Action Aid Zambia (AAZ) has urged the Zambia Revenue Authority (ZRA) to ensure that The Post Newspaper pays all the tax arrears it owes in full before it can be re-opened.

Country director Nalucha Nganga said her organisation believed that local and foreign companies should pay their fair share of taxes as long as they were operating in Zambia.

“AAZ like many other stakeholders in the country have watched with keen interest the developments surrounding the ZRA statements and actions regarding The Post Newspapers tax affairs and tax dispute.

To be clear we believe that The Post Newspapers should pay taxes and any tax arrears that they may owe to ZRA just like any tax payer,” said Ms Nganga.

She noted that it was necessary that the Zambian government raised the tax revenue in a progressive manner by ensuring that those who earned more income and made profits paid a proportionately higher amount of taxes than those who earned less.

And Ms Nganga explained that it was important that the tax revenues were redistributed and spent in those areas and activities that would make the most impact on the poorest of Zambians such as rural areas to provide quality public health, education and water and sanitation services that can be accessed by all.

In a statement Ms Nanga called on ZRA to also act on all the other cases of possible tax evasion and avoidance or indebtedness by multinational companies (MNCs) with the same exuberance they have shown in the case of The Post Newspaper.

Ms Nganga was, however, concerned with the capacity challenges faced by ZRA that would hamper their efficient tax collection as it relates the MNCs and the national businesses.

She said ZRA should effectively come up with a system in tax collection which would compel institutions especially multinational companies to comply with paying their taxes that would fund social sectors

GOVERNMENT has distanced itself from allegations that Zambia has started administering injectable Anti-retro virals (ARVs) in some clinics.

This follows unconfirmed reports by members of the public living with HIV/AIDS that the country had started administering injectable ARVs at a fee.

A source said in an interview that the drug being administered in form of injections was introduced as a result of people living with HIV shunning the oral drugs due to side effects.

But Ministry of Health Deputy Minister Chitalu Chilufya denied the allegations saying the ministry had not received any information regarding the matter.

“I am not aware of this injectable ARVs that are being given to patients. If anything, I would have received a report that there is such a thing happening but I know nothing about it,” he said.

It is not that easy to disqualify a Candidate-ECZ

THE Electoral Commission of Zambia (ECZ) has said it would only disqualify a candidate after thorough investigations have taken place.

ECZ public relations manager Chris Akufuna said during the week that even if the organisation had powers to disqualify a candidate, it was not as easy as it sounded.

He explained that the organisation needed to have adequate facts on the ground before it could disqualify a candidate.

“You cannot just disqualify a candidate based on mere accusations because there are a lot of things going on, there are issues of other political parties using another political party’s regalia so you can’t surely disqualify a candidate based on that,” he said.

Mr Akufuna stated that people should understand that it was not just a matter of either delaying or rushing into disqualifying a candidate but that there were serious implications that came with disqualifying a candidate if matters weren’t handled carefully.

The clarification follows complaints that have been raised by some candidates contesting in this year’s general elections that the rise in political violence that the country was experiencing was due to ECZ’s delay in implementing its powers of disqualifying candidates perpetrating violence.

PRESIDENT Edgar Lungu has assured Zambians that every part of the country will receive a fair share of development as long as the Patriotic Front (PF) remains in power.

Mr Lungu said he was a president for all Zambians and thus he would not deny any part of the country development even if they did not vote for him.

Addressing a huge rally at Mutendere Ground in Kafue yesterday, President Lungu observed that Zambia was one country and thus he did not want other parts of the country to be developed while others lagged behind.

“I want to assure you that no part of Zambia will remain undeveloped as long as we remain in power,” he said.

President Lungu assured Kafue residents that the development which was being experienced in Lusaka and Western provinces, among other areas, such as township roads would be extended to the district and turning Kafue District Council into a Municipal Council.

President Lungu said he would engage the Ministry of Finance to ensure that it pumped in more money into Nitrogen Chemicals of Zambia to revamp it.

He also pledged to tackle unemployment and look into the challenges of retirees in Kafue.
President Lungu noted that his predecessor the late Michael Sata had taught the party to ensure that development benefitted the poor as well and not restricting it to the rich.

President Lungu reiterated his warning against experimenting with leadership as voting for other candidates who had never even served as councillors before risked retarding development as they would take time to learn how to govern the country.

President Lungu further cautioned the electorate against voting for candidates who did not respect them and did not listen to their advice which he said was an attribute of poor leadership.

Mr Lungu also implored PF cadres not to react violently once provoked by the opposition, but to instead forgive their enemies and report them to the police whom he commended for working hard in controlling political violence perpetrators the past week.

