Former Energy and Water Development Minister Kenneth Konga has been discharged from the UTH. He was discharged from the hospital on Friday last week.

Mr Konga collapsed during interrogations with the joint investigative wings of Government. He was initially admitted to St John’s Medical Hospital before being transferred to UTH where he has been since.

The law enforcement agencies, early this year, seized the MMD Chavuma West parliamentarian’s luxurious Hummer motor vehicle which he said he acquired using money that Members of Parliament (MPs) got from National Assembly as car loans.

Mr Konga was also warned and cautioned over a multi-billion Kwacha Hotel situated near Kamwala, a semi-detached flat in Kabulonga and mining equipment in Makeni, property that has all been given back to him.

Over 1,000 pregnancies reported among school pupils in Western Province in 2011

Young girls who dropping out of School to become mothers

Over 1,000 school pupils in Western Province fell pregnant last year alone.

This is according to the Provincial Education Officer (PEO), Muyangwa Kamutumwa, during the Provincial Education Indaba held in Mongu.

According to Mr Kamutumwa’s presentation to the indaba, basic schools accounted for the largest number of pregnancies with 1,186 while secondary Schools recorded 172 cases.

Mr Kamutumwa said out of the total of 1,358 pupils who fell pregnant, 752 got back into school after serving their maternity leave.

He said early marriages and school-girl pregnancies, apart from inadequate schools and learning materials, are one of the major challenges facing the education sector in Western Province.

The PEO said part of the strategic intervention the ministry has embarked on in the province is the engagement of the Barotse Royal Establishment (BRE) to solicit its support towards implementation of education plans.

And speaking at the same occasion, Induna Mayuni, a representative of the BRE, said a key to developing the education sector in the province solely depended on the improvement of roads.

Induna Mayuni observed that roads leading to schools in the province are in very deplorable state while in some cases, the roads are not even in existence.

He said this has resulted in loss of man hours as teachers have to cover long distances on foot to draw their salaries leaving pupils unattended to.

The Induna charged that unless government opens up roads leading to learning institutions in the province, no meaningful development will be recorded in the region.

And Lukulu East Member of Parliament, Christopher Kalila, has welcomed the move by the Patriotic Front government to phase out basic schools in the country.

Dr Kalila said it is evident that the system has not worked well as pupils who do well in their Grade 7 exams perform very badly at Grade 9 when they are taught by the same teachers.

He said this is an indication that primary school teachers are incapable of teaching specialized subjects in Grades 8 and 9.

Education Minister John Phiri and his Deputy David Mabumba attended the Indaba.

Catholic priests have no problem with dual citizenship

34
File: Zambians in Atlanta

The Association of Zambian Catholic Clergy (AZACC) President, Fr Cletus Mwiila, has observed that there is nothing wrong for Zambians to have a dual citizenship because the country is living in an open society.

Fr Mwiila told ZANIS in an interview in Sinazongwe that it is not the first for the country to have the dual citizenship clause enshrined in the constitution.

He said there are some children being born in other countries from Zambian parents and it will be fair to allow them to have dual citizenship.

The AZACC president also disclosed that the declaration of Zambia as a Christian nation is empty and does not mean anything because there are other people who belong to other religions in the country.

Fr Mwila pointed out that the declaration of Zambian as a Christian nation means that the country should be governed under the Christian principles however the current constitution allows the death sentence which is against the Christian teachings.

He said there is need for a quality debate on the constitution to ensure that Zambians come up with a constitution which will not make them regret.

The AZACC president said what the Zambians will say over having a Vice President as a Presidential running mate is what should be followed other than following the ideas of a few individuals who may be against it.

Last week the committee for the draft constitution extended the period for making submissions to 50 more days.

CSOs concerned about judge Chikopa’s continued stay

67
President Michael Sata with Malawian High Court Judge Lovemore Chikopa (second l), Justice Naboth Mwanza (r) rand Justice Thomas Ndhlovu (far l) after a swearing-in at State House.

The Alliance for Good Governance (AGG) has expressed concern at the continued stay of Malawian judge Lovemore Chikopa in the country despite the tribunal he is supposed to preside over being on a stay.

Alliance chairperson Reverend Phukuta Mwanza observed that it will be better if Judge Chikopa returns to Malawi and follow the proceeds of the courts from there because he is only staying in Zambia at the expense of Zambian tax payers money.

