3

Mighty Mufulira Wanderers recovery in the FAZ Super Division continued on Saturday when they beat Nakambala Leopards 1-0 at Shinde Stadium in Mufulira.

Nchimunya Munene headed in Austin Banda’s free kick in the 44th minute to hand Mighty the three points.

The nine-time champions win was their second on the trot and lifts them from 13th to 8th on 15 points from 13 matches played.

And at Sunset Stadium in Lusaka, ten-man Zanaco moved clear in second place after a 2-0 home win over 12th placed Red Arrows.

Seith Sakala put Zanaco ahead in the 9th minute but they suffered a setback in the 52nd minute when defender Aaron Katebe was sent off for a second bookable offence.

Roderick Kabwe cemented Zanaco’s win when he converted a penalty in the 79th minute.

The win lifts Zanaco from 22 points, where they were tied with 3rd placed Zesco United, to 25 points and shift within one point of Nkana who could extend their advantage on Sunday with a home win over struggling Lumwana Radiants.

In Kabwe, Kabwe Warriors returned to winning ways after a two game drought when they beat Green Eagles 1-0 thanks to a 36th minute goal from Godfrey Ngwenya.

Police in Lusaka have recorded a warn and caution statement on Precious Litebele, the women alleged to have shot dead her husband, Lubinda Litebele in Woodlands on Wednesday.

Police spokesperson Esther Katongo says Ms Litebele has not yet been charged.

Ms Katongo says police are still conducting investigations and gathering information into the murder.

She told ZNBC news in an interview that Ms Litebele will appeal in court once she is given a charge.

And Ms Katongo has appealed to members of the public spreading rumours over the case on social media to give police chance to conclude their investigations.

Meanwhile, family members and friends gathered at St Immaculate Catholic Church to pay their last respect to Mr Litebele.

Parish Priest Vincent Sakala in his sermon told both families to commit everything in God’s hands.

Mr Litebele, who worked as a Human Capital Manager at a named bank in Lusaka, leaves behind three children.

He will be put to rest at Lusaka’s Memorial Park.

MMD President Dr Nevers Mumba says his decision to endorse UPND President Hakainde Hichilema is final.

Some critics have questioned Dr Mumba’s decision to sign an MoU with the UPND describing it as an ill-tempered move.

But Dr Mumba insisted that Mr Hichilema is ripe for the leadership of Zambia as President.

“The people of Zambia have resolved to move this country forward. This requires a visionary leadership that above all, has morality and Integrity to deliver for mother Zambia,” Dr Mumba said.

“I have no doubt that at this moment, I speak for the Zambians when I say that the UPND and New Hope MMD combined effort, under the able leadership of our flag bearer, President Hakainde Hichilema represents all the good things which we currently aspire for as a people.”

He added, “I wish to state that President HH is ripe for the leadership of this country as President. May God be with us all as we prepare for the coming elections.”

Briefing participating political parties in Lusaka today, ECZ Chairperson Esau stated that it is cardinal for all party leaders and their followers to strictly observe the electoral code of conduct prior to and during the nominations process.

ZANIS reports that Justice Chulu said the electoral body expects nominations to run smoothly from May 30 to June 3, 2016.

He advised the presidential candidates to ensure they carry with them constitution and statutory requirements regarding their particulars.

President Edgar Lungu and his running-mate Vice President Inonge Wina were among political leaders that attended the ECZ presidential nomination briefing.

Opposition UPND leader Hakainde Hichilema was represented by his Secretary General Steven Katuka .

The sole female opposition presidential hopeful FDD leader Edith Nawakwi was among other opposition leaders that attended the briefing.

President Edgar Lungu says the Zambia South Africa Business (ZSBC) council will no doubt complement government efforts in promoting trade and investment between the two countries.

Mr. Lungu has however urged South African investors to take advantage of the investment opportunities in Zambia by investing in various economic sectors which offer a favourable rate of return for their investments.

ZANIS reports that President Lungu said government remains committed to creating an enabling business environment aimed at attracting foreign direct investment and stimulating local investment through linkages with small and medium enterprises.

The Head of State said this in a speech read on his behalf by Vice President Inonge Wina at the official launch of the Zambia South Africa Business Council (ZSBC) Zambia Chapter in Lusaka last night.

