The latest Famine Early Warning Systems Network (FESWNET) report says Maize prices in Zambia will start rising by August as regional demand for the commodity rises.

The report shows that the 2016/17 marketing season which opened in May has started with much higher maize price levels compared to the previous season.
“Given this situation, maize prices will trend above the levels that prevailed in the previous season for the duration of the outlook period. The prices will be relatively stable between June and July but start rising early (by August) initially steadily then more steeply as the lean season starts in November,” it says.

The report forecasts that throughout the outlook period, maize retail prices will remain at least 60 percent above the recent five-year average.
This is attributed to strong regional demand for Zambian maize as most of the marketable surplus will be in the hands of the medium and large traders and the FRA.

It says although the FRA is planning to purchase 1 million MT of maize during the June to September period at the new fixed price of K85/50 kg, they may fall short of their target.

“Additionally, the private sector has extended its purchase area to include some high producing areas in northern Zambia where the FRA purchased most of their maize in the last marketing season. The very attractive regional market will support very large maize volume purchases by the private sector this season,” it says.

“Since the FRA will purchase above the 500,000 MT strategic reserve target, they will enter the market to sell the grain to the millers for price stabilization during the lean period (Nov –Jan period). However, due to the expected high regional demand, prices are likely to remain high and the intervention is likely to have limited impact on the market as was the situation in the just ended marketing season.

Zambia attained average 2015/16 maize production despite a late start of the season and erratic rainfall with an estimated maize production is 2.87 million MT against the national requirement of 2.9 million MT.

Minister of Foreign Affairs Harry Kalaba has refuted reports that President Edgar Lungu has snubbed an envoy of United States of America President Barrack Obama.

Mr. Kalaba also says his Ministry has not received any formal complaint from the United States Embassy that President Lungu has snubbed the American envoy.

Mr. Kalaba was speaking in an interview with journalists at Kenneth Kaunda International Airport shortly before President Lungu’s departure for Uganda.

He said any diplomat who fails to access President Lungu is free to approach the Ministry of Foreign affairs to be scheduled to fit into the President’s programme.

Meanwhile Mr Kalaba says Zambia’s International Image is still intact despite the closure of the Post Newspaper.

He has reiterated that government did not influence the closure of the daily tabloid as the Zambia Revenue Authority -ZRA acted independently to enforce its obligation of collecting tax.

Citigroup, JPMorgan Favor Zambia’s Dollar Debt in Bet on IMF Aid

Citigroup Inc. and JPMorgan Chase & Co. are among investors stocking up on Zambian dollar debt, anticipating that a growth revival and an International Monetary Fund aid package will help the southern African nation plug its yawning budget deficit.

Citigroup started adding Zambian debt on June 10, while JPMorgan moved its holding of the nation’s dollar bonds to overweight, seeing room to “earn considerable pickup” amid signs of an improving economy. The bonds returned 7.3 percent in June, the most among 18 African nations monitored by Bloomberg.

The yield on Zambia’s dollar bonds due in 2024 has fallen more than 500 basis points from a February high of 16.3 percent, but is still more than 3 percentage points higher than that of debt by similarly rated Ethiopia. “We continue to like the position” in Zambian bonds, said Luis Costa, Citigroup’s London-based chief strategist for eastern Europe, the Middle East and Africa. “The IMF deal is a supportive factor. From the risk-reward point of view it is a very interesting long, despite Brexit.”

The yield on Zambia’s Eurobonds due 2024 dropped 6 basis points to 10.57% by 3:35 p.m. in the capital, Lusaka.

While the southern African nation has said it expects an aid program from the fund by the end of the year, a deal may not be that easy as it’s likely to require the government to cut energy subsidies. The IMF in March estimated the payments could cost the Zambian treasury $660 million this year. Increasing prices at a time when inflation already exceeds 20 percent may be unpopular in the build-up to general elections next month.

Better Rains

The 2016 budget shortfall will probably be slightly smaller than last year’s 8.1 percent of gross domestic product, Deputy Finance Minister Christopher Mvunga told reporters in May. That’s still more than twice the 3.8 percent deficit Finance Minister Alexander Chikwanda targeted in his 2016 budget statement.

JPMorgan sees a stabilizing exchange rate and improved rainfall supporting Zambia’s economy, while expecting that fiscal austerity will get the government through the coming months. The bank expects the fiscal deficit to remain below 8 percent of GDP in 2016.
President Edgar Lungu, who will seek re-election in Aug. 11 polls, said in May the country will only access IMF support if the lender’s conditions are acceptable, and not all investors are convinced about the positive outlook for the nation’s debt.
While Zambia’s Eurobonds have remained buoyant, underpinned by anticipation of an IMF support package materializing within months of the new government being formed after the August vote, the optimism is misplaced, according to Rhombus Advisors LLC, a consultancy that advises hedge funds and private-equity firms on African economies.

