ZAMBIA’S High Commissioner to South Africa, Emmanuel Mwamba has urged politicians to make responsible comments over the printing of ballot papers for this year’s general elections to avoid damaging the reputation of the Electoral Commission of Zambia (ECZ).

Mr Mwamba said people should stop making speculative comments on the printing of ballot papers because doing so was damaging ECZ’s reputation for holding credible elections.

Mr Mwamba was speaking when he featured on Muvi Television live programme, dubbed Zambia’s Foreign Relations on Sunday evening.

He said comments by politicians who are alleging that a Dubai firm that the ECZ proposed to use as the company to print ballot papers were irresponsible and could plunge the country into chaos.

“Please let us not scandalise our institutions. We need to trust ECZ and if there are any irregularities, let us report to law enforcement agencies,” Mr Mwamba said.
He said politicians and other stakeholders should trust ECZ to conduct free and fair elections because its autonomy was enshrined in the Constitution.

Mr Mwamba said the media had a role to play in national building by counter-checking every statement which was published to avoid publicising unfounded rumours.
He said some political parties were promoting hatred and violence during their political campaigns.

Mr Mwamba said Zambia should maintain its reputation as one of the most hospitable countries in the world.

He said the recent attacks on Rwandese in some parts of Lusaka were acts of criminality contrary to assertions by some politicians that the people rioted because of high poverty levels in the country.

Mr Mwamba said recent statistics had shown that Zambia had recorded improvements in poverty reduction efforts.

He said Zambia hosted people from several neighbouring countries, including South Africa and Zimbabwe during their liberation struggles, because it was a nation of loving and peaceful people.

Kitwe District Commissioner and Patron of the Northern Media Club, Chanda Kabwe, has urged the media proprietors in the country, especially in the private sector, to stop misusing their Journalists by paying them slavery wages despite the journalists doing their level best in the gathering of news and providing better stories for their respective media houses.

In a statement released to the media in commemoration of World Press Freedom day, Mr Kabwe strongly warned the media owners who do not pay well their Journalists to change for the better because a financially challenged Journalist can plunge the nation into turmoil by writing false news due to lack of motivation at work.

WORLD PRESS FREEDOM DAY 2016 – PAY JOURNALISTS WELL.

THE media plays a pivotal role in the development of the country hence media owners should pay well their journalists because a hungry and desperate Journalist is a danger to society.

It is unfortunate for some media proprietors in the country especially in the private sector who misuse their Journalists by paying them slavery wages despite them doing their level best in the gathering of news and providing better stories for their respective media houses.

Journalism is a noble profession because the Journalists provide checks and balances in the governing of the country but some private media owners do not have respect for their Journalists because they treat them like slaves subjecting them to inhumane and pathetic conditions of service.

The media owners should always treat their Journalists with respect because the nation depends on such people as they disseminate information to masses on various issues affecting the people in their respective environment.

It is also disheartening to observe that some media houses in the country are in the habit of not paying their Journalists on time and yet they expect them to contribute stories on a daily basis whilst they are facing financial challenges.

Am strongly warning the media owners who do not pay well their Journalists to change for the better because a financially challenged Journalist can plunge the nation into turmoil by writing false news due to lack of motivation at work.

The issue of some media houses paying Journalists meagre salaries is an insult to the profession because Journalism is regarded as the fourth estate in any country in the world.

Media owners should not be disrespect journalists working in their respective institutions by paying them low salaries because a lowly paid Journalist will easily fall as a prey in the hands of some selfish politicians and individuals who will only use their financial muscle to put the Journalists in their pockets by instructing them to write stories against the hardworking Government of the Patriotic Front led by his Excellency Edgar Chagwa Lungu.

The Journalists should further be wary of some unscrupulous individuals who are only interested in using them to write false and malicious stories to suit the agenda of some of their media proprietors who do not even pay them according to their expectations.

Some media houses in the country should also change the way they report about the economical, political and social affairs in Zambia because irresponsible and unconstructive reporting can dent the image of the country to the international community.

Please media owners pay the Journalists better salaries because the nation highly relies on them and without Journalists no sustainable development can be steered in the country.

Lastly let me urge the Journalists in Zambia to always adhere to the ethics of the profession by reporting objectively and constructively as they are the mirror of the nation to the outside world.

LAZ Opposed to holding the National Referendum alongside this year’s General Election

The Law Association of Zambia -LAZ- is opposed the holding of the National Referendum alongside this year’s General Election.

