President Edgar Lungu has directed local authorities countrywide to address the numerous challenges they face in the delivery of social services.

Mr Lungu said the key challenges faced by local authorities included the improvement of water supply.

The President was speaking in Livingstone today when he officially opened the 59th Annual conference of the Local Government Association of Zambia (LGAZ) and the 12th General Assembly of the Alliance of Mayors and Municipal Leaders held at Chrismar hotel and whose theme was ”Inclusive Local Governance: Strategy for Success”.

Mr Lungu further urged local authorities to double their efforts to ensure the ”Make Zambia clean campaign” turn into a reality.

He called on rural based local authorities to continuously upgrade township roads and also to open up the remote rural areas.

The President added that the urban local authorities were faced with the challenge of upgrading and maintaining roads including coping with the ever increasing number of vehicles on the roads.

Mr Lungu also urged all local authorities countrywide to address the challenge of how to provide better, decent and planned neighbourhoods in their localities.

”The challenges I have highlighted must be addressed in order to restore lost public confidence in our local government. Local government is the closest point of contact between government and the people,” he said.

He observed that his administration was keen to restore public confidence in the local authorities which was a critical unit of government administration.

”Many people are applying for plots but you don’t give them but you give yourselves and your proxies. If you don’t do what is right, the country will not move forward,” he said.

Mr Lungu noted that most of the challenges currently facing the local government were attributed to past policies that undermined service capabilities in the councils.

He added that since coming into power, his government had recognised the need to devise policies that would enhance the performance of local authorities in an effort to transform them into responsive and more accountable institutions to which end government has scaled up resource allocation to local government.

The President also noted that the Local Government (Amendment) Act no 12 of 2014, which introduced the local government equalisation fund as a substitute for grants was receiving active consideration and assured the local authorities that central government would not unnecessarily interfere with local authorities’ legitimate function of formulation of by-laws, which include local taxes, levies and other revenue generating ventures.

Mr Lungu further observed that while low budgetary allocations could be a contributory factor to service delivery challenges councils face, he realised that the scarcity of highly skilled and motivated personnel at the local government level was another challenge.

”Most local authorities are experiencing staff shortages especially in strategic fields of finance and economic development, engineering, development and spatial planning. My government is actively looking into this deficiency with a view of creating enhanced capacity necessary to expand and expedite service delivery in the local government system. In his regard, I wish to direct the Local Government Service Commission which falls under my office, to urgently streamline recruitment, deployment and monitoring of staff in local authorities,” he said.

The President has also directed the Ministry of Local Government and Housing to expedite the process of upgrading of physical infrastructure and training curriculum at Chalimbana Local Government Training Institute in order to provide senior staff in service training.

Mr Lungu also observed that decentralisation through devolution would play an important role in promoting democratic decision making as well as empowering communities and building capacity.

”Let me assure you of my government’s readiness to continue to dialogue with the Local Government Association of Zambia as a critical stakeholder in the decentralisation programme. We are committed to meeting the 2017 deadline in the implementation process of decentralisation. My government’s unwavering commitment to the decentralisation policy also resulted in our support to the African Union’s decision to adopt the African Charter on the values and principles of decentralisation, local governance and local development in June 2014,” he said.

He also noted that the issue of allowances was hot among councillors.

”One of the burning issues are allowances and they are paid by councils and not government, that is why we want to free you to make whatever money you can, however, I will disown you if you make levies that are not commensurate with the lives of our people, otherwise councils can make their own money and pay what you can afford,” he said.

And Local Government and Housing Minister Dr John Phiri assured the President that he would his best to restore dignity and stability in the local authorities.

He also urged the councils to rise above the current clouds of disorder that included plot sharing and land wrangles.

”Do not occupy the Presidency with land wrangles, give the President a chance to rule. Decentralisation is becoming real and so is the revolving of funds to you. Show that you are ready for the decentralisation process. You represent a ward where our people are and where your leadership is so important,” he said.

