Mealie meal shortage persists in Kitwe as traders start selling 25Kg bag at K75 000

There was confusion at Kitwe’s Mpongwe milling retail outlet yesterday as scores of traders and consumers struggled to buy mealie meal.

Some consumers had travelled from as far as Kalulushi and surrounding areas in the district and spent the whole day queuing for the commodity with others failing to buy a single bag of mealie meal.

The shortage of mealie meal has forced some traders to sell a 25 kilogramme of the commodity to about K75,000.

Mpongwe milling company in the second class trading area along Langashe street is supposed to sell mealie meal to consumers but retailers thronged the out let buying the commodity in bulk.

Mark Corporation director Mark Chisanga said that it was difficult to buy the commodity as some unscrupulous dealers were buying as much as 100 bags.

Mr Chisanga, who operates his business in Kitwe West, said that the sales people at Mpongwe milling have allowed consumers and traders to buy less than ten bags but some unscrupulous people were managing to buy as much as 100 bags.

“Before the shortage we would buy about 100 bags but the situation is now different. The shortage has made the price of mealie meal to skyrocket. I bought a bag from one milling company at K60,000 and sold it at K75,000. The shortage has persisted for the past two weeks now,”

Mr Chisanga said A resident of Kalulushi, Mercy Chansa said she arrived at Mpongwe milling around 7 am but managed to buy a bag of the commodity.

Mrs Chansa charged that there was corruption in the way the commodity was being sold to traders as most of the mealie meal has already been bought in advance even before being transported from the milling plant.

“The mealie meal is being bought through the cellular phone by people and most of it is already bought with some buying over 100 bags when the majority of the people are struggling to buy a single bag,” Mrs Chansa said.

A trader at Nakadoli market, Maria Kamboyi reported at 5 am and claimed that hundreds of bags of the commodity finished while she was still in the queue.

“A bag of 25 kg mealie meal is being sold at K48,000 and I am selling it at K55,000 at Nakadoli market,” Ms Kamboyi said.

A notice at the entrance of Mpongwe milling sales office was pasted and read that each customer was allowed to buy three bags while retailers are advised to buy the commodity in bulk from the milling plant.

The Zambia National Farmers’ Union (ZNFU) president Jervis Zimba says it is monitoring the shortage of mealie meal in some parts of Kitwe.

Meanwhile, Kitwe District Commissioner Elias Kamanga has attributed the shortage of mealie meal in Kitwe to rampant smuggling of the commodity to the neighbouring Democratic Republic of Congo (DRC) through Kasumbalesa border post.

Final Draft Constitution ready by June 2013-kabimba

Justice Minister Winter Kabimba says the Final Draft of the National Constitution would be submitted to Government by the Technical Committee by June 2013.

Mr Kabimba in his policy statement presented to parliament today, said the First draft of the national constitution is currently undergoing debate at district and provincial levels throughout the country.

He said the Patriotic Front (PF) Administration is determined to deliver a people driven constitution which will be inclusive of all the views of the Zambian people.

He urged Zambians to be patience as they wait for the people driven national document which he said would embrace all the views of the citizens of this country.

Mr Kabimba also told the house that from November, 2011 to September 2012, the Technical Committee charged with the responsibility of coming up with a constitution which is going to stand a taste of time has spent a total cost of over K52 billion.

The Justice Minister also stated that the technical committee would use the total cost of K 115 billion in the whole exercise of coming up with the national constitution exclusive of the cost of holding the national referendum.

And on Judicial review, the Justice Minister told the house that government through the Ministry of Justice has embarked on a process of reviewing the judicial system in the country.

Mr Kabimba said government is determined to restore transparency in the judiciary in order to win the confidence of all the Zambian people.

He said a transparent judiciary is paramount in a democratic nation like Zambia and reiterated that it is the PF desire to ensure that this is achieved in line with its manifesto.

On law reforms, Mr Kabimba said government is currently carrying out research activities for example, the review of the Penal Code and the Criminal procedure Code.

