Sporadic outbreak of anthrax recorded in Western Province

Some districts in Western Province are reportedly hit by a sporadic outbreak of anthrax. This has prompted government to embark on vaccinations against the disease to prevent it from spreading further.

Western Province Fisheries and Livestock Coordinator, Kelvin Kampamba has confirmed the development to ZANIS in Mongu today.

Dr Kampamba said the province received over 40,000 thousand doses of anthrax vaccine to vaccinate all the animals in the affected districts.

“The field Staff are already in the field vaccinating animals in the affected districts,” he disclosed.

Dr Kampamba also revealed that the department is carrying-out campaigns against Foot and Mouth Disease (FMD) in a bid to sensitise cattle owners to be wary of the disease.

“We are currently conducting campaigns against FMD in Mulobezi, Sesheke and Mwandi districts so that livestock can take measures against the disease,” he stated.

Dr Kampamba noted that cattle is predominantly a source of livelihood for the people of Western Province hence the government’s decision to provide vaccines to control the diseases that affect animals.

He said as part of the control system the department was also branding the animals for movement control in the province.

“Cattle branding is an integral part of the disease control system as animals are easily identified during movement,” Dr Kampamba emphasised.

And Mongu District Veterinary Officer, Mukuni Mubita said livestock farmers were responding positively to the government vaccination exercise which has been going on for some weeks now.

Dr Mubita said the district received sporadic cases of anthrax in some parts of Nalikwanda Constituency where the disease is endemic.

“So far we are moving on well with the vaccination exercise. Cattle owners are also responding positively,” he said.

And one of the farmers in Nalikwanda, Boyd Silumesi, thanked the government for providing the vaccines which he could not afford on his own.

Anthrax is a disease which affects warm blooded animals including cattle.

Humans can also be affected especially when one consumes an anthrax infected carcass.

Ndola City Council disburses over K4 million CDF to Chifubu Constituency for student bursaries and cooperatives

The Government through Ndola City Council has disbursed over K4,000,000-00 Constituency Development Fund (CDF) to Chifubu Constituency for student bursaries and cooperatives.

Chifubu Member of Parliament Loyd Lubosha, Ndola Mayor Jones Kalyati and Ndola District Commissioner Joseph Phiri officiated at the CDF handover ceremony at Chifubu Market on Monday.

88 cooperatives successfully applied for the grants and one million, nine hundred and twenty thousand kwacha (K1, 920, 000) while for bursaries 478 students received their funding amounting to two million, four hundred and forty-four thousand, sixty kwacha (K2, 444, 060).

In his keynote speech, Mr. Phiri, who was the guest of honour, cautioned beneficiaries against misapplying CDF.

“Today we handover cheques to our people who have successfully applied for grants under the 2022 Chifubu constituency development funds. We are also handing more bursaries to students.I am informed that a total of 88 groups successfully applied for the grants and one million, nine hundred and twenty thousand kwacha (k1, 920, 000) will be disbursed. This is a huge milestone and in line with the government’s aspirations to empower Zambians. For the bursaries, 478 students are receiving their funding today amounting to two million, four hundred and forty-four thousand, sixty kwacha (k2, 444, 060).At the previous handover here in Chifubu, another 518 students received their bursaries amounting to two million, four hundred and twenty-five thousand kwacha (k2, 425,000).The total number of students given skills bursaries here in Chifubu now stands at 996,” Mr. Phiri said.

This brings the total amount of funds disbursed under the 2022 cdf to over k19 billion. As a government, we are confident that disbursement of these funds would significantly help the local authorities to successfully implement all cdf projects. I am also happy to note that the ministry of local government and rural development has now entered into an agreement with the financial institutions that will manage the loan scheme component under cdf. This means that more people will access more cdf funds,” he said.

Meanwhile, Mayor Kalyati reminded CDF beneficiaries that these funds are key to developing their and your businesses.

He said CDF was public money which should not be politicised.

“This is an exciting time to be here as your mayor to witness the handover of constituency development funds to cooperatives and students under the Chifubu constituency. Today is yet another milestone achieved. I wish to congratulate the constituency development fund committee and in particular, the area Member of Parliament, Lloyd Lubosha for successfully completing this important task. I also wish to congratulate the members of various cooperatives for successfully applying for cdf grants,” Dr. Kalyati said.

