Deputy Minister of Local Government and Housing Moses Muteteka has advised Zambians to critically examine and differentiate between a good and a bad leader before the forthcoming tripartite elections.
Mr. Muteteka, who is also Chisamba Member of Parliament, says Zambians should vote wisely so that the current social and economic gains are upheld and fostered.
He feared that careless choices for a leader in the 2011 tripartite elections may plunge the country back into high poverty levels which the current government has successfully addressed.
Mr. Muteteka, who is also MMD Youth National Chairman, passionately appealed to Zambians youths to particularly be careful with who they vote for as a president because their choice will help shape their future.
He pointed out that the Zambian youths should help brighten their future by voting for good leaders whose focus was on making Zambia a better country for upcoming generations.
Mr. Muteteka further implored parents not to allow their children to associate themselves with leaders that have history of violence, insults and disrespect.
Mr. Muteteka said Zambians are now able to clearly see which political party leaders have associated themselves with activities of insults, violence, and disrespect for people including chiefs.

Power Dynamos have gone top of the Faz Super Division table for at least 24 hours after a 3-1 home win over Zanaco at Arthur Davies Stadium in Kitwe today.
Beston Chambeshi’s side is tied on 28 points with Red Arrows who only take to the field tomorrow to play their Week 14 game when they host Nkwazi at Nkoloma Stadium in Lusaka.

The Zambia Association of Musicians (ZAM) has appealed to musicians to come up with strategic and meaningful messages that promote peace amongst all political players.
Association National Chairman Maiko Zulu said musicians in the country should preach peace and harmony as the country heads to the general elections.
Speaking in an interview with ZANIS in Solwezi yesterday, Zulu said musicians are custodians of peace who should play a vital role in helping the country maintain the peace it is known and respected for.
He added that musicians should not take peace for granted but that they should be cautious of the power of music in any given society.
He cautioned musicians not to allow politicians to use them as vehicles of promoting hatred and insults in their songs as such can bring chaos.
Meanwhile, Maiko Zulu has called on artists in North-western province to take advantage of the development taking place in the region to enhance themselves.
Zulu said North -Western province and Solwezi in particular is the fastest growing region in the country at the moment and that artists should ensure that development is synonymous with the music industry.
He said this during a meeting with local artists sponsored by the National Arts Council (NAC) in Solwezi yesterday.
Zulu observed that if artists do not grasp the development, other industries will continue to grow while the music industry will lag behind.
He went on to advise artists to realise that music is a business that needs to be taken seriously.
Zulu also called on artists to make use of government departments especially the department of cultural affairs in the Ministry of Community Development because they are there to serve them.
He said only then will musicians appreciate what government has put in place in terms of promoting local talent so that the music industry is improved.
Speaking at the same meeting National Arts Council Director Victor Makashi urged artists to desist from releasing songs that do not add value to society.
Mr. Makashi said artists need to look at society needs and tabulate them if they are to come up with quality products because that is where music is.
He added that this will also help them lay solid foundations because they will communicate things that they know with a passion.
The meeting was the first to be held in the province since the new ZAM National Executive was ushered into office last year.
A local economist has urged Zambians to harness and help sustain the status of a middle income country reclassification so that the grassroots can feel the benefit of the status.
Economist Edmond Soko said in a statement to ZANIS in Kitwe that it is justifiable for Zambia to move to a higher status considering the current economic successes that it has recorded.
Mr. Soko said the infrastructure development being seen around the country and the increased capital inflows in the mining industry, construction,and agricultural sectors among others are indicators of economic growth.
He stated that several economic successes that Zambia has been recording in the recent past, has earnestly convinced the World Bank and other international institutions to re-rate the country to the category of middle income nation 19 years before the planned period of 2030.
He said the reclassification of Zambia as a middle income country has come unexpectedly but at the right time especially that everyone thought the developmental sentiments by government and economists were part of the election propaganda.
