New Zambia Public Procurement Authority to promote transparency

Government says Zambia Public Procurement Authority (ZPPA) which has replaced the Zambia National Tender Board will be transformed into a fully fledged regulatory body in two years.

Financial Management and Administration Acting Permanent Secretary, in the Ministry of Finance, Daniel Bowasi said currently the Ministry of Justice was drafting the procurement regulations to be followed by the Authority.

Mr. Bowasi pointed out a framework to guide the procurement processes was receiving appropriate attention following wide consultation with other partners.

He was speaking in Lusaka today at the public procurement meeting held under the Public Expenditure Management and Financial Accountability (PEMFA) programme.

Mr. Bowasi further said that the Ministry of Finance and National Planning had signed a Memorandum of Understanding with PEMFA to commence the implementation of comprehensive public financial management reforms.

He said the transformation of the public procurement guidelines and procedures would promote transparency, accountability and efficiency in the public procurement system which would improve financial expenditure management.

Mr. Bowasi said the procurement reforms would also ensure prudent use of national resources thereby supporting poverty reduction and economic growth among other things.

He added that progress in the reform process had been recorded through the implementation of expenditure and budgeting policy based on the Fifth National Development Plan (FNDP).

Mr. Bowasi said a computerized control system has also been implemented resulting in reduced expenditure arrears.

Mr. Bowasi also disclosed that government has instituted legal reforms to support on-going public financial management reforms.

Zambia International Travel Show opens in Lusaka

The second Zambia International Travel (ZIT) show has opened in Lusaka today attracting over 120 local and foreign exhibitors.

The three day event is organized by Africast exhibition management with the aim of marketing Zambia to the rest of the world prior to the 2010 world and Africa cup.

Speaking at the official opening, Tourism, Environment and Natural Resources Minster Catherine Namugala reaffirmed government’s commitment to support efforts intended at promoting tourism destinations in the country.

Mrs. Namugala said government alone can not manage to attract and convince many tourists to visit all tourisms sits therefore there is need for other stakeholders to play a leading role in ensuring that tourists continue to come the country.

She assured that government will do everything possible to support all efforts and process pertaining to facilitating more investment in the country.

She pointed out that partners in the private sector like Africast should endeavor at assisting government find lasting solutions to the current global economic crisis.

The Minster who also toured the exhibition stands explained that through providing such a platform like ZIT show that brings operators who are potential investors together, the country is likely to increase its investment capacity to the industry.

Mrs. Namugala also urged exhibitors to use the show and exchange views amongst themselves on how best the current global economic crunch can be addressed so that it does not affect their business.

She further added that marketing is key to the growth of the tourism sector adding that this is way innovative ways such as ZIT should be wide explored.

She said Marketing Zambia as a tourist destination in non traditional products can contribute positively to the economic development of the country.

She also challenged the financial institutions to come on board assist government in developing Small and Micro Enterprises (SMEs) in the tourism sector.

She stressed that SMEs have potential to reduce poverty as they would ensure wider participation of the local people in various tourism enterprises.

Meanwhile, Mrs. Namungala has also urged investors to respect the laws of the country and conduct their business in accordance with the stipulated guidelines.

And earlier Africast exhibition management Managing Director Chimwemwe Nyirenda said despite the economic disturbances world wide there is need for the tourism sector not to relent in marketing their products.

Mr. Nyirenda explained that local and foreign marketing of tourism plays a vital role in developing and attracting more tourists in any country.

He noted that Zambia is a country that is blessed with natural tourism attractions but only lack proper marketing skills of her products to other countries.

He also called upon local exhibitors and other tour operators to use the show as an opportunity to identify more tourists to the businesses.

Mr. Nyirenda further thanked government and other stakeholders for partnering with his organization, adding that this will go along way in encouraging more investment and consequently contribute to the economic growth of the nation.

Government pumps K2.5 billion into Mazabuka Municipal Council

Government has approved K 2.5 billion for Mazabuka Municipal Council for Integrated Municipal Service Delivery.

This follows a successful project proposal submitted to Cabinet under the Public Service Management service delivery fund.

Mazabuka Town Clerk, Ekan Chingangu confirmed the development to ZANIS in Mazabuka today.

He said the local authority will handle the tender procedures and select contractors while the disbursement of funds will be done by the Ministry of Finance.

Mr Chingangu said the funds will be used among other things to construct a modern solid waste management, a weigh bridge and the processing of the issuance of title deeds for 1,000 housing units in Nakambala and Mulonga townships.

