Lwandamina added:”We were infortunate to have wasted a lot of opportunities that could have materialised into goals.”

President Michael Sata defends Kwacha slide against the US dollar

38

kwacha
PRESIDENT Michael Sata has said that the recent depreciation in the exchange rate is due to a combination of domestic and international market developments.

President Sata said that in a market-based economy such as Zambia’s, the exchange rate, like any other price is fundamentally affected by supply and demand of foreign exchange in the market.

Mr Sata said that on the international front, the United States Dollar had broadly strengthened against other currencies following the Federal Reserve Bank’s decision to reduce the amount of liquidity it injected into the economy through its monetary stimulus programme commonly referred to as Quantitative Easing.

“Consequently, emerging market currencies have generally depreciated against the US Dollar. For instance, since the beginning of the year, the Ghanaian Cedi and South African Rand have depreciated by 5.5% and 4.7% against the US Dollar, respectively,” Mr Sata said.

He said on his Facebook page today that in comparison, the Kwacha had weakened by 4.3 per cent versus the US Dollar over the same period.

The President said since the beginning of the year, the Kwacha had infact appreciated by 0.5 per cent against the South African Rand to trade at K0.52 to Rand as at February 20th, 2014.

He said economic activity had generally been steady in the recent past and in order to support this, there had been increased demand for capital imports, which had increased demand for foreign exchange.

The President assured that Government was closely monitoring developments in the foreign exchange market and had in this regard tightened monetary policy consistent with the attainment of the inflation target of 6.5 per cent for 2014.

He said the country’s Non-Traditional Exports (NTEs) had been on the rise and increased by 27 per cent to US$3.6 Billion as at December last year.

“I therefore want to encourage the private sector to seize the opportunities in the export sector and expand their productive capacities as exports become relatively competitive on the world markets,” he said.

The Football Association of Zambia wishes to formally announce the appointment of television and radio personality Mr. Nkweto Tembwe to the position of Communications Manager taking over from Erick Mwanza who has been seconded to the Confederation of African Football (CAF).

General Secretary George Kasengele said today that the appointment of Tembwe comes at a time the FAZ Secretariat was undergoing a transformation period following the appointment of Marketing Manager Nchimunya Mayinga last week.

“Nkweto has joined the family of football having been involved with the game on the periphery but has now joined the mainstream and has already hit the ground running in view of the international friendly match against Uganda this Wednesday.

“We are confident that he will be able excel in his new role of charting the communications strategy of the Association in the same manner Erick was able to do by becoming the voice of the Association and being the buffer between the Association and the media.” Kasengele said.

The 41 year old Tembwe has previously worked for the Zambia National Broadcasting Corporation (ZNBC), Zambia Revenue Authority (ZRA) and National Pension Scheme Authority (NAPSA) joins with a combined work experience of 22 years.

‘Ba Nkweto’ as he his popularly known said his ambition in his new role is to pick up from where Mwanza left and help uplift the standard of football in Zambia.

He said: “I consider this a challenge which I am prepared to take on and assist the Association in any way possible. A lot will be expected of me but my involvement with football goes way back to when we staged the famous Diramba protests during the era of the now banned Winson Gumboh.

The FAZ General Secretary thanked Mwanza for having been a loyal and dedicated servant of the Association in the five years he served and wished him the best in his new role at the continental body.

Attorney General Mumba Malila leaving court after testifying in the Masebo tribunal

Attorney General Mumba Malila has testified before the Masebo Tribunal that Tourism Minister Sylvia Masebo was wrong to have called the tender for the 19 hunting blocks.

Mr Malila explained that Ministers have no visible role in the procurement process.

He also testified that Ms Masebo has no powers in the firing and disciplining of officers at ZAWA.

He was referred to the Cabinet Handbook regulation 8 under the heading Ministers and the Attorney General Chambers.

He agreed with the regulation 8 that the Minister must consult the Attorney General’s office on all matters that have legal implications.

When cross examined by Ms Masebo’s lawyer, Mr. Simeza S.C on who bears the responsibility for the coordination of ZAWA in the absence of a board, Mr Malila responded that the ZAWA Act was silent on this issue.

He stated that President is the one who bears the responsibility for the coordination of any government agency in practical terms which is without a board.

The complainants have closed their case and tomorrow 4th March, 2014 the respondents are expected to open their case starting with Ms Masebo testifying.