The Zambia South Africa Business Council was established in October 2015 as an innovation of the Zambian High Commission in Pretoria to promote investment and trade between the two countries and to advocate quick resolution of disputes and barriers.

Mr. Lungu expressed hope that through the business council, trade volumes between the two countries will increase even more in a mutually beneficial way with the anticipated inclusion of more local entrepreneurs in various economic value chains.

He however emphasized on the need to ensure that more local entrepreneurs are given an opportunity to participate in the economic value chains in Zambia by designing appropriate capacity building interventions.

Meanwhile, Acting South Africa High Commission to Zambia Nontombi Makupula said there is need to cope with the changing global trend of strengthening bilateral relations not only politically but economically in order to improve the living conditions of the people.

Ms. Makupula praised Zambia for being an all-weather trading partner of South Africa and pledged for continued efforts aimed at fostering inclusive economic growth between the two countries.

UPND bemoans the continued media intimidation by Frank Bwalya

Frank Bwalya addressing the news briefing

The UPND has bemoaned the continued media intimidation by ruling PF Deputy Spokesperson Frank Bwalya.

Responding to Mr Bwalya’s statement that he is determined to stop all UPND campaign adverts were the ruling party is mentioned UPND Secretary General Stephen Katuta said Zambia is a democracy and that as such all political parties have the right to access media and air their views.

He said Bwalya’s instruction to radio stations to stop the UPND jingles was an affront on democracy.

“Bwalya also appears to have forgotten that part of the role of opposition parties in a democracy is to monitor and evaluate the performance of the sitting government, holding them to account where they fail to deliver on their promises to the people.

“This comes after Minister Kambwili put pressure on UNZA radio to cancel a scheduled appearance on the station by UPND presidential candidate Hakainde Hichilema last week. It also comes as we face continued resistance from ZNBC to some of our adverts, including the campaign song ‘Bello’ for its reference to corruption. What sort of society are we living in if we’re not even allowed to discuss corruption? How can we even hope to tackle corruption if such comments are subject to censorship by those in power?

“In sum we would advise Frank Bwalya that it is more appropriate for us as UPND to be engaging the ECZ on such matters, as it is such attempts to cancel scheduled appearances and pressurise stations to stop playing our adverts that is violating the terms of the Electoral Code of Conduct,” he said.

Mr Bwalya has said that he will make sure that all the UPND campaign adverts that have PF mentioned in them are removed from radio stations.

He said the PF are not mentioning the UPND but telling the people what they have done in the five years they have been in power in their campaign jingles.

He added that the UPND should not base their campaigns maligning the PF.

ECZ maintains ban on use of cell phones inside polling stations

The Electoral Commission of Zambia has maintained that it will allow the use of mobile cell phones inside the polling stations.

Organisations such as the MISA Zambia and Transparency International Zambia have written to the Commission to raise objections over

the decision to ban the use of mobile phones inside the polling stations.
But ECZ Spokesman Chris Akufuna explained that the ban is aimed at safeguarding the integrity and transparency of the electoral process.

Mr Akufuna said the Commission will however allow people to use their mobile phones outside the polling stations.

“What we are trying to do is to safeguard the process. Imagine having people answering calls inside the polling booths. That can cause chaos. People will be allowed to carry their phones inside the polling stations but they will not be allowed to use them,” Mr Akufuna said.

“We don’t want people using their phones to send whats ups of what is happening inside the polling stations,” he said.

He also explained that Journalists will not be allowed to do live cross overs inside the polling station saying those intending to file reports back to their newsrooms will be asked to do so outside the polling station.

Zambia slowly sliding into HIPC-Former Auditor Genera Chifungula

Retired Auditor General Anna Chifungula.

Former Auditor General Anna Chifungula has warned that Zambia will soon become a Highly Indebted Poor Country again if appropriate measures are not enforced to prioritise public expenditure.

In an interview, Dr Chifungula who retired last December said Zambia’s debt levels are increasing at an alarming rate increasing chances of sliding back into the HIPC category.

She said with reduced revenue collection, it is imperative that controlling officers strengthen their over sight roles in order to protect the limited available resources.

Dr Chifungula cautioned controlling officers to resist the temptations of abusing public resources especially in this political campaign season.