“For the students that have successfully received skills development bursaries, I congratulate you as well. In congratulating all of you, I wish to remind you that these funds are key to developing your skills and your businesses. Once used properly, these funds have a potential to improve your livelihoods and also develop Chifubu constituency and the city of Ndola. It is therefore imperative that you use this opportunity properly. Do not only think of yourself or your family but think of the positive effects that cdf has on the entire city and apply the funds well. To you the Chifubu cdc, please consider granting more skills development bursaries to students at the local skills development centre run by the Ndola city council,” the Ndola Mayor said.

Rising sexual violence cases worry Masebo

The Ministry of Health has expressed concern with the increasing cases of sexual violence especially against women and girls in the country. Minister of Health, Sylvia Masebo, says this has placed a health burden on the already stressed health care system which lacks adequate manpower.

Ms Masebo explained in an interview in Lusaka today, that this is why there is a multi-sectoral approach to addressing issues of gender-based violence (GBV) targeted at girls and women.

She said currently, most healthcare facilities are overwhelmed with cases of GBV.

She revealed that physical and sexual abuse are the mostly perpetuated cases against girls and women.

Ms Masebo noted that the medical personnel are forced to attend to GBV cases at the expense of other medical conditions as most of them come as emergencies.

The Minister further noted that GBV cases have also resulted in increased disease burden, HIV, other sexually transmitted diseases and unwanted pregnancies among others.

She added that despite the government employing about 12,000 health workers this year alone and improving the supply of medicines in health facilities, there is still need for more health care providers across the country.

Ms. Masebo said there is therefore need for strong collaboration among the Ministry of Health, Ministry of Education, the church, police, the community and other stakeholders in fighting vices that are leading to the rise in GBV cases in the country.

She pointed out that there should be increased sensitisations and awareness activities aimed at addressing the causes of GBV.

Zambia will from November 25th to December 10th commemorate the 16 days of Activism against GBV under the theme, ‘Unity: Activism to end violence against women and girls’.

NAPSA targets to register over 250,000 workers from informal sector

National Pension Scheme Authority (NAPSA) is targeting to register more than 250, 000 workers in the informal sector for social protection by 2026.

Speaking at a sensitisation workshop in Ndola today, NAPSA Northern Region Acting Manager Simuwama Mudenda said the authority has extended the social security coverage to marketeers, saw millers, small scale farmers, domestic workers and bus and taxi drivers.

Mr. Mudenda observed that the informal sector is not included in the social security coverage safety net hence the move by NAPSA to extend the coverage.

Meanwhile, Government says its desire is to improve the lives of the people by strengthening national social protection system coverage to all who have an income as it is a key element of reaching universal social protection coverage.

Speaking at the same occasion, Copperbelt Deputy Permanent Secretary Daniel Kamenga commended the authority for extending the protection services to the informal workers.

Mr Kamenga said the informal sector in the country remains a key pillar in development as it contributes greatly to the country’s Gross Domestic Product (GDP).

He urged NAPSA not to relent in the provision of social security and spread its umbrella across the country thereby being accessible to all.

Calm returns Katete’s Kamwaza Village

Calm has returned to Kamwaza Village in Chieftainess Kawaza of Katete District where residents burnt a police vehicle and left several nursing serious injuries in hospital following a violent protest.

Police had gone to Kamwaza to investigate people who had destroyed a house of headman Chinzu over accusations that he was harbouring murder suspects whom the police had set free.

Kapangulula Ward Councillor, Felix Mbewe says the situation in Kamwanza is now calm and that there is no longer police presence in the village.

“The situation is quite okay. The police went back yesterday after they appreciated the situation,” he said.

Mr Mbewe said as of yesterday, people deserted the village for fear of heavy police presence following a beef up of officers.

And Police Deputy Inspector General In-Charge of Operations, Milner Muyambango yesterday was in Kamwanza area to marshall the police against the unruly residents of Kamwanza.

Mr Muyambago also visited the police officers who are admitted at Saint Francis Mission Hospital after suffering serious injuries when they were violently attacked by villagers.

Only two police officers were still admitted at St Francis Mission Hospital after 7 were discharged, and the condition of the duo is said to be stable.

On November 19, nine police officers were attacked and injured by unruly residents who did not want the officers to investigate an incident of instant justice mob that had left headman Chinzu homeless after his house was razed down.

