Political analyst Alex Ng’oma forms Intellectual Forum Institute

A political analyst Alex Ng’oma has formed an organization known as the Intellectual Forum Institute of Zambia (IFIZ).

Dr. Ngóma said the aim of the organization is to serve as a platform for intellectuals in the country to interact and share knowledge and ideas through public presentations and intellectual debates.

He told ZANIS in Lusaka today that the organization hoped to ensure that outputs from the said presentations and intellectual debates can feed into the wider national debates and development agenda.

“IFIZ is a local, non-profit, and non-partisan organization. Its mandate is to serve as a platform, or a kind of Insaka, for intellectuals from all walks of life, to interact and share knowledge and ideas through public presentations and debates,” Dr. Ng’oma explained.

He said the organization will serve as a channel for intellectuals to make their knowledge known and ideas available to the nation as well as to interrogate issues that are taken for granted.

Dr. Ngóma has meanwhile observed that Zambia has increasingly become an arena for impolite behaviour noting that some of the political players have chosen to pursue politics of character assassination, insults and violence.

He said this kind of behaviour has scared away intellectuals from making contributions for fear of denting their integrity.

He disclosed that the Intellectual Forum Institute of Zambia will be officially launched in due course when all necessary logistics are put in place.

Four Mopani mine accident victims buried

The remains of the four victims of the Mopani Copper Mine accident have been buried at Nkana East Cemetery in Kitwe.

Hundreds of Kitwe residents turned up to pay their last respect to the deceased miners.

The burial procession was preceded by a church service at Nkana stadium in Kitwe.

And Government has called on mining companies to step up their safety measures to reduce mine accidents.

Mines Minister Christopher Yaluma said the Mopani Copper Mine accident is a strong reminder to government that there is still a lot of effort that needs to be put towards enhancing safety in the mining companies.

Speaking during the church service for the deceased miners, Mr Yaluma directed all mining companies to step up their safety measures to reverse the current trend of mine accidents which he described as worrisome.

And Mr Yaluma cautioned miners against rushing to go and work without observing if the work sites are safe.

The Minister urged the miners to refuse working from unsafe environments assuring them that no one can fire them for doing so.

And Mr Yaluma disclosed that Mopani has agreed to employ one person from each of the grieved families in order to cushion the economic hardships that they believed families may be subjected to due to the death of the miners.

And Mine Workers Union of Zambia (MUZ) President Chishimba Nkole urged Mopani Copper Mine to review the cause of the accident that claimed the four miners.

Mr Nkole called for a thorough and transparent investigation into the cause of the accident so that the lives of other miners will not be put at risk since the South Ore Body (SOB) shaft where the accident happened from is still working.

He also challenged the Mine Safety department to establish if the accident was predictable and preventable.

And Mopani Copper Mine Chief Executive officer Johan Jansen said the mining house will ensure that safety is enhanced.

And speaking after burial, Information minister Chishimba Kambwili who represented all the bereaved families urged Mopani to fulfill its promise of compensating the families and establish the true cause of the accident.

The funeral precession was attended by senior government officials that included Labour Minister Fackson Shamenda, Foreign Affairs deputy Minister Rayford Mbulu, Copperbelt Minister Mwenya Musenge and other senior government and Patriotic Front officials among others.

The deceased are Arnold Mambwe, Honesty Mushota, Emmanuel Kyongola and Abel Munthali who were all machine operators.

They died two weeks ago after a rock fall in an underground pit when the area caved in at South Ore Body (SOB) shaft.

Government devises plan to stop power restrictions to mines

Government has devised a plan aimed at reducing power supply restrictions to the mining companies in order to enable them continue operating effectively.

And Mines, Energy and Water Development Minister Christopher Yaluma has since directed ZESCO to lift power supply restrictions on First Quantum Mine in North-Western province with effect from today.

Mr Yaluma said the decision was arrived at during a meeting government held with chief executive officers from the power utility companies and various mining houses in North-Western and Copperbelt provinces at Mopani Copper Mines (MCM) yesterday to discuss the issues affecting the mining sector with regards to the current power supply restrictions by ZESCO.

Briefing the media on the outcome of the meeting, Mr Yaluma said government has developed an action plan to amicably resolve the challenges that the mining companies are facing due to the power supply restrictions they are currently experiencing.

He said Government does not want the mining houses to be restricted with power without them knowing about the load shedding schedule.

He said it was important to plan how these power cuts should be done and when they should be done for the mines to enable them operate effectively within the available power.

