Patriotic Front (PF) Youth Chairperson, Chishimba Kambwili, says government will not use public resources on party programs.

Mr Kambwili said his government will always strive to separate the party from government programs.

Speaking when he addressed PF youths in Livingstone today, Mr Kambwili said using government money on party programs is tantamount to theft which he said his party will not do.

Mr Kambwili, who is also Youth and Sports Minister, urged the Patriotic Front youths to earn clean money and not to receive money from government coffers.

The Minister advised the youths to organize fundraising ventures so that the party can have money to implement its programs.

Mr Kambwili also cautioned youths against aligning themselves with people and companies that have questionable characters.

He said the PF government will not hesitate to prosecute any of its members involved in corrupt practices.

Commenting on Youth Development Fund, the minister said the Patriotic Front youths have equal chances of accessing funds like others.

He said government is trying to avoid a situation where only youths from the ruling party access the funds.

The minister said his government has constituted an Inter-Ministerial committee which is looking at new terms and conditions of disbursing youth development funds in order to avoid reoccurrences on non-payment of grants.

Mr Kambwili disclosed that over the five years the MMD implemented the empowerment program, only K149 million was recovered because it was given to cadres.

He said the disbursement, once started, will be transparent and fair to all youths who qualify.

And speaking earlier Livingstone district youth secretary, Lee Sakunda, complained of lack of funding to the party, especially from the youth wing at the district level.

Mr Sakunda noted that youths in the district have recruited a lot of members to join the Patriotic Front.

The ill fated search by over 100 police officers at the UPND Secretariat for suspected seditious materials proved futile.

The officers whose efforts to conduct the search yesterday were thwarted after UPND lawyers rejected the two search warrants because they were defective.

The Police who came from headquarters are said to have produced a convincing search warrant to the UPND lawyers.

The determined officers returned to the UPND Secretariat in the early hours and sealed off Lagos Road where the UPND officers are situated.

Only five officers were allowed to enter the premises after they were throughly searched by alert UPND youths in the presence of six UPND lawyers.

After many hours of searching, the officers left the offices empty handed.

UPND Vice President Richard Kapita later told reporters that the officers searched the entire building and office computers.

Mr. Kapita stated that the UPND does not deal in seditious materials.He said the search is another attempt by President Sata to intimidate the opposition.
Mr. Kapita vowed that the UPND will not be intimidated and will continue speaking out against the wrongs in the PF government.

Zambian Disability fraternity call for release of Blind man incarcerated for accidentally killing granddaughter

In connection to the recent incident that happened in Sesheke District in Western Province of Zambia, in which a Blind man Fanwel Kamamba happened to accidentally axed his One Year old Granddaughter to death when splitting firewood and thereafter ended up under police confinement with no clear consideration of the situation that resulted to the unforeseen misfortune, We in the Zambian Disability fraternity would like to show our dissatisfaction over the manner I which Mr.Kamamba’s case has been handled by police and the relevant authorities.

In the essence of legal illustration, we consider this an accident and not an intention and the fact that he was blind and unable to see makes it un-thought for the police to take such a magnitude of action that resulted to his imprisonment.

Zambia’s recent achievement in the ratification of the UN-Convection for the Rights of Persons with Disabilities stands out to test the readiness of the Zambian Government to act on any Disability Rights violation by its Agencies ad institutions. Owing to the importance spreading information on the importance of the CRPD in the protection of the rights of PWDs in Zambia.

Considering that under the legal mechanisms through which Mr. Kamamba could access justice are less thought for, Article 12 clause 4 of the CRPD stipulates that

“States Parties shall ensure that all measures that relate to the exercise of legal capacity provide for appropriate
and effective safeguards to prevent abuse in accordance with international human rights law.Such safeguards shall ensure that measures relating to the exercise of legal capacity respect the rights, will and preferences of the person, are free of conflict of interest and undue influence, are proportional and tailored to the person’s circumstances, apply for the shortest time possible and are subject to regular review by a competent, independent and impartial authority or judicial body. The safeguards shall be proportional to the degree to which such measures affect the person’s rights and interests’’

Immediate action needs to be taken to enable Mr.Kamamba to enjoy his rights as he await justice since in simple terms,the situation in which the offence was committed was clearly under risk due to the continued negligence by government, no the provision of viable services for PWDs to live substantial lives.

