Football Association of Zambia president Andrew Kamanga says it is insignificant to politicize the final arrival of the Zambia team bus after over a year of waiting .
The team bus was a donation the South Africa Football Association’s 2010 FIFA World Cup legacy project made to Zambia after hosting the tournament that year, However, the vehicle had been mysteriously marooned in Johannesburg until last month.
Kamanga said it was time to move forward and the glory of finally getting the bus to Zambia was not on the agenda.
“The bus is also outside. I hope it is not something for debate. Let us not waste time on who has brought the bus? Who has done what? What is important is that the bus is here,” Kamanga told media.
“Let us be a bit happy that it is here. For me, the bus belongs to FAZ. So, give credit to FAZ, whether it is the previous administration or the current one. For me, credit is due to FAZ.
“You know people come and go but the benefit remains with the institution.”
Cold/Flu season has officially come and gone, or at least it did for everyone else but me…great! It’s just my luck to have the flu when it is summer, the sun is shining and the birds are singing, there is so much activity going on – but not for me. I’m cooped up inside, wrapped up in a blanket, with Vicks rubbed across my whole body; drinking hot tea, whilst everyone else is enjoying a cool beverage and an ice cream. This isn’t what I imagined when I thought of summer.
It’s been a week now and I have no intention of continuing on with this flu, it’s about time we parted ways. I have tried nearly everything and my last resort is Chicken Soup. Maybe those ‘old wives tales’ were actually true, maybe Chicken soup is the perfect remedy to cure a cold. Well, Organosulfides, vitamin C and vitamin A stimulate the production of immune cells, help with antibody production and generally boost immunity; they are found in garlic and onions, which are some of the ingredients used in chicken soup (and other soups). Chicken soup contains a wide variety of nutrients and vitamins, and all these nutrients are in liquid form, which means that they are quickly and easily absorbed; and last but certainly not least chicken soup tastes darn good!!
Ingredients
55g butter
2 onions, sliced
1 garlic clove, finely chopped
2 sticks celery, finely chopped
2 carrots, finely diced
25g plain flour
1.2 litres (2 pints) chicken stock
450g cooked chicken, finely chopped
1 tbsp fresh parsley, chopped (optional)
Salt and black pepper, to taste
Method
Over a medium heat, melt the butter in a large saucepan and gently fry the garlic, onions, celery and carrots until they start to soften.
Stir in the flour and cook for 2 minutes, until you make a slightly thick paste. Add the chicken stock and bring the mixture to the boil, stirring continuously. Season with salt and pepper, then reduce the heat and simmer for 10 minutes, until the vegetables are tender.
Add the cooked chicken and cook until it’s completely heated through. Add more salt and pepper if need be, and stir in the parsley.
Serving
Serve the chicken soup piping hot, in a bowl, and sit back and relax. Enjoy!

A NDOLA business executive has handed himself over to the police after he allegedly murdered his second wife and bundled her body in a deep freezer after he caught her “red handed” with another man in their matrimonial home.
Copperbelt province police chief Charity Katanga said the incident occurred last Thursday between 01.00 and 03.00 hours along the Sabina road and identified the woman as Sheba Nanyinza, 31, of house number A100 in New Kansuswa, while the suspect is Thomas van Royern, an auto mechanic.
Ms Katanga said the man who Ms Nanyinza was allegedly having sex with a person only identified as Simon and that he ran away soon after the suspect caught them in the act.
“The suspect lives in Ndola, but he has two wives apparently, so on the material day, he went to visit Ms Nanyinza only to find her having sex with another man in their bedroom. He tried to get hold of Simon, but Ms Nanyinza intercepted, so a fight between Royern and her ensued. Simon then escaped from the house and Royern went in to the car but Ms Nanyinza followed him and that was how the two drove off for Ndola”
“But on the way around 03.00 hours, Royern stopped the car near Kansuswa cemetery along Sabina road where the couple again fought and Royern picked an unknown object and hit Ms Nanyinza on the head causing her to bleed from the nose and mouth. He drove up to Sabina and after he realized that she was dead, he drove to plot number CH in Pamodzi, Ndola, where his first wife who was out on holiday with the children and bundled Ms Nanyinza’s body in his other wife’s deep freezer and he later reported himself to the police,” Ms Katanga said.

Electoral Expert MacDonald Chipenzi has accused the Minister of Justice of deliberately failing to effect a consequential amendment in Parliament during the amendment of the constitution after the dropping the Article on Appointment of Ministers outside Parliament.