Mr. Soko said the fears by some sections of society that the country might lose out part of the donor aid after this rating are not justified because a country can not entirely depend on donor aid forever but gradually wean economically.
He said that is why it is important to harness this status and consistently sustain it for a long period of time so that the grassroots can feel the impact of the middle income status.
Zambia and Ghana are African nations that the World Bank has reclassified as middle income countries.
The two countries are ranked 27th and 28th respectively among 63 countries which the World Bank has reclassified as middle income countries.
A grade11 girl at Kabompo Boarding High School in Kabompo district in North-Western province committed suicide yesterday.
Police sources in Kabompo confirmed the incident to Zambia News
and Information Services (ZANIS).
The police sources said the girl was found in the early hours of Friday
hanging on a tree with her neck tie round her neck and she was dressed in
school uniform.
The police sources identified the girl as Maggie Mahando, 21, who was in 11 D at Kabompo high School.
This is the first incident of a pupil committing suicide at Kabompo High School.
The pupil is said to have been a boarder from Njamba village in Kabombo district and the cause of her committing suicide is not known.

The Tobacco Board of Zambia (TBZ) has sued former Deputy Minister of Works and Supply Lameck Mangani for non-payment of rent arrears for his Chipata residence amounting to K37 million.
According to a writ of summons obtained by the Zambia Daily Mail issued by the Chipata High Court and served on Mr Mangani yesterday by Fred Jere and Company, the former Chipata Central member of Parliament has not paid the outstanding amount accruing from 2009.
Mr Mangani has been given a 14-day ultimatum to respond to the suit, from the date of service of the writ of summons.
Details of the claim case number 2011/HJ/18 in the Chipata High Court are that Mr Mangani owes TBZ a total sum of K37 million rent arrears in respect of Plot number 1463 Umodzi Highway, Chipata, which the former minister is occupying.
The statement of claim indicates that the rent arrears have accumulated from K7,450,000 in 2009 to K37 million as at July this year.
The plaintiff has asked the Chipata High Court to order Mr Mangani’s eviction from the house, pay the arrears in full with interest and costs of the action.
The statement of claim also states that the plaintiff, was at all material times a registered and statutory board which runs the tobacco industry in Zambia.
Mr Mangani was at all material times a tenant in the plaintiff’s house situated on Plot 1463 Umodzi Highway, Chipata.
“The defendant has ignored several demands from the plaintiff to settle the outstanding amount and to express interest to renew the lease agreement which expired on December 31, 2010, hence the need for immediate possession of the house,” the statement of claim reads in part.
And investigations by the Zambia Daily Mail have revealed that the house whose rent arrears have totalled K37 million, is currently being occupied by Mr Mangani’s second wife Mary who is a former Catholic nun.

Patriotic Front (PF) president Michael Sata’s dictatorial tendencies and the MMD’s good performance are the major reasons for the mass exodus of PF members to the ruling MMD, two PF MPs have said.
Kamfinsa MP Michael Nyirenda and Kalulushi MP Anson Simama said in separate interviews that the MMD has attended to most of the matters the PF intends to use as campaign issues.
Mr Nyirenda and Mr Simama said PF members are leaving the party because of Mr Sata’s dictatorial tendencies and greed.
“There is dictatorship in the PF. Mr Sata’s dictatorial tendencies and greed is the reason why people are shying away from the PF. Mr Sata cannot even entertain different views, it is a one-man-show,” Mr Simama said.
Mr Nyirenda also said PF members are joining the MMD because the ruling party is already addressing the issues that the PF is promising to put in its campaign messages.
“People are also leaving PF because of the inconsistency of top leaders on national issues. We are always attacking Government instead of compromising. We are one people so why should we fight?” Mr Nyirenda asked.
Meanwhile, Jimmy Chibuye reports that Mufulira member of Parliament Marjory Mwape says the PF is the most disorganised party which only exists at executive level.
