World Bank approves US$ 130 million loan for Lusaka sanitation project

THE World Bank Group has approved a US$130 million loan for Lusaka sanitation and Girls’ Education and Women’s Empowerment and Livelihood projects.

World Bank country director Kundhavi Kadiresan said the board of executive directors approved a loan of US$65 million for the implementation of the Girls’ Education and Women’s Empowerment and Livelihood project.

The project is designed to support the Zambian government access to livelihood support for women and access to secondary education for disadvantaged adolescent girls.

The main beneficiaries of the project will be about 75,000 women aged 19 to 64 years old who are fit for work, and about 14,000 adolescent girls aged 14 to 18 years old living in extremely poor households in rural areas.

“Through this support, the World Bank is keen to see more adolescent girls completing their secondary education and more rural women engaging in economically productive activities as these are critical steps to reducing rural poverty in Zambia,” Dr Kadiresan said.

In a statement issued from Washington DC, the bank said the project has two components targeting the main beneficiaries while simultaneously building capacity of departments in the Ministries of
Education, and Community Development, Mother and Child Health to implement the project.

The first component totaling US$36 million will support women’s livelihoods with a package of activities that includes access to grants to improve productivity and create savings and loan clubs,training, mentoring and peer support.

Community Development, Mother and Child Health Minister Emerine Kabashi said, would be women beneficiaries have different needs and the funds would help improve their livelihood.

“The beneficiary women have varying needs so the provision of grants rather than pre-determined goods will give them the flexibility to decide how to allocate these resources according to their unique circumstances, which may encourage more productive investments,” Ms Kabashi said.

The bank also approved a loan of US$65 million for the implementation of the Lusaka Sanitation project.

The World Bank will support sewage collection, on-site sanitation, and institutional strengthening of the Lusaka Water and Sewerage Company (LWSC) which will implement the project.

“Development of good sanitation systems and coverage is essential for Zambia in order to improve the quality of life in line with the country’s aspiration to be a middle-income country by 2030,” Dr
Kadiresan said.

She said the bank would therefore support Zambia with innovate sanitation technologies to benefit poor household in Lusaka.

The project will use US$38 million for sewerage improvements, specifically to upgrade and expand sewerage systems in the Ngwerere and Manchinchi sewer sheds.

Sewer networks will be expanded in Emmasdale, Chaisa, Chawama, Kuomboka and Garden neighbourhoods and Kafue Road.

The Ngwerere Western Interceptor and Ngwerere Downstream Collector will be upgraded, while the Ngwerere Sewerage Ponds will be extended.

Lusaka has a number of peri-urban areas that are not likely not to have sewerage in the medium- to long-term due to technical and financial considerations.

The project will therefore spend US$14 million on on-site sanitation facilities, faecal sludge management infrastructure and service providers, construction of decentralized wastewater management systems, and sanitation and hygiene promotion.

About 180,000 people are expected to benefit from on-site sanitation facilities.

Some opposition leader is telling Investors not to invest in Zambia until he becomes President-Davies Chama

PATRIOTIC Front (PF) Secretary General Davies Chama has accused an opposition political party leader of going round and discouraging investors to come to Zambia until he is president.

Mr Chama said the opposition leader, who he refused to name, should lead by example if he wants to lead the country unlike being selfish.

“I am very disappointed with some opposition leader who is telling investors not to invest in Zambia until he becomes president, what if he doesn’t become president? What will happen?,” Mr Chama asked.

Mr Chama in an interview said he was disappointed that the same opposition leader shunned this year’s Africa Freedom Day celebrations.

“He has continued to shun national events yet he wants to lead this country. These events are beyond partisan and politics” he said.

Meanwhile, veteran politician Vernon Mwaanga has charged that African leaders have not done much to improve the lives of people despite Africa being free from colonialism.

“African leaders must work hard and improve the lives of the citizens to prove that our struggle for freedom was not in vain,” Dr Mwaanga said.

He added that the new crop of leaders in Africa must liberate the people economically since they are no longer colonised.

And President Edgar Lungu says while the country is independent and free, there is need to ensure that the freedom is seen in real terms.

The President said Zambia should be economically reliant on itself after attaining 50 years of independence.
President Lungu told ZNBC News in an interview after laying wreaths at the Presidential Burial site, Embassy Park in Lusaka that government is working hard to ensure that it accelerates social and economic development for all.

He says as the continent celebrates Africa Freedom Day this year, Africa should start looking to Africa and not beyond.

