Dora SiliyaGOVERNMENT has warned of stern action against some agricultural officers at Chirundu and Nakonde borders who are illegally issuing import permits on finished oil products despite the ban.
And Government says there is need to curb the importation of crude oil in smaller quantities for purposes of proper monitoring of illegally-imported oil products.
Speaking when she met Edible Oil Association of Zambia officials at her office yesterday, Minister of Agriculture Dora Siliya said Government is committed to protecting the local oil market from unscrupulous dealers.
“In the last three months, we have not issued any import permits on finished oil products. The position of the ministry is that we are not allowing finished oil products in the country,” she said.
She said Government will only issue import permits to the right people for purposes of meeting the local demand.
Ms Siliya said the ministry will engage the Ministry of Finance to table the issue of the 16 percent value added tax (VAT) on oil products.
Earlier, Edible Oil Association of Zambia representative Dharmesh Patel said the local oil market is still facing challenges despite the increase in the processing capacity of soya beans.
He said over the last five years, the production of soya beans has grown from 70,000 to 300,000 tonnes.
“The imported oil products that have flooded our local market are greatly affecting the pricing of locally produced oil despite the positive growth we have continued to record over the years. Imported oil products are putting a strain on our market,” Mr Patel said.
He urged Government to remove VAT on oil to promote competitiveness in the southern region.
Wedson Nyirenda has declared Zambia ready for battle on Saturday against Algeria in the two sides 2018 FIFA World Cup Group B qualifier at National Heroes Stadium in Lusaka.
Zambia head into the match in search of their first Group B victory in which they lie 3rd on 1 point,tied with visiting Algeria who are bottom of the log.

Injuries have rocked Nkana ahead of Sunday’s crucial home Super Division match against champions Zanaco with striker Ronald Kampamba being among four casualties.
Sate Sate Kampamba, winger Simon Bwalya, full back Aaron Katebe and defender Given Sinyangwe are all out of the Zanaco encounter with assorted injuries.
“Sate Sate has an hamstring injury on the right leg and I think this will take approximately 10 days to heal,” Nkana team physician Dr Gibson Mambwe revealed.
Kampamba missed last Sunday’s 1-0 win at City of Lusaka in the capital city due to the same injury.
“Given has back pain. He strained his back in training recently. He also needs about 10 days,” Dr Mambwe said.
“Simon has an injury on the right ankle. This may take five to six days,” he said.
Bwalya has missed Nkana’s last two matches.
“Aaron has an injury on the left leg.This may take eight days. So all these guys are out of the next game,” Dr Mambwe added.
Nkana have just welcomed forward Freddy Tshimenga and midfielder Danny Silavwe from injuries.
The two were part of the Nkana team that conquered City of Lusaka.

MMD National Secretary Raphael Nakacinda has advised members across the country to remain calm and disciplined in view of what transpired on Friday when the PF petitioned their Secretary General against Finance Minister Felix Mutati.
Mr Nakacinda said those who have sponsored the group from Eastern Province who petitioned Davies Mwila to force Mr Mutati to resign were oblivious to the current political dynamics in the country.
“I want to assure the members across the country in view of the propaganda and some petty politics today they need not panic. Let them remain calm. What ever issues have been raised as MMD we are a disciplined party and we believe in resolving issues using superior logic. We will not engage in the internal politics of the PF and whatever may have motivated them to behave the way they have behaved today.”
He called on members of his party to lead by example by ignoring what happened and demonstrate that they are a mature and disciplined party and show the nation that as a party they are more concerned with the development of the country as opposed to fighting one another.
“MMD is a disciplined party and let discipline rein and let’s show maturity and wisdom in dealing with the situation that has been raised.
“Your President Hon Felix Mutati was chosen on merit to be minister of finance and it was understood that he was President of a political party and it was appreciated that as MMD we in good faith supported the candidature of Edgar Lungu and moving forward ours is to continue working towards reorganizing the ourselves so that even when it comes to our value in this relationship it is enhanced.
“I think we will not be drawn or distracted by any attempt by people who seem not to appreciate the dynamics of the country political scenario in this country in view of the amended constitution,” he said.
UPND leader Hakainde Hichilema is a deception to himself and exists in a cocoon of deception. He is not true to the UPND membership. Indeed, if the levels of deception from his South African press briefing is what the Thanksgiving Prayers have produced in the man, then its high time his High Priests thought of going beyond laying on of hands to include baptism by fire – they have a mountain to climb!
It is no wonder to this date, there still exists grey areas surrounding is entry onto the political stage; grey areas around his faith; grey areas around his role in Zambia’s infamous privatization of among other things, mines; grey areas around his style of leadership within UPND; and grey areas around what he really stands for.
Speaking before white capital in South Africa, Hichilema proved right what many Zambians had always suspected – he’s a political project and a puppet of capitalists who has chosen to align himself with beneficiaries of South Africa’s apartheid regime. Hichilema has gone to bed with Democratic Alliance (DA), a Party Nelson Mandela described as follows: “You must not be misled by a Party that only cares for blacks on the eve of the elections…No matter how they cover up by getting a few black stooges, they (the whites) remain the bosses.”
Instead of thanking the people of Zambia for his release, he chose to go to a foreign country to speak ill of a country he claims to love. His motive is greed and self-serving. “The Patriotic Front is not allergic to prayer. Those with the gift of knowledge in the UPND must get worried with their leader’s style of leadership. Hichilema does not care about his “voters”, all he wants is self-anointing. He is even going to go to great lengths to associate with the likes of expelled PF Member Chishimba Kambwili, (another political desperado who confuses Hichilema for the Micheal Sata legacy) thinking that will get him into State House.
With yesterday’s hallucinations from South Africa, even the little “public sympathy” he might have gained fizzled out. Right thinking Zambians can now see that he is a “political fluke” ready to tell lies about his own Country and cannot therefore be taken seriously. Zambians cannot trust his word.