The minister also noted that there was need for ZESCO, the Copperbelt Energy Corporation (CEC) and the mining sector to come up with a workable load shedding schedule which will not affect the operations of the mines.

Mr Yaluma said government will work tirelessly to ensure that it develops long- term measures aimed at mitigating power outages in the mines.

And Zambia Chamber of Mines president, Jackson Sikamo commended government for showing interest in resolving the challenges that mining companies are facing with regards to power shortages.

Mr Sikamo said the mines were happy that some of the concerns that they had raised have been addressed in this meeting.

ZESCO has restricted power supply to some mines on the Copperbelt and North-Western provinces in the wake of the power deficit the country is currently experiencing.

And some mines have been threatening to close some of their operations due to the power supply restrictions.

Mubanga predicts tough CAF U-23 outing for Zambia

Left winger Kelvin Mubanga has warned that Zambia must be at their best to excel at the 2015 CAF Under-23 Cup to be hosted by Senegal.

Zambia will be one of three debutants at the second edition of the CAF Under-23 Cup in November that includes Tunisia and Mali as well.

Other finalists at the championship that will decide Africa’s three representatives at the Rio 2016 Olympic Games are Egypt, Nigeria, Algeria, South Africa and hosts Senegal.
Mubanga predicts that the championship would be tough.

“This is the first time we will be going for this tournament so it will be tough.All the games at the tournament will not be easy as will be facing teams like Egypt,Nigeria and Algeria,” the Power Dynamos midfielder said.

“We need to be at our best to win games in Senegal and we need to work hard as a team,” Mubanga said.

He said Fighton Simukonda’s side will strive to qualify for the Olympics.

Zambia, quarterfinalists at Seoul 1988, are chasing their third Olympic outing.

“It is good that we have qualified for this tournament but serious work has just started. We need to be at the 2016 Olympic Games in Brazil,” Mubanga said.

He added:”The nation must support us so that we can qualify for the Olympic Games in Brazil.”

The tournament runs from November 28 to December 12.

Statement on the ZNBC Impasse

The Media Institute of Southern Africa (MISA) Zambia is shocked with the suspension of Zambia Union of Broadcasters and other Information Disseminators (ZUBID) GeneralSecretary,
Martin Maseka.

We deem the suspension as a confirmation that the ZNBC board is not operating independently as is supposed to be the case.

This is further evidenced by the Information Minister’s threats to dismiss striking ZNBC workers which has proved our suspicions on the continued interference in the operations of public media in Zambia.

It is for this reason that we have been campaigning for ZNBC to be fully transformed into an effective and sustainable public service broadcaster that lives up to the mandate provided in
the ZNBC (amendment) act number 20 of 2002, which we believe was a progressive law before the 2010 amendment.This amendment returned the power to appoint the ZNBC board back to the minister and
consequently means that the minister can direct or order the board to make certain decisions
as shown by the minister’s remarks.

MISA demands for the re-instatement of the appointments committee in the ZNBC act.

We therefore demand that government should stay away from interfering in the operations of ZNBC and allow for its independent management. This is the only way the institution will live
up to the tenets of a public service broadcaster.

Government should allow ZNBC to operate with the required autonomy even in the editorial mandate which should equitably cover all sectors of society without any impartiality and undue
political, government or commercial influence.

MISA demands the reinstatement of Martin Maseka as he was speaking on behalf of the workers. It is important that the worker’s demands are treated with the seriousness and sobriety
they deserve as opposed to suspensions and dismissals which will only worsen the situation.

For journalists to adequately perform their duty, it is important that good working conditions are created in order to prevent their independence from being brought into conflict or
compromise.

Residents of Ngwezi ward in Kazungula reject relief food

Residents of Ngwezi in Kazungula district in Southern Province have rejected the relief maize sent to them saying the consignment was not enough.

The residents claim that out of the 2,998 people affected by hunger only 453 people were earmarked to receive the food from the Disaster Management and Mitigation Unit (DMMU).

One of the residents, Jasphat Mungole who represented Mungole village charged that the people of Ngwezi have agreed not to receive the relief maize if only a few people are going to benefit.

Mr. Mungole said that it is better to share the little with everyone instead of coming up with few beneficiaries in a situation where hunger is looming in the area.

He disclosed that women and children in the area are the most vulnerable as they spend most of their time in bush in search of roots locally known as ‘Lusala’.

And Idah Simunza of Namadula village said people in the area have resorted to engage themselves into illegal charcoal trading so that they can raise income to look after their families.

Ms. Simunza however, disclosed that it is a tough business because sometimes officers from the forestry department pounce on them and collect everything from them.

