Male, female patients share single ward at Mkomba clinic

-Male and female patients admitted at Mkomba Rural Health Centre in chief Kapichila’s area in Lundazi district share one ward.

This came to light when Lundazi District Commissioner, Janet Mvula accompanied by Lundazi District Director of Health, Allan Chisenga, toured the Rural Health Centre during the commemoration of World TB Day held at Mkomba Basic School over the weekend.

And 39 year old Judith Nyirenda of Matako village found admitted at the same health facility, complained to Ms Mvula that it was un African and unethical for males and females to share one ward and called on government to construct a separate ward for male patients.

Ms Nyirenda also complained that Mkomba Rural Health Centre has no mothers’ shelter where people looking after patients could spend their nights and also prepare food for their sick relatives admitted at the clinic.

Ms Nyirenda disclosed that lack of a mothers’ shelter at Mkomba clinic forces people looking after their sick relatives to spend cold nights in the corridors of the clinic, adding that they are always subjected to harsh conditions as they are being soaked by rains.

Another female patient, Enelesi Nkunika, aged 39 of Satiyele village in Chief Mwase-Lundazi’s area, complained of lack of health staff, saying the centre was only manned by one member of staff who is always over worked.

Ms Nkunika, however, thanked government for sending enough drugs at Mkomba clinic, adding that currently patients were receiving enough drugs for various illnesses.

And in responding to complaints, Lundazi District Commissioner, Janet Mvula, expressed disappointment that male and female patients were sleeping in one ward.

However Ms Mvula challenged people of Mkomba area to be organized and mould bricks for the construction of another ward and mothers’ shelter while government will finance the construction wards and mothers shelter.

Ms Mvula said the department of health, in consultation with Lundazi Central Member of Parliament, Mkondo Lungu, will utilize Constituency Development Funds [CDF] to construct the ward and mothers shelter.

First President Kenneth Kaunda has said Zambians should wholeheartedly adopt the spirit of togetherness in the country.

Dr. Kaunda said the spirit of togetherness was an important gesture which all citizens must forever live to cherish in order to foster economic prosperity in Zambia.

He said this today when journalists drawn from various media organisations and officials from Ministry Lands, Natural Resources and Environmental Protection planted trees at his residence ahead of the World Press Freedom which falls on May 3, every year.

Dr. Kaunda said the tree planting exercise, which is being spearheaded by government, is an important programme because trees support life.

He said today’s tree planting exercise symbolised the growth of the media industry in Zambia.

The former President said the tree planting exercise should continue to be implemented in many parts of the country.

And speaking at the same function, former Media Institute of Southern Africa (MISA) Zambia Chairperson Henry Kabwe said journalists should reflect on their past achievements as they celebrate this year’s World Press Freedom Day.

Rupiah Banda to appear in court this morning

Former republican president Rupiah Banda is this morning expected to appear in the magistrate court in a case in which he has been charged with abuse of authority of office.
Mr. Banda was yesterday arrested and later released on police bond in connection with a Nigerian oil deal.

This was after the former head of state appeared for interrogation before the government joint investigations team at the Drug Enforcement Commission (DEC) offices.

Mr. Banda, who is being represented by his lawyers Sakwiba Sikota, late former republican vice president George Kunda’s wife Irene and Professor Patrick Mvunga, was only released after providing two working sureties and paying Kr 500, 000 in his own recognisance And his lawyer Sakwiba Sikota says the truth will be the only defense in his clients’ case.

Interrogations in the matter are scheduled to continue on Thursday 4th April, 2013.

Continued stay of Malawian Judge undermines Zambia’s Judicial system -JAWUZ

The Judicial and Allied Workers Union of Zambia (JAWUZ) has observed that the continued stay of Malawian Judge, Lovemore Chikopa in the country is demeaning the country’s judicial system.

JAWUZ secretary general Vincent Makondo has since reiterated his union’s call for Judge Chikopa to go back to his country and only return to Zambia when his services will be needed.

Mr. Makondo said the fact that Judge Chikopa’s continued stay in the country is not clearly explained, it will create an impression that the executive is trying to create a parallel judiciary.He was speaking to QFM in an interview.

