Police tear gas youths at the army recruitment centre

Police on this afternoon fired tear gas canisters to disperse scores of youths who protested for being left out of the Zambia army recruitment at the first infantry brigade in Lusaka’s Emmasdale area.

This was after the youths blocked Katimamulilo road with different objects forcing motorists to use alternative routes.

The youths who also lit fire on the road scampered in surrounding townships after police arrived at the scene to restore law and order.

Calm has returned at the military recruitment centre as police in riot gear keep vigil of the situation.

And some youths told ZNBC news that they have been angered by the turn of events and accused the army personnel of recruiting only their relatives.

This week Hundreds of school leavers turned up seeking to be recruited as regular soldiers in Lusaka.

Long queues formed at the Zambia army First Infantry brigade Headquaters in Emmasdale where the recruitment exercise for Lusaka was taking place.

The Zambia Army wants to recruit 800 soldiers from all districts in the country.

Government will not launch investigation into whether past elections were ever rigged-Guy Scott

Vice President Guy Scott says government will not investigate the credibility of the 2001, 2006 general elections and the 2008 Presidential by-elections to ascertain whether the elections were rigged.

Dr Scott said government does not have enough documentation to prove that the elections where fraud or had weaknesses.

He said the law provides that all aggrieved parties petition the results in the court within 30 days of the time of announcement.

The Vice President said this in parliament yesterday in response to a question from Kawambwa Member of Parliament (MP), Nickson Chilangwa.

Mr Chilangwa wanted to know whether the Government has any plans to investigate the credibility of the 2001, 2006 Presidential and General Elections and the 2008 Presidential By-Election in order to identify possible weaknesses and remedies in the electoral process.

The MP also wanted to find out when the investigation will commence.

This was during the question for oral answer session in parliament yesterday.

Dr Scott however said government has information based on the election petitions but said could not give details on it.

And the Vice President stated that government will provide funds to the Electoral Commission of Zambia (ECZ) in next year’s budget to carry out the continuous voter registration.

Dr Scott who was asked by Lubanseshi Member of Parliament (MP) Patrick Mucheleka whether the PF government will provide funds for the continuous voter registration as it is a requirement by law, he answered to the affirmative.

We have observed several inconsistencies among the PF government officials and this is really setting some doubtful lines of competency. I always wonder whether these guys really consult each other before stating anything. This is the reason why people are doubtful as to whether PF government has any economic policy framework or not. If they had a clear economic agenda properly codified, they would have been referring to it all the time before opening their mouths and start making eye-blink comments which are usually not consistent with what another ministers talk about.

But in today’s paper, Times of Zambia (27/06/2012), Chikwanda who mostly has come to the rescue of many misplaced economic statements from the President and Bob Sichinga, is quoted as follows;

But you can start wondering as whether there is any collaboration among these officials because there is only a space of less than three weeks between when these opposite statements were produced. This shows these guys don’t seem to have any economic plan but purely on trial-and-error.

In fact Chikwanda should realize that the mistake by the previous government, MMD, of allowing profit-flight, is still being repeated today, except that with PF government, this has been fully allowed and blessed by the Head of State, H.E. MC.Sata.
Now what mistake are you correcting when for the first time, the President has fully allowed investors to externalise the profits?
PF government should be serious and get back to work; they are no longer an opposition group.

United Party for National Development (UPND) President Hakainde Hichilema said has said that calls by his opponents to hold a convention for his party were irrelevant. The UPND leader said this in Livingstone yesterday during a Press briefing held at Museum Hall.

Mr Hichilema said that UPND had a General Assembly in July of 2010 where he was given a five year mandate and he was surprised at why people were insinuating that he was afraid of a convention.

Mr Hichilema said his party was organized and consistent with how it dealt with issues and stated that a General Assembly for the party would be held once proper arrangements were made.

He also called for unity and order for elections to be conducted in a peaceful and decent manner.

