Irate Chipata farmers storm DC’s office over delayed FRA payment

Some irate farmers from Luageni Constituency in Chipata today stormed the District Commissioner’s office to complain over delayed payments for the maize they supplied to the Food Reserve Agency (FRA).

The farmers complained that the delay by the FRA to pay them their money has greatly affected them in terms of planning as they are not able to pay co-operatives for the 2014-2015 farming inputs.

Farmers’ representative Jacob Shumba noted that despite supplying the maize to the FRA the agency has failed to pay them in good time, a situation which he said will affect their farming preparations.

Mr Shumba said despite assurances by government that they will be paid within two weeks of supplying their produce to the FRA, the agency has not done so.

He expressed fears that the co-operatives in his area had already started distributing farming inputs therefore causing more panic among farmers to get their money.

But Chipata District Commissioner Kalunga Zulu disclosed that government had released K1, 550,000 million to clear all the balances that the FRA owes farmers in the district and that payments would start today.

Mr Zulu assured the farmers in the district that the FRA will settle all the outstanding balances it was owing them.

He said farmers would start receiving their money based on the first-in-first-out payment system.

Mr Zulu added that government was still committed to ensuring that farmers are paid within two weeks of supplying their produce to the FRA.

He acknowledged that government had delayed a bit but urged the farmers not to be discouraged as his office was doing everything possible to improve the payment mode.

Government has given Mindolo township squatters a two – weeks grace period to look for alternative accommodation.

The displaced families were resettled in make-shift tents by government three months ago following the demolition of their houses by the Kitwe City Council because they were built on illegally obtained plots.

Kitwe District Commissioner Elias Kamanga told ZANIS in an interview today that the squatters were supposed to vacate the camp today as the initial 90 days period they were given has expired.

Mr Kamanga said government had however given the squatters two more weeks to look for where to go.

He emphasized that government will immediately demobilize the tents and stop providing water and sanitation services, electricity and security to the site when the extension period expires.

And Mr Kamanga said the squatters cannot continue staying at the camp with the threatening rain season as the camp was not suitable for habitation.

He also added that Helen Kaunda secondary school management who are the owners of the piece of land where the camp was set-up has written to his office asking it to surrender the piece of land as they want to embark on some construction works.

The District Commissioner further noted that the issue of vacating from the camp should not be argued because all the occupants signed a memorandum of understanding with the Disaster Management Unit that they will leave the camp after three months.

And Kitwe City Council Public Relations Manager Dorothy Sampa said the council is not giving the squatters an alternative piece of land because it had none.

Mr Sampa said if land will be found in future the squatters can apply just like any other person in need of land following the normal procedure.

But the squatters have insisted that they have nowhere to go and are waiting for government to give them a place to go.

Adellah Gondwe, one of the squatters, told ZANIS in Kitwe today that they were aware of the deadline but had nowhere to go and as such are waiting for government to give them alternative land.

The families had their houses demolished by the council three months ago because they had built on a piece of land belonging to Mopani Copper Mines and the Kitwe city council.

Electoral Commission of Zambia (ECZ) Chairperson Irene Mambilima says the commission is experiencing a lot of conflicts during elections making conflict management the most important functions of the commission.

In a speech read on her behalf by Commissioner Minverva Tembo, Justice Mambilima said the Commission realises the importance managing and resolving conflicts expeditiously and effectively as not doing so would lead to conflicts degenerating into violence.

She said in its quest to contain electoral conflicts, the Commission has established conflict management committees in all the old districts which she explained that have been instrumental in resolving electoral conflicts and intends todo the same in the newly created districts.

And the Chairperson has attributed high cases of violence during by-elections to the transporting of cadres from other towns to drum up support for their candidates which she said increase electoral conflicts while that during a tripartite elections cadres are confined to their respective areas.

Ms. Justice Mambilima also said non adherence to the electoral code of conduct was a major contributor to electoral conflicts.

And Head of the European Union Delegation to Zambia Gilles Hervio said noted the need to eradicate political violence as it undermines the proper functioning of democracy.

Mr. Hervio explained that democracy was not about elections but that it was about freedom, participation, transparency, information as well as justice hence the need to ensure that it is preserved.

The duo said this during the official opening of training in leadership and conflict management for electoral stakeholders in Lusaka today.

Livingstone Town Clerk arrested for abuse of authority of office

The Anti-Corruption Commission has arrested the Livingstone Town Clerk for abuse of authority of office involving over K 750, 000.

