GOVERNMENT has launched a new National Agricultural Policy and the strategy on the national agricultural extension and advisory services.
Speaking during the launch in Lusaka today, Agriculture Minister Dora Siliya reiterated government’s commitment to transforming the agriculture sector.

Ms. Siliya says the two documents have been developed in order to take into account the challenges which have been identified by stakeholders in the agriculture sector.

She says the second national agricultural policy encompasses agriculture diversification which will help focus on various crops apart from maize.

She adds that the policy also focuses on increasing production and productivity, noting the need for the country to take maximum advantage of the resources available to increase production.

Ms. Siliya says the policy document also includes the promotion of irrigation farming unlike the case has been where once the rains have ended, farmers become unproductive.

The Agriculture Minister states that government is confident that the two documents will help improve the agriculture sector.

Speaking at the same launch, Fisheries and Livestock Minister Michael Katambo says the strategy on national agricultural extension and advisory services is intended to provide various stakeholders extension services delivery within the framework to deliver effective pluralistic extension services in order to accelerate agriculture transformation and contribute to poverty reduction.

Garry Nkombo challenges Kabwe MP to a physical fight outside Parliament

Mazabuka central Member of Parliament Garry Nkombo this morning challenged Kabwe Central Member of Parliament Tutwa Ngulube to a physical fight outside Parliament threatening to beat him up.

This followed an altercation between Presidential Affairs Minister Freedom Sikazwe and Roan Member of Parliament Chishimba Kambwili following a question Mr Kambwili had asked the vice president during the vice president’s question time why government had allowed the Chinese to take over the block making business when government policy is that this should be left to Zambians, and why the Chinese were the ones renovating Ministers’ houses at the expense of Zambians.

While the Speaker had ruled on an earlier point of order raised by Monze central Member of Parliament Jack Mwiimbu who asked whether Mr Sikazwe was in order to engage Mr Kambwili in an altercation for merely asking the vice president a question, the two continued with their altercation prompting Mr Nkombo to rise on a point of order.

It was at this point when Mr Nkombo rose on a point of order that Mr Sikazwe allegedly called him stupid and a dog sparking an angry reaction from the Mazabuka central Member of Parliament.

And while Mr Nkombo was in the middle of his point of order, Mr Ngulube passed running commentaries which further infuriated the Mazabuka lawmaker.

He then challenged Mr Ngulube to go outside the chamber and fight him if he was man enough.

Meanwhile, Vice President Inonge Wina has dismissed assertions that perceived UPND supporters in the civil service from Southern, Western, North Western and Central provinces have been targeted for retirement in national interest.

Ms Wina who was responding to a question raised by Monze central MP Jack Mwiimbu who on 24th February,2017 raised a question during the vice president’s question time whether it is government policy to punish people based on where they come from in view of the alleged dismissal of perceived UPND supporters in the civil services and parastatals, said the Public Service Management Division under the office of the President has the mandate to transfer, reshuffle and in some instances retire civil servants.

Ms Wina says this is part of the reorganization of the public service in order to ensure greater efficiency and effectiveness in the delivery of services to the people of Zambia.

She says the reorganization has resulted in 37 civil servants from a number of provinces being retired in national interest.

The Vice president explained that the transfers, reshuffles and retirements government is carrying out are not based on one’s tribe, but are meant to revamp the civil service for effective delivery of services for the benefit of Zambians who have high expectations from the PF Government.

Ms Wina states that the PF Government does not want to fail on account of a sluggish civil service.

Encroachment inside Mweru-Wantipa National park worsens


The Department of National Parks and Wildlife in Kaputa district in Luapula province has bemoaned increased encroachment inside Mweru Wantipa National Parks.

Area Warden for Nsumba Management Unit, Andrew Mukupa said the national park has been encroached for farming activities, human settlement, poaching of wildlife, and fishing.

Mr. Mukupa who held a consultative meeting with Sub Chief Mangolwa at her palace in Kaputa has since appealed to traditional leaders to work with the department to curb encroachment.

