Former Works and Supply minister Mike Mulongoti has suggested that the best way to handle the controversy surrounding the Barotseland agreement of 1964 is to call for a conference of all the Seven Districts that made submissions to the Barotse National Council.
Mr. Mulongoti tells Qfm in an exclusive interview that the outcome of the conference should be followed by a referendum process together with the ongoing constitution making process.
He says doing so would allow an opportunity for all people in the concerned areas to speak out on the matter adding that the matter should not be rushed into a referendum.
On Ngambela Clement Sinyinda’s statement that he will die for the restoration of the Barotseland agreement of 1964, Mr. Mulongoti says Mr Sinyinda was expressing his emotions on the matter.
He says if Mr Sinyinda should not have gone onto hiding after being interrogated if he is ready to die for his cause.
And Mr. Mulongoti has lauded former vice-president Enoch Kavindele’s move to join the race to contest the MMD presidency at the forthcoming extra-ordinary convention.
Mr. Mulongoti who is former MMD chairman for elections has further stated that there is no front runner in the MMD’s presidential race.
He has noted that all aspiring candidates including the latest entrant have equal chances of being elected at the convention.
Mr Kavindele is said to be favored by many members because of his continued loyalty despite being frustrated in the past.

Foreign Affairs Minister Given Lubinda has said that the Zambian government has opened negotiations with the South African government on the issue concerning fugitive Henry Banda, Son to former president Rupiah Banda.
Mr. Lubinda said that the discussions with the South African government follows media reports that that country has refused to corporate with the Zambian government.
This follows South African high commissioner to Zambia Moses Chikane who is quoted as saying that his country will need solid charges to hand over Henry to the Zambian law enforcement agencies.
Mr. Lubinda said that government through the ministry of foreign affairs has begun negations with the South African Government through the high commissioner to Zambia.
He said that it is a known fact that the issue of questioning Henry Banda is in the best interest of the two countries. Mr. Lubinda has however stated that issues surrounding Henry will not strain the diplomatic relations between the countries.
Henry is wanted by the Zambian law enforcement agencies over his involvement in the engagement of R.P capital Group to evaluate ZAMTEL assets and the subsequent sale of the company to LAP Green networks of Libya.
And spokesperson for the joint team of investigative wings, Munganga Chanda has said normal channels are being followed to ensure the fugitive son of former President Rupiah Banda, Henry is brought home to answer to pending charges.
In an exclusive interview with Qfm, Ms Chanda declined to comment on a statement attributed to South African High Commissioner to Zambia Moses Chikane that his country cannot extradite Henry to their Zambian counterparts in the absence of solid charges.
She said that efforts to arrest Henry who has been on the wanted list by the security wings are progressing well and that an Interpol red notice alert is in force.
On March 30th, 2012, a South African online publication, the Mail and Guardian reported that Henry has permanent residence in South Africa, where he enjoys business connections despite being on the police’s wanted list in Zambia.
The publication established that Henry has a company operating in Johannesburg that was registered in 1996 which still operates in South Africa.
Henry’s purported company Gushford Four is believed to be dealing in financial intermediation, insurance, real estate and business services.
The Zambia Rugby Coaches Association (ZRCA) has underscored the importance of appointing qualified coaches to handle national teams.
ZRCA Secretary Enoch Shikabeta said his association has intensfied the monitoring of coaches’ performance on the local front.
Shikabeta revealed that ZRCA over the weekend introduced coaches monitoring system called coach’s diaries.
He explained that the coaches diaries will be used through out the 2012 rugby season to monitor coaches.
” The ZRCA has issued coach’s diaries to all team coaches to be used for 2012 rugby season. The coach’s diaries are being used to monitor coaches’ performance, for accreditation and for future considerations at higher levels of coaching” he said.

Christopher Katongo ended his early season three-game goal draught on Monday to help his Chinese club Henan Jianye to their first league win of the 2012 campaign.
The 2012 Africa Cup captain scored a brace for bottom placed Henan in their 2-1 away win over 7th place Guishou Renhe.
Katongo was on target in the 69th and 82nd minutes to inspire Henan who were down 1-0 at halftime.
The striker played the full 90 minutes for Henan.