Mr Hichilema further said his party with support from the opposition MMD were unstoppable and as such confident of being victorious in the forth-coming by elections set for July 5, 2012 in Livingstone.

He however, condemned President Michael Sata’s leadership style claiming that he could perform better if elected into office.

And Mr Hichilema has said that his party supports the clause in the draft constitution which states that the Vice President should be a running mate to the President in an election.

Mr Hichilema said having a Vice President as a running to the President was a cost saving measure in the event that a President died as there would be no need to conduct fresh elections.

The UPND leader said this in Livingstone yesterday during a Press briefing held at Museum Hall.

Mr Hichilema said even Malawi had adopted the running mate clause as it appreciated its value in preventing unplanned for elections.

He said it was important for Zambia to have a President who would not be afraid of his Vice but instead work with his Vice to run the country as a team in bringing development to the people.

Sata back and impressed with Brazil,promises to stamp out casualisation

PRESIDENT Michael Sata says his Government is working to stamp out casualisation by creating long-term permanent jobs for Zambians.

And the President has directed local authorities in the country to improve their town planning by learning from countries such as Brazil.

Mr Sata said he was impressed with Brazil’s planning and development when he attended the Rio+20 Summit in Rio de Janeiro recently.

President Sata said councils should take a leaf from Brazil on how best to plan and develop cities and municipalities.
“I didn’t see a single space… we need to send some people there to go and see for themselves,” Mr Sata said.

On creation of job opportunities, Mr Sata said the Government was planning to create and offer Zambians decent long-term jobs unlike what was currently obtaining.

“If there is employment, we don’t want casual employment. We want to provide employment where when somebody has been provided employment you forget about it. And when you provide employment for one person he will create some more employment.

“For example if you have people working, then people in the market will also be employed because they will have people with money who are going to buy the goods,” he said.

He said there would be increased expenditure in the economy coming with the creation of more jobs by Government and consequently lead to increased revenue for the provision of social services to the people.

Mr Sata said this in an interview yesterday at South Africa’s Oliver Tambo International Airport en-route to Lusaka shortly after connecting from London, where he had earlier connected from Brazil.

This is contained in a statement released by First Secretary for Press at the Zambian High Commission in South Africa, Patson Chilemba.

Mr Sata said Zambia should utilise its comparative advantage to normalise the trade imbalance with countries like South Africa.

He said South Africa exported more to Zambia because that country understood what was relevant for the Zambian market through planning.

He said if South Africa imported meat from Argentina, it could also buy meat products from Zambia, especially that the two countries were only two hours away by air transport.

‘You need proper meat commissions to ensure that our animals are sickness free. And it is not for us to say so, it is for South Africa to prove that our beef is sickness free.

Those are the simplest exports you are talking about, because if we can prove to the South Africans that we can provide them with disease-free meat that is one of the biggest exports since consumption of meat is almost every day,’ he said.

GOVERNMENT will introduce policy measures to stop companies from externalising all their export earnings, Finance Minister Alexander Chikwanda has said.

Mr Chikwanda announced in Parliament yesterday that the move would help create a conducive environment for both investors and Zambians.

He said the MMD administration erred during its reign to allow investors, especially in the mining sector, to externalise all export earnings, placing the country at a disadvantage in terms of benefitting from exports.

He was responding to concerns raised by Sinazongwe Member of Parliament, Richwell Siamunene (UPND), on what measures Government was taking to ensure that not all profits were externalised.

“We are in the process of enforcing policy to ensure that export companies including the mines do not externalise all their export earnings.

“This has been disadvantaging the country. This enabling environment was introduced by our colleagues in the opposition who we replaced, but we want to correct this and introduce an enabling environment for both the investors and the people,” he said.

He said total earnings from copper, cobalt and gold exports during the interval March 2009 to February this year hit more than US$18.2 million.

He said among other measures to help boost mining performance in contributing to the treasury, was the already implemented mineral royalty tax increased from three per cent to six per cent, adding that this was sufficient to help bring about development.

The other measure was to strengthen capacity of monitoring and ensure that all taxes related to mining were adhered to.

