The United Party for National Development (UPND) has called for the immediate removal of Zesco Managing Director, Cyprian Chitundu.

UPND Livingstone District Spokesperson, Neto Halwabala, said the statement by Mr Chitundu that no load shedding will be experienced during the 20th Session of United Nation World Tourism Organisation (UNWTO) general assembly and after means that Zesco is currently doing it deliberately.

Speaking to ZANIS in Livingstone today, Mr Halwabala noted that for Mr Chitundu to issue such a statement shows that they have a solution to the load shedding that is currently rampant and being experienced across the country.

He said major organisations that offer a much-need service in the country like Zesco should not just offer solutions to impress tourists and other foreign delegates but should first strive to serve the local people.

“We should not wait as a country for big events like the UNWTO in order to offer a solution to issues such as load shedding. This is uncalled for as it raises dust that they are doing it deliberately and can be alarming if not careful”, he said.

He advised Mr Chitundu to stop issuing such statements if all the company will do is offer a temporary solution for load shedding during that period.

Mr Halwabala said Zesco should strive to provide quality service all the time.

He said electricity is a major economic driver and the power utility company should strive to provide quality service.

Chief Government Spokesperson Kennedy Sakeni has advised opposition UPND leader Hakainde Hichilema not to alarm the nation with his threats to submit President Michael Sata and Deputy Inspector General of Police, Solomon Jere’s names to the International Court of Justice (ICJ).

Mr. Sakeni said there was no crisis in Zambia that would warrant the intervention of the International Court of Justice as suggested by the United Party for National Development (UPND) President Hakainde Hichilema.

He was reaction to opposition United Party for National Development (UPND) leader Hakainde Hichilema’s threats to submit names of President Sata and Dr. Jere to the ICJ for alleged selective justice and violation of human rights.

“There are no problems in Zambia that warrant the attention of the ICJ. He should not mislead people in the manner that he claims. The ICJ doesn’t tolerate such lies,” Mr. Sakeni said.

Mr. Sakeni advised Mr. Hichilema not to trivialise the operations of the ICJ by claiming that the situation in Zambia had deteriorated and therefore required the attention of the court.

He said Mr. Hichilema should learn from countries that had taken channel of seeking the ICJ’s intervention and observe the gravity of the matters they submitted and compared them to what was pertaining in Zambia.

He disputed assertions that Zambia had a crisis which required the attention of the ICJ and advised Mr. Hichilema not to mislead the international community by making false alarms.

Mr. Sakeni said Mr. Hichilema was a wrong person to start talking about the ICJ adding that he doesn’t understand how it operates.

He instead advised the opposition leader to just keep quiet and concentrate on preparing for the 2016 general elections.

He stated that government will continue on the path of national development which it has taken instead of listening to continued attacks from the opposition.

And Deputy Inspector General of Police Dr Solomon Jere said he would not comment on the Mr. Hichilema’s.

Dr. Jere told ZANIS in Lusaka today that in his capacity as Deputy Inspector General of Police and on his personal capacity, he could not comment over the threats coming from the opposition leader.

Mr. Hichilema said at a press briefing in Lusaka recently that despite President Sata enjoying immunity, he would submit his name to the ICJ and that of Dr. Jere for alleged selectively harassment of opposition political members.

November 8th, 2012 witnessed by and large another very dramatic by -election, the third in less than 5 years in Mufumbwe constituency of Zambia´s North-Western province.The last parliamentary election was held last year during the 2011 general election which saw the renegade Stephen Masumba (MMD) scooping the seat from UPND´s Eliot Kamondo by a mere margin of 59 votes. Shockingly, this was preceded by another by-election in 2010 following the demise of a sitting parliamentarian and deputy Home Affairs minister, Mr. Misheck Bonshe (MMD) R.I.P.