MMD spokesperson Dora Siliya has been charged and arrested for the abuse of authority of office.
Ms Siliya was arrested and taken into custody at Woodlands police station this afternoon and according to her lawyer Sakwiba Sikota,she was denied bail.Mr Sikota said people at Woodlands police station had received instructions not to give Ms Siliya a bond.
Ms Dora Siliya who is the former Transport and Communications Minister in the MMD administration is alleged to have directed the cancellation of a duly awarded tender for the supply, delivery,installation and commissioning of the Zambia Air Traffic Management surveillance Radar system to Thales Air System SA.She is also said to have accepted a free offer from Selex Systemi Integrati S.P.A for the repair of a Radar head at the Lusaka International Airport without following procedure.Ms Siliya will appear in court tomorrow.

ICE QUEEN: I was writing a verse last year, ‘Im the S.ugar H.oney I.ce T.ea, all up in ur stereo its me im the Ice Queen’ eventually, everyone started to call me ICE QUEEN. It sat very well with me and it was perfect. Im a jewellery lover hence the term ‘ice’, Ice Queen official definition: a sweet and beautiful girl ‘rumoured’ to be cold blooded and heartless. KAPA187: When did you first fall in love with hiphop and what made you decide to give it a go.
ICE QUEEN: I fell in love with Hip Hop when i was six years old. I’ve been a lover of music ever since i cant remember, its in my blood. I have always known i wanted to be behind the microphone from the time i was 3years old. I was my own performer at all my birthday parties starting with my 4th birthday. KAPA187: Being a female rapper do you feel like you have to prove youself twice as hard . What drives you.
ICE QUEEN: I dont feel i need to prove myself twice as hard. I just do me, and i’m confident with it. I got my own path and my own destiny, im my own competition. My vision of my success is what drives me. Where i see myself and my brand going, is what keeps me motivated. I live by faith, and i make things happen.
KAPA187: Is there a main topic you talk about in your songs or do you discuss everything.
ICE QUEEN: I have no main topic. I talk about women empowerment, boys, i talk about achieving your dreams, i have a few prayers too that fall into songs, i express myself the way i feel. I talk about anything and everything.
KAPA187: What does being creative mean to you?
ICE QUEEN: Being creative to me is being fearless, bold and expressing what is in your mind, in a manner that is out of this world.
KAPA187: What differentiates you from other artist?
ICE QUEEN: I have, not only talent, but charisma. Not only a strong presense, but the confidence and swag to back it up. And ofcourse, i have great music and that star quality!!!
KAPA187: you did a remix to the popular song “the motto” , What was the motivation behind it ,and how has been the response.
ICE QUEEN: Well, i heard the beat before i heard the actual track and i just rode on it. I loved how i just flowed on it and i had to put it down. The response is massive!!! I had some one say to me, and i quote “Ice Queen…the one who killed Drake” lol!!! Big shoes to fill there…
KAPA187: What was the concept of the video for “the motto”. Are you working on any more video?
ICE QUEEN: There wasn’t really a concept for the video. Its a viral video for youtube, to let the people SEE who Ice Queen is and get familiar with her face. Yes, im working on a couple more official video’s for my own original tracks from the mixtape. I will keep you posted 😉
KAPA187: You have had a number of performances .which one would you say has been the best and why
ICE QUEEN: The best performance i’ve had so far, i’d say was at Monash University in South Africa. It was in February 2012, at the fresher’s orientation week. The crowd was very hype and very responsive…it was
amazing!!
KAPA187: You have a mixtape coming out in June . What can you fans expect from it?
ICE QUEEN: Expect to be taken on a new musical journey. Its a variety of music, from a few party tracks, to a few inspirational tracks, a DIVA’s anthem and a prayer or two. I owe everything ultimately to God.

Inspector General of Police Stella Libongani has said that the charges against the fugitive son of former President Rupiah Banda, Henry can only be revealed when he presents himself for question before law enforcement officers.
The Inspector General was reacting to South African High Commissioner to Zambia Moses Chikane who is quoted as saying that his country cannot extradite Henry to their Zambian counterparts in the absence of charges.
Ms Libongani said it is now the responsibility of Interpol to avail the details of Henry Banda’s case to South Africa since the Zambian government has handed over the details to French based police organisation.
Henry, the most prominent son of former president Rupiah Banda is wanted for questioning in connection with the engagement of RP Capital Group to evaluate Zamtel assets at the cost of $2 million and the subsequent sale of the company to LAP Green of Libya.
The Zambian government has since reversed the sale of Zamtel and returned 100 percent ownership of the telecommunications company.
And Ms. Libongani has observed that intellectual property rights violation poses serious threats to the country than just economic loss to the rights’ holder.
She says the failure to protect intellectual property rights undermines confidence in the economy, removes opportunities for growth, erodes the country’s technical advantages and disrupts fairness and competitiveness in the market place.
Ms. Libongani said this at Lilayi Police College in Lusaka this morning during the opening of a five day decentralization training seminar on intellectual property enforcement organized by the British American Tobacco.
She says the focus of the programme is to ensure that at the end of the course, the police service should be in a position to decentralize the functions performed by the IPU unit at the police headquarters to other provinces of the country.