LAZ President Ms. Linda Kasonde says holding the Referendum alongside the General Elections would likely result in the matter becoming a political campaign issue by various political parties involved.

Ms. Kasonde says LAZ is concerned that up to now the proposed Bill of Rights has not been published to increase awareness on the contents.

She has further appealed to government to translate the Bill of Rights into local languages.

Ms. Kasonde says lack of sensitisation on the Bill of Rights create a situation where people will be voting on the referendum on partisan lines rather than on the content of the proposed Bill of Rights.

Zambia is scheduled to go to the Polls on August 11, 2016 during which the National Referendum will also be held to garner consensus on the expanded Bill of Rights contained in the October 2014 final draft constitution.

And the Association has persuaded political parties to desist from violence in their campaign, ahead of the 2016 General Elections.

LAZ President Linda Kasonde says politicians must focus on issue based campaign and avoid provocative statements.

Ms. Kasonde said this in an interview with ZNBC in interview with ZNBC news in Lusaka.

She called on all political stake-holders to preach peace in the run-up to the polls.

Ms. Kasonde also advised politicians to stick to the resolutions of the recent political Indaba to end violence.

The Zambia National Broadcasting Corporation-ZNBC will on Wednesday, this week hold a stakeholders meeting with leaders of political parties.

ZNBC Corporate Affair Manager Masuzyo Ndhlovu says the meeting will be held at Mass Media Complex at 09:00 hours.

Mr Ndhlovu said the corporation has sent invitation letters for the meeting to Chief Executive Officers of Political parties.

He says the meeting will provide a platform for ZNBC to roll out programmes that have been lined-up before the 2016 General Elections.

Mr Ndhlovu says the stakeholders ‘ meeting with political parties will further discuss other matters of Radio and Television Programmes.

And ZNBC has apologised to Patriotic Front-PF Deputy Secretary General Mumbi Phiri and her family for airing her recorded Sunday Interview whilst she had a bereavement.

ZNBC Corporate Affairs Manager Masuzyo Ndhlovu says the Public Broadcaster apologises for any inconvenience the development might have caused to Ms Phiri and her family.

Mr Ndhlovu says the Sunday Interview where Ms. Phiri appeared yesterday was recorded two weeks ago and would have been aired a week ago, had circumstances allowed.

Contrary to UPND assertions, New Retirement Age is in the Best Interest of the Workers

As Chairperson for Labour and Social Security of the PF Central Committee, I wish to respond to some uninformed positions expressed by opposition UPND leader Mr. Hakainde Hichilema on the retirement age and social security for workers.

1) It is regrettable that opposition UPND leader Mr. Hakainde Hichilema who aspire for the highest political office in Zambia continue to issue ignorant statements saying if he is elected President he would reverse the retirement age from 65 to 55 years because people would be too tired to run their own business if they wished to do so after their retirement.

Our Response:

When the Patriotic Front came to power in 2011 we consulted with the labour movement and the tripartite consultative council consisting of employers, employees and government. Several meetings were held and the tripartite consultative council proposed the intention on retirement age which offered three (3) options. When President Lungu came to power in January 2015 he concluded what government had started with the unions in consultation with the workers and employers.

In March 2015 President Edgar Lungu directed the Ministry of Justice to immediately revise the law on retirement age to provide for three (3) options an employee can exercise to retire. The President’s directive was very flexible and the following changes were made through an amendment to Statutory Instrument (SI) No.63 of 2014 to introduce a flexible graduated arrangement that will afford employees the following options:

a) Early Retirement – 55 years (discretion of the employee who should give notice to the employer while aged 54 years i.e. 12 months before. The employer cannot refuse).
b) Normal Retirement – 60 years (normal/compulsory retirement age)
c) Late Retirement – 65 years (discretion of the employer if employer still needs the skills of the employee since it is past the normal retirement age (60). Negotiable with the employee).

Hence, Mr. Hichilema and other less informed or malicious people should know that there is no rigidity involved in this arrangement as government is NOT forcing employees to retire at 65 years but has instead provided this flexible graduated arrangement which actually empowers employees to make their own choice either to retire at 55 or 65 years.

2) Mr. Hichilema says he would reverse the retirement age from 65 to 55 years because people would be too tired to run their own business if they wished to do so after their retirement.

