Government to introduce Loan Schemes for students before end of the year

GOVERNMENT will introduce a loan scheme for students in higher learning institutions before the end of this year to reduce dependence on public financing for operations, Minister of Education, Science, Vocational Training and Early Education Michael Kaingu has said.

Dr Kaingu told a press briefing in Lusaka yesterday that Government’s new approach to finance higher education is premised on the need to establish a mechanism for learners to pay back the loans upon completion of their studies.

“There has been wide expectation from school- leavers that Government will automatically provide bursaries and living allowances, which has largely caused student protests. But the increase in the demand for higher education will not allow us to sponsor all students and that is the main reason why we want to establish this loan,” Dr Kaingu said.

The minister said Government wants to establish a sustainable way of sponsoring students that will compel them to pay back the money.

He said his ministry is working with all stakeholders in the design and implementation of the new approach toward a sustainable and equitable financing system, which will result in the production of professionals who will contribute to the socio-economic development of the country.

“My ministry is determined to ensure the development of the higher education sector in Zambia through the establishment and operation of both public and private higher education institutions,” Dr Kaingu said.

He also dispelled speculations that Government will not sponsor first year students at the Copperbelt University (CBU).

The Zambia National Students Union has welcomed Government’s move to introduce a loan scheme for students.

ZANASU president Humphrey Mwenya, who is also COBUSU president, said the loan scheme has always been there but that Government has not been able to recover the money from students after completion of their studies.

“Government should come up with mechanisms to take back the money so that it can be used to help other students. I also appeal to the bursaries committee to release the names of students who have applied for bursaries on time so that CBU resumes classes on time,” Mr Mwenya said.

RDA awards contracts for Chingola-Solwezi and Chingola-Chililabombwe highways

THE Road Development Agency (RDA) has awarded contracts to three companies to redesign and construct the Chingola-Solwezi and Chingola-Chililabombwe highways.

RDA director and chief executive officer Kanyuka Mumba said on Wednesday that the three contractors will move on site this month.

He said the Chingola-Solwezi road will be redesigned into a dual carriageway continuing from the Kitwe-Chingola road, which has been upgraded into a dual carriageway.

Mr Mumba also said RDA has decided to redesign the Chingola-Chililabombwe road into a dual carriageway to ease traffic congestion between Zambia and the Democratic Republic of Congo (DRC).

Speaking during a public meeting on Wednesday, Mr Mumba said RDA is ashamed of the state of the Solwezi-Chingola road.

“We don’t take pride looking at that road. We are going to take action as RDA and you will see action being done around April,” Mr Mumba said.

He also said the Chingola-Solwezi road has deteriorated fast due to heavy traffic leading to and from the mines.

Meanwhile, Minister of Transport, Works, Supply and Communications Yamfwa Mukanga said Government is not happy with the state of some roads.

He is particularly unhappy about the state of Chingola-Solwezi road.

“This is why we lost elections in North-Western Province because of that road, so as Government we are looking forward to completing that road,” Mr Mukanga said.

Ndola based Herbalist calls for government to support Herbal medicine research

A Ndola based Herbalist, has appealed to government’s support in herbal medicine and research in the treatment of different ailments.

Mr. Howard Maila a teacher at Kabwata Primary school in Ndola rural disclosed this to ZANIS in an interview in Ndola yesterday that this is because traditional research should be promoted if the country was to excel internationally.

“I want to take this opportunity and appeal to the Republican President to help us (herbalists) carry out fragment efficacy tests in our discoveries, especially in my Anti HIV and AIDS formulation product.

“ There is need to have our own institution of higher learning especially a university where we can also do our own research freely.

“ This will allow us to discover more drugs which would even help in curing diseases which medical Doctors have failed,” he said.

Mr. Maila who is the founder of the Mailacin wonders, also urged Zambian researchers to take keen interest in new discoveries as a way of helping the country sort out the current economic hick ups.

He further said that Zambian researchers have developed what he termed as dependency syndrome ( a situation of relying on already discovered products).

“Our local researchers should take keen interest in herbs so that they discover more not just depending on other products discovered by other individuals.

“ I don’t know why we have developed this dependency syndrome on already finished products.

“Our country has now become a dumping site for different types of toxic drugs, this is because we don’t research further. The other thing is our local researchers are very expensive and by so doing, they are not contributing anything to our economy,” he said.