He said equipment for the construction of a weigh bridge purchased from India has since arrived in the district.

Mr. Chingangu said a Lusaka-based contractor has since been engaged to undertake the project which scheduled to be completed within two months.

A project monitoring vehicle and Industrial back hoe loader have already been procured and received while purchase orders for the mobile office equipment have been submitted for payment to the ministry of finance.

The German Technical Cooperation to Zambia under the Support to Decentralization Implementation has been instrumental in capacity building at Mazabuka Municipal Council, (GTZ-SDI).

GTZ-SDI has also been conducting capacity building at Sinazongwe and Kalomo district councils in Southern Province.

He further said the funds will help the council in conducting mobile information system especially for rural communities who do not have access to information and are not aware of processes and issues involved in accessing services.

Mr. Chingangu added that the council data base on revenue, accounts, plot allocation that are not integrated into one system that links up all records pertaining to revenue payments and accounts would now be networked.

Thunderous welcome awaits RB in Zimbabwe

Zambia’s High Commissioner to Zimbabwe, Sipula Kabanje, says President Banda’s State visit to Zimbabwe is key in cementing the existing bilateral relations between the two countries.

Dr Kabanje told ZANIS in an interview in Harare today, that the people and government of Zimbabwe hold President Rupiah Banda in high esteem and look forward to his visit.

He said President Banda is visiting Zimbabwe at a time relations between the two countries are at their highest and strongest level.

“The people and government of Zimbabwe are extremely excited about President Rupiah Banda’s visit. The visit comes at a remarkable time when relations between the two sister countries are at their highest level,” Dr Kabanje said.

He said the people of Zimbabwe are happy that Zambia has been an all weather friend since the colonial era when the two neighbours were one country under the Federation of Rhodesia and Nyasaland.

The high commissioner observed that the two countries should therefore continue to emphasise collaboration as opposed to competition in their quest for sustainable development.

“There is need for Zambia and Zimbabwe to emphasize cooperation and not competition with each other for mutual benefit,” he said.

Dr Kabanje said Zimbabwe has a long history of mechanized agriculture and irrigation which the government of President Banda wants to emphasize in the development of Zambia’s agriculture sector.

He called for the promotion of joint ventures between the two countries in developing agriculture and other key sectors of the economy.

Following the formation of the government of national unity, Zimbabwe is back on the road to economic stability, with the country overcoming the hyper inflation phenomenon as a result of the introduction of the use of the United States dollar and the South African Rand as the country’s main currencies in place of the Zimbabwean dollar.

President Rupiah Banda arrives in Harare, Zimbabwe tomorrow on a four-day State visit during which he will also officially open the Zimbabwe International Trade Fair.

Zambia’s High commissioner to Zimbabwe, Dr Sipula Kabanje, told ZANIS in Harare today that President Banda is expected to touch down at Harare international airport at 15.30 hours.

He will be accompanied by First Lady, Thandiwe, commerce minister Felix Mutati and other government officials.

Dr Kabanje said agriculture minister Brian Chituwo, Copperbelt minister Mwansa Mbulakulima, Energy deputy minister Gladys Lundwe, and Chipangali Member of Parliament Vincent Mwale arrive in Bulawayo today ahead of President Banda’s arrival there on Thursday.

Host President Robert Mugabe accompanied by his wife, Grace, will lead a high powered Zimbabwean government delegation to receive President Banda at the airport.

The welcoming party will include the two vice presidents Joseph Msika and Joyce Mujuru, Prime Minister Morgan Tsvangirai and his deputy Professor Arthur Mutambara.

President Banda will be given a 21 Gun Salute to be mounted by the Zimbabwean defense forces after which he will watch some traditional dances before proceeding to Rainbow-Towers hotel where he will stay.

The two leaders will later in the afternoon hold official talks at state house, to be followed by a state banquet in honour of President Banda.

On Thursday morning, President Banda leaves for Bulawayo where he will be met on arrival at Joshua Nkomo international airport by President Mugabe.

The two leaders will then proceed to the Trade Fair grounds where they will tour stands after which President Rupiah Banda will officially open the Zimbabwean International Trade Fair and present prizes to winning exhibitors.

Among the stands the two Presidents are scheduled to visit include the Zimbabwean Grain Marketing Board Pavilion, Zambian, South African, Botswana and Chinese stands.