President said the continent at present is worried about happenings in the Great Lakes region but was quick to mention that the regional block is on course to resolving the problems.

Report shows that majority of Zambian women condone being beaten by husbands

The Afro Barometer survey on the prevalence of Gender Based Violence (GBV) in the country has revealed that 89% of Zambian women condone physical violence by those closest to them.

The report shows that wives strongly agree that husbands have the right to punish them as a form of discipline, a clear indication that such beliefs are deeply embedded in the Zambian society.
The report also shows that 90% of people with no formal education approve wife battering.

And Speaking in Lusaka today during the dissemination of results, Rural net Associates Limited vice Chief Executive officer Fison Mujenja said the survey also revealed that there is no difference between urban and rural women in condoning wife battering as they equally condone it.

Mr. Mujenja whose organisation is leading the Afro barometer team in Zambia says education and religion have not helped much in changing attitudes towards GBV against women and children and especially wife battering.

He added that there is need for more awareness programs that will help wives understand that GBV is a crime which should not be condoned.

Mr. Mujenja has further called for concerted efforts in the fight against GBV if cases have to be reduced.
Afro barometer is an African led non partisan research network that conducts public attitude surveys on democracy, governance, economic conditions and other related issues across Africa.

Why Zambia lifted ban on hunting lions and leopards

Wild life trophy hunting is legal in many African countries.Big-cat trophy hunting is regarded by many as primitive in this day and age.
So why would a country like Zambia lift the ban on the shooting and killing of its precious lion and leopard populations?

The answer is very clear – it is the need for foreign currency in order to fund sustainable wildlife programmes, which can be costly, and also to benefit local communities.
Trophy hunting is a multi-million dollar industry – a licence to shoot a lion can cost up to $25,000 (£15,000) in neighbouring countries.
Zambia’s economy was built on the back of copper mining but now commodities are on a cyclical downward spiral. Consequently the country’s currency, the kwacha, has lost a substantial amount of its value.

For this small country, tourism is another way of bringing in foreign currency.There is no doubt that the beautiful banks of the Zambezi river in Livingstone and the Victoria Falls are still a draw card for international tourists but take a closer look at the numbers and it soon becomes clear that trophy hunters bring the lion’s share of the greenback.

Zambia’s country director of the World Wildlife Fund Nyambe Nyambe told me that when the ban was initially announced back in 2013 “there were not enough monitoring systems in place”.
The government lifted the ban following expert recommendations which suggested that hunting resumption would “assist communities in affected areas with access to financial benefits”, he said.
Mr Nyambe also explained that “concerns about the big cats conservation led to the ban in the first place and there is due recognition of the same as the ban is being lifted”.
The authorities saw the need for a robust and implementable plan for leopards as well, as they have different needs to lions.

Zambia is hoping to cash in on leopard hunting

Hunting regulations were structured only for lions because hunters were mostly interested in the king of the jungle.Mr Nyambe added: “We hope and trust that the hunting of big cats will be an integral part of sustainable harvesting of wildlife resources.”But critics say there is no justification for shooting majestic animals such as the elusive African leopard just so that wealthy hunters, largely from the West, can pose for photos with dead animals.

And there is one country on the continent that wants no part in the hunting of wildlife – Zambia’s neighbour, Botswana.It has an established tradition of “shoot with the camera not the gun”.
Last week an American hunter paid $350,000 for a licence to shoot a black rhinoceros in Namibia.Corey Knowlton, from Texas, killed the rhino with a high-powered rifle after a three-day hunt through the bush with government officials on hand to ensure he killed the correct animal, which had reportedly been chosen as it was old and had become aggressive.
Mr Knowlton, 36, won the right to shoot the rhino at an auction – attracting criticism, and even death threats, from conservationists.

His supporters argued that the money raised would be used to protect other rhinos – there are just 5,000 left in the world, 2,000 of which are in Namibia.Zambia cannot be singled out for criticism because trophy hunting, albeit not always for endangered species or exotic animals, is allowed in many parts of the world including Europe and the US.But to be fair to the international hunter, local communities also hunt animals for their own purposes – whether to eat or to protect their livestock from predators.Animal rights groups hope that someday, in the not-too-distant future, there will come a time when the killing of wild animals will simply be outlawed.

STATE House has distanced itself from allegations that it is interfering in the tribunal set up to probe allegations levelled against suspended Director of Public Prosecutions (DPP) Mutembo Nchito.

President Edgar Lungu’s special assistant for press and public relations Amos Chanda said President Lungu has no influence in the tribunal as he just appointed its members.

