Government has so far paid out K711 million to farmers who sold maize to the Food Reserve Agency (FRA) during the 2014 crop marketing season.
Agriculture and Livestock Minister Wylbur Simuusa said in an interview with ZANIS in Lusaka today that the Ministry of Finance has further released K100 million, translating into 60 percent of the payments made to the farmers.
A few days ago, government released K150 million to pay off outstanding arrears to farmers who sold their maize to the agency.
Mr. Simuusa disclosed that the remaining K650 million would be paid to the farmers next week to clear the outstanding the balance.
“Government has released K100 million today and additional funds will be released in the course of next week,” Mr. Simuusa said.
The minister has since thanked the farmers for their patience but still appealed to them to be calm as government is working round the clock to pay them all.
He said agriculture was the mainstay of the economy hence government attaches great importance to the sector.
The Lusaka City Council (LCC) has partnered with First Nation Bank (FNB) to offer point of sale services to its clients in a bid to increase revenue collection for the local authority.
Speaking at the launch of the point of sale payment system today, Lusaka Mayor Mulenga Sata said the scheme will help enhance business transaction for the local authority’s corporate and individual clients.
Mr. Sata said in a speech read for him by his deputy Potipher Tembo that the LCC was in a hurry to improve municipal service delivery to the community.
He however stated that this goal can only be achieved when the local authority improves on its revenue collection.
Mr. Sata said the council needed to ensure that it uses all the strategies at its disposal in collecting all the monies due to it.
He noted that LCC was fast drifting away from the trend of handling cash and advised its clients to use facilities financial institutions have initiated.
Mr. Sata encouraged the private sector to partner with the local authority in many more innovative business solutions adding that the council will always remain open to work with the private sector through private public partnership initiatives.
He further said the council was cognisant of the fact that in order for the local authority to provide quality services, it requires the participation of all key stakeholders.
Mr. Sata also stated that the point of sale payment system will be rolled out to all pay points which the LCC has opened around the city of Lusaka.
Speaking earlier, FNB Head of Public Sector Andrew Muyaba appealed to members of the public to change their mind-set and adopt the use of cards for payment as it was more cost effective as opposed to drawing cash for transactions.
Mr. Muyaba reiterated the bank’s commitment to continue innovating and providing affordable and accessible financial solutions and serve customers diligently.
He said FNB was resolved to offer e-enabled banking solutions and build sustainable relationships with all government institutions that the bank interacts with.
Government has put measures in place to help reduce new HIV infections especially among the youths in the country.
Deputy Minister of Youth and Sport Christopher Mulenga said increased condom distribution and voluntary medical male circumcisions were among efforts government was using to reduce the spread of HIV among young people.
Mr. Mulenga said these concerted efforts by government in collaboration with other cooperating partners greatly contributed to the drop in new HIV infections rate in Zambia by almost 41 percent.
He has however said despite the drop in new HIV infections, there was need to double the efforts by developing new strategies of fighting the pandemic.
The deputy minister sad this in Lusaka today during the launch of the United Nations Populations Fund (UNFPA) 2014 state of world population report under the theme, “the power of 1.8 billion.”
Mr. Mulenga commended the UNFPA for working closely with government in the provision of youth friendly sexual reproductive health services to young people.
And UNFPA Executive Director Babatunde Osotimehin has called on all countries in the world to take cognizance of today’s record of 1.8 billion young people and their key role in national development processes.
In a speech read on his behalf by UNFPA deputy representative Chinwe Ogbonna, Dr. Osotimehin said young people present an enormous opportunity to transform the future of the nations they represent.
Dr. Osotimehin said there was need to provide significant insights on the numerous development challenges faced by adolescents and youths particularly in most African countries.

The Prisoner Reintegration and Empowerment Organization (PREO) has asked the Electoral Commission of Zambia (ECZ0 to consider according inmates an opportunity to vote in the January 20, 2015 presidential by-elections.