President Edgar Lungu revealed in Mufulira yesterday morning that his Government plans to set up a special committee to reform the mining sector. The President says the committee will recommend what must happen if an investor does not make a profit within three years??whether Government should allow the mining company to continue with operations or not. He says the Committee will also examine how much is extracted from the ore that is exported to ensure a win-win situation.
As the Green Party, we do not think that appointment of another special committee to review the mining sector is really necessary anymore. Last year on the 27th of January, 2016, President Lungu received a report of findings from the Mining Technical Audit Committee at State House. Up to now, the findings of the Technical Committee have not been made public. Therefore, it is imprudent to appoint another committee when there is unfinished business from previous committee.
As the Green Party, what we think is required to be done to end the Mopani impunity is enforcement of existing laws and recourse mechanisms. The biggest problem with Mopani is lack of transparency. This issue has always been identified as the core problem by various successive committees appointed to review the mining sector. It is for this reason that Sections 108, 109 and 110 of the Mines and Mineral Development Act of 2015 introduced stringent measures in the mining sector on record keeping and record supply to relevant Government officials.
If any mining operation fails to keep any plan, report, return, notice, record, register or other document required by or under the Act or supplies a false or misleading record, report, plan or information required for purposes of the Act commits a offence attracting serious punitive measures including imprisonment of directors and staff. The offence can also lead to revocation of the licence. If these provisions of the mining law were enforced, the impunity of Mopani on transfer pricing, VAT refunds, dividend declaration, and other outstanding pertinent issues would have been long gone.
We believe there is nothing new that the proposed special committee will recommend which is better than recommendations of prior committees, which recommendations have already been prescribed as policy and law, including the Mines and Minerals Development Act of 2015.
The Energy Regulation Board (ERB) says it is concerned reports of increased illegal fuel vending activities in Mufumbwe and Mwinilunga districts respectively , Western province.
Acting Director for Consumer and Public Affairs Fred Hang’andu says reports reaching the Board are that illegal fuel vendors are taking advantage of desperate motorists in Mufumbwe and Mwinilunga by selling the commodity at excessive prices.
Mr. Hang’andu has noted that the only licensed facility in Mwinilunga and surrounding areas is operated by Petrolink Limited which currently has no fuel.
He said despite the scarcity of fuel stocks at its filling station, Petrolink management has assured motorists in the area that all efforts are being made to deliver fuel as soon as possible.
“We wish to caution motorists against buying from illegal vendors as the product quality cannot be guaranteed because illegal vendors are not amendable to stringent product quality requirements applicable to licensed filling stations,” he added.
Mr. Hang’andu has however warned illegal fuel vendors of risking to be arrested as operating an energy enterprise without a duly issued license is an offence punishable by law.
He also stressed that storing fuel at facilities and homes that do not offer sufficient protection to human life poses a risk to families and communities in the event of a fire.
He further called upon investors to take advantage of the ready market for fuel by setting up service stations in areas like Mufumbwe which currently has no filling station.
He has however, mentioned that a number of initiatives have been put in place to enable the set-up of filling stations in deficit areas.