Mr Chipenzi observed that the debate on Ministers remaining in office after the dissolution of Parliament is unnecessary aimed at swaying people’s attention from economic and political malaise affecting the country.
Mr Chipenzi who was the Spokesperson for the Grand Coalition on a people driven constitution said the debate also shows how the constitution was manipulated in Parliament by the PF Government to illegally allow Ministers to occupy their positions even after the dissolution of Parliament.
He has stressed that Ministers will be dissolved together with Parliament on May 11, 2016 and there continued stay in office will be an illegality and unconstitutional and has since called on citizens to petition the Constitution Court to interpret the Constitution on this matter.
Below is a full statement issued to the media by Mr Chipenzi.
The debate on Ministers remaining in office after the dissolution of Parliament, though a health democratic discourse is unnecessary debate aimed at swaying peoples attention and opinion from economic and political malaise affecting the country.
The debate also shows how the constitution was manipulated in Parliament by the PF Government to illegally allow Ministers to occupy their position even after the dissolution of Parliament.
This further shows the poor workmanship on the part of the Minister of Justice who deliberately failed to effect a consequential amendment in Parliament during the amendment of the constitution after the dropping the Article on Appointment of Ministers outside Parliament.
The logic behind the retention of Ministers after the dissolution of Parliament was premised on the draft constitutional Article or clause that dictated that Ministers were supposed to have been appointed from outside Parliament not within as the practice has been all along.
In this case, Ministers were not to be affected by the dissolution of Parliament but remained and in office and retained their functions until a new President is elected after a General Election.
To this end, since the PF government manipulated and doctored the constitution and removed the Article/Clause on the appointment of Ministers from Outside Parliament and retained the old system of appointing ministers from within Parliament, there is no way these Ministers can and will continue to remain in office after the dissolution of parliament on May 11, 2016.
Under Article 81 of the amended constitution, it states that the term of Parliament shall be five years commencing from the date that the Members of Parliament are sworn into office after a General Elections and ending on the date Parliament is dissolved.
As Parliament stands dissolved 90 days before the holding of the next General Election on August 11, 2016, retaining Ministers in office will be in breach of Articles 72 which dictates that a Member of Parliament shall vacate the seat in the National Assembly upon dissolution of Parliament.
PF government should have supported the article on the appointment of Ministers from Outside Parliament if it wanted Ministers to retain their portfolios after the dissolution of Parliament.
Therefore, Ministers will be dissolved together with Parliament on May 11, 2016 and there continued stay in office will be an illegality and unconstitutional and therefore, an immediate need and call on citizens to petition the Constitution Court to interpret the Constitution on this matter.
Young African Leaders Initiative YALI also added it’s voice.
Ministers Remaining In Office After Dissolution of Parliament needs interpretation
The Young African Leaders Initiative calls (YALI) calls upon the Constitutional Court and authorities to help put to rest the debate that Ministers shall remain in office after dissolution of Parliament stands dissolved in accordance of Article 81 of the Constitution of Zambia, later this week.
We say so because while Article 116 clause 3 (e) states that the office of Minister becomes vacant if another person assumes the office of President, the Constitution is very clear and unambiguous that Ministers are appointed from among the Members of Parliament.
YALI wonders how Ministers would remain in office when the office, which is the basis of which they became Ministers, is dissolved.
We also call on the Attorney General and Minister of Justice to clarify how, under article 111 clause 4 (c), the office of vice-president becomes vacant if the vice-president ceases to hold office by virtue of dissolution of Parliament under Article 81.
If the Vice Presidents office becomes vacant by virtue of Article 81 which provides for dissolution of Parliament, how come the Ministers are not affected by Article 81? We ask?
Zambia and other Commonwealth member states are set to benefit from the Commonwealth-First programme, a new initiative that has been created by the Commonwealth Enterprise and Investment Council (CWEIC) to support internationalisation of the Commonwealth’s small and medium sized businesses.
During the launch of the Commonwealth-First programme held at Marlborough House, CWEIC Chief Executive Officer Mr. Oliver Everett introduced the concept of the programme and stated that the Commonwealth factor of shared language, legal system and business practices helped to make trade on average 19 per cent cheaper between Commonwealth member countries.
He informed the house that by the year 2020, Commonwealth trade is expected to double to US$1 trillion.
“With this launch today, over the next 3 years, 100 leading UK SMEs will be selected to become Commonwealth Export Champions. Through intensive training, mentoring, trade missions and business development support, these Export Champions will be supported in their quest to win new business in the fast growing Commonwealth markets. Their success will then be showcased as encouragement to the wider business community to make greater use of the Commonwealth network,” he said.