“In PF we love peace, so when you vote for PF, you are voting for peace. When UPND attacks you, refrain from fighting back lest you destroy the country,” he said.

Speaking at the same rally, former vice-president Enock Kavindele observed that the amount of development the PF Government had garnered in the last five years was unprecedented, citing the increase in number of public universities, health facilities as classic examples.

Christian Democratic Party leader Dan Pule said President Lungu was a God-fearing leader and thus implored all the Christians in the country to fast and pray for peace and the PF to win the general elections for 40 days starting on July 4, this year.

PF secretary-general Davies Chama, President Lungu’s campaign chairperson Samuel Mukupa, former Kabwe member of Parliament Austin Chewe and leaders of the 16 political parties which have backed the ruling party, besides Kafue adopted candidates, were among other speakers.

UPND Demands Post Be Reopened

Today we reiterate our direct call to President Lungu to demand the Post newspaper is reopened immediately.

The actions taken by President Lungu against the Post can never be justified and demonstrate the broken democratic society he has created.

Instead of trying to talk about policies and how we will improve the lives of the Zambian people, President Lungu’s tactic is simply suppression.

The Post newspaper represented one of the last beacons of democracy in our broken country, and never strayed from holding those in power accountable. Its closure has denied the people of Zambia that right.

Furthermore, the Post is a major employer of people, both directly and indirectly. At a time when Zambia needs to create jobs more than ever President Lungu’s actions once again go against the needs of our country.

This action also sends a terrible signal to the business community and will further put them off investing in our country when that is what we so desperately need to create the jobs.

President Edgar Lungu has directed the Zambia Public Procurement Authority to ensure that all infrastructural projects, including the airport expansion and electricity power station projects, are supplied by locally produced products.

The President said the move will support locally produced goods such as steel bars produced by the Universal Mining and Chemical Industries limited of Kafue.

President Lungu said the steel plant, which employs about 1000 people, is in line with government’s development programme of job creation hence the need for support by all Zambians.

The Head of State said government stands ready to meet the energy demand required by the steel plant so that it can operate at full capacity.

President Lungu was speaking when he launched the new Direct Reduced Iron Plant at Kafue steel plant in Kafue District.

President Lungu has also directed the minister of mines and the Managing Director of ZCCM Investment Holdings to allocated Kafue steel plant a sizeable coal reserve to enable the upgrading of iron and steel products.

The President was earlier taken on a conducted tour of both the steel plant and the new Direct Reduced Iron Plant which is at the same premise.

And Trade Kings Group of Companies Executive Director, Bright Chunga, told the President that Kafue Steel Plant is producing 120,000 metric tonnes per annum but will upgrade to 240,000 metric tonnes per annum once the plant starts using iron ore later this year.

Dr Chunga said load shedding is one of the challenges that have hampered production restricting it to eight hours per day.

He has also disclosed that the firm will later this year open an ore mine in Nampundwe in Shibuyunji district.

The President is in Kafue District and later expected to address a public rally at Mutendere Primary school.

The Zambia Police Service says it will not hesitate to arrest anyone found armed in public in a manner that causes public terror.

In a statement Zambia Police Chief Kakoma Kanganja said the police has noticed a proliferation of items that are dangerous which are being used to cause insecurity in our country.

He said the law is very clear on persons moving around with weapons and that those found wanting will be arrested.

“The police has noticed a proliferation of items that are dangerous which are being used to cause insecurity in our country. The items include air gun pistols which have become common,machetes (pangas),taser guns and catapults among others.

“We would like to warn the general public that Section 84 of the Penal Code Act states clearly that any person who goes armed in public,without lawful occasion in such a manner as to cause terror to any person commits an offence and his arms may be forfeited,” he explained.

The Police Chief added “From the foregoing,with regards to the political violence we had experienced the police will not hesitate to arrest anyone found armed in public in a manner that causes public terror even if such persons are licensed fire arm holders.”

He further said he has directed the police to ensure that anybody found armed in public is arrested regardless of their political affiliation.

“We do not expect anyone to be armed in public in such a manner as to cause terror to the general public.

“I am therefore,directing all police officers to ensure that all those who are found armed in public and causing terror regardless of their political affiliation are arrested and prosecuted without any due delay,” he said.

Stanbic Bank sees more pressure on the Kwacha

Standard Bank trading in Zambia as Stanbic Bank says the Kwacha will continue depreciating in the short term as inward financial flows dry ahead of the August elections.

In a note to investors, Stanbic Bank says the US dollar and the Zambian Kwacha which was trading just shy of the 11.0 level in the fourth week of Jun from 10.4 a month earlier will be under more pressure as the country heads to the elections.

