MMD walk out of Parliament after the Speaker stopped an MMD MP from criticising the President’s Speech

Movement for Multi Party Democracy (MMD) Members of Parliament (MPs), led by their party Vice President for Politics Michael Kaingu, yesterday walked out of Parliament alleging that they are being restricted to debate.

This prompted Speaker Patrick Matibini to adjourn business of the day as only United Party for National Development (UPND) and Patriotic Front (PF) front and backbenchers remained.

This was after Kasempa MP Kabinga Pande stood to debate President Michael Sata’s Parliament opening speech but started by expressing his disappointment on the speech.

Dr Matibini, who earlier guided the members to debate the speech substantively, stopped Mr Pande to continue with his debate and advised him to follow the guidance.

Mr Pande then sat down and before Dr Matibini could speak Mr Kaingu and other MMD MPs stood up and walked out of the House amid cheers from PF members, ministers and some UPND MPs.

Mr Kaingu and his MPs proceeded outside the building where they convened a caucus meeting while their UPND counterparts remained inside the House as the debates briefly continued before adjournment.

Speaking to journalists shortly after holding the meeting, Mr Kaingu alleged that his party members were being restricted in debating and could not express themselves freely in the House.

“This has been the darkest week in the House. Where is democracy, because we are being restricted to debate freely and this never used to happen to the PF MPs when they were in the opposition.

“They used to call our speeches as hollow but we all debated freely. Something has gone wrong because even our colleagues the UPND are being denied permits to hold rallies,” Mr Kaingu said.

He however, said all MMD MPs would attend today’s Parliamentary sessions but would give a comprehensive statement on the way forward.

Earlier, Dr Matibini in his speech to guide members in debating President Sata’s speech said the Head of State followed all Parliamentary procedures of handing over his speech and laying it on the table of the House.

“Subsequently, the speech was distributed to the stakeholders including all MPs. Thus, contrary to assertions made by some Honourable Members of this House yesterday,  the Presidential speech was in fact officially tabled in the House,” Dr Matibini said.

He implored the members to focus on substantive issues contained in the Presidents’ written speech and the verbatim recording and should not be digressed by anecdotes the President made which were meant to provide light moments.

PF demands Kaingu’s expulsion from Parliament

The Patriotic Front has demanded the expulsion from Parliament of MMD Mwandi Member of Parliament Michael Kaingu for what it has termed as deflowering the dignity of Parliament by tearing President Michael Sata’s speech on the floor of the house.

PF Media and Publicity Director Chanda Mfula in a statement released to QFM News says the conduct exhibited by Mr Kaingu is excessively out of character and should result in nothing short of his expulsion from parliament.

Mr Mfula it is clear that Mr. Kaingu’s conduct falls far beneath the attributes and character expected of a representative of the people.

He says Mr. Kaingu has openly insulted the Zambian people who elected President Sata and the MPs.

He adds that his behaviour also sends a clear message that he does not have any respect for the Speaker of the National Assembly.

Mr Mfula states that Mr. Kaingu’s action is a total refusal by him to be a good role model and speaks volumes about the deficient morals and values he is able to pass down to younger people both as a father and as a top leader of the biggest opposition party in the country.

He says the PF hopes that parliament will rise to the occasion and protect the dignity and integrity of the house by expelling Mr. Kaingu as he no longer fits the Honourable position he undeservedly occupies.

Mr Mfula further states that the Mwandi Member of Parliament’s conduct has in itself made it easy for parliament to draw the line and use him as an example of the consequences of irresponsible behaviour.

He wonders whether Mr. Kaingu was frustrated with the President’s message on unity, given what he says are his well-known divisive activities in some parts of the country.

Speaker of the National Assembly Patrick Matibini says there is nothing illegal about the move by President Michael Sata to put the Road Development Agency (RDA) under his office.