Ms. Mwape, who ditched the PF for the MMD on July 11, said in an interview in Lusaka yesterday that the disorganisation of the party’s lower organs has made it difficult for the party to work effectively.
Ms. Mwape disclosed that most PF executive members are confused by the way the party is being managed because the misunderstandings at the lower organs have made it difficult for the party to succeed in its programmes.
She pointed out that most aspiring candidates in the PF are not development-oriented but want to ride on PF president Michael Sata’s perceived popularity to become members of Parliament.
Ms. Mwape said in her resignation letter obtained by the Zambia Daily Mail in Lusaka yesterday that her stay in the party was characterised by mixed approaches and emotions including expulsion, hostility, reconciliation and tolerance.
The letter was addressed to PF secretary general Wynter Kabimba, indicating her official resignation from the party.
She said she has joined the MMD because it is her belief she will serve Zambians better under the ruling party.
“Man is the architect of his own destiny. I proudly made this bold decision and I am convinced that this is my path to destiny,” Ms Mwape said, as she endorsed President Banda’s candidature.
Meanwhile, TEDDY KUYELA reports that the MMD has welcomed the resignation of Ms Mwape from the opposition to join the ruling party.
MMD deputy national secretary Chembe Nyangu said in Lusaka yesterday that the resignation of Ms Mwape from the opposition is an indication that the MMD is a progressive party which has shown commitment to developing the country.
Mr Nyangu said the MMD is happy that more people from the opposition are defecting to the ruling party because of the good leadership of President Banda.
“The MMD will continue welcoming people from the opposition because we are an attractive party. What Ms Mwape has done is commendable. She knows that only government can execute development projects.
“We want to advise other MPs from the opposition who have seen what President Banda is doing to join the ruling party so that they can work with us to enhance development,” Mr Nyangu said.
Zanaco travel to Power Dynamos tomorrow to play a Week 14 game in search of their first points in the league there since 2008.
The two archrivals clash in the biggest crowd puller in the Super Division this weekend in Kitwe at Arthur Davies Stadium.
Zanaco have lost in their last two visits to Power of this Midlands-versus-Copperbelt dual and their best result at Arthur Davies in three years has been a 1-1 draw in a week 16 game in 2008.
Furthermore, the two teams are both in the top five with Power in 3rd place on 25 points, three points more than Zanaco in 4th place.
This match has the potential to light-up with Zanaco banking on key striker Moses Phiri and Fabrice Mbimba while Power will flip the switch for kennedy Mudenda and Lottie Phiri to provide the sparks.
Meanwhile, the match between Nchanga Rangers and Zesco United has been postponed.
This is due to a bereavement at Nchanga where coach Bruce Mwape lost his son on Thursday.

Opposition Patriotic Front (PF) Eastern Province Chairperson Lucas Phiri with pointing finger
Opposition Patriotic Front (PF) Eastern Province Chairperson this morning openly attacked reporters from the public media for what he termed as biased reporting.
Mr. Phiri scolded Journalists from Zambia News and Information services (ZANIS) and Times of Zambia who went to cover embattled Chipata Central Member of Parliament Lameck Mangani at a press briefing at Pine View guest house.
Mr. Phiri claimed the public media were not fair in their reporting and charged that they misrepresented facts.
Mr. Phiri threatened to chase away the ZANIS crew that was present saying the organization was misusing government resources by writing false stories in their news coverage.
He also warned that the PF will not allow the public media to cover the party rally that will be held in Chipata district tomorrow.
Meanwhile, Chipata Central MP Lameck Mangani acknowledged that the MMD had developed some sectors of the economy.
Mr. Managani cited some of the developments such as the opening of mines and the improved employment levels.
He stated that President Banda had also managed to maintain peace and economic stability in the country.
And the Former Deputy Minister has reiterated that his resignation from the ruling MMD is not because of personal hatred towards President Rupiah Banda.
Mr Mangani said that he was sensitive to what has been obtaining on the ground and decided to respond to the needs of his supporters who advised him to follow the wind of change.