Scores of senior headmen from Ngwezi ward led by the area councillor in Kazungula district yesterday stormed ZANIS office to air their grievances over the distribution of relief food.

Area Councillor Hebert Simundivwi disclosed that last Friday, he received a team of officers from the Disaster Management and Mitigation Unit (DMMU) in Lusaka who informed him that only 453 households out of 2, 998 households in Ngwezi ward will benefit from the relief food.

Mr. Simundivwi charged that the DMMU officers instructed him to relay the information to the village headmen so that they can start selecting the beneficiaries.

Meanwhile, the senior headmen said it is life threatening for one to come up with a list of few beneficiaries because all households were hit by hunger due to poor rainfall in the last farming season.

Masebo pleads not guilty

Former Tourism and Arts Minister Sylvia Masebo has pleaded not guilty to two counts of abuse of authority of office.

Ms Masebo, 52, who was arrested by the Anti Corruption Commission on 23rd July,2015 took plea before Lusaka Magistrate Irene Washimanga this morning.She is in the first count accused of cancelling the tender for the hunting concession when she served as Tourism Minister without following procedure.

Ms Masebo is in the second count accused of terminating the contracts of senior Zambia Wildlife Authority (ZAWA) officers without following procedure.

Magistrate Washimanga has since set 15th September as the date for the commencement of the trial.

Meanwhile the Lusaka High Court has dismissed the case in which aspiring Kabwata Member of Parliament Clement Tembo and others had sued the Lusaka City Council and Hua Feng Construction Limited over the redevelopment of the Looters tennis and basketball courts in Libala.

When the matter came up this morning before High Court Deputy Registrar Kelvin Limbani, lawyers Barnaby and Chitundu Advocates representing Hua Feng applied for the case to be dismissed for irregularity, the application to which Mr Tembo did not object.

Mr Tembo submitted that due to the costs involved they have not been able to get lawyers to represent them in the matter.Mr Limbani dismissed the matter accordingly since the plaintiffs did not object to the application.

Nkana celebrates first victory in two months

Captain and midfielder Donashano Malama says Nkana are relieved to pick up their first win in two months.

Nkana beat promoted Nkwazi 1-0 away at Edwin Imboela Stadium in Lusaka on Sunday to pick up their first win since May 30 when they beat Green Buffaloes 2-0 in Kitwe.

Malama said the victory at Nkwazi will instil confidence in the team.

“The victory was fantastic as we have been working hard and not getting positive results.

To God be all the glory for the win which has given us the confidence and morale to do much much better,” the Chipolopolo midfielder said.

Struggling Nkana are 11th on the FAZ Super Division table with 22 points as at Week 18.

“The victory means a lot and not only to us players but to everyone who is part of the Nkana family,” Malama said.

Nkana are scheduled to host bottom placed National Assembly in Wusakile on Saturday.

President Lungu’s silence on CBU closure and ZNBC saga flabbergasting-Green Party

The opposition Green Party has questioned President Edgar Lungu’s continued silence on the closure of CBU and the saga at ZNBC.

Green Party President Peter Sinkamba said it is shocking that President Lungu has been mute on the two very important events that ordinarily necessitate intervention of the President.

Mr Sinkamba said what is even more distressing and flabbergasting is that President Lungu has chosen to deliver speeches at campaign political rallies in and attend ceremonies at the expense of addressing governance issues at the two important institutions. 

“As the Green Party, we do not think that PF winning of Bangweulu Constituency is more important than the crisis at CBU. We do not think that officiating and delivery of speech at the Show in Lusaka is more important than resolving the crisis at CBU. We do not think that delivery of speech at Dangote Cement is more important than resolving the crisis at ZNBC,” Mr Sinkamba said.

He has since urged President Lungu to place value on the education of the youths and act now to resolve the crisis.

“As a beneficiary of university education, he knows too well how his education has helped him ascend to the highest office of the land. He knows too well the comfort that goes with university education once completed and is employed.”

He said it is extreme selfishness on the part of President Lungu to continue ignoring the plight of students roaming the street for no fault of their own, but poor governance in the education sector.

Kitwe will today hold a funeral procession at Nkana stadium where a church service will be held for the four miners who died in a mine accident at Mopani Mines.

This was after the mine rescue team retrieved the remains of the four miners yesterday who died in an underground mine accident at South Ore Body shaft after rock fall.

Kitwe District Commissioner Chanda Kabwe said mourners are expected to gather at various funeral houses and the funeral procession will be held at Nkana stadium before proceeding to Nkana East Cemetery for burial.