He said controlling officers are sometimes under pressure to dip their hands into public coffers by politicians during election campaigns.

Dr Chifungula said Zambia’s limited resources must be apportioned for programmes that will improve the wellbeing of the people.

Sunday Chanda not adopted , vows to remain in PF and campaign for the Party

Sunday Chanda

Outspoken staunch PF supported Sunday Chanda’s hopes of being a Member of Parliament has been dealt a big blow after former Police Inspector General Martin Malama was picked ahead of him to stand on the PF ticket.

Mr Chilufya had campaigned and applied to be adopted to stand in Kanchibiya Constituency but the party’s Central Committee opted for the former police boss..

PF Member Sunday Chanda says he will not abandon the party even after he was not adopted to stand as Member of Parliament for Kanchibiya constituency.

The PF Central Committee has opted for Former Inspector General of Police Dr Martin Malama to stand as MP for Kanchibiya constituency in Mpika.

As you may be aware, I had expressed my interests to serve the people of Kanchibiya by offering myself for adoption to the party I belong to, the Patriotic Front(PF).

“Let me mention that I have refused to give in to voices calling on me to stand as an Independent candidate. I have also made it clear that I am not defecting from PF. I’m going back to the Presidential Campaign to ensure Zambia elects the best man on 11th August 2016- President Edgar Lungu,” Mr Chanda said.

He said the adoption process has made him learn and grow and that it brought him in constant touch with the hopes and aspirations of the people.

“The race saw many other competitors and I’m proud that my team and I put up a great on-the-ground campaign in Kanchibiya. After all is said and done, Central Committee sat to decide who was ideally suited to serve the people of Kanchibiya and it was not to be me,” he said.

“I have just made a call on my elder brother, PF’s adopted candidate for Kanchibiya and former IG Dr. Martin Malama to congratulate him and assured him of my availability to ensure we maximise the voter turn-out for President Edgar Lungu.”

“The race was less about me and more about the President and I’ll remain true to that objective. It’s not a great feeling to let go of Kanchibiya in order for my brother Dr. Malama to operate effectively as he represents the interests of the Party. It’s a painful experience for me, my team and supporters but maybe it wasn’t meant to be at this point,” he said.

“Thank you for all the faith and confidence you had in me. I have grown and learnt a lot on this journey.”

DStv and E! forced to take “I Am Cait” off air in Africa

cait jenner

MultiChoice and NBC Universal International Networks have been forced to pull the second season of I Am Cait from its E! Entertainment channel on DStv after the Nigerian Broadcasting Commission (NBC) ordered it off the air, effectively censoring it for all African viewers since there’s only one E! feed on DStv for the continent.

The remaining episodes of the second season of the transgender reality show, I Am Cait have been wiped from E! on DStv in Nigeria but since there’s only one E! channel feed, the show is gone for viewers in South Africa as well as every other sub-Saharan African country where the E! channel is carried.

The shocking censorship move, on Africa Day, is the second time within months that Nigeria’s broadcasting regulator attacked MultiChoice over what it deems to be proper and not for the satellite pay-TV platform’s African subscribers to see.

Nigeria’s broadcasting censorship board has now effectively started a precedent where the one country’s programming banning decisions directly impacts what viewers in other countries, including South Africa, can and can’t see.

While I Am Cait contains no violence, nudity or sex on a pay-TV channel that viewers can block with a parental control function, the show about the transgender journey of Caitlyn Jenner contains ideas that Nigerian authorities don’t want people to be exposed to.

In October 2015 the Nigerian Broadcasting Commission (NBC) ordered MultiChoice and Discovery Networks International to remove the transgender reality show I Am Jazz from the TLC Entertainment (DStv 135) channel.

Since Discovery Networks International runs only one TLC Entertainment channel feed for the entire Africa, removing I Am Jazz from the channel’s schedule in October meant that the poignant programme about the life struggles of a transgendered was censored for DStv subscribers across the entire Africa, including South Africa.

Now the reality show on E! Entertainment following the transgender journey of Caitlyn Jenner –  has also been deemed something Nigerians shouldn’t be allowed to watch, raising fears of renewed censorship creep in the West African nation.

NBC Universal International Networks this week removed the remaining episodes from I Am Cait from the May and June schedule on DStv but says it stands by its programming – although nobody in Africa will be able to see the show anymore.

