AGRICULTURE and Livestock Minister Given Lubinda says government is open to positive criticism from the church as long as churches can offer good counsel.

Mr Lubinda said government shall continue to create space for the church to offer checks and balances in government when they notice any wrong doing within the sectors of government departments.

Speaking in Livingstone on Saturday when he officiated at the golden jubilee celebrations of Maria Regina parish in Linda on it attainment of 50 years of existence, Mr Lubinda said the celebration of the parish’s 50 years was of great significance to the people within the community, Livingstone and the country as a whole.

Mr Lubinda said the gathering of people in numbers to celebrate the Church’s 50 years signified how Zambians were united with Jesus Christ and the faith they had in the current leadership of the country.

“When you see where we going wrong as government, you as a church need to come in and tell us that we have made an error and we shall accept your wise counsel. That must not mean that you throw stones at us,” Mr Lubinda said.

He said it was important for Zambians to be productive and avoid negative criticisms, a thing he said was un- productive to the nation looking at the recent negative attacks by some sections of society and ill-intended media houses on the republican President Edger Lungu and the government.

“My message to you today is that is be that productive tree. When people throw stones at you, be strong and show them by giving them positive results because you are that tree that is productive and bares fruit, so ignore them,” Mr Lubinda said.

Mr Lubinda said this was true testimony by the way President Lungu handled criticism because he believed in giving the people of Zambia the best by his deeds and application of policies.

He further said government was aware of the immense contribution of the church in the country in developmental issues and re-affirmed government’s commitment in working and supporting all churches in the country.

Livingstone Diocese Bishop Raymond Mpezele encouraged people to be used by God in order to make other people’s lives better.

Bishop Mpezele said it was a duty of every mankind to ensure that lives of those deprived in society was made better.

“God can use anyone to bring development to people’s lives. So I encourage every one of us here to allow God to use us in order to make other people’s live better. Let’s keep up in the spirit of charity and cooperation,” Bishop Mpezele said.

ZAMBIA’s High Commissioner to South Africa Designate Emmanuel Mwamba has called on Zambians living in that country to form one body that will collectively represent their interests.

Mr Mwamba said that it was important that legitimacy for whatever body that claimed to represent Zambians in South Africa was derived from across the country.

He said the existing regional associations should unite so that they could have a “strengthened voice.

“You can have your branches or regional bodies but there is need for all these to be affiliated to a central body which will comprise individuals who will be recognised as the national leadership across South Africa” Mr Mwamba said.

Mr Mwamba said the mission wanted an association that encompasses all because it would make the mission’s work easier.

He said that Government was concerned about the hardships Zambians go through whenever issues of funerals, destitution and other social welfare related matters arose.

This is according to a statement issued by press secretary at the South African High Commission, Nicky Shabolyo .

Mr Mwamba was speaking over the weekend when he met Zambia Association in South Africa (ZASA) president, Ferdinand Simaanya in Pretoria.

He told Mr Simaanya that his association could act as a pool to collect resources and open a fund from which they can draw whenever one of them was in need.

“As Government, we will play our role to help wherever we can. The Mission is open to you and we want you to work with us as we have a lot of projects lined up,” Mr. Mwamba said.

Mr Simaanya said ZASA would on September, 1 2015, open a funeral fund with contributions from the membership.

He said Zambians living in Gauteng province have faced difficulties whenever they had bereavements as a number of them failed to raise money for transporting of bodies back to Zambia and making other funeral arrangements.

ZASA with a membership of about 1, 900, has 10 branches in Gauteng and has been in existence since 1996.

A CLIMATE change expert says there is no immediate solution to the electricity deficit Zambia and the entire southern African region is facing apart from more investment in the energy sector.

Mclay Kanyangarara, a climate change advisor at the Common Market for Eastern and Southern Africa (COMESA), says the quickest way to solve the power deficit is to promote trade in the energy sector across the Southern African region.

Dr Kanyangarara said in an interview that the solution for Zambia is in connecting to the Eastern Africa Power Pool (EAPP).

He said the Zambia, Tanzania and Kenya power interconnector project is important because once it is fully operational, the country will be able to import power from East African countries.

“There is no immediate solution to this electricity deficit other than waiting for more rainfall or build more power plants.So, this means there is going to be shortage of electricity for a very long while.

“But the quickest way to solve this is to promote trade in energy across the region and for this to happen, we need power grids that are interconnected,” Dr Kanyangarara said.