The Patriotic Front (PF) and it´s parliamentary candidate, Mr.Masumba unreservedly deserves kudos for their triumph in the November 8th by – election. Conjointly, the MMD and it´s “alliance”partner, UPND should be congratulated for accepting defeat and wishing their political opponent, the PF, the very best of luck. That´s the way to go in this era of democratic political dispensation and such rare political maturity should be espoused by all well -meaning and level-headed Zambians. Above all, the people of Mufumbwe constituency should be commended for electing a parliamentary representative of
their choice despite the fact that his moral compass and persona is questionable. Whether they voted wisely or not, posterity shall harshly judge them.

However, getting down to the nitty-gritty – the November, 8th by-election should serve as an eye-opener and a basis upon which the opposition political parties, notably, UPND and MMD, re-evaluate and assess their “alliance” for the benefit of Zambians. Results from the last by-election clearly shows that the MMD is loosing popularity and direction on the ground.

Besides, despite the fact that it´s current number of parliamentarians out number the UPND and other small opposition political parties, it´s future and influence on Zambia´s political scene looks bleak. This without any doubt might have a negative impact on it´s perfomance in the 2016 general elections. If nothing tangible is done to re-brand it´s bad image and restore it´s “glory days” of 1990´s, the party might go into oblivion in no time and the rest

Therefore, given the situation at hand, the UPND should re-assess it´s “alliance” with other political parties vis a vis weaknesses and strength and be wise enough to devise it´s own sound political,social and economic campaign strategies that will not only provide checks and balances to the party in government but also, a basis upon which it could triumph in any possible imminent by-election and most principally, the 2016 presidential and parliamentary election.

Besides, the previous failed political “marriage” with the Patriotic Front (PF) in 2010 is just a tip of the iceberg regarding how dangerous certain alliances could be if not given maximum consideration.

In conlusion, the just ended Mufumbwe by-election sets a clear signal on how difficult it will be for the opposion political parties to win an election if they do not re-evaluate and strengthen their political campaign tactics.

President Sata has appointed Professor Clive Chirwa as Zambia Railways Limited Chief Executive Officer.

Prof. Chirwa replaces Mr. Knox Karima, who has been retired in national interest.

This is according to a statement issued by the President’s Special Assistant for Press and Public Relations George Chellah

“I have deemed it appropriate and opportune to appoint you Chief Executive Officer of Zambia Railways Limited. Your appointment is with immediate effect for a period of five (5) years,” read President Sata’s letter to Prof. Chirwa in part.

The Head of State stated that the rail line has deteriorated beyond description during the concession to Railway Systems of Zambia, which the Government recently terminated.

“Millions of tonnes of both our imports and exports which should have been transported by rail were diverted to road transport in the process exerting a very severe toll on our roads. The costs to the economy has been and is unsustainable,” President Sata stated.

President Sata further stated that it would take a lot of effort to sort out the country’s rail line including the inter-mine rail, which is so critical to the efficiency of the mining sector.

“However, I have confidence in your ability to use your vast reservoir of knowledge to help our country to revamp the railway network that results in a rail system that will create the necessary economic impetus,” President Sata stated.

“Government has taken a positive move in this direction by allocating K640 billion for the rehabilitation of the rail line.”

Meanwhile, President Sata has given former Zambia Railways Limited Chief Executive Officer Mr. Knox Karima a one month notice in which to facilitate a smooth hand-over to the incoming Chief Executive Officer.

The President has thanked Mr. Karima for the services rendered during his tenure of office.

South African soccer fans attacked the Chipolopolo team bus, and injured Mweene and Katongo. Goalkeeper Kennedy Mweene needed stitches on his head after a stone was thrown at the national team’s bus following the friendly international win over South Africa in Soweto on Wednesday night.

Goalkeeper Kennedy Mweene received medial treatment from the Zambian Medical team of Joseph Kabungo and Gibson Chaloba who worked tirelessly to remove specks of glass that got int Mweene’s eyes as he grimaced with pain.

Kennedy Mweene is said to be upset by the incident, but unhurt apart from the stitches that are unlikely to keep him out of Sunday’s Telkom Knockout semifinal against Bloemfontein Celtic.