Speaking earlier, Head of Development Cooperation at the Federal Republic of Germany Fran Hofmann said his government had the privilege of being the greatest supporter to local government and decentralisation process in Zambia adding that the crucial role of local government could not be overemphasised.

Dr Hoffmann said there was need to share the devolution plans with the public adding that Germany would continue to push for the decentralisation process so as to bring central, provincial and local government together.

”It is important to make decisions transparent and let the local communities participate,” he said.

And LGAZ Vice President Jordan Chipalo bemoaned the plight of the Councillors emoluments adding that the rates the Councillors received were low.

United Party for National Development (UPND) leader Hakainde Hichilema has been told to stop abusing UTH Patients for his political Mileage. This is according to a statement issued to the media by PF’s Vice Chairperson, PF Media and Publicity Committee Sunday Chanda.

Mr Chanda, who labelled UPND as the Rich Men’s club accused the UPND leader and his entourage of taking patient’s pictures without their consent and using them to gain political capital.

“It was inhuman to see some patients literally covering their faces for fear of being captured on camera. The UPND leader must be told that it is immoral to assault these patient’s human dignity, all because he wants to become President. There must be ethics or even a semblance of it even for those who desperately seek power like the UPND rich club, ” read the statement.

UPND LEADER MUST STOP ABUSING PATIENTS FOR CHEAP POLITICAL MILEAGE – SUNDAY CHANDA, VICE CHAIRPERSON, PF MEDIA AND PUBLICITY COMMITTEE

Lusaka, Zambia, 27th July 2015 – We wish to remind the United Party for National Development (UPND) leader Hakainde Hichilema that the University Teaching Hospital in Lusaka, founded in 1974, is with more than 1,613 beds the biggest hospital in Zambia and receives patients from the across the country. Against this background, Government has committed to investing in health infrastructure across the country, with the view to decongest UTH but to also bring quality health services closer to the people. It is investment in health, road and education infrastructure that Mr. Hichilema labels wastage and poor leadership on the part of the PF Government.

Mr. Hichilema would also be wise to know that in 2014, Government allocated K66.7 million has been put aside for the modernization of the UTH. Of this figure, K33 million kwacha had been put aside for the demolition of the Filter clinic, twenty two million kwacha for the rehabilitation of the road network within the institution while eleven point seven million is for the construction of a four hundred capacity car park. Further, Mr. Hichilema would be wise to know that in 2013, Government embarked on a K15 million infrastructure renovation and rehabilitation exercise of the hospital. The exercise was meant to give the hospital a facelift and improve on its image where most of the infrastructure had experienced high levels of dilapidation. In 2013, E-block ward was upgraded to standard level adding before the contractor moved to the G-block before proceeding to the main pharmacy, the corridor at the main foyer and the emergency theatre. Mr. Hichilema may wish to know that three elevators were also replaced for the medicine, surgery and mortuary departments.

Further, Mr. Hichilema would be wise to know that in 2013 alone, UTH had experienced an increase in the number of patients seen and admitted in the main wards from between 1,000 to 1,300 patients to about 1,500 patients every day. This is against the background that the hospital has a capacity of 1,613 beds in 51 wards adding that 80 per cent of these beds are occupied. The increase in the number of patients has been attributed to population increase and the rise in the disease burden which has a sounding impact on the provision of services. In that regard, Government is constructing 650 Health Centres across the country and ensuring that the health referral system becomes more effective by capacitating clinics in the country have to handle cases that can be handled at the clinic level before being referred to UTH.

More and more, Mr. Hichilema would be wise to know that PF Government is on course in the phase two of the Cancer Diseases Hospital (CDH) project at UTH. The hospital would have wards with a 269 bed-space capacity for in-patients. We want to assure Mr. Hichilema that while he seeks cheap political mileage, PF Government wants to ensure that specialised quality cancer care was availed to all citizens as currently people from outside Lusaka had to share the available space at the University Teaching Hospital (UTH). The general public would therefore be able to access high-tech radiotherapy and laboratory equipment. Further, PF Government is committed to work expeditiously on CDH phase three through the construction of nine more centres, located in different provinces of Zambia.