He said there is less surplus of power in the Southern African Power Pool (SAPP), to which Zambia belongs, to allow for significant trade among member countries because most southern African nations are experiencing power shortages.

Dr Kanyangarara said countries like South Africa, Zimbabwe and Swaziland are experiencing power shortages and so not much trade can be done among SAPP member states.

In December 2014, Zambia, Tanzania and Kenya signed a US$1.2 billion power inter-connector project agreement aimed at promoting trade in electricity and foster economic integration.
The inter-governmental agreement sets out principles that will define the relationship among the countries as they develop the inter-connection line.

And COMESA secretary general Sindiso Ngwenya said the power outages are not unique to Zambia as other countries across Africa are experiencing similar challenges.

Mr Ngwenya said climate change is one of the causes of power deficit in Africa, arising from less rainfall due to indiscriminate cutting of trees.

Mr Ngwenya said the power deficit cannot be solved by an individual country.

Church should speak out against people demeaning the presidency-Kambwili

CHIEF Government spokesperson Chishimba Kambwili is concerned that some people are making derogatory remarks against President Lungu for no justifiable reason.

And Government says it values the immense contribution of the Catholic Church in various spheres of life among them education, health and community service.

“There are some people who have chosen to issue derogatory remarks all the time against President Edgar Lungu for no justifiable cause at all. Day in, day out, they are insulting the Head of State through a particular newspaper on baseless grounds,” Mr Kambwili said yesterday.

Mr Kambwili, who is also Minister of Information and Broadcasting Services, said this at the launch of Saint Charles Borromeo golden jubilee in Luanshya.

He also called on the church not to fold its arms but rise to the occasion by praying for “these people so that they are forgiven of their acts for they do not know what they are doing, as the Bible says.”

“This is not to say leaders should not be criticised, not at all, but what we are saying is that let us be decent and sincere in our comments on national issues and give credit where, and when it is due,” he said.

He called on the church to speak out against indecent and disrespectful language against leaders as this is in conflict with Zambia’s status as a Christian nation.

Mr Kambwili further said, the PF government has only been in office for hardly four years and has achieved so much within a short period.

“And this is the situation Government is working hard to reverse and redress through various measures both short and long-term,” he said.

Mr Kambwili commended the Church’s role, particularly St Charles Borromeo, for playing an active role in uplifting people’s living standards in Luanshya since it’s inception 49 years ago.

Earlier, father Ben Kapembwa said the occasion was charged with symbolism and each element carried meaning that is rooted in the rich history of the parish.

The launch of the golden jubilee – 1966 to 2016 – was dubbed “Glorifying God through, stewardship, talent and prayer.”

POLITICAL analysts say the endorsement of President Edgar Lungu as Patriotic Front candidate in next year’s elections has enhanced the ruling party’s chances to remain in power beyond 2016.

Thomas Mabwe and Alex Ng’oma said the decision would also unite the ruling party after a turbulent period during the election and adoption of Mr Lungu to contest the 2015 presidential elections.

The PF Central Committee announced on Saturday that it has settled for Mr Lungu to contest the 2016 tripartite elections.

The announcement came against confusion that rocked the party last year. The PF went under difficult times after the death of its founder Michael Sata last year when two factions emerged in a struggle for leadership.

Mr Mabwe a lecturer in political science at Zambian Open University said the Central Committee’s decision had put to rest uncertainties which arose after the death of President Sata on the future of PF.

“This is the logical thing that they (the Central Committee) have done. Mr Lungu is already there and he is gaining experience, so if they give him another five years, then they have a chance to win because the incumbent always has an advantage.

“I have no doubt that this will also end those problems where everyone wanted to succeed Michael Sata last year to become the president,” he said.

Dr Ng’oma , a lecturer at the University of Zambia (UNZA) in the department of Political and Administrative studies said Mr Lungu would be easy to sell to the electorate because he was already in the right position with resources and privileges than any other member in the PF.

He said there was need for every member of the ruling party to support the candidature of Mr Lungu in the interest of the party.

“This is good for the party because it will be easy for them to sell the candidate, so in the interest of the party. Those that are positioning to take over should now wait but support the person who is there,” he said.

Dr Ng’oma noted that it was a normal practice world over that a President was given an opportunity to do at least two terms unless he or she was not willing to do so.

Meanwhile, Agriculture and Livestock Minister Given Lubinda has called on every member in ruling party to go flat out to campaign and work for the party to further enhance chances of winning.