Reverend Mwanza noted that once the case is disposed off by the courts of law and the tribunal becomes operational, he can return to Zambia and resume his assignment.

Speaking at a press conference this morning, Reverend Mwanza said Judge Chikopa’s continued stay in the country is a contrast to government’s policy of prudent utilization of public resources.

He said in as much as the president has powers to appoint any judge from any region, it works against the PF’s pronouncement of putting more money in the pockets of Zambians and is instead putting more money in the pockets of Malawians.

The Alliance for Good Governance comprises six organizations namely, the Evangelical Fellowship of Zambia (EFZ), the Foundation for Democratic Process (FODEP), the Zambia Congress of Trade Unions (ZCTU), the Operation Young Vote (OYV), the Zambia Federation of the Disabled (ZAFOD), 2410 and the Press Association of Zambia (PAZA).

And alliance chairperson Phukuta Mwanza said the calls for the dissolution of the judiciary are unjustifiable stating that the move should be a last resort.

Reverend Mwanza said a complete sudden dissolution of the judiciary will only have far serious consequences on the huge number of cases currently in the various courts countrywide.

He said the alliance is in full support of judicial reforms but states that the approach should be handled with caution and objectivity and not bitterness and hate.

Western Province Youth endorse Liato for MMD vice-president

59
Former labour Minister Austin Liato with his wife and sympathisers at the Lusaka magistrate court

THE youth leadership in Western Province has resolved to back former Kaoma Central Member of Parliament (MP) Austin Liato as the MMD’s vice-president.

Those in support of Mr Liato are youth chairpersons from Kaoma, Mongu, Sesheke, Kalabo, Lukulu, Senanga, Shang’ombo and Mulobezi districts.

The resolution was made at a meeting held at Ishaa Mbingo’s Kraal Lodge in Kaoma at the weekend.

Those that signed the resolution were Kaoma District youth chairperson David Chiyuka, Vincent Mapunga from Mongu, Sesheke’s George Simulilo and Mulambwa Munalula representing Kalabo.

Others were Mutete Mutete from Lukulu, Senganga’s Muyambwa Wamundila, Lifasi Mutonga of Shang’ombo and Sililo Kusika representing Mulobezi.

When contacted for comment, MMD deputy national secretary Chembe Nyangu said Mr Liato was a “free man as his suspension was lifted long before his conviction.”

He said Mr Liato was an active and loyal member of the former ruling party.

Mr Nyangu said the position of vice-president had not been advertised yet, but that it would be announced soon.

He said members who were in good standing with the party would be urged to contest.

“By 30th June, 2012 we should have the two vice-presidents in place,” he said.

Western Province youth Chairperson Musangu Njamba said the resolution to rally behind Mr Liato was based on his exemplary track record in various portfolios he served and that it was arrived at after wider consultations in the province.

“We have resolved that we are going to sell Liato for the position of the vice-president of our party because we have seen how he has worked. Mr Liato has worked well in all the portfolios he was given in the Government of this country,” he said.

Mr Njamba cited Mr Liato’s portfolios he had served as Labour minister, Energy deputy minister, Lusaka Province Minister, Kaoma Central MP for ten years, Zambia Congress of Trade Unions (ZCTU) vice- president.

He also served as Zambia Electricity and Allied Workers Union president.

The Lusaka Magistrate’s Court last month sentenced Mr Liato to two years imprisonment with hard labour for possessing property suspected to be proceeds of crime. This was in connection with the K2.1 billion, which was dug out from his Mwembeshi farm.

He was released on K50 million bail pending his appeal to the High Court.

At the MMD provincial conferences, which ushered into office Nevers Mumba as the party’s president, it was resolved that the vice- presidency position be reintroduced after being frozen for several years.

The party would now have two vice-presidents, one in charge of political affairs while the other one for administration.

Judge lashes out at possessive husband for inspecting wifes private parts

33

Drama has continued to ensue in Lusaka local courtrooms and this time the story centred around a Lusaka wife who revealed her husband’s bizarre acts of inspecting her private parts to prove whether or not she has been having sex with other men.

This attracted the curiosity of Lusaka magistrate Lazarus Mwape who lashed out at the man, saying that was unheard-off.