Its also a call to the Zambia Human right Commission and all its affliations to take a stong stand on the police’s action and secure the immediate release of Mr. Kamamba on conditions that he was not in capacity to commit the crime without the influence of his disability.

Its therefore our wish that such loopholes within the government’s instruction that do not grantee PWDs access to justified legal procedures and actions.

The Zambia Police service last evening had a tough time trying to search the premises for the United Party for National Development (UPND) Secretariat in Lusaka.
The Police wanted to search the UPND premises for seditious material and other stolen goods.

However, efforts by the police to search the premises proved futile after the lawyers who were being led by Sakwiba Sikota noted defects in the issued search warrant.

Mr. Sikota with other lawyers who included Chad Muleza and Gilbert Phiri of Muleza Company, Keith Mweemba of Vunga associates and Martha Mushipe demanded that the police produce a valid search warrant.

And Mr. Sikota later told journalists that the UPND will only allow the police to search the premises once they produce a proper search warrant.

And UPND Vice President Richard Kapita accused the PF government of being behind the continued political intimidation on the opposition.

Mr. Kapita said the UPND will continue to focus on scooping the 2016 elections and that no amount of political gimmicks from the PF will destabilize the party.

The Police did not have it easy when the lead officer detective Nkonde tried to have UPND officials and lawyers give consent to a note indicating the reasons why they had been denied access to the UPND premises.

Lawyers felt that consenting to the note would be used to implicate them as having blocked the police from carrying out their duty which amounts to an offence.

The UPND youths also kept vigil saying the PF government could have sent individuals to plant prohibited substances or weapons at their secretariat.

The youths vowed to fight for the freedom of the party saying they will not allow their leaders to be persecuted.

82-year-old convicted of defilement

AN 82-YEAR-OLD man of Kawama in Kitwe has been convicted for defiling a nine-year-old girl and committed to the High Court for sentencing.
Kitwe Magistrate Ruth Kapulo yesterday convicted Joel Chileshe after finding him guilty of defilement, contrary to Section 138 (1) of the Penal Code Chapter 87 of the Laws of Zambia.

Passing judgment, Mrs Kapulo said: “I consider a man of 82 years defiling a young girl of nine years as an abominable act which should be condemned in the strongest terms.”

She said Chileshe never gave any reasons as to why the girl can falsely implicate him and failed to distance himself from the offence.
“The evidence of the prosecution is overwhelming. In the circumstances, I have no doubt that the accused is guilty of defilement, contrary to Section 138 (1) Chapter 87 of the Laws of Zambia as read with Act No. 15 of 2005 and I convict him accordingly,” Mrs Kapulo said.
Particulars of the offence are that Chileshe on October 21, 2011 in Kitwe, did have unlawful carnal knowledge of a girl under the age of 16.
Mrs Kapulo also said Chileshe never challenged the girl’s evidence that he used to pick her up from school on his bicycle, pretended to be her grandfather and took her to his house to have sex with her on several occasions.

She also said the girl’s mother testified that she overheard her daughter narrating her sexual encounters with Chileshe to her brother.
“Looking at the seriousness of the offence, my hands are tied. I have no jurisdiction to sentence you. I, therefore, commit him to the High Court for sentencing and you will mitigate before the judge. Your police bond has been revoked and you are remanded in custody,” Mrs Kapulo said.
Mrs Kapulo, who runs a shebeen, told the court that Chileshe was her regular customer but he stopped frequenting the shebeen after defiling the girl.

