Opposition UPND Livingstone Member of Parliament Howard Sikwela sandwiched between PF 1 and 2-President Michael Sata and Vice President Guy Scott when he launched the Link Zambia-8000 road project in Lusaka today

A By-election is eminent in Livingstone Central Constituency after its Member of Parliament Reverend Howard Sikwela quit the post with immediate effect and Member of the opposition United Party for National Development (UPND).

Meanwhile, PF Livingstone District Chairman Fred Chibuye said the resignation of the Livingstone Central Member of Parliament had come as good news to the ruling party in particular and Livingstone residents in general.

And UPND District Secretary, Fwanyanga Lutangu challenged PF bonafide members to reject people like Reverend Sikwela as they were practicing what he termed as politics of poverty.

Reverend Sikwela has also apologized to Livingstone residents and the nation at large for the costly decision he has made at both individual and national levels.

“It is with a heavy heart that today I have to announce my resignation as Livingstone Central Member of Parliament and I further announce my resignation from the United Party for National Development (UPND),” he said.

[pullquote]“It is with a heavy heart that today I have to announce my resignation as Livingstone Central Member of Parliament and I further announce my resignation from the United Party for National Development (UPND),” he said.[/pullquote]

He attributed his resignation to the UPND’s hostility towards government, tribalism within the party and failure by the UPND to adequately support him when his election was petitioned by the Patriotic Front.

ZANIS reports that the former MP who was flanked by Patriotic Front Members said this in Livingstone today during a press briefing held at Armadillo Restaurant.

“I must confess that I failed to practice the culture of being hostile to government and hence my pronouncement in September last year, to work with government for the development of Livingstone but this provoked a lot of insults and animosity from UPND members,” he said.

Reverend Sikwela said he could not be party to this attitude as an MP needed resources from the government of the day and as such needed to work closely with them.

“I have refused to be an MP who is like clouds without rain and strongly believe an MP should think, talk and dream development,” he said.

He also advised the UPND to desist from the ‘bantustan syndrome’ and dependence on its strongholds and instead concentrate on rebranding and repositioning itself if it expected to have national representation.

Reverend Sikwela said this could be achieved if advisers surrounding UPND Leader Hakainde Hichilema built him up by being sincere with him.

And when queried over his next political move, the former MP said he was ‘an open cheque’ and would wait for advice from people adding that his resignation did not have any political affiliation.

Meanwhile, PF Livingstone District Chairman Fred Chibuye said the resignation of the Livingstone Central Member of Parliament had come as good news to the ruling party in particular and Livingstone residents in general.

Mr. Chibuye said Reverend Sikwela faced numerous challenges in his quest to bring development to the tourist capital as the UPND did not allow him to work with government.

[pullquote]“We regret his resignation especially that the reasons he has advanced are baseless and he cannot even substantiate them,” he said.[/pullquote]

“The MP cannot generate resources on his own as he needs support from government. This resignation will serve as a lesson to the next MP as he will need to work with government if Livingstone is to develop,” he said.

Meanwhile, UPND Publicity Secretary for Livingstone Neto Halwabala said his party was disappointed by Reverend Sikwela’s resignation as it would subject Livingstone residents to another unnecessary by election.

“We regret his resignation especially that the reasons he has advanced are baseless and he cannot even substantiate them,” he said.

Mr. Halwabala said contrary to Reverend Sikwela’s allegations, UPND had provided him with a lawyer to represent him in his election petition case and was not hostile to government but merely offering checks and balances.

And UPND District Secretary, Fwanyanga Lutangu challenged PF bonafide members to reject people like Reverend Sikwela as they were practicing what he termed as politics of poverty.

Mr. Lutangu said politicians such as Rev. Sikwela were selfish and only interested in getting high paying jobs at the expense of bonafide members who fought hard to ensure PF was ushered into power.

Livingstone is set for a second by election since the September 20, 2011 General Elections which saw MMD’s Lukulo Katombora elected as Livingstone MP.