In further attempts to guard his wife, William Phiri was alleged to have been forcing his wife, Hope Lungu, to wear his underwear, believing that this would detest men if they attempted to lure her to bed and forgo the thought of sleeping with her.

Lungu, 33, told the court that she felt offended with her husband’s habit of checking her private parts. This forced her to take the matter to court to end her misery in the couple’s 18-year-old matrimony.

“He (Phiri) reaches an extent of checking my private parts to confirm if I have had any sexual encounters with other men, “Lungu said. She complained that her husband had become over-possessive of her and this had caused friction in their 18-year marriage.

Magistrate Mwape said, “Your actions are unjustified and prove that indeed there is a problem in this marriage. It is unheard-of for a husband to check his wife’s private parts.”

Magistrate Mwape said inspecting Lungu’s private parts and forcing her to wear her husband’s underwear could not stop her from having sex with other men, if she wanted to.

Phiri had also gone a step further in his jealousy, and banned all his male friends from stepping their feet on or near his home, lest they were eying his wife.

“All his male relatives and friends have been banned from our house and he even suspects his own brother of having an affair with me,”Lungu said.

She said Phiri’s behaviour had taken the marriage on the verge breaking as he was even spying on his wife whenever she went to draw water from a communal tap.

“For him, any man that passes near the house is my boyfriend and he would start beating me whenever I go to draw water at the tap where there are a lot of men,” she said.

But Phiri dismissed his wife’s submissions, saying she was a highly emotional person who failed to resolve their problems in an amicable manner whenever they differed. He denied forcing his wife to wear his underwear, saying that when he once found her wearing them, he was shocked by this as he did not expect her to conduct herself in such a manner.Phiri said when asked her why she was putting on his underpants, she responded that she used to wear them often and that it was normal because the two were one since they were married.

“One time I found my wife trying to put on my underwear. This shocked me because it was illogical for a woman to put on her husband’s underwear,” he said.

He said another problem was that his in-laws had been financing the couple’s marriage and that he was not comfortable with that.

Phiri also accused his brother-in-law of having defiled his daughter, saying this had fueled tension between the couple.

“My young daughter confessed that a person used to come at night to sleep with her in the bedroom but when I told my wife she overreacted and defended her brother,” he said.He claimed that on one occasion, Lungu had beaten him and undressed him in full view of their daughter.

Phiri said he suspected that his wife was having an affair with another man because on two occasions, a man had come to their home but she did not introduce him and this raised suspicion and a subsequent banning of men visiting them.

“On two occasions a man came to our house with groceries and other commodities but when he found me at home he left without us being introduced,” he said.

Magistrate Mwape dissolved the marriage but said there was no compensation because he was financially insolvent as it was evident from the way the couple’s in-laws were feeding them.Magistrate Mwape ordered Phiri to pay monthly maintenance of K300, 000 for his four children.

Fuel shortage due to a burst on the TAZAMA pipeline-Government

48
A critical shortage of fuel has hit Mansa District again. This is the second time that Mansa is experiencing fuel shortage this year. Here, Motorists queue up in anticipation of the scarce commodity at AMICO filling station.

Government has attempted to clarify the fuel shortage which has hit some parts of the country.

Energy Permanent Secretary, George Zulu has attributed the fuel shortage to a burst on the TAZAMA pipe line which happened at a place called Ilinga in Tanzania.

He says the government of Tanzania has since repaired the pipe burst and Indeni oil refinery in Ndola has started receiving crude oil.

Mr. Zulu has assured the general public not to worry as the fuel shortage is temporal.

A check by MUVI TV news around some filling stations in Lusaka found several motorists stranded while some isolated stations had the commodity.

Mansa woman disrupts wedding in Chelstone

58

A woman from Mansa suddenly disrupted a wedding ceremony in Lusaka’s Chelstone township after she appeared in the crowded church and claimed that the bridegroom had fathered her child.

This happened during a recent Sunday church service, the proceedings could not go ahead because a holy matrimony can not take place when another person objects.

Some church members said the lady unknown to the congregants and bride’s families, travelled from Mansa upon hearing that her child’s father was about to marry another woman.

The sources said that the Mansa woman heard of the marriage and phoned the church to confirm about the intended marriage proceedings.