Government Expenditure on Judge Chikopa is in National interest – Sakeni

CHIEF Government spokesperson Kennedy Sakeni says Malawian judge Lovemore Chipoka, appointed to chair a tribunal constituted to investigate alleged professional misconduct of three judges, will remain in Zambia until the stay before the courts of law is resolved.

Mr Sakeni, who is Minister of Information and Broadcasting Services, says concerns about the continued stay and expenditure on the Malawian judge are unfounded because Government had budgeted for his coming to Zambia.

He said in an interview from Mansa that the expenditure on Justice Chipoka’s stay is in national interest.

“Justice Chipoka will only go back once the court process is ended. You cannot invite someone for duty and tell them to go back because of one or two disturbances,” Mr Sakeni said.

In April this year, President Sata suspended Supreme Court Judge Phillip Musonda and High Court justices Nigel Mutuna and Charles Kajimanga for alleged professional misconduct and appointed a tribunal chaired by Justice Chipoka to probe them.

But the three judges challenged the decision through a judicial review, which acted as a stay of President Sata’s decision.

The matter is today expected to come up before the Supreme Court, to hear the High Court’s decision to grant Mr Justice Musonda and two High Court justices a stay of President Sata’s appointment of a tribunal to probe their alleged professional misconduct.

Mr Sakeni said there is no harm in Justice Chipoka’s continued stay in the country on Government expense because his services were requested and planned for by Government, like any other expenditure.

He said the PF administration is prudent and responsible in spending taxpayers’ money.

“This is expenditure in the right direction and what we want is to ensure that the process is followed. We do not see any harm in keeping Justice Chipoka in the country.
“The expenditure is on one individual and this is something the government can afford. We are spending responsibly for the good of the country” Mr Sakeni said.
Mr Sakeni said it is, however, healthy for stakeholders and Zambians to raise concerns about Government’s decisions and activities, adding that everyone is entitled to their own opinions.
He said interest groups must bear with Government because it was not the intention of the authorities to keep Justice Chipoka in Zambia for a long time.

Mealie Meal prices go up

Mealie Meal prices have increased by over Five Thousand Kwacha.

A survey conducted by MUVI TV News in some of the stores in Lusaka’s Kabwata and Chilenje townships revealed that the price of the commodity has shot up.

The survey revealed that the price of 25 kilogramme bag of Breakfast and Roller Meal which was previously selling at 45,000 kwacha is now selling at 50,000 kwacha.

Some traders have questioned why there is an increase in the Mealie Meal price when the country recorded a bumper harvest.

The increase in the price has not only characterized Lusaka Mealie Meal sellers but also in the Northern Province.

Northern Province Permanent Secretary Emmanuel Mwamba said the hike in the price is due to failure by Food Reserve Agency-FRA- to sell most of the maize.

He said currently FRA is just stocking up and not selling maize to the millers.

Recently the Civil Society for Poverty Reduction complained that it was unfair for Zambians to continue subsidising maize to millers when the cost of mealie-meal has remained high.

William Banda has been arrested for his attempts to strangle a Muvi TV journalist Lloyd Kapusa.

Mr. Banda appeared at woodlands police station around mid day in the company of his lawyers, family members and a handful of UPND cadres shortly before he was taken into the police cells.

Police Assistant Public Relations Officer Rae Hamoonga confirmed that Mr. Banda has been charged with assault occasioning bodily harm.

Mr. Hamoonga said that Mr. Banda will be released after meeting all the bond requirements and will appear in court soon.

Last week Mr. Banda roughed up Muvi TV photojournalist Mr. Kapusa who was filming him when he appeared at Government Investigative Team offices where he was summoned to answer chargers for being in possession of property suspected of being proceeds of crime.

Zambia national Team Gets 1-Year Proflight Deal

Proflight has offered African champions Zambia free air tickets for one year.