The deceased are Abel Munthali, Arnold Mambwe, Honest Mushota and Emmanuel Kyongola.

Mr Kabwe thanked the mine rescue team at Mopani Copper Mines for retrieving the remains of the four miners.

“The mine rescue team exhibited professionalism during the rescue operation as the surviving family members were given updates on their findings on a daily basis, Mr Kabwe said.

He added, “Kitwe is undergoing a difficult period with deep sorrow due to the untimely death of the four miners who died last month and they will be finally put to rest at Nkana East Cemetery in the District. The mourners are expected to gather at various funeral houses and the funeral procession will be held at Nkana stadium where they will be a church service starting at 08; 30 Hours today, the 5th of August 2015.”

He has appealed to the residents of Kitwe to give a dignified send-off to the miners who died during the course of their duty as they were determined  to ensure that the mining industry continue to develop for the betterment of Zambia.

“To all the Mining unions, the Church, Mopani Copper Mines, Mines Safety Department and other stakeholders, I am humbled for the support rendered to the affected family members of the deceased both materially and financially. Let me also thank the families of the deceased for being calm and exercising patience during the mourning period as the Mine rescue team searched thoroughly for the remains of the departed at the Mopani Copper Mines South Ore Body Shaft.”

Mr Kabwe said it is indeed a big loss for the mining sector and the nation at large because the quartet contributed positively to the development of the country as mining is the mainstay of Zambia’s economy.

He added, “the Mining rescue team also managed to retrieve the Cubex drill rig, the machine which the four deceased miners were using on the fateful night when they were buried alive after a rock caved in at 3240 feet level.”

CSPR commends Government’s intentions to table the National Planning and Budget Bill in 2015

The Civil Society for Poverty Reduction has commended government for the stakeholder consultative process it has been undertaking on the National Planning and Budget Bill and its intention to table it before Parliament for assent into an Act in 2015.

CSPR says the National Planning and Budget Bill provides the opportunity for Government to empower the Zambian people through active and effective participation in the national economic & social governance of the country.

Civil Society for Poverty Reduction Executive Director Patrick Nshindano said the development of the Act has been long overdue and all past governments have failed to implement this.
Nr Nshindano has since urged government and its leadership to commit to this process and ensure that it comes to pass.

“CSPR has noted through its budget and service delivery monitoring work that among the issues that currently plague Zambia’s economic governance process are that of irrational, poor sequencing and disbursement processes for development programmes targeted at the marginalised,” Mr Nshindano said.

He said this has resulted in persistent high poverty levels, unbalanced Government expenditure with Government Personal Emoluments accounting for more than 50% of the annual revenue generated by Zambia where only 2% of the entire Zambian population are direct beneficiaries of Government Personal Emoluments.

Mr Nshindano said CSPR believes that the first step to addressing the many challenges that Zambia faces in its economic governance system is to include the citizens in the process.

“CSPR has seen that the greater the involvement of the citizenry the better the impact of development programmes. By adopting the National Planning and Budget Bill, the country will have an institutional platform of engagement that will not only encourage citizen participation but also promote transparency and accountability,” Mr Nshindano said.

He added, “One of the key aspects of the Bill is the institutional recognition of the citizen engagement structures that will be the platform of interaction with the Government on the economic governance processes.”

Mr Nshindano urged Parliamentarians and the wider public to support the National Planning and Budget Bill in order for Zambians to have their say on economic governance and to avoid the country repeating the fiscal expenditure mistakes of the past.

There is a fertiliser Scam at Ministry of Agriculture, highest bidders given contracts-Tayali

The Zambian Voice says the Ministry of Agriculture has suspiciously awarded a tender to supply 101,826 metric tonnes of Top Urea Fertiliser for 2015/2016 farming season to Nyiombo Investments Limited and Neria’s Investments Limited.
 
According to a letter dated 11th May 2015 from the Ministry of Agriculture signed by Head of Procurement and supplies unit Sylvia Sichone, there were 13 bidders who tendered for the fertilizer contract.

The tender was to deliver and supply fertilizer to Muchinga and Northern provinces in Lot 1, Luapula and Central provinces in Lot 2, Copperbelt and North-western provinces which is called Lot 3 and Southern and Western provinces which is called LOT 4 including Lusaka and Eastern provinces in LOT 5.

Zambian Voice Executive Director Chilufya Tayali said the bidding companies applied according to LOTS and therefore one would expect various companies supplying different places of the country mentioned above.
 
Mr Tayali said surprisingly only two companies were chosen to supply throughout the Country.
 