The Ndola scientist said his remedy can cure different types of diseases if given chance to prove himself adding that he since cured about 40 people who were suffering from both Cervical cancer and Kidney failure.

Dandy Crazy sues Sunga Man, demands K 20, 000 per week

MUSICIAN Wesley Chibambo popularly known as ‘Dandy Crazy’, has sued a fellow musician for allegedly claiming he initiated him into Satanism.

Mr Chibambo has also filed an injunction against Andrew Sunga popularly known as ‘Sunga man’, restraining him from publishing defamatory materials.

According to a statement of claim in the Kitwe High court, Mr Chibambo said Mr Sunga falsely and maliciously spoke and published a video that circulated on social media that he initiated him into Satanism.

Mr Chibambo said the words in their natural and ordinary meaning in the video caption meant that the plaintiff was an evil, satanic, dissolute and profligate character.

He said the words further meant that he was unfit to associate with respectable persons and that the video also meant that, as a musician, his music had the propensity to cast spells and demons on his fans and clients.

Mr Chibambo said the words in the video greatly injured his credit, character and reputation and that it had brought hatred, ridicule, contempt and had deprived him of fame.

He said because of the same video, fans and business partners had stopped inviting him to perform at functions and ceased to be friendly with him.
Mr Chibambo said the words and the video were clearly calculated to disparage him in his music artistry and business.

He has asked the court to award him special damages for loss of earnings from his weekly musical performances at K20, 000 per week with effect from April 1 this year.

No Civil Servant should Engage in business with Government-Malupemga

Government has directed the Northwestern Province Accounts Control Office to ensure no civil servant engages in business with government to avoid flouting the public procurement Act.

Northwestern province Permanent Secretary Amos Malupenga says he’s concerned that companies owned by civil servants have become main suppliers of goods and services with the provincial administration and government departments in the province, a situation he said was unacceptable.

He warned that he will not take kindly any officer found flouting financial and Zambia Public Procurement Authority (ZPPA) provisions which has been a repeated audit query in the last two audit reports of 2012 and 2013.

ZANIS reports that the Permanent Secretary was speaking in Solwezi today when he opened the first quarter meeting of the Provincial Development Coordinating Committee (PDCC).

He said no officer should feel victimized when disciplinary action is taken against them because he expects civil servants who are sub warrant holders to familiarize themselves and adhere to the financial regulations and the Zambia Public Procurement Authority Act to protect public resources.

And Mr Malupenga disclosed that provincial administration has introduced a system where all departments wanting to do capital projects in the preceding year will have to submit project proposals that will be scrutinized before included in the provincial budget.

He said this has been done to ensure transparency and fairness to all sectors so that money is not allocated to the same projects while others remain unattended to.

Nkana Supporters Trust reluctantly accepts Saileti and Kampamba dismissal

The Nkana Supporters Trust has reluctantly accepted the recent dismissal of Zeddy Saileti and Gift Kampamba as Nkana assistant coaches.

The duo was fired on Tuesday together with team manager Charles Chakataziya following Nkana’s poor start to the Super League campaign.

Beston Chambeshi’s side has picked one point and one goal from the first three matches.

Trust chairman David Mensah said Nkana supporters have no option but to support the executive’s radical decision.

“The executive runs the club so we have no option but to support its decision,” Mensah said.

“We are just hoping for better results after these changes,” he said.

Linos Makwaza and Fidelis Chungu have replaced Kampamba and Saileti as Chambeshi’s lieutenants at the Wusakile club.

“We need to support coach Beston Chambeshi and his new assistants,” Mensah added.

2017 AFCON qualifiers draw tough – Kalusha

Kalusha Bwalya has cautioned Chipolopolo against underrating their Group E rivals in the 2017 Africa Cup qualifiers that starts in June.

Zambia will face Congo Brazzaville, Kenya and Guinea Bissau as they fight for a slot at the Gabon finals in two years time.

Kalusha, the FAZ president and soccer icon, said Zambia is in a tough group.

“It is a tough draw especially that we will start this year and finish next year. So each game will be crucial.

All the opponents have made major strides in recent years,” Kalusha said.

Zambia host Guinea Bissau in the opening qualifier on June 30 before travelling to Kenya on 6 September.

“We have to be alert not to be surprised. We have an obligation to qualify to the Africa Cup and maintain our record,” Kalusha said.