The airline has given the offer to Zambia following the teams Africa Cup victory last February in Libreville, Gabon.

“These tickets are for a year and members of the team will go anywhere we go to our destinations,”Proflight Zambia operations manager Philip Lemba said at a press briefing held at Football House in Lusaka on Monday.

“Proflight wants to be part of the team and be part of FAZ efforts to bring glory to this country.

The United Party for National Development- UPND-has refuted media reports suggesting that the party is falling apart after the recent saga involving its member William Banda.

UPND Deputy Spokesperson, Cornelius Mweetwa says Mr. Banda’s actions did not represent the actions of UPND and have no capacity to divide the party.

He described the reports as unfounded and without substance as the party is still intact.

Mr. Mweetwa has also castigated National Restoration President Elias Chipimo for his remarks against UPND Leader Hakainde Hichilema in one of Sunday’s tabloids.

Mr. Mweetwa says Zambia is a democratic state as such Mr.Chipimo should know that in a democracy, the need to respect divergent views is paramount.

He was speaking in an interview with ZNBC news in Livingstone on Sunday.

Opposition NAREP leader Elias Chipimo is quoted in one of the daily newspapers as saying Mr. Hichilema should concentrate on developmental issues instead of fighting Republican President Michael Sata.

A group of more than 10 police officers stormed United Party for National Development UPND offices with a view of searching the premises.

The officers, some of whom were armed with AK47 rifles, had in their possession a search warrant in which they claimed they wanted to verify reports that the premises had seditious material.

They were however faced with resistance from party cadres and lawyers.

The officers arrived at the UPND Secretariat at around 16:30 but by 18:00 a search had not been conducted.

They were seen in a corner meeting with lawyers Sakwiba Sikota, Martha Mushipe and Keith Mweemba.

The ministry of information has advised the media stop avoid giving space to politicians whose sole aim is character assassination.

Information and Broadcasting Permanent Secretary Amos Malupenga has observed that name calling by politicians is sometimes promoted by the media by giving space to such politicians.

He says the media should always aim at promoting national unity by championing a national agenda.

Mr. Malupenga was speaking when he officially opened a workshop on capacity building on economic reporting for journalists.

The workshop has been organized by MISA Zambia in conjunction with the Zambia institute for policy analysis and research.

And Mr. Malupenga notes that it’s important for the media to be well educated and informed because a well informed media helps to inform the citizenry better.

Defence Minister Geoffrey Bwalya Mwamba has warned United Party for National Development (UPND) President Hakainde Hichelema not to dare attempt to mobilize the people of Zambia against the PF Government at the expense national security.

In a statement released to the media, Mr Mwamba reminded Mr Hichilema that the laws of the land have a prescribed a punishment for for anyone trying to indulge is such heinous acts.

MEDIA STATEMENT

Now that Mr. Hakainde Hichilema- the chief Apostle of bitterness and tribalism- fully knows that he holds no chance in hell to win an election in Zambia, he has declared a fight against a duly elected Government and President Michael Chilufya Sata in particular.

We only hope that the UPND leader has calculated his political game quite well because this is a classical case of underestimating a fiery blaze. Mr. Hichilema of all people must know that he is dealing with a party and Government who passed through the mill over a ten year long period. We are not a fluke Government; we know why we are here and fully know how we got to be where we are today. We mobilised the entire country for ten years under very difficult conditions that’s why facing the UPND politically will be as smooth as a walk in the park. They are no match to our political expertise and judgment.

Zambians know who Mr. Hichilema is, what he stands for and which interests he represents. His capitalistic greed and how he ripped off the country during the privatisation exercise and amassed enormous personal wealth and condemned millions of families into destitution especially on the Copperbelt is a well-known sad story on every Zambian’s lips. Even his subsequent rise to the UPND leadership riding on an evil tribal horse is a very well documented and understood phase of this man’s political life. In fact, some of the victims of his untreatable tribalism and hatred are prominent people like Mr. Sakwiba Sikota and many others.