Dr Matibini made the ruling following a point of order by Monze central Member of Parliament Jack Mwiimbu who wanted to know whether the executive was in order to continue violating the constitution by realigning ministries and government institutions without Parliament approval.

In his ruling Dr Matibini stated that government has the prerogative to establish and dissolve government ministries and department subject to approval by Parliament.

He said he has no doubt that the Vice President will present to the house an appropriate motion to ensure the constitution is upheld on the moving of RDA to fall under the office of the president.

President Michael Sata recently announced that he had taken over the Road Development Agency to fall under his office in order to curb corruption in the procurement of road contracts and promote transparency.

Solwezi council approves construction of US$ 25m Shopping Mall

Solwezi Municipal council has allocated four hectares of land to Herriot Properties of South for the construction of a shopping mall at a cost of US$25 million.

This comes after 23 councillors sitting on Monday approved the application to allow Herriot properties to undertake the multimillion-dollar project at the old showground.

Town Clerk Ronald Daka confirmed the approval of the proposal to allocate land to Herriot Properties.

Mr. Daka said the council is now in the process of to writing the investor to come and take possession of the land and start construction works of the mega infrastructure to be called Solwezi City Mall.

He said the shopping mall is one of the modern infrastructure projects that the council wants to promote to change the outlook of the mining town.

And Mr. Daka has disclosed that a major housing estate project which is supposed to be undertaken by National Pensions Scheme Authority (NAPSA) in Solwezi has hit a hitch.

This follows a delay by the Ministry of Local Government and Housing to approve a new Integrated Development Plan (IDP) for Solwezi.

The Town Clerk said NAPSA has an agreement with Sevanda Management Services to construct hundreds of houses in Solwezi.

He said the housing project is intended to ease the shortage of housing the new mining town is grappling with following an increase in population as a result of mining activities.

However, he said the NAPSA-Sevanda project has hit a snag because the IDP which is to guide the council on land usage is yet to be approved by the Ministry of Local Government and Housing.

He said the absence of the IDP is also holding back the total urban renewal of the old Solwezi town which is experiencing a spurt of unplanned construction of settlements and business infrastructure.

The Town Clerk is especially worried over unplanned developments in the Lumwana-Manyama area, a mining settlement which now has over 8,000 households.

He said the 8,000 households in Manyama do not have sanitary facilities and other services such as roads and clinics because these cannot be taken to the area until the IDP is approved.

He appealed to the Ministry of Local Government and Housing to quickly approve the IDP, as it is an important blue print that will guide the council on land use and how it will service new development areas.

“Look at Solwezi, you cannot tell which is an industrial area or high, medium or low cost residential areas because the development plan has not been clearly distinguished. The approval of the IDP is meant to guide the authority on the development of the town,” Mr Daka said.

Meanwhile, Solwezi Municipal council has set aside K5.5 billion for repairing township roads that had become impassable and a danger to road users due to potholes.

According to the Town Clerk Ronald Daka, the council is working on a total of 47 kilometres of township roads.

He said so far 30 kilometres of road works that included re-gravelling and compacting have already been completed at a total cost of K3 billion.

He said an addition of 17 kilometres is now being worked on and the council is expected to spend K2.5 billion.

Queen Elizabeth II has pledged devote her life in offering a service aimed at promoting peace and unity to Common Wealth nations.

Speaking in her address, during the commemoration of the Diamond Jubilee at the Cathedral of the Holy Cross in Lusaka today, Queen Elizabeth said peace and unity are key to the well being of any country.

In a speech delivered for her by visiting Princess Anne, the Queen said the commemoration in Zambia brings many memories of the peace and stability of the country.

She noted that this has made Zambia to collaborate well with other countries of the Common Wealth.

She further thanked government for giving her opportunity to celebrate her continuity in Zambia.

Meanwhile, the Queen has sent her condolences to the First Republic President, Kenneth Kaunda, noting that she was saddened with the death of the Former First Lady, Mama Betty Kaunda.