Only group winners and two best runners up will join Gabon at the 2017 AFCON.

Zambia has been to the Africa Cup 17 times.

Sate Sate and Mukuka arrival cheers Simukonda

Zambia Under-23 coach Fighton Simukonda is delighted that striker Ronald ‘Sate Sate’ Kampamba and midfielder Mulenga Mukuka have joined camp in Lusaka ahead of Sunday’s must win All Africa Games qualifier against Nigeria.

Sate Sate of Egyptian club Wadi Degla and Mukuka from South African PSL side Bloemfontein Celtic joined the Under-23 camp in Lusaka on Tuesday.

“We are happy Sate Sate and Mukuka have joined camp. Our training is going on very well,” Simukonda said.

The Nchanga Rangers trainer is confident that Zambia will beat Samson Siasia’s Nigeria at National Heroes Stadium and qualify for the All Africa Games.

The two sides played out to a goalless draw in the first leg matched played on 22 March in Abuja.

“Nigeria is a footballing nation and we are just as good as they are. We are playing in front of our supporters and I don’t see Nigeria beating us,” Simukonda sai

The launch of Pizza Hut in Lusaka will be followed by expansion to other regions in Zambia with the food chain set to roll out estimated 6 to 8 outlets across the country in 2015. This has been brought on by the encouraging performance of the current outlet at East Park Mall.

Stefano Benedikter, Managing Director of Dagon, the first franchisee for Pizza Hut in Sub-Saharan Africa says that despite the rise in consumer power and spending in Zambia, the brand represents more than just an opportunity to eat out.

“Our launch in Zambia has given us the flexibility to respond to local tastes, to engage more and provide a product and service that is international in culture but suited to local needs.”

He says the move to adapt an internationally recognised brand is not without consideration. The world’s largest restaurant company, Yum Brands, with over 15,000 Pizza Hut restaurants globally, wasn’t very successful in sub-Saharan Africa seven years ago. But Yum together with Dagon returned to the proverbial drawing board and has developed a strategy tailored to emerging markets like Zambia’s.

The strategy appears to be working so far as Pizza Hut Zambia broke several international sales records on its first day, week, and month of operations in the country.

“The new business plan for Zambia is based around targeting the takeaway and delivery service. Drop-off distances will also be limited to a few kilometres and this means eventually it will have smaller stores in a number of neighbourhoods. The franchise is also taking a responsive approach, choosing to listen to customer’s needs and developing suitable products and services,” adds Benedikter.

He notes that further expansion is planned for 2015, with an estimated 6-8 stores set to be opened in the country this year with Zambia serving as a hub for regional expansion.

“People want to identify with globally recognised and fun brands and it seems that Pizza Hut checks those boxes. At the heart of the Dagon strategy is a intuitive understanding that unless a global brand like Pizza Hut immerses itself in Zambian lifestyle and culture, the brand will not reach the heights it hopes to in the country.”

To reach out to its customers, Benedikter has created a highly disruptive marketing campaign which has seen the Pizza Hut facebook page accumulate 22,000 likes in its first 60 days, arguably making it the fastest growing page in Zambian history.

Other marketing activities of note was the 7 days of giving where Pizza Hut, led by its Brand Ambassador Lulu Haangala, went to all the major compounds in Lusaka and connected with its target audience, something that is very unheard of for a foreign brand in Zambia.

“Dagon has invested significantly in its Zambian outlet. Pizza Hut Operations are led by Sean Singh who has over 25 years of sector experience, the company is looking to engage customers in new and innovative ways. The plan is not just to sell pizzas and earn profit, it is to grow organically and adapt to the needs of local consumers. That is what differentiates Pizza Hut from its competitors,” says Benedikter.

Also, Dagon took a decisive turn towards social responsibility from day one. At Pizza Hut, customers are offered the option to round-up their bills and donate to the Robert Shitima Project, a school in Kabwe. Dagon is also planning to organize hospitality courses at the school while it hired the first pupil from Kabwe in February this year.

400 grass thatched houses to be electrified

The Rural Electrification Authority (REA) will this year electrify over 400 thatched houses in Mwansabombwe district of Luapula Province.

