Cholera cases increase in Monze

The international labour day celebrations in Monze have been postponed following the outbreak of cholera which has since claimed two lives in some parts of the district.

And cholera cases in Monze District have risen from 28 last week to 42 since the disease broke out a week ago.

In an interview with ZANIS today, Monze District Administrative Officer Gorreti Bbalo said the labour day preparations committee decided to postpone the event after health authorities advised against holding public gatherings.

This is in order to help prevent the spread of the disease.

“As a committee, we decided to postpone the event to a later date because of the outbreak of cholera and we just hope the health authorities will contain the disease as soon as possible so that we can hold the event,” said Ms. Bbalo.

And Acting Monze District Medical Officer Wantula Sichembe said cholera cases have increased from 28 last week to 42 currently.

Dr. Sichembe explained that the disease first broke out at Chitakataka fishing camp and has now spread to other areas of the district which include Namalwo, Mulumbwa, Hankukula, Moonzwe, Bana Kaila and Nyimba.

“The number of cases has increased to 42 from 28 last week and these cases are mostly in the fishing camps,” he said.

He said the health authorities have however intensified efforts to contain the disease through setting up treatment camps in all the affected areas.

Meanwhile, Dr. Sichembe had difficulties to explain why health authorities allowed the Patriotic Front (PF) to go ahead and hold a youth rally last Friday when the district had banned public gatherings which also caused the postponement of international labour day celebrations.

“I cannot answer on that one because as health authorities we do not have a mandate to ban public gatherings per se. We just advise people to desist from public gatherings for us to arrest the cholera situation in our district,” said Dr. Sichembe.

On Friday, the ruling PF held a youth rally at Monze Town School Grounds which was almost disrupted by the United Party for National Development (UPND) cadres.

The water borne disease broke out on 22nd April 2016 at Chitakataka fishing camp and has since spread to other areas in the district.

DELEGATES at the just ended 60th Local Government Association of Zambia (LGAZ) and 13th Alliance of Mayors and Municipal Leaders Initiative for Community Action on HIV and AIDS at Local Level (AMICAALL) General Assembly held at Chrismar Hotel in Livingstone have recommended for the realignment of the Fire Brigades component in local authorities to make it more responsive to disasters.

The delegates recommended that the Fire Brigades must be detached from the Engineering Departments of local authorities in the country considering that their functions had little to do with matters of engineering.

They said there was need for the Fire Brigades to concentrate on the disaster risk management functions including the mitigation of the adverse effects of climate change.

This is according to the resolutions made by 530 Mayors, Council Chairpersons, Councillors, Town Clerks, Council Secretaries, Council officials, Senior Government officials and Cooperating Partners at the just ended joint 60th LGAZ and 13th AMICAALL General Assembly.

The Local Government Service Commission (LGAZ) must be approached with a view to exploring ways and means of establishing a separate department for the Fire Brigades as opposed to the current arrangement,” the delegates said.

Delegates also commended President Edgar Lungu for his commitment to mitigate AIDS in the local authorities.

President Lungu directed that the devotion of the AIDS Coordination functions be concluded without further delay by ensuring that the District AIDS Coordinating Advisors (DACA) were transferred to local authorities.

The Head of State said the move was necessary to safeguard the achievements which the country had made in the prevention of HIV/AIDS.

Mr Lungu noted with satisfaction that mayors, council chairmen and municipal leaders had committed themselves to develop strategies and activities in their respective areas to contribute to the global goal of ending AIDS by 2030.

He said this in Livingstone in a speech read for him by Local Government and Housing Minister Stephen Kapyongo at the official opening of the 60th conference of the Local Government Association of Zambia (LGAZ).

THE Government will ensure that Zambia’s debt does not reach risky levels as that may reduce the resources for future development projects, President Edgar Lungu has said.

Mr Lungu said the country’s debt burden was still sustainable with more room for future Government spending on various infrastructure projects.

The President said this in a speech read for him by Commerce, Trade and Industry Deputy Minister Raymond Mpundu during the Zambia Institute of Chartered Accountants (ZICA) annual ball in Livingstone at the weekend.