Commonwealth-First programme is a new initiative to support internationalisation of the Commonwealth’s small and medium sized businesses beginning with the pilot programme here in the UK. The initiative is supported by the Royal Mail.
Only 50 businesses from Africa will be chosen to be in the first phase of the project and Zambian SME’s are encouraged to take keen interest in the project and be part of transforming their businesses and Zambia at large.
The launch was attended by Zambia High Commission Counsellor Economic and First Secretary-Trade, some High Commissioners, other Diplomats and various organisations under the Commonwealth umbrella.
The Commonwealth-First website provides support for all businesses looking to trade and invest in Commonwealth countries, as well as an e-commerce platform developed by I-genius and funded by Royal Mail. The website is: www.commonwealthfirst.org
A list will be compiled and selection will be undertaken by the Commonwealth-First leadership and their team of mentors which includes among others, Mr Joseph Zammit Tabona, the Special Envoy to the Prime Minister of Malta for Investment promotion. Upon selection, the SME’s from all over Commonwealth will then be part of the mentorship programmes and trade missions after the initial 3-year focus on UK SME’s.
The Commonwealth Enterprise and Investment Council (CWEIC) was established in July 2014 as a not for profit membership organisation. The main objective is to facilitate trade and investment throughout the 53 countries of the Commonwealth and support private sector companies and Governments in developing economic activity. CWEIC is mandated to promote intra-Commonwealth trade and investment.
The International Competition Network (ICN) in conjunction with the World Bank has named the Competition and Consumer Protection Commission (the Commission) as one of the best Competition Authority.
The Commission was awarded the recognition on grounds that it was the best among Competition Authorities that were advocating for Competition in key domestic markets.
The heavily contested awards attracted a total of forty three (43) Competition Authorities from countries around the world, among them France, Kuwait, Kenya and Pakistan Competition Authorities.
The recognition was made at the just ended ICN 2016 Conference in Singapore where the Commission received the winners prize for its efforts in fostering competition values and principles that enhance consumer welfare in the economy of Zambia.
The World Bank and ICN had four (4) themes, and the Commission together with France scooped the first prize in the second theme dubbed Advocating competition in key domestic markets to maximize the benefits of trade”.
The second theme sought to recognize and award the competition agency that created maximum impact on the market that aimed at benefiting consumers and the economy as a whole.
Accepting the prize on behalf of the Commission, Chief Analyst, Patrick Chengo, thanked the World Bank and ICN for recognizing the work and efforts of the Commission in bettering the Zambian economy.
Mr Chengo stated that the recognition was not only a milestone for the Commission and Zambia as a country, but an achievement which will motivate the Commission to enhance its interventions on competition and consumer protection matters in various sectors of the Zambian economy.
The three (3) days Conference saw Competition Authorities from all corners of the world gather to share different techniques and practices used to enforce Competition law.
The Commission was thereafter given a platform to share its experience on how its intervention had impacted on the Zambian forestry sub-sector, where the Commission curtailed any form of anti-competitive conduct, a situation which resulted in job retention and creation.
The Commission cited the Zambia Forestry and Forest Industries Corporation (ZAFFICO) case it handled in 2014 as one of the cases that had a great impact on all the players in the Forestry sub-sector starting from the saw millers to the builders who are the final consumers of the timber products.
The Commissions intervention meant that ZAFFICO would have to come up with a competitive process of allocating the soft and hard wood licences to both existing and new Saw Millers, other than completely foreclosing the market to potential entrants. Following the intervention, ZAFFICO was directed to come up with a competitive bidding process that would promote sustainability in the sub-sector.
The results of the intervention benefited a cross section of Zambians in various sectors of the economy such as manufacturing and construction among others.
The Commission also recommended that the government through ZAFFICO should come up with a deliberate policy for saw millers to be engaged in replanting trees in order to promote sustainable forest management.
The Commissions intervention in this situation saw all the 50 small scale saw millers retain their jobs, 500 new entrants in the sector, 5000 direct jobs created and more than 5000 indirect jobs thereby improving more than 10,000 families in Zambia.
The intervention also led to saw millers appreciating and protecting forestry by replanting other trees when they cut one down. This, according to World Bank and ICN, was an intervention which created an economic impact which required noticing and recognition.
YALI President Andrew NteweweThe Young African Leaders Initiative has applied before the Constitutional Court for a joinder to a petition where two Lusaka lawyers have petitioned the court to offer an interpretation on whether political parties have the right to sponsor candidates for nomination or elections as councillors.