President Michael Sata has reshuffled four provincial permanent secretaries with immediate effect. This is according to a press release made to the media today by State House.
According to the statement, President Sata has transferred Western Province Permanent Secretary Mr. Augustine Seyuba to North-Western Province in the same capacity to take over from Mr. Bert Mushala who moves to Western Province.
Southern Province Permanent Secretary Ms. Ing’utu Suba goes to Central Province to replace Mr. Edwin Zumbunu who moves to Southern Province in the same capacity.
The changes are meant to improve government operations in the respective provincial administrations.

POLICE have launched investigations to establish the source of funding used to transport hundreds of people to attend the recent Barotse National Council (BNC) meeting which resolved that Western Province should secede from the rest of Zambia.
And Ngambela Clement Sinyinda of Western Province is said to have gone into hiding following a warn-and-caution statement recorded from him by the police on Thursday over alleged treason charges.
Sources told the Times of Zambia that huge sums of money were spent by some opposition politicians who wanted to take advantage of the situation to win popularity.
The sources confirmed that police were investigating to establish the suppliers of funding for the hire of several trucks and buses used to transport youths who were still camped in Limulunga several days after the meeting closed.
On the Ngambela’s going into hiding, Western Province Police Commissioner, Fanwell Siandenge, said Mr Sinyinda was hiding alongside Induna Mukulwakashiko Batuke Imenda.
Mr Siandenge said the two were “fearing the unknown” because police were not looking for them anymore having interviewed them last week.
He said he was aware that they had gone into hiding since the warn-and-caution statements were recorded from them, but police were still waiting for further instructions from the Director of Public Prosecutions over allegations of treason.
Ngambela Sinyinda declined to comment on the reports in an interview by phone, saying he wanted to respect the Government which was no longer issuing statements to avoid fuelling divisions.
“Spare us young man, at least for some time. My colleagues in the Government are keeping quiet and I believe your aim as the media is to bring peace. “It is good that Government has kept quiet. This is a long process but I cannot comment on any of your questions,” he said.

: There are reports which suggest that you have gone into hiding since Thursday after you were questioned by the police. Is that true?