Mr Lubinda was one of about 10 people that had expressed interest to succeed Mr Sata before the Kabwata MP backed Mr Lungu for the 2015 presidential election.

However, he said the decision of the party’s supreme organ did not surprise him because Mr Lungu had proved to be the right man not only for the ruling party but also for the nation.

“I support the idea by the central committee entirely and I call upon all the members of the PF to rally behind president Lungu. However, it is one thing to sing for him and another working for him,” he said.

And PF provincial executive committees have welcomed the decision by the central committee to adopt President Lungu as presidential candidate for the 2016 general elections.

The officials have also appealed to the party’s presidential hopefuls to defer their aspirations until the 2021 presidential elections.

“The endorsement of President Lungu as our party presidential candidate is a welcome decision, which has been made by the people,” said Central Province chairperson Benson Chali in an interview yesterday.

Mr Chali said the central committee decision is in line with the PF constitution which says that a person elected as president at a convention, should serve five years, and automatically becomes a candidate for presidential elections.

He said all provincial chairpersons apar t from Northern and Lusaka, who were on official assignment on Saturday when the central committee met, have reaffirmed the endorsement of President Lungu as candidate for the 2016 general elections.

Eastern Province chairperson Mimise Chiwele said the region is happy that President Lungu has been adopted as presidential candidate for the 2016 general elections.

“During this year’s January 20 elections which ushered in President Lungu as Head of State, the party went through a number of challenges that pointed to a leadership problem. Now that we have a candidate well in advance, there will be unity,”

“You saw what happened before elections on January 20. Now confusion will be a thing of the past and campaigns for President Lungu will be much easier,” he said.

“As a party, we are excited with the development because we wanted to have a candidate who is already formidable,” said Southern province chairperson Charles Hamududu.

The midfielder scored his debut goal for his new Armenian club Gandzasar on Saturday in the 4th placed sides 3-2 away win over second from bottom Mika.

Lubambo, who played his fourth match for Gandazar, scored the opening goal in the 15th minute.

Rainford Kalaba was the only Zambian star in action for TP Mazembe in the CAF Champions League on Sunday in Sudan.

The Zambia captain played the full 90 minutes in Mazembe’s 1-0 away loss to Al Hilal in Khartoum in both teams penultimate Group A match.

His compatriots midfielder Nathan Sinkala and striker Given Singuluma were both on the bench.

Mazembe are second in Group A tied on 8 points with Al Hilal.

Labour and Social Security Minister Fackson Shamenda has said that the case of the Post Newspaper’s alleged failure to pay workers for over four months is before the Labour Commissioner saying it has not yet been brought to his attention.

Mr. Shamenda said that he can only intervene in the matter if the Labour Commissioner brings it to his attention but that as for now the commissioner is handling it.

He explained that the Zambia Congress of Trade Unions (ZCTU) wrote to the Labour Commissioner about the same matter and that afterwards the commissioner will make recommendations which should be followed.

And THE Bill to end casualisation has been drafted and will be tabled in the next sitting of Parliament, Labour and Social Security Minister Fackson Shamenda has said.

Mr Shamenda said in an interview today that the Bill was at the Ministry of Justice for scrutiny and it would be taken to Parliament for amendment into law.

He said the Government was resolute to eliminate casualisation because it was inhibiting access to improved conditions of service for employees.

Mr Shamenda said that once the law was in place, it would be criminal for companies to engage workers on casual basis as such a form of work was not permanent and employees were vulnerable to exploitation.

“The Bill is in the hands of the Ministry of Justice which is making final touches to it and most likely, it will be tabled in the next sitting of Parliament.

“Casualisation means exploitation of workers and it must be stopped if people are to have decent jobs,” he said.

Meanwhile, the Zambia Congress of Trade Unions (ZCTU) has said casualisation should be eliminated to increase the number of people in secure employment.

ZCTU president Nkole Chishimba said in a separate interview that his organisation was of the view that eliminating casualisation would augur well with the Government’s policy on decent job creation.

Mr Chishimba said casual workers did not enjoy privileges such as social security thus making it difficult for them to make a decent living out of the little wages earned.

“We have been very categorical in encouraging the Government to enact a law that prohibits casualisation.

“Enacting this law will make the working environment friendly as people will no longer be victims of poor working conditions,” he said.

Lusaka Economist Noel Nkoma has predicted that Zambia is likely to default on the repayments of its three Eurobonds when they fall due.