“President Edgar Lungu received petitions from member of the public immediately he assumed office which alleged that the DPP was involved illegal activities,” he said.

Mr Chanda in an interview yesterday said the petitions were too many and that is the reason President Lungu constituted the three member tribunal to probe the allegations.

“As far as I can remember, they were about seven petitions that the president received against the director of public prosecutions and that prompted the head of state to set up a three member tribunal that is investigating the allegations,” Chanda added.

Recently, the tribunal that consists former Chief Justices Annel Silungwe, Mathews Ngulube and Enerst Sakala has come under fire from critics of President Edgar Lungu who accuse the head of State of interfering with the proceedings of the tribunal.

Zambian Voice executive director Chilufya Tayali accused former chief justice Annel Silungwe, who is chairing the tribunal, that he has been negotiating his retirement package with President Edgar Lungu because he feels that he was not properly remunerated.

Tayali is also quoted accusing Rupiah Banda of orchestrating the removal of Mutembo from the office of Director of Public Prosecutions through an expensive undertaking in which he was involved. The civil rights activist has further advised Mutembo to seek legal recourse in challenging the tribunal’s decision to probe him in camera and that he would be available as a witness to reveal more of what he knows.

THE Zambia Revenue Authority (ZRA) says that Withholding Tax (WHT) on rental income is not a new tax and that it was introduced in the 1970s.

In a statement ZRA commissioner general Berlin Msiska said that Withholding Tax is also applicable on interest, commissions, dividends, management and consultancy fees, among others.

“The latest communication on Withholding Tax (WHT) on rental income which has been communicated since 28 April 2015 seems to have been misunderstood by some members of the public to suggest that the Government of the Republic of Zambia has introduced a new tax, which is not the case,” Msiska said.

Mr Msiska added that effective 1 January 2014, the rate of Withholding Tax on rental income was reduced from 15% to 10% and made a final tax.

ZRA has also introduced adopted the Short Message System (SMS) to enhance communication with its clients.

“ZRA has enhanced its compliance communication strategy by adopting Short Message Service (SMS) to communicate to the public in addition to the traditional methods such as radio, television and leaflets,” he said.

“The public is hereby informed that as part of our efforts to directly reach out, provide educational information to our stakeholders and broaden the tax base, we have enhanced the channels of communication to include SMS and other electronic platforms.”

Recently, Government appealed to all tenants to withhold 10 per cent of the money they pay to their landlords and pay withholding tax (WHT) to the Zambia Revenue Authority (ZRA).

Information and Broadcasting Services Minister Chishimba Kambwili made the call during a live interview on Radio Luapula in Nchelenge District.

The Minister added that failure to pay the tax is breaking the law and if there are concerns on the amount of the percentage, Government is ready to dialogue on the percentage of the tax but paying withholding tax is law and every citizen should comply.

Government defends lifting of the ban on big cat hunting, as Lion Aid reports Zambia to EU

GOVERNMENT has defended the lifting of the ban on hunting big cats in Zambia saying the population of the cats will reduce significantly.

Tourism and Arts Minister Jean Kapata said the lifting of the ban follows the government’s introduction of stringent measures to guide the hunting process.

Ms Kapata said before 2013, the laws that were guiding the hunting process were inadequate to protect the cats but now it will be easy to regulate the process and only allow for few cats to be killed.

“Before 2013, the process was not good but now we have strengthened the regulations that guide the hunting process in the hunting blocks,” she said.

The minister said people should not worry that the big cats such as lions will be depleted after the lifting of the ban.

“Previously, hunters were allowed five cats in the hunting block but now we are not allowing more than two cats per person,” she explained.

Ms Kapata further said that currently only 46 cats will be killed in the 23 hunting blocks as only two will be allowed per hunting season.

Meanwhile, Lion Aid has appealed to the European Union (EU) to place a ban on Zambia’s lion hunting imports as Zambia cannot justify commercial off take based on the country’s paltry remaining lion populations.

The organisation says it will also contact USA authorities to do the same “LionAid will now undertake an appeal to the European Union to place a ban on Zambia lion hunting imports as Zambia cannot justify commercial off take based on their paltry remaining lion populations,” the statement said.

LionAid are the United Kingdom (UK) charity working globally to save lions and end the decline of wild lion populations.

The organisation added that it estimate there are not more than 400 lions left in Zambia.

Dr. Kaunda, a freedom fighter, former prime minister and cabinet minister in the first republic, further says Zambia shall forever enjoy tranquillity and remain a united and peaceful nation.