Our Response:

Mr. Hichilema should know that there is NO law in the country which forbids workers from engaging in their own private businesses while in active employment. Workers do not have to wait for retirement to start their own businesses or build their own houses because waiting till retirement to start a business or build a house as Mr. Hichilema insinuates is just too risky. There is enough evidence to show that many people who start businesses after retirement age using pension benefits never succeed and end up bankrupt and destitute with lots of regrets. The purpose of pension and social security in general is to look after a retired worker and cushion their needs till the end of life, not to use for business activities. Unlike Mr. Hichilema’s thinking, the position of the PF government is to encourage workers to start businesses and own houses while they are still in active employment and not wait until they are old.

3) UPND falsely attributes youth unemployment in Zambia to people taking longer to retire, hence denying young people of employment opportunities and worsening youth unemployment.

Our Response:

Retirement or Pensionable Age does NOT drive unemployment!
Mr. Hichilema does not seem to understand that it’s not retirement or pensionable age that drives unemployment, as the Central Statics Office (CSO) has clearly demonstrated. Mr. Hichilema should understand that the population pyramid in a developing country like Zambia which is mostly a youthful population is the complete opposite of the population pyramids in developed countries with aging populations.

In the Zambian job market those in retirement age only constitute 5% while youths looking for jobs account for 65%. Hence even if Mr. Hichilema chases all the 5% retirees the unemployment situation for young people would still be negligible since 60% of them would still remain unemployed. In Europe by contrast the aging population is the majority. The longer people take to retire from employment there the more they deprive young people of job opportunities. This is simple arithmetic which Zambian voters expect anyone aspiring for the highest office in the land to comprehend.

4) Insolvency of the Pension Schemes

Our Response:

Perhaps Mr. Hichilema is too comfortable to understand that most public and local pension funds have over the past 50 years become technically insolvent due to various challenges and are in billions of kwacha in debt. Hence in the short-term, the PF government’s measure to institute a flexible graduated retirement systems provides immediate relief on the Pension Schemes and the National Treasury since the number of people leaving is reduced. We urge Mr. Hichilema to consult with experts at the Ministry of labour and Social Security to gain further understanding.

And we are happy that the PF government has instituted Pension Reforms to ensure that workers’ pension schemes are solvent, profitable and sustainable in the long term. Government is working very hard to ensure that all retirees are paid their pension benefits in full. The PF Labour and Social Security Committee of the Central Committee will also soon be engaging unions, associations and employers on the best modalities to support retirees.
We therefore call on the Ministry of Labour and Social Security, Pension Boards and Unions to continue sensitizing the workers and the public on this straight forward issue and not fall prey to the political machinations of the likes of Mr. Hichilema.

Zambia’s mobile phone market is not saturated-ZICTA

The Zambia Information and Communications Authority says the Zambian mobile phone market can still take in a fourth mobile phone service company.
Zambia currently has three companies in the mobile phone market namely, ZAMTEL, Airtel and MTN.

ZICTA Director General Margaret Mudenda said in an interview that the domestic market still has room for more players to come in and participate.

Mrs Mudenda however revealed that ZICTA has not yet received any expression of interest from any entity wishing to venture into the Zambian mobile phone market.
She said is optimistic that Zambia’s market is conducive to accommodate a fourth mobile service provider.

“The market can take in more players, it’s just a matter of timing but we are yet to get an expression of interest from anyone and as soon as that status is changed, we will advise you,” Mrs Mudenda said.

Recently, Special Assistant to the President for Project Monitoring and Implementation, Lucky Mulusa revealed government’s plan to introduce a 4th mobile service provider as the existing ones have failed to improve their services.

New minimum wage coming before elections-Shamenda

Labour Minister Fackson Shamenda has disclosed that Government is in the process of revising the minimum wage.

Mr. Shamenda said in an interview that in light of the increased cost of living, the ministry through the Tripartite Labour Council is making consultations in order to agree on an acceptable figure.

He is confident that the consultations will be concluded soon and the new minimum wages effected before the general elections.

“we are looking at modalities and we are making consultations so that we conclude this process before the elections,” Mr Shamenda said.

Government last revised the minimum wages in 2012 with the lowest paid workers being domestic workers receiving 420,000 per month while the highest paid being qualified clerks who receive 1,445 per month.

Meanwhile, Home Affairs Minister Davies Mwila has implored labour movements to be proactive in protecting workers’ interest for them to remain relevant in promoting decent work and national development.

And Mr. Mwila has threatened to revoke work permits for all expatriate employees occupying positions that can be filled by the local labour force.