Zambian ‘Ambivalence’

Given “the ambivalence of local authorities, we have considerable reservations about any investment strategy that is dependent on an IMF support package,” Omotunde Mahoney of Rhombus wrote in a research note on June 21. This “would set the stage for a potentially significant correction in Zambian asset prices.”

While there may be delays on the path to an IMF agreement, demand from China will support the copper price, buoying the economy, which relies on the metal for more than 70 percent of export revenue, said Lutz Roehmeyer, director of fund management at Landesbank Berlin Investment.

“We are positive on economic growth and expect normal demand for commodities,” said Roehmeyer, who is overweight Zambian dollar bonds. “African exporters should perform well with rising commodities.”

President Edgar Lungu has challenged those alleging that the August 11 General election will be rigged to provide evidence.

President Lungu says some opposition leaders should not use speculations of rigging as an excuse if they lose election.

The President also says persistent allegations of rigging shows that the opposition leaders are not ready for the election.

He labelled those with unfounded allegations of election rigging as cry babies.

President Lungu was speaking in an interview with journalist at Kenneth Kaunda International Airport enroute to Uganda.

Meanwhile, Phoebe Sakala reports from Kampala that President Lungu will be in Uganda, to attend the 40th anniversary of the Entebbe operation.

This was a successful counter-terrorist hostage-rescue mission, carried out by the Israel Defense Forces, at Entebbe Airport in Uganda.

This hostage rescue happened on July 4, 1976, a week after an Air France plane with 248 passengers had been hijacked by Pro-Palestinian militants.

President Lungu, who has been invited by President Yoweri Museveni, will be among 6 other heads of state, who include Israeli Prime Minister, Benjamin Netanyau.

Zambia’s High Commissioner to Tanzania, judith kapijimpanga, who is also accredited to Uganda, has confirmed this in an interview with ZNBC in Uganda.

According to a programme released in Kampala, the heads of state will later hold a closed door summit on counter-terrorism, and later issue a communiqué, after the commemorations.

The whole programme is expected to end at 17 hours.

President LUNGU is later expected to return to Zambia, the same day.

ZAMBIANS will be endorsing Gender Based Violence (GBV) if they are going to vote for Hakainde Hichilema and his running mate Geoffrey Bwalya Mwamba in the August general elections, Kelvin Fube has warned.

Mr Fube, who is Patriotic Front (PF) deputy elections chairperson, said Zambians should heed President Edgar Lungu’s call to seriously scrutinise presidential running mates in political parties that would be participating in the coming general elections because some had documented records of Gender Based Violence.

He said President Lungu had challenged Mr Hichilema to explain how he had preferred Geoffrey Bwalya Mwamba as his running mate over his long and faithful vice-president for political affairs Canisius Banda to forewarn Zambians about the danger of making wrong choices on leadership. Mr Fube said in a statement yesterday that the women rights movement and the church had betrayed Zambians for failing to condemn Mr Hichilema for selecting Mr Mwamba as his running mate despite having a record of engaging in GBV.

He challenged the Women’s Lobby Group, NGOCC, WILSA, Catholic and United Church of Zambia (UCZ) women and Law Association of Zambia (LAZ) president Linda Kasonde to state their position on Mr Hichilema’s running mate because GBV was an evil that should never be condoned in a civilised society. Mr Fube alleged that the UPND had embraced personalities whose characteristics was nothing but causing terror in communities and that the UPND leader had embraced The Post Newspaper for neglecting to honour its tax obligations which he said was a criminal act.

“Voting for Mr Hichilema will be directly endorsing GBV which his running mate Geoffrey Bwalya Mwamba has embraced whole heartedly. It is a betrayal that the women’s rights movement, the church and other right thinking Zambians have failed to call Hichilema’s bluff on his endorsement of GBV as per record in The Post regarding his running mate,” he said. And Mr Fube said Zambians should re-elect President Lungu and his running mate Inonge Wina because of their dedication to delivering development to the country.

He said Zambia was in safe hands under President Lungu because the Head of State was a God fearing leader.

He said President Lungu was the best presidential candidate among all the candidates and that his humility and respect for citizens had placed him far ahead of the coming presidential race.

Nkana still in the race-Chiyangi

Nkana coach Aggrey Chiyangi is insisting that his inconsistent side can still win this year’s FAZ Super Division title despite losing key games to their main rivals in the first round.