Mr Chikwanda said the taxes would help the country to improve infrastructure, social amenity provision and help boost the performance of other sectors such as the processing industries.

He assured that a different economic scenario would avail itself once the measures were in full effect.

On calls for the re-introduction of windfall tax, Mr Chikwanda firmly said the Government would not bring back the measure.

UNZA students stage demonstration over the delayed opening of the campus.

Lusaka Province Police commanding Officer Charity Katanga: No arrest were made,  police deployed in time to keep law and order.

The University of Zambia -UNZA Students on Tuesday night staged a demonstration over the delayed opening of the campus.

The students trooped to the Greats East Road where they set ablaze tyres and firewood thereby closing the road.

Armed Police officers were quickly deployed to prevent motorists from using the Great East Road.

Police officers had a tough time  putting out the fires from the burning tyres and logs.

The fire Brigade were later called and managed to put out the fires. The situation was only brought under control after 22:00 hours.

A ZNBC News crew that rushed to the Great East Road Main campus found the students had retreated into the campus after noticing heavy Police Presence.

And Lusaka Province Police commanding Officer Charity Katanga says no arrests were made and that police were deployed in time to keep law and order.

And University of Zambia Students Union Publicity Secretary Thelma Zimba says they are incensed because government has remained mute over UNZA Management decision to postpone the opening date.

Zimba says the delayed opening will affect their calendar because some of them are supposed to enroll at Ziale and the school of medicine.

She has warned that students want an explanation as to what has led to the postponement of the opening date because they were not consulted.

Energy minister has reiterated that the fuel shortage in the country had nothing to do with the recent donation of fuel to neighboring Malawi.

Recently the Zambian government donated five million liters of fuel estimated at 5 million united states to Malawi to help with the help facilitate the funeral arrangements for its late president Bingu Wa Mutharika.

Energy minister Christopher Yaluma says it is unfortunate that politicians have continued to attribute the recent shortage of fuel in the country to the donation made to Malawi.

Speaking to QFM, Mr. Yaluma says people should understand and believe that the shortage was due to a leak in the pipes stating that the problem has since been rectified.

Sports minister Chishimba Kambwili claims the Africa Cup would not have come to Zambia without the Patriotic Front coming to power.

Kambwili said on Tuesday in a question and answer session in Parliament on the sports ministry’s Africa Cup expenditure that chaos had reigned in sport during the MMD regime.

“Had the people of Zambia not given the mandate to the PF government, the Africa Cup of Nations would have not come to Zambia,” Kambwili said.

“I have the justification for that statement; everybody knows, the whole World, that under the MMD government we saw first and foremost the coach (Dario) Bonnetti being brought by the president Rupiah Banda without the consultation with Faz.”

Bonetti guided Zambia to 2012 qualification but was fired thereafter.

“There was no sanity whatsoever in the running of football,” Kamwbili said.

“At the time we took over there was no budget to prepare the team in the previous budget that we had actually taken over because of the infighting.

“The ministry was working towards making sure that FAZ fails so that they can prove their point.”

He said his ministry facilitated Zambia’s camping in South Africa after earlier plans under the previous regime planned to camp the team in Ndola.

Wedson Gives Zesco High Marks After 15 Games

Zesco United coach Wedson Nyirenda has expressed satisfaction with his side’s performance in the first half of the 2012 Faz Super Division season.

Zesco has gone into the mid-season break sitting second on the log with 32 points and are a point behind leaders Zanaco.

Nyirenda told Radio Icengelo in Kitwe, that Zesco has performed well so far in the season.

“I think the team has performed very well. We have done so well despite all the circumstances we have gone through. I think the team is doing fine,” he said.

Nyirenda also hailed his players’ character.

“My players are very strong; they have a strong heart, strong character,” he added.

Nyirenda predicted that the former league champions well perform well in the second round.

He reiterated his earlier pronouncement that Zesco will win the league title.