He said Nyiombo Investment Ltd was given LOT 1, 2, and 3 worth a total of USD$56 million while Neira’s Investment Ltd got LOT 5 worth USD$22 Million.
Mr Tayali said looking at the companies that bid, the two companies were the highest in pricing saying the average price for Nyiombo Investment for LOT 1 to 4 was at USD$990 per ton while the lowest was USD$597 per ton.

“For LOT 5 Neira’s bid was USD$882 per ton while the lowest was USD$600. Analyzing everything you can clearly see that Zambians should have spent about USD$38 Million but they will have to spend USD$78 million making a loss of about USD$40 Million,” M Tayali said.

“While we appreciate that the lowest bidder might not be the best supplier, the difference is just too wide and there are many companies to choose from as alternatives other than choosing the two highest bidders on the same product, most likely from the same source,” Mr Tayali said.
 
He has since demanded that the Ministry of Agriculture explains the rationale used to pick these two expensive companies.

“We also have information to believe that the two companies have been friends of the PF party for some time and this is like a payback time. We demand that this tender is investigated before money is disbursed. We will bring the issue before the ACC so that they can also investigate why Zambians have to pay more when they should be saving,” Mr Tayali said.

ZAMBIA has been chosen to host the African Green Revolution Forum (AGRF) next month which is expected to devise concrete plans on how to transform Africa’s agriculture.

The forum is scheduled to run from September 30 to October 2 and would be held in partnership with the Government, COMESA and the Alliance for a Green Revolution (AGRA).

Agriculture and Livestock Minister Given Lubinda announced at a press briefing in Lusaka yesterday that the forum would be held under the theme, ‘walking the Talk on Youth and Women – bringing inclusive agricultural markets to life’.

The discussions would be centred on promoting investments, public private opportunities , policy support for driving agricultural productivity and income growth for African farmers in an environmentally and sustainable way.

“More than 300 global and African leaders are expected to convene in Lusaka to develop concrete investment plans for driving Africa’s agricultural transformation.

“This is vital for Zambia because both local and foreign heavy investment is expected,” Mr Lubinda said.

He said the hosting of the forum was in line with the government’s desire to contribute and develop a thriving agricultural sector in Zambia and the region.

“Government values its partnership with AGRA and COMESA and looks forward to strengthening them and transforming the country and continent’s largest employer which is agriculture,” he said.

Speaking at the same event, AGRA president Agnes Kalibata who is also Rwandan Minister of Agriculture and Animal Resources said AGRA appreciated the role that the Zambian government had taken in ensuring that its agricultural sector thrived.

“It is in recognition of this role that we actually feel that we should bring the African world into Zambia to witness what is happening and to share what the Zambian people have achieved over the years,” Dr Kalibata said.

She said the hosting of the AGRF was a learning experience which would give an opportunity to the continent to experience Zambia’s products in the agriculture sector.

PRELIMINARY plans for the construction of the Lusaka to Ndola dual carriageway by Road Development Agency (RDA) have been concluded.

RDA senior public relations manager Loyce Saili said in an interview in Lusaka that the agency was now in the process of identifying a contractor to carry out the project in the quickest possible time.

Ms Saili said several construction companies had pushed in their bids and the agency would thoroughly scrutinise the tenders to ensure that the best bidder is engaged.

“The advertising has already been done and this project will be executed through a Public Private Partnership (PPP) to encourage private sector participation,” she said.

Ms Saili said the agency was mobilizing funds to clear the contractor engaged to rehabilitate the Great East Road.

She said the contractor, Stefanutti Stocks Construction Zambia Limited, was currently working on the drainage system while funds to complete the remainder of the road were arranged.

Ms Saili also said the contractor engaged to realign the Ndola to Kitwe dual carriageway has been directed to redo some portions of the stretch that was poorly done.

“There were issues raised over the work done by China Jiangxi on the Ndola to Kitwe dual carriageway and we have asked the contractor to redo the works at their own cost,” she said.

Ms Saili added that a contractor had been identified for the Ndola to Mufulira road project and works would commence once the Treasury released funds to the agency.

Lusaka City Council will not implement the cremation of bodies despite land shortage

The Lusaka City Council (LCC) will not implement the cremation of bodies despite the shortage of land to bury dead people in Lusaka city.

Lusaka City Council Public Relations Manager Habeenzu Mulunda told ZANIS that the local authority instead looking for land for a cemetery.

Mr. Mulunda said after having discussions with the church and the Christian community, it was realized that cremation was not an option to the shortage of land.

The Lusaka City Council had previously considered cremation as an option to address the land shortage in the city.