PREO chairperson Derrick Malumo urged the ECZ to make wider consultations with the Attorney General, the Human Rights Commission and other relevant organizations on the possibilities of allowing prisoners to vote.
Speaking in an interview with ZANIS in Lusaka today, Mr. Malumo said giving prisoners an opportunity to cast their votes would be the best independence jubilee celebration gift for them.
He noted that prisoners also monitor events of national interest through televisions hence the need for them to be given an opportunity to express their opinion through a ballot.
Mr. Malumo however suggested that if possible, the ECZ could also consider taking voting centres to prisons to avoid moving inmates to polling stations.
But ECZ Public Relations Manager Chris Akufuna said allowing prisoners to vote is beyond the commission’s capabilities.
Mr. Akufuna said ECZ was guided by the law and that it can only allow inmates to vote if the law was amended.
It is not surprising that PF has find it self in this in titanic battle. The party which was formed by one person and most people voted for it because of Mr. Sata Michael was heading it. Most of this MPs were voted in because they were using Sata‘s name. I repeat myself; no one in this entire world can claim to carry on the vision and plans of another person. The problems in PF were created by themselves as they were busy dancing and partying despite of looming succession crisis. The voices were clear from the well meaning Zambians that PF needed to start preparing for person take over from Mr. Sata Michael but no one listened.
The PF boat has reached a stage were the boat will either sail or sink. What is very clear is that the boat has now developed holes which are allowing water to enter into it and the ending result is to sink. There is no doubt that since the shipmaster is not there, the boat will either sink or hit into an iceberg and breaks into pieces. PF members are pretending that they have not seen an iceberg ahead of them.
The infighting in PF leaves much to be desired. The party in Government has for sure showed us that they can not govern us since they have failed to settle their disputes. Is this party going to respect the national constitution since they have failed to respect their document? What type of this party that has no regards for the police and the rule of law?
Their cadres normally fight in the presences of the police and no arrest is usually made. The party which has been insulting it other and carrying coffins on their heads since voted into power does not surely deserve a second term.
I have never seen a party which does not respect its leadership like PF. Mr. Edgar Lungu has been disrespecting the PF leadership since the battle started and one wonders what type of leadership style is bringing to the nation. One remaining acting as a manager does not guarantee that he/she will make a good manager.
People in the Lungu‘s camp is another topic on itself. Miles Sampa’s camp meant well but they did not follow the agreed time frame to conduct the elections. Sampa is still baby in the political field who can not aspire for presidency. What is disturbing is conduct of the PF leadership after the demise of their shipmaster.
I’m pretty sure that people now believe why these ministers were called useless by their master because they are selfish who can not put the nation interest first. Since PF is struggling to pick its best president among the worse, it is prudent that Miles Sampa who is youthful and energetic with clear background runs the party.
When a serious Zambian critically and skillful analyze Miles Sample, RB, Edgar Lungu, Nevers Mumba, HH and others in all fairness, HH outclass all the line up to lead this nation unless Zambians elect to pretend.
HH and UPND is a party which is intact at the moment with a clear message of let us unity Zambia need everybody support. The next article will analyze each candidate in details for voter’s choice. It is therefore wise for all Zambians to give HH chance as he had been stable in the political career.

Patriotic Front President Edgar Lungu has said that opposition leaders are lying to the people of Zambia by promising wholesome changes when elected.
He said that the opposition leaders should not pretend that they will bring new things on the table when they can only continue were President Sata left from.
Mr Lungu added that there is nothing new that the opposition will bring to the table because everything is on course under the PF government.
He stated that nothing can be done in the remaining period before 2016 to change what the PF has been doing.
Mr Lungu said that the opposition should allow the PF to finish what President Sata has left behind.
Mr Lungu also said that there will be very little change in the initial period of his presidency if elected because the ruling party already has a running development programme for the country.
Mr Lungu cited the ongoing construction projects such as roads, schools and hospitals as some of the projects the Patriotic Front government is already implementing.