The mob accused the headman of habouring murder suspects, an accusation the headman says was misplaced as he only became victim of the mob justice because his daughter is married to one of the murder suspects that police had arrested but released due to scant information linking them to the murder

Meanwhile, the opposition Golden Party Zambia (GPZ) has condemn the violent attack on the Zambia Police Officers by some members of the community in Katate District, Eastern Province.

GPZ President Jackson Silavwe told Byta FM News that the violence that was channelled on the law enforcers is extremely regrettable and the culprits must be arrested and prosecuted swiftly.

Mr Silavwe has called for police reforms in the service immediately, saying that the Zambia Police Service (ZP) is not adequately responding to the needs of communities hence the rise in crime levels throughout the Country.

Mr Silavwe wondered why police officers spend the whole day at traffic lights helping the robots instead of preventing and solving crime in communities.

The opposition leaders states that the police command must take this unfortunate attack as a sign of diminishing people’s confidence in the service and urgently reset it’s priorities in as far as policing the Country is concerned.

President Hichilema Never Met Any Judges At His House To Discuss The Case Involving PF Lawmakers, State House Tells Court

PRESIDENTIAL senior private secretary Alfred Chipoya and MUVI television journalist Innocent Phiri have testified in a case Patriotic Front chairperson for information and publicity Raphael Nakacinda sis charged with defamation of the President.

It is alleged that on December 13, last year in Lusaka, Nakacinda, with intent to bring the President’s name into disrepute, hatred, ridicule or contempt, allegedly caused to be published defamatory matter against Mr Hichilema.

The purported defematory words were uttered when Mr Nakacinda was addressing journalists at the High Court. He alleged that President Hichilema was meeting judges at his house to discuss the case involving PF lawmakers who had at the time been suspended from attending Parliament.

But during trial before Lusaka Magistrate Irene Wishimanga today, Mr Chipoya said the President did not meet any judges between the first week of December and December 22,2021.

“The President never had an appointment from any magistrate, judge or Judiciary officer,” he said.

Mr Chipoya further narrated that on December 22, 2021, police from Head quarter’s Criminal Investigations Division visited his office to check for appointments in the President’s diary.

They wanted to check for appointments between the first week of December to December 22,2021.

Mr Chipoya said a police officer asked whether the President had met any judges or anyone from the Judiciary during that period under investigations.

He said he explained to the officer that the President had not met any officer, judges or magistrate during that period in question.

In cross examination, a defence lawyer asked him if he was able to tell court, the names of people who met the President in the first week of December.

In response, the witness said he cannot do so off the cuff.

Further asked if he can recollect people who visited the President on December 13, Mr Chipoya said he could not.

Later, Mr Phiri, a head of current affairs and productions at Muvi TV, testified that on December 13, 2021, he covered an event at the High Court.

“I covered an event involving Honourable Raphael Nakacinda who was among PF members of Parliament who had gone to the Lusaka High Court to offer solidarity to some Members of Parliament from the PF who had been expelled from Parliament by Speaker of the National Assembly madam Nelly Mutti,” Mr Phiri said.

He narrated that after the court case Mr Nakacinda was attending was adjourned, the accused, the company of other PF senior members, began addressing the media pertaining the outcome of the court hearing involving PF lawmakers.

Mr Phiri told the court that “Honourable Nakacinda informed the press that he had received information indicating that President Hakainde Hichilema was intending to summon the judges at his community house with intention to interfere into the affairs of the Judiciary in line with the case they had submitted before the court”.

He said afterwards, he went to the office and wrote the story he covered at the High Court involving Mr Nakacinda and the same was aired on main news and late bulletin

Police Briefly detain and release Citizens First President Harry Kalaba for allegedly holding an illegal meeting

Police on the Copperbelt have briefly detained and released Citizens First President Harry Kalaba for allegedly holding an illegal meeting in Kalulushi District.

Mr. Kalaba was meeting party supporters and congregating at churches in Lufwanyama and Kalulushi when armed police officers intercepted him at a private home in Kalulushi on Sunday.

The Citizens First leader first congregated at St. Joseph Mission Catholic Church in Lufwanyama before moving to Kalulushi where he visited St. Francis Catholic Church and later met supporters at a private home.

Mr. Kalaba was summoned to Kalulushi Police Station on Sunday afternoon where was interrogated over his tour of the Copperbelt Province.