The Chipolopolo bus was brought to a sudden halt after heavy rocks and missiles were rained on the Zambia Hyundai bus as it left the FNB stadium at the Soccer City Complex.

The bus driver stopped the vehicle and fled the bus.

South African Football Association (SAFA) president Kirsten Nematandani has since apologized to FAZ president Kalusha Bwalya for what he called regrettable and barbaric acts of hooliganism.

The incident will be a wake-up call for the organisers of the 2013 Africa Cup of Nations in South Africa next year.

Mealie meal shortages and price hikes draws condemnation from consumer society

The Consumer Unit and Trust Society (CUTS) has condemned the recent mealie meal shortages and price hikes in some parts of the Copperbelt province.

CUTS international board Chairperson Love Mtesa says the recent shortages and subsequent price increase will have a negative impact on many consumers who normally depend on mealie meal as their staple food.

Ambassador Mtesa told ZANIS in an interview in Lusaka yesterday that, maize is essential because it is a staple food for most Zambians.

He said abrupt changes in prices of mealie meal negatively affects the wellbeing of people in the country.

He explained that the reported shortages and price hikes of the commodity is unjustified as the country has enough maize stocks as evidened from the consecutive bumper harvest recorded in the past few years.

Ambassador Mtesa charged that the current situation is against government’s policies of fighting hunger and should be stopped at all costs.

Some parts of the Copperbelt have been hit by mealie meal shortages forcing some traders to hike the price to as much as K70, 000 per 25 Kilograms of breakfast meal.

Meanwhile, some millers on the Copperbelt have attributed the shortage to inadequate maize supply to depots by the Food Reserve Agency (FRA).

The millers have alleged that the Agency has concentrated much on exporting the commodity at the expense of the local depots.

But when contacted for a comment FRA spokesperson Mwamba Siame refuted the allegations saying it is not the duty of the agency to supply maize to depots for millers.

Ms. Siame explained that FRA is specifically meant for national reserves therefore should not be held responsible for the shortage of maize in depots.

She added that FRA has not yet started exporting the maize as alleged.

FODEP concern at government’s slow pace on African Peer Review Mechanism

The Foundation For Democratic Process (FODEP) has expressed concern at government’s slow pace in maintaining and carrying out the African Peer Review Mechanism (APRM) in the country.

Speaking in an interview with ZANIS yesterday, FODEP executive director McDonold Chipenzi said government is mandated to ensuring that the peer review process is respected, transparent and information reaches everyone.

Mr. Chipenzi said the peer review should be upheld as it assesses the country’s economic performance, encourages the rule of law and builds transparency in democratic governance.

He added that there is need for APRM to be active as the case was since its inception in 2006 where a lot of government funds were pumped in, hence not paying attention to the process would be a waste of resources.

He further expressed confidence that the PF government would revive the APRM in the country as government has made sound pronouncement in policy implementation.

Mr. Chipenzi observed that government has done well in m any areas such as the fighting corruption and media freedom among others.

He however said government still needs to improve in some other areas that have been perceived to have negatively impacted on government operations.

APRM is an African Union initiative which seeks to encourage conformity in regard to political, economical and co-operate governance values, codes and standards among African member state with the objective of promoting socio and economic developments.

MMD officially loses recognistion as leader of the opposition in Parliament

Opposition MMD has lost recognition as leader of the opposition in Parliament following dwindling numbers of members in the House resulting from losses the party has suffered in recent by-elections.

The revocation of MMD’s recognition was announced yesterday by Speaker of the National Assembly, Patrick Matibini.

Currently none of the opposition parties had the required 53 members to satisfy the quorum as provided for under Article 84 (4) of the Republican Constitution.

Dr Matibini had as at October 19, 2011 recognised the MMD as the Official Opposition, a decision that he had since revoked.