He stated that his department wants to involve traditional leadership who are custodians of the people to help curb the vice which is also depleting natural resources.

He explained that fighting encroachment in national parks will help preserve wildlife and this will also benefit the locals.

He said wildlife attracts tourists which also has trickle down effects on the people.

Meanwhile, Mr. Mukupa and representatives from the sub chief have agreed to stop any further encroachment of the park in Kawama area where people do their fishing on Lake Mweru Wantipa.

The Warden said people have settled in Kawama which is in the National Park since the 90s but that no one should go further than that point.

He has also asked the people who have cultivated in the park not to go back and cultivate after they harvest this year.

He said he will arrest any person who would be found farming or making an advance settlement inside the park.

Meanwhile, Headman Mangolwa who spoke on behalf of the Sub Chief said
people settled in the area since the 80s because they were told to do
so by former national park officials.

The headman who accepted that people have encroached in the park said
they did so because they did not know.

He has ,however, thanked the department of national park for holding a
consultative meeting with them.

Headman Mangolwa has since pledged to talk to the people and warn them
not to further encroach in the park.

Nkana draw with Indeni in pre-season friendly’s

Nkana were held away by Division 1 Zone 2 side Indeni in two pre-season friendlies play on Thursday.

The record 12-time champions visited Ndola on Thursday morning as they intensified their preparations for the 2017 campaign.

In the first game, Nkana finished 3-3 with Indeni and scored through Austin Muwowo, Simon Bwalya and Lucky Bwalya.

Game 2 ended 1-1 in which Jacob Ngulube scored for the Kitwe giants.

ONE-OFF RESPONSE TO COMMENTS ON MY PETITION TO THE SPEAKER OF THE NATIONAL ASSEMBLY PUBLISHED ON 7TH MARCH 2017

Those who follow my debates will testify that it is my practice to respond personally to all bloggers who comment on my articles published by the Lusaka Times (LT). On this occasion I did not do so and I feel I owe the people an explanation. SOMETHING DID HAPPEN, more like a whirlwind or the carpet being swept off my feet. Soon after the publication I received a verbal message by cell phone that the Judgement would be delivered on 9th March at 09. 00 hours – welcome message but a surprise all the same! Please note that some of the comments by bloggers required that I delve into the merits of the case so I judged that that would not be prudent in view of the imminent judgement.

Indeed the Judgement was delivered on Thursday 9th March 2017 and I “lost” the case, but only that battle! It was a two-hour judgement that I consider a landmark one as it pronounced some important principles, including a hint at the need for an “Appex” Court as in the South African situation. I know that the judgement will attract a lot of attention from legal experts and enthusiasts. But as the Petitioner/Complainant I feel obliged to comment even before the experts do and even though the Speaker’s Office has not responded to me. Unfortunately the Judgement was NOT given to me as the Court indicated that they would release the judgement later. Since judgements by the Constitutional Court are final and there is no appeal, I shall comment on it as soon as I am given a copy of it.

I found some comments by bloggers interesting and deserving of my reaction. As a practice I do not comment or respond to personal comments or those that do not address issues raised in an article; however I feel I should comment now and make clear some misplaced responses that if left unanswered maybe, as I have been told before, an “admission of guilt”!

I have categorised the responses in three groups: Those in Support; Those Against and Those who are Lost. But one who, for now, does not fall into any of these groups but deserves acknowledgement is 1.1@ Nostradamus. To him I say “observation noted about the apparent delayed publication. Pse note that the publication was NOT a Press Release but a Petition directed to the Speaker of the National Assembly. So as a matter of courtesy and protocol I had first to serve the Petition on the Speaker’s Office and give them some time to peruse and, if they saw fit, to react; sincere apology @Nostradamus”. As for the categories: to Those For and Those Against – I say that they deserve a proper and full response after I have studied the landmark judgement. I believe we shall all enjoy and benefit from the debate that will ensue as I shall give my reasoned side as ‘one of the combatants’ in this modern David and Goliath contest!