“I am pleased to inform you that the country’s debt burden is still sustainable with more room for future Government spending on infrastructure,” the Head of State said.

Mr Lungu said accelerated infrastructure spending had driven the economic growth, provided jobs and delivered vital services to the people.

He said the Government was resolved to actualise the economic diversification, which successive governments had been talking about over the last 50 years without attaining tangible results.

Mr Lungu assured the nation that his Government was prepared to walk the talk in diversifying the economy from dependence on copper mining to other viable industries such as agriculture, tourism and manufacturing.

“Plans are underway to commence diversification within the mining industry by moving away from copper to exploit other minerals which we are endowed with such as gold, gemstones, diamonds and manganese just to mention a few,” Mr Lungu said.

The fundraising committee of the Patriotic Front (PF) in Lusaka Province has budgeted for K5 million meant to support
all the constituencies during the 2016 general elections.

Vice President Inonge Winga said the budgeted funds will be purely used for promoting peaceful elections.

Mrs. Wina noted that this was a demonstration that the PF, which is the ruling party, was once again taking a lead in standing for peace.

She said this in a speech read for her by the Deputy Minister in her office, Lawrence Sichalwe at the PF provincial fundraising cocktail
Saturday evening in Lusaka.

She said the provincial leadership initiative to have the fundraising dinner is a testimony that the party has walked the talk.

Ms. Wina has since called upon all political party leaders in the community to preach peace to their cadres and avoid the temptation of
hatred.

She said events of the last few weeks must not blind the ruling party from its mandate of develop and protect the country.

Ms. Wina said President Edgar Lungu has continued to demonstrate great resilience in promoting peace hence the need to support him.

The Vice President said the future of Zambia was in the hands of Zambians themselves noting that now is the time that everyone must
rise and defend the call for unity.

And speaking earlier, fundraising committee chairperson Daniel Chisenga said the PF is a peaceful party which strives to walk the
talk.

Home Affair Minister Davis Mwila has urged traditional leaders to lead in discouraging violence as Zambia prepares for general elections this year.

Mr. Mwila said traditional leaders play a critical role in peace making and as such they are better placed as ambassadors against political violence.

He said President Edgar Lungu was calling on all Zambians to appreciate the importance of co-existence and maintaining peace and order before, during and after elections.

Mr. Mwila said this in Kabompo yesterday when he graced this year’s Kazanga traditional ceremony of the Nkoya speaking people, which signifies a celebration of testing the first harvest of the Nkoya prestigious crop, sorghum and paying homage to God among others.

He added that government was committed to developing all areas of the country.
He said government has earmarked Kabompo as one of the tourism development areas because of the Kabompo river which is the deepest river in Africa and the Kaunda house where Dr. Kenneth Kaunda was incarcerated during the struggle for independence.

Speaking earlier, Chief Mwene-Kangombe of the Nkoya speaking people in
Kabompo commended President Lungu and the Patriotic Front administration for fostering development in all parts of the country.

The traditional leader however appealed to government to rehabilitate Manyinga-Mwinilunga road and Mumbezhi-Lukulu road.

Meanwhile, Kazanga Cultural Association National chairperson, Yamfwa Mukanga said traditional ceremonies were unifying factors that should not be politicised.

Mr. Mukanga, who is also Works and Supply Minister, said politicising traditional ceremonies would be diluting traditional norms which are older than political programmes.

Minister of Mines and Mineral Development Christopher Yaluma said government was working round the clock to increase sources of power and productivity in the country.

Speaking when he officiated at labour day celebration in Kasama district yesterday, Mr. Yaluma observed that the power deficit has become one of the major contributing factors to many job losses the country has experienced.

Mr. Yaluma cited solar energy as one of the external sources of power which government has already adopted in the country.

He emphasised that external sources of power will also help step up the country’s productivity and further increase social economic activities especially in rural areas.

He said the Patriotic Front (PF) administration was dedicated to creating and securing the much needed jobs for its people especially the youth and women.

And speaking at the same event, Zambia Federation of Employers representative Benedict Malupande commended government for paying workers’ salaries on time.