Mr Kabimba also added that government would want to expand Zambia Institute of Advanced Legal Education (ZIALE) in order to accommodate students from other universities.

He said this would increase the number of lawyers in the country for smooth justice delivery for the Zambian people.

Zambia has exceeded 2012 economic growth average, says Prof. Saasa

Zambian economist Oliver Saasa said the country’s economy has already performed above average in 2012.

Professor Saasa said all the economic indicators have posted positive gains and that all is looking bright.

Giving his analysis on how the economy has performed in 2012 so far, Prof. Saasa told ZANIS in Lusaka yesterday that the country’s economy has performed exceptionally well.

He cited the price of copper which has remained fairly high, the boom in the agriculture sector and the continued conducive investment climate as being behind the positive economic performance the country has achieved in 2012.

Prof. Saasa said the country has also recorded substantial export inflows particularly in the mining sector averaging to between US$2 billion and US$3 billion which has helped to stabilise the economy.

He said the agriculture sector has also played a major role in stabilizing inflation as prices of food stuffs such as mealie meal have been sustained.

Prof. Saasa stated that it was imperative therefore that as the country goes into the New Year, government leaders should remain consistent with their policy pronouncements to avoid scaring away foreign investors.

He said despite all the positive gains Zambia has recorded, the country has the potential to do better than it has recorded.

Prof. Saasa said the growth prospects are bright saying the country has the potential to further grow the economy.

He said what Zambia needs was to maintain the hospitable political and investment climate currently obtaining in order to maximize the potential the country has.

The local economist has since called on politicians to minimize the ‘political fights’ which have gripped the political scene currently but instead resort to dialogue and solve issues affecting the country.

He noted that avoiding political squabbles will project a good image of the country to the outside world.

He said political fights have the potential to disrupt the good investment climate the country is experiencing.

Prof. Saasa challenged government to exercise leadership and bring all the parties to the negotiating table to discuss issues of national interest.

He said it was imperative that politicians do politics that reflect the good investment climate that is obtaining in the country.

And speaking in a separate interview with ZANIS in Lusaka yesterday, Private Sector Development Association Chairperson Yusuf Dodia said there was need to focus on growing the domestic industry for the wellbeing of the country’s economy.

Mr. Dodia said an economy such as Zambia’s can only grow sustainably if its domestic industry is developed.

Mwale’s trial in bicycle theft case set for February 4, 2013

The Lusaka Magistrates Court has set February 4 to 8 and March 12 to 15, 2013 as trial dates for the case in which former Minister of Mines Maxwell Mwale is charged with theft by public servant for allegedly stealing 20 bicycles meant for small scale farmers in Eastern Province.

Mwale, who is co-accused with his former deputy minister Boniface Nkhata, yesterday appeared before magistrate William Banda who was standing in for magistrate Ruth Chilembo.

The duo are facing two counts of theft by public servant involving 20 bicycles valued at K11 million contrary to section 277 of the Penal Code Chapter 87 of the Laws of Zambia.

Particulars of the offence are that in the first count, it is alleged that Mwale, being employed in the public service namely Ministry of Mines as minister, stole 20 bicycles valued at K11 million, which came into his possession by way of his employment.

The offence is alleged to have been committed on November 8, 2010 in Chipata.

In the second count, Nkhata, being employed in the public service namely Ministry of Mines as deputy minister, allegedly stole 20 bicycles valued at K11 million, which came into his possession because of his employment.

The two are scheduled to appear for mention on January 4, 2013.

A 54 year old Bishop of Joana Masowe Church in Lusaka’s Marapodi compound has pleaded not guilty to the charge of defiling two girls who were allegedly recruited to train in sisterhood at his church.

Joshua Matongo, a farmer and business man of Chisamba, is alleged to have defiled two girls aged between 13 and 14 year on a daily basis and warned them not to tell anyone.

The alleged defilement forced the girls to flee from his farm in Chisamba.

Particulars of the offence are that on dates unknown but between June 1st and October 31st 2012 while in Chisamba in Central Province had unlawful carnal knowledge of girls under the age of 16.