On this account, we ask Mr. Hichilema to quit the habit of using and abusing vulnerable patients all for purposes of window dressing in order that he gains a human face, as a mask to hide his bourgeoisie character. His latest visit to the UTH, in the company of his Vice President is one such attempt where the UPND leader should therefore be discarded as a failed political stint. This is because Mr. Hichilema and his fellow tycoons are too rich to act for the poor and only think of the poor when they want to exploit them. It is also an act of immorality that with the wealth these tycoons have, they failed to donate even one single mattress to an institution whose bed space is exhausted.

As one of the many beneficiaries of free education, Zambians would not be asking for too much if they reminded him of the then US President JFK’s famous words “ask not what the country can do for you, but rather ask what you can do for your country”. Beyond the highest office that he seeks, Mr. Hichilema can become more sincere with his Hospital PR exercises.

Considering UPND is a rich-man’s club, they can do well to learn from others with explainable riches people like Bill and Melinda Gates. These do not only visit the vulnerable such as the patients, whose privacy the UPND violated by taking photos without their consent, all in the name of political mileage. It is therefore inconceivable for the rich-man’s club called UPND to “visit” UTH for political window dressing and followed by invasion and abusing of the patient’s privacy.

The UPND rich club must be told that a country cannot be run like a business. There are definitely institutions that can be run like a business but a country is about real people with real needs, challenges and aspirations. No wonder Bembas say “Ichalo Bantu, Ichalo temakwebo” (A country is about people, A country is not a business).

Zambians must also challenge the notion that being wealth means someone cannot steal. No wonder Mr. Hichilema must make up for his failed explanations with regard to his accumulated capital during an SABC interview. Zambians need to know this wealth metamorphosis so they can judge whether after Lima Bank’s Privatization, he can be trusted with the National Treasury.

It is our contention that Zambia cannot be liberated by mouthpieces of capital because to them, the rich must get richer while the poor should get poorer.

Lastly, PF can only wish the UPND’s leadership marriage of convenience the best of luck as the once vibrant Opposition party gravitates towards repeating its history going by its current reconfiguration.

UPND’s history says it old royal faithfuls such as Mr. Sakwiba Sikota, Mr. Patrick Chisanga and others were denied their democratic right to contest as late Mr. Anderson Mazoka’s successors when Mr. Hichilema appeared on stage. There unceremonial displacement is about to revisit UPND as new comers begin to take charge and take over. So to genuine and hardworking UPND members who were positioning themselves for leadership, we say cry our beloved friends.

Public Private Partnerships cardinal for infrastructure investment.

The British government says the successful implementation of the Public Private Partnership (PPP) will help enhance Zambia’s capacity to attract infrastructure investment.

Speaking during the launch of the PPP one day workshop, Acting British high commissioner Sean Melbourne said the workshop is aimed at increasing knowledge and understanding of the PPPs among the various participants attending the workshop.

He explained that the understanding of PPP is cardinal in helping government monitor effectively the implementation of various developmental projects.

Mr Melbourne stated that the successful implementation of PPP will lead to a more predictable business environment and also attract foreign investment in the country.

The acting British higher commissioner said PPPs are powerful tools that can be used to further grow the national economy.

However, Mr Melbourne said the British government is pleased to note that the Zambian government is keen to build institutional capacities so as to secure private sector investment.

He pointed out that infrastructure bottlenecks if not addressed threatens to slow Zambia’s economic growth.

Mr Melbourne urged government to use the gains made from the economic growth Zambia is enjoying by investing in infrastructure.

And speaking at the same function, Minister of Commerce, Trade and Industry Margaret Mwanakatwe said the PPP training programme has come at an opportune time when government is placing focus on exploring effective ways of partnering with the private sector.

in a speech read on her behalf by Permanent Secretary Siazongo Siakalenge , Mrs Mwanakatwe noted that the private sector involvement in infrastructure development is progress on well.