REA Chief Executive Officer Geoffrey Musonda said REA will during the same period electrify two secondary schools and a market in this district.
Mr. Musonda could however not disclose the amount of money the project will gobble but said it will be implemented in conjunction with the Zambia Electricity Supply Corporation (ZESCO) limited.

He said this in Lusaka today during the handover of shirts worth K27, 000 to the Midlands Mutomboko ceremony organising committee.

And Mr. Musonda said the donation was part of REA’s corporate social responsibility initiative of preserving culture in the country by supporting traditional ceremonies.

Meanwhile, Midlands Mutomboko ceremony organising committee chairperson Misheck Kaoma thanked REA for the donation saying it will add value to the ceremony.

Mr. Kaoma said his committee was targeting to raise a total of K500, 000 for the successful hosting of this year’s Mutomboko ceremony.

The 2015 Mutomboko ceremony of the Lunda speaking people of Luapula province will be held on July 26 in Mwansabombwe district.

Government procures coffins for Mazabuka accident victims

Government has provided coffins and blankets to all the 17 Mazabuka accident victims that died in the early hours of Monday.

Acting Mazabuka District Commissioner, Wilson Siadunka, disclosed to ZANIS in Mazabuka this morning that government, through the Disaster Management and Mitigation Unit (DMMU), provided the necessary logistics needed for burial.

Mr Siadunka said apart from buying coffins and blankets for the dead, government also provided food and transport for all relatives of the deceased, some of whom came as far as Chipata in the Eastern Province.

He disclosed that from the 17 deceased persons, 11 bodies were on Tuesday transported to Lusaka, two to Monze District and one body was transported to Chipata for burial.

Mr Siadunka further explained that three other bodies were buried in Mazabuka yesterday following the advice given by their family members who allowed burial to take place within the district.

The Acting District Commissioner has thanked relatives of the deceased for what he termed as high levels of cooperation and maturity during the process of identifying the bodies, saying without their support the task would not have been an easy one.

A total of 17 people died on the spot after the Fuso fighter truck they were traveling in from Lusaka to Monze District lost control and rammed into Mazabuka Shoprite Checkers building around 01:00 hours in the early hours of Monday.

Most vulnerable young migrants originate from DRC-study

A joint funded study has revealed that most vulnerable children migrating to Zambia originate from the Democratic Republic of Congo (DRC).

This study was funded by the European Union and commissioned by the United Nations High Commission for Refugees (UNHCR), the International Organization for Migration (IOM) and the United Nations International Children’s Emergency Fund (UNICEF).

According to the statement issued to ZANIS in Lusaka today by the UNHCR, the majority of the children intend to settle in Zambia while the remainder travel with their parents without knowing where to settle.

The UNHCR states that the survey showed most of the migrants enter Zambia through the Northern and North-western boarders which include Mpulungu, Kaputa, Mporokoso, Kasumbalesa, Nakonde and Mwinilunga.

Furthermore the report, which was unveiled recently, shows that most irregular migrants particularly those for DRC usually board a ship heading to Mpulungu or sometimes go to Tanzania.

“Most migrant children are accompanied, with only 2.3 percent unaccompanied” reveals the report.

The study conducted under a joint programme called “Thematic programme on migration and asylum”, is aimed at giving support to the Zambian government to mitigate the vulnerability and increase protection of children at risk of trafficking and exploitation due to migration.

The study is also aimed at providing recommendations to enhance registration, assessment, referral and provision of protective services and support required for upgrading of immigration systems for data collection and management in border areas.

The report was conducted at selected entry points and migrant host communities such as Nakonde, Kasumbalesa, Mwami and Chirundu.

Four migrant hosting communities in Lusaka and the refugee host communities were also assessed.

President Edgar Lungu is in Northern Province for a two day official visit.

President Lungu has commissioned the Lunzuwa Hydro power station which has been upgraded from 0.75 mega watts to 14.8 mega watts at the cost of 52 million US dollars in Mpulungu district.

The Lunzuwa hydro power station will service consumers in Mbala, Mpulungu and some parts of Kasama with excess power to be exported to Tanzania.

Government engaged a Chinese Contractor to work on the project which started in August 2011 and has been completed this year.

Meanwhile, President Lungu is tomorrow expected to hold three political rallies in Mbala to drum up support for the PF candidate, Kapembwa Simbao for the April 14th Senga Hill constituency parliamentary bye-election.