Matongo denied the charge when he appeared before Lusaka magistrate Betty Malupenga for plea yesterday.

He is charged with two offences of child defilement contrary to section 138 (1) cap 87 of laws of Zambia.

However, Matongo applied for a bail stating that he has seven children to take care of.

Matongo told court that he was ready to abide by any conditions the court may put across adding that he was of fixed abode and is willing to produce sureties.

Magistrate Malupenga granted Matongo a K10 million cash bail in self recognisance with two working sureties who should come from well recognised institutions.

Magistrate Malupenga has since set December 6, 2012 as trial date.

Meanwhile, some members of Bishop Matongo’s church and family filled the magistrate court ground as they offered solidarity to their leader.

The group, comprising women and men clad in their white garments, were ferried to and from court in buses.

Minister of Gender Inonge Wina has disclosed that government is concerned about the well being of former Kafue Textiles of Zambia (KTZ) workers.

Mrs. Wina said it was for this reason that President Michael Sata delegated her to meet the former employees who are occupying KTZ houses but have not been offered letters to purchase them as sitting tenants.

She regretted that sitting tenants from other parastatal companies were given offer letters to buy houses and wondered why the same could not be done to former KTZ employees.

Mrs. Wina was speaking in Kafue District today when she addressed KTZ female retirees and other former workers.

The minister, who is also Patriotic Front’s (PFs) Chairperson for Women Affairs, noted that the widows and orphans among the group will not be abandoned once government decides the way forward.

She assured the former workers that once the President is informed about concerns of the former workers, he will come up with the rightful action.

Mrs. Wina noted that the outcome will be communicated to Kafue Member of Parliament Obvious Mwaliteta.

And Chairperson for former Kafue Textiles of Zambia Housing Committee, Agness Mundea, appealed to President Sata to look into the plight of former employees in terms of house ownership.

Ms. Mundea said the scheme of arrangement concerning the sale of houses was approved by the High Court of Zambia in 2004 and wondered why it had not been effected to date.

She further said if former workers will not be given priority to buy the houses, about 41 widows and orphans will get into destitution.

The International Monetary Fund has appointed Former Ministry of Finance Deputy Minister Chileshe Mpundu Kapwepwe as Alternate Executive Director for its Africa Group One Constituency.

Speaking upon receiving the news from the IMF, Finance Minister Alexander Chikwanda immediately welcomed the appointment and described Ms. Kapwepwe as eminently qualified and experienced to diligently and effectively advance the interests of the IMF – Africa Group 1 Constituency.

“It gives me great pleasure to announce the appointment of Ms. Chileshe Kapwepwe, as Alternate Executive Director for the IMF Africa Group 1 Constituency. The ascension of Ms. Kapwepwe to this high position, at the same time that another Zambian is serving on the Executive Board of the World Bank, gives me pride and confidence that African interests will firmly be articulated by Zambian Nationals serving on the Boards of the Bretton Woods Institutions [IMF & World Bank],” said Mr. Chikwanda.

Ms. Kapwepwe’s appointment follows a selection process that was conducted during the IMF Annual Meetings held in Tokyo, Japan, in October 2012. A few weeks ago, Dr. Denny Kalyalya, another Zambian, was appointed as Executive Director of the World Bank Africa Group I Constituency.

A Chartered Accountant by Profession, Ms Kapwepwe is a Fellow of the Association of Chartered and Certified Accountants ACCA (United Kingdom), a Fellow of the Zambia Institute of Chartered Accountants (ZICA) and also holds a Master’s Degree in Business Administration from the University of Bath (United Kingdom). She has over 20 years management experience in both the private and public sectors serving in the aviation and motor industries, and also has vast experience in international trade and quality assurance matters.

