Finance Minister Alexander Chikwanda has hit back at critics of the PF Government’s economic policies describing them as paid agents of foreign interests.

Mr Chikwanda said armchair critics are always looking at every opportunity to criticize Government without offering any alternatives.

He said the PF Government is focused on transforming the Zambian economy adding that critics of the Government should offer constructive criticism.

[/pullquote]Mr Chikwanda said those busy criticizing the new fiscal regime for the mining sector as outlined in the 2015 national budget are not patriotic Zambians.

He said there is nothing criminal or alarming about his tax proposals to the mining sector saying the new two tier tax framework is meant to simplify tax administration in the sector.

Mr Chikwanda was speaking Tuesday morning during a Post Budget Breakfast meeting organised by First National Bank.

The Finance Minister also revealed that Government is tightening its expenditure to ensuring that stays within the projected current account deficit.

He further admitted that the Government’s appetite for borrowing from the local commercial banks is affecting the growth of the private sector.

Mr Chikwanda pledged that Government will continue to monitor the country’s debt levels to ensuring that it stays within sustainable levels.

Kambwili tells UNZA students to shut up

Sports and Youth Minister Chishimba Kambwili has warned UNZA students not to dare him over the use of the Commonwealth Youth Centre located within the University grounds.

Some students have been mobilizing themselves with intentions of grabbing the centre in order for students to start using it for lecturers and accommodation.

But Mr Kambwili warned that he will personally ensure that students who will be involved in the takeover of the Commonwealth Centre are dealt with severally.

“Let them dare me, me I don’t tolerate nonsense. I’m a disciplinarian and you tell those UNZA students that they will meet the full wrath of the law,” Mr Kambwili said.

He said the Commonwealth Youth Centre was not established for use by UNZA students alone but for all the youths of Zambia.

“I don’t understand the reasoning of these UNZA students. Who told them that the centre was theirs alone? We have millions of youths in this country and that facility is to be shared.
They should just shut up or else they will regret,” he said.

Mr Kambwili said Government is trying hard to respond to the needs of the youth population adding that no segment of the youth population will receive preferential treatment.

Chairman of the Mahtani Group of Companies Rajan Mahtani is concerned that some sections of society are trying to harm his friendship with Finance Minister Alexander Chikwanda.

Dr Mahtani said he has profound respect for Mr Chikwanda adding that he does not want anyone to come between his friendship with the Finance Minister.

He said media reports indicating that he belongs to a cartel fighting Mr Chikwanda are incorrect and baseless.Dr.Mahtani said he considers Mr Chikwanda as a true brother whom he would never want to injure in any way.

Dr Mahtani was speaking during a Jubilee dinner organised by the Mahtani Group of Companies to honour some freedom fighters.The freedom fighters also received a K50, 000 account opening for a Senior Citizens Account at Finance Bank.

He said all those trying to bring amenity between the two should desist saying as a Christian, he cherishes the friendship he has with the Finance Minister.

And Dr Mahtani says there is every reason to celebrate Zambia’s golden jubilee anniversary.
He said Zambia is one of the few countries on the continent which have not experienced any war hence the need to celebrate the golden jubilee anniversary as a way of thanking God.

There was drama at the Energy Regulation Board (ERB) public hearing in Lusaka this morning when the Petroleum Transporters Association of Zambia (PTAZ) walked out of the hearing in protest of the agenda of the meeting.

The PTAZ was due to make the initial submission at the hearing organized in view of the association’s recent action against licensing of foreign fuel tankers by the ERB.

Speaking to journalists shortly after justifying his association’s boycotting of the public hearing, Association spokesperson Benson Tembo described the public hearing as a sham stating that it was against the provisions of the ERB Act.

Mr. Tembo, who was flanked by PTAZ president Roberto Sabbadin, says by holding the public hearing, the ERB is allegedly trying to hijack the objections his association submitted against the licensing of Superstar Forwarders Zambia Limited, Unitrans Zambia Limited and Zambulk Tankers Limited during a similar public hearing hosted by the Road Transport and Safety Agency (RTSA).