The Minister hoped that after the training government will work towards refining and concluding the regulatory framework to guide effective implementation of the PPP projects.

Mrs Mwanakatwe expressed confidence that the training programme will give participants a comprehensive overview of how to identify, structure, evaluate, manage and implement transactions under the purview of PPP.

President Edgar Lungu says he is not happy with the slow pace at which the decentralisation process was being implemented.

President Lungu said there was too much bureaucracy in the implementation of the decentralisation process.

He said that he would table the issue of decentralisation to Cabinet for further discussion in order to explore avenues of how to speed up the process.

The Head of State pointed out that there is urgent need to take power to the people.

“Power does not belong to the top, it belongs to the people below, both in political and also in governance sense. We will not achieve much as long as we leave the people below. UNIP, MMD talked about decentralisation but nothing much was achieved. We are also moving slowly.” he said.

President Lungu said this at Kenneth Kaunda International Airport today before departure for Livingstone where he will officiate at the Local Government Annual Conference.

He further added that the decentralisation process would be talked about at the conference and also how councils can improve operations and work effectively.

Mr Lungu urged councils to devise means of raising money to fund operations because grants were not working.

Africa Development Bank Vice President arrives in Zambia

Africa Development Bank (ADB) Vice president for Africa, Cecilia Akintomide has arrived in the country for a two days working visit.

Ms Akintomide who arrived at the Kenneth Kaunda International Airport at about 12:30 hours aboard a South African airline was welcomed by Finance Deputy Minister Christopher Mvunga, officials from the Ministry of Finance and AD Bank Zambia.

And speaking to ZANIS, Ms Akintomide praised Zambia for making strides in various economic sectors.

Ms Akintomide said Zambia’s economic journey has in the recent past been a success due to government’s commitment.

During her visit in the country, Ms Akintomide will check on facilities and country’s preparedness to host the ADB annual conference in 2016.

She is also expected to hold a bilateral meeting with Minister of Finance Alexander Chikwanda who is the Chairperson of the Board of Directors of AD Bank.

Ms Akintomide is also expected to sign an Aid Memoire and a Memorandum of Understanding (MoU) on behalf of AD Bank with the Ministry of Finance.

Lusaka Water and Sewerage Company (LWSC) says it has reduced rationing of water in most areas in Lusaka.

Speaking in a telephone interview with ZANIS in Lusaka today, LWSC Public Relations Officer Topsy Sikalinda said that the rationing of water supply has reduced following an agreement with ZESCO to give it more electricity for operations.

Mr Sikalinda said that ZESCO is supplying LWSC with adequate power to operate its system and pump water.

Mr. Sikalinda said that due to load shedding, the company started rationing water supply in the capital city and other towns in Lusaka province.

Some Lusaka residents have however maintained that they are still experiencing erratic water supply.

ECZ revises voter education materials for 2016 general elections

The Electoral Commission of Zambia (ECZ) has revised its voter education materials for effective implementation by voter education facilitators to prepare electorate for the 2016 tripartite election.

This was revealed by Eastern Province Electoral Officer, Macloud Nyirenda, when he officially opened a four days training of District Voter Education trainers’ workshop in Chipata today.
Mr. Nyirenda said it was important that trainers understand the contents of the material, to enable the ECZ effectively train and equip facilitators with the right and correct information.

He noted that the principal of non-partisanship and political neutrality must be upheld at all times that for the commission to be able to deliver civic and voter education prudently.

‘’ The voter education department has revised and developed new voter education materials for voter registration for use by facilitators in the field. It is therefore important that all trainers understand properly the contents of the materials for the electorate to receive the right and correct information,’’ Mr. Nyirenda said.

He also stressed that the commission took the training of all staff engaged to carry out election duties seriously, adding that, it was the reason why the training approach had changed over the last few years.

Mr. Nyirenda said this had been done in order to improve the caliber of officers carrying out various electoral assignments as participants will be subjected to a test to ensure competent trainers impart knowledge.