They will also tour the MTN South Africa, Namibia Port (NAMPORT), Malawian, Mozambican and Tanzanian stands.

On Friday, President Banda is expected to visit Gwanda district, about 150 kilometres south of Bulawayo.

He returns to Lusaka on Saturday, 2nd May.

President Rupiah Banda says the recent victory by Zambia’s celebrated female boxer Esther Phiri is a demonstration of the depth of talent among the youth in the country.President Banda has pledged 50 million Kwacha to Esther Phiri after her victory last Sunday.

President Banda said Phiri’s victory to win the vacant title in the light weight category is a demonstration of her continued hard work and determination.

The President said this when he hosted a luncheon in honor of Esther Phiri’s victory at State House today.

Banda has also urged sportsmen and women in the country to emulate Phiri’s determination and courage adding that she has demonstrated that sport is one of the areas that can help improve the well being of an individual.

He has since called upon companies to consider sponsoring amateur boxing and sportsmen and women in various sports disciplines to further develop sport in the country.

President Banda has also congratulated 2002 Commonwealth Gold medalist Kennedy Kanyanta who beat Kenya’s Wallace Mubiru at the same occasion in Nairobi.

And speaking earlier Sports Minister Kenneth Chipungu said his ministry will continue to ensure that policies that promote sports in the country are upheld.

Chipungu observed that there is abundant talent among youths in the country which needs to be harnessed to promote growth in various sports disciplines.

He said government will also continue to ensure that the nation thrives in various sporting disciplines.

Sata, HH risk becoming irrelevant – Lifwekelo

The Forum for Leadership Search says lack of dialogue by political parties in the country, in particular Patriotic Front (PF) and United Party for National Development (UPND), has resulted in mediocre politics.

Forum Executive Director Edwin Lifwekelo told ZANIS in a statement that it was not wise for PF and UPND to always criticize President Rupiah Banda.
He said the opposition leaders should instead provide solutions to the current problems the country is experiencing.

Mr. Lifwekelo said the exchange of insults will not bring meaningful results to the economy of the country as this is done at the expense of providing answers to the country’s problems.

He said it is unfortunate that PF leader Michael Sata and UPND president Hakainde Hichilema have allegedly become perpetual alarmists.

Mr. Lifwekelo said the duo risked becoming irrelevant to the nation’s hope and aspirations.

“In as a much as we recognize President Banda’s responsibility to find solutions, we should also bear in mind that it’s a global crisis requiring global solutions that neither Sata nor HH would have sorted out overnight because the current problems in the country were not anticipated,” he said.

He appealed to Mr. Sata and Mr. Hichilema to give President Banda the support that he needs.

Kanakantapa women get cassava processing plant

The construction of a K300 million cassava processing plant in Kanakantapa village in Chongwe district has been completed.

The project has been funded by the Japanese Embassy and implemented by the Programme Against Malnutrition (PAM), which is the implementing agency.

PAM Food Processing Specialist, Maureen Chitundu disclosed the development to ZANIS today and said the project was completed last month.

Mrs. Chitundu said the project would be commissioned on 7th May 2009 and would be handed over to Kanakantapa Women Group.
She thanked the Ministries of Community Development and Agriculture for supporting PAM come up with the project.

Mrs. Chitundu noted that without the involvement of the two ministries, the implementation of the project would have been difficult.

The cassava processing plant is an initiative of Kanakantapa Women Group which is aimed at providing the group with an income generation source and promoting cassava growing in the area.

Zambian pastors invited to preach in India

A visiting Indian church leader has appealed to Zambian Pastors to start thinking of going to India to do pastoral work and reach many Indians with the word of God.

Missionary Global Alliance Director, Dr Stanly Simon, made the appeal when he spoke to a group of over 70 pastors in Ndola.

Dr Simon said India was a good ground to do pastoral work because there was a larger number of communities who were in need of hearing the word of God which should bring hope to their lives.

He said there were many gods in India because the majority of Indians believed in having a god for anything that they feared or loved most.

He said many communities in India had not yet heard the saving word of God that instill the heart-driven joy in life.

Dr Simon said the Missionary Global Alliance was a Christian organisation working with many partners in several countries.

WIBA Takes Another Swing at Esther’s Promoters

World International Boxing Association (WIBA) president Ryan Wissow has said he will not work with  Esther Phiri’s international promoter but is willing to do business with the Zambian female boxer if he has 100 % control of the bill.

Wissow said in a statement that he will never do any business with Kenyan boxing promoter Caleb Kuya.