In May 2012 President Michael Sata swore in Malawi High court Judge Lovemore Chikopa and three other members of the tribunal – former High court Judges Naboth Mwanza and Thomas Ndlovu while Chipili Katunase Magayane was the secretary.

They were expected to investigate the alleged professional misconduct of three Judges he claimed acted unprofessional in the case involving a $2.7 million loan to a local airline in case involving the Development Bank of Zambia (DBZ) and Post Newspapers Limited, JNC investment holdings and Mutembo Nchito.

However two of the three suspended judges, Nigel Mutuna and Charles Kajimanga obtained a stay to prevent the tribunal from sitting to hear their alleged impropriety pending the full determination of the judicial review by the High Court.

The two Judges asked the High Court to quash President Michael Sata’s decision to constitute a tribunal to conduct investigations of alleged impropriety or incompetence.High Court Judge, Fulgence Chisanga on May 16,2012, granted the duo leave to apply for judicial review which would operate as a stay of Mr Sata’s decision.

The State then immediately applied to the High Court to have the stay of execution of the tribunal revoked but the Zambian high court maintained its ruling to suspend the special tribunal.

High Court Judge Flugence Chisanga dismissed the application on grounds that the application by the state was premature.Judge Chisanga disagreed with Solicitor General Musa Mwenye’s submissions that the investigations to be conducted by the tribunal could not be stayed simply because the process is investigative in nature.She stated that the proposition is not correct as the investigations pertain to the removal of Judges from office and are not criminal in nature.Judge Chisanga further stated that her firm position is that the investigations, being non-criminal in nature are amenable to be stayed.

The State then filed a notice of appeal in the Supreme Court to challenge Justice Chisanga’s decision.

Supreme Court set July 17 2012 as the appeal date.The case was then adjourned to August 28, 2012.When the much anticipated August 28 date came the Case was adjourned again.The case has is still pending.

There has been concern form various organisations at Judge Chikopa’s continued stay in the country at the expense of tax payers.It is also uncertain whether the other tribunal members are also being maintained on tax payers expense.The African Parliamentarian Network against Corruption (APNAC) last year challenged government to state clearly what Malawian judge Lovemore Chikopa is still doing in the country when the tribunal he is supposed to head has not yet commenced sitting.APNAC chairperson Cornelius Mweetwa said the continued stay of Judge Chikopa in Zambia is a serious abuse of public resources and that it sends a clear message that he will be compromised.

In May 2012 the then Justice minister Sebastian Zulu was quoted as saying ‘If the Supreme Court takes a longer time to hear the matter, I agree that the judge should first go back to Malawi until the matter is disposed of in court.’

However the then Minister of Information and Broadcasting Services Mr Sakeni said concerns about the continued stay and expenditure on the Malawian judge are unfounded because Government had budgeted for his coming to Zambia.

ZDDM petitions Speaker of the National Assembly

The Zambia Direct Democracy Movement (ZDDM) has written to the Speaker of the National Assembly Patrick Matibini asking him to explain whether or not his decision to allow debates in a matter involving a former Head of State did not amount to abuse of Parliamentary privileges.

The ZDDM has contended that while the Speaker allowed debates on lifting the former president Rupiah Banda’s immunity, the matter was before the Court as there was already an injunction granted pending an inter-party hearing between the executive and the complainant, the former head of state.

In letter dated March 25, 2013 addressed to the Speaker of the National Assembly and copied to QFM in Lusaka today, the ZDDM leader Edwin Sakala has also reminded the Speaker of the reply date July 18, 2012 he had given in response to a ZDDM petition dated June 28, 2012.

In the June 18, 2012 letter, the ZDDM was requesting that the Parliament makes a decision on the allegations that were leveled against the current Director for Public Prosecution Mr. Mutembo Nchito to which the Speaker had responded that House was retrained to discuss such a matter as it was already in Court.

The ZDDM has wondered why the Speaker did not restrain debates in the House when a motion was being passed to lift the former Head of State when such a matter was already before the Court of Law.

The opposition ZDDM has further observed that the action that Speaker had taken has the capacity to bring tension in the country among people with different political beliefs.

Court issues warrant of arrest against the a George Mpombo for failing to show up in court

The Lusaka Magistrate’s Court has issued a bench warrant against former Minister of Defence George Mpombo for absconding from court proceedings in a matter in which he is charged with theft by public servant, forgery and uttering a false document.