Meanwhile, tribunal Chairperson Justice Roydah Kaoma refused to allow defence counsel Robert Simeza to call back former Tourism Minister Given Lubinda to testify before the tribunal again.

Zambia to miss target on water and sanitation by 2015

The water problem in Itezh-Tezhi district in Southern Province as people are forced to carry use drums for water storage

About one million people in Zambia who should have received clean water by 2015 will miss out, and another 4.4 million will go without sanitation, because of major investment shortfalls for these services, according to the international development NGO WaterAid.

A new report from the organisation, titled ‘From Promises to Reality: the urgent need for Southern African leaders to deliver on their water, sanitation and hygience commitments’ highlights a US$313 million per year financing gap in spending that is needed to bring Zambia back on-track to meet crucial poverty reduction commitments.

The report also calls on the Zambian Government to draw more revenue from the country’s natural resource wealth, and on donors to improve their targeting of aid to help meet this gap.

Zambia is one of fifteen southern African countries that will, at current rates of progress, miss either their 2015 Millennium Development Goal targets on safe water or sanitation or both, which are to reduce by half the proportion of people without access to these essential services from 1990 levels.

7.8 million people in Zambia are now without access to sanitation while over 4.8 million go without clean drinking water.

Around 5,000 children under the age of five die every year from diarrhoea in Zambia, because of a lack of access to clean, safe water and sanitation.

Fatoumata Haidara, the Country Representative of WaterAid Zambia said that the Zambian Government must meet their past promises on water and sanitation and, together with donors, invest at the levels needed to put an end to the crisis that causes thousands of childrens lives to be prematurely and needlessly extinguished.

The report calls for the Zambian Government to meet their 2008 African Union commitment to spend at least 0.5% of their GDP on sanitation and hygiene which it currently has not met as well as establish clear budget lines on sanitation and water in their national budgets.

This report comes ahead of a crucial meeting in Washington DC next month that will bring together ministers and officials from donor and developing countries, as well as representatives of the World Bank, UN, and NGOs such as WaterAid.

They will discuss how to meet current Millennium Development Goal targets on water and sanitation, as well as how to ensure that countries can achieve universal access to these essential services and human rights.

HH challenges UPND MPs serving in PF Government to resign

UPND MP Richwell Siamunene

Opposition United Party for National Development (UPND) president Hakainde Hichilema has challenged his party’s Members of Parliament serving as Deputy Ministers in the Patriotic Front (PF) government to resign and pave way for the party to field in replacements in their respective constituencies.

Mr. Hichilema has observed that it is also unfortunate that his party’s Members of Parliament serving in the PF government have not by now realized that they are only serving the interests of ruling PF.

Mr. Hichilema has advised UPND Sinazongwe Member of Parliament Richwell Siamunene to come out from hiding in the courts and re-contest the Parliamentary seat if he thinks he can retain it on the PF ticket.

Mr. Hichilema says it is also important that Itezhi Tezhi Member of Parliament Greyford Monde-Monde and his Shang%u2019ombo counterpart Poniso Njeulu resign as they are delaying development in their respective constituencies where they are UPND Members of Parliament.

The UPND leader has further told Qfm news in an interview that he is also confident that if all UNPD Members of Parliament serving in the PF government resign and by-elections are held his party will be able to retain all Parliamentary seats.

Opposition MP’s dare President Sata to Dissolve Parliament

Two opposition members of parliament, UPND’s Cornelius Mweetwa and MMD’s Michael Kaingu, have challenged the Republican President Mr. Michael Sata to dissolve parliament if he so wishes because the constitution will be the only topic debated in the house.

Speaking on Zambia Blog Talk Radio, a Diaspora Forum, MP Cornelius Mweetwa stressed that the opposition is united in having the question of the constitution resolved before 2016. “And this means ordinary business in the house has to come to a stand still.”

Speaking on the same forum MP Michael Kaingu pointed out that it was not the intention of the opposition MPs to disrupt proceedings but, “these are extraordinary circumstances which require extraordinary actions.”

Last week Opposition Members of Parliament forced Speaker of the National Assembly Patrick Matibini to prematurely suspend proceedings of the house before subsequently adjourning the sitting of the house.

This followed the Speaker’s decision to dismiss Mazabuka Member of Parliament Garry Nkombo’s follow up debate on Justice Minister Wynter Kabimba’s ministerial statement on the update with regards constitution making process.