Ms. Kapwepwe served as Deputy Minister of Finance and National Planning, from 2008 to 2011. Earlier, she served as the Chief Executive Officer of the National Airports Corporation Limited for seven years from 2001 to 2007. Between 1993 and 2000, she was the Contract Manager for SGS – Societe General de Surveillance, a Swiss Multinational, overseeing operations in International Trade and Quality Assurance in Zambia. She also served as Chief Accountant for Star Commercial Limited (LONRHO Group) in the motor industry in Zambia between 1991 and 1992.

Mr. Chikwanda described Ms. Kapwepwe as, “a humble professional who is profoundly schooled and through whom management talent among women in Zambia will be viewed positively by the International Community.”
On behalf of the Management and Staff, Minister Chikwanda wished Ms. Kapwepwe success as she takes on the challenging and important assignment at the IMF – Africa Group One Constituency.

PF not inducing resignations of opposition MP’s- Sata

President Michael Sata has reiterated that the PF Government will work with all progressive parliamentarians with the interest of the nation at heart regardless of their political affiliation.

This is in response to unfounded allegations by some opposition leaders that the ruling Patriotic Front (PF) is aiming at decimating the opposition through induced parliamentary by-elections.

But President Sata said if the opposition parties whose members of parliament are currently serving in Government allowed their parliamentarians to contribute without intimidation there would be no need for by-elections.

“The laws of the land allow the country to hold by-elections as and when they arise. This is the democratic system we have chosen for ourselves. Therefore, it is deceitful for the opposition to hold the PF Government responsible for this state of affairs, which is largely due to their leaders’ egoistic rides coupled with grave political judgment deficits,” the President said.

“The Zambian people are aware that these by-elections are actually as a result of the high-handed actions of the same opposition leaders who are making it difficult for those MPs that have chosen to collaborate with the PF Government to operate effectively.”

The Head of State maintained that his administration will work with whoever is prepared to contribute to the development of the country. President Sata said the sole purpose of this inclusivity and co-existence is to stimulate economic and social growth among others.

“To that effect, I have with good intentions appointed our colleagues from the opposition into Government. But it is the same misguided and unpatriotic opposition leaders that have been threatening to make the country ungovernable,” President Sata said.

“What is the Government supposed to do when injudicious leaders of the opposition do everything possible to try and undermine Government’s ability to deliver services to the people? Every responsible Government world over will ensure that it consolidates itself to be in a position to deliver on the promises that got it elected into office.

“Our dear Pastor Nevers Mumba, who is at the forefront of expelling others for serving in Government, was made Republican Vice-President from an opposition party. What has changed today? When it was in Government the MMD appointed ministers from the opposition parties, why should it be different today?”

President Sata advised the opposition political parties to appreciate the value of inclusivity and patriotism if they genuinely seek to serve the people of Zambia.

Zambia has shortfall of over 25,700 health staff

Minister of Health Joseph Kasonde has disclosed that the health sector needs over 25,700 medical personnel for it to meet the required capacity in the country.

Dr. Kasonde said the Ministry of Health was currently operating at 56 per cent of its capacity and still has a huge task of addressing the current deficit of health workers in the country.

He was speaking today at the 29th graduation ceremony of 264 students from Chainama College of Health Sciences.

Dr. Kasonde said there was need for increased production of trained health workers to meet the increased demand of health services.

He however reiterated government‘s commitment to achieving universal access to quality health care for all and has since called for increased training in the health sector.

He noted that his ministry has also embarked on strategies to reduce staff debt owed to the current health workers in form of salary arrears and retention allowances which are aimed at motivating the workers.

Dr. Kasonde has also urged the grandaunts to strive to apply the principles that they have learnt and observe professionalism to improve health care delivery in the country.

And University of Zambia Vice Chancellor Stephen Samukanga said education plays a vital role in the attainment of economic development in every country.

In a speech read on his behalf by Chainama College Dean of Students in the School of Medicine Faston Ngoma, Professor Samukanga appealed to government and other stakeholders for increased financial support to the college.

Government offices gutted as Minister expresses disappointemt with Police’s execuse to get to the scene

A fire has burnt a block of government offices at Works Department consisting of five store rooms belonging to National Archives, Disaster Management and Mitigation Unitn DMMU), Road Development Agency (RDA), Rural Roads Unit (RRU) and Drug Enforcement Commission (DEC).