Mr. Lungu will address the first rally at Tanzuka primary school ground in the morning followed by another one at Mambwe Mission school before winding up with a rally at Senga Hill market.

The President will also commission the solar grinding mill in Chief Mpande’s area.

This is according to the programme released to ZANIS by Northern Province Permanent Secretary, Hlobotha Nkunika.

Government has disclosed that Zambia attracted a total of US$2.4 billion in investment pledges from Chinese companies during President Edgar Lungu’s recent state visit to China.
Minister of Commerce, Trade and Industry Margaret Mwanakatwe further said an additional US$800 million investment pledges are expected to flow in the country.She said the Chinese firms expressed interest to invest in key economic areas such as mining, rail construction, cable manufacturing, milling, agriculture, timber production, pharmaceutical and motor assembly.

While we commend government for all these efforts, no one has told us the truth about how much debt we have contracted. Now they have even changed the tone and language instead of calling them loans, we call them investments,pledges etc.

We know PF government are in red on their balance sheet. My main focus today is not a political side of this issue before others start insulting me, but the pride of having indigenous companies running key economic areas especially health.

I will focus on one key area of my interest, that’s establishing a powerful Indigenous Pharmaceutical company.

What People need to understand is that, this sector of the economy world over is a serious income generating venture.The combined profits for the ten drug companies in USA has a Fortune ($35.9 billion) per annum. while at national level USA Pharma companies net $479 billion and India nets $36.7 billion.

Zambia imports 90% of their medicines from India.God-forbid should something terrible happen and are unable to get these medicines across our shore, Zambia will experience a drug supply Armageddon. It’s embarrassing for a country like Zambia to be importing panadols, water for injection name it. I know some may say we don’t have raw materials, that’s not true how has Kenya managed to break though in this sector and we are now seeing Kenyan manufactured medicines flooding our country. We are creating jobs for Kenyans and boosting their economy.

The Government should not take pride in bringing a foreign based Pharmaceutical Company to come and make billions and ship back the profits to their countries. What they need to do is to identify Pharmacists with expertise in Drug Manufacturing, empower them with funds and assist them to establish a drug manufacturing Company.

It breaks my heart when I read about drug stock outs in our country, where have we gone wrong as a country?.If we supported this sector who knows, we could tap into our herbal products as well and export our Sondashi SF2000 and earn billions of dollars. Zambia can capitalise on its land linked advantage and explore markets in Congo, Angola,Malawi,etc.

Bill Clinton and Bush empowered one Pharmaceutical industry CIPLA to manufacture generic ARVs specifically for Africa, and WHO pays billions of dollars to this firm to supply drugs to Africa. If we had strong industries in this area, who knows one day we will see a SADC regional ARVs decentralised manufacturing set up to offset shipping cost and untimely ARVs stock out. Medical stores was a good idea but as usual such parastatals have a disadvantage of political manipulation.

The skills are available , what lacks is the Political will and the financial Muscle. Let’s look to the future and diversify our economy into other sectors and not concentrate on traditional aspect of mining.

The Islamic Supreme Council of Zambia says young Zambians should be cautious of attempts by some people who may try to persuade them to join Islamic state militants.

A 15 year old South African girl from Cape Town was arrested at the city’s airport after receiving information that she was leaving the country to join ISIS.The girl was taken off a flight at Cape Town International Airport after her relatives contacted authorities reporting her disappearance on Sunday.

Council President said in an interview that Muslims in Zambia are peace loving and should report any persons attempting to radicalize them into joining Islamic militants.He has since advised the Zambian government to screen people coming into the country as might be linked to Islamic militants.

‘Our word of caution as Muslims in Zambia is that we should be wary of these bad elements that use violence and hate in the name of Islam,’ Mr Zimba said.Mr Zimba said the influx of foreigners seeking asylum in Zambia should be a wake up for authorities to step up the screening processing.

‘I would like to advise the young people in Zambia to immediately report to the police anyone attempting to recruit them to join groups such as ISIS because it does not pay to join these groups terrorising innocent people,’ he said.

He added, ‘Young Muslims should follow true teachings of Islam which does not encourage violence. In Zambia, we have lived peacefully and we should safeguard this peace jealously.’
Mr Zimba said, ‘the fear is that these asylum seekers and many foreigners that are flocking here it means Zambia could be at risk and become a platform for them to start recruiting young Muslims.’