However, The Livingstone High Court nullified his election following irregularities after UPND and PF candidates petitioned the election results.

A by election was set by the Electoral Commission of Zambia (ECZ) for July 5 2012 and Reverend Howard Sikwela emerged winner after beating his closest rival, PF candidate Josephs Akafumba.

Friends of Tionge and the Ride for Zambia

Friends of Tionge and the Ride for Zambia

 Who are we?

Friends of Tionge is a foundation that has been established independently by Monash University students from the Gippsland and South Africa campus’s.  This foundation is based in Zambia, the home of the foundation’s founding member – Rachael Chenda.

Friends of Tionge has been established to support disadvantaged children and teenagers in Lusaka, the capital of Zambia. Lusaka has a large number of teenagers living on the street with no immediate support. This foundation aims to supply programs such as youth counseling, health education, recreational programs as well as adult literacy and others. The foundation also plans to offer support to talented individuals who would otherwise not have the support they need to succeed in their field.

What is Ride for Zambia?

In 2013 Friends of Tionge member and Monash university student Clinton Bush, and his close friend and fellow bike enthusiast Michael Heyne plan to ride two motorbikes, unassisted from London to Cape Town (South Africa).  The purpose of this ride is to raise money and awareness for the foundation and give it the kick-start it needs to be successful in helping disadvantaged youths.

We have chosen to ride motorbikes as we are both bike enthusiasts and feel that this will provide us with an experience that cannot be matched in a four-wheel drive.  We also believe our journey will be symbolic of the long and grueling journey to success which many of these youths in Zambia will face.  We are both experienced independent travellers and together have covered over 50 countries.  We will be starting our journey in London as we have a contact that will allow us to use his workshop to set the bikes up before the trip.  We have also chosen to complete the journey in Cape Town as this is the southern most city on the continent of Africa.  The trip will also be documented and filmed and we have established contacts in the film industry in South Africa who have agreed to edit and assist us in creating a documentary of the journey.

The route we are taking was deliberately chosen as we believe this will give our journey a wide variety of riding conditions, plus the opportunity to experience and document the many different cultures in Africa.  Problems such as homeless youths are not limited to Zambia.  By travelling through such a diverse array of countries we hope to be able to bring the reality of the struggle these young people face in other areas of Africa.

How can you help?

Currently we are looking to gain sponsorship for the journey and donations towards the foundation.  Our financial sponsorship goal for the journey is $30,000.  We are also aiming to raise as much money as we can to help establish a youth center in Lusaka. Our medium term goal is $100,000. All Donors will be sent a personal thank you card from the small team at Friends of Tionge and an update on the foundations activities. We believe we are a fantastic organization to become involved with as we are brand new, are operated independently by young energetic local university students who have the passion to make change, but need your partnership and support!

We are currently meeting with representatives from channel Prime 7, Win 9 and the ABC TV and radio program regarding support and airtime for our cause.  There is an opportunity here for publicity for any business or individual who wishes to be a major sponsor of the journey.

Vision

Is to share the Gifts of life

Mission

Friends of Tionge is a non partisan not for profit organisation which stands and believes in nurturing young lives, Talents, Skills, Education & Friendship.

Our Story

Friends of Tionge was formed in Lusaka, Zambia in the year 2006 during a children sporting Festival at the BP complex. A lot of children met that day to compete and have fun. It was during this time that Rachael Chenda and Maxwell Chungu met a young child by the name of Tionge.  Tionge, Maxwell and Rachael became friends on that day and it seemed the friendship could go on forever, even though there was a difference in age and physical fitness. Tionge was physically challenged and was restricted to a wheel chair.

The three became a team that day and shared one thing in common. “The gift of life and play.” Rachael Chenda and Maxwell Chungu had so much fun that day that they agreed that every young soul, child or person deserved better play.  It was their view that every person should have a life full of promise, a life full of energy, fun, friendship, laughter, life skills and recreation.