Mr Lungu said that it will be naïve and folly for him to imagine that he will implement his vision in the remaining period before 2016.
Mr Lungu said that Patriotic Front will revise its manifesto beyond 2016 to accommodate his vision and personality.
Mr Lungu also dispelled assertions that Late President Micheal Sata anointed someone to take over from him, saying that President Sata had opened it up to everyone to work hard and show their capabilities.
And Mr Lungu has reiterated his call to the other faction in the Patriotic Front to come back to the fold.
The Justice Minister dismissed suggestions that his relationship with Acting President Dr. Guy Scott had crumbled down, Lungu saying he occasionally communicates with Scott on matters of a national nature. He also indicated he was close to GBM except that they had differences based on political preferences.
He invited the Kasama Member of Parliament to join him on the campaign trail and ensure the PF bounces back in the coming elections.
Mr Lungu further dismissed stories that have been speculating about his health saying he was very fit and that the malicious stories were the work of political detractors.
Mr Lungu was speaking on Radio Phoenix’s Let the People Talk this morning.
Meanwhile, Central Province Patriotic Front(PF) members have said that they have resolved to support the candidature of Defence and Justice Minister Edgar Lungu in the upcoming presidential elections because he is the only leader who has shown that he is able to unite and develop the country.
The PF members who marched in the Town Center in Kabwe today in support of Mr Lungu said the late president Michael Sata saw humility and leadership qualities hence his decision to overload him with such huge responsibilities every time he went out of the country.
Speaking after a solidarity March PF Provincial Secretary Monica Mwale said the entire Provincial leadership was in support of Mr Lungu and that it was ready to start campaigning for him ahead of the elections and urged others to join.
Ms Mwale who was flanked by other PF Members said it was only fair that Mr Lungu is given the support if the projects which were started by the late President and its Cabinet were to be completed.
She has called for unity saying the PF party will only win the elections if it unites and works as a team.
“We the leadership of PF in the Province have decided to support Mr Lungu’s candidature because he has shown to us that he is capable of moving the country and the party forward, it would only be fair to give him the support by all genuine PF members whose interest is not kill the party but see it succeed despite the misunderstandings”, Ms Mwale said.
Ms Mwale added that the PF leadership in the Province has decided to reconcile following the division which had rocked the members.The PF members who were joined by sympathisers sang songs of praise to Mr Lungu .

Thanks to divine intervention, I can see the albatross around your neck that had essentially restricted your movements to the precincts of the court and the parameters of your home has finally broken loose and you’re now as free as a bird.
Not so long ago, you made an impromptu visit to the komboni which is notorious for fwaka yachingoni (Chibolya) and you followed this up with another visit to Chilenje and Kamanga compounds.
According to some media outlets, you were greeted with thunderous applause and warm welcomes. I have no doubt in my mind you felt so much loved and concluded that Zambians surely want you back to statehouse.
Without mincing my words, I would like to remind you that you’re dead mistaken. The individuals who are telling you that people want you back to liberate them are not telling you the truth – they’re simply misleading you for three pieces of silver.I would encourage you to engage independent consultants or investigators to take time and walk into the bars, markets, streets and townships and gather the views of the people. I can assure you Sir; your ears will probably be perforated by the weight of insults you’d hear.
The other day you somehow took a swipe at your son for advising you not to get back to active politics and said he’s just being used. Andrew Banda is a mature person who has indulged in the game of Zambian politics for as long as one would remember; surely can anyone use him in the manner as per your claim?
One prominent politician once observed that Zambians forget easily. Without seeming to want to take something away from you, I would like to emphasize that you achieved quite a number of milestones during your tenure e.g. over 6.5% GDP, stable exchange rate, over US$ 4 billion in national reserves, affordable maize mill etc.Given this background, people should have easily renewed your mandate but why did they vote you out?