He said his association has however withdrawn is objections against Zambulk Tankers Limited because its shareholding has put into consideration the interest of Zambians.

Mr. Tembo said his association which is demanding the dismissal of the entire ERB Executive, will now wait for Minister of Mines, Energy and Water Development Christopher Yaluma to correct the situation failure to which they will suspend operations.

But in its submission to the public hearing that continued in absence of the PTAZ representation, Superstars Forwarders Zambia Limited through their lawyer Anthony Kasolo of MSK advocates submitted that the complaint by the PTAZ has no basis at law.

Mr. Kasolo has argued that this is because Superstars Forwarders Zambia Limited has not contravened any provisions of the ERB Act nor conditions of the License it was granted.

He has also backed his argument with Section 16 of the Competition and Consumer Protection Act No. 24 of 2010 which obliges enterprises at all times to refrain from any act or conduct that actually limits access to markets or otherwise unduly restrain competition like PTAZ is trying to do.

Meanwhile Unitrans Zambia Limited Director Musenga Musukwa seconded the arguments by Superstars Forwarders Zambia Limited and dismissed PTAZ’s objections as only a sign of fear of competition.

Mr. Musukwa says his company equally has not contravened any provisions of the ERB Act.

It is hypocritical for PF government to ask Zambians to sacrifice through a wage freeze

Alliance for Better Zambia (ABZ) has said that it will be hard for the Patriotic Front Government to convince Zambians to sacrifice as long as leaders in Government continue to enjoy at the expense of the poor in the country.

In a press statement released to the media, ABZ Chairperson for Labour and Social Security Chairperson Ireen Muluazi said the PF leaders should lead by example by starting to sacrifice themselves as not doing so will make it difficult for Zambians accept that they will be sacrificing for the nation.

“It will be extremely difficult for the Patriotic Front (PF) government to convince Zambians to sacrifice let alone government workers accepting the wage freeze because PF has failed to lead by example.

“While we recognized the fact that no country has recorded meaningful development and general advancement without huge sacrifices by its people, we think that many Zambians are not ready to sacrifice because government leaders continue to enjoy the good things of life at the expense of the poor majority.

“The PF government has given itself salary increments and various improvements in their conditions of service since they came into power in 2011. They have never done anything to share the burden of millions of Zambians who suffer. It seems PF leaders believe that they sacrificed while in the opposition and now is the time for them to enjoy the fruits of being in government,” Ms Muluazi explained.

She further said: “We know that PF leaders may argue that they don’t intend to increase their salaries and other conditions during the same period but what they should not forget is that the public knows that they are already comfortable to the extent that even if they don’t offer themselves another increment they will remain well insulated from lacking the luxuries of life.

“Against this background, our considered view is that the PF government has no choice but to lift the wage freeze. However, it is our hope and prayer that an amicable solution will be found to save the country loses that come with industrial anarchy especially in critical sectors including health and education.”

Zambia’s National Debt will be Unsustainable -UPND

Debt

The revelations by Finance Minister Alexander Chikwanda that Zambia’s foreign debt is now a staggering US$4.7 billion while the local debt is at K24 billion, means the country under the PF leadership is technically bankrupt.

Our simple calculations indicate that US$4.7 billion at the current exchange rates averaging US$1 to K6.2 gives us about K30 billion foreign debt and now add that with K24 billion domestic debt, it gives us close to K55 billion in debt.

This year’s budget is ZMK46.7 billion meaning Chikwanda has put the country into more debt than the entire national budget and confirms this country is now totally bankrupt.

If PF government with Chikwanda as Finance Minister was a company, it should by now be going through liquidation and put under receivership as it would no longer be a viable entity. In other words, it would be insolvent.

And yet we all know the painful path that this country went through in begging for debt forgiveness and write-off under the Jubilee 2000 campaign over money borrowed by the UNIP government over a period of 27 years.

As a country, we thought it was recklessness for Kaunda and UNIP to have accumulated US$7billion debt but it has taken Michael Sata and Alexander Chikwanda only 3 years to hit close to US$5 billion foreign debt.