Mr Nkoma said the country’s economic future is very gloomy as all economic fundamentals are now in bad shape.

He also stated that Zambia may also struggle to make interest repayments on the Eurobonds which he said have become expensive.

Mr Nkoma said the country will also have to cut its social spending in the short to medium term in order to service the debt.

Mr Nkoma who is also former Economic Association of Zambia President was speaking when he featured on a live My Top Ten radio programme on Hot FM.

“It’s a gloomy picture, we haven’t managed fiscal policy that reflects of discipline and responds in a manner that addresses the challenges the country is facing,” Mr Nkoma said.

He added, “In the economic sense, the country is heading towards a very strong headwind.”

“I was saddened to read a report from the Standard Chartered Group which anticipates that the country might default on its first Eurobond repayments but for me I see us even defaulting on the second and third repayments.”

Mr Nkoma said the consequences of defaulting on the Eurobond repayments are too ghastly to contemplate at this stage.

He said even thinking of setting up a Sinking Fund is a bit too late because Zambia is living on borrowed funds.

“We are living on borrowed money and time, you only set up a Sinking Fund which is basically a saving fund and you only save if you have a surplus but where is that surplus going to come from?”

“Even for interest repayments, we may struggle to meet those. We will be forced to borrow from Tom to pay Peter.”

Mr Nkoma said there needs to be change of attitude in the way Zambia manages its fiscal policy which in turn drives monetary policy.

“We need to start implementing austerity measures right from the top. We are still so opulent and yet we have a huge deficit. Government need to set the tone first in implementing austerity.

Zambia National Corporation (ZNBC) public Relations Officer Punga Simukwai says ZNBC is doing its level best to provide quality programmes.

Ms Simukwai said there are so many educative, informative and entertaining programmes being aired for the public consumption on TV One and Two as well as radio One, Two and Four respectively.

She was speaking today on the ZNBC TV One on a programme dubbed: “ Kwacha good morning Zambia”, that even though the corporation is facing some challenges in some areas, the team is doing everything possible to rectify the problem.

Ms Simukwai emphasized that radio Two is also doing a commendable job as a talk show channel involved in discussions in nature from Monday to Friday.

Radio two is a current affairs channel involved also in breaking news, covering labour matters, economic and social issues including gender matters which affects the Zambian people, she said.

ZANIS reports that Ms Simukwai said a team of ZNBC engineers are working round the clock in ensuring that the poor signal in Chama is worked on once and for all.

MS Simukwai also assured people of Chama and the surrounding areas to be calm as the problem will soon become a thing of the past.

Siavonga District Commissioner Lovemore Kanyama has dispelled reports that President Edgar Lungu fell asleep during the launch of Yalelo Fish Farm in Siavonga last week.

ZANIS reports that Mr Kanyama said the story carried in some section of the media that President Lungu dozed off does not reflect what happened in Siavonga.

Mr Kanyama stated that he was seated next to President Lungu and that the head of state was active throughout the launch.
“I was seated next to the President and at no time did he fall asleep”, said Kanyama.

The District Commissioner said the story is disappointing in that by attacking the President, it fell short of bringing out the significance of the launch and missed out on the core function of the media of information dissemination.

Mr Kanyama said it is unfortunate that some journalists have chosen not to contribute to the development of the country by being professional in their work.

He has since urged people to respect President Lungu and support him in his governance of the country and effort of advancing the country’s development agenda.

Patriotic Front (PF) adopted candidate for Kasama Central Parliamentary seat Kelvin Sampa says he is grateful with the decision that has been made by the PF Central Committee and the entire PF leadership.

And Mr. Sampa says he is not intimidated by the former PF Kasama Central Member of Parliament Geoffrey Mwamba.

In an interview with Qfm News via telephone, Mr. Sampa says it is not easy to make such a decision citing that it takes a lot of courage not only from the central committee but from the party itself.

Mr. Sampa says for the party to arrive at such a decision, the party has confidence in him thus what needs to be done at the end of the day should be done.

He says the decision to adopt him has demonstrated that politics in Zambia are not only being perceived as the ones that are mandated to assume certain positions that involve leadership but that even new comers are welcome.

Mr. Sampa says the move has not only given confidence to him but to others who want to get on board and support the party.

He adds that the President meant well when he said he wanted to work with energetic and focused young people stressing that it is evidenced with what has transpired.