President Edgar Lungu has said that he will leave it to Zambians to judge if United Party for National Development(UPND) leader Hakainde Hichilema is committed to dialogue or not. This follows Mr. Hichilema’s outbursts in South Africa when he addressed a media briefing. President Lungu said that it was wrong for a Zambian to be attacking the country’s sovereignty in a foreign country.
Speaking to journalists shortly before departure for Swaziland where he will be guest of honour at an international trade fair, President Lungu said it was up to Zambians to judge whether the opposition leader was committed to dialogue.
“I have always urged people to be patriotic, judge him for yourselves. Is that the kind of a leader people want? The Bembas say ubufumu buichindika ubwine. So you just have to be patriotic and respect the sovereignty of the nation if you want to be respected, if you don’t, no one will respect you,” President Lungu said.
And asked whether HH’s statements whilst in South Africa would jeopordise the dialogue process, President Lungu wondered whether the latter was committed to the process.
“I don’t know whether you can read dialogue and good will in this process. I don’t know. But am ready to meet anyone who wants to discuss issues of governance and how we can bring harmony in the nation.” said President Lungu.
Commenting on petition to fire Finance Minister Felic Mutati, President Lungu said that he has not yet received a report from PF Secretary General Davies Mwila over the petition by Eastern Province Officials against Minister of Finance Felix Mutati.
The head of state was seen off by Vice President Inonge Wina, service chiefs and Cabinet ministers and has since arrived in Manzini, Swaziland for a working visit. The President was welcomed by Swazi Prime Minister Dr. Barnabas Dlamini at around 17 hours. On Friday evening, President Lungu will attend a state banquet hosted for him by his host, King Mswati. On Saturday, the President will officially grace the Swaziland Trade Fair.
Meanwhile, Lusaka Province Minister Japhen Mwakalombe has said that he is saddened by remarks made by opposition leader Hakainde Hichilema in South Africa where he addressed the press.
Mr. Mwakalombe said that since he joined Parliament there has never been a day police were allowed in the Parliamentary chambers to disrupt the session as claimed by Mr. Hichilema.
The Minister said that the opposition leader is misleading people in South Africa by telling them about things that have never happened in Zambia.
And Former UPND Deputy spokesperson Edwin Lifwekelo said that the outbursts by Mr. Hichilema in South Africa are diluting the spirit of reconciliation between him and President EDGAR LUNGU.
Mr. Lifwekelo wondered how President Lungu will reconcile with someone who was busy attacking him in a foreign country.

The Department of Immigration has arrested Shadrick Chite Mukenge ,31, a Congolese musician popularly known as Mumba Yachi.
Mumba has been arrested for knowingly making representations he knew to be false for the purpose of obtaining a Green Zambian National Registration Card (NRC) number 405730/10/1 and a Zambian Passport number ZN 550035, contrary to section 13(1) (c) of the National Registration Act and section 23 (1) (a) of the Passports Act, 2016 of the Laws of Zambia, respectively.
The suspect was on 9th May, 2017 intercepted by Officers at Chirundu Border Control when he attempted to enter Zambia using the Zambian Passport number ZN 550035 bearing the names Shadrick Mumba.
He also had in his possession the Green NRC number 405730/10/1 also bearing the same names.
He was handed over to Immigration Headquarters on the same day, where a statement was recorded from him, in which he said he was a Zambian, a position which he later withdrew in another statement recoded on 28th August, 2017, where he admitted to being a Congolese national.
He is currently detained at Lusaka Central Correctional Facility pending Court appearance.
The ruling Patriotic Front Leadership in Eastern Province has presented a petition to the party Secretary General Davies Mwila demanding the sacking of Finance Felix Mutati from his Ministerial position.
Eastern Province PF Vice Chairperson Godwin Phiri said Mr. Mutati who is also MMD president has allegedly been on a tour of Eastern Province to mobilise the MMD.
Mr Phiri said Mr Mutati’s actions are now destabilising the PF in the province.
Mr. Phiri said this when he presented a petition to PF Secretary General Davies Mwila at the PF Secretariat this morning.
And some of the PF cadres interviewed said Mr Mutati should go back to the MMD where they said he belongs.
“He can’t serve two masters at once, we want him to tell us if he is still MMD he should resign as minister and concentrate on MMD and if he is with us “PF” he should concentrate on Working for PF” one of the cadres said.
“He should concentrate on the MMD and if he is with us, he should concentrate on working for PF” said another one of the cadres.
And Mr. Mwila promised to present the petition to President Edgar Lungu and the Central Committee for consideration.