The fire, which started at about 01:00 hours yesterday, caused damage to government materials worth millions of Kwacha.

The fire also gutted some important personal documents for retired civil servants, building materials for various on-going government projects and files containing important documentation for the DEC and DMMU.

However, the cause of the fire and extent of the damage had not yet been established by press time, although the Provincial Buildings Engineer, Exon Kalabi, suspected an electrical fault as the origin of the fire.

Mr Kalabi said he was informed about the inferno around 02:00 hours and immediately rushed to the scene with a team of his colleagues and tried to save some of the materials from the flaming furnace.

He said the Fire Fighters were also on board to quench the blaze and managed to stop the fire from spreading to other office blocks.

And Central Province Minister, Philip Kosamu, expressed disappointment over the conduct of the Zambia Police, which, despite the urgency of the matter, ignored the whole incident.

Mr Kosamu said the excuse by the police officers that they could not get to the scene because they had no diesel in their vehicles is irrelevant because police officers are just a few kilo meters away from the scene.

The minister noted that the fact that there was no police presence at the scene showed how the department is not seriousness in attending to emergencies.

Mr Kosamu also expressed worry over the extent of the damage, saying the damage is immense because it will be difficult for the retired civil servants to claim their dues without valid documentations.

He directed the officers involved to assess the extent of the damage and relay the information to his office so that government could know the way forward.

Mr Kosamu, further, directed the Deputy Commissioner of Police to ensure that the department investigates the matter to help government know what really happened.

Government has observed that Zambian companies have the potential to produce food products that meet international standards.

Minister of Agriculture and Livestock Emmanuel Chenda said the common misconception that the quality of goods being produced in Zambia was of sub-standard was wrong.

Mr. Chenda said this in a speech read on his behalf by Ministry of Agriculture and Livestock Permanent Secretary (PS) Siazongo Siakalenge during the celebration of the Parmalat International Standards Organization (ISO) accreditation last evening in Lusaka.

He said Zambia has companies such as Parmalat Zambia Limited that were producing high quality food products that could compete highly and favourably on the international market.

The minister praised Parmalat for its commitment to ensuring that it produces high quality food products and for undergoing the ISO accreditation to prove its worthiness.

Mr. Chenda stated that government would welcome any initiative that would propel local producers to produce food products that not only meet local standards but also meet internationally accepted standards.

Meanwhile, Parmalat Zambia Limited Managing Director Piet Theron pledged his company’s commitment to continue providing quality food products for both the Zambian and international markets.

Mr. Theron said Parmalat Zambia Limited will produce products that will be appreciated by the consumers now and in future.

And Zambia Bureau of Standards (ZABS) Director Manuel Mutale said it takes hard work for a company to produce high quality products such as the ones Parmalat Zambia Limited produces.

Mr. Mutale pointed out that the production of good products instils confidence in the consumers to purchase such goods.

Speaking at the same function, South African Bureau of Standards (SABS) Director Frank Makamo commended Parmalat Zambia Limited for producing high quality products that meant the expectation of consumers.

Mr. Makamo urged the company not to relent in its efforts of ensuring that it continues producing good food products.

The Mobile Zambia National Commercial scheduled for Chadiza from Chipata this Morning rushed to Chadiza Police Station for fear of irate farmers who wanted to be paid their money for the maize they sold to the Food Reserve Agency (FRA).

The mobile bank, that services the district every Wednesday, could not even stop at the bank premises because of a dense multitude that had gathered at the bank to collect their money.

And upon realizing that they had no money for farmers but only Salaries for Government workers the Bank Staff decided to drive on up to the police station where they sought refuge and spent about an hour locked up in a meeting with Chadiza District Commissioner, Paul Phiri, District Intelligence Officer, Dorothy Mweemba and Police Officer in Charge, Henry Ngalande.