Mr. Malupande has meanwhile called on government to continue improving job security for the people in country.

He however urged civil servants to desist from engaging themselves in politics.

Mr. Malupande emphasised that the union will not protect any employee who will be found practicing politics in the area.

United Party for National Development (UPND) yesterday shunned Labour Day celebrations in Lusaka. Among the political parties that participated in the celebrations was the ruling Patriotic Front, Movement for Multiparty Democracy (MMD), National Restoration Party (NAREP), UNIP, New Revolution Party (NRP) and the Zambia Direct Democracy Movement (ZDDM).

However, despite UPND shunning the national celebrations, several parastatals and private companies added colour to the event, which was graced by President Edgar Lungu as they took part in the match past that lasted for more than two hours.

PF secretary general Davies Chama said the party would not politicise such national events, but would continue praying for the opposition leaders so that they, in future, could consider attending national events.

NRP leader Cosmo Mumba said it was unfortunate that some political parties decided not to attend the national event despite being invited.

Dr Mumba said it was high time that political parties in Zambia realised that such events were not for any political party, but were national events that required everyone’s participation.

He appealed to the opposition parties to take such national events seriously.

However, despite the absence of UPND at the event, its president Hakainde Hichilema thanked the people of Zambia for their continued hard work and contribution to the country’s economy.

Mr Hichilema said in his statement that the International Labour Day was a time “to celebrate and give thanks to all those who work tirelessly to make this nation great and provide for their families.”

He said all labour that uplifted humanity had dignity and importance and should be undertaken with painstaking excellence.

Mr Hichilema said he personally held the values of hard work and dedication close to his heart because it was only through such that true success was possible and could bring an end to poverty and inequality in the country.

He said times were tough for Zambian workers and there was urgent need to tackle unemployment head-on so as not to let a whole generation down.

“As president of the UPND, I am fully committed to empowering Zambians and this means creating an economic environment for more jobs, providing greater protection of workers’ rights, reforming education,” Mr Hichilema said.

Mr Hichilema thanked the workers for their hard work to provide the country with food, water, power, roads, healthcare and education.

Government to pay the K37 million arrears in allowances for Staff involved in mobile registration

GOVERNMENT has assured that it will pay the K37 million arrears in allowances for staff engaged in the mobile National Registration Card (NRC) registration exercise.

Home Affairs Minister Davies Mwila said arrangements to settle the arrears as soon as possible, were already underway.

Mr Mwila said this in Kitwe at the weekend, when he paid a courtesy call on District Commissioner Chanda Kabwe, who raised concerns over the delays to pay staff engaged in the mobile issuance of NRCs.

Mr Kabwe wanted to know when Government would settle the allowances because the continued delay was slowly eroding the morale of those that were engaged in the exercise.

The minister said the Treasury had been engaged with the view of presenting the involved supplementary estimates for settling the allowances to Parliament as was now required under the new Constitution.

He said once Parliament approved the K37 million supplementary estimates, the money would be paid.

“We have taken note of the concerns and I must say that we have engaged the Treasury in the matter because under the new Constitution, the supplementary estimates have to be taken to Parliament for approval before payment can be made,” he said.

Mr Mwila called on all staff that were involved in the mobile NRC exercise not to despair as Government was seriously looking into their welfare.

Meanwhile, Mr Mwila said Government was in firm control over the issue of mealie-meal smuggling and that necessary measures had been taken to ensure sufficient supply of the commodity.

He said the coming on board of the Zambia Correctional Service (ZCS) formerly Prisons Service, to produce mealie-meal through its Kalonga Milling plant in Kabwe, had helped to stabilise supply of the commodity.

Mr Mwila said the ZCS had entered into a contract with the Zambia Cooperative Federation (ZCF) for the supply of maize to Kalonga Milling which was producing 3,000 bags of mealie-meal a day.

Government says it acknowledges workers’ sacrifices and contributions towards the development of the country.

Local Government and Housing Minister Steven Kampyongo said government will continue to focus on policies, strategies and programmes that will contribute to realising employment creation in the country.