It said while the local press has hinted that the authorities may reintroduce regulatory controls to help support the currency, the bank believes that in the absence of improving fundamentals, regulatory changes may in fact prove negative for the Kwacha.

“We expect upside pressure on USD/ZMW to persist on a multi-month basis. In the absence of strong left hand side flows, strong import demand and relatively loose domestic liquidity conditions, we have seen the kwacha depreciate against the USD since Apr,” it said.

“Even the usual liquidation of FX by corporates to fund tax payments in the week ended 14 Jun did not provide much support for ZMW. Support for ZMW in the period Dec 15 to Apr 16 was largely accomplished through the Bank of Zambia’s (BOZ) tight monetary policy stance, sporadic copper-related FX inflows and a slowdown in corporate activity.”

On the trade front, Stanbic Bank says total imports were also subdued in the period Jan –Apr, providing some support for the ZMW.

“According to Zamstats, imports stood at just USD2.31bn in Jan-Apr 2016 while exports were USD2.08bn, allowing for a narrower trade deficit. In any event with Gross foreign reserves at just USD2.6bn at the end of Mar 16 (4.0 m of import cover) and import demand likely to increase going forward on the back of improved credit conditions, we do not believe that the authorities are able to aggressively support the currency ahead of political elections in August.”

The Bank said a formal IMF programme is unlikely to be clinched just before the elections, and the possibility of a run-off means that there could be even further delays.

“However, the IMF has indicated that it is in discussions with the Zambian authorities “to lay the groundwork for rapid action toward a Fund program following the Aug elections.” Arguably, an improvement in the external sector through a rebound in commodity prices or the authorities’ commitment to a funded IMF programme could also see a meaningful change in sentiment toward Zambia, thus supporting the Kwacha.”

It said an IMF programme would likely advocate import compression and engineer fiscal consolidation, thus supporting the Kwacha.

Some newspaper vendors in Lusaka have complained that they have seen a reduction in their sales since Government shut down the Post Newspapers.

The vendors interviewed on the streets of Lusaka on Friday revealed that motorists and members of the public have stopped buying the other newspapers since the Post has now limited circulation.

They revealed that the trend has always been that people will buy the other two or three papers together with the Post as a way of getting a balance in news coverage.

“What used to happen is that the first paper of choice would be the Post, after they get the Post, then you find that someone will also get the Daily Mail or Times depending on which Headline they have and the Daily Nation would only be an option but since the Post became hard to find, people are now failing to buy any of the three papers which has now badly affected our sales,” said one vendor on Independence Avenue.

And investigations have revealed that some newspaper vendors on Cairo road have resorted to hiding the paper for fear of being attacked by PF cadres.
Some vendors who operate around Church House on Cairo Road said they have been warned that they will be beaten up and their wares confiscated if they are found selling the Post.

“So we have resorted to hiding the paper and selling it only to our trusted customers because we are scared of these PF cadres. They keep checking up on us to see if we are stocking the paper. They are saying that the Post is a closed publication so it is illegal to trade in it. This has made our work very difficult,” another vendor said.

The Zambia Revenue Authority this week raided the Post and confiscated equipment and assets of the newspaper company and paralysed its operations in a protracted.

However, the Newspaper has defied all odds and have continued publishing although with limited circulation.

The testimony is in the huge numbers of people that flock to the famous ‘matebeto’ restaurants in Lusaka’s Thornpark every lunch hour.
Zambians have a great love for local dishes such as bondwe and Chibwabwa, and being able to sample such cuisines in a five-star setup such as the Radisson Blu, is set to make it all the more delicious.
The Radisson Blu has tapped into this love by launching the new Chuma Grill menu and restaurant on Mondays.
In an interview, Radisson Blu general manager Marius Wolmarans said the restaurant would serve Zambian cuisines in a comfortable and relaxed environment.
“We want every guest coming into the country to have a real taste of the various Zambian foods, without having to leave our hospitable and warm environment,” Wolmarans said.
Interestingly, the restaurant is named after one of the famous explorer, David Livingstone’s helpers, Chuma.
Chuma was renowned for his hospitality to the explorer and is said to have taken great care of the explorer, especially in the last days of his life.
And chef Freeman said the restaurant will also boost local business as most of the foods are sourced locally, especially from the Tuesday Market in Kabwata, Lusaka.
Chef Freeman is the winner of the Master-cook Zambia 2014 cooking competition.

New Zealand based , Zambian Electropop artist Mukuka Musowa released her latest single “Just Fine” .

Just Fine is the third single off Mukuka’s on-going project with Producer Nate. The single was written for and will be featured on a New Zealand Television Show BOTH WORLDS, which will be aired on TV3 in August 2016 where Mukuka’s music, culture and influences are documented.