In an application before the Constitution Court filed on behalf of YALI on Monday 9th May 2016, YALI President, Andrew Ntewewe, has submitted before the Constitutional Court that should the Electoral Commission be allowed to proceed with its advertised decision to accept nominations from candidates to local government elections, the Commission will be in breach of the Constitution of Zambia, as amended.
According to Article 60 of the Constitution, political parties now have a limited right to sponsor candidates for nomination or elections to State Office, and councillors and Mayors are not State Officers.
Further, provisions of Article 153 of the Constitution have stopped the practice where if elected councillors resigns or cease to be members of political parties they may wish to belong to as members, they cannot vacate from office because they are elected without the sponsorship of any political party.
Both YALI and the two Lusaka – based layers who initiated the petition have told the Constitutional Court that they are not challenging the right of persons to belong to any political party of their choice but the right of parties to sponsor candidates for elections as councillors.
The matter will soon come up for hearing when the Constitutional Court sets the date of hearing.
Government has revealed that it will not take in applications for dual citizenship until the Immigrations and Citizenship Act are amended.
Home Affairs Permanent Secretary Dr Chileshe Mulenga told Journalists that those applying for dual citizenship will have to wait a little longer until Parliament amends the said laws.
Dr Mulenga explained that the new constitutional provision allowing dual citizenship is impotent as long as subsidiary laws remain unchanged.
He stated that the Ministry of Foreign Affairs through Zambian missions abroad has received numerous applications for dual citizenship which cannot be processed at the moment.
“Yes we have been receiving applications through the Ministry of Foreign Affairs and a number of queries from Zambians living in Zambia who want to take up dual citizenship, mostly these are Zambians who have been working abroad and have taken up other citizenships but want to reclaim their birth right as Zambians,” Dr Mulenga said.
Dr Mulenga who could not disclose when the amendments to the Immigrations and Citizenship Act would be made appealed for patience from Zambians wishing to take up dual citizenship as the paper work has already started to operationalise the new law.
The amended Zambian constitution provides for dual citizenship enabling Zambians to hold two passports of two different countries.

Football Association of Zambia president Andrew Kamanga has slammed reports that he was about to pick a low profile Asian-based sports apparel company to kit Chipolopolo.
News has been doing the rounds on social media that Kamanga’s regime had failed to secure a high-profile sports apparel firm to kit the national team and opted for an option from Asia who current kit FAZ Super Division side Nkana.
“I think there has been a lot of speculation that we have signed up with MAFRO,” Kamanga told media on Monday in Lusaka.
“The correct position is that we have not signed up with anybody. MAFRRO approached FAZ in February this year and once there was a change of administration they came back.
“Their proposal is in but we have not yet looked at as an executive so it may be a while before any decision is made.
“In any case I just wanted to also explain because there has been speculation that we have failed bring back Nike but the truth of the matter is that the Nike issue was conclusively finalized in 2014 because the contract came to an end and the previous executive did not renew it.
“In fact when we came in I made follow ups with Nike and they were very categorical that it is not going to possible for us to get Nike back simply because whatever position they had has changed.
” They can only clothe two teams in Africa so they had two slots one belonged to South Africa and the other one was with Zambia so once we had refused to sign they ended up giving that slot to Nigeria.
“So the truth of the matter is we cannot get Nike back so let us be fair as we report. It has nothing to do with our administration it was a dead matter. We are hopeful that whenever these slots open up we may be able to convince them and get back.
“Others have accused us of not even considering Adidas who as you know Adidas is an official sponsor of FIFA itself. We may or may not but we have written to Adidas as well.
“It is on record we have had no response. Others have talked about Puma it is the same story like Nike they have limited alocations for this year it is not possible to be considered even next year.
“So if you look at those three as your top kit sponsors it is almost impossible that we will have any chance of getting one of those.
“But with Nike the only window available now is for us to be buying, it is no longer a sponsorship but we will now be the ones paying for whatever we need. So will now be forced to pay as opposed to being paid because we do not have a sponsorship deal.
“We have already identified a couple of other international kit manufacturers who we are going to continue talking to and at the right time we are going to make a decision and you will all be informed.
“So nobody has signed with MAFRO and that is where the story ends and I just hope that we do not spend too much effort on things which do not exist.”
United Party for National Development (UPND) has accused the Patriotic Front (PF) of unleashing cadres armed with pangas, machetes, axes and all sorts of dangerous weapons with a view to disrupting the peacefully assembled youths of UPND youths in Matero.
In a statement released to the media this evening by party spokesperson Charles kakoma, the party the praised the courage of Matero residents in thwarting the attacks by PF youths.