But MMD Chipata District Chairperson Sinoya Mwale said that it was sad that the Former Deputy Minister of Works and Supply decided to resign from the ruling party just because the opposition PF seemed to attract more members and not because they had something better to offer the people of Zambia.
Mr. Mwale stated that Mr. Mangani had proved to the people of Chipata that he is not a genuine politician because he wants to follow what he calls a wind of change which had nothing better to offer.
He stated that Mr. Mangani and others who think the opposition PF will win the tripartite elections are being cheated because MMD is still strong on the ground.
PRESIDENT Rupiah Banda this afternoon visited house number C409 in Libuyu township where he lived when he was 24 years old.
Mr. Banda who arrived at the house slightly after 14 hours attracted a huge crowd as they tried to catch the glimpse of the Head of State.
The President was accompanied by Southern Province Minister Elijah Muchima, Special Assistant to the President for Press and Public Relations Dickson Jere and other senior government officials.
In an interview, Mr. Banda said he went to see the house because that was where he lived when he was 24 years old while he was working at the Post Office.
He described the visit to the house as emotional to him because it brought back memories of the time when he lived there.
Mr Banda told the crowd that had gathered to have a glimpse of him that he was their neighbour as he lived there before.
He said he lived there for two years and that his visit to that house gives hope to life.
The house now belongs to Etha Mweetwa who is a widow.
The Electoral Commission of Zambia (ECZ) has awarded Universal Print Group Limited of Durban, South Africa a tender to print ballot paper booklets and nomination forms for the 2011
tripartite elections.
ECZ Public Relations Manager Cris Akufuna said the tender was awarded to Universal Print Group after fulfilling all the tender requirements.
He said the award of the tender follows invitations by the commission of sealed bids from interested bidders through open tender procedures for the supply and delivery of ballot paper and nomination forms in April this year.
Mr. Akufuna said the tender was advertised in the print media for four weeks.
“This follows the invitation by the commission of sealed bids from interested bidders through open tender procedures for the supply and delivery of ballot paper and nomination forms on 27th March, 2011 which closed on 29th April 2011. The tender was advertised through the
print media for a period of four weeks” he said.
He disclosed that eight companies responded to the invitation and were evaluated in accordance with the laid down procedures.
He added that three companies qualified for technical evaluation and were examined in accordance with the technical specifications that were provided with specific references to bidding document.
Mr. Akufuna said in a statement released to ZANIS in Lusaka today.
He said two companies qualified for analysis of their past performance records and site inspection was done on 6th and 7th June 2011.
He further said that the commission also inspected machinery and production technology and the security and surveillance technology at the premises and surroundings.
“Apart from inspecting machinery and production technology in place the commission also considered the security and surveillance technology at the premises and surroundings. In addition the commission needed to ascertain the binding, finishing, sorting,packaging, audit trail and related technologies at the printing facilities”
“And Universal Print of the republic of South Africa satisfied all these requirements and the commission has therefore awarded the tender to the company” he said.
Universal Print of South Africa was also contracted to print the 2006 General elections and the 2008 Presidential elections.
The Zambia football industry is in somewhat of the recession half way through the 2011 season.
For the first time in recent memory, there is no high profile movement of new prospects leaving the territorial limits of Zambia seeking greener pastures abroad.
Furthermore, there has so far been no major interest from traditional importer South Africa for fresh talent from Zambia in the run up to their 2011/2012 season kickoff next month.
If there has been any movement at all in the market, it has only been for old and experienced players like striker Signs Chibambo who recently moved to an undisclosed club in Thailand while Simba in Tanzania are chasing another striker Felix Sunzu Junior.
Meanwhile, the last time a player left a local club for a foreign stint was December 2010 when striker Vanecious Mapande moved from Zanaco to Arab Contractors in Egypt.
Mapande’s transfer was enhanced thanks to Zanaco’s participation in the Caf Confederation Cup group stage, a competition including the Caf Champions League where no Zambian club managed to reach the pool stage this season.