Tionge means “thank you”, which is appropriate as we believe one of the main purposes of Friends of Tionge is to help young people appreciate life and friendship and say thank you for the gift of life, the gift of parents and the gifts of friends.

It was at this juncture in life that Maxwell Chungu and Rachael Chenda put their ideas together and began the first concepts of the organisation that is named after their beautiful friend Tionge.  For serveal years the project was put on hold as Rachael moved from Zambia to South Africa to study at Monash University.  Rachael is now completing her degree and has teamed up with personal friends who attend the Gippsland campus and the project is now back in full swing

Workers employed by China-Jiangxi to construct the new provincial government office block in Chinsali district of Muchinga Province today protested at the permanent secretary’s office over alleged poor working conditions and inhuman treatment by the Chinese contractor.

The Irate workers have complained that since their engagement three months ago, they have not signed any formal contract that stipulate their work conditions saying transport to ferry them to the project site, about eight (8Kilometres) away has been withdrawn; a situation they have described as pathetic.

Among other problems highlighted include, non-payment of tools allowances despite them doing the work with their own handy equipment saying what has incensed them more is the withdrawal of transport to ferry them to the construction site without paying them any allowance.

The group leaders who sought anonymity told ZANIS that the use of abusive language and beating of workers is slowly creeping in the work environment citing a recent incident in which a named 28 year old casual worker was hit with a shot button on his back but the matter was not reported to police as it was sorted out amicably.

The irate workers said among the 70 workers include skilled labour force of carpenters, bricklayers and general casual workers who are all getting the same daily wage of KR15 per day.

And District Commissioner (DC), Evelyn Kangwa has denounced the engagement of Chinese contractors saying many of these firms do not heed to the Zambian labour laws of the land as reported in most cases.

She explained that since the arrival on site of the contractor, there has been no tangible works to report about despite government pouring in huge financial resources saying there is no equipment at the site only five Chinese foremen and a supervisor and the 70 man- Zambian workforce that are seen to be making the site busy.

The senior government official threatened to chase the contractor out of the district if such reports continue surfacing adding that her office has extended a human hand by providing the state house which is supposed to be official residence for the district commissioner to the Chinese nationals which they are currently using for their accommodation.

Miss Kangwa has demanded that the contractor should fully adhere to the contractual obligations saying she will soon study the contents of the document to acquaint herself of what is expected of them.

And Deputy Permanent Secretary, Jewis Chabi has assured the irate workers that his office will soon dispatch the Provincial Labour Officer to meet with the contractor, who is currently in Lusaka, to iron out all contentious issues to avoid delaying the works.

Mr.Chabi said it is worrying that just three months after the contractor engaged the workers; threats of work stoppage are surfacing saying the project to construct the new Government Administration block is supposed to run for 18 months saying such acts may just derail the works.

He assured the workers that transport to ferry them to the construction site will be provided to them as he has spoken to the site supervisor on phone who has issued such instructions to his foremen, a move that cheered the group who later swung in action to return to work.

First Republican President Dr Kenneth Kaunda calls for stiff laws on the management of the country’s natural resources

First Republican President Dr Kenneth Kaunda called for stiff laws on the management of the country’s natural resources. Dr Kaunda said there is need to put an end to unnecessary cutting trees in the country.

Dr Kaunda was speaking at the launch of the National Tree Planning Programme in Kanakantapa in Chongwe district yesterday,

A total of 25 million trees are expected to be planted countrywide during the same programme.

Speaking at the same function, Chieftainess Nkomesha Mukambo II thanked government for attaching great importance to the reforestation and aforestation programme in the country. Chieftainess Nkomesha thanked government for choosing Chongwe as the first pilot area.

She explained that Chongwe district is one of the many towns in the country that have the highest deforestation rates because of its location to the highest charcoal demanding market of Lusaka and the surrounding areas.

The traditional leader further bemoaned the previous government’s neglect to revamping the forest sector a situation she said has continued to accelerate the deforestation rates resulting in most rivers drying up in most parts of the country.