Kuya, who has promoted everyone of Esther’s last sevens title fights since 2006, also promoted Sundays fiasco in Nairobi that saw Esther beat unrated Viparat Lasuwan for the GBC female lightweight crown via a fourth round knockout.

This after the WIBA refused to sanction Esther’s bout for the vacant lightweight title against the boxer from Thailand the organization had not even rated on their charts.

Wissow said as far as the WIBA were concerned their champion at lightweight division in the female category was  Melissa Hernandez of the USA.

“Like I said before, (Esther) Phiri is a good boxer, and I am willing to give her WIBA title shot, but I have no intention of working with promoter Caleb Kuya,” Wissow said.

“Twice in the past he (Kuya) contacted me, wanting me to sanction WIBA title fights on his shows, and both times I said yes.

“Time went by and I never received the sanction fees for those fights, and eventually I found out that the GBU was sanctioning the fights.

“I also found out that the GBU and WIBF were not paid sanction fees owed to them by Mr. Kuya for past title fights.

“Then for this fight. My Kuya again asked me to sanction these fights on his show this past weekend. I told him NO!, and to lose my number and email address.

“So what does he do? he used the WIBA name to promote his show and make money, without my permission or prior knowledge.

“Now he is telling people that the fight was for the GBC title and not the WIBA title, after I called his bluff.”

Meanwhile, Wissow says the battle for the vacant WIBA lightweight title fight would be held in Germany on June 5 between Rola El Halabi of Germany and Spaniard Loli Munoz.

However, Wissow said he was willing to stage a WIBA super bantamweight title fight between holder Hernandez and Esther.

“I would be more than willing to sanction a WIBA World Title fight at 130 pounds (59 Kg) between Esther Phiri and champion Melissa Hernandez, only if One: I can select all three judges and referee,” he said.

“Two: I be flown in from Miami to supervise this fight and Three: that Caleb Kuya is not involved in any way.

“If you can get the government to sponsor this REAL WIBA title fight, then I would be willing to do business in Zambia or Kenya.”  

Meanwhile, in the midst of the unraveling development following Sundays fiasco, Esther  was by press time being fated by President Rupiah Banda for lunch at State House in honor of her victory against Lasuwan.

Albidon Munali Nickel mine surrenders back land to the local community

Management at the shut down Albidon Munali Nickel mine in Mazabuka has surrendered back to the local community 1,000 hectares of land out of the 2,200 hectares that the mine had secured for its operations.

The acquisition of the 2,200 hectares of land had resulted in the displacement of 145 families.

Mazabuka Town Clerk, Ekan Chingangu confirmed the development to ZANIS in Mazabuka today.

Mr Chingangu explained that the move follows several meetings held between the displaced families and the mine management.

He said currently lawyers representing the mine are working with staff in the Ministry of Lands to subdivide the land.

Mr. Chingangu said the mine realized that it had obtained vast land which it could not fully utilise hence surrendering part of the land back to the local community.

Meanwhile, Mazabuka District Commissioner, Tyson Hamaamba , has welcomed the development.

And Mazabuka Central Member of Parliament Garry Nkombo told ZANIS that the move will ease the suffering of the families that were displaced.

Mr Nkombo noted that the life and livelihood of the affected families had been severely disturbed in the last three years that they had been displaced without being offered alternative land.

He pointed out that the affected families had no land on which they could cultivate crops hence they had been perpetually threatened by hunger.

Mr Nkombo said there is need to look into the plight of displaced people when allocating land to investors.

Government cautious in securing new investor for Luanshya mine

Government says it will not be pressurized to hastily announce the new investor for Luanshya mine.

Labour Deputy Minister Simon Kachimba says this is because government wants to secure a credible investor.

Mr. Kachimba was speaking in Luanshya today after touring Mpelembe Drilling Company (MDC) and Metal Fabricators of Zambia (ZAMEFA).

He said government would proceed cautiously in finding an investor for the mine in a bid to ensure job security at the mining firm.

Mr. Kachimba, who is also Luanshya Member of Parliament, said government was concerned about the job losses in the mining sector.

He said that government was doing everything possible to attract new investment to counter job losses in the mining sector adding that the wavering of the windfall taxes was one such initiative.

And Mpelembe Drilling Company Managing Director Ian Milward said the global economic turn down had adversely affected his company.

He said the economic crisis led the company to lay off 900 workers and put the remaining 300 idle workers on half salary.

