Kitwe DC warns civil servants against sexual favour demands in exchange for jobs

Kitwe District Commissioner (DC) Chanda Kabwe has cautioned some civil servants holding higher positions in the district who are in the habit of ‘cheating’ young ladies with job opportunities in exchange for sexual favours.

Mr Kabwe says jobs should be given on merit and women should not fall victims to such Gender Based Violence-GBV acts.

Mr Kabwe says young women who are in need of jobs should not be abused by some selfish civil servants as there are disrespecting the values of human rights.

The Kitwe District Commissioner says women though vulnerable or not should be highly protected because they add value to the nation’s economic development and without them the country cannot move forward.

The DC said this in a press statement released to ZANIS in Lusaka yesterday.

“I won’t hesitate to severely punish the perpetrators of GBV at places of work in government departments in my district. A job is a fundamental right of a human being and women should not be victims of sexual harassment at places of work. I would like to warn that perpetrators of this vice that the law will soon catch them unaware,” he said.

He said civil servants are public workers and they should lead by example by not engaging themselves in GBV activities because such a vice is detrimental to the development of the nation.

Mr Kabwe said senior civil servants must help government reduce GBV cases because the number has reached alarming proportions in Kitwe district and country-wide.

Meanwhile, Mr Kabwe has said he is happy with the good works the Kitwe District GBV Coordinator Shupe Makishina is doing.

Mr Kabwe said Ms Makishina is spearheading a leading role in sensitising and educating the people in rural areas about the dangers of GBV.

He said the District GVB Coordinator is supporting the government in combating GBV cases in the district because women are widely affected as compared to their male counterparts.

Patriotic Front (PF) Deputy Secretary-General and member of the ruling party’s Central Committee Mumbi Phiri has castigated the opposition political party leaders for allegedly shunning this year’s Africa Freedom Day celebrations.

Ms Phiri, a former Zambia’s envoy to Kenya and Munali Member of Parliament, says Africa Freedom Day is a very important day on the African continent calendar hence shunning the event amounts to indiscipline.

Ms Phiri said the ruling PF invited the opposition leaders including senior PF officials to attend the Africa Freedom Day.

She was speaking in an interview with ZANIS at State House during the Africa Freedom Day celebrations.

She regretted that the opposition leaders stayed away from the event at State House instead of celebrating with government and the people of Zambia.

President Edgar Lungu graced the Africa Freedom Day commemorations and honoured members of Zambia’s first cabinet that included first republican President, Dr Kenneth David Kaunda, 13 other heroes and freedom fighters.

Rainbow party President Wynter Kabimba, Alliance for Development and Democracy (ADD) President Charles Milupi, Forum for Democracy and Development (FDD) Edith Nawakwi, Forum for Democratic Alternatives (FDA) Ludwig Sondashi, People’s Party leader Mike Mulongoti, Fourth Republic President Eric Chanda, Heritage Party’s Godfrey Miyanda all shunned the event at State House.

She however, praised United Party for National Development (UPND) representative Maureen Mwanawasa, National Revolution Party leader Cosmo Mumba and Zambia Direct Democracy Movement’s Edwin Sakala for attending the event.

She said the PF is a social-democratic movement founded on the principle of inclusiveness where any willing citizen is welcome to work with the ruling party.

The 2015 Africa Freedom Day theme for the commemoration is: “Celebrating 50 years of our national existence and accelerating socio-economic transformation”.

Meanwhile, PF Lusaka Province Youth Chairman Kennedy Kamba says the Africa Freedom Day commemoration is a platform for youths to learn more from freedom fighters and other fore fathers.

In a separate interview, Mr Kamba regretted that some political party leaders were allegedly inciting the youths in violent acts.

“Youths of today should just celebrate the earned peace and desist from engaging themselves in violent acts,” he said.

He commended the PF youths who attended and celebrated the Africa Freedom Day.

The Uhuru day commemorations was witnessed by Vice President Inonge Wina, Fourth republican President Rupiah Banda, PF Secretary General Davies Chama, National Assembly Speaker Dr Patrick Matibini, Chief Justice Ireen Mambilima, cabinet and deputy ministers, permanent secretaries and diplomats accredited to Zambia, traditional leaders, senior government officials and patriotic Zambians.

Government has appointed a Referendum Commission to oversee the holding of the referendum in 2016.