The traditional leader also urged government to emulate the first republican President Dr Kenneth Kaunda style of governance of ensuring that tangible measures are put in place to resuscitate the forestry sector.

Chieftainess Nkomesha further thanked the PF government for revamping the many developmental programmes neglected by the previous regime especially those which were of economic value to the country.
The event was attended by several Cabinet Ministers, Deputy Ministers, Permanent Secretaries and Diplomats accredited to Zambia.

And earlier President Michael Sata launched the National Tree Planting Programme (NTPP) with emphasis on revamping the forestry sector in the country. President Sata said government will also restructure the forest department in the ministry of lands so that it can effectively implement the national tree planting programmes (NTPP).

Mr Sata said once the department is effectively restructured, it is expected to create more than 200,000 jobs in the short term.

The Head of State said this is in line with the PF government’s commitment to create employment opportunity to the Zambian people a noble task at which it was ushered into government.

Mr Sata said this in a speech read on his behalf by Justice Minister Winter Kabimba at the launch of the National Tree Planning Programme in Kanakantapa in Chongwe district yesterday.

A total of 25 million trees are expected to be planted countrywide during the same programme.

And Lands Minister Wilbur Simuusa said government will soon lift the ban on timber licensing in the country after consultations with key stakeholders.

Mr Simuusa also said government is seriously working out modalities of coming up with serious measures on the rampant charcoal burning in the country, a move he said will assist in streamlining the rampant cutting of timber trees.

Mr Simmusa further said there is need for serious sustainable, management and reforestation programme and called for adequate support from all key stakeholders in the country.

Health Minister Dr Joseph Kasonde

THE cholera death-toll in Luapula Province has risen to three, Health Minister Emmanuel Kasonde has confirmed.

Both Dr Kasonde and Nchelenge District Commissioner Joseph Chisakula said in an interview yesterday two people had died from suspected Cholera which has broken out in Nchelenge and Mwense.

Dr Kasonde said the latest cholera deaths had been reported in Nchelenge and that stringent measures were being deployed to curb further deaths.

“Yes I can confirm that we have a total of three deaths from cholera in Luapula and health officials in the Province are doing everything to curb the situation from worsening,” Dr Kasonde said.

Separately, Mr Chisakula confirmed the District was putting in place counter measures to prevent a further spread of the disease.

Enock Kunda died on Tuesday in Mwense District’s Mambilima Mission Hospital where 36 patients had been admitted.

Mwense District Commissioner, Victor Kasuba said 35 patients had been moved from the mission hospital to Mulundu Basic School where a cholera center had been established.

Two other patients had been admitted to Chibondo Health Center. The first cases of cholera were reported on Sunday and samples had been taken to Mansa General Hospital, where results proved positive for the water-borne disease.

District health officials had since appealed to residents in Mwense and surrounding areas to limit their movements particularly avoiding the border areas with the Democratic Republic of Congo (DRC).

The DRC’s Kasenga District also had confirmed cholera cases.

The Ministry of Health had already put in place various medical interventions including a steady supply of drugs.

Members of the Foreign Affairs Committee of the Danish Parliament and officials from their Zambian embassy are dwarfed by giant 300-tonne Komatsu dump truck on their recent visit to the Chingola Open Pits operations of Konkola Copper Mines.

The mining sector has contributed more than 63 % of Zambia’s earning from Foreign Direct Investment (FDI) pledges during the third quarter of 2012.

Zambia Development Agency (ZDA) Research, Planning and Policy Director Florence Mumba says out of the total earnings of about $2.8 billion (KR 14.2 billion) the mining sector raked in investment of more than $1.7 billion (about KR8 billion).

Ms Mumba was speaking to ZANIS in an interview in Lusaka today.

She said through the FDIs mining had also scored the highest number of pledged employment opportunities of over 1,200 jobs.

Ms Mumba attributed FDI inflows in mining to sound economic policies by the government and also the investor confidence in the Kalimbila project which is to become Zambia’s largest single mine with production capacity of more than 300,000 tonnes of copper outturn.