Kalusha Bwalya says Zambia still has a chance to book her maiden appearance in the Russia World Cup 2018 despite landing a tough draw.

Kalusha who is a CAF Executive Committee Member said World Cup draw is always difficult but called for early preparations.

“Today’s draw no exception for every team and every group. Group B, Chipolopolo has had the better of Cameroon and Nigeria in the past. Algeria has always given us some sleepless nights,” he said.

“Prepare early, put everything in place and get ‘good’ results and set the pace in first two games then you are up and running.”

He said Zambia has always played better when facing bigger names.

“The bigger the names of the opposition, the better Zambia plays. Have confidence in this group of players and you can see what happens. Anything can happen in this group. Teams will get points off each other and that can be good for Zambia. Believe in yourselves. It’s tough but it can be done.”

Shoprite Checkers has admitted that the current economic situation in the country is harsh.

Shoprite Zambia General Manager Charles Bota said the business environment has become very challenging for the retail chain store.

Mr Bota was speaking during the opening of a new Shoprite, Hungry Lion and OK Furniture store in Solwezi on Friday which was officiated by North Western Permanent Secretary Ephraim Mateyo.

The new Solwezi Shoprite store is the 29th Store in Zambia and is situated at the new City Mall while the Hungry Lion store is the 21st in the county and the OK Furniture store becomes the 7th in the country.

Mr Bota revealed that the opening up of the three stores in Solwezi has created 250 permanent Zambian jobs for the local people.

He said Shoprite has also created more shelf space for local and foreign products on the 16,700 strong items on range list for the new store.

Mr Bota revealed that 75% of these are supplied by local suppliers and local agents.

UPND cadres allegedly beat up PF campaigners in Kiwe

Some suspected United Party for National Development (UPND) cadres in Kwacha Constituency yesterday harassed Patriotic Front (PF) members at Buchi Market by allegedly beating and insulting them.

The five PF members, who were attacked by the unknown UPND cadres, said they were conducting door-to-door campaigns when they were chased by UPND cadres who told them to leave the area they were operating from.

Speaking to ZANIS, Henry Nonde, who spoke on behalf of other members, said it was unfortunate that the UPND thugs attacked him and his colleagues during the door-to-door campaigns at houses near the market.

Mr Nonde said the UPND members told the PF members that they had no right to campaign in the area whilst the UPND was around the surrounding areas.

He said it was at this point that the unruly cadres from UPND started insulting the PF members who were calm and could not respond to the insults.

He said the PF campaigns did not retaliate when the UPND cadres started misbehaving by saying all sorts of things about the ruling party.

Mr Nonde further said the cadres descended on the PF members by pushing them around and throwing stones at them but they resisted and continued ignoring them.

Mr Nonde added that the unruly UPND cadres were shamed when the PF members just walked away without answering them and continued with their duties.

The Drug Enforcement Commission (DEC) in Eastern Province has arrested two people in Mambwe District for unlawful cultivation of fresh cannabis plants weighing seven tonnes.

The arrest is contained in a statement made available to ZANIS in Lusaka today by Drug Enforcement Commission Public Relations Officer, Theresa Katongo.

Ms Katongo said Agnes Phiri, 47, a small-scale farmer of Mateo Village in Mambwe District, has been arrested for unlawful cultivation of fresh cannabis plants weighing 3.9 tonnes, and Adamson Banda, 23, a small-scale farmer of Kataika Village in Mambwe District has been nabbed for unlawful cultivation of fresh cannabis plants weighing 3.1 tonnes.

She said the commission has also arrested a 46-year-old American in Mfuwe District for trafficking in cannabis.

Ms Katongo said Max Wallace, 46, the Managing Director of Zikomo Safaris in Mfuwe from Phoenix Arizona, USA has been arrested for trafficking in 23g of loose cannabis.

She said the suspect was also found with suspected pills of diazepam and a pistol.

Meanwhile Ms Katongo has disclosed that commission in Southern Province has arrested Kennedy Mwiinga, 51, a small-scale farmer of Chilangi Village in Mazabuka for trafficking in 42.37kg of loose cannabis and Gregory Hamusonga, 33, a small-scale farmer of Zambia Compound in Namwala for trafficking in 8.06kg of loose cannabis.

She further said in Central Province, the commission has arrested Ben Malasha, 48, a small-scale farmer of Maipeke Village in Luano for trafficking in 27.7kg of loose cannabis and Aggrey Pondala, 26, a small-scale farmer for trafficking in 12.5kg of loose cannabis.

She added that in Western Province, the commission has arrested Emeldah Liswaniso, 52, of Sikuka village in Sesheke for trafficking in 3.5Kg of cannabis.

Ms Katongo said all suspects will appear in court soon.