The mobile bank had to return to Chipata district immediately without servicing both the farmers and public service workers for fear of being harassed by the irate farmers who demanded that no civil servant was going to get paid unless farmers got what was due to them.

And addressing the farmers, Chadiza District Commissioner, Paul Phiri, said he was disappointed with the Food Reserve Agency (FRA) for cheating on the farmers.

The DC said government has already done its part by releasing the funds for the farmers but that the problem was with the FRA.

Mr Phiri said all the time he talked to the officials from the FRA they had been promising that monies for the farmers is available but wondered why money was not being deposited into the farmers’ accounts at the banks.

More than 2,000 farmers in Chadiza district have not yet been paid their money for the maize they sold to the Food Reserve Agency from the time payments began in the district.

Some farmers have been travelling from their villages for one month now covering some distance of about 17 kilo meters just to be paid their money but all has been in vain.

Under fire MMD National Secretary Major Kachingwe has revealed that no one will force him to leave the former ruling party.

“I’m a military officer and officers don’t resign, those that want me out of the MMD may need to bring a crane and a bull dozer to get me out of here,” Major Kachingwe told a media briefing Wednesday morning.

He said he has been loyal to the party together with his Deputy Chembe Nyangu even during the hardest times in the life of the party.

Major Kachingwe said reports that he has been frequenting State House to solicit for a job are malicious.

“What kind of a job can I look for at my age? Moreover if I needed a job from President Sata, I would simply call him and say Bashikulu, I need your help but that is not me. I believe in the ideals of this party and will not sell out,” he said.

He however admitted having visited State House on two occasions to discuss with President Michael Sata the appointment of MMD MP’s to serve in the PF government.

“Yes I have been to State House twice, not to look for a job but first to seek an appointment and when that appointment was granted, I went in the company of Honourable Catherine Namugala and we got assurance from President Sata that the affected MP’s were told to keep their allegiance to the MMD.”

Major Kachingwe who produced correspondence between his office and State House said he avoided speaking about out about accusations that he went to State House to look for a job because he wanted to get clearance from President Sata before discussing such issues in the press.

“We left State House satisfied and I believe that initiative to engage President Sata prevented the wastage of national resources which might have gone into bye elections,” he said.

“I know President Sata very well, when he was MP in Kabwata, I served as his Constituency Chairman and I will not go out and start insulting him, I respect him as my Commander in Chief. If some MMD MP’s are looking for a party CEO who will insult the President every day in the press, I’m afraid that person is not Major Kachingwe,” he said.

Some officials in the MMD youth wing have been attacking Major Kachingwe in the media accusing him of undermining efforts by party President Nevers Mumba to strengthen the former ruling party.
The youth also accuse Major Kachingwe of soliciting for a job in the PF government.

Celtic Coach Hopes Luputa Will Impress

South African club Bloemfontein Celtic coach Clinton Larsen says he is hoping that Zesco United striker Alfred Luputa will impress during his three week trial at the club.

The Zesco forward is this Thursday set to fly to South Africa to attend trials at Celtic and the 21-year-old will return to Zambia on December 4.

“We have been looking for a top striker since last season and we will not stop until we find our man. But we hope Luputa is the right man,” he told Kickoff.

“We do have good strikers in our team but we need a top international striker that will give the likes of Lerato Manzine competition upfront,” Larsen added.

Power endured a bad ending to the 2012 season surrendering the league title to Zanaco on the final day of the season on November 10 and a week later the Barclays Cup to Napsa Stars 9-8 on post-match penalties after extra-time.

Power supporters secretary Stanley Mwenya charged that lack of commitment cost the Arthur Davies outfit this year.

“This is very devastating, I don’t know what to say we are speechless. We lacked the character we showed before the end of the league and the run-up to the cup final. That team lacked seriousness and there was no commitment on the part of our players. We lacked leadership you can’t lose a match in such a manner,” Mwenya said.

He added:” The way forward is to sit as stakeholders and map-out a strategy ahead of our CAF Confederation Cup and the league next year.”

As runners-up in the league, Power will next season play in the Confederation Cup.