“Winning the league is no longer a dream. It is reality that we are winning the league. The league is coming to Ndola,” he said.

The league resumes on 14 July.

Irate farmers give FRA one week ultimatum to pay them for the maize supplied

Some farmers who have not yet been paid their money by the Food Reserve Agency (FRA) in Kalomo have given government a one week ultimatum to settle their dues or take the law into their hands if their demand is not met.

The farmers also demanded that their money which is being held in various commercial banks be paid with the current ruling bank interest rates claiming their money has attracted some interest. This action follows the delayed payment of their dues for the maize they supplied to FRA last year.

Some farmers stormed ZANIS today to air their grievances while others trekked to the local police station to ask what wrong they have committed for them to be subjected to what they termed miserable experience leading to hard lives due to delayed payment of their money.

The farmers are also threatening to collect the remaining maize that is still stacked in the outlying satellite depots and resale it to other millers to raise money for their families.

The farmers said out of the 21 FRA maize buying satellite depots which included those from Sikanga, Katundulu, Bbilili and Kalemu sheds to which maize was supplied to, no payments have been made due to the ongoing investigations for suspected fraudulent practices by some buyers in certain satellite depots while some are already in courts, leading to further delay in payments.

They claimed that investigation in the matter were taking too long while other suspects whose property were impounded were seen moving scot free and have even started buying maize from unsuspecting poor farmers.
The unhappy farmers have since urged government to speed up the investigations. Charles Munsanka who is one of theaffected farmers said he has not been paid his money for the maize sold to FRA last year.

‘You see, it is really annoying, I sold my maize in August last year and up to now I have not been paid, it’s like government is neglecting us, even on the cotton price it is still quite. Now that there is an outbreak of lumpy skin disease and corridor, our animals are dying mercilessly because we don’t have money to buy drugs and our children are failing to go to school,” complained Charles Munsanka.

However, Kalomo District Commissioner, Omar Munsanje has constantly told farmers who relentlessly visit his office of the late payment assuring them that their money is available only that government was cleaning the mess so that what happened do not repeat itself for the benefit of the genuine farming community.

In another development, the farming community in Mabombo area are up in arms with cotton ginners for buying the crop at K1,600 per kilo gramme, a move which they said was exploitative and discouraging farmers to engage in cotton growing as it was becoming grossly unprofitable.

Speaking on behalf of other farmers, Mabombo cotton growers group Chairperson, Edwell Kaale of chief Chikanta’s area said the negotiating team’s delay to come to an agreeable price from that of the proposed K3,200 per kilo gramme had a negative effect on cotton growers.

He said some ginning companies like Dunavant, Alliance and Continental agents have already invaded his area getting the cotton at the low cost of K1,600 per kilo gramme as farmers have no other means of revenue coupled with the fact that some have not yet been paid their money by FRA.

United Party for National Development (UPND) president Hakainde Hichilema’s special advisor Douglas Siakalima has implored party members to pray for his safety .

Addressing dozens of defectors at the party secretariat in Lusaka this morning, Mr. Siakalima claimed that ruthless characters are after the UPND leader’s life.

He said there is need to seek divine intervention to safeguard the Mr. Hichilema’s life.

And Mr. Siakalima has warned police officers who brutalized UPN youths will be followed up until they are exposed.

He said the party will not rest until perpetrators of police brutality face the law and further cautioned Lusaka province police commissioner Charity Katanga against invoking violence.

And about 1500 PF and MMD members in Lusaka province have defected to the opposition UPND.

In welcoming new members, UPND secretary general Winston Chibwe accused President Michael Sata of having offered most jobs in government to his relatives.

Mr. Chibwe called on members to reject President Sata in every election as he has failed to live up to people’s expectations.

Meanwhile, William Banda has vowed to dismantle the popularity of the PF in Lusaka province stating that the defections being witnessed are not genuine.

High Court overturns decision to de-register MMD, Andeleki to appeal to Supreme Court

Lusaka High Court this morning threw out an application by the Chief Registrar of societies to de-register the Movement for Multiparty Democracy (MMD) for non payment of annual returns amounting to K390 million.