Justice Minister, Ngosa Simbyakula says government has drawn the membership of the commission from the Electoral Commission of Zambia.

Dr. Simbyakula is confident that the commissioners appointed will use their experience in handling elections to conduct a referendum.

He told ZNBC news in Lusaka yesterday that government will go ahead in holding the 2016 general election and the referendum simultaneously because the move is cost effective.

And Dr. Simbyakula said it is regrettable that the UPND wants to frustrate the constitution making Process.

He says government will however; continue engaging the opposition political parties and other stakeholders on the constitution making process.

Meanwhile, deputy Minister in the Vice President’s Office, Stephen Kampyongo says the youth should use the on-going mobile issuance of National Registration Cards-NRC’s to assert their right to vote and participate in elections.

Mr Kampyongo says government has so far received overwhelming response from the youth since the exercise of NRC’s started a few weeks ago.

He however, cautioned officers issuing NRC’s against giving the national identity documents to foreigners

And Mr Kampyongo noted that more needs to be done to sensitize the people on the importance of acquiring NRC’s in the run up to the 2016 general elections.

The Deputy Minister said this during an interview with ZNBC news in Lusaka.

Government has embarked on a programme to connect the whole country to mobile phone network by next year.

Permanent secretary in the ministry of transport, communications, works and supply , Charles Sipanje says currently 73 percent of the country is connected to mobile phone network.

Mr Sipanje says Government through the Zambia information and communication technology authority-zicta will soon embark on phase two of the project to erect communication towers in the remote parts of the country.

ZNBC’s chansa mayani reports that mr sipanje was speaking at a group dinner ahead of the 2015 world summit on the information society -wsis forum in Geneva, Switzerland.

Mr Sipanje further said Government is making headways in connecting the country to fibre optic network to ease communication.

And ZICTA director general Margaret Mudenda has called for more investments into mobile phone and internet services.

Ms Mudenda says the countrywide infrastructure development currently being undertaken should be supported by investment into information communication technology.

She said mobile phone and internet services should no longer be a preserve of the privileged few.

She however, says ZICTA is cautious of the cyber security risks that people may be exposed to in the transformation of the ict sector.

Ms Mudenda says the authority has introduced programmes especially targeting the youth to protect them from the bad vices associated with icts.

The permanent secretary and the zicta chief executive are leading a team of experts that are participating in the 2015 high level, world summit on the information society forum which is being held under the theme, “enabling icts for sustainable development”
.
The forum which officially opens on Tuesday has been organized by the international telecommunications union, and three united nations agencies.

These are the united nations development programme, unesco and the united nations conference on trade and development

Zambia will face Ghana in the Plate semifinals at the Cosafa Cup.

The Black Stars, who are appearing at the tournament as guest side, tumbled 2-1 in regulation time to Madagascar on Monday evening to bow out of the main events semifinal race.

Zambia, like Ghana, were dumped out at the quarterfinal stage after losing 5-4 on post-match penalties by Namibia on Sunday.

Both vanquished sides enjoyed preliminary stage byes.

The two sides will meet on Wednesday in a 17h00 kickoff at Royal Bafokeng Stadium in Rustenburg.

Nkana fire Beston Chambeshi

Beston Chambeshi’s ten month reign as Nkana coach has ended following his dismissal on Monday.

Chambeshi dismissal comes in the wake of Nkana’s 3-0 away loss to promoted Lusaka Dynamos last Saturday at Sunset Stadium in Lusaka.

“Nkana Football Club has relieved its Head Coach, Mr Beston Chambeshi and his Assistant, Mr Linos Makwaza of their duties with immediate effect. This follows poor performance recorded by the team during the season,” Nkana said in a statement.

“The Executive Committee has since engaged Mr Aggrey Chiyengi as head Coach to take over the reins from Mr Chambeshi with immediate effect. Mr Chiyengi, who has been given the option to choose his own assistants, has been tasked to improve the performance of the team and bring the much needed positive results.”

Reports suggest that Chiyangi has picked Zeddy Saileti and Gift Kampamba to be his assistants paving the way for their return less than two months after they were fired.

Chiyangi takes over at Nkana who are currently 9th place on 13 points from ten matches with three wins as many defeats and four draws and eight points behind leaders and his former charges Zanaco.