Mr. Sampa has pledged his loyalty and support to the president, the party and the people of Kasama adding that he knows that the people of Kasama are craving for a leader that will truly represent them.

The opposition United Party for National Development (UPND) says it is not intimidated by the decision by the ruling Patriotic Front to adopt President Edgar Lungu as its presidential candidate for the 2016 General Elections.

UPND Deputy Spokesperson Edwin Lifwekelo tells QFM News via telephone that in fact it will be easier for the party to remove the PF from office because of the failure by President Lungu to manage the affairs of the country.

Mr. Lifwekelo has challenged the PF government to even call for early elections so that they exit office soon.

And Mr. Lifwekelo has lashed out at PF Secretary General Davies Chama that it is not his responsibility to tell the party to go to the national convention.

He says the ruling party is afraid of the UPND President Hakainde Hichilema and that is why they want another candidate to stand on the UPND ticket and not Mr. Hichilema.

He says the opposition political party has no intentions of fielding another candidate saying they have confidence in Mr. Hichilema as he will no doubt win the next year’s general elections.

Mr. Lifwekelo says the failure by President Lungu to manage the country’s economy will cost him next year considering that he will be competing with someone who has the capacity to boost Zambia’s economy.

President Edgar Lungu yesterday spent time at Kasisi Children’s Home in Chongwe district about 30 kilometres from Lusaka familiarizing himself with the operation of the orphanage.

And President Lungu has commended the little servants of Maria Immaculate of Kasisi Orphanage for taking care of orphaned children whom they keep and educate from inception to tertiary level.

Justice Minister Ngosa Simbyakula and Home Affairs Minister Davies Mwila accompanied the Republican President as he spent time touring and interacting with children at the orphanage.

Mr. Lungu explained that his visit to the orphanage was an eye open for him to understand the challenges the orphanage was facing so that his government could decide what to help institution.

The Head of State and his entourage visited classrooms, health facilities, hostels, kitchen and dining hall and the garden among other things.

The President was impressed that the orphanage is keeping children in a loving and inspiring environment where they grow up health and well-educated better than most children in the country who have both parents.

He encouraged children to work hard in school so that they can pursue their various careers of choice after completing secondary education.

And Kasisi Children’s Home Sister-in-Charge Mariola Mierzegewska praised President Lungu for taking time off his busy schedule to visit the orphanage and learn of the challenges they face.

Sister Mierzegewska said the orphanage is currently keeping 230 children who are at different levels of education.

The Sister in Charge said the President’s visit is inspiring noting that it is not easy for a head of state to visit orphanages because of the demand of his office.

During the tour, the sister in charge told the president when he visited the drugs store room that the orphanage has enough stocks of medical drugs in their store room.

Kasisi Children’s Home was established in 1928 by Sisters of the Polish congregation ‘the little servants of Maria Immaculate’.

Mumbi Phiri tells Nevers Mumba to go back to the pulpit

PATRIOTIC Front (PF) deputy secretary-general Mumbi Phiri has advised MMD president Nevers Mumba to return to the pulpit where his services are needed instead of clinging to politics and making unwarranted attacks against the ruling party.

Mrs Phiri has advised Dr Mumba to desist from issuing political statements on issues he does not understand and instead concentrate on evangelising.

Speaking in an interview yesterday, Mrs Phiri alleged that Dr Mumba does not make informed decisions on political issues and that he is not a politician but an evangelist.

“Dr Mumba is not a politician that is the reason he has continued to unnecessarily attack and issue statements on matters he does not understand. If he was indeed a politician, he would not be talking about demolishing the University Teaching Hospital (UTH) without offering an alternative or handing Zamtel back to Lap Green when the company has been given back to the Zambian people who are the rightful owners,” she said.

Mrs Phiri said politics is about numbers and listening to what people want and Dr Mumba’s does not understand what Zambians want.

“We can forgive Dr Mumba’s utterances because we know he is not a politician but an evangelist. He needs to go back to do what he knows best; where he is needed more and that is evangelising because politics is not for him,” she said.

Mrs Phiri wondered why Dr Mumba is concerned about the PF embracing members from the opposition when he also came from another political party to join the MMD.

“Dr Mumba is a wrong person to start condemning us for embracing people joining the PF because he is not even an original MMD member. He left his own party to join MMD and he was welcomed in that party,” she said.

She said there is nothing wrong with people joining any political party that they want because it is their democratic right adding that the PF is ready to welcome and work with new members.