Nkana have lost to champions Zesco United, league leaders Zanaco and Green Buffaloes in the first round.

Leaders Zanaco dispatched Nkana to their third defeat in their last four matches on Saturday with a home victory at Heroes Stadium in Lusaka to open a nine point lead.

“In games like this what matters is taking your chances. It’s been a tough game,” Chiyangi said in a post-match interview.

“The same way Zanaco have overtaken us that’s the same way we can over take them. We still have so many games to play in the second round,” he said.

Nkana stay put at number two on 31 points, three points ahead of Zesco who host Arrows on Wednesday and could surpass the Kitwe giants should they win that game including next Saturday’s home date against Green Buffaloes.

“The first round has been fine though we lost some games. We need to pick up and work hard in the second round.”

The Zambia Under-17 National Team lost 2-1 to the Copperbelt Select side in a practice match played at Heroes Stadium in Lusaka on Sunday.

The Oswald Mutapa coached Junior Chipolopolo is currently in camp preparing for this month’s COSAFA Under-17 Championship to be held in Mauritius from July 22-31.

The Copperbelt Under-17 Select team scored through Roderick Chitengi (penalty) and Samuel Kabwe while Mukuka Kafula inked the national team’s consolation goal.

This was a sweet revenge for the Kopala boys led by coach Kennedy “Zemba” Mvula having lost Saturday’s first test match to National Team at the same venue.

The Under-17 beat the Copperbelt Select 1-0 with a goal from Charles Mumba.

Justice Minister Ngosa Simbyakula says President Edgar Lungu decided to approve the increment to the chiefs’ subsidies in recognition of the hard work the traditional leaders undertake.

Speaking when he graced the Kazanga Traditional Ceremony of the Nkoya-speaking people in Western Province’s Kaoma district today, Mr Simbyakula said that government shall not be deterred in improving the living conditions of traditional leaders as it wants them to be self-sufficient and lead decent lives.

Mr Simbyakula said that chiefs do not go on leave nor do they take holidays as they are on work every day looking after the interests of their subjects and that is why government has gone a step further to start constructing their palaces countrywide.

The Justice Minister said the PF created the Ministry of Chiefs and Traditional Affairs as a platform through which government and traditional leaders could interface regularly in order to serve the people better.

Mr Simbyakula said that as Zambians embrace and celebrate culture, they must identify and discard those traditional practices that are harmful to society such as child marriages, gender-based violence, property grabbing among others.

He urged all chiefs to join other traditional leaders in the country that have teamed-up with government and other stakeholders in protecting children and adolescents from vulnerabilities related to child marriages, HIV/AIDS and gender-based violence.

And the Nkoya-speaking people have called on government to consider promoting any one of their gazetted chiefs in the area as senior chief or indeed paramount chief.

Kazanga Traditional Ceremony chairman general Lytone Kaushiku said that in 1947, King George recognized four traditional leaders in the region all of whom are now paramount chiefs except the Nkoya chief.

Mr Kaushiku said that at that time King George recognized the Litunga of the Lozi-speaking people, the Chiitimukulu of the Bemba, Gawa Undi of the Chewa and chief Mutondo of the Nkoya yet it is only the latter who has not been elevated.

He wondered why Zambia’s successive governments have failed to promote any one of the Nkoya chiefs and appealed to the PF government under President Lungu to look into their plight.

Mr Kaushiku reiterated the Nkoya people’s call to government for the creation of a new province to be named Kafue that will include Kaoma, Nkeyema, Luampa, Lukulu, Mumbwa, Itezhi Tezhi and parts of Kasempa all of which are vested with vast natural resources.

This years’ Kazanga traditional ceremony, which is hosted by chief Mutondo, is being attended by chief Kabulwebulwe of Mumbwa, while chief Kahare sent representation and several senior government dignitaries were also present.

VICE-PRESIDENT Inonge Wina has described as a bad reflection on society that some people stood by without offering help to a Kafue woman, who was last week beaten and sexually molested.

A cross section of society has condemned a group of men who filmed the beating and sexual molesting of a woman in a video clip which has gone viral on social media.

In the video, a man alleged to be the boyfriend is seen beating the unidentified woman, who seems unconscious and later other men strip her naked and insert objects in her private parts.

The Vice-President has since called on the police not to relent in arresting the perpetrators of gender-based violence (GBV) and other related vices in the country.

She said in an interview with journalists yesterday that it was inhuman that there was continued violation of women’s rights, through various forms of GBV and related vices.