Dr. Kaunda was speaking in Lusaka yuesterday shortly after being honoured by President Edgar Lungu as Zambia’s founding father during the investiture honouring ceremony for Africa Freedom day held at State House.

Dr. Kaunda has been honoured together with Alexander Grey Zulu and Sikota Wina and 13 other freedom fighters who were awarded posthumously.

Dr Kaunda and his hero friends sacrificed their time, resources and energy for Zambians to be economically and socially independent

This year’s national theme for the commemoration is: “Celebrating 50 years of our national existence and accelerating socio-economic transformation”.

Dr Kaunda pronounced a blessing of peace, prosperity and stability upon the nation, presidency and the people of Zambia.

“I release the nation, its people and the presidency from every negative forces made against Zambia. I submit the souls now living and prosperity and also its presidency to the salvation and lordship of our Lord Jesus Christ and the Father,” said Dr Kaunda.

“I further declare that Zambia shall forever enjoy tranquillity and remain a united and peaceful people under the motto; One Zambia, One nation,” Dr. Kaunda said.

The founding father thanked President Lungu for honouring him for his immense contribution he rendered to Zambia’s political struggle.

Meanwhile, Zambia’s sixth President Edgar Lungu has challenged Zambians to inculcate a culture of unity and hard work to attain a stable, peaceful and prosperous nation in the next 50 years.

President Lungu in his eve Africa Freedom Day message, said citizens should uphold the national aspiration of transforming the country into a highly-productive society through innovation and competitiveness.

And Mr. Lungu has pardoned and released 177 prisoners country-wide in commemoration of the Africa Freedom Day being celebrated today.

Mr. Lungu has also commuted sentences of 54 prisoners who were serving death sentences to life imprisonment while 41 inmates initially sentenced to life imprisonment have their sentences reduced to 25 years.

The President pardoned and released prisoners in exercise of powers vested in him under article 59 of the constitution of Zambia which empowers the Head of State to exercise prerogative of mercy.

The released prisoners were picked from various prisons across the country which included Mukobeko Maximum Prison.

This is the first time in the history of Zambia to have some inmates from Mukobeko Maximum Prison considered for release during the commemoration of Africa Freedom Day.

Northern Province Minister Freedom Sikazwe has asked the department of Social Welfare to include former freedom fighters on the list of beneficiaries of the social cash transfer Programme.

Speaking when he officiated at this year’s Africa Freedom Day celebration in Kasama, Mr Sikazwe observed that freedom fighters played a key role in fighting for the country’s independence and as such need to be looked after properly.

He said it is therefore logical that former freedom fighters, who were above the age of 65, benefit from government support programmes like the social cash transfer for them to led better lives.

Mr Sikazwe has since cautioned officers from the department of social welfare to refrain from giving money to people who are not eligible for the support programme.

The Northern Provincial Minister further said government is looking at modalities that will enable freedom fighters access subsidized farming inputs under the Farmers Input Support Programme (FISP).

And speaking earlier, a representative of the freedom fighters, Kapembwa Simuchile praised government for taking keen interest in addressing the plight of former freedom fighters in the country.

Mr Simuchile urged the young generation to carry forward the dreams and aspirations of the freedom fighters by ensuring peace and unity prevailed in the nation.

He said development of Zambia will never be complete without recognizing the sacrifices of the former freedom fighters.

This year’s African Freedom Day was celebrated under the theme: ‘Celebrating 50 years of our existence and laying a foundation of social economic transformation’.

Kitwe DC warns civil servants against sexual favour demands in exchange for jobs

Kitwe District Commissioner (DC) Chanda Kabwe has cautioned some civil servants holding higher positions in the district who are in the habit of ‘cheating’ young ladies with job opportunities in exchange for sexual favours.

Mr Kabwe says jobs should be given on merit and women should not fall victims to such Gender Based Violence-GBV acts.

Mr Kabwe says young women who are in need of jobs should not be abused by some selfish civil servants as there are disrespecting the values of human rights.

The Kitwe District Commissioner says women though vulnerable or not should be highly protected because they add value to the nation’s economic development and without them the country cannot move forward.

The DC said this in a press statement released to ZANIS in Lusaka yesterday.

“I won’t hesitate to severely punish the perpetrators of GBV at places of work in government departments in my district. A job is a fundamental right of a human being and women should not be victims of sexual harassment at places of work. I would like to warn that perpetrators of this vice that the law will soon catch them unaware,” he said.