For now I wish to comment on one @Ndake Khakis whose mission is to discourage and intimidate other contributors but does not address the issues at hand. Not only was he lost but he/she/it (“it” because it could be a computer!) fabricated or lied as usual. He/she/it posted, inter alia, that ‘You General Miyanda have no right to petition ANYTHING! I will never forgive you….You supported the incarceration of KK’. I say to you @Ndake Khakis, you harbour a lot of misplaced hatred, the same hatred you are accusing me of with regard to KK. When the real MMD history is written you will find that I was one of the very few within the Cabinet who controlled the unbridled hatred and intended retribution against KK. Even your claim that I supported KK’s incarceration is completely false. Some of those who were involved have passed on, others are still around but I was NOT one of them. If you harbour hatred do not join debates on my articles for they are a serious search for direction and the wellbeing of our nation and all its peoples. Avoid lies and innuendo on this medium or else just keep quiet. Those who have agreed with you are equally lost like the one who alleged that I misled the nation on ‘load-shedding’. I have never commented on this topic publicly, though I have strong views on the topic. I have never joined your side as you have alleged; I do not know you or “your side”; perhaps you should favour me with your identity, maybe I may remember you and take back what I have said – till then you have definitely lied!

It is a pity that you, @Ndake Khakis, turn serious discussions such as my petition into cadre quarrels or election campaign. If you and your ilk continue along the same unproductive and unhelpful path, I shall never respond to any of your comments. Let us use this forum to cross-pollinate. I am always ready to shift my position on an issue but you have to persuade and convince me with reasoned comments on the actual subject matter. Thus far you have miserably failed, so it is Aluta Continua with the search for Good Leadership and Good Governance in Zambia. All Zambians are free to contribute. This posting is not intended for debate but for my clarification and apology. Bloggers are, as usual, free to post their comments on this posting but I shall not respond until I have studied the Judgement of the Constitutional Court. Have a blessed day.

Cannabis cultivation is still illegal in Zambia-DEC

The Drug Enforcement Commission has insisted that cultivation of cannabis in Zambia remains illegal.

DEC Spokesperson Theresa Katongo said following the statement made by Home Affairs Minister Steven Kampyongo on medicinal cannabis to Parliament recently, the Commission has been receiving numerous queries from members of the public on whether his statement meant that cultivation of cannabis has been legalised in Zambia.

“We wish to clarify that cannabis cultivation is still illegal in Zambia unless one has lawful authority to cultivate for medicinal purposes as indicated in the Ministers statement,” Ms Katongo said.

“Section 9 of the Narcotic Drugs and Psychotropic Substances Act Cap 96 of the Laws of Zambia provides that any person who, without lawful authority, cultivates any plant which can be used or consumed as a Narcotic or Psychotropic, or from which a Narcotic Drug or Psychotropic Substance can be extracted, shall be guilty of an offence and shall be liable upon conviction to a fine not less than five hundred penalty units or to imprisonment not exceeding ten years or to both: provided that no person shall be guilty of the offence under this section if the plant is cultivated for purposes of medicine or is not on a substantial scale.”

Ms. Katongo said the Commission shall continue with its mandate of arresting persons found cultivating cannabis without lawful authority.

“We further wish to urge members of the public to familiarise themselves with the provisions of the Dangerous Drugs Act Cap 95 of the Laws of Zambia and the Narcotic Drugs and Psychotropic Substances Act Cap 96 of the Laws of Zambia,” she said.

Zesco will play their first competitive game in 2017 when they host Le Messager Ngozi of Burundi in a CAF Confederation Cup first round, first leg match at Levy Mwanawasa Stadium in Ndola.

The Serbian has a hard act to follow after his predecessor George Lwandamina set the standard in 2016.

Krmpotic inherits a squad that Lwandamina led to a debut semifinal appearance in the CAF Champions League last season.