“It is so unwarranted for another human being to treat another one like that in the manner it happened. Secondly, the fact that the way people who were seeing this situation and were willing to watch and do nothing about it, is a very bad reflection on our society,” Ms Wina said.

She said it was important that when something bad happened to another person, others should be able to swiftly move in and render help.

Ms Wina said GBV should be treated as a serious offence, as it was in violation of the rights of women, who were in most cases the victims.

In expressing displeasure over the continued violation of women’s rights, through social media, the Non-Governmental Organisations Coordinating Council (NGOCC) presented a petition to the Inspector General of Police Kakoma Kanganja at his office.

Police in Lusaka have since apprehended three people to assist with investigations.

PRESIDENT Edgar Lungu is confident of a resounding victory in next month’s general elections, judging by the huge support he has continued to receive from Zambians across the country.

President Lungu said the Patriotic Front (PF) was the most loved party among Zambians anchored on several development projects the Government had continued to unveil in different parts of the country.

The Head of State said this at Kenneth Kaunda International Airport in Lusaka yesterday on his arrival from Ndola, where he and his Mozambican counterpart, Filipe Nyusi officiated at this year’s 52nd Zambia International Trade Fair.
President Lungu said Zambians had continued to show great confidence in his leadership and was confident of winning the August 11 general elections.

“The huge turnout from the meetings we are holding in different parts of the country is a mark of confidence that the people of Zambia have in us,” he said.

Mr Lungu was received by Vice-President Inonge Wina, Defence Minister Richwell Siamunene and other Cabinet members, defence chiefs and PF officials.

Meanwhile, speaking ahead of departure from Ndola’s Simon Mwansa Kapwepwe International Airport, President Lungu thanked Copperbelt residents for ensuring peace prevailed as political campaigns continued.

He called on PF members to refrain from any violent acts, as such vices were detrimental to the well-being of the nation.

Mr Lungu called on PF members not to give up on what the party had started under the leadership of late President Michael Sata.

The President said there was need to embrace old and new members as they all belonged to one party.

“I would like to urge you not to give up on what we started with President Sata in 2011. Some of you were there, others have just joined us, but we are one and we belong to one party, which is the Patriotic Front (PF).

“Let us work on finishing what we promised the people. The journey has just started, we have a duty to pay back the Zambian people for the confidence they reposed in us. Moving in a group does not mean you are afraid,” the Head of State said.

He called on party members not to relent, but ignore people making unnecessary attacks.

“Thank you very much for being very peaceful here on the Copperbelt.

You are the heart of Zambian politics and economy. When you mess up here everything will be destroyed. I am grateful for the peace and please continue maintaining the peace,” Mr Lungu said.

President Lungu promised to visit every district in the country in the run up to the general elections.

Meanwhile, Mr Nyusi expressed happiness with the manner in which the ZITF was being held.

Speaking before departure for Maputo, President Nyusi said Mozambique had learnt a lot from the Fair, which he officially opened.

“We are extremely happy with the way you received us here. We are happy with what we have seen at your Fair. We have picked a lot that the people of Mozambique need to learn. Let us continue with these warm bilateral relations for the benefit of the two countries and our people. We wish Zambia all the best,” he said.

UPND President Hakainde Hichilema has stressed the need for government to open up Western Province to business and investment in areas such as agriculture, tourism and value addition industries.

Speaking today when he addressed three campaign meetings in Sikongo village in Sikongo Constituency, Lukona village in Kalabo Constituency, and Muyaulula village in Liuwa Constituency, Mr. Hichilema committed to fighting disease among livestock and improving the quality of cattle breeds so that farmers can secure more profit.

Mr. Hichilema further called for the setting up of border and warehouse facilities in areas such as Sikongo so that the country can export cashew nuts, beef, rice, fish and agricultural produce to neighbouring Angola.

He also said there is a need for a good airstrip facility in areas such as Sikongo along the border with Angola as a way to open up the area along the plains to the tourism industry.

The UPND leader committed to engaging the traditional leadership across the country to open up land for ranching facilities and thereby create jobs for the local people, especially youths and women.

ADD President Charles Milupi called on the people of Western Province not to miss out in joining the mass movement uniting behind the UPND leadership.

Mr. Milupi said the people of Western Province must never be deceived by the PF Government that all the promised projects have been implemented.

He said even the Mongu -Kalabo road was not a PF project but was started by the previous government.

PRESIDENT Edgar Lungu has said that there is need to eliminate trade barriers between Zambia and Mozambique to further grow ties between the two countries.