“E! stands by the diverse range of content it produces and broadcasts around the world,” NBC Universal International Networks tells Channel24 in a basic statement in response to a media enquiry.

“As an international channel, we recognize that regulatory environments vary across the world and we always seek to comply with regulations in the countries where we broadcast. As this matter relates directly to DStv and the Nigerian regulatory authorities, this issue is for their comment”.

NBCU International Networks didn’t say whether its scared that the censorship is setting a dangerous precedent for its future programming or whether or how the order to remove I Am Cait will influence what future programming it might want to schedule for the E! channel.

Two weeks ago Justin Stephenson, the vice president for advertising sales for the UK and emerging markets at NBC Universal International Networks incidentally visited Lagos to speak at DStv Nigeria’s Media Sales Showcase about its channels on DStv; the company however declined a media request for a copy of the speech he made.

In a statement, MultiChoice said:

“MultiChoice recognises the importance of respecting the views of a number of its customers and all regulatory environments within which its service operates.
After careful consideration, MultiChoice would like to inform its valued subscribers that the show will no longer air on the channel across our platforms.”

The United Nations has awarded the Dag Hammarskjold medal, posthumously, to Zambia Police Service Inspector Nathan Mutamfu, who lost his life on a UN peacekeeping mission.

According to a statement released to the media by Zambia’s First Secretary for Press and Public Relations Permanent Mission to the United Nations Mr Chibaula Silwamba, Mr. Mutamfu died on 23 February 2015 while he was assigned to the United Nations Mission in Liberia (UNMIL).

The fallen peacekeeper from Zambia was among the 128 who posthumously received the Dag Hammarskjold medal at a solemn ceremony at UN Headquarters in New York during commemorations of the International Day of United Nations Peacekeepers.

Military Advisor at the Permanent Mission of the Republic of Zambia to the UN, Brigadier General Erick Mwewa received the medal on behalf of the Mr. Mutamfu family.

Zambia is a long-standing troop and police contributing country to UN peacekeeping operations.

Zambia currently contributes a total 908 military and police personnel in seven UN peace operations, with the vast majority serving in the Central African Republic.

More than 105,000 uniformed personnel from 124 troop and police contributing countries currently serve under the blue flag, along with 18,000 international and national civilian staff and United Nations Volunteers.

The General Assembly established the International Day of UN Peacekeepers in 2002, in tribute to all men and women serving in peacekeeping operations for their high level of professionalism, dedication and courage, and to honour the memory of those who have lost their lives in the cause of peace. The General Assembly designated 29 May as the Day for commemorations because it was the date in 1948 when the United Nations’ first peacekeeping mission, the United Nations Truce Supervision Organization (UNTSO), began operations.

Therefore, UN peacekeeping operations, UN Information Centres and other UN offices around the world will observe the Day on or around 29 May.

Low crop commodity prices being offered by outgrower companies shocks -CSPR

2

Farmers rebagging their maize at Kamuswazi Satellite depot
THE Civil Society for Poverty Reduction (CSPR) is shocked to learn of the low crop commodity prices being offered by outgrower companies for crops such as cotton, tobacco and maize.

CSPR- Advocacy and Communication Programme Coordinator Maxson Nkhoma said in a statement yesterday that the prices being offered by most outgrower companies were not cost reflective and were likely to exploit many farmers as farmers were buying farming inputs at very high prices last year owing to the depreciation of the kwacha.

Mr Nkhoma said it was unreasonable and irrational for out grower companies to still buy crops at the same prices they were buying last year.

“What is most shocking is that all out grower companies buying cotton are offering the same buying price of K 2.80 per kg(kilogramme) as though all companies are going to sale the commodity to same company abroad when in fact not,” he said.

He said CSPR regards this to be a serious abnormally and an act of unfair trading practices being orchestrated by cotton out grower companies meant to exploit the farming community and rob farmers of their hard earned money.

He said CSPR was disappointment that despite out grower companies engaging in unfair trading practices, the Competition and Consumer Protection Commission(CCPC) has been watching out grower companies engage in broad day light robbery of farmers.

He called on CCPC to immediately investigate and bring to book cartels that have been formed in the agriculture sector with a purpose of fixing prices that disadvantages the farmers from realizing profit out of their crops.