After being released from custody, Mr. Kalaba told reporters that Police warned him against holding meetings without notifying them.

He said police were agitated that he was conducting illegal assembly without notifying them in Ndola, Kalulushi and Lufwanyama at the weekend.

“On Saturday evening, I went to Lufwanyama District as you may know; we are mobilizing our party Citizens First. We want many people to know about our political party. We are meeting leaders and discussing party issues. From Lufwanyama’s St. Joseph Mission we went to St. Francis Catholic Church in Kalulushi to worship on Sunday morning. From St. Francis Church we went to the home of our official Mrs Munthali (Citizens First National Chairlady), to have lunch. As we were eating in that house police in full riot gear came and told us that we should have notified them. Police came to say we are violating the public order act because you are more than eight people. Police say our meeting was illegal because we were fifteen (15). We were just fifteen,” Mr. Kalaba said.

Mr. Kalaba said Police should not expect him to move alone because he was a political party president with followers.

“Police said we were having an illegal assembly but I explained to them that I am a political party president. I don’t move alone. People follow me. When I start moving alone you say people will begin saying Citizens First is one man’s show. When I move with people you say it is an illegal assembly. Kanshi ku bantu takwaba kuwamya (You can please everyone).My colleagues tried to explain that that person (Kalaba) you are looking for is eating but the police told him to follow us to the Police Station. I refused there and then to follow them because there was no way I was going to leave nshima and chicken. I refused to be rushed by the police and said wait. After I finished the meal I went outside the house and for sure I found police were waiting for me. Police asked me to follow them to the police but I asked them about the offence I had committed. They told me that I was conducting an illegal assembly but I asked them if they had seen a meeting because I was just eating but the police insisted that we were more than eight people. We’re not supposed to be more than eight,” he said.

Mr. Kalaba further explained how the acting officer incharge at Kalulushi Police Station wanted him to sleep in cells.

“Police should even go into compounds and see how people live. In some homes there are more than 20 people living there. Some houses accommodate more than 25 people. As Africans we live in extended families. We are not whites who live in families of six or five. That is how they took me to Kalulushi Police Station and said some senior police officers will come from Kitwe to interrogate me. That is how the Police deputy officer commanding came from Kitwe to question me. They told me not to come to the province without notification. The police were courteous but the police officer incharge insisted that Kalaba you will sleep in police cells. But I said there is nothing strange about being arrested. That is how I was arrested and briefly detained until we explained to the senior police. We were then released,” Mr. Kalaba said.

Mr. Kalaba had earlier on Saturday afternoon met party officials in Ndola District.

FAZ Bears Down on Hot-Head Alex Ngonga

Alex Ngonga has been banned after his violent behaviour in Saturday’s Kitwe derby when he tore his Nkana jersey and kicked a TV boom microphone.

FAZ has slapped a provisional ban on the Nkana striker after playing out his violent antics live on TV in the Kitwe derby that his side lost 1-0 at home to Power Dynamos.

Ngonga stormed off the pitch in the 75th minute in disgust after he was substituted and replaced by Tresor Mbangi.

He then ripped his jersey and kicked SuperSport TV’s boom microphone on the touchline sending it sky-high.

FAZ General Secretary has officially written to Nkana to inform them of Ngonga’s provisional ban following his violent conduct at Nkana Stadium on November 19.

“We have received an official complaint from the Zambia Premier League about the misconduct, offensive behaviour and bringing the name of the game into disrepute by your player Alex Ng’onga who after being substituted tore his jersey and kicked the microphone for SuperSport,” Kashala said in his letter to Nkana.

“Due to the gravity of the matter, the secretariat is invoking Article 53 (4) and the player will be suspended from participating in any FAZ-organized game until the matter is concluded by the Disciplinary Committee.”

UPND Engaging In Selective Bidding to favour friends – Canisius Banda

The United Party for National Development (UPND) has engaged in selective bidding which they condemned and attacked while in opposition to give business to their friends in the auditing of the defence forces, its former vice president Canisius Banda has said.

Dr Banda said that there is nothing wrong with auditing Zambia’s defense forces but that the manner the new dawn administration is doing it is wrong.

Dr Banda said although President Hakainde Hichilema’s administration’s motive for carrying out audits raises suspicion, they are right to do that but, lack the requisite probity for such an exercise.