Mr. Kampyongo was speaking today during the labour day celebrations held in Kitwe at Diggers Rugby fields under the theme “achieving national development through productive decent work, sustainable job creation and social justice’’.

He said in line with the theme, government is determined to promoting productive decent work aimed at ensuring inclusiveness and equity for all workers while respecting their dignity.

He said government has made strides to attracting local and foreign investment through conducive policies which encourage sustainable job creation.

Mr. Kampyongo has since called on the workers to demonstrate commitment to productive decent work by reducing absenteeism and exhibiting positive attitude towards work.

He disclosed that government through the Ministry of Labour and Social Security has invested in the labour inspectorate capacity through increasing the number of labour inspectors by 50 percent.

And Zambia Congress of Trade Unions (ZCTU) first deputy president Newman Bubala commended government for policies and reforms especially the revised constitution which has outlawed casualisation of any job of a permanent nature and unjustified termination of employment.

“We welcome this development because it makes jobs secure and is in line with the decent work agenda as promulgated by the International Labour Organisation to which Zambia subscribes,’’ Mr Bubala said.

Mr. Bubala said such decisions will strengthen labour administration.

He further noted that the labour movement condemns the violence which is threatening the democracy of the country.

He has since called on political leaders to genuinely condemn violence and educate their cadres to co-exist because that was the essence of a multiparty political system.

Meanwhile, Kitwe district organising committee Chairman Fewdays Bwalya said 333 employees will be awarded this year from 42 different companies in the district.

He said the committee is concerned by the continued absence of Chinese companies and some chain stores from labour day celebrations despite numerous meetings with them.

And Government has implored workers to increase their productivity in the workplace in order to ensure economic growth and poverty reduction across the country.

Minister of Gender Nkandu Luo says productivity in Zambia’s labour sector is a key prerequisite in fostering national development.

Professor Luo says government therefore is on course in realising the United Nations (UN) Sustainable Development Goal number eight (8) whose emphasis is on decent work and economic growth.

The minister was speaking in Chinsali district today during International Labour Day commemorations which were held at the presidential park under the theme “achieving national development through productive decent work, sustainable job creation and social justice.”

Prof. Luo has since discouraged civil servants in the district from taking part in active politics stating that those with political ambitions would do well to resign from their positions.

She disclosed that government places a lot of importance on workers in the country and was therefore in the process of finalising a bill on social protection to guarantee social security in Zambia.

And Muchinga Province Permanent Secretary, Bright Nundwe reiterated the call for workers to be professional in their work saying excellence, devotion, faithfulness, and discipline remain key issues in being an effective worker.

Mr. Nundwe said these virtues were very significant in fostering productivity and efficiency in the workplace.

He has since commended workers for the work they do in pushing the economic agenda of the nation.

Speaking earlier, trade unions representative Elaston Njobvu called on government to pay retirees in the district their benefits before parliament is dissolved.

Mr. Njobvu stated that this would help improve the living standards of the workers who served the country diligently during their time.

He also called for diversification and value addition in the labour sector in order to improve productivity.

Meanwhile, Zambia Federation of Employers (ZFE) representative Kenneth Kalunga urged government to dialogue with students in institutions of learning across the country.

Mr. Kalunga said through dialogue, government would be able to prevent student riots and abrupt closures of universities in the country.

He stated that government ought to look at the needs of students in the country especially that they were the future workers who will be able to improve the fortunes of the country.

President pays glowing tribute to workers

President Edgar Lungu has paid glowing tribute to all workers in Zambia for their sacrifices and contributions towards the development of the country.

President Lungu said government continues to focus on policies, strategies and programmes that will significantly contribute to realising employment creation, human development and broad based pro-poor growth.

He said it was for this reason that special attention has been placed on the promotion of increased investments in infrastructure such as roads, schools and health facilities countywide.

Mr. Lungu said this in Lusaka today during labour day celebrations under the theme “achieving national development through productive decent work, sustainable job creation and social justice”.

He said in addition, government continues to invest in sectors such as agriculture and tourism to create wealth and employment.

The Head of State said consequently, over 7,000 formal jobs were created in various sectors of the economy in 2015.

He said the Zambian economy continues to be buoyant in spite of economic challenges both on the domestic and international fronts.