President Edgar Lungu has today honored and awarded First Republican President Kenneth Kaunda as Zambia’s Founding Father along with his first ever Cabinet.President Lungu made the honors during the investiture ceremony at State House in Lusaka today to mark the commemorations of the Africa Freedom Day.

This year’s Africa Freedom Day is being celebrated under the theme “Celebrating 50 years of our existence and laying a foundation for social economic transformation”.

During the citation for Zambia’s first President for the 50th independence anniversary first ever special single class golden jubilee, it was disclosed that Dr. Kenneth Kaunda made outstanding and selfless contribution to the freedom struggle for mother Zambia.The Citation was presented during the investiture ceremony by President Lungu’s Principal Private Secretary, Francis Chalabesa.

Mr. Chalabesa further cited that President Kaunda vigorously advocated for the Northern Rhodesia African National Congress motto of non-violence as they spoke on behalf of Africans in rural and urban areas.He further quoted that President Kaunda contributed to the submission of petitions of Rhodesia and Nyasaland and resisted the European settler’s ambition for federation of Rhodesia.

Mr. Chalabesa added that the unwavering contribution to the freedom struggle saw Dr. Kaunda elected as Northern Rhodesia African National Congress Secretary General, a move which saw the emergence of young radicals under his leadership stir the Northern Rhodesia African National Congress.He added that Dr. Kaunda led the radical militants that reacted to the Northern Rhodesia government’s draconian measures, by splitting from the Northern Rhodesia African National Congress.

Those honored and awarded are Reuben Kamanga who served as Vice President, Arthur Wina who served as Minister of Finance, Dingiswayo Banda as Minister of Housing and Social Development, Elijah Mudenda, as Minister of Agriculture.

Others are Grey Zulu as Transport and Works, John Mwanakatwe as Minister of Education, Mainza Chona served as Minister of Home Affairs, Munukayumbwa Sipalo as Minister of Health and Nalumino Mundia as Minister of Commerce and Industry.

Others are Mr. Peter Matoka as Information and Postal Services, Sikota Wina, as Minister for Local government and housing, Simon Kapwepwe as Minister of Home Affairs and Simon Kalulu as Minister of Lands and Works.

Only Dr. Kenneth Kaunda, Grey Zulu and Sikota Wina are alive and were present to receive their awards while the rest were honored posthumously and their respective family representatives received the awards.

177 prisoners pardoned

President Edgar Lungu has pardoned and released 177 prisoners in commemoration of the Africa Freedom Day being celebrated today.

The President has also commuted sentences of 54 Prisoners who were serving death sentences to life imprisonment while 41 inmates initially sentenced to life imprisonment have their sentences reduced to 25 years.

President Lungu has pardoned and released prisoners in exercise of powers vested in him under article 59 of the constitution of Zambia which empowers the Head of State to exercise prerogative of mercy.The released prisoners were picked from various prisons across the country which included Mukobeko Maximum Prison.

This is the first time in the history of Zambia to have some inmates from Mukobeko Maximum Prison considered for release during the commemoration of Africa Freedom Day.

Ministry of Home Affairs said it is confident that the released inmates have been adequately rehabilitated and would become responsible and reproductive members of the society.

AFRICA FREEDOM DAY – THE ROAD AHEAD

Today we mark Africa Freedom Day. We celebrate important political milestones with pride, and we commemorate those who made great sacrifices to achieve these advances.

As we observe this day with our friends, family and fellow Zambians we must reflect and ask ourselves what we can do to protect and progress this precious inheritance. Today we should be celebrating a new achievement and step towards greater freedom guaranteed by a 21st century constitution. More than 50 years since independence and more that 20 years since the advent of multi-party democracy, we should be celebrating the delivery of a new people-driven constitution. A constitution that through its Bill of Rights enshrines valuable protection of various rights for Zambians, including the freedom of expression, the freedom of the media, and various socio-economic rights such as the right to free primary and secondary education for Zambian children.

While we in the UPND are proud of the strong position of Zambia historically as a peaceful and democratic nation, even playing an important role in the struggle for independence and freedom elsewhere in the region, we are refusing to accept the status quo until the rights of all Zambians are constitutionally protected and respected by government.

The events of the past few weeks that have seen yet more attempts to regulate and monitor my movements are just one public example of how not all citizens are treated equally and that protection of these rights is currently insufficient. It is just the latest reminder of why in addition to introducing the new constitution we must also reform the Public Order Act so it is no longer open to abuse.