PF Attack on UPND Youths in Matero
Yesterday’s incident in which PF thugs sought to disrupt UPND youth mobilisation meetings in Matero Constituency and provoke and attack our members is yet another painful reminder of how violent the PF and it’s leadership are, as well as how intolerant they remain of those with diverging views.
Our youths fully complied with the provisions of the Public Order Act and the police allowed them to hold a meeting. Yet PF cadres left their meeting in Bauleni compound and came with pangas, machetes, axes and all sorts of dangerous weapons with a view to disrupting our peacefully assembled youths.
Even the police were helpless and started tear gassing our youths and residents with a view to dispersing them, instead of protecting our people against their attackers.
It took the courage of the residents to defend themselves from these attackers and we are greatly touched and thankful to the Matero residents for their brave but peaceful conduct in resisting the attackers.
This is not the first time the PF leadership have sent their thugs to attack our peaceful meetings in various parts of the country.
While such incidents continue to go unpunished we expect there will be more of the same. We are still waiting on action following the huge security scare they caused when chasing a plane from the Simon Mwansa Kapwepwe Airport that was carrying our alliance partner Miles Sampa. This incident happened back in January and yet to date no one has been questioned or arrested.
These incidents are a scar on our conscience and our country. How can we thrive as a nation with such violence? How we will attract investment and drive growth?
The buck must stop with President Edgar Lungu and his PF leadership. They have the instruments of power to stop these ugly scenes that have taken root in our country.
Mopani Mines
The Kitwe District Chamber of Commerce and Industry (KCCI) says the new mining tax regime being implemented by Government is a major boost to the Country’s mining sector.
KCCI Vice President for Commerce Emmanuel Mbambiko says President Edgar Lungu and the PF government’s decision to implement a floating tax regime for the mining sector has provided a Win-Win situation for mine investors and the Government.
Mr. Mbambiko was speaking at a press briefing in Kitwe today ahead of the third edition of the Copperbelt Mining Trade Expo that opens in Kitwe on Thursday, May 12.
And Mining Expo Convener Nicole Smith said the event will help to find solution to some of the challenges facing the sector.
Meanwhile KCCI President Allan Nyirenda says the commissioning of the multi million US dollar Synclinorium shaft at Mopani is an indication that foreign investors are upbeat about the future of the sector.
Power Dynamos interim coach Anderson Phiri says he is relieved to have begun his stint with a win.
Power beat Nkwazi 1-0 at home in Phiri’s first game in charge as interim coach that came a day after the dismissal of his former boss Tenant Chilumba.
The ex-Mufulira Wanderers coach said it was important to start his reign with victory.
“All we needed was a win after all that happened (Chilumba dismissal). Expectations are very high as you know Power Dynamos is big team. We need to be getting points as we go along,” Phiri said.
He is now preparing Power for tougher encounters against Zanaco on Wednesday and Nkana in Wusakile on Saturday.
“We will prepare for these games and see what we will do,” Phiri said.

ECZ Public Relations Manager Chris Akufuna
The Electoral Commission of Zambia (ECZ) has disclosed that the 2016 provisional register of voters has a total of six million, seven hundred and ten thousand, four hundred and fifty five voters as at 5th May, 2016.
ECZ Public Relations Manager Crispin Akufuna in a statement made available to QFM News today says of the total number of voters, 3,375,009 are women, while 3,335,446 are male.
Lusaka province has the highest number of registered voters at 1,121,846, followed by Copperbelt with 1,038,434, Southern province with 812,590 and Eastern province with 777,379 registered voters.
Central province has 643,226 registered voters, Northern has 556, 855, Luapula has 511, 057, Western has 499, 873, while North Western province has 399,784 voters with Muchinga having 349,411 registered voters.
And Mr Akufuna says the provisional register of voters will be ready for inspection from 15th to 21st May,2016.
Suspected Patriotic Front (PF) cadres this afternoon attempted to storm the UPND secretariat in Lusaka’s Rhodespark area in an act of retaliation following yesterday’s fracas in Matero.
Suspected UPND cadres yesterday attacked and destroyed PF offices in Matero constituency after their rally was disrupted by the police.
Quick action by the police prevented the PF cadres from storming the secretariat.
And UPND Secretary General Steven Katuka has told QTV News that police were alerted upon hearing that PF cadres were matching to the secretariat.
Mr. Katuka says this kind of barbaric behavior from the PF is unacceptable.
He has wondered how peace will be guaranteed during the campaign period if such things begin to happen before the official campaigns.
Mr. Katuka however, advised UPND youths manning the secretariat to cooperate with the police as they were there to provide security.