Vivien Chiwila Chikoti, aged 49, of House No. 2 Flamboyant Street, Town Area, Livingstone was arrested today, 22nd September and has been charged with one count of Abuse of Authority of Office contrary to section 99 (1) of the Penal Code Chapter 87 of the Laws of Zambia.

Details in the matter are that, Chikoti, on dates unknown but between 1st October 2010 and 31st October 2010 in Kabwe, whilst employed in the public service as Town Clerk at Kabwe Municipal Council , did abuse the authority of her office in the manner she facilitated the awarding of a Land Survey Contract to a certain William Mhango for Kabwe Municipal Council amounting to K 778, 100 which was above the threshold of the council, a matter or transaction that concerned the Kabwe Municipal Council, a Public Body.

She has been released on bond and will appear in Court on 3rd October, 2014

Government still concerned with social media abusers

Government has continued to express concern with the rampant abuse of the Online publications and social media.

Minister of Information and Broadcasting Services, Joseph Katema says social media network abusers are unproductive.

Dr. Katema, who is Chief Government Spokesperson, observed that some people have turned online publications as platforms for insults and all sorts of malicious statements against certain people.

He said this in Lusaka today when he officiated at the 2014 social good summit whose theme was, “connecting for good; connecting for all”.

Dr. Katema said the theme was good as it was in line with the government’s policy of ensuring that all corners of the country were technologically connected through the revised sixth national development plan.

The minister was however happy with the growth of the social media and its innovations especially on matters of health, HIV/AIDS and development in general.

He cited the U-Report that is advocating for young people to get involved in their reproductive health lives as one of the good ways of using social media.

He further said the Bongo Hive and Mwana Project are changing people’s lives for the better through social media.

And speaking earlier, United Nations Development Programme (UNDP) Country Director Viola Morgan observed that new technology and innovations are unfolding frequently.

Ms. Morgan said with the rapid development of new tools and ways to communicate, the generation of today holds the keys to making the world a better place to live in in future.

She said the social media has significantly helped in shaping the values of the youths in the country.

Jimmy Ndhlovu targets more goals

Power Dynamos striker Jimmy Ndhlovu is targeting to score more goals after netting four in Saturday’s 7-1 mauling of National Assembly in a FAZ Super League match in Kitwe.

Ndhlovu, who is on loan from Power’s Kitwe rivals Nkana, has so far scored 13 goals in the Super League.

The ex-Zesco United and Red Arrows forward said he wants to score more than 13 goals before the season ends.

“I feel I need to score more goals because this is my season,” Ndhlovu said.

“I hoped for 12 goals but since I have passed that mark I can score more,” he said.

Ndhlovu said Power’s loss to Nkana in the Barclays Cup last week motivated them on the way to demolishing Assembly.

“We had to wake up from slumber, you know Nkana is a big team like Power so if you are beaten by them we have to wake up and work hard. They really lifted our spirit and I am so glad today we punched seven
past Assembly,” he added.

Forest open two point lead in Div 1 North

Forest Rangers opened up a two point lead at the top of the FAZ Division One North table after edging Chindwin Sentries 1-0 at Dola Hill Grounds in Ndola on Sunday.

Freddy Chimanga scored a 40th minute goal as Forest took control of the Northern Division.

The win pushed Forest to 50 points from 27 matches played.

Kalulushi Modern Stars moved into second position after a narrow 1-0 win over Linos Makwaza’s Lime Hotspurs at Trade Fair Grounds in Ndola.

Forward Michael Musonda scored the important goal that separated the two teams.

Kalulushi now sits 48 points, two behind leaders Forest.

Chambishi dropped from second into third place following an away 1-1 draw at Zesco Luapula in Mansa.

Third placed Chambishi have 47 points.

Elsewhere in North Western Province, Mighty Mufulira Wanderers forced a goalless draw at Lumwana Radiants.

Mighty, who have a game in hand, are fourth on the table with 45 points while Lumwana are fifth and sits on 44 points.

A Lusaka man accused of assaulting a Catholic Nun in Roma Township has been acquitted by the Lusaka Magistrate Court after the Nun agreed to settle the matter out of court.

Magistrate Aridah Chulu acquitted Daswell Sichilongo a teacher at Roma Girls High School on one count of assault occasioning actual bodily harm.

This is in a matter in which Daswell Sichilongo, a science teacher was facing one count of assaulting acting head teacher, Emma Chakupalesa for locking his house after he allegedly failed to pay house rentals.
Sichilongo, 53, of Roma Girls flat number 02 is alleged to have on July 19, 2014 beaten up sister Chakupalesa in full view of a Muvi Television crew after the nun locked up houses of teachers who were defaulting on paying rentals.The Catholic Church owns houses within the School premises which teachers rent and pay subsidized rentals.