Chief resident Magistrate Joshua Banda issued a bench warrant yesterday when the matter came up for mention and fixing of new dates in order for Mr Mpombo to open his defence but both the accused person and his lawyers, Abraham Mwansa were not present.

Mr Banda noted that Mpombo had absconded from court on several occasion and gave the accused person a benefit of doubt in the last sitting by adjourning the matter to yesterday hoping the accused would avail himself to court.

“This matter has been coming on several occasions and the accused has not been coming as such an application for bench warrant has to be made, I therefore issue a warrant of arrest against the accused person returnable on April 8 this year,” Mr Banda said.

Magistrate Banda found Mpombo with a case to answer early this year and placed him on defence but since then the accused person had not opened his defence yet.

Divisions Prosecutions Officer Desmond Mwanza told the Court that it was not the first time that the accused person had stayed away from court proceedings and that his office had made efforts to secure his attendance.

“I took an opportunity to see the Director of Public Prosecutions (DPP) Mutembo Nchito who also tried to liaise with the defence counsel so that he can find his way to court today (Yesterday) but failed,” Mr Mwanza said.

In the matter, Mpombo is on an unknown date but between June and September 2008 in Lusaka, jointly and while working together with other unknown persons being a public servant as minister of Defence stole K18 million which came into his possession by virtue of his employment.

In the second count, Mpombo is charged with forgery contrary to Section 342 and 347 of the Penal Code Chapter 87 of the Laws of Zambia.

It is alleged that Mpombo, while working together with others unknown forged a tax invoice number 6358 and receipts number 2846 and 4468 purporting to show that these were genuinely issued when in fact not.

In count three, Mpombo is charged with uttering a false document. It is alleged that Mpombo between June 9 and September 15, 2008 in Lusaka, knowing and fraudulently uttered false documents namely two receipts, tax invoice and retirement of special imprest forms to Winniver Simwinji Mhlanga.

Chirundu man commits suicide by driving his car into Kafue River.

A 37-year-old man of Mission Compound in Chirundu has committed suicide by driving his car into Kafue River.

A local police source, who confirmed the development to ZANIS in an interview this morning, said Starford Kapusuneli, a Tour Guide at Kanyemba Lodge, died on Saturday around 18:00 hours when he drove his car into kafue river in high speed.

The police, however said the body of Kapusuneli, was later retrieved on Saturday night by a combined team of officers from Chirundu police station with the help of the community members.

And according to the eyewitnesses, who sought anonymity at pontoon in Chirundu where the incident occurred, disclosed in an interview that they saw a Toyota carina registration number ABZ 2813 in a very high speed with lights on and windows closed which was coming from Chirundu town.

They said it surprised them to see a vehicle with such speed driven straight into a river.

They added that it was too late for them to rescue Kapusuneli because the car was already drowned into the deep water by the time they thought of rescuing him.

The eye witnesses said that Kapusuneli was alone in the car and was on a suicide mission.

Meanwhile the deceased’s brother, Richard, narrated that earlier in day Kapusuneli wrote a letter to his family members instructing them on how they should share his properties.

The letter was left with his nephew, John while together with Kapusuneli at the plot where he was building his house.

Richard said Kapusuneli’s letter was delivered to him by John.

He said later in the evening on Saturday, he received a call informing him that Kapusuneli has died in the river.

The body of the deceased is laying in the mortuary at Mtendere Mission Hospital in Chirundu.

And Gift Chanda, a resident who visited the funeral house, said the death of Kapusuneli was a loss not only to the family members but to the entire community.

Mr Chanda, however, advised members of the community to turn to God for guidance in terms of problems, saying that committing a suicide was not a solution.

Kambwili Brands Zambia Rubbish

The Government has threatened to disband Chipolopolo following the team’s 1-1 draw with Lesotho in Sunday’s away 2014 World Cup qualifier in Maseru.

Sports Minister Chishimba branded Zambia’s 1-1 draw in Lesotho as rubbish.

Kambwili said FAZ and the entire national team must take resposibility over Zambia’s recent poor showing.

“I want to warn FAZ and the players that if they don’t improve their game we will be forced to withdraw sponsorship as government and disband the team. The result that we saw yesterday (Sunday) can only be described as rubbish,” he told ZNBC Sports on Monday.