Dr Banda said any Republican President, through delegated responsibility, should engage in such pursuit meant to foster accountability, transparency and fiscal discipline in how public resources are utilised.

The President, having not declared his assets and liabilities at the start of his presidency, his conduct now is itself an affront to the very principles upon which auditing is founded. It speaks of double standards,” said Dr Banda.

He said the Head of State used to be a senior partner in Grant Thornton, one of the firms picked to carry out the audit of the defence forces through corruption-prone, selective bidding.

Dr Banda also alleged that PriceCoopersWaterhouse, the other firm engaged to examine military books is a ‘‘sister company’’ of Grant Thornton.

Dr Banda said the conduct by Mr Hichilema and his administration has the potential to expose national security secrets to private eyes that can easily translate these secrets into saleable commodities to Zambia’s foes.

Dr Banda said by engaging private firms to audit the defence, there is an indication that the Hichilema administration has no confidence in the current auditor general.

“The fear might be that Dick Sichembe and his band of national auditors, as they audit the defence forces, might actually bury instead of unearthing the very evidence he needs in order to convict his choicest suspects, primarily politically exposed and now vulnerable citizens such as ECL,” he said.

He said the new dawn government lacks the required sophistication for leadership and that one of their major weaknesses lies in announcing to the targets of his hunt that he is coming for them even before he embarks on the hunt.

“This represents a classic case of lack of professionalism, where arrests are promised and announced before the evidence is gathered. This is more a malicious wish than the required national forensic inquiry,” said Dr Banda.

Government disburses over 10 million Kwacha to accelerate rural development projects

The Ministry of Local Government and Rural Development has disbursed funds over 10 million Kwacha to accelerate rural development projects with a focus on the immediate rehabilitation of critical Crossing-Points in Seven (7) Districts from the 2022 Budget allocation for Rural Infrastructure Development.

The Ministry’s Permanent Secretary for Administration Mr. Maambo Haamaundu mentioned that the funding will support Seven (7) Local Authorities in Lufwanyama, Sinda, Kabompo, Solwezi, Zambezi, Mufumbwe and Manyinga to immediately embark on the rehabilitation works of major Crossing-points.

“Lufwanyama Town Council has received K2, 907, 852.61, Zambezi Town Council K1, 300, 000.00, Solwezi Municipal Council K1, 893,371.00, Manyinga Town Council K1, 373, 112.29, Mufumbwe Town Council K1, 200,000.00, Kabompo Town Council K1, 051,039.21 and Sinda Town Council K641, 000.00, this brings the total to K10, 366,455.11,” Mr. Haamaundu said

Mr Haamaundu stated that the funds have already been disbursed to the respective Local Authorities and he has urged them to expedite the commencement of works.

“The funds have been disbursed to these Local Authorities to work on some crossing points,” he stated

The Permanent Secretary, has, however, warned that the Government will not tolerate shoddy works from any contractor carrying out the rehabilitation works.

He has implored all the Local Authorities countrywide to ensure any contractor carrying out public projects do not compromise on quality because Zambians demand value for their money, adding that the Local Authorities should be proactive in ensuring that contractors and those charged with the responsibility of supervising the construction of various projects ensure that they are constructed to the highest standards.

Mr. Haamaundu has further guided that the Local Authorities should submit progress reports.

In August this year, the Ministry disbursed amounts totalling 43 million Kwacha to facilitate for the construction of critical Crossing-Points and Road improvement works in selected Districts such as Chama, Kasenengwa, Mongu, Chadiza, Gwembe, Vubwi, Mulobezi, Katete, and Mambwe.

The funding was earmarked on supporting the selected Districts in various Provinces to immediately embark on the construction and rehabilitation works of identified projects before the onset of the rains.

Mr. Haamaundu announced that Chama District received Eight (8) million Kwacha as part payment from the requested total amount of K8,645,691.12 for the construction and rehabilitation of selected crossing points, seven (7) million Kwacha was disbursed to Kasenengwa District, as part payment of K11, 474,738.12 which was requested to facilitate for the construction of three critical crossing points and five other identified points in the District, eight (8) million Kwacha was disbursed to Mongu District, while in Vubwi District, three (3) million Kwacha, which is a part payment towards the total requested amount of K 3,638,142.00 was also disbursed.