Judge Jane Kabuka delivered judgment against the de-registration of the MMD on grounds that the move was against public interest and unreasonable.

But Mr. Andeleki has told Qfm news that his department will contest the matter in the Supreme Court stating that he is greatly dissatisfied with Judge Kabuka’s ruling.

Mr. Andeleki said the people of Zambia have once again been robbed of the justice they have been crying for adding that he will not rest until justice prevails in the matter.

And Mr. Andeleki who earlier declared that he would resign his position within 12 hours if the court rules that he acted illegally in his decision said Judge Kabuka has found that his action was within the confines of the law.

The MMD through national secretary Major Richard Kachingwe and 53 members of parliament contested the de-registration through their lawyers George Kunda and Company and Hobday Kabwe where they sought judicial review so that the court could overturn the decision of the registrar of societies.

Meanwhile MMD National Secretary Richard Kachingwe has written to the Investigator General asking him to look into the character of Mr Andeleki.

According to the letter made available to the media, Mr Kachingwe stated that Mr Andeleki has a blemished and questionable character and attitude that rendered him unsuitable to hold the job which called for high moral standard in society.

Mr Kachingwe further said that Mr Andeleki’s appointment clearly invited absurdity and imported unnecessary concerns.

“Our concerns, like those of other organisations, are premised on grounds that Mr Andeleki was convicted by a Magistrates Court for masquerading as a qualified Lawyer by representing clients in Courts of Law and yet he was just a law student and because of his despicable behaviour the Law Association of Zambia (LAZ) subsequently banned him from practising”, concluded the statement.

Eyeing the Zambian Presidency

Now that Dr Nevers Mumba is eyeing the Zambian presidency via the MMD structure, it will be very exciting and interesting to see events unfold in the next several months and years aimed at trying his leadership ability and skills

Most Zambians, at least, admire Dr Mumba not necessarily for being a politician, but for his fiery tele-evangelistic gospel messages that once jammed ZNBC television “Zambia shall be saved ” program.

Presently, Dr Mumba seems to be floating on a high of self confidence, demanding and spelling-out what he feels should to be fixed in Zambia.

However, he has not laid out his problem solving “formation”, leaving it to us Zambians, to conclude whether his campaign efforts will be another hit or miss. [pullquote]does he have the answers to Zambia’s problems?[/pullquote]

Does Dr Mumba have what it takes to bring down PF to its knees or will he solicit the strength of other opposition political parties to score his intended victory? This is the question many political commentators are asking.

Is Dr Mumba eyeing plot one, just for the sake of changing government or does he have the answers to Zambia’s problems?

We all have an idea at least, about what Zambia’s problems are. Unemployment, a dilapidated educational system, corruption, a rotten judicial system, poverty, high crime and so on and so forth.

These problems aside, Nevers Mumba’s decision to run for plot one, will be an absolutely uphill battle. Unless God will reperform the David and Goliath story, this will be a total mismatch. Who knows what Dr Mumba knows now? Could it be faith, the things hoped for, the evidence of things not seen?

To those who are looking at things from the secular point of view, suggestions are that, Nevers has just stepped into an ever existing problem in the opposition front. The “lack of unity”.

Other suggestions are that, the greatest problem Dr Mumba will face in his race to plot one is, Nevers Mumba himself.

Some think Dr Mumba is an arch enemy to himself. He lacks diplomacy and sometimes makes the most sensitive comments at wrong forums.

This was exemplified by comments he made against the Democratic Republic Of Congo(DRC) when Mwanawasa was president and against the Zimbabwean government, not too long ago.

When his Lusaka apartment was broken into, he did not wait for a police investigation to be done, he concluded that it was the work of the PF government.

In all these allegations, Dr Mumba always claims to have hard evidence to prove his pointing finger .

If or when Dr Mumba ascends to the Zambian throne, what new thing should the ordinary Zambian expect apart from prepared speeches.