UPND Vice President Geoffrey Mwamba says has described the Kenyan election petition result as a victory for democracy and says Zambia should learn and emulate the Kenyan governance system.
Mr Mwamba said Kenyans have shown true separation of power and impeccable democratic practices.
He said the petition in Kenya was heard unabated.
“The Supreme court of Kenya has just nullified the recent Presidential elections in that country that had declared Mr Uhuru Kenyata as the victor. The elections were petitioned and the judiciary in Kenya rose to the occasion and judged without undue influences and invisible hand of the executive,” Mr Mwamba said.
“It is a victory for the Kenya electorate.”
The Kenyan Supreme Court has nullified the election of Uhuru Kenyatta in Kenya due to irregularities and new elections have been ordered within 60 days.
This is the first time a Presidential election has been nullified in Africa.
And UPP Leader Savior Chishimba said the shame hanging on Africa as a continent of leaders who have no respect for the rule of law is slowly, but surely being removed.
“We don’t need militia groups of youth in political parties as we have seen from a crop of political leaders who keep jumping from one political party to the other in our nation,” Mr Chishimba said.
He said Zambia can learn from Kenya where the Courts have shown that a case can be won if you keep it simple and focused within the specified timeframe.
“Opposition lawyers were not eloquent, but they argued from the standpoint of the law. That’s why I like my lawyer, Mrs Lilian Mushota – she is calm and collected. She always wants to keep each case plain and simple with a focus on legal issues,” he said.
“A day before my release, Mrs Mushota went to meet with the DPP to calmly raise numerous legal issues surrounding my irregular detention and the next morning the case was discontinued. Lawyers are not politicians, but officers of the court who must help with the speedy delivery of justice. Mrs Mushota always says to me, “Mr. President, Courts don’t work the way many think.” The Kenyan Courts have surely taught all a lesson.”
He added, “The hope for the birthing of a prosperous corruption free new Zambia in which all the people live together in unity must be kept alive. Let us pray for our nation without ceasing. People-centred rather than politicians-centered change is coming to Zambia. The coming change should not be about substituting the corrupt with the corrupt again.”

President Edgar Lungu is scheduled to officiate at an International Trade Fair in Swaziland from September 2 to September 4, 2017.
Minister of Foreign Affairs Harry Kalaba told journalists yesterday that the Head of State’s visit would coincide with the Reed Dance ceremony.
“I wish to inform the nation that His Excellency Mr Edgar Chagwa Lungu, the President of the Republic of Zambia is scheduled to officiate at the International Trade Fair of the Kingdom of Swaziland from 2nd to 4th September 2017 as guest of honour. You will recall that he undertook a state visit to Swaziland in July 2017 during which the two Heads of State held fruitful discussions that will allow for increased cooperation between the two countries,” Kalaba said.
Meanwhile, Kalaba announced that Zambia had been elected to chair the Organ Troika of the SADC Ministerial Committee on Politics, Trade and Security from 2018 to 2019.
“Zambia will therefore be an active participant in managing the critical areas of politics, defense and security in the SADC region for the next three years. It simply means that we will preside over elections that will be happening in the SADC region, conflicts that will be happening in the SADC region and any other turbulence that might arise within the framework of SADC…Zambia will ensure that anything that wants to threaten the peace of the region is dealt with amicably so,” said Kalaba.

Kenya’s supreme court has declared Uhuru Kenyatta’s victory in presidential elections last month invalid and ordered a new poll within 60 days.
The six-judge bench ruled 4-2 in favour of a petition filed by Odinga, who claimed the electronic voting results were hacked into and manipulated in favour of the incumbent. Kenyatta had won a second term with 54% of the vote.
“The declaration is invalid, null and void,” said Judge David Maranga. “The first respondent failed, neglected or refused to conduct the presidential election in a manner consistent with the dictates of the constitution.”
The hearing followed a petition filed by Odinga in the aftermath of his defeat last month.
Opposition officials repeatedly described the election results as a “fraud” and claimed that Odinga, who leads the National Super Alliance (NASA), was the “legitimate” winner.
Odinga was jubilant as he welcomed what he called a “precedent-setting ruling” by the court
“For the first time in the history of African democratization, a ruling has been made by a court nullifying the election of a president,” he said. “This indeed is a very historic day for the people of Kenya and by extension the people of the continent of Africa.”
A lawyer for President Kenyatta said the decision had been “very political” but had to be respected.