The lawyer representing the accused, Dickson Jere told the court that Sister Chakupalesa had decided to withdraw the case in the spirit of reconciliation.

Chakupalesa, 44, a religious sister told the court that she had unconditionally forgiven Mr. Sichilongo.
And Magistrate Chulu cautioned Sister Chakupalesa that once a case is withdrawn from court it cannot be brought back.

She also warned Mr. Sichilongo not to commit a similar offence in future.Mr. Sichilongo and Sister Chakupalesa later embraced outside the court room.

The Speaker should explain why media houses were banned from the opening of parlaiment

Colleagues our disappointment with parliament to disallow all 129 accredited media houses to cover the opening of parliament on Friday 19th September 2014, cannot got without the strongest condemnation in deserves. It seems as if the speaker of the National Assembly and his staff do not fully understand what public institution and public figure means.

We are therefore disappointed that the public even was made private by denying independent media houses to cover it and give the public an objective view. The question is what will the Zambian people debate about if not matters of public interest such as President Sata’s speech? President Sata’s speech was supposed to be broadcast throughout every inch of this country. And the only way that would have happened would have been through these media houses. Unless parliamentary business is not important to the Speaker, but it’s our belief that Parliament is the single most important institution to this country. Its decisions and activities affect the public directly, this is not a lesson we should even give to the management at Parliament.

We therefore demand an explanation from parliament immediately on why they denied the Zambian people access to parliament. The Zambian people could not get a reaction from some Members of Parliament immediately after the speech because their representatives (the media) were denied entry into a public facility.

I am also request the UPND MPs to file a question to the Speaker to ask him why the media were denied access to parliament on Friday.

In same breath, we would like to register our displeasure with the continued harassment of journalists by cadres from thugs sponsored by the Patriotic Front (PF). We may not always agree with editorial policies of various media houses but harassment of their reporters is not acceptable in any society that claims to be based on Christianity. Let all well-meaning Zambians and Christians condemn this acts strongly.

Girl 7, defiled by boy 12 in Chama, Muchinga Province

A 7 year- old girl of Chama District in Muchinga Province has been defiled by a 12- year- boy.

Muchinga Assistant Police Commissioner Peter Kabengele confirmed the development to ZANIS today.

Mr Kabengele explained that the incident occurred on September 15, 2014 but was only reported by the victims’ mother Naomi Nthele yesterday.He said the incident happened around 15 hours at Chama Primary School.

Mr. Kabengele said the victim sustained bruises and suffered swollen and bleeding private parts.

He said the alleged juvenile defiler of Lukombozi compound is still at large and police have since opened a docket and launched investigations into the matter.

MMD gives Mbala MP 21 days ultimatum to report to PEC or face expulsion

The opposition Movement for Multiparty Democracy (MMD) in Northern Province has accused Mbala Member of Parliament Mwalumu Simfukwe of neglecting his constituency.

MMD Information Publicity Secretary Cephas Bwalya said the party is concerned with Mr Simfukwe’s absence as has not visited his constituency in a long time.

In a press release to ZANIS in Kasama today, Mr Bwalya said the party has received a lot of complaints from the people of Mbala on the non-availability of their elected representative to address their needs.

He stated that despite the MMD Provincial Executive Committee (PEC) making follow ups on the absence of the law maker, no favourable response has been gotten.

Mr Bwalya has since warned party members especially serving MPs not to take the MMD for granted just because it was in the opposition.

He has since appealed to the people of Mbala to keep calm as the leadership was addressing the matter.

He has also called on party members to begin preparations for the 2016 general elections.

Mr Bwalya has since given Mr Simfukwe 21 days in which to address the issue failure to which the provincial leadership will recommend for his expulsion on grounds of failing to perform party duties.

Efforts to get a comment from Mr Simfukwe proved futile as his mobile phone went unanswered.

The ruling PF petitioned the Mbala Central seat two years ago and the matter is still awaiting determination before the High Court.

GRZ regrets 2019 flopped bid

The Government has regretted Zambia’s flopped bid to host the 2019 Africa Cup of Nations.

CAF announced on Saturday that Cameroon would host the 2019 AFCON.

Sports deputy minister Christopher Mulenga described Zambia’s failure to win the bid as unfortunate.