People were simply fatigued with decades of MMD in power and wanted change.And indeed when PF wrestled power from MMD, they quickly initiated some cosmetic changes such as increasing salaries for civil servants and undertaking massive infrastructure development. I say cosmetic because the increase in salaries has since been effectively nullified by the 2 year wage freeze imposed by Alexander Chikwanda and development has notoriously been lopsided and marred with corruption. As if this isn’t enough, important government positions have been allocated to people from one region of the country.
But does this mean people are keen to see you back in politics to help put things in order?I doubt so, Sir.
You squandered your few years at the helm Mr. Banda. I don’t think people would easily give you another chance. Why do I say so? Apart from failing to deliver a people driven constitution, you had to wait until the last minute to start working on the roads. You also wasted so much time and money globetrotting hence earning yourself monikers such as Kamwendo Munjila and Vasco da Banda.
I can assure you Sir, you don’t stand any chance of winning these elections; you are just going to spoil votes especially in Eastern province and hence diminish the chances of the opposition winning these elections. As opposed to participating in the polls, you should have just endorsed one particular candidate and campaigned for them especially in your home province since you still command a lot of respect and support there.

Recent political events confirm that this country is tottering on the precipice of anarchy. The ruling party is totally divided and in disarray with this deep division extending to Cabinet, the highest executive organ of Government. Intra party violence within two major political parties is on the rise, our very existence as a peaceful nation is under threat.
It is against the above background that I welcome the statement by the Opposition members of Parliament to support a Government of National Unity via the endorsement of Hakainde Hichilema for the presidency of Zambia in the January 2015 election.
A national unity government in the two years leading to the 2016 elections is very desirable, nay, imperative under the current circumstances. The three years of PF rule have been the most divisive and antagonistic Zambia has ever seen and the current malaise is as a result of this.
These years have seen very high levels of regionalism, ethnicism, tribalism and nepotism (for the first time since independence, not a single Cabinet Minister came from North Western Province, a serious indictment on the PF). Governance in general has been very poor with mediocrity in the administration of Government institutions the norm.
A national unity Government can start the process of healing the country of the ‘violence, insecurity and mediocrity in leadership’ that the MPs in their statement alluded to. Hakainde Hichilema has promised an inclusive Government. His current campaign slogan ‘Zambia United’ is very apt for the current confusion Zambia is in.
It is appropriate that the idea of an inclusive Government that Hichilema has promised to bring is being supported by members of Parliament. Cabinet under our current constitution is appointed by the President ‘from among members of the National Assembly’. Hichilema, even by force of circumstances, will have to appoint a Cabinet made up of more than one political party meaning that all parties represented in Parliament stand a chance of being appointed. Here I would think even PF MPs can be brought on board if they are corrupt free and hardworking.
The idea being proposed above is in contrast to Elias Chipimo’s proposal of an interim ‘neutral’ or ‘non-partisan’ President. Chipimo’s novel idea though appealing is simply not supported by our current constitution and is a nullity ab initio, as our learned friends would say. Zambians should start to think of the January election as one ushering in an interim phase prior to the 2016 election when all parties can compete independently.
It is my submission that an inclusive government will start the process of healing the country, reduce the bottlenecks that a minority presidency may engender, and most importantly, will guarantee that a new, people driven constitution is ushered in before the 2016 Presidential and General election.
This is Hichilema’s undertaking. We all need to support him on this.
Secretary to the Cabinet Roland Msiska has reminded public service employees to avoid engaging in partisan politics during the forthcoming presidential by-election.
Dr. Msiska said public servants should stop compromising their official duties but instead they should install confidence among the general public.
He said it is necessary to restate the rules governing the political conduct of public service workers in the light of the forthcoming presidential by-election,
Dr. Msiska reminded public service workers to discharge with royalty the duties assigned to them by the government of the day of whatever political persuasion.
He further said public service workers should serve successive governments of different political complexions in a manner that Ministers and the public can be confident that the personal political views of public servants do not influence or interfere with the discharge of their official duties.
This is contained in a statement issued in Lusaka yesterday.
And Dr. Msiska has advised public servants no to engage in any form of debate through social media such as Facebook and twitter to express their opinion on political matters or divulge government information.