She revealed that Energy and manufacturing sectors also generated substantial earnings from the FDIs with energy raking in $700 million (about KR 3.5 billion) and manufacturing bringing in $92 million (KR 460 million) and job pledges being 115 and 754 respectively.

And Ms Mumba has said ZDA has identified several sectors for the year 2013 likely to continue attracting FDIs among them infrastructure, tourism, agriculture, agro processing, manufacturing, and energy, stating that the latter was the cornerstone for all development.

She explained that every sector depended on energy and therefore when that sector was sorted all other sectors fulfilled their potential and drove the economic development of the country.

UPND to field candidate in the Mpongwe by election

UPND Deputy Spokesperson Cornerlius Mweetwa
UPND Deputy Spokesperson Cornerlius Mweetwa

United Party for National Development (UPND) Spokesperson, Cornelius Mweetwa has told ZANIS that his party his ready to take part in the Mpongwe and local government by-elections across the country.

Mr Mweetwa said his party has since received four application letters from its members wishing to stand on the Mpongwe Parliamentary seat.

He said a team of experts has since been sent to Mpongwe to carry out an analysis before a final decision is made.

He said the UPND would want to fill in a candidate of the local people’s choice who understands the situation and problems that Mpongwe has been going through.

The UPND spokesman however stated that his party will take time to scrutinise its members wishing to contest in order to avoid members that could easily be poached.

Mr Mweetwa further told ZANIS that his party will take this opportunity to show the country that UPND is the only credible, reliable and predictable party by providing meaningful discourse on national issues.

He however stated that the party is ready to work with any other opposition parties for the purpose of giving checks and balances to the government but added that it can never work with the ruling party.

Meanwhile Alliance for Democracy and Development president Charles Milupi refused to comment on the matter when asked whether his party was taking part in the Mpongwe By- Elections.

And -Zambia Direct Democracy Movement (ZDDM) President Edwin Sakala says it is pointless for the opposition to filed in individual candidates in the Mpongwe Parliamentary By-Elections.

Mr Sakala told ZANIS in a telephone interview that despite his party not participating in the Mpongwe By-elections it is still discussing with other political parties on which party to support.

He said political parties should learn from the 2011 General elections where votes seemed to have been split among numerous political parties instead of putting up one strong campaign that will yield results than giving more chance for the ruling party to win without any difficulties.

Mr Sakala however hinted that his party in 2016 will be among the strongest opposition parties which will be able to challenge the current government.

Masebo should stop crying like a baby-Belemu

Mr. Ephraim Belemu, UPND Mbabala MP and Chairman for Tourism
Mr. Ephraim Belemu, UPND Mbabala MP and Chairman for Tourism

UPND Chairperson for Tourism Ephraim Belemu has criticized the manner in which Tourism Minister Sylvia Masebo is handling the ZAWA scandal.

Mr. Belemu who is also Mbabala MP said it was irregular for Mrs. Masebo to fire the ZAWA Directors in the absence of a Board.

“The first thing she did when she became Minister was to fire the Board constituted by Hon. Lubinda when he was Minister responsible for Tourism. She has failed to put in place a Board all this time and she is now making irregular decisions. This is bad governance of the highest order” Mr. Belemu said.

Mr. Belemu who served as Director of Marketing at Zambia Tourism Board before venturing into politics claimed that Mrs. Masebo’s decision to cancel 19 safari hunting concessions was meant to benefit some PF sponsors.

“A Minister cannot just wake up and fire Directors and Managers at a public institution created by an Act of Parliament without recommendations from the Board. This level of interest from Mrs. Masebo in ZAWA is highly suspicious,” he said.

“We know that she was brought in to undo what Hon. Lubinda wanted to do at ZAWA. Hon Masebo is now desperate to reward those people that supported the PF financially. Our challenge to her is to stop complaining and start providing solutions.”

Mr. Belemu said Mrs. Masebo has spent a lot of time complaining about the state of the wildlife sub sector without offering any credible solutions.