He said unions play a significant role in bargaining and fighting for workers’ interest hence failure to meet their obligation would result in government being blamed for poor conditions of service for workers.

He was speaking in Luanshya yesterday during the labour day commemoration under the theme “achieving national development through productive decent work, sustainable job creation and social justice”.

Mr. Mwila noted that it was not government’s responsibility to bargain for workers’ conditions.

He said government’s role was to provide an enabling playing field for employers and the unions.

And the Home Affairs Minister has warned foreign investors against engaging expatriates to fill job positions that can be managed by the local labour force.

Mr. Mwila said government will not hesitate to revoke work permits for such expatriate employees as the law was explicit on the matter.

He however assured employers that government was committed to offloading capable graduates to meet the labour demand adding that the recent closures of the two public universities, which have since reopened, was aimed at maintaining sanity by removing political interference in high institutions of learning.

Mr. Mwila was responding to an appeal made by Zambia Federation of Employers (ZFE) representative Luisa Nduna who expressed concern that university graduates would soon become rejects on the labour market if abrupt closures continue.

Ms. Nduna observed that employers were concerned that the closures of the universities compromised the standard and output of the students when they graduate.

Earlier, Zambia Congress of Trade Unions (ZCTU) Luanshya district chairperson David Mubiana called on government to address the issue of expatriates in some companies who were taking up the jobs meant for the local people.

Mr. Mubiana further called on government to engage the Luanshya Copper Mines on the reopening of Baluba plant as the district was dependant on copper for its economic activities.

Workers from various companies in the district were awarded for their dedication to duty with rewards ranging from household goods, money and certificates.

UPND MP Kennedy Hamudulu loses the party’s Primary Elections

SIAVONGA UPND Member of Parliament, Kennedy Hamudulu was on Friday left shocked after all the 10 wards in his constituency voted against him for adoption in the August 11 polls during the hotly contested primary elections held at Kawila Primary School.

Mr Hamudulu, who came fourth, only managed to get nine votes out of the 200 ballots cast.

Kariba ward councillor, Darius Mulunda who won the primary election, got 110 votes with his closest rival, Given Kwapu getting 34 votes.

Mr Charles Habinda managed 25 votes while Zilindi Himoonga getting seven votes followed by former Local Government and Housing permanent secretary, Timothy Hakuyu who got six votes. Others who challenged Hamudulu for adoption were former UPND Siavonga district chairman, Jelly Kapalangwe who got three votes, Leonard Madabula who got two while Collins Simoonga only managed one vote.

The first three names on the list would be submitted to the constituency, district, provincial and finally to the National Management (NMC) Committee which would make a final decision on who would be on the opposition party ticket.

Hamudulu’s popularity, whose term as Member of Parliament comes to an end in May, appears to have gone down.

It is alleged that he has lost touch with the grassroots who have accused him of neglecting the constituency from the time he was elected as Member of Parliament.

The electorate also alleged that the Member of Parliament did not visit his constituency to appreciate the problems the people of Siavonga were facing.

GUY Scott and his friend Wynter Kabimba caused a lot of chaos in the Patriotic Front (PF) during the time they were scheming to hijack the leadership of the ruling party and even created what they termed the A-Team which deeply caused the division of the party, Julius Komaki has charged.

Mr Komaki claimed that it was during the time Mr Kabimba was Justice Minister and secretary general of the PF with Dr Scott as PF and republican Vice-President that the ruling party experienced the worst form of chaos because the duo had created parallel structures within the ruling party.

He has also demanded that Dr Scott should be made to account how he single-handedly managed the funeral of late President Michael Sata because he had banned all Cabinet and PF central committee meetings at the time.

Mr Komaki, who is former PF Lusaka district youth vice chairman, said Dr Scott and Mr Kabimba had allegedly betrayed Mr Sata even before he died and that the two men would be politically haunted by their actions.

Mr Komaki said the confusion and chaos in the PF reached its peak when President Sata travelled to Israel for medical attention and left Dr Scott and Mr Kabimba, who was then acting President at the time, in charge of the party and government.

He said in an interview that threats by Dr Scott that he together with Miles Sampa and other disgruntled former PF members were going to cause chaos in the PF until President Edgar Lungu was defeated would be met by equal political force because the ruling party had managed to rebuild and rebrand itself under the leadership of President Edgar Lungu.