: We do not want to say anything younger man. Like I said, spare us. In fact I have also issued instructions to our people not to say anything on this matter because dialogue is the way forward.
On Friday, police said they were investigating the statements made by Ngambela Sinyinda and Induna Imenda during the BNC meeting to establish whether they amounted to treason.
The two were alleged to have issued the statement during the meeting held from March 26 to 27.
And Women for Change executive director, Emelly Sikazwe has said the Barotseland Agreement of 1964 was not about seceding but addressing the socio-economic challenges faced by the Zambian people.
“The agreement is about promoting development as freedom to harness the economic opportunities that are available in our country,” Ms Sikazwe said.
She implored the Government to promote dialogue with the leadership in Western Province to resolve the stand-off.Ms Sikazwe said in a statement in Lusaka yesterday that women were deeply concerned about the situation in Western Province.
She said efforts should be made by the Government and Barotse Royal Establishment to help promote peace and security the country has enjoyed since independence in 1964.She said the solution to the problem should take into account the interests of the Zambian people and the republican Constitution.
Lusaka High Court has ordered Zambian Watchdog Newspaper owner Lloyd Himaambo to pay K60 million to former Deputy Secretary to the Cabinet, Robert Mataka as damages for defamation.
This was in a matter in which Mr Mataka, now Zambia’s High Commissioner to Botswana, had sued Mr Himaambo and his Zambian Watchdog on-line publication for defamation of character, demanding aggravated and general damages and costs for defamation of character through an article he published.
Supreme Court Judge, Phillip Musonda, sitting as High Court judge, ordered Himaambo to pay Mr Mataka K40 million as general damages and K20 million as exemplary damages.
He was claiming for damages for libel contained in an article headlined ‘Mystery surrounds sale of ZLDC house’, published by the Zambian Watchdog on its front page and page two dated August 12-21, issue number 0630 of 2006.
Himaambo was also sued for libel contained in an article headlined ‘Sale of ZLDC building a scandal -ex director’, published in 2006.
Mr Justice Musonda noted in his judgment that Mr Mataka had proved his case beyond the balance of probability.
He said the payments should attract the Bank of Zambia determined deposit rate from the issuance of the writ until judgment, thereafter six per cent until payment.
FORMER Zamtel workers have urged Government to speed up the process of re-engaging them following the takeover of the company from LapGreen of Libya. The workers have also commended President Sata’s Government for considering the plight of former Zamtel workers.
He was reacting to government’s pronouncement that it is considering reinstating some of the former workers. Chairperson of the former workers Henry Nsama said in a statement issued in Ndola yesterday that re-engaging former workers is long overdue.
“We the former Zamtel employees have received the government statement with renewed hope. We are glad that Government understands our problem and the manner in which we were laid off by LapGreen,” Mr Nsama said.
Mr Nsama said re-engaging the former Zamtel workers will bring relief to the ex-workers’ families who have suffered for too long. Mr Nsama has since urged Government to ignore people castigating it for considering re-engaging former workers.
He also said Government should not engage union leaders who represented the former employees when they were laid off because they allegedly betrayed the majority of workers during the exercise.
“How can they be allowed to represent the very people they failed to protect from retrenchment? We appeal to Government not to involve unions in the bargaining process involving ex- Zamtel employees,” Mr Nsama said.
He added: “There is already a structure in place to represent original Zamtel employees. We urge Government to closely work with this structure on all issues concerning former Zamtel workers and not the current union leadership.”
He also commended Government for establishing how Zamtel was sold.
“It should be emphasised that the retrenchment process was just as bad as the sale of Zamtel and the country lost out in the information communication technology (ICT) sector on some of the most qualified, most experienced and competent brains this country has ever produced due to the chaotic manner in which they were retrenched.
Some of the experienced workers are now seeking jobs outside the country,” Mr Nsama said.
And when contacted for a comment on the matter, National Union of Communication Workers (NUCW) general secretary Liwanga Yuthulu said it will be unfortunate for Government to deal with personalities instead of the union.
Mr Yuthulu said the union is the only recognised institution mandated to represent workers, not individuals.
“Although I have not seen or read the statement by the former workers, I can state that only the union is mandated to represent workers should Government start re-engaging some former workers,” Mr Yuthulu said.
FORMER Republican president, Rupiah Banda has sued Chief Chisunka of the Ushi people for likening him to a monkey “that was left in a maize field”.
Mr Banda has sued Chief Chisunka for defamation of character and is demanding damages over the monkey reference and alleging that the former head of State “stole a lot”.
Mr Banda is also seeking an injunction restraining Chief Chisunka, whose names are Justine Haakamwaya, his agents or servants from further publishing or causing to be published similar libel against him.
According to a statement filed by his lawyers from Lusaka Central Chambers in the principal registry at the Lusaka High Court, Mr Banda said he was the fourth president of the Republic of Zambia, politician and member of the MMD.
Mr Banda, who is also demanding for exemplary and punitive damages, said Chief Chisunka, through an interview he gave to The Post, caused to be published a libellous article on November 10, 2011 entitled ‘Rupiah Banda has stolen a lot’ and another article entitled ‘Rupiah Banda was like a monkey in a maize field’, published in the same paper on January 1, 2012.
He contends that the malicious and false articles were published both electronically and by hard copy and had resulted in damaging of his character and good standing in society.
Mr Banda said the articles were widely circulated throughout Zambia and the world at large, and that the same words were false and were uttered with malice, recklessness and with disregard for the truth.
He said in their natural and ordinary meaning, the words were understood to mean that Mr Banda was a criminal and connected to illegal and corrupt dealings.
Mr Banda said the words were further understood to mean that he was prepared to circumvent legally refined tender procedures, was prepared to cheat the Zambian people and was not fit to be a political leader.
He said the words also meant that Mr Banda should not hold any political office and that he was part of an orchestrated scheme to commit fraud.Mr Banda said the words were understood to mean that he was a tribalist.
The former head os State said the statement that referred to him that he was a criminal involved in corruption and illegal dealings were serious in nature, libellous and slanderous and were aimed at damaging his reputation.
He said because of the article, he and his family had been subjected to abuse and ridicule by members of the public.He averred that Chief Chisunka’s conduct fell below acceptable standards of a traditional leader because none of his allegations was true.
Mr Banda said because of the traditional leader’s allegations, he had suffered loss and was entitled to damages.The matter has been allocated to Lusaka High Court Judge, Mungeni Mulenga.
POLICE in Kabwe have opened a docket and recorded statements from witnesses and the father of twins one of whom was allegedly pronounced dead by a doctor at Kabwe General Hospital only to later discover that the child was still alive.
And Dadly Bumba, father of the deceased twins, has since refused to bury the babies demanding the arrest of the doctor that certified one of the infants dead, long before she actually died.
Mr Bumba said after the death of the first baby, he had no confidence that his other child would survive, considering the harassment that he and his family received from the hospital staff after reporting the matter to Kabwe District Commissioner, Patrick Chishala.
Police recorded statements from witnesses from Kasavas area where the parents of the twins are residents.
Central Province Commissioner of Police Solomon Jere said police were today expected to summon all staff at the hospital involved in the matter for questioning.
Dr Jere said police were expecting those linked to the matter to assist in investigations, adding that the probe should not be viewed as persecution. He said after recording several statements from the father of the twins and other people, police opened a docket to ensure that the truth was established.
The twins were born prematurely from Elizabeth Nkombwe around 22.00 hours on Wednesday last week and one of the babies was, around 13:00 hours the following day, certified dead by a medical doctor at the hospital.
It was later discovered that the infant was breathing, and just at this point started crying, as it was being taken to the hospital mortuary.
However, the baby later died the same day at 18:30 hours while its twin died the following day around 21:00 hours.
Dr Jere said police were treating the matter as a possible criminal liability and were interested in knowing the doctor who declared the baby dead.
The police were also interested in knowing the members of staff who allegedly tore the death certificate obtained from Kasanda Police Station after discovering that the baby was still alive, as it was an offence under the laws of Zambia.
Mr Bumba’s mother-in-law, Eneless Nkombwe, has also expressed disappointment at the manner in which the hospital treated the family.