She explained that Mama Betty Kaunda played an important role in the liberation struggle through the support and courage she gave to her husband.

Meanwhile, Anglican Diocese Bishop, David Ndhlovu, said Queen Elizabeth is a symbol of unity in all Common Wealth nations.

Bishop Ndhlovu explained that this is because the Queen has always stood for peace and unity as evidenced through the various programs promoting humility, patience, peace and service that she has been rendering to people in the Common Wealth Nations.

He said this is why there is need for all the people in the world to continue praying for the Queen and all those that are in leadership or authority.

Bishop Ndhlovu further added that praying for those in leadership to have peace is the only way the world will have peace and stability.

Princess Anne is in the country as efforts to celebrate Queen Elizabeth II Diamond Jubilee.

The church service was attended by Vice President, Guy Scott, Defence Minister, Geoffrey Mwamba, Health Minister, Joseph Kasonde, senior government officials and opposition heritage party president Godfrey Miyanda.

The Football Association of Zambia is hoping Emmanuel Mbola will be released by FC Porto for Under-20 duty while Herve Renard will be in full charge for the teams’ trip to Mali.

Mbola has been drafted into the Under-20 team to shore-up its leaky defence after shipping in two goals against Mali to finish 2-2 in the first leg on September 22 of their 2013 African Youth Championship qualifier.

“Yes, he will be available if the club releases him in time,” Faz spokesperson Erick Mwanza said.
“He’s been called together with Moses Siansumo of TP (Mazembe) who has already joined the team.”

Zambia were pegged back twice by Mali, that saw the latter also benefit from a first half own goal before recording a valuable draw.

And Mwanza said Renard will take full charge of the team for the return leg match in Bamako on October 6.

“Herve Renard will take charge and travel with the team to Bamako,” Mwanza said.

Mwanza said Renard and his assistant Patrice Beaumelle will fly to Johannesburg after the qualifier to start training camp for Zambia’s 2013 Africa Cup qualifier away to Uganda.

 

Government to spend K700bn on powering North Western Province

Government will spend K700 billion to connect four districts to the national grid in the North-western province.

Mines, Energy and Water Development Deputy Minister, Richard Musukwa, said in parliament today that government is scouting for the funds and the project will commence when the money is made available.

Mr Musukwa, who is also PF Wasakile Member of Parliament, said Chavuma, Kabompo, Mufumbwe and Zambezi districts that are earmarked for upgrading from thermal to the national grid.

Mr Musukwa said Zesco would spend K1.8 billion on fuel and labour and save K20 billion on an annual basis.

The Deputy Minister was responding to a question by MMD Kabompo East MP, Danny Chingimbu, who wanted to find out when government will connect Chavuma, Kabompo, Mufumbwe and Zambezi district to the national grid; what the estimated cost of the project is; how much money per month is spent on the operation of the thermal generation of power in each district and how much money will be saved, per month, once the four districts are connected to the national grid.

And responding to supplementary questions from members of the house, Mines, Energy and Water Development Minister, Yamfwa Mukanga, reiterated Government’s commitment to electrifying rural districts currently being supplied by thermal generation.

Mr Mukanga disclosed that the Rural Electrification Authority in May this year signed different agreements with the German Government in a bid to improve electricity in the country.

Mr Mukanga, who is also PF Kantanshi MP, added that Government is looking at other options of increasing electricity by 1.5 mega watts from some named water falls North-western Province is endowed with.

The minister named Chavuma Jimbe, Kalene, and Kasajiku which will benefit from the project.

Don’t make any fresh promises, Mutati advises PF

Former Commerce, Trade and Industry Minister Felix Mutati has cautioned the PF government against making any fresh promises to the Zambian people.

And Mr. Mutati who is also Lunte MMD MP has advised the Ministry of Labour to consider withdrawing the statutory instrument on the new minimum wage.

Addressing a media briefing in Lusaka today, Mr. Mutati said the PF government should focus on delivering on the already existing promises they made in the run up to the 2011 general elections.