“Guy Scott and his progeny Wynter Kabimba caused a lot of chaos when they were in the PF. The PF was deeply divided and we remember that it was Dr Scott who announced that there was the A-Team in the PF which included Mr Kabimba, Dr Scott himself and President Sata.

‘‘Dr Scott and Mr Kabimba failed to hijack the PF at the time and if he thinks he will be able to cause chaos in the PF and the country as a whole, let them be advised that he is of no political consequence.

The PF has been rebranded by President Lungu and no amount of propaganda will destabilise the party and the Head of State,” Mr Komaki said.

He said it was not a secret that when Dr Scott and Mr Kabimba were members of the PF, the ruling party was deeply divided because a surrogate government was created within the PF government.

Mr Komaki recalled that it was during the time Mr Kabimba was secretary general of the PF that he almost lost his life after cadres who were championing for the second term for President Sata clashed with those who were opposed to the campaign for the re-election of Mr Sata.

He said he was lucky to have survived the bloody clash and that the divisions in the PF were largely created by Dr Scott who had formed the A-Team in the PF which was rejected by genuine and loyal members of the ruling.

He said following the death of President Sata, Dr Scott fought the adoption of President Lungu with all his mighty but he was defeated by the mighty of Zambians who were determined to protect the PF from being taken over by a clique of individuals whose agenda was to turn Zambia into a dictatorship.

Ruling PF Deputy Secretary Mumbi Phiri says she is constantly attacked by some male politician because their political survival depends on her.

Mrs Phiri said as a female politician, she has had to endure a lot of insults directed at her by her male politician who are threatened by her political prowess.

She said that she has been called a lot of names since she joined politics around 2006 but that she has grown a thick skin.

Mrs Phiri was speaking last night when she featured on ZNBC’s Sunday Interview television programme.

She said most women are scared of participating in politics due to the hostile nature of Zambia’s politics.

“You all remember that HH once told Edith Nawakwi that she belongs in the Kitchen, with that kind of male politicians, do you think a lot of women will enter the political field?”

She added, “I have been insulted right, left and centre because some people cannot survive without talking about Mumbi Phiri. They know I am a political threat.”

Mrs Phiri said she has managed to have a successful career in politics because she has a very supportive husband.

“Imagine as a husband, who is also a migrant worker, and you come back home and you read stories that your wife flew to Joburg to go and abort, how could that make a man feel?

“People write lies about me every day. They say that Mumbi insults men. They just portray me like that because it suits them,” she complained.

Michelo Malambo eyes Miss Africa

Michelo Malambo, who represented the country at the Miss World pageant in China, will be hoping to win the Miss Africa Continent, an annual international beauty pageant run by ProAct Communications that will take place today at The Lyric Theatre, Gold Reef City Casino in Johannesburg, South Africa.
Founded in 2014 by Lionel Neo Mashishi, a filmmaker, the pageant is looking at becoming one of the celebrated events on the African calendar.
The pageant aims to empower young African women; exposing them to the world by showcasing the African diverse culture.
“The mission is to become a leading female project that grants young African women access to world limited resources and improve their living standard and telling African stories from a woman’s perspective,” according to the pageant’s website.
A seven month long project, the pageant includes the Miss Africa television, rehearsals, hype tour, appearances, launch, gala dinner and the main crowning event. All the contestants were therefore expected to be in South Africa by April 14 to shoot the journey to Miss Africa behind the scenes, for rehearsals, media appearances and the grand finale to be shown on Gotv.



Michelo will come up against Miss Zimbabwe, Miss Namibia, Miss Ghana, Miss Guinea, Miss Nigeria, Miss Cameroon, Miss Angola, Miss Rwanda, Miss DR Congo, Miss Lesotho, Miss Ethiopia, Miss Burundi, Miss Uganda, Miss Malawi and South African contestants.
But She is not the only Zambian participating in the pageant; Wezi Muyembe Njovu, the co-founder of the Zambia Fashion Week, will join the panel of judges alongside Joy Macrain from Kenya, Sam Adeyemi (Nigeria), Carlos Goncalves (Angola) and Doris Msibi (South Africa).
Two other Zambian fashion designers – Chisoma Lombe and Chola Mutoni – will be the designers dressing the contestants together with two others from the continent.
“The winner is required to advocate the plight facing Africa such as poverty, malaria, HIV/AIDS to the world and request the global community to assist. She’ll also be integrated into the Africa month programmes and activities during the Africa Month and Africa Day as the first Miss Africa,” according to a statement by the organisers.