“CCPC must know that they have a legal mandate to protect farmers from being victims of unfair trading practices,”he said.

Mr Nkhoma has since given CCPC a seven day ultimatum to address the farming community by price fixing done by the cartels.

Chikwanda calls for more actions to implement various AfDB resolutions

Finance Minister Alexander Chikwanda delivering the 2015 budget
Finance Minister Alexander Chikwanda
AFRICAN Development Bank (AfDB) Board of Governors chairperson Alexander Chikwanda has called for more actions to implement various resolutions from delegates who attended the just-ended bank’s annual meetings in Lusaka.

President Edgar Lungu on Tuesday officially opened the AfDB annual meetings attended by Rwandese President Paul Kagame, Kenya’s Uhuru Kenyatta and Idriss Deby of Chad, who is also the African Union (AU) chairperson.

Mr Chikwanda, who is Finance minister, said there was need for the delegates drawn from various parts of the African continent and beyond to put in place more actions and continue to work together.

“There is need for us to put more actions and continue to work together,” Mr Chikwanda said.

He was speaking in Lusaka during a colourful AfDB annual meetings cultural gala night held at Government Complex on Thursday evening and attended by scores of delegates.

Mr Chikwanda commended the delegates for turning up in large numbers to attend the annual meetings and subsequently the cultural gala night.

Stanbic Bank Zambia managing director Charles Mudiwa, whose banking institution sponsored the gala night, said culture was important as it brought together people from different backgrounds to share cultural ideas.

He said the banking institution would remain committed to partnering with many countries to offer financial services for investment in various sectors of the economy.

Mr Mudiwa said Stanbic Bank was committed to supporting the exchange of cultural ideas and finding more solutions to economic challenges facing many African countries.

AfDB President Akinwuni Adesina was among the delegates that watched various cultural dances drawn from various parts of the county.

And AfDB President Akinwumi Adesina has assured the Africa that the institution will strive to implement all its strategies aimed at alleviating poverty on the continent.

Meanwhile, Finance Minister Alexander Chikwanda yesterday officially closed the 2016 annual AfDB meetings in Lusaka.

Dr Adesina said his institution was committed to ensuring that its goal of the ‘High fives’, which is part of the AfDB 10-year strategy, was implemented for the benefit of people on the continent.

He said this at Mulungushi International Conference Centre in Lusaka yesterday at the closing Press briefing of the 2016 annual meetings.

The AfDB ‘High fives’ have been classified as ‘light up and power Africa’, ‘feed Africa’, ‘integrate Africa’, ‘industrialise Africa’ and ‘improve the quality of life for the people of Africa’.

“I do not want to see Africa end up as a museum of poverty because the continent has a lot of untapped potential to alleviate its people from the bondage of poverty.

“We agreed (during the just-ended meetings) that Africa lacks the technology and the financing to adopt renewable energy exclusively in the short-term, but that the bank will lead the way in encouraging renewable energy,” Dr Adesina said.

Meanwhile, Commerce, Trade and Industry Minister Margaret Mwanakatwe said there was need to strengthen investment and economic ties for Africa to achieve her desired growth.

Ms Mwanakatwe said the potential for strengthened investment and economic ties among African countries could be enhanced through meaningful contribution to growth and development of the continent.

She said this in a speech read for her by Commerce, Trade and Industry Deputy Minister Raymond Mpundu during the official opening of the Zambia Investment Forum on the sidelines of the just-ended AfDB annual meetings in Lusaka.

The Investment Forum, aimed at showcasing Zambia’s investment opportunities in various sectors of the economy, was held under the theme ‘Investing in renewable energy for economic growth, job creation and a cleaner environment’.

“This forum is a suitable platform for both emerging and established companies to interact with various financiers, business developers and potential business partners,” Ms Mwanakatwe said.

The minister said the Government would continue to implement positive and forward-looking investment and economic policies to foster economic development.

She urged local and foreign investors to take advantage of Zambia’s conducive investment environment by investing in various sectors of the economy, particularly energy.

The 2016 AfDB annual meetings held under the theme ‘Energy and climate change’ were officially closed by Mr Chikwanda, who is chairperson of the AfDB Board of Governors’.