“The woman was informed that the man was going to marry another woman on Sunday, so she phoned the parish and got the confirmation, she travelled to Lusaka and arrived just in the middle of the proceedings and stood up in the church and objected that the man should not marry because he has a child with her. This shocked the church, I tell you and everyone just went quiet,” the sources said.

The unfolding drama astounded the congregants at the church and shocked families of both the bride and the groom.

The marriage proceedings had to be put to hold to resolve the issue that had arisen after the appearance of the other woman.

“Up to now that wedding hasn’t been brought back to church and I think the whole affair has ended because the families were bitter with what had transpired more so that the bridegroom had kept the other woman a secret and the church doesn’t allow this,” the sources added.

But when contacted Chelstone Parish Priest, Lastone Lupupa denied the reports saying he was not aware of such happenings in the church. “I am not aware of that, there were other incidences were families had differences but not what you are talking about,” Father Lupupa said.

However the church members confirmed that, the incidence happened at the church much to dismay of the congregants.

Former Head of State Rupiah Banda has been admitted to the Club de Madrid, the prestigious organization of democratic former Heads of State and Government.

Mr Banda, who left office last September, joins other eminent leaders around the world, including former US President Bill Clinton, former UN Secretary-General Javier Perez de Cuellar, former Soviet Union President Mikhail Gorbachev, and former Canadian Prime Minister Kim Campbell.

Club de Madrid has become the world’s largest forum of former Presidents and Prime Ministers committed to sharing their experience in government and to overcome the challengers of leading and decision-making in contemporary politics worldwide.

The Club de Madrid’s honorary members include former US President Jimmy Carter and former UN Secretary-General Kofi Annan. It has in the past addressed issues of global concern such as climate change and sustainable development, social cohesion, terrorism, the role of women in peace and security, or the global economic crisis.

Under the motto “Democracy that delivers”, Club de Madrid has also provided peer to peer counsel, strategic support and technical advice to leaders and institutions working towards democratic transition and consolidation.

Mr Wim Kok, President of the Club de Madrid, said on inviting President Banda into the organisation,

“On behalf of the other 87 democratic former Heads of State and Government, that form part of the organisation, I thus have the pleasure of formally inviting you to become a full Member of the Club de Madrid,”

Mr Banda said,“This is a huge honour and one that makes me particularly happy as it is recognition from amongst my political colleagues around the world. Looking at the other distinguished members, I see that democracy really is at the heart of any country that cares about its people. I want to be able to use my experience to help other countries not only in the region but as far and wide as possible. I am grateful to my colleagues at Club de Madrid for helping me in my task of spreading the word that a democratic country is a better country – for all.”

The former head of state has just returned from Lesotho where he led an election observer mission from the Electoral Institute for Sustainable Democracy in Africa (EISA) to monitor National Assembly elections in that country.

Prior to that, Mr t Banda was in the US as President-in Residence at the Boston University’s African Presidential Archives and Research Centre where he lectured on a wide range of issues.

Empowered by His Presence

TODAY’S SCRIPTURE
“Now when they saw the boldness of Peter and John, and perceived that they were uneducated and untrained men, they marveled. And they realized that they had been with Jesus”
(Acts 4:13, NKJV)

TODAY’S WORD from Joel and Victoria
God wants to empower and strengthen you to overcome every obstacle in this life. He wants to give you confidence, wisdom and boldness to pursue the dreams and desires in your heart. He wants to give you supernatural insight so that you can be a witness of His goodness. In scripture, Peter and John were supernaturally equipped. Everyone around them marveled at their boldness, at their ability. They knew Peter and John didn’t have any formal training. They knew there wasn’t anything special about them. This power and wisdom could have only come from one place — the presence of Jesus.

Friend, when you spend time with Jesus, people will see it. You’ll be energized by His anointing and equipped by His grace. That’s why it’s so important to take time every day to be in His presence. No matter where you are on this earth, His presence is only a prayer away. Scripture says He is near to all who call upon His name. It says that He inhabits the praises of His people. Make your relationship with Him your number one priority and be empowered by His presence each and every day!

A PRAYER FOR TODAY
Heavenly Father, I humbly come before You giving You all that I am. I surrender every area of my life to You and invite You to have Your way in my heart. Empower me with Your love as I daily set my focus on You in Jesus’ name. Amen.