“Hon Members, as matters stand at the moment, none of the opposition political parties in the House have the required requisite 53 Members to satisfy the quorum as provided for under Article 84 (4) of the Constitution. In this vein, the decision I made to recognise the MMD as Official Opposition in the House is hereby revoked,” Dr Matibini said in his ruling.

The ruling follows a point of order raised on June 19, this year by Patriotic Front’s Obvius Chisala, Member of Parliament (MP) for Chilubi, who wanted to know whether it was in order for MMD Lunte MP, Felix Mutati to continue holding the position of Leader of the Opposition when the party did not meet the required 53 Parliamentary seats.

The position would remain vacant until Dr Matibini makes a decision as to who would take up the role.

At the time of recognising the MMD as the Official Opposition political party, the former ruling party had 54 seats, followed by the United Party for National Development (UPND) with 28, the Alliance for Democracy and Development (ADD) and the Forum for Democracy and Development (FDD) which had one each while three seats belonged to Independent MPs.

The figures have since changed following by-elections in Livingstone Central, Chama North, Muchinga and Mufumbwe Constituencies.

The current membership representation in the House stands at MMD (51), UPND (30), ADD and FDD, both still with one seat each while Independent representation has dropped to two seats.

Dr Matibini said Mr Mutati had since resigned his post and tendered his letter to the Speaker’s office in line with Article 137 on July 18, this year and accordingly the National Assembly withdrew all the benefits that were accorded to him, in his capacity as the Leader of the Opposition.

“Since that time, there has been no replacement of Hon Mutati, due to the uncertainty over the number of MMD MPs. The House may wish to note that the power to recognise an official opposition political party in the House is vested in the Speaker,” he said.

For an opposition political party to be recognised as the Official Opposition in Parliament, it should satisfy the requirements of it having a distinct ideology and programme of work whether in the political, economic or social field, which was announced by it at the time of general elections and on which it had been returned to the House.

It should also form a homogenous unit capable of developing into a well knit entity and should have an organisation, both inside and outside the House, which was in contact with public opinion on all national important issues.

The other being that, it should, at least be able to command a strength which would enable it to keep the House running, meaning that, its number should not be less than the quorum fixed to constitute a sitting of the House.

Meanwhile seven Bills yesterday passed First Reading as requested by Finance Minister Alexander Chikwanda when he presented the 2013 National Budget.

These were the Customs and Excise Amendment Bill, the Income Tax Amendment Bill, the Medical Levy Repeal Bill, the Mines and Minerals Development Amendment Bill.

Others were the Property Transfer Tax Amendment Bill, the Value Added Tax Amendment Bill and the Zambia Development Agency Amendment Bill which had been passed on to various Committees which would report back to the House by November 30, this year.

The documentary cover issues like where Zambian  copper goes, taxes payed by the mining firm and the  pollution caused in Mufulira.

Herve Renard has saluted Collins Mbesuma after inspiring Zambia to victory in the Nelson Mandela challenge.

Mbesuma scored the games’ lone goal in the 63rd minute just 13 minutes after replacing his ex-Under-23 striking partner Jacob Mulenga in a second half he played about his best football for Zambia in seven years.

“I am very happy for him he has done very well for Pirates and now he has scored for us,” Renard told SuperSport in the post-match interview at Soccer City.

Mbesuma,  who has scored four goals so far for his new club Orlando Pirates this season,volleyed in his stronger left foot from outside the box giving goalkeeper Ithumleng Khune no chance.

The Pirates striker benefitted from fellow substitute Mukuka Mulenga of Power Dynamos who laid the ball into the forgotten strikers path to score what would be the winner in a second half Zambia dominated to win their first Mandela Challenge since losing 2-1 to Bafana-Bafana in the inaugural event in 1994.

Mbesuma was denied the chance for a second four minute before fulltime when he was brought down by Bafana captain Bongani Khumalo.

However, Bafana gave Zambia a late scare when Kermit Erasmus’ attempt from close range was cleared by Kennedy Mweene.