President Lungu said there was need to create decent jobs which remains one of the core priorities and policy objectives which the Patriotic Front (PF) administration has embarked on.

He said as a member of the United Nations family, Zambia is committed to ensuring that the sustainable development goals are fully realised, in particular, goal number eight (8) which places emphasis on decent work and economic growth.

And President Lungu has said recent experience has shown that reliance on copper as a source of employment and economic growth may not be sustainable.

He said there was need therefore to develop other industries which can sustain the economy when the mining industry experiences downturns.

President Lungu said government was committed to providing equal access to employment for the youths, men, women and people living with disabilities among others.

He said this year’s theme is in line with the aspirations of his government to foster national development and promote productive decent work which is aimed at ensuring inclusiveness and equity for all workers.

Meanwhile, Labour and Social Security Minister Fackson Shamenda has called on Zambians to give Mr. Lungu another five year mandate because of
his stance on supporting decent work policies.

Mr. Shamenda said tremendous effort has been made in protecting the workforce in the country and to ensure minimum wage is paid to the workers.

Meanwhile, Mr. Shamenda has called for peace ahead of this year’s August
11 elections because the international community has known Zambia for peacefulness.

And Zambia Congress of Trade Unions (ZCTU) president Chishimba Nkole said most workers today are struggling to make ends meet due to the escalating cost of living the country is faced with.

Mr. Nkole said the issue of the high cost of living should be urgently addressed by government noting that the country is headed for more difficult days for workers and other vulnerable people.

He said it was important for government to realize the seriousness of the problem so that mitigation measures can be taken as quickly as possible.

Mr. Nkole said it was saddening that some employers seem not to be interested in the welfare of the workers and yet they are very interested in the profits being made by the same workers.

Nkana thump Dynamos to restore four-point lead

Nkana on Sunday afternoon restored a four-point lead at the top of the FAZ Super Division table after thumping Lusaka Dynamos 3-0 in a Week 8 match in Wusakile, Kitwe.

A brace from Congolese forward Guily Manziba helped Nkana to move from 16 to 19 points, four above second placed Zesco United.

Nkana led after four minutes with Walter Bwalya converting a penalty awarded by referee Milton Mweemba after Manziba was alleged fouled in the Dynamos box.

Bwalya missed a chance to double Kalampa’s lead nine minutes later when his failed overhead kick went over the bar from inside the box.

On the other side, Nkana keeper Scoti Ngokane prevented Dynamos from equalising after tipping Manaseh Soko’s trade mark free kick for a corner.

However, Manziba stole the limelight with two quick goals scored in the 44th minute and a minute into the first half stoppage time.

The second half was an evenly balanced affair with Dynamos trying in futility to score at Nkana Stadium.

Wina must withdraw her allegations that UPND is an agent of a firm wanting to print ballot papers

VICE President Inonge Wina must withdraw her allegations that the United Party for National Development (UPND) might be an agent of some South African printing companies because the statement has the potential to heighten political tension in the country, Edward Mumbi has demanded.

Mr Mumbi who is UPND presidential spokesperson has also demanded that Vice President Wina apologises to the South African printing companies in that country which bid to print Zambia’s ballot papers for the 11th August general elections for alleging that they had engaged the opposition political party as their agent in Zambia.

He charged that the statement by the Vice President suggested that they could have been manipulating the country’s electoral process.

Mr Mumbi said the printing of ballot papers for the August general elections was a sensitive and highly emotive issue and therefore, it was important for Mrs Wina to desist from issuing statements that had the potential to inflame the emotions of citizens.

He recalled that the Vice President was once a member of the UPND and that she had once travelled to South Africa with Mr Mumbi who at the time was the secretary general of the Patriotic Front (PF) to inspect the facilities of the company that had over the years been printing the country’s ballot papers.

Mr Mumbi said Mrs Wina knew the credibility of the South African Company so well. He pointed out that the company had been printing Zambia’s ballot papers for a long time. In fact, it was the same company that printed the ballot papers which saw the PF win the general elections.