He said Zambians are anxiously waiting for the PF to start delivering on its promises to create jobs for young people as promised during campaigns.

Mr. Mutati also advised the PF to now settle down and to start governing the nation.

“The first critical message to the PF is that, please now settle down. You should now absorb the challenges of governance and please start governing and stop politicking,” Mr. Mutati said.

“The days of blaming everything on the MMD is gone. The PF is now in government and should now start working.”

The Ex Minister also observed that the new statutory instrument on the minimum wage will work against government’s target of creating 1 million jobs over the next four years.

“I have told the Minister of Labour that this S.I is bad for business. A youth in Lunte who has just graduated from school is really not so focused on the wage, he just wants to enter the job market and get the experience but this S.I will make it impossible for our youth to even taste the job market,” Mr. Mutati explained.

He further advised the PF administration not to be scared to make mistakes as they govern the nation.

“They should not be scared to fail, let them go out there and try to better the living standards of our people using different mechanisms but they should not be afraid to make mistakes,” he added.

Fourth President Zambia, Rupiah Banda, today visited Zambia’s founding President Dr Kenneth Kaunda who is recuperating at a private home in Lusaka and urged all Zambians to pray for his full recovery.

President Banda said it was sad that after losing his wife Mama Betty Kaunda last week, Dr Kaunda had had to fall ill.

The former head of State appealed for continued support and respect to the first family who were going through a difficult period after the demise of Mama Kaunda who died in the Zimbabwean capital, Harare, last week.

“After visiting Dr Kaunda, I can see that he still needs to recover fully. My appeal to all my fellow citizens of this great country is that we should continue to pray and offer our support and respect to our founding President and first family,” President Banda said.

The former President arrived at the private residence at 10:38 hours and was immediately ushered into the room where he found Dr Kaunda resting in bed under the observation of a nurse.

After chatting with Dr Kaunda for about 10 minutes, President Banda walked out and was met on his way out by Acting Zambian President Alexander Chikwanda who had just arrived to visit the former President.

President Banda and Honourable Chikwanda had a brief chat before the Acting President proceeded to see Dr Kaunda who was discharged from the University Teaching Hospital.

3 die, 12 missing after a ferry overloaded almost 5 times capacity capsize on Lake Tanganyika

Three (3) people have died in Mpulungu while 12 others are missing after a boat they were in capsized on Lake Tanganyika in the early hours of Tuesday morning.

And police in Mpulungu have arrested the owner of the boat to help with investigations over the ferry accident in which 28 people survived.

Both Northern Province Permanent Secretary Emmanuel Mwamba and Regional Police Commissioner Mary Chikwanda confirmed the development in separate interviews with ZANIS in Kasama today.

Ms. Chikwanda said 28 people have so far survived the ferry accident from the ferry which was carrying about 50 people against a capacity of 12.

The boat is reported to have been ripped apart into two pieces by heavy current on the Lake Tanganyika resulting in some passengers drowning.

The incident happened near Chinsanza fishing camp between Nsumbu and Kapembwa Islands on Lake Tanganyika.

Meanwhile, law enforcement officers have intensified their search for missing persons on Lake Tanganyika following the ferry accident.

EU pleased with completion of ZCAS expansion project

The European Union (EU) Head of Delegation, Gilles Hervio, has expressed happiness with the completion of the EU-funded Zambia Centre for Accountancy Studies (ZCAS) expansion project that gobbled a total of K56 billion.

Speaking after touring the project at ZCAS in Lusaka today, Ambassador Hervio said accountancy plays a pivotal role in the economic development of countries world over.

Ambassador Hervio said it was for this reason that his organisation was supporting many countries in building accountancy studies and capacity in order to produce good and competent accountancy professionals for both the public and private sectors.

He said the EU will maintain its support to learning institutions in the teaching of accountancy and to other institutions like parliament in an effort to enhance the understanding of finance.