“She should stop crying like a little baby, if she has seen planes carrying our animals illegally then the question should be what has she done about it?”

The UPND Tourism Chairperson also observed that Mrs. Masebo’s statement on animals being airlifted has the potential to compromise national security.

“We have been told by Ministers of Defence and Home Affairs that our borders and airspace are fully secure and now Mrs. Masebo is telling us that our airspace is porous and foreigners are easily airlifting our animals illegally. She is in government and she is supposed to be telling us what her government is doing to stop this if at all it is happening.”

During a news briefing on Wednesday, Mrs. Masebo claimed that some high levels of corruption at ZAWA have led to some foreigners illegally airlifting Zambia’s wildlife from game parks.

Mulongoti urges church body to condemn injustices and speaks out against Masebo’s revelation of loopholes in the Zambian airspace

Mike Mulongoti addressing the media at the conference
Mike Mulongoti addressing the media at the conference

Former Works and Supply Minister Mike Mulongoti has come to the defence of Evangelical Fellowship of Zambia Executive Director Reverend Pukuta Mwanza on his sentiments of the alleged abuse of the Public Order Act, with a call on other church mother bodies to condemn injustices in the country.

Speaking in an interview , Mr. Mulongoti said he is shocked that government has come out strongly in condemning Reverend Mwanza for speaking against the injustices in the country.

He encouraged Reverend Mwanza and other stakeholders to be strong and continue speaking for the voiceless in the country.

The former cabinet minister says it is highly hypocritical for the PF to turn around and stick to the laws they condemned while in opposition.

Mr. Mulongoti said the Patriotic Front should not forget that while in opposition, they enjoyed whenever the church condemned injustices by the MMD government.

He has therefore urged Chief Government Spokesperson Kennedy Sakeni to find solutions to issues that Zambians want the government to address as opposed to condemning the truth.

Chief Government spokesperson Kennedy Sakeni was recently quoted as saying that the Foundation for Democratic Process (FODEP) and Evangelical Fellowship of Zambia (EFZ) in particular were issuing statements that were “inflated and lopsided” on the Public Order Act.

It is clear that the EFZ executive director Pukuta Mwanza and FODEP’s McDonald Chipenzi are determined to ignore the fundamental realities of governance for selfish motives.

“To suggest abuse of power by the State especially on the Public Order Act is the worst form of lies and deceit that can ever come from two self-respecting leaders of the civil society that claim to mean well for the country,” Mr Sakeni said.

Meanwhile, Mr. Mulongoti says the revelations by Tourism Minister Sylvia Masebo that some people have secretly been flying planes into Game parks to illegally airlift government trophy, has the potential to jeopardize the country’s security.

Mr. Mulongoti said the matter is sensitive and that Ms. Masebo should have sealed the loopholes secretly without alarming the nation,a situation he said raises security questions.

Clifford Mulenga: 2012 Was a Forgettable Year

25

Clifford Mulenga says he wants to quickly forget the year 2012 branding it as the worst year of his life.

Mulenga of South African side SuperSport United said he is hoping for a better 2013.

The speedy winger was expelled from the Chipolopolo squad during the 2012 Africa Cup in Gabon and Equatorial Guinea on disciplinary grounds.

Mulenga however said he picked lessons from the ended year.

“To be honest it was the worst year of my life. It was really a terrible year for me I want to really forget. It has taught me a lot and I am hoping to learn from what happened and make 2013 much better,” Mulenga told Radio Icengelo via telephone.

He also talked about his desire to earn a regular place at SuperSport.

PF leadership in Mwinilunga want District Education Board Secretary removed for sharing a platform with opposition UPND MP

28

Mwinilunga District Education Board Secretary, Dorothy Maseke has come under fire from the Patriotic Front (PF) leadership that want her removed from the district in the area for sharing a platform with opposition UPND MP, Stephen Katuuka.