The win was also Zambia’s second friendly win post-2012-Gabon after a draw and loss away to Angola and Malawi respectively including a controversial 2-1 home win over Zimbabwe in August that they secured via a late penalty awarded by local referee Jan Sikazwe.

December 31 2012 to be declared a Bank Holiday-BOZ

The Bank of Zambia has proposed that December 31 2012 be declared a Bank Holiday to allow for the smooth transition into the rebased Kwacha.

BOZ Head of Public Relations Kanguya Mayondi told a media briefing in Lusaka that the central bank has proposed to the Ministry of Finance to effect the necessary statutory instrument to have December 31 declared a public holiday.

Mr. Mayondi said the banks will not offer regular banking services on December 31 exccept for ATM based transactions.
He said this is an effort to ensure that the change over to the new currency is smooth.

Mr. Mayondi also revealed that the rebased kwacha notes and coins will be arriving in the country next month.

He said the central bank is ready to launch the rebased kwacha and that printing and minting of the currency is going on well.

President Sata announces the construction of 35 secondary schools in 2013

President Michael Sata  has announced that his administration has undertaken to construct and complete secondary schools in all the ten (10) provinces of Zambia in order to enhance access to quality education for all.

During the period 2011 to 2012, a total of 83 schools have been under construction countrywide. Out of the 83 schools; 44 are almost finished and are scheduled for commissioning in January 2013.

A further 35 secondary schools have been earmarked for construction countrywide in the period 2012 to 2013.

The number of secondary schools earmarked for construction in the period 2012 to 2013 Province by Province is as follows: Three (3) of the schools are in Central Province, Copperbelt (4), Western Province (3), Lusaka (3) and Luapula Province (5).

The rest are Eastern Province (3), Northern Province (4), Muchinga (4) North Western (3) and Southern Province (3).

The Head of State revealed that for the year 2013, the Government has further earmarked the construction on four (4) colleges to specifically train teachers in Mathematics and Sciences.

The four colleges will be located in Kabompo, Nchelenge, Senanga and Katete.

“Our aspiration is to put together a well-organized, valuable and reliable public education system through substantial investments in educational infrastructure. As Government we have an obligation to structure and shape the future of our general populace, particularly the younger citizens, who constitute a greater part of our population,” President Sata said.

“This Government will not leave out any part of the country in distributing development and will work towards unifying our people even in the share of resources, and this is but only the beginning of tremendous efforts directed at rebuilding Zambia as a prosperous and inclusive nation, whose people will work hard together in unity across their diverse backgrounds.”

Meanwhile, President Sata has transferred Lusaka Province minister Hon. Colonel Gerry Chanda to Northern Province in the same capacity. Hon. Col. Chanda has swapped with Hon. Freedom Sikazwe, who is now the new Lusaka Province minister.

And President Sata has also swapped Eastern province minister Hon. Charles Banda with his Muchinga Province counterpart Hon. Malozo Sichone.

The changes are with immediate effect.

Barotse Royal Establishment (BRE) Prime Minister (Ngambela), Clement Wainyae Sinyinda has resigned his position citing lack of protection from the office of the Litunga, among other reasons.

In his resignation letter dated November 10, 2012 addressed to the Litunga, Mr Sinyinda said the Litunga neither sufficiently protected his office nor accorded it the authority that it deserved.

He said he arrived at his decision after spending several weeks of introspection and extensive consultations with his family.

“In my own humble understanding, Your Majesty, the Ngambela’s office is higher than that of the Indunas and Likombwas who, under normal circumstances, ought to recognise the authority and direction of the sitting Sope (Prime Minister).

The Ngambela wondered why such authority was being flouted with the knowledge of the Litunga who he said showed little sign to protect him.

“When the Mutwaleti established that I possessed a gun that I was advised by security to keep on my person at the climax of the challenges that faced the Kingdom, he convened a meeting on both Kutas where, in a strange show of arrogance and disrespect to me as Ngambela, demanded to know who amongst us was moving around with a gun, a situation that he saw as a serious threat to the safety of the Litunga.