Imagine how indebted Zambia will be if PF are to be granted a second term in office with this appetite for borrowing due to their failure to generate resources locally from mines and manufacturing sectors?

This level of recklessness also reinforces our calls for a new people driven constitution that will strengthen parliamentary oversight on checking and approving loans being contracted by the Zambian government and how borrowed resources are being utilised. In other words there will be no loan without a business plan.

When Zambian people call on the Finance Minister to introduce windfall taxes on mines so as to generate more resources locally, they are being called lunatics.

Surely Zambians are clever enough to judge who is a lunatic between the person failing to locally generate resources but opts to borrow and runs the country into bankruptcy and ourselves who are calling for introduction of revenue measures that generate resources locally instead of resorting to consigning future generations into another debt burden.

The PF government removed key fuel and mealie meal subsidies on the pretext that they wanted to generate resources for infrastructure development, yet even with the removal of subsidies, they have gone over-board in contracting a debt.

So where are the savings from the removal of subsidies that have so far pushed the cost of living far beyond the reach of majority Zambians?

It is now clear that both the borrowed resources and savings from subsidies are just benefiting a few within government who are corruptly getting contracts since majority Zambians are not getting any benefits.

Its even sad and shameful that even with this debt mountain being accrued and the removal of subsidies, the PF is failing to fund hospitals, bursaries for our poor children, and other social sectors.

ActionAid praises Chikwanda for mineral royalty tax increase

ActionAid Zambia has commended Finance Minister Alexander Chikwanda for increasing the mineral royalty tax in the 2015 National budget.

Speaking to Qfm in an interview, ActionAid Zambia Economic Justice project officer Patrick Nshindano said the increase in mineral royalty will compensate for the corporate income tax which many companies have not been paying.

Ms. Nshindano said that the Zambia Revenue Authority (ZRA) has demonstrated their inability to collect corporate income tax from the mining sector as only two companies were paying corporate income tax which implies that many companies were not paying.

He added that increasing the mineral royalty tax to 8% and 20% for underground and open cast mining operations will enable the country have more revenue which will in turn contribute to economic development.

Mr. Nshindano noted that the challenge at play currently is the lack of capacity by the country to handle aggressive tax planning by most multinational and mining companies and that the mineral royalty will take care of that.

Mr Nshindano advised mining companies to embrace the new tax regime and comply.

He further urged the Zambia Revenue Authority and the government to ensure that the necessary measures are put in place to deal with mining companies that will fail to comply with the new mining tax regime.

Government response to concerns of Zambians disheartening

National Restoration party (NAREP) President Elias Chipimo Junior has observed that government has no intentions of holding a referendum to adopt a new constitution before the 2016 general elections.

Mr Chipimo told Qfm news in an interview that though he does not want to appear like a prophet of doom, the reality is that it is not possible that government will constitute a referendum for a people driven constitution as demanded by stakeholders.

The NAREP President said it is disheartening to see how government is neglecting to pay attention to the concerns raised by the majority of the Zambian people with regards the constitution making process.

The NAREP leader has further observed that the K29.9 million allocated to the constitution making process in the 2015 budget is little for such an undertaking.

He added that his party feels that government is still failing to accept that it has turned a blind eye to problems facing the Zambian people.

Sataleaks- Police still probing source of leaked presidential letter

The Zambia Police say investigations into the leaked letter Finance Minister Alexander Chikwanda wrote to President Michael Sata seeking approval to amend VAT Rule 18 are still ongoing.

The contents of a confidential letter written to President Sata in August this year were published in the Post Newspaper forcing government to declassify it.

Zambia Police Spokesperson Charity Munganga Chanda told QFM News that investigations are ongoing but could not disclose who is being investigated or what has been established so far.

Ms. Chanda told Qfm News that once investigations are concluded, Police will make public a full report on the investigations.

The Police Spokesperson has however declined to give further details on how long the investigation will take.

2016 General Elections will be tough

Prominent Businessman Andrew Sardanis has charged that the 2016 general elections will be a tight race as there is no clear favorite.

Mr. Sardanis said the forthcoming general elections will be tough for most of the competing political parties.