Mr. Haamaundu further announced that the requested amount of K6, 850,000.00 in Gwembe District, a total of K5 million-part payment, was disbursed for the rehabilitation of damaged bridges and culverts on the Tobe-Sompani and Hanyombo-Bunyente Roads, in Chadiza District, 3 million Kwacha was disbursed as part payment from the requested total amount K3,436,854.96 for the construction of three critical crossing points in the area, and out of the requested amount of K3, 053,300.00, a total of 3 million Kwacha was disbursed to Mulobezi District to facilitate for the rehabilitation of 10 kilometers of selected Township Roads.

He added that 3 million Kwacha was disbursed to Katete District as part payment from the total amount of K3,173,547.64, as requested for the construction of three critical crossing points, in Mambwe District, 3 million Kwacha was disbursed for the construction of three critical crossing points from the requested total amount K3, 968,023.60, and Ndola City Council received K4, 248,994.40 for the rehabilitation of Kapalala Market in Masala Township, after an inferno swept through the trading area on 16th August, 2022 at about 20:30 hours.

The Permanent Secretary advised all the Local Authorities to utilize the funds for the intended purpose in order to achieve meaningful development, adding that the Authorities should submit progress reports and financial returns once funds are utilized.

Energy Minister says current power outages due to ZESCO’s dilapidated infrastructure

Energy Minister Peter Kapala says the current power outages being experienced in some parts of Lusaka is because of ZESCO dilapidated infrastructure and not load shedding.

Mr. Kapala explained that the low water levels at the Kariba Dam have had no impact on power generation and it is therefore wrong to suggest that the current power outages being experienced is load shedding.

He added that ZESCO infrastructure is currently strained but has assured that once the new ZESCO charges are approved, infrastructure will improve and power outages will be curbed.

“This will allow ZESCO to buy new equipment to improve on service delivery because the power utility will have liquidity,” Mr. Kapala said

Meanwhile, the government has refuted that they have approved the revised ZESCO connection fees.

Mr. Kapala has clarified that contrary to speculations that the Energy Regulation Board –ERB-has approved the revised connection fees that ZESCO had applied for, the proposed adjustments are yet to be approved.

Mr. Kapala said that the Energy Regulation Board has however added its input to the proposed fees made by ZESCO and recommendations have since been submitted to his ministry.

“Cabinet is yet to look at these recommendations made by the ERB and expects the revised fees to come into effect by 1st January 2023,” he said

The Minister disclosed that revising the connection fees is necessary in order to catch up with the current cost of materials and labour especially that these fees were last revised in 2015 and are therefore not cost effective.

Nalumango calls for strong partnerships on water, sanitation issues

Vice President, Mutale Nalumango, has called for strong partnerships in addressing issues of water and sanitation in the country.

Mrs Nalumango explains that this is because of the integral part that improved access to clean water and enhanced sanitation plays towards achieving national development and the attainment of the vision 2030.

She says government has therefore increased the budgetary allocation to the water and sanitation sector.

She was speaking when she officially opened the second sanitation summit in Lusaka.

The Vice President added that government is also revising policies on water and sanitation to make them more responsive to the needs of the people.

Mrs Nalumango further said it was important that all stakeholders have come together and collaborated in finding solutions to the problems that are affecting the smooth implementation of improved water and sanitation projects.

“As you may be aware, access to proper sanitation and hygiene plays an important role in our lives, but access to these basic needs is still a challenge in some places hence this summit is key as it has brought key partners together to find solutions to these problems,” she said.

She has meanwhile expressed concern that rural and peri-urban areas have continued to face challenges in accessing enhanced water and sanitation services, a situation that has resulted in increased cases of water borne diseases.

The Vice President noted thatin order to address this problem, government has given financial support amounting to over US$1.5 billion to undertake improved water and sanitation projects in the 11 commercial water utilities in the country.

And a representative of the cooperating partners, Penelope Campbell, has thanked the Zambian government for making strides in improving access to clean and safe water and improved sanitation for the people.

Ms. Campbell, who is also United Nations Children’s Fund County Director, said there is need for government to work with the partners in ensuring that all the existing gaps in the provision of clean and safe water are addressed.

She stated that currently, Zambia is at 32 percent in terms of accessing basic sanitation, adding that this is the lowest in sub-Saharan Africa.