He said civil servants are public workers and they should lead by example by not engaging themselves in GBV activities because such a vice is detrimental to the development of the nation.

Mr Kabwe said senior civil servants must help government reduce GBV cases because the number has reached alarming proportions in Kitwe district and country-wide.

Meanwhile, Mr Kabwe has said he is happy with the good works the Kitwe District GBV Coordinator Shupe Makishina is doing.

Mr Kabwe said Ms Makishina is spearheading a leading role in sensitising and educating the people in rural areas about the dangers of GBV.

He said the District GVB Coordinator is supporting the government in combating GBV cases in the district because women are widely affected as compared to their male counterparts.

Patriotic Front (PF) Deputy Secretary-General and member of the ruling party’s Central Committee Mumbi Phiri has castigated the opposition political party leaders for allegedly shunning this year’s Africa Freedom Day celebrations.

Ms Phiri, a former Zambia’s envoy to Kenya and Munali Member of Parliament, says Africa Freedom Day is a very important day on the African continent calendar hence shunning the event amounts to indiscipline.

Ms Phiri said the ruling PF invited the opposition leaders including senior PF officials to attend the Africa Freedom Day.

She was speaking in an interview with ZANIS at State House during the Africa Freedom Day celebrations.

She regretted that the opposition leaders stayed away from the event at State House instead of celebrating with government and the people of Zambia.

President Edgar Lungu graced the Africa Freedom Day commemorations and honoured members of Zambia’s first cabinet that included first republican President, Dr Kenneth David Kaunda, 13 other heroes and freedom fighters.

Rainbow party President Wynter Kabimba, Alliance for Development and Democracy (ADD) President Charles Milupi, Forum for Democracy and Development (FDD) Edith Nawakwi, Forum for Democratic Alternatives (FDA) Ludwig Sondashi, People’s Party leader Mike Mulongoti, Fourth Republic President Eric Chanda, Heritage Party’s Godfrey Miyanda all shunned the event at State House.

She however, praised United Party for National Development (UPND) representative Maureen Mwanawasa, National Revolution Party leader Cosmo Mumba and Zambia Direct Democracy Movement’s Edwin Sakala for attending the event.

She said the PF is a social-democratic movement founded on the principle of inclusiveness where any willing citizen is welcome to work with the ruling party.

The 2015 Africa Freedom Day theme for the commemoration is: “Celebrating 50 years of our national existence and accelerating socio-economic transformation”.

Meanwhile, PF Lusaka Province Youth Chairman Kennedy Kamba says the Africa Freedom Day commemoration is a platform for youths to learn more from freedom fighters and other fore fathers.

In a separate interview, Mr Kamba regretted that some political party leaders were allegedly inciting the youths in violent acts.

“Youths of today should just celebrate the earned peace and desist from engaging themselves in violent acts,” he said.

He commended the PF youths who attended and celebrated the Africa Freedom Day.

The Uhuru day commemorations was witnessed by Vice President Inonge Wina, Fourth republican President Rupiah Banda, PF Secretary General Davies Chama, National Assembly Speaker Dr Patrick Matibini, Chief Justice Ireen Mambilima, cabinet and deputy ministers, permanent secretaries and diplomats accredited to Zambia, traditional leaders, senior government officials and patriotic Zambians.

Government has appointed a Referendum Commission to oversee the holding of the referendum in 2016.

Justice Minister, Ngosa Simbyakula says government has drawn the membership of the commission from the Electoral Commission of Zambia.

Dr. Simbyakula is confident that the commissioners appointed will use their experience in handling elections to conduct a referendum.

He told ZNBC news in Lusaka yesterday that government will go ahead in holding the 2016 general election and the referendum simultaneously because the move is cost effective.

And Dr. Simbyakula said it is regrettable that the UPND wants to frustrate the constitution making Process.

He says government will however; continue engaging the opposition political parties and other stakeholders on the constitution making process.

Meanwhile, deputy Minister in the Vice President’s Office, Stephen Kampyongo says the youth should use the on-going mobile issuance of National Registration Cards-NRC’s to assert their right to vote and participate in elections.

Mr Kampyongo says government has so far received overwhelming response from the youth since the exercise of NRC’s started a few weeks ago.

He however, cautioned officers issuing NRC’s against giving the national identity documents to foreigners

And Mr Kampyongo noted that more needs to be done to sensitize the people on the importance of acquiring NRC’s in the run up to the 2016 general elections.

The Deputy Minister said this during an interview with ZNBC news in Lusaka.
