” he said.

Mr Tonga said that the media should also stop publishing false information ‘‘all in the interest of making a name’’.

Axed PF officials threaten to name top officials involved in land scam

DISMISSED Patriotic Front (PF) district security officials in Ndola have accused the provincial leadership of using them as sacrificial lambs in land illegalities that have engulfed the district.

Speaking to journalists in Ndola, Mr Joseph Chisala, a PF security official, accused the provincial executive who suspended them early this week of using emotions to discipline them.

Mr. Chisala disclosed that the district party and security officials that have been removed from various positions had been tasked by the Mayor Amon Chisenga to spearhead a task force to apprehend persons in the party involved in illegal land allocation.

Mr. Chisala charged that the group has been caught up in the web in which the mayor and the provincial chairperson Mr Kainga have clashed over the matter.

“The provincial chairperson Mr. Stephen Kainga and the mayor Mr. Chisenga, who is provincial vice chairperson of the party, have been at war with each other; the story is in the public domain.

“We were trying to assist the party in cleansing it from the land illegality that has hit the district like wild fire and we went underground to catch the culprits involved in land allocation.

“Last month we apprehended one of our party members who was suspected to be involved in illegal land allocation but we saw him released from police custody and collecting charge sheets and offer letters we found in possession of the suspect,’’ said Mr Chisala.

Another dismissed official Fyolafyola Musonda, who is youth treasurer for Chifubu constituency, stated that the group will not accept the decision taken by the party to remove them from their positions.

Mr Musonda described the action by the party as disheartening, accusing the provincial leadership of protecting wrongdoers and targeting members working to bring sanity in the party.

There once was solar water heaters/geysers (SWH) initiative by the then President Banda which by the way was a great initiative that could have introduced a green technology, reduced strain on the power grid as well as created green jobs and catalyzed the spring-up of an energy services industry all together. But it would appear that those charged with ensuring the success and sustainability of this SWH Presidential initiative failed the establishment.

These initiatives that are introduced every so often with the endorsement of the Executive need to be supported by all and not get ‘sabotaged’ through neglect and lack of commitment of those charged with the responsibility.

Now we have the Presidential Milling Initiative launched by H.E. President Lungu with similar mandate to the SWH Presidential initiative of yesteryear. This initiative is one of the best initiatives that addresses all the sustainability elements of job creation, social upliftment, food security, revenue creation, environmental protection, use of alternative energy sources, etcetera.

It is a show of commitment by the highest political office to promoting sustainability and sustainable development in the country.

This is a legacy project for the current government and should be preserved and demonstrated to be value adding.

My questions and areas of concern as observed are:

 

-who is responsible for the running of this initiative? Is it Zambia cooperative federation? Any community involvement??

-how many such hammer mills have been installed in the country so far and how many more have been planned to be installed?

– what has been the measured performance of the installed hammer mills so far? Has the Presidency been availed with a monitoring and Evaluation report yet?

– can we quantify in monetary terms the accrued benefits? Are we winning? What is the cost of running these hammer mills vs. revenue streams. Are the people and the community benefiting from this initiative and if so in what ways?

– Need to benchmark these facilities against one another and reference international best performance metrics- Evaluate size of facility and sufficiency

– Compare cost of production using various energy sources (Solar PV vs. Diesel generator vs. Utility power)

– how do we ensure the safe and proper usage of these installations? (conditional assessment of the current stock)

– what is the overall equipment effectiveness (OEE)? Availability, uptime/running time. Production throughput. Measured downtime and loss of production and earning

– what is our metric for measure of project success? How will we measure when these units payback? Are we ring-fencing revenues to circle back into maintenance and additional installations?

-the system as it stands is not being fully utilized due to downtime when not sunny ( insufficient solar radiation results in hammer mills turning off as there is no energy storage). For operational continuity, we need to redesign the installations to hybrid systems with an additional energy source such as diesel.

-promoting an alternative energy technology and solution should follow that the first installations/ demonstrated usages are not perceived to have failed; every time the hammer mills go off in the mid of a milling due to cloud cover and deprives a family of a meal could cause solar technology to be disliked unintentionally and the country is trying to promote solar extensively so this could be self defeating