We will continue to champion these policies in the interests of all Zambians. Government is there to serve the people and if it cannot introduce basic provisions to protect the freedoms of its citizens then we believe it is failing in its most necessary function.

The proper protection of fundamental human rights is also an essential foundation for progress and proper socio-economic development. We will also continue to push for economic empowerment and liberation through our advocacy of increased investment in education, support for local businesses and training initiatives, improved access to credit for youths, and an end to any discrimination based on age, gender, or tribe.

Have a blessed and restful African Freedom Day.

Zambia and the rest of Africa celebrate the Africa Freedom Day today. This day reminds us of the sacrifices made by our founding fathers that led to the liberation of Africa. For Zambia, we must consider the high price paid by freedom fighters and find a meaningful way to say thank you to them.

The MMD proposes that the honoring of those who contributed to our independence be holistic. Zambia has failed to honor its freedom fighters in a manner that befits them. Most freedom fighters are dying in abject poverty with no cushioning for them. Our freedom fighters must be honored both in life and in death.

It is heartwarming to see how ANC of South Africa celebrates its Freedom Fighters with passion. Their funerals are always a spectacle and a platform to eulogize the anti-apartheid struggle. This is important for the younger generation to know their national history. We urge government to honor both our fallen and living heroes.

As we strive to see the total freedom for our country, this day should remind us of how difficult life has become for the ordinary Zambian. The ordinary Zambian struggles month after month to pay his basic bills like, rent, electricity, water, food and clothing. These should never be viewed as luxuries but basic necessities. We remain a poor country as long as Zambians live their lives struggling to pay for these basics.

We need to bring our country to a place where these basics no longer crowd our minds, but innovation and fulfilling individual dreams. Nations in the Western Hemisphere have reached a place where bare necessities are not the reasons for their existence, but their energies are expended on exploring space, inventing new things and improving their environment.

May this Africa Freedom Day help us reduce politicking and for once look at how we can together leave the basic platform of life and embrace a life of fulfilling long held personal dreams.
Congratulations Zambia on this great day.

Finsbury Investments Has No Authority to Petition for Winding Up of Zambezi Portland Cement Ltd.

The owners of Zambezi Portland Cement Ltd. (ZPC) wish to denounce in the strongest terms possible the recent attempt to sow confusion by Finsbury Investments, which presented a petition to the Lusaka High Court calling for the winding up the company.

The petition, filed by Finsbury Investments at the request of Mr. Rajan Mahtani, represents a willful abuse of the judicial process as there remains an open case before the courts regarding the disputed shareholding in ZPC. In the shareholding dispute case, Mahtani has thus far failed to produce any evidence that Finsbury Investments legitimately owns its claimed 58% stake in the company, and instead has been proven to have forged share transfer certificates. As such, there can be no claim made by Mahtani towards the operations of ZPC until the resolution of that case, including a petition for winding up of the company.

The management of ZPC indicates that if Mahtani were really a bona fide shareholder in ZPC, he would have no problem providing the original copies of the certificates in original ink, instead of the fabricated copies with cut-and-pasted signatures. However he has been completely unable to do so.

For many years now, the true owners of ZPC have suffered from Mahtani’s dirty tactics of theft, fraud, and corruption to steal away property he does not own, and this latest absurd petition is a sign of desperation.

The management of ZPC, which resumed operational control of the plant on April 8, wishes to remind the public that for the past seven years, no original share transfer documents have been submitted by Finsbury to the Patents and Companies Registration Agency (PACRA), and instead they have relied on filing forged copies.

In the absence of any legal authority and the lack of any proof of ownership, Mahtani has resorted a media campaign to spread lies, false claims, and misinformation aimed at confusing the public and dragging in third parties to serve as accomplices to his attempted fraud. The recent announcement that he is being sought for questioning by the Zambian Police as part of a criminal investigation indicates that his blatantly unlawful conduct may be catching up with him.

Zambezi Portland Cement Ltd. remains confident in the successful resolution of this dispute involving Mahtani’s fraudulent shareholding claims through the proper due process of legal procedure. The management of ZPC is determined to move forward with its plans to deliver the highest quality products at the best prices for its customers, and looks forward to putting this matter into the past.