Ambassador Hervio further thanked ZCAS management for using the funds provided by the EU for the expansion project prudently, saying the centre now has the capacity to expand further its infrastructure on its own.

Speaking earlier, ZCAS Executive Director Alvert Ng’andu stated that the expansion project has helped to increase the capacity of the institution by nearly 50 per cent.

Dr Ng’andu said this will enable many young people in the country to acquire internationally recognised qualifications at an affordable cost without having to travel to distant places.

He said the centre currently has about 3, 000 students every semester taking up various courses at the institution.

The expansion project, which was completed in December last year, saw the construction of learning facilities that include three hostel blocks and an administrative block that accommodates lecture halls and theatres, computer laboratories, an electronic resource centre and executive seminar halls.

UPND Livingstone MP Reverend Howard Sekwila has apologized to the general UPND membership for attending the launch of the Link Zambia 8,000 project without clearance from the party leadership.

Addressing a media briefing at the party Secretariat this morning, Reverend Sekwila said he is apologizing wholeheartedly and hoped that the members of the UPND would find it within their hearts to forgive him.

“I hereby seek your forgiveness, am like a Prodigal son, please forgive me,” Reverend Sekwila said.

He added that he will never again attend a state function without clearance from the party.

Reverend Sekwila also revealed that he would not accept a job from the PF government if offered.

“I was never offered a ministerial job and I would never accept a job in this government even it was offered,” he said.

He said he is still a committed member of the UPND and willing to abide by the party’s rules and regulations.

Reverend Sekwila also denied reports that he was forced to apologize because he was facing expulsion from the party.

And UNPD Mazabuka Central MP Garry Nkombo said that Mr Sikwela did not cross the flow of parliament by attending the launch of the road project.

Asked if Mr Sikwela was threatened with dismissal by the UPND regarding the matter, Mr Nkombo said that the party would not expel any member without letting the due processes to take its course.

“The UPND did not issue any threats to Mr Sikwela but wrote him a cordial letter so that he could explain the circumstances of being at the launch,” he said.

Renard Happy For DRC Progress

Chipolopolo coach Herve Renard has declined to be drawn into discussing the prospect of Zambia facing DR Congo coached by his former boss Claude Le Roy at the 2013 Africa Cup of Nations.

Renard was Le Roy’s assistant at English side Cambridge United in 2004 and later the duo coached the Ghana’s Black Stars between 2006 to 2008 as head coach and assistant respectively.

Renard said it is not necessary to talk about the possibility of Zambia facing DR Congo at the 2013 AFCON because the African Champions are yet to qualify.

“At the moment they (Congo) are almost qualifying and us we are not qualifying yet, that mean it not necessary to talk about that,” he told journalists in Kitwe.

Renard hailed DR Congo’s recent improved perforce and saluted his
compatriot describing him as the best coach in Africa.

“That is a very good team and they have got the best coach in Africa. You know Claude Le Roy. It is not surprising that they won by for 4-nill in the first game,” he said.

The Leopards are on the verge of qualifying for the Africa Cup
following their 4-nil win over Equatorial Guinea in the first leg, final round qualifier earlier in September.

Faz League Resumes Saturday

Faz has announced that league games will resume this weekend.

The games were halted due to the ongoing national mourning declared in honour of former First Lady Mama Betty Kaunda who died in Zimbabwe last week.

In a statement released on Tuesday afternoon, Faz stated that when the national mourning period ends this Friday, all teams will be in action and that there shall be no more postponement of any league games.

“The Football Association of Zambia wishes to announce that Premier League games, from the MTN Super League through to the Division Three leagues countrywide will resume this weekend of Saturday 29th and Sunday 30th September 2012.”

“At the end of the national mourning period, all teams will be in action and there shall be no postponement of any league games owing to the lack of calendar dates to allow for any deferment.”

Super Division teams are expected to play week 25 games while teams in both Division One North and South will play week 29 fixtures.