I guess at this point, Dr Mumba pretty much knows, he does not have the answers to Zambians pressing problems. To be fair enough at this point, not even the PF seem to have the answers.

Is Nevers trying to get to plot one as a savior of Zambia or does he just want an opportunity to have a shot at the presidency?

Should we expect a positive game change from Nevers or just take him as another public speaker with no plans in his book?

What are Mumba’s goals right now? What will he change if given the opportunity? Where will he find new investors if he comes on the scene? How will he drastically change the Zambian economy? If he is not promising money in the pocket like the PF promised, will he make it clear during his campaigns that, no money in the pocket?

Zambians are tired of change just for the sake of it, they want change that will bring real economic benefits at household or family level.

Zambians are tired of lies by past and present politicians. This goes for the future politicians too.

Zambians have been victims of campaign promises. Any new promises will be hard to accept.

There will be nothing new Dr Mumba will bring to the table to change the history of Zambian politics. Somebody has already written a chapter to the history he may want to affect.

He will not be the first youngest Zambian president as that was already fulfilled by KK who became the first at age 40 in 1964. Dr Mumba is now 52 years.

He will definitely not be the first born-again president as that was taken by Fredrick Chiluba in 1991.

Will he be the first president with a college or university education? Not at all, Mwanawasa already filled the spot.

He will not be the first either, to come from Chinsali with ambitions to be president. Late Simon Mwansa Kapwepwe and Kenneth Kaunda already hold the record.

If considered as just another religious radicle from Chinsali, this will not win him a spot either, Alice Mulenga Lenshina of the lumpa Church,stole the spot already.

Is Dr Mumba’s zeal , enthusiasm, passion and desire to lead Zambia going to come to pass or it will end in the Zambian statistical data- base as just a trial.

Will his run repeat what we already saw in many vibrant Zambians like, late Boldwin Nkhumbula,late Dean Mungomba, Late Anderson Mazoka, Tilwenji Kaunda, Hikainde Hichilema, Edith Nawakwi and so on and so forth?

These people eyed the presidency, but God did not think it wise to hand it down to them.

So,what really will be new about Nevers Mumba? None of the Zambian pastors or bishops or priests have endorsed him yet. We have not heard any excitement from the clergy, what statement is the silence telling?

Is Dr Mumba, really, in the plan of God to be a Zambian president? let us wait and see. Shalom.

A 13 year old pregnant girl stunned the Kitwe Magistrate’s Court when she accused her grandfather of impregnating her, and not the 19-year-old grade nine pupil charged with defiling her.

This is in a case in which Dickson Nyirenda, a grade nine pupil at Kalulushi Basic School, is charged with defilement which is contrary to section 138 of the Penal Code Chapter 87 of the Laws of Zambia.

The girl testified before Magistrate Maxwell Mainza that she lied that Nyirenda was responsible for her pregnancy because she had her menstrual period after having sex with him.

“Then my grandfather started having sex with me. My grandfather impregnated me. My grandmother told me that I should tell the court that Dickson is the one responsible for the pregnancy.

“My grandmother did not tell me why I should point at Dickson and not my grandfather. I had sex with two people, Dickson and my grandfather. My grandfather impregnated me, I have nothing to add to this. I had sex with my grandfather in November last year, my pregnancy is seven months old.”

Particulars of the offence are that Nyirenda, on a date unknown but between October 1, 2011 and October 30, 2011 in Kalulushi, had unlawful carnal knowledge of a girl under the age of 16.

She, however, admitted that she had a relationship with Dickson and that she had sex with him once at his friend’s place.

The girl narrated that her grandmother chased her from Kalulushi after discovering that she was pregnant and that she is currently staying at the Young Women Christian Association shelter in Kitwe.

And during cross-examination, the girl insisted that her grandfather is responsible for her pregnancy and that she slept with Dickson before falling pregnant.

Mr Mainza adjourned the case to July 13, 2012 for continued trial.