He was reacting to Vice President Wina’s assertion that the insistence by the UPND to have ballot papers printed by South African companies could mean that the opposition party might be an agent of the companies.

“If the PF is not involved in the selection of a company to print the ballot papers for the August general elections, why would the Vice President defend and speak on behalf of the Electoral Commission of Zambia (ECZ)? Zambia has always printed its ballot papers in South Africa and the printing companies in that country have created serious business relationship with the Zambian Government and it is not correct for the Vice President Mrs Wina to insinuate that the printing companies have engaged the UPND as its agent in Zambia. She must therefore, withdraw her allegations and apologise to the South African companies because such a statement has the potential to heighten political tension in the country,” Mr Mumbi said.

Mr Mumbi said the company the ECZ had abandoned had been handling the printing of Zambia’s ballot papers for most of the country’s elections including the 2011 general elections that ushered the PF into Government and the 2015 presidential election that saw President Edgar Lungu emerge victorious.

He advised Mrs Wina should endeavour to govern the country in a manner that must be able to promote peace and unity in the country and that as a female leader; she ought not to be seen to fan acrimony in the country.

Our budget was relatively astronomical (in the Zambian Sense) of course from the hiring of the artist, to advertising, hire of Venue, lighting and stage, sound system name it all. Our strategy was to go on an all out campaign and reach everyone with the love and passion for music and events such as this, which to some extent we did. But looking back, we probably miscalculated a few other things such as the difficulties our people are facing. There was a public outcry when we announced our pricing but then we looked at the amount of investment required to put up such a show and those prices were the most economical we could come up with if we were to sustain the hosting of the event.

Going back to last night, we believe we did everything we could to host a successful show. WIZKID eventually arrived in Zambia and gave his best performance for a decent length of time, though at the time the fans had been restless and exhausted. However, the problem wasn’t his alone nor ours alone. He had a show in Seirra Leon on the 28th of April 2016 and needed to either return to Lagos on the Morning of the 29th of April and proceed to Lusaka and arrive on the morning of the 30th of April 2016. To achieve that, we required availability of commercial flights between Freetown, Seirra Leon and Lagos. However there were none on the 29th. The only available option was Kenyan Airways which was leaving in the evening of the 29th and arriving in Zambia at 18hrs on the 30th of April 2016 when the show should have been kick starting. This was viewed as a risk by ourselves and after careful consideration and discussion with his management and the promoters of the Freetown Show, we decided to charter a private JET from Lagos to Freetown and back, and proceed with a commercial flight from Lagos to JHB and again a private charter from JHB to Lusaka. Unfortunately and due to circumstances beyond our control, 3 of the WIZKID management including himself, missed the Lagos to JHB flight.

When we heard the news we were naturally gutted and devastated . We never slept and were on phone trying with his management to hire an emergency private charter from Lagos to Lusaka. Of course we also had an option to cancel the show and refund ticket holders, re- schedule the show to another date or find alternative means to bring him to Lusaka. Eventually we found an alternative however, when he should have landed at 5AM on the 30th of April 2016, in JHB, the only available flight was landing late. As he landed the private charter was already positioned and ready to take off. He eventually landed in Zambia in the early morning of May 1 2016.

Looking back we did what we could to make the show a reality. There are those of you who bought VIP tickets. The alcohol for the AWP is still intact and we are trying to find a way and date to host it exclusively for you. To all those with tickets but left the stadium before the artist’s arrival, WIZKID and the stadium are ready to for us to re- host the show this afternoon, considering we started late. However we shall inform you as soon as possible the way forward.

We didn’t of course fill up the stadium as we had envisaged and campaigned for and in that regard we are not proud at all. We didn’t start the show as early as we had envisaged. There could have been poor security arrangements and control with regards to the VIP seating arrangement. The sound system arrived late. Lots of people who had gathered outside and left early but one thing we were determined to achieve was to, against all odds, bring Wizkid on stage and perform for everyone who defied the cold and waited for many hours.

Yes we could have done better and and were beaten by the competitor show in Livingstone but we have learnt our lesson and will come back stronger and better.

We are still looking at the Venue for the afternoon show as we want a comfortable Venue for all. “