He further challenged participants with political biases to declare interest in order not to put the commission into compromise, observing that, in the past, the commission had been accused of using political cadres.

The ECZ has planned to commence the countrywide mobile voter registration from 14th September to 11th November, 2015.

One month old baby dies after being hit by a vehicle

A one month old baby has died on the spot after being hit by a vehicle at Fitalyano Village along Kasama Mpika road.

Northern Division Criminal Investigations officer, Mubita Nawa, confirmed the incident to ZANIS in Kasama yesterday and named the victim as Anna Musonda aged one month.

Mr. Nawa explained that this occurred on Saturday around 7.30 hours when the driver of the Isuzu KB registration number AIB 2514 who was coming from Mpika was over speeding and in the process hit a pedestrian who had a child on the back.

Mr. Nawa said the mother sustained a deep cut on the head and is in hospital while the child sustained a swollen head and died on the spot.

He said the driver identified as Sam Reddy of Indian origin is in police custody awaiting to appear in court.

Mr. Nawa said the body is lying in Kasama General Hospital Mortuary awaiting postmortem and burial.

Mr. Nawa has since appealed to motorists to be cautious on the road.

I believe I have the nerve to write about Zambia’s perennial politician Brigadier General Godfrey Miyanda, a man who can dazzle his nominal audience with unexpected whiffs of brilliance. After he pontificates, he, like the cumulonimbus cloud, vanishes into hibernation only to appear at an opportune time. For the sake of the reader, cumulonimbus clouds produce violent storms of rain, thunder, hail, and lightning. Just like the General, they rattle the serene scene and vanish.

Senior politician Godfrey Miyanda aged 71 on his birthday, has vanished from the political scene. He can best be described as a not too large man, moderately tall, and solidly built just like the soldier he is. In suit and tie his stature befits the image of a national leader. At first sight, his face, a mixture of infantile and mature features radiates amiability, competence and leadership. Soft-spoken and courtly, he tries very hard to sound intelligent, and well versed.

Miyanda’s adherents do not know where he is, and yet they still believe in him. They hold him in high esteem and extol him as one of the sharpest knives in the kitchen. They believe he can handle any weapon with the greatest lightness and skill; that he articulates ideas with rare precision. Some say he is presidential material. Others say had he survived another four years as FTJ’s deputy, he would have succeeded him.

Why didn’t he survive the four years? Why has he vanished? Who is Godfrey Miyanda really? Why is he such a disaster at politics? Is he a masquerader, a fraud, a narcissist, a selfish and dangerous man, or is he the real McCoy?

There are many clues to the questions. I have chosen to begin with Miyanda’s demotion of December 2, 1997. I use it as a crochet to weave through several beads of his political muddle and show that he has vanished because he has a leadership problem. By the way, the date in question is when Chiluba relegated him from vice president to Minister of Education and dashed his tantalizing prospect.

Although it was speculated that the demotion was due to his failure to respond to the growing pressure of the opposition, Miyanda’s tendency of driving in and out of ZNBC in full presidential motorcade, and issuing important policy statements in “the state of the nation” style each time Chiluba was out of the country, was the main cause.
Miyanda’s role as acting president exposed his leadership problem. It showed that he was not as judicious as first thought. He was not a fluid thinker—a tactician; that he was power hungry; and that power was causing him to flip his lid. Left with the instruments of power, his narcissistic trait took over. Narcissism is an excessive interest in oneself. It was this odd behavior that triggered suspicion in Chiluba.

Michael Sata, Chiluba’s confidant at the time, summed it up fittingly when he described Miyanda as a danger to society; “especially as he was linked to an attempted coup plot.” Sata was referring to the 1980 coup attempt on Kaunda.