He warned that to comply with the prescribed rules pertaining to the conduct and discipline of public servants would constitute misconduct which shall result in disciplinary action against erring officers.

A Non-Governmental Organization, Kick start International Zambia has launched its money maker irrigation pumps in Mongu District of Western Province.
Officiating at the launch Western Province Deputy Permanent Secretary Mwangala Liomba said that over 80 percent of people living in rural areas of the province would benefit from the irrigation pumps as they depended on Agriculture related activities for their livelihood.
Mr. Liomba noted that the irrigation tools in the province were vital to assist farmers grow their crops throughout the year.
He said this in turn would enable in the province have money to afford balanced diets, education, health care and better shelter.
Mr. Liomba reiterated that government would promote the efficient use of water resources that were abundant for irrigation in the province, promote high value irrigable crops among small-scale farmers and train farmers in irrigation management systems.
Speaking earlier, Kick Start Mongu Regional Manager Mushala Kapalu lamented that the irrigation tools did not require fuel or electricity to function but only needed the strength from hands and legs to operate.
And Mutumba Isiteketo a local farmer who has been using the irrigation pump said that he has benefited a lot from the tool as he now cultivates throughout the year and even grows winter maize.
Meanwhile, Induna Imandi from the Barotse Royal Establishment (BRE) noted that Barotseland was once called land of plenty before hunger rampaged the province and thanked Kick Start for availing the irrigation pump to reduce hunger in the province.

ST Ignatius parish priest Charles Chilinda yesterday held a closed- door meeting with Patriotic Front (PF) president Edgar Lungu in a bid to mediate reconciliation with presidential hopeful Miles Sampa.
Minister of Foreign Affairs Harry Kalaba, who attended the meeting, which lasted for an hour, told journalists yesterday that the PF wants peace to continue prevailing despite differences of opinion.
“This was a consultative meeting aimed at finding ways of reconciliation within our party. We came to seek the wisdom of the church,” Mr Kalaba said
He reiterated that there are no factions in PF but that the recent happenings are merely differences in opinion.
“At the end of the day, we are all Zambians and we have a responsibility to guard the peace we have. We only have one PF. There are no factions,” Mr Kalaba said.
Sources say that Mr Sampa also visited Fr Chilinda on Wednesday night to seek arbitration in reconciling members in the party.
“The whole idea of these meetings is that we bring these two groups together for the sake of unity and peace in the nation,” the source said
Meanwhile, PF national chairperson Inonge Wina has called for reconciliation in the ruling party if it is to win the January 20 presidential election.
Ms Wina has also refuted claims that she allegedly favoured Mr Lungu during last week’s PF general conference at Mulungushi Rock of Authority in Kabwe.
Ms Wina said the reconciliation process is in progress.
“It is important to unite as a family if we are to win the January 20 election,” she said
Ms Wina said this yesterday when she addressed journalists at Parliament buildings.
And Ms Wina said she did not favour Mr Lungu but that she had a duty to perform in the interest of the 3,000 delegates who had converged on Mulungushi Rock of Authority.
“I only decided to become partisan in favour of the more than 3,000 delegates who were subjected to harsh conditions such as poor water supply and sanitation,” she said
MINISTER of Finance Alexander Chikwanda has cautioned politicians not to go against people’s wishes in choosing Zambia’s next president and he has assured the international community of a smooth and peaceful political transition.
Mr Chikwanda said Zambians are peaceful and united despite having a few “rogues” that have been rented to disturb peace.
The minister told journalists shortly after the official opening of a Zambia Development Agency (ZDA) and Pangaea Securities conference yesterday that Zambia is a stable country with good and consistent policies.
He assured the international community that there are no difficulties relating to the forthcoming presidential elections.
“Leaders have to be careful not to go against the grain, because I have seen some recent developments have confirmed that Zambians have a direction, they want everything to be done peacefully.