CAF further awarded Ivory Coast the rights to host the 2021 AFCON and Guinea the 2023 tournament.

“This is very unfortunate that all the three tournaments have been given to West Africa countries,” Mulenga said.

He added:”We were expectant and everyone was expectant that the Africa Cup could come to this side of the continent but it is unfortunate that it has been given to West Africa.”

This is Zambia’s third attempt to host the Africa Cup.

Zambia will consider bidding for the 2017 Afcon-Kambwili

MINISTER of Youth and Sport Chishimba Kambwili says Zambia will consider bidding for the 2017 Africa Cup of Nations after the country’s failure to secure the 2019 edition.

And acting President Edgar Lungu said the country will follow the Confederation of African Football (CAF)’s decision to award Cameroon the right to host the 2019 Africa Cup of Nations.
“We just have to live and let live,” said Lungu in an interview in Lusaka yesterday.
Kambwili said in an interview on Saturday that Zambia will give it a try for the 2017 edition.

Asked if Government will consider a joint bid with Zimbabwe for the 2017 edition, Kambwili said Zambia will go it alone.

“We have the infrastructure and everything. There is no reason we should go into a joint bid with Zimbabwe,” he said.

Kambwili said Government has embarked on vigorous construction of sports facilities and the country can manage to stage the 2017 Africa Cup of Nations.

The minister was disappointed that CAF opted to give the 2019 edition to Cameroon instead of Zambia which he claimed had better facilities than the West African country.

“Our bid was one of the best. I can’t understand why we lost. They need to be fair when making these decisions,” he said.

He is however hopeful that Zambia will be given the rights to host the 2017 edition.
Kenya, Rwanda, Tanzania and Zimbabwe, among others, are targeting to host the 2017 Africa Cup of Nations after Libya withdrew due to turmoil in the North African country.

CAF has set September 30 as the deadline for receiving nomination for the 2017 edition.
And Football Association of Zambia (FAZ) president Kalusha Bwalya says the country’s football development will not be deterred despite losing the bid to host the 2019 Africa Cup of Nations.

Kalusha described the loss as disappointing but that Zambia has picked lessons from the loss.
“We lost the bid but that won’t deter us from other things we are doing. It is disappointing but there are lessons learnt from this whole process. We had the intention of getting 2019 but it was awarded to Cameroon. As Zambia we were up against the big boys and the results are now seen that having hosted an AfCON before always plays a major role,” he said.

He said Zambia will be back as major contenders the next time the country bids to host the competition.

On the 2017 edition whose bids have been opened following the withdrawal of initial hosts Libya, Kalusha said time is against Zambia.

“To be honest we are time-barred and that is something we cannot do. Only countries that have ever hosted an AfCON before are the ones asked to do it,” he said.

And Zambia Sports Fans Association patron Peter Makembo has challenged CAF to inform Zambia where the country went wrong in its bidding.

Copperbelt Energy Corporation (CEC) has started restricting power supply to Konkola Copper Mines (KCM) following a commercial dispute between the two companies.

But Minister of Mines, Energy and Water Development Christopher Yaluma said CEC has made a hasty decision, which will impact negatively on the national economy.

KCM public relations and communications manager Shapi Shachinda said in a statement issued in Lusaka yesterday that the restriction of power supply will adversely affect the mine’s operations and further compromise the safety of employees and consequently job security.

According to previous figures released by KCM, the mining company has a workforce of 16,500.

“The operations of the Nchanga integrated business unit have already grossly been affected.

KCM regrets that CEC has chosen not to pursue this matter in accordance with the Power Supply Agreement (PSA) provisions on dispute resolution,” Mr Shachinda said.

The dispute follows CEC’s alleged unilateral increase in power tariffs since April this year against the provisions of the PSA between the two companies.

CEC has allegedly been refusing to generate invoices based on electricity tariffs agreed through the PSA to facilitate the payments of bills by KCM for power supplied to the mines.

“It should be noted that prior to April 2014, CEC had increased power tariffs by over 100 percent in accordance with the PSA and this has resulted in KCM having the highest power tariffs in the mining industry in Zambia. KCM now pays more than K700 million per year in power tariffs,” Mr Shachinda said

And Mr Yaluma has said CEC should have found other means of making KCM pay what it owes the power utility.

“KCM is not a domestic consumer. Production will go down with this restriction. CEC should have shown consideration,” Mr Yaluma said

He said CEC should have first exhausted all the channels of negotiations before jumping to the drastic measure of restricting power to KCM, one of the largest producers of copper.