Business too has been hit mostly by the Under-23’s poor showing in the Olympic and All Africa Games qualifiers.
One needs just to look across the Zambezi into Zimbabwe who have benefitted from their good run in the All Africa Games qualifiers eliminating Zambia from the preliminary stage before South Africa ejected them in the third and final elimination stage.
South African clubs have targeted key Zimbabwe Under-23 players like Simba Sithole has joined Mamelodi Sundowns while Denver Mukamba and Amin Qadr are being courted by Maritzburg United and Orlando Pirates respectively.
The Cosafa Under-20 Championship coming up at the end of November will also have a telling on how productive local clubs have been in finding the next big thing.
The World’s leading search engine Google and leading video sharing website You Tube has partnered with local Internet service provider (ISP) AfriConnect to host the internet giant’s local cache operations.
AfriConnect Marketing Manager Janice Maliwa-Chipenzi announced in a statement in Lusaka today that AfriConnect will become the host operation for the Google and YouTube servers in Zambia.
“The effect of hosting this caching equipment is that all Google searches are carried out locally in Zambia (rather than in Europe or further afield), and that ‘popular’ searches from around the world are ‘pre-fetched’ or ‘saved’ on the servers – meaning search results are already on a server in the country, making searches notably faster, and saving international bandwidth. She said.
Since Google also own YouTube the same facility applies to searching for and viewing all popular videos – now held locally.
Ms Maliwa-Chipenzi said to make this service available to local internet users, AfriConnect has installed several high-powered computer servers linked to their own dedicated high-speed Internet link, all housed in a secure facility with fully resilient power and cooling systems.
She said the partnership with Google and you tube shows the level of confidence the international ICT sector has in the local ISP’s, a situation which will further enhance Zambia’s internet connectivity to the world.
“AfriConnect has been tirelessly building capacity on our network and thus Google choosing to partner with us as the Zambian location for hosting because of our ability to provide the necessary infrastructure to an international standard.” She added
Ms Maliwa-Chipenzi said AfriConnect is now working to ensure that users of other ISPs in the country can take advantage of the speed and savings.
“Our integration into Vodacom Business has also seen more resources put into upgrading our technical support. Our call centre has been expanded and now has more staff to handle all manner of technical queries. Our call centre which is open from 07hrs to 23hrs daily now has more dedicated lines. Our customers can reach us through our customer support email. We will continue to improve upon our infrastructure and support as we push to offer more than just internet.” said Janice Maliwa-Chipenzi.
An underground 11-KV power line which supplies electricity to the Lusaka International Airport has been cut off and stolen.
The 47-meters of three core-cables was stolen Wednesday night at about 23 hours on Airport road.
ZESCO Limited Public Relations Manager Andre Makulu who inspected the site where the cables have been cut-off says the Airport has since been put on alternative power supply.
Mr. Makalu told ZNBC News that it is unfortunate that people could steal power cables which supply electricity to a security installation.
Mr. Makulu urged the public to report any person found stealing or vandalising ZESCO installations.
The Ministry of Finance has issued a new statutory instrument which seeks to empower local entrepreneurs under the preferential reservation scheme in public procurement.
Citizen Economic Empowerment Commission Board Chairman Dr. Overs Banda says local entreprenuers will be empowered by reserving certain public procurements to Companies that are citizens influenced, empowered and owned.
Dr. Banda says a circular will be issued by Zambia Public Procurement Authority -ZPPA to instruct all government institutions and parastatals to commence implementation of the preferential regulations.
He says all procurement of goods not exceeding 3-billion kwacha will be reserved for the mentioned companies.
Dr. Banda told a media briefing that under building construction works, reservations will be up to 20-billion kwacha while for civil and road works, the thresholds shall be up to 30-billion kwacha.
He says other provisions of the instrument include providing for adjustment of bid prices during evaluation so that it favours citizens influenced companies and citizen owned and empowered companies.