“The next elections will not be like 1991, far from it. It will be a tight because with only two years to go, there is no clear favourite ahead of the polls,” Mr Sardanis said.
He said most of the political parties in Zambia need a complete realignment for them to start appealing to the masses.

“Most of the parties are clearly disconnected from the true realities of Zambia’s life and they need to be a realigned if they are to be relevant to the needs of Zambians,” he said.

Mr Sardanis who also worked in the UNIP Government as Finance Permanent Secretary said most Zambians are disillusioned with the current brand of politics.

Government working hard to address medical supplies shortage

Government has assured health institutions that are facing a shortage of medical equipment and other essential supplies in Zambia that it was doubling its efforts to address the problem.

Speaking in an interview with ZANIS today, Minister of Community Development, Mother and Child Health Emerine Kabanshi urged health personnel experiencing shortages of medical facilities to report to Lusaka district medical office.

Ms. Kabanshi has since appealed to the health personnel in charge of ordering such equipment and supplies to ensure that they make their order quickly.

Meanwhile, the Minister has disputed reports that Kanyama clinic in Lusaka is facing a shortage of intravenous fluid (drips).

She explained that Lusaka‘s Matero, Chawama and Kanyama clinics have all the needed supplies because Medical Stores Limited deliver such requirements directly to clinics.

Ms. Kabanshi added that the reports of shortage of intravenous fluid at the mentioned health centre are false.

Recently, there was a report that residents of Kanyama in Lusaka were appealing to the relevant authorities to quickly address the shortage of intravenous fluid.

And the Zambia Medical Association confirmed receiving reports of shortages of essential medical supplies at Kanyama clinic and other health centres in the country.

Association president Aaron Mujajati said government and other stakeholders should however work together to address shortages of essential medical supplies in health institutions.

Mighty stay second in Div 1 North

Mighty Mufulira Wanderers maintained their second place on the FAZ Division One North table after thumping Lime Hotpurs 2-0 at Shinde Stadium on Sunday.

Strikers Brian Ambungeni and Erick Chisala scored the goals in this Week 30 match in Kantanshi.

Mighty have now moved to 57 points after 30 games and are still two points behind leaders Forest Rangers.

Four games are remaining before the 2014 Division One North season ends.

Meanwhile, Forest beat Mufulira Blackpool 2-1 at John Kachofa Stadium in Kamuchanga to preserve their two point lead at the top of the table.

Malar Besa and Green Mumba scored for visiting Forest who came from behind to punish Blackpool in Mufulira.

Elsewhere, third placed Chambishi moved to 54 points after beating struggling Ndola United 2-0 in Chambishi.

Chambishi’s town mates Kalulushi Modern Stars remained stuck in fourth position after settling for a disappointing 1-1 home draw with Grinaker and Lumwana Radiants overcame Kansanshi Dynamos 2-0 in Lumwana.

2012 Africa Cup winning captain Christopher Katongo has been axed from the Zambia national team.

Coach honour Janza released the long serving captain on Monday in Ndola just 24 hours after Zambia returned from Niamey where they drew 0-0 with Niger in a 2015 Africa Cup qualifier.

Zambia team manager Lusekelo Kamwambi insisted the decision was purely tactical and not acrimonious despite the unusual nature of the decision in the midst of camp ahead of Wednesday’s must-win Group F qualifier against Niger at Levy Mwanawasa Stadium in Ndola.

“Coach Janza in a bold move aimed at boost team spirit and unity in chipolopolo has released captain Christopher Katongo from camp,” Lusekelo at the start of Monday evening training at Levy Stadium.

He said Katongo left the team camp at Mukuba Hotel sometime today after meeting with the coaching staff.

Lusekelo however could not say whether vice captain Stopilla Sunzu who is back in camp will captain the team after returning from a family bereavement in Chililabombwe that saw him miss last Saturday’s 0-0 draw away in Niger.

“As you know, the hierarchy is that the deputy captain should take charge but the question is should he shoulder that burden of leading his chargers shortly after a family tragedy? All those are matters that we will have to be considered,” Lusekelo said.