Clearly, this is a man who only identifies himself with causes that have direct benefits to himself and his family. Honestly, it is very difficult to reconcile Mr. Hichilema’s capitalistic gluttony with his claim of service to the Zambian people. Haven’t you wondered why he has never spoken about pro poor policies like the minimum wage and many others? The man is selfish and always aims at benefiting at the expense of the ordinary Zambians.

Our advice to him is let him mobilise but he should not dare attempt to mobilise people at the expense of national security and sovereignty because laws of the land have prescribed a befitting punishment for such heinous acts. For ten (10) years President Sata mobilised people in a peaceful and non-violent manner and we expect Mr. Hichilema to do the same although his motivation is different – he is motivated by bitterness and tribalism.

The PF Government is not intolerant to divergent views. We remain open to criticism and any other constructive engagements. What we shall not allow is for this country’s peace to be tampered with through schemes perpetuated by an opposition leader who only polled slightly over 18 per cent of the total votes at the last elections. We shall not permit a man who has maintained his usual distant third position at all successive elections to prey on our people’s minds.

Come 2016, PF shall win and after winning, we shall do more work on our developmental agenda, to ensure a better life for all Zambians.

KAPA187: Who is Jay-Rox ?  how did you come up with that name.

Jay Rox: Jay Rox is a double threat seeing as he is both a producer and rapper. He keeps his audience attentive with his clever punchlines and wordplay. I got my stage name from my real name which is Jackson, I got the jay and added Rox .

KAPA187: What makes you stand out from the other members of zone fam?

Jay Rox: What makes me stand out from the other Zone Fam member’s is my ability to produce music.

KAPA187:  Describe your personality in 3 words.

Creative young man

KAPA187:  Your new album,”Mvesesani” will be coming out next on 1st September, how did you come up with the title and what can your fans expect from it .

Jay Rox:  I got the album title from the tag line that I have been using on Zone Fam songs which means pay attention “Mvesesani”. I removed the “sekesani” cause of the different topics that I touched on the album that were way more serious and didn’t deserve the last part of the tag line. The fans should expect a piece of my life as I am going to be sharing my story with them.

KAPA187:  Personally from the songs I have heard so far I think “zamcab” and the song you did with Mampi “roomie” are the best. What do you think is the best song on your upcoming album?

Jay Rox:  That’s very difficult to answer considering I put in the same effort when producing all my songs. So all my song are like my babies and I can’t say this child is better than that one.

KAPA187:  How will this project differ from the Zone fam album, what will make it special.

Jay Rox: It will be different in the sense that I am going to be sharing my mind, unfolding my story and the story of a people out there that would like to share their struggle but don’t have the means to.

KAPA187:  Zone fam signed a record deal with Taurus Musik in Kenya, how did that come about and what does it means for zone fam.

Jay Rox: Not Only for Zone Fam but for Zambian Music in general it means we shall have a wider audience and we will get to work with artists from within the continent and beyond.

 

KAPA187:  How is piracy affecting the music business, and what measures are you taking to make sure
fans get the original copy of your album.

Jay Rox: Piracy is affecting the music business in a major way! Artists are not getting what they deserve and are being exploited. I am giving the fans quality, I hope they reciprocate by buying original copies.

KAPA187: The video for your song “roomie” has gotten great reviews, what was the concept of the song
and video ,who came up with it .

Jay Rox: The concept was a duet between lovers coming together and expressing the urge to want to be one. The concept was done by Tommy Banda MT Productionz and myself.

KAPA187:  What has been your greatest achievement in your music career.

Jay Rox: Achieving a certain level of success with my crew members Zone Fam, we are only getting started.

KAPA187:  Any last words for your fans.

Jay Rox: Thanks a lot for the support you have given me from the day I started till today, May the good God bless you and buy the album on the 1st of September 2012 you will not regret buying a copy.