The June 26 show will also involve Curtis Young as one of the main acts. Now, you are asking who Curtis Young is.
Maybe his father should be introduced first. After all, his father is widely considered to be hip-hop’s greatest producer who pioneered the genre and his own variation of the sound.
If you know anything about hip-hop and the West Coast, then you should know Dr Dre, who among other things is also credited with discovering the likes of Eminem and Snoop Dogg.
Being the son of Dr Dre can therefore not be an easy ride, particularly if you are looking at mounting your own successful career in music in a genre associated with your father.
You will always be Dr Dre’s son!
No surprise then that the Smugglers Inn show that will also feature local musicians Chef 187, Wilz Mr Nyopole and Shyman Shaizo has been emphasising that Curtis Young is Dr Dre’s son.
It is not necessarily a big problem.
After Curtis Young performed at one show in Los Angeles, United States over a year ago, Latifah Muhammad of Billboard.biz wrote that the rapper would still rather embrace his bloodline than hide from it even as he was working to etch out his own lane in music.
Curtis also explained how Dr Dre inspires him.
“His [Dr Dre] whole creative mindset — he’s a trendsetter,” Young told Billboard.biz. “That’s basically how he inspired me.”
Latifah then wrote that “once on stage his vocal likeness to his father is unmistakable. Running through singles ‘Illin’, ‘Leader of the Highway’ and ‘Night is Young’ the music of Dre’s eldest son is a sonic dedication to classic West Coast rap beats.”
But when Curtis Young performs at Smugglers Inn where the most expensive ticket is going for K200, expect comparison to be made between him and his highly successful father. That is so even if he does not wear the doctor’s mask when performing like his father did.

All UPND MPs directed to reject amendment of the constitution bill

The opposition United Party for National Development (UPND) has directed all UPND Members of Parliament to reject the piecemeal amendment of the constitution.

UPND Spokesperson Edwin Lifwekelo has disclosed the development to QFM News via telephone that the UPND MPs are fully aware that the country needs a new constitution and not the amendment through parliament.

Mr. Lifwekelo says this is because the PF promised to deliver a new constitution during campaigns and not to amend the current constitution.

He says the PF manifesto is very clear about the adoption of the new constitution through a referendum and not the piecemeal amendment of the Supreme Law of the land.

Mr. Lifwekelo says the UPND President has told the UPND MPs to ensure that they do not support such moves by the PF government to amend the constitution instead of delivering a new one.

He says the PF government ought to know that their decisions on the constitution making process will haunt them in 2016.

Last week, Justice Deputy Minister Keith Mukata disclosed that the 50% plus one vote and the presidential running mate are some of the clauses government will take to parliament for amendment when the house resumes sitting next month.

Mr Mukata added that government will also table the clause on having a fixed general election date among other clauses which do not need to be subjected to a referendum.

Mr. Mukata told QFM News in an interview that government will be disclosing more clauses which will be taken to parliament for amendment as time goes by.

He advised stakeholders to consult widely on other clauses they want government to take to Parliament for amendment.

Mr. Mukata said that the amendment of the constitution was a continuous process which required the inputs of relevant stakeholders.

He said that his ministry was consulting widely with relevant stakeholders including the opposition political parties, adding that what government is doing is merely to provide leadership.

Mr. Mukata however cautioned that taking the clauses to parliament does not mean they are guaranteed of being enacted, stating that parliament has the powers to reject or approve them.

PF officially adopts Dora Siliya for Petauke Central By-Election

THE Patriotic Front (PF) has adopted former Petauke Central Member of Parliament (MP) Dora Siliya as its candidate in the June 30 parliamentary by-election.

PF chairperson for elections Emmanuel Mpakata said in an interview yesterday that the central committee settled on Ms Siliya and Patricia Mulasikwanda to contest the Petauke and Mulobezi parliamentary by-elections, respectively.

“We have won these elections. In Malambo, we have adopted Jack Shuma. He is a very popular candidate. We are 100 percent sure that he and others will ‘kolopa’ (mop) all the votes,” Mr Mpakata said.

He said PF has appointed female campaign managers in all the three by-elections.

“Jean Kapata is the campaign manager for Mulobezi, Susan Kawandami for Petauke Central and Dorothy Kazunga for Malambo. Women are in charge and we shall not lose,” Mr Mpakata said.

He thanked President Lungu for his determination and desire to ensure the PF excels in running national affairs.

“We are good to go. And bravo to President Lungu. He is leading the party very well,” he said.