Should Sunzu not lead the team the baton will be passed to midfielder Nathan Sinkala who captained the team against Niger on Saturday before giving Katongo the armband in the 78th minute when he replaced Chisamba Lungu.

TOURISM and Arts Minister Jean Kapata has threatened that she will mobilise party members and deal with people claiming that the Patriotic Front (PF) is the most undisciplined ruling party Zambia has ever had.

Ms Kapata said Zambians were awere that some media houses had embarked on a crusade to demonise the PF and selected government leaders so as to divert attention from its own peoblems.

She said a named media house was attacking Finance Minister Alexander Chikwanda because they had failed to “convert him so that he could trade his political soul with their agenda of breaching tax laws by avoiding to pay tax’’.

“Those claiming that PF is the most undisciplined must know that they enjoyed the goodwill of President Sata and the PF and must stop behaving like they own the party.

‘‘The PF is not their party for them to continue weeping and mourning about the dismissal of their friend. Since their friend was fired, the PF had become tribal, corrupt, violent and undisciplined.

‘‘The media house has gone too far and let them know that we can easily stop them. They were tolerated by the previous governments and they thought they would manipulate the PF. Their time of reckoning is coming very soon,” Ms Kapata said.

Ms Kapata said it had become clear that the media house had embarked on a crusade to destroy the ruling party following the dismissal of a strong ally of the media house.

Ms Kapata said the PF was aware that the media house was behaving like a political party and that the ruling party was gong to orgasnise itself and defend President Michael Sata and Edgar Lungu who is Defence and Jusctice minister as well as seceretary general of the party.

Ms Kapata apealed to President Sata and Mr Lungu to quickly deal with all the government and party officials whose loyalty was divided because those were the people stealing and leaking State secrets.

She said the PF ‘‘experienced the worst forms of violence before Mr Lungu was appointed secretary general and that calm had returned to the party.

Ms Kapata said the people who were causing confusion in the PF were those whose layolty was divided and that it was time President Sata and Mr Lungu cleansed the ruling party so that it could concentrate on delivering to the people.

She said it was a reality that there was a cartel in the PF and that the sooner President Sata and Mr Lungu dismantled it, the better for the stability of the ruling party.

She revealed that most of the district comissioners and political secretaries across the contry were not loyal to President Sata because they believed they got their appointments through other influences.

And a PF strong supporter Rechael Chileshe has given the media house a 48-hour ultimatum to withdraw its claims that the ruling party was the most indsciplined Zambia has ever had or face the wrath of the cadres.

Ms Chileshe threatened that should the media house continue attacking the ruling party leadership, she would have no option but open what she termed a “can of worms”.

Parents ‘dumping’ disabled children in special schools worry ZAPD

Zambia Agency for Persons with Disabilities (ZAPD) is saddened with some parents’ attitude towards their children in special schools.

Southern Province ZAPD Coordinator Ruth Munkombwe told ZANIS today that some parents have a tendency of using special schools as dumping sites for their children with disabilities.

Mrs. Munkombwe said this after receiving a briefing on some of the challenges that St. Mulumba Special School is faced with.

School authorities at the institution explained that some parents were abandoning their children at the school gate without paying for their boarding supplement.

And St. Mulumba Special School head teacher Jasert Ngulube has also confirmed the sad development.

Mr. Ngulube told ZANIS that some parents were running away from their responsibility of paying boarding supplement for their children at the institution.

He narrated how a named parent left his child on the pretext that he was going to deposit the boarding supplement at the bank and went for good.

Mr. Ngulube attributed such behavior to poverty levels among some families as parents with children in the primary section pay K650 while those in secondary school K900 per term.

Meanwhile, ZAPD has donated K6,150.00 towards boarding supplement for 10 most vulnerable children at St. Mulumba Special School.

Presenting an education support funding from ZAPD to the school this morning, Mrs. Munkombwe said it was not easy to run a special unit and commended the teaching staff for their commitment.

Mrs. Munkombwe further urged the children to keep up with the fighting spirit and to never get discouraged by society’s perception of their impairments adding that every child can succeed in education.

St. Mulumba special school in Choma district is catering for children with intellectual, visual, and hearing impairments.