Miyanda’s role in the coup attempt is best described in the Musakanya Papers as that of drawing blood by the barrel of the gun. And in the book “One Zambia, many histories,” edited by Jan-Bart Gewald et al, Miyanda was assigned to smuggle weapons to the Chilanga farm. A trained battalion commander, he was to take charge of a combination of rebellious Zambian soldiers and Katangese rebels. The attempt failed. Miyanda and eight others were arrested and sentenced to death in 1983. He escaped to Zaire (DRC) and was later captured.
Since 1980, the coup stigma has stuck to Miyanda like a leech. The name “Godfrey Miyanda” is never far from dreadful political speculation. In 1989, he was implicated in a plot to topple Kaunda but was acquitted. In 1991, he was accused of plotting Levy Mwanawasa’s death, but was exonerated. From the 1990 Luchembe abortive coup to that of Captain Solo’s in 1997, Miyanda’s name chimes in the ears of too-many-a-soul even when he is innocent.

What is not clear is why Chiluba appointed Miyanda as vice president even after a report from the Mwanawasa accident commission of inquiry insinuated he planned to assassinate him. The Global Pentecostal Movements book edited by Michael Wilkinson provides the clue. It points to Miyanda’s Pentecostal credentials, and I might add, to his role in cleansing State House of “evil spirits” and hounding out his chief foe Kaunda. His tenacity to face an overpowered Kaunda head on, won him some considerable fame.
Actually, Miyanda’s rise to fame was not so much as a Christian or soldier but as an artist (artiste). Back in 1976, members of the Chikwakwa Theatre founded Tikwiza Theatre. Among the pioneers and early members were Masautso Phiri, Faniel Sumaili, Mumba Kapumpa, Matilda Malamfumu, Parnwell Munatamba, Dickson Mwansa, Mapopa Mtonga, and Godfrey Miyanda.
Before their trip to Nigeria for the Black Arts Festival (FESTAC‘77), leadership and theatre policy bickering developed between Miyanda and some Tikwiza members and led to his subsequent exit. Some members described Miyanda as an egoistic individual with a grandiose view of his own “talents.” Others said he was obsessed with power; that he wanted to snatch the realms of power from the actual founders.

Miyanda’s obsession with power was best described by Sata in 2001: “Brig. General Miyanda was Aide De Camp (ADC) to former president Dr. Kenneth Kaunda and because of that he was [in 1976] promoted and sent to run the Mechanical Services Branch (MSB) which he took over at 04:00 hours like it was a coup and instead of running it effectively as a company he used it for military exercises which he later used and was implicated in a military coup.”

It is his preoccupation for power that earned him a demotion in 1997. Some observers say that another reason for his demotion to Minister of Education was due to his lackluster attitude. This forced Chiluba to voice his concern about the lack of enthusiasm in some members of the cabinet. “Lackluster” synonyms include undistinguished, uninspiring, and lifeless. The word is associated with laziness.

General Miyanda is a good example of all that glitters is not gold. Since he entered politics he has proved that although he has an insatiable appetite for power, he is not a leader. He is not a team-builder, but a team-exploiter. He is not open to vigorous give and take. He takes all. Most of all he profits from the vulnerabilities of others.
Let me explicate: When Miyanda was appointed Minister without Portfolio (1991-1993), he vanished into his own cocoon and left no tangible achievements of lasting impact. As vice president (1993-1997), he left FTJ to his own devices and concentrated on his own reveries. He did not understand his role vis-à-vis the dynamics of pressure groups. By the time he was fired as Minister of Education (2001), he had contributed only lip service to education in Zambia.

Miyanda’s lackluster attitude is even more evident in his Heritage Party. It shows that he lacks the sense to lead the people along the path they wish to travel. His self-authored party manifesto exposes him as an obtuse politician dangerously disconnected from reality. It is an indication he is unfamiliar with the great ideas of success. The so-called Village Concept which he defends fiercely lacks intelligibility and coherence. It shows that the man is a hammerhead committed to the cave.
The afore-stated explains why his Heritage Party, which he formed in 2001, has continuously polled poorly 8.1% (2001), 0.76% (2008), 0.17% (2011), and 0.34% (2015), the worst performance by any approbated politician. These results are proof that Miyanda lacks the flair to engage the public’s emotions; that as much as he is a senior politician, his failure to win the hearts of the electorate is symptomatic of his poor leadership.