He said the company was also grappling with the challenge of finding K4billion to pay the retrenches.

And ZAMEFA human resources manager Albert Chilufya said his firm had maintained its 350 workforce adding that the company had no intention of retrenching any employee.

Uncommitted Namwala communities to be sidelined

The Namwala District Council has called on the 13 communities in the district that have not yet paid upfront contribution towards the drilling of boreholes to do so as soon as possible.

Council Secretary, Davy Musenge, said during a full council meeting yesterday that only about 42 communities in the entire district have so far paid K1.5 million as upfront contribution towards borehole drilling.

The government, in partnership with the Danish Government, are this year expected to drill 55 boreholes in Namwala district under the rural water supply and sanitation programme.

Mr Musenge warned that communities that would fail to contribute upfront resources would be sidelined. Communities in wards, such as Namakube, Katengwa, and Maala Moobola among others, have not yet paid.

And Mr Musenge said the eight community schools being constructed under the K260 million Constituency Development Fund [CDF] released last year have reached roof level.

But Chitongo ward councillor, John Nambala, proposed that projects under CDF should have a time-frame for communities to benefit from such projects.

He cited the construction of the eight community schools which has dragged on despite government releasing the CDF funds a long time ago.

Police nab five murder suspects

Police in Lusaka have arrested five suspects in connection with last week’s murder of a Chinese national in Makeni area.

Police spokesperson Bonnie Kapeso confirmed to ZANIS in Lusaka yesterday, that three of the suspects of Kanyama compound were arrested on Saturday while two others were arrested on Sunday in Chawama compound.

Mr. Kapeso said the suspects included a former garden boy to the deceased who is alleged to have masterminded the killing of the Chinese national.
The deceased met his fate at his residence at about 23:30 hours when he was attacked and hit with an iron bar by the criminals who also stole his Mitsubishi Pajero which they later abandoned.

Mr. Kapeso also disclosed that the arrested suspected criminals were found with an AK 47 rifle with 30 rounds of ammunition, and foreign currency.

The suspects will appear in court soon.

President Rupiah Banda has appointed Samuel Chibuye as director-general for the Zambia Public Procurement Authority (ZPPA).

Mr Chibuye has taken over from David Kapitolo, who served in the same capacity under the abolished Zambia National Tender Board.

This follows the recent enactment of the Public Procurement Act Number 12 of 2008, which repealed the Zambia National Tender Board Act.

In a statement released to media in Lusaka today, President Banda has also appointed new board members for ZPPA.

The appointed board members include Finance and National Planning Minister, Dr Situmbeko Musokotwane, who would serve as the board chairperson, Works and Supply Minister, Mike Mulongoti, Energy and Water Development Minister, Kenneth Konga, and Agriculture and Cooperatives Minister, Dr Brian Chituwo.

Others include Local Government and Housing Minister, Benny Tetamashimba, Secretary to the Cabinet, Joshua Kanganja, Bank of Zambia Governor, Caleb Fundanga, and Works and Supply Ministry Permanent Secretary, Lt Col Bizwayo Nkunika.

The President has also included on the board Commerce, Trade and Industry Permanent Secretary Dr. James Mulungushi, including Lusaka based businessman and woman Edward Sefuke and Martha Akapelwa.

The President has also thanked all the board members and the Director General, who served under the Zambia National Tender Board, for their contribution to the nation.

Countdown Begins For Zesco and Arrows

Djoliba arrive on Wednesday ahead of Caf African Champions League 2nd round, return leg decider against Zesco United this Saturday in Ndola.
 
The Malians are expected to land just after lunch in Lusaka before connecting to Ndola immediately thereafter by air.
 
Zesco and Djoliba are locked at 0-0 from the first leg played in Bamako a fortnight ago on April 5.
 
The hosts need a win at the Trade Fair Grounds this weekend to qualify to the lucrative group stage of the competition that kicks off this July.
 
Meanwhile, Red Arrows’ Caf Confederations Cup opponents ENPPI of Egypt arrive on Thursday ahead of Saturdays clash at Nkoloma Stadium in Lusaka.
 
ENPPI lead 4-0 from the first leg of the two sides second round, first leg match played on April 4 in Cairo.
 
That result has left Arrows to try the seemingly impossible feat of overturning the score line to try and advance to next months third round, pre-group stage of the Confederations Cup.
 
And with the two African club cup matches scheduled for this Saturday, all league games will be played this Friday, May 1.