“We have given them enough resources and what we are getting leaves a lot to be desired.

“We can’t continue spending tax payers money like this without getting results. We were drawing at the Africa Cup and we have continued with the same.

Ahead of the Lesotho match, Kambwili had told Chipolopolo that qualification to the 2014 FIFA World Cup was non negotiable.

Win Over Power Important Says Warriors Coach

Kabwe Warriors coach Dick Ngwenya has described his side’s away 1-0 win over Power Dynamos on Sunday as an important result.

Veteran striker Musonda Mweuke scored a lone goal at Arthur Davies Stadium in Kitwe to help Warriors collect three points in a FAZ Super Division Week Two match.

In a postmatch interview, Ngwenya said Warriors’ first win in the new campaign has given the promoted side hope.

He said the win has further confirmed that Warriors has remained a force to reckon with on the local front.

“It is an important win for us. We came from a loss last week and today (Sunday) we improved,” he said.

“Warriors is also a big team just like Power Dynamos so this win gives us hope that we have a team,” Ngwenya said.

Warriors’ next match is against Red Arrows at Godfrey “Ucar” Chitalu Stadium in Kabwe.

Peter Chitila says Renard Should Be Sacked

Ex-Chipolopolo defender Peter Chitila has called for the dismissal of Coach Herve Renard following Zambia’s 1-1 with Lesotho in an away 2014 FIFA World Cup qualifier on Sunday.

Chitila, who featured at the 1998 Africa Cup in Burkina Faso, charged that Zambia won’t qualify to the World Cup if Renard was maintained.

The former Power Dynamos defender stated that Renard was not good at analysis matches whenever Zambia was playing.

“It’s a déjà vu Lesotho 1-1 Zambia. I welcome all my critics reacting negatively to my comments but I will remain positive and stick with the same comment Zambia won’t see the World Cup as long as they keep this coaching staff,” Chitila wrote on his facebook page.

“This coach has proved time after time that he doesn’t know modern soccer movement on the pitch and its proving. We bowed out of the AFCON by drawing with 10-man Ethiopia .Now its Lesotho, we don’t deserve to go to Brazil not even by luck because it will be an embarrassment to play the World Cup in South America,” he added.

“Kalusha Bwalya should we say he is getting rusty or relaxed not realizing we are not going to the World Cup. It looks like the $100,000 they made over this last year has made the entire group big headed and think they can beat any team by showing pictures of lifting the Africa Cup,” Chitila said.

He claimed that a local coach would do better.

“Who ever is responsible please give this technical bench a rest .We need a local coach to take over now not later while we wait for return match in Zambia. Pick a new coaching staff and pick a local coaching staff.

“We have Charles Musonda he lives and sleeps modem soccer he’s career was over shadowed we know how please bring him in. Peter Kaumba, Dennis Lota, Tenant Chilumba, Martin Mwamba, Steven Mwansa, Elijah Tana. Give these people a chance while we take time to find a new advanced coach.”

Zambia leads Group lead D of the World Cup qualifiers with seven points while second placed Ghana are a point behind.

Lesotho, have moved into third place with two points, and bottom placed Sudan have one point.

Former President Rupiah Banda arrested

Former Republican President Rupiah Banda this morning was arrested and later released on police bond.

Mr. Banda, who appeared before a combined team of government investigation wings, has been charged with abuse of authority of office contrary to section 99 of the penal code sub 87 of the laws of Zambia.

He was released on bond after producing two working sureties, who are MMD vice president for administration Brian Chituwo and his administrative assistance Mikatazo Wakumelo.

The former head of state has also paid KR 500, 000 in his own recognisance and will appear in the magistrate court tomorrow morning.

Speaking after his release, his lawyer Sakwiba Sikota said it is still very clear that the investigations team does not know why they are interrogating his client.

The former head of state Rupiah Banda said he is ready to go through the entire process because he is a law abiding citizen.

And confirming the arrest and release of the former head of state, investigations team spokesperson Namukolo Kasumpa confirmed that Mr. Banda has also surrendered his passport.

Mrs. Kasumpa said interrogations will continue on Thursday, 4th April, 2012.