After fourteen years of mediocre performance, the Heritage Party can be termed as a titular organization masquerading as a political party, and its leader as a catastrophe. Sadly, Miyanda ranks among the most intractable politicians in the country. He will not give up his Heritage Party because it makes him politically relevant. He is able to rub shoulders with those in the corridors of power. It is this that makes him a masquerader.

Most of all, the Heritage Party is his kingdom. The title of “president” exudes power and confidence. It helps him to get funding, attend state functions, shield his ineptitudes, and go on air to voice his “village” opinion. And as party president he can run the party the way he wishes, and vanish whenever he can. This is what makes him a fraud. It’s time members of the Heritage Party dragged him out of hibernation, or better still, replaced him.

Doctors getting frustrated with PF Government

The Resident Doctors Association has disclosed that the levels of frustration among medical doctors working in the public health sector have reached alarming levels.

Association President Dr Francis Mupeta has warned that Government is sitting on a time bomb for its failure to address doctors’ poor working conditions.Dr Mupeta also revealed that about 30 medical doctors are still unemployed and adding that the number of jobless doctors will rise to 130 by August 1st 2015.

He has since condemned proposals to hike salaries and allowances for Members of Parliament and other constitution office holders but neglecting to improve working conditions for doctors.

“This development where Government is now confirming that it has money to pay for an increase in MP salaries is very worrying and frustrating for doctors because as an association, we have been negotiation with Government for a long time but the answer we have been receiving is that Government doesn’t have money for pay doctors,” Dr Mupeta said.

The Association President revealed that Zambian doctors are the lowest paid in the region, only better than Malawi.He said doctors working in the public health sector are now highly demotivated and warned that the level of frustration among doctors is a time bomb.

“We are sitting on a time bomb in the manner we are treating our doctors. As I speak to you now, doctors are owed over K 7.5 million in unpaid allowances and there is no hope that this debt will be cleared any time soon and this debt will double soon,” Dr Mupeta said.

Dr Mupeta disclosed that doctors serving in rural areas have not been paid their rural hardship allowances for over two years making it difficult for them to effectively perform their duties.

“We entered into a staff retention scheme with the Government to encourage more doctors to return and serve in the rural areas, this seemed to be going on well but Government now appears like they want to abrogate that agreement because they have not been paying rural hardship allowances for close to two years now.” Dr Mupeta said.

And Dr Mupeta has revealed that Zambia still has about 30 doctors who are unemployed and roaming the streets.

“This number will go up in the next few days as UNZA is expected to offload its cohort and this number will go up to 130 doctors without jobs and there are no indications that Government will employ these doctors any time soon because Government says it has no money to pay the doctors,” he said.

Dr Mupeta added, “These are fresh graduates so they cannot be employed in the private sector of anywhere else but the Government, so they are stranded and frustrated.”

He said Government needs to address doctors concerns quickly before the situation gets out of hand.

Zambia has around 1,500 medical doctors with one of the most abnormal doctor-patient ratio in the world which now stands at 1 doctor per 12,000 patients.

According to the World Health Organisation, the normal doctor-patient ratio is 1 doctor per 5,000 patients.

Commerce, Trade and Industry Minister Margaret Mwanakatwe has admitted that she owes the Citizens Economic Empowerment Commission (CEEC) K 1.5 million through AluWorks Industries, a company she co-owns with her husband Mupanga.

Mupanga Mwanakatwe is Managing Director for state telecoms firm ZAMTEL while Mrs Mwanakatwe is a professional banker who served as Barclays Bank Managing Director in Zambia, Ghana and also worked in Nigeria.

On Sunday, Zambian Voice Executive Director Chilufya Tayali revealed that Mrs Mwanakatwe has defaulted on the loan she obtained in 2011.