“Your Majesty, the real issue of concern for me was less the fact that he demanded to know the person that carries a gun but that he opted to use the opportunity to dramatise the issue in a manner that exhibited utter disrespect of my Office. It is inconceivable that a Sikombwa could have stage-managed such a disrespectful show of insolence,” he said.

Mr Sinyinda said the aim was to cause maximum embarrassment and the fact that his protest did not attract reprimand from the Litunga left him depressed.

“It is my prayer that nobody within the Establishment, including you, Your Majesty, felt that what Mutwaleti did was appropriate. My protestations over this issue remained a lone voice in the wilderness as nobody came to my aid. I strongly feel that that singular action seriously demeaned the office of the Ngambela.

“As part of the Coronation Anniversary activities, a team of people assisted the Office of the Ngambela by putting together a draft Speech. As is the tradition and in accordance with our royal etiquette, I sought the audience of Your Majesty so that you could clear the contents of what I was to say on behalf of the Kuta and, indeed, on behalf of His Majesty. I asked Mutwaleti to convey my wish, in my capacity as the Ngambela, to see you,” he said.

He was concerned with the Litunga’s marginalisation of the office of the Ngambela in a number of strategic issues that concerned the BRE, which could testify to the reality that the King’s trust in him had dwindled irreparably.

“When the Vice-President Guy Scott, through the Provincial Administration, communicated to the Kuta that he wishes to pay a courtesy call on Your Majesty and after I was summoned to come back even before the Mutwaleti saga was finally resolved, I genuinely believed that the Kuta saw value in my presence for this special visit,” he said.

He said a statement was even prepared for delivery to Government but when the vice-president changed his mind about coming, the Litunga decided to keep him (Ngambela) in the dark.

“A team from the Provincial Administration, including the Provincial Minister, were allowed to get into the palace and discuss with Your Majesty minus me, much to the chagrin of the people that were there at Namoo who witnessed this – and, indeed, to my embarrassment. By by-passing me in information and/or decisions around an event of that importance, it is clear to me that the level of distrust is quite deep-rooted now.

“Your Majesty may wish to know, if you are not yet privy to this information, that a serious taboo was committed by those that allowed and ushered in the Provincial Minister into the Palace when a couple of days earlier, he attended the funeral/burial of the late Hon. Manjata,” he said.

He said the process that supported the visit by an “important emissary” of the President, in the person of Sikota Wina, further reconfirmed his strong belief that the Litunga had lost faith in him and as a result decided to step aside gracefully.

“After reflecting deeply on the issues above, I would like to inform His Majesty that my family and I have reached a decision that I step aside and avail His Majesty the opportunity to appoint another Ngambela who will be acceptable to both the Litunga and members of the Establishment, including Likombwa.

“Notwithstanding this decision, I would like to assure His Majesty of my fullest cooperation as the BRE and the people of Barotseland strive to find a lasting solution to the challenges currently facing the Kingdom. I remain your humble servant,” he said in his letter.

Mr Sinyinda, who was Education deputy minister in the MMD regime, was installed as BRE prime minister on January 31, this year at a colourful ceremony at the Lealui Royal Village.

The Movement for Multiparty Democracy (MMD) has announced that it will petition the results of the just ended Mufumbwe parliamentary by-election in which Patriotic Front candidate Steven Masumba emerged victorious.

MMD president Nevers Mumba disclosed this to Journalists at a media briefing in Lusaka this morning.

Dr Mumba says the by-election was marred by electoral malpractices perpetrated by the ruling Patriotic Front.

He says it was shocking that the Electoral Commission of Zambia (ECZ) went ahead to declare the PF’s Steven Masumba as winner despite the alleged malpractices.

Dr Mumba says the MMD is seeking answers from the ECZ and will soon petition the seat after its provincial executive submits a report.