The PF leadership, led by Mwinilunga district chairman, Godfrey Foloshi and Constituency chairman, August Kampelembe, presented a petition to District Commissioner, Victor Kayikesi today demanding the removal of Ms Maseke.
Mr Kayikesi confirmed receiving the petition which he said he will send to North Western Permanent Secretary, Augustine Seyuba for a decision.

The DC said the ruling party leadership in Mwinilunga is incensed by the decision of the DEBS to hold a meeting in Kayama Ward alongside the UPND MP, Mr Katuuka.

Mr Kayikesi said the PF leadership has also accused Ms Maseke of allowing the opposition MP to drive on her official GRZ vehicle when travelling to Kanyama Ward where the date of a by-election has already been announced.

The DC said he has been in touch with Ms Maseke, who has told him that she went to the area to discuss with the community over the plans by provincial education authorities to open the new secondary school which has been under construction.

The provincial administration plans to open Kayama Technical High School on January 14, 2013.

Asked about his view whether he thought Ms Maseke’s visit had a political campaign motive, Mr Kayikesi said it was difficult to know her political position.

He said what has sparked the demands by the PF leadership to have the DEBS removed is that she was in wrong company of an opposition leader in an area that is politically sensitive due to a local government by-election that is underway.

However, the DC said what he knows is that the DEBS has been working under instructions from the Provincial Education Office to have the uncompleted school opened.

He said the party officials are also against the idea of opening the new secondary school when the toilets are not completed and there is no water, electricity and text books.

Mr Kayikesi said he supports the view of the party officials that the school must not open because the environment is not yet conducive for learning.

The Bank of Zambia has with immediate effect introduced a cap on the effective annual lending interest rates that licensed non-bank financial institutions can charge their customers.

This follows similar recent measures taken on commercial banks by the central bank.

Bank of Zambia Head of Public Relations Kanguya Mayondi in a statement released to media said that this measure has been necessitated on account of the exorbitant interest rates that some non-bank financial institutions have continued to charge their customers.

Mr Mayondi explained that the capping of interest rates is aimed at making borrowing from non-bank financial institutions more affordable and equitable especially to the vulnerable micro-borrowers served by this sector.

He said that as a consequence, the maximum effective annual lending interest rate for non-bank financial institutions designated as microfinance service providers by the Bank of Zambia shall not exceed 42%.

He said that consequently, the Bank will designate non-bank financial institutions qualifying under this measure.

Mr Mayondi added that the maximum effective annual lending rate that will be charged by all other non-bank financial institutions will not exceed 30%.

He said that the interest caps of 42% and 30% have been arrived at by multiplying the commercial bank maximum effective annual lending interest rate, which currently stands at 18.25%, by factors of 2.302 and 1.644, respectively.

He stated that the Bank of Zambia will periodically revise the factors applicable to the non-bank financial institutions interest caps, in response to changes in economic fundamentals and the commercial bank rate.

Mr Mayondi further added that the conditions will apply to new loans written, while existing loans will be allowed to run their course on the current terms unless refinanced.

Meanwhile the Bank of Zambia has directed commercial banks and business entities to accept cheques issued prior to 1st January 2013 in the old currency.

Head of Public Relations Kanguya Mayondi said that the central bank has received reports that certain business entities and some commercial banks are turning away customers holding cheques prior to 1st January 2013 in the old currency.

Mr Mayondi said that cheques issued prior to 1st January 2013 in the old currency are just as good and should accordingly be accepted and processed.

He reminded all business entities and commercial banks that the cheques have a validity period of six months and therefore cannot be deemed to be invalid because of the currency rebasing exercise.

Mr Mayondi said that Cheques, therefore, should be accepted accordingly as they will be processed through the banking system by dividing the amounts by 1,000 to convert the values into the rebased currency.

He said that the Bank of Zambia, in this regard, wishes to remind all business entities and commercial banks that cheques issued prior to 1st January 2013 and in the old currency must be recognized and accepted as payment in order to ensure that well-meaning customers are not inconvenienced.