In an interview, Mrs Mwanakatwe admitted that AluWorks borrowed the fund for business expansion whilst she was out of the country.She however wondered why Mr Tayali has decided to expose the debt which she feels is a purely private matter.

Mrs Mwanakatwe advised Mr Tayali not to personalise the debt issue now that she is Minister of Commerce.

“That is an old issue, that loan was obtained when I was not even in the country. Where is he getting all these things from? Tell Mr Tayali not to drag me into these things. This is a malicious attack on my integrity,” she said.

Mrs Mwanakatwe said Mr Tayali’s revelations are some of the things that make professionals stay away from politics.

“This is the reason why professionals like me don’t enter politics. There is so much mudslinging in Zambian politics and this scares away people like me from serving our country,” Mrs Mwanakatwe said.

According to the Citizens Economic Act No. 9 of 2006, the Commission was principally created to uplift the targeted citizens who have suffered marginalization.
It is also meant to level the playing field and raise the citizens to a position where they can effectively participate in the national economy, above all, it is meant to ensure especially the women, youth and physically challenged.

President Edgar Lungu has officially launched the country’s 48 Marine unit in Nchelenge District of the Luapula Province.

The Marine Unit to be manned by special forces would not only provide security in the area but curb illegal border crossing as well as ensure the enforcement of the seasonal fish ban.

President Lungu said in a speech obtained by ZANIS this evening, thanked the Chinese government and its people for the donation of some boats which make up the new unit.

“My Government shall forever remain indebted to the People of China who have remained all weather friends.

“ I also wish to thank the traditional leadership for allocating land to our special forces for the construction of Marine Bases, “ he said.

The Republican President also thanked the people in the province for the support they have continued to render to troops since occupation of Kala Baracks.

He urged the people in the province to continue supporting the troops so that they can serve them effectively for national development .

‘It is through your support that government shall be able to deliver on its promises of One Zambia , One nation, ‘he said .

The President also revealed during the launch that he is leading negotiations with potential suppliers of High-tech modern equipment benefiting the operations of special unites.

He advised that it was the responsibility of the special unit to go beyond military operations but include critical civilian operations such as institutions such as the Immigration and Tax authorities.

Mr Lungu said this would entail that military assets have be prudently and optimally used to increase revenue collection.

The establishment of the Unit however comes with a lot of challenges adding that his administration will endeavor to deal with them in order to improve the well-being of women and men in uniform.

Mr Lungu has in this vain urged the defence personal to continue delivering their service with the existing infrastructure and equipment while government continues to mobilize resources.

The Republican President , who is at the same time the Defenhce and Security chief , said he was aware that troops faced serious accommodation challenges, which he said his administration has already started alleviating.

“ Government has started work towards the construction of housing units and offices for the newly established Marine Barracks in Kawambwa and the Squadron in Nchelenge, “ he said.

Mr Lungu added that it was his wish that government continued with the country wide recruitment of Officers and soldiers to replace the human resources that has depleted by deaths, retirements, and discharges.

Even as the recruitment was being done , the President encouraged all the serving military personal to continue with the training programmes in anticipation of deployment in both local and international operations.

He cautioned the military personal not to engage in politics but continue to remain forcused and responsible to their duties.

Napsa Stars on Sunday halted Zesco United’s seemingly unstoppable match up at the top of the FAZ Super Division table.

Napsa held the defending league champions to a 0-0 home draw at Woodlands Stadium in Lusaka.

The draw ended Zesco’s six-match winning run whose highlight were wins over top three contenders Power Dynamos and Zanaco and that saw them rake-in 12 goals and conceded just three during that period.

Zesco’s lead at the top of the log has been cut from four to three points ahead of Power on 39 and 36 points from 17 games played respectively.

Meanwhile, Green Eagles picked up their biggest away win in what has been a difficult 2015 season.

Eagles beat Christopher Katongo-captained Green Buffaloes 3-0 in the lunchtime kickoff at Woodlands.

Adamson Mulao, Chansa Katongo and Tapson Kaseba sealed the win for Eagles.