She added that this is why government must give priority to the sector by creating strong institutions and policies around sanitation.

“Poor sanitation has led to the increase in mortality and child morbidity. This is why government should make it a priority that issues to do with water and sanitation are given high attention in order to enhance human dignity,” she said.

Appearance is Inconsequential; What The Heart Beholds, is Essential!

In recent days, the much-respected human rights activist Laura Miti has suffered a barrage of vitriol and earsplitting invectives from one Saboi Imboela; a greenhorn who is desperately trying to carve a name for herself in the world of politics via the avenue of slander and confrontations!

A couple of weeks earlier, Saboi perturbed and indeed left many of us with jaws dropping when she alleged that there was a lunatic in State House! As if this wasn’t enough, she went to town describing the current president as a, “little little man that is so bitter, comes out and wants to revenge.” Where’s everyone getting all this courage to scandalize the head of state in such a manner? Anyway, we shall reserve this topic for another day, and rather focus on her disparaging remarks on Ms. Miti.

We suspect this feud was sparked-off by a prior Facebook posting by Miti ahead of the much-publicized press conference by some opposition party leaders whereby she opined as follows, “Guys and lady, please, we know you do not like HH. That has been well established. But it can’t be that all we hear from you are vitriolic insults against his person, and wild claims.”

Once the briefing was in full swing, she dropped another bombshell reiterating that the opposition leaders were doing a great job of being caustic, and were succeeding in demonstrating that they can be vicious in their attacks! Of course, this didn’t seem to sit down well with almighty Saboi – the only feminine stock present at the high table. Unbeknownst to her, Laura had just struck a raw nerve……..a vicious diatribe would ensue, accordingly.

“I’ve just seen the nonsense that Laura Miti has written,” she exclaimed. “The woman should resolve her long standing bad relationship with water before she picks fights with people. Wabe ifiko mayo.”

Can it get any worse than this? Anyway, just as the elders were trying to figure out what has become of the younger generation, she offloaded another salvo.

“Bana Kamudoti can’t fight for anyone’s rights because she has not guaranteed her own body to the right to bath,” she declared. “If she wants to join politics, let her do so than be a useless, dirty UPND cadre. Doti!”

Was it really Laura Miti under discussion, we shuddered at the thought. How could a person who is far much order than Saboi be bullied and ridiculed in such a manner?

We’ve a challenge comprehending Saboi’s definition of “doti” – uncleanliness! Is it simply failure to regularly come into contact with water or sporting the not so fanciful mukule and putting on simple clothes that look like they came from Salaula devoid of any sweet-smelling fragrances? We’ve no doubt Laura isn’t a pauper from Chibolya shanty compound that can’t afford Brazilian hair to spruce up her image or bio oil to rid her face of any acne and make her skin complexion resplendent! But does this really matter to her?

Genuine human rights activists or those that care about vulnerable people in society are not given to expensive tastes! Designer labels such as Louis Vuitton and posh cars straight from the showroom or living in breathtaking mansions in secluded neighborhoods don’t really bother them. They are usually at home pitching up in inexpensive attire as they hobnob with the poor in shanty compounds without worrying about any makeup or deodorant. If this is Saboi’s definition of “doti,” then Ms. Miti doesn’t owe her any explanation!

There are so many influential leaders in different spheres of life around the globe be it politics, business, religion or civil rights that have inspired and motivated the world in one way or another and yet they weren’t excited or bothered about any earthly possessions. We have in mind such luminaries as Mother Teresa, Mahatma Gandhi, Nelson Mandela, Julius Nyerere, Bill Gate and Mark Zuckerberg etc.

Locally, we had our very own Lucy Sichone – the indefatigable, fearless lawyer cum human rights activist who dared those in authority without necessarily having to resort to insults as she championed the cause of the poor. You saw her storming offices or appearing in court in her natural hair without any superficial heavy makeup on her face! Even our present-day activists such as Pilato or Michael Zulu cannot be said to worry about their outward appearances as this is inconsequential since what the heart beholds is what is essential. They are down to earth human beings that are keen to see justice prevail whether this shall benefit those in residential or slam areas!

Now, if those that aspire for public office such as Saboi Imboela can have the gall to dismiss others as scumbags, then we’ve to worry about those that they desperately seek to represent in the shanty compounds since most of them are the perfect representations of “doti” due to circumstances beyond their control.