South Africa High Commissioner to Zambia Moses Chikane has said that Former President’s Son Henry Banda cannot be handed over to the Zambian authorities just because they are needed for questioning. The High Commissioner said that his government would need solid charges before extradition can take place.
“The Zambian authorities would need to use Interpol to secure any law-breaker, including the same Mr Banda,” Mr Chikane said. “But we cannot hand over someone to any government…it doesn’t matter which government just because they are wanted for questioning…we need solid charges before any extradition can take place…in this case, all we have heard is that the gentleman is wanted for questioning that’s all.”
This is the first time the South African government is stating its position on Mr Banda, who is wanted in Zambia for fraud-related charges, according to an Interpol red alert.
Mr Chikane also said he does not expect South Africa’s position would strain diplomatic relations between the two countries because the ball is in Zambia’s court.
“We don’t foresee any diplomatic problems regarding this matter,” Mr Chikane said: “We just want things to be done properly and not extraditing someone in the absence of charges.”

Inspector-General of Police Stella Libongani in a statement to the media said she had made follow-ups regarding information that Mr Banda is in South Africa. “We have made follow-ups on Henry, who is wanted by the combined team of investigators to help with investigations,” Ms Libongani said.
South Africa becomes the second country to co-operate on Mr Banda after Kenya stated that he would be arrested if seen in that country. Mr Banda is alleged to have links with a Kenyan company that supplied petroleum products to Zambia.
His return to Zambia may be complicated further by the fact that South Africa does not extradite people to countries that have a death penalty such as Zambia, no matter what nature of crime they have committed because of the Bill of Rights in their constitution.
“Our Bill of Rights, which we take very seriously, does not allow us to extradite people to countries that have a death penalty,” Mr Chikane said, and continued: “It doesn’t matter if somebody killed a hundred people, we can’t extradite them to a country with a death penalty,” he said.
Mr Banda has since engaged international lawyers to defend him but they have not travelled to Zambia yet. He has been linked to the sale of Zamtel to Libyan company LapGreen, which Government has since repossessed.