Mr Lungu said Zambia and Mozambique had signed various agreements, including the setting up of a coal-powered energy plant in Tete Province of Mozambique.

The Head of State said there was still need to develop trade relations for the benefit of both countries.

Mr Lungu was speaking at a luncheon organised by the Zambia International Trade Fair (ZITF) in honour of Mozambican President Filipe Nyusi who was in Ndola today to officially open the Fair.

“It is my expectation that our governments will work together to re-energise the work, to fully operationalise the growth triangle (Zambia-Malawi-Mozambique). Our countries should invest in the necessary infrastructure to make this a reality. We must also eliminate artificial barriers that limit trade between the two countries,” President Lungu said.

He was happy that Zambia and Mozambique continued to enjoy bilateral relations that had grown over the years.

Mr Lungu was optimistic that with the enhanced value-addition, the Mozambican ports would handle an increasing level of value and exports from Zambia.

Mr Lungu also said Zambians were impressed with the growth of the Zambian economy, despite an unfavourable global economic conditions owing to the weaker external demand for commodities.

Zambia and Mozambique have both taken bold and prudent measures to mitigate the impact of the challenges.
Mr Lungu said the two countries, therefore, had a lot to learn from each other.

He said as the two countries developed domestic value chains, there was need to build regional value chains to enhance job creation in the region.

Meanwhile, President Lungu has assured the people of the Southern African Development Community (SADC) that the Government endeavours to hold free and fair elections.

Mr Lungu assured the region through Mr Nyusi, who is the chair, that the Zambian Government was working to ensure peaceful, free and fair elections this August.

He said there would always be people who claimed that the electoral process was unfair.

“I am glad that you (SADC) are sending an observer mission, because there will always be those that cry foul when they lose, saying the political playing field was not leveled,” President Lungu said.

He said some politicians in some parts of Africa found it difficult to accept defeat and blamed their loss on the electoral process.

Mr Nyusi has since returned to Mozambique.

MMD President Dr Nevers Mumba has charged that high levels of drunkenness among the top leadership of the Patriotic Front has destroyed the governance system in the country which has descended to pathetic levels of shoddy and reckless actions and public pronouncements, mostly for shameful political expediency and cheap propaganda.

Dr. Mumba who is also Founder and President of Victory Bible Ministries International quoted from Proverbs 31:4-5 which says

“It is not for kings to drink wine, nor for rulers to crave beer, lest they drink and forget what the law deecrees and deprive all the oppressed of their rights.”

He said it was very clear that high levels of alcohol abuse among top leaders in PF have resulted in making some extremely questionable decisions which have deprived many citizens of their democratic rights and caused a lot of suffering among the poor.

Speaking at a mammoth joint UPND/MMD/UDF/ADD rally to drum uo support for Hakainde Hichilema in Mongu on Saturday afternoon, Dr Mumba appealed to those charged with looking after the lives of the millions of suffering Zambians and the affairs of the country to avoid excessive drinking and turning serious institutions like State House, the seat of Goverment, into a beerhall or tarvern as serious decisions that have far-reaching implications on the lives of Zambians are made there.

He said it can only be in a state of drunken stupor that a leader can get up and re-name a university which does not exist where not even one brick has been laid, or talk about infrastructure development projects including King Lewanika University in Western Province or Mongu Stadium when such institutions do not exist but give the nation the impression that these institutions actually exist all in a desperate effort to win votes from unsuspecting Zambians.

Dr. Mumba said it is better to honor the memory and legacy of late President Frederick Chiluba by emulating his great record of democratic freedoms such as freedom of speech, freedom of assembly, free press which the PF is systematically destroying.

Dr. Mumba asked the enthusiastic crowd in attendance at the Mongu rally to ‘sontapo’ or point where the King Lewanika University or Mongu Stadium were to which the crowd roared ‘ki buhata fela’ (its lies).

He said as it was in 1963, when all Zambians put their selfish and personal ambitions aside in order to achieve a bigger common goal which was Zambia’s political independence, likewise, he and others had decided to put their own personal political ambitions aside, in the manner that late ANC President Harry Nkumbula, a Tonga, had done for Kenneth Kaunda, a Bemba, and rally behind the candidature of Hakainde Hichilema as president, to save the country from collapse.

Dr Mumba therefore called on the people of Western Province to be serious in the coming General Election and vote carefully for a sober, intelligent person like Hakainde Hichilema as president to be in charge of steering the affairs of Zambia out of the current economic quagmire.

He chided the group calling itself ‘Christians for Lungu’ that genuine Christians can only be for God and not for an individual and advised them to only champion the cause for God to avoid cheapening Christianity.