In his ministerial statement to parliament Justice Minister had said that one of the reasons leading to the delay in the handover of the report was the attempt at one point by the Constitution Technical Committee to hand him the report instead of the Republican President, who was the appointing authority.

But Mazabuka MP Garry Nkombo rose on a point of clarification from the Justice Minister Kabimba because the answer given was basically the same as before hence there was nothing new he was talking about.

Nkombo said the whole statement by Kabimba was just hollow and did not provide a clear answer. But Matibini ruled that Mr. Nkombo had not asked anything hence he proceeded to other matters on the floor of the house.

During the time for question and oral answers from opposition MPs to government, each time the Speaker called an opposition MP, they all shouted “constitution”.

The opposition MPs continued shouting “constitution” forcing Speaker Matibini to abruptly adjourning accusing the opposition of not being ready for business

The MPs constantly obstructed the deliberations the next day by insisting that it was inappropriate to continue proceedings without attending to issues of the Constitution process.

Sate Sate-Nkana will shock KCCA in Kampala

Striker Ronald Kampamba says Nkana will qualify to the second round of the 2014 CAF Champions League despite allowing their Ugandan opponents Kampala City Council Authority (KCCA) to force a 2-2 draw in Kitwe on Saturday.

Nkana have an uphill battle after the weekends draw against 10-man KCCA in the first leg match of the first round at Arthur Davies Stadium.

Kampamba said the FAZ Super League champions are putting the draw behind to focus on the return leg.

Masheke demands motive behind deployment of Police officers at Parliament

Former Prime Minister Malimba Masheke

Opposition Alliance Chairman Malimba Masheke has demanded to know why Police officers were on Friday last week deployed to surround the Parliament building.

Gen. Masheke says he is interested to know the motive behind such deployment as there was clearly nothing that could have necessitate such an action to be taken that police officers can be sent to a place where unarmed Members of Parliament were gathered.

Gen. Masheke, who is also former Prime Minister under the United National Independence Party (UNIP), says he also finds such an action by the police as unprecedented in the country’s history as well as elsewhere outside the Zambian parliament.

He has told Qfm news in a telephone interview that he does not see any panic that could have necessitate such action from the Police as not even Members of Parliament as they enter the Parliament Building are allowed to enter with weapons.

The Opposition Alliance chairman notes that this is why he hopes that there will be an explanation as to what lead to such an action by the Police as such development as surrounding Parliament cannot be allowed to take place in a Democratic country like Zambia.

He has also reminded the ruling Patriotic Front (PF) to be mindful of why it is in government as such development that are now taking place in the country as was observed on Friday week at Parliament is worrying.

Edgar Lungu warns against constitution demonstrations, defence and security wings will act

Home Affair Minister Edgar Lungu

DEFENCE Minister Edgar Lungu has warned that the quest for a new Republican Constitution should not undermine law and order and fuel anarchy in the country.

Mr Lungu has cautioned opposition political parties and other interest groups against using the issue of the Constitution for political expedience and fuel lawlessness in Zambia.

He said the defence and security wings would not sit back and allow the country to become ungovernable.

Mr Lungu said this in an interview yesterday following calls for demonstrations by opposition parties and civil society groups.

He said those seeking to ascend to power should not twist the arm of an elected Government as defence and security wings were on hand to ensure peace prevailed in the country.

“As Government we will also not sit back and allow others to make it difficult for us to rule. Those who want to get to power must not twist the arm of the Government, otherwise we will have no choice but to engage the defence and security who are on hand to pounce on them,” he said.

“Let us do everything within the procedures. The quest for a new Constitution should not break down law and order and fuel anarchy in the country.”

Mr Lungu appealed to Church leaders practising active politics from their church platforms to come out and join the political arena.

“Those who want to play politics from church should come out and not hide behind the Church,” he said.

Mr Lungu also condemned Law Association of Zambia (LAZ) president James Banda for supporting opposition Members of Parliament (MPs) who disrupted Parliament in their quest for a new Constitution.

“As for the LAZ president who has supported the opposition MPs’ disruption of parliamentary proceedings, people should not play politics behind LAZ, let them leave and come out in the political arena. It is unusual that people can misbehave in Parliament then LAZ says it is okay,” he said.

He said Government was determined to uphold peace, law and order.