Missing from Friday’s game will be goalkeeper Jacob Banda who is serving a one match suspension.

But midfielder Cletus Chama is the only major departure from the team following his move from Zesco as a free agent in December.

Krmpotic, though, is not new to continental success and was Frenchman Patrice Carteron’s assistant at DR Congo side TP Mazembe when they won the 2015 CAF Champions League title.

Meanwhile, a home win against Ngozi, who are making their second African appearance following their debut in 2015 in the same competition, will go some way to ease the early pressure as Zesco try to emulate their Champions League success in the second tier competition.

Senegal target to down Zambia

Senegal U20 coach Joseph Koto is relishing his sides 2017 Under-20 Africa Cup of Nations final meeting on March 12 against hosts Zambia.

The 2015 runners-up beat Guinea 1-0 thanks to a 12th minute Aliou Badji goal on Thursday in Ndola to qualify to their second consecutive final after losing 1-0 to Nigeria two years ago as hosts in Dakar.

This will be the two sides debut tournament meeting but Koto is hoping to go one step further and collect their first-ever Under-20 crown.

“What happened in Senegal in 2015 is history and what is important is what is taking place now in Zambia,” Koto said.

“Of course the players are the ones who will decide whether will lift the trophy or not.”

Guinea will play South Africa for bronze in the curtain-raiser at 14h00 in Sunday’s doubleheader at National Heroes Stadium in Lusaka.

Zambia and Senegal will play to decide the champions in the 17h30 kickoff.

The celebrity guests had a short panel interview where they talked about various topics that affect women. Yoko Chimanja was asked how she remains down to earth despite her celebrity status . she explained that she feels that she still has a lot more to achieve in her career ,she feels she is destined to do more so she doesn’t let what she has achieved in the past get to her head . Judy Ngulube talked about accepting yourself as you are ,flaws and all. Women should be comfortable in their own skin she said. Your perceived imperfections are what make you unique and beautiful .

New Councillor’s perks to cost treasury over 4.8 million per month

The Treasury will lose over K4.8 million to pay Councillors their new revised allowances.

Local Government Minister Vincent Mwale recently told Parliament that Government has approved the proposal to increase monthly allowances for Councillors from K700 to K3,000.

An analysis has shown that the Treasury will cough up a whooping K4.872,000 million monthly to pay all the 1,624 Councillors across the country.

In one financial year, the Treasury will spend over 58 million to pay the Councillor’s allowances.

That is more than the K35.6 million allocated to the rolling out of the School Feeding Programme in the 2017 national budget.

Finance Minister Felix Mutati in an interview clarified that the new increment has been catered for in the 2017 national budget under the Local Government Equalisation Fund.

But a further analysis shows that only K887.9 million has been allocated for Local Government Equalisation Fund in the 2017 national budget.

Set up in 2014, the Local Government Equalisation Fund is a formula based funding mechanism where the Ministry of Finance sets aside 5 percent of revenue from Income Taxes to be channelled to funding Councils.

With this break down, it shows that the Fund will now be chewed up in Councillor’s allowances leaving nothing for local government service provision.

But Mr Mutati insisted there will be no funding shortfalls as the Councillor’s allowances had been budgeted for.

He said he is just waiting for the Ministry of Local Government to return to the Ministry of Finance with finalised paper work to start disbursing the funds.

Efficient electricity costs must be the basis for tariffs, says Chamber of Mines chief

Knowing the true cost of producing electricity efficiently in Zambia is the first step on the road to cost-reflective tariffs, Chamber of Mines president, Nathan Chishimba has said.

Mr Chishimba said it is also the first step on the road to eventual reform of the Zambia power sector, which is currently under consideration by the government.

Mr Chishimba’s remarks were contained in a statement released at a media conference held in Lusaka on Wednesday.