“Of course there are a few rogues who can be rented, but overall Zambians’ desire is peace,” Mr Chikwanda said
He assured that Zambia will go through a peaceful transition of choosing a new president.
“All the elections have been conducted peacefully. But of course there will be some sensationalism, some of it created by the media but over and above, the Zambians will proceed and elect a new President in peace and that unity will prevail,” Mr Chikwanda said.
He also assured that differences in opinion over the adoption of a PF presidential candidate will be resolved before the filing of nominations.
“Those aggrieved may still explore whatever opportunities that may exist including appealing to the Supreme Court. But by the time we reach the nominations, those matters would have been verified,” he said.
Mr Chikwanda said Zambia is a free country with a diversity of opportunities for investment.
“Overall, Zambians have a desire for peace and unity. The peace that has been in Zambia to the genius of the leaders but due to the collective reasoning of the Zambian people. This is one country in the world where there is no xenophobia,” he said.
United Party for National Development(UPND) National Chairperson, Mutale Nalumango has refuted the impression created by a news item on ZNBC that His Royal Highness the Chitimukulu had endorsed the UPND Presidential candidate Mr Hakainde Hichilema.
In a statement released to the media, Ms Nalumango said that the truth of the matter was that His Royal Highness welcomed President Hakainde Hichilema and his entourage and had wonderful and private discussions when Mr Hichilema, as per tradition, paid a courtesy call on His Royal Highness.
“UPND, wish to reiterate that we shall not politicise traditional leadership like the PF has been doing since they came to power, ” read the statement
“We believe that traditional leaders should be allowed to operate in a free environment as provided for in the constitution.”
Yesterday ZNBC reported that the Chitimukulu has blessed Mr. Hichilema and wished him well in the upcoming elections. The report further said that Chief Chitimukulu became the second traditional leader to endorse Mr Hichilema for the January 20 by election, after Senior Chief Nzamane.
The UPND leader reiterated his commitment to recognizing him if elected president on January 20, 2015.
ZNBC also reported that the Mwine Lubemba Spokesperson, Washanga Impika Shalubemba, had also blessed and endorsed Mr Hichilema ahead of the by election.
LUSAKA High Court judge-in-charge Isaac Chali has discharged Foundation for Democratic Process (FODEP) executive director MacDonald Chipenzi and Daily Nation owner Richard Sakala from criminal prosecutions after declaring their charge sheet invalid and unconstitutional.
Mr Chipenzi, Mr Sakala and Daily Nation production editor Simon Mwanza were charged with one count of publishing false news with intent to cause fear and alarm to the public contrary to Section 67 (1) of the Penal Code.
The trio, who pleaded not guilty before Lusaka magistrate Lameck Mwale last year, applied to the High Court for determination of the legality or constitutionality of Section 67 which criminalises publication of false news.
Delivering judgement yesterday, Mr Justice Chali said Section 67 contravenes Article 20 of the Constitution which guarantees freedom of expression.
“I find and hold that Section 67 does not fit under Article 20 (3) of the Constitution. It goes beyond what is permissible under that clause. I, therefore, find that Section 67 does not pass the test of being reasonably justifiable in a democratic society,” he said.
Mr Chali said Section 67 contravenes Article 20 of the constitution and is null and void, and therefore invalid for unconstitutionality.
He said the invalidity and the constitutional guarantee of freedom of expression preclude the prosecution of persons and the criminalisation of alleged false statements under Section 67.
“Accordingly, a prosecution based on Section 67 of the Penal Code is itself inconsistent with the constitutional guarantee and equally invalid. Leave to appeal is granted,” Mr Justice Chali said.
He said offences which infringe on freedom of expression have been declared unconstitutional in many countries among them Zimbabwe, South Africa and Uganda, and should be dropped in Zambia because they were made to suit the colonial masters.
Mr Justice Chali said the earliest point in the application of Section 67 in Zambia was 1938 and the latest amendment was 1958.
He said this was before Zambia became independent and formulated the constitution, which is the supreme law.