“At present, the cost of producing electricity in Zambia is not known, as the last study done for ZESCO was ten years ago, in 2007. However, a new study, funded by the African Development Bank, is expected to commence in the course of 2017.”

Mr Chishimba said it was “absolutely crucial” that the findings of this study be the basis for both tariff reform and sector reform.

“Zambia needs a revitalised, reformed power sector able to deliver cost-efficient, competitively priced electricity to grow the economy, employment and disposable incomes,” said Mr. Chishimba.

“Bringing this about is a mammoth strategic task whose effects with be felt decades from now. It must be done properly.”

Mr. Chishimba said the idea that tariffs should be based on the known cost of producing electricity efficiently was one shared by Finance Minister Felix Mutati. “It’s worth recalling that the Honourable minister said in his 2017 national budget speech that cost-reflective tariffs do not mean ‘consumers should end up paying for inefficiency’.”

He said the idea of reforming the power sector was also increasingly accepted, not just by government but by the Energy Regulation Board itself.

“Minister Mutati said in his 2017 national budget speech that government would conduct a review of the overall structure, governance and operations of the electricity sector, including generation, transmission and distribution. And the Energy Regulation Board issued a paper in 2016 discussing the pros and cons of various reform options in developing countries like Zambia.”

Illustrating the concern, the mining industry and other stakeholders have about electricity costs, Mr Chishimba revealed that proposed electricity tariffs at Zambia’s newest power projects are more than 20% above global benchmarks established by the US Energy Information Administration.

“What this suggests is that Zambia’s electricity is not being produced efficiently by global standards, or there is a lack of transparency around the way in which tariffs are calculated,” Mr. Chishimba said.

“For new sources of electricity to facilitate economic development and power Zambian homes, it has to be competitively priced. Electricity that users cannot afford is little better than having no electricity at all.”

Competitively priced electricity is all the more important in a developing country like Zambia, because industry needs to generate “much-needed employment”, and households need the affordable power that helps to fuel the growth of the middle class, a key barometer of social progress.

Mr. Chishimba said that the mining industry has never shied away from the reality of cost-reflective tariffs. “We are business people, after all, and costs are something we deal with every single day at our mines. We are fully committed to tariffs that reflect the cost of providing electricity in an efficient, transparent, and internationally competitive manner.”

Charlotte Scott complains over slow pace of Mwanakatwe’s appeal case

United Party for National Development (UPND) Lusaka Central parliamentary candidate in the 2016 general elections Charlotte Scott says the process of hearing the appeal case brought by PF’s Margaret Mwanakatwe is taking too long.

On 24th November, the Lusaka High Court ruled that Mrs Mwanakatwe’s election victory was fraudulent after Dr Scott petitioned the results.

Mrs Mwanakatwe however rushed to the Constitutional Court and appealed the verdict and 22nd February was set as the date for the Con Court to hear Mrs Mwanakatwe’s appeal.

But shortly before that, it was announced that the ConCourt was not going to hear any cases at all for month of February without stating any reasons.

The new dates have not been announced yet and Dr Scott is now feeling the frustration.

“I know it’s complicated and slow. Meantime, I am confident that my case was very strong, and that in the end we will pull through. Without a fair election process, Zambia is not going to enjoy the fruits of democracy and free speech,” she said.

She added, “People have been asking about the status of the petition for the parliamentary election in Lusaka Central. This is my understanding, although of course everyone knows I am not a lawyer.”

“On 24th November, the High Court ruled in my favour, and upheld my petition. The grounds that were upheld included corrupt acts, violence, misuse of Government resources, discrimination, and the fact that the police prevented me from campaigning freely.”

She added, “My opponent immediately announced that she would appeal, and applied for a stay of execution – that is, a ruling to say that she could stay in the seat while the appeal was heard.”

“The High Court disagreed, saying she should not be in Parliament. She took that issue to the Constitutional Court, where a single judge reversed the decision on this issue. We have appealed to the full ConCourt bench, arguing that the seat should be vacated until the case is resolved.”
