Zambia to continue repatriating refugees – Mutiti

Government says Zambia will continue to implement the organized voluntary refugee repatriation programme in accordance with international standards and legal framework.
This is because more refugees living in Zambian refugee camps have shown interest in being repatriated.

Ministry of Home Affairs Permanent Secretary (PS), Ndiyoyi Mutiti, said focusing on the implementation of the repatriation programme would be of great help to Zambia.
Mrs. Mutiti said this in Lusaka today when she officially opened a two day fifth session of the tripartite meeting for the voluntary repatriation of Democratic Republic of Congo (DRC) refugees from Zambia.
She expressed gratitude that in the last two years since the implementation of the voluntary repatriation programme, a total of 70,015 DRC refugees have been repatriated and integrated into their local communities in their country.

Mrs. Mutiti said holding the fifth session tripartite meeting on voluntary repatriation demonstrates the zeal and commitment of Zambia and DRC to continue assisting more refugees to return home.
She has since appealed to all stakeholders to support the voluntary repatriation programme by assisting socially, economically and politically.

And United Nations High Commission for Refugees (UNHCR) country representative James Lynch said for the last two years, it has been difficult to repatriate refugees to their countries.
Mr. Lynch however expressed happiness that DRC refugees were now more willing to return to their country.

Meanwhile, DRC General Secretary in the Ministry of Interior and Security, Byanza Sanda appealed to DRC refugees in Zambia to return home adding that DRC was now peaceful.

Iranian President delivers controversial speech at UN conference

fightracismThere was drama at the ongoing United Nations racism conference in Geneva, Switzerland yesterday when the Iranian President Mahmoud Ahmadinejad delivered a speech that provoked loud protests, resulting into some delegations leaving the conference room.

The Iranian President said it was regrettable that a number of Western governments and the United States had committed themselves to defend the racist perpetrators of genocide during the recent bombardment of the Gaza region in Palestine.

This was an indirect reference to Israel.

Mr. Ahmadinejad said as long as the Zionist domination continued, many countries would never be able to enjoy freedom, independence and security.

And speaking later, Minister for Foreign Affairs of Norway, Jonas Store said the outcome document of the Review Conference was against incitement of hatred, contrary to the views held by President Mahmoud Ahmadinejad.

Mr. Store said the Iranian President’s statement was an incitement of hatred and was bent on spreading policies of fear in the world.

The Norwegian Foreign Affairs Minister, however, regretted that some states had decided, some on very short notice, to boycott the conference.

Mr. Store said non-attendance was not an option and that Norway would not surrender the summit to extremism, hence its attendance.

And South African Minister for Foreign Affairs, Nkosazana Dlamini Zuma, speaking on behalf of the African group, said Africans had first hand experience of the pernicious and the egregious impact of slavery, slave trade, colonialism, apartheid and genocide.

Mrs. Zuma said apparently, the Durban Declaration and Programme of Action (DDPA) was adopted in a country which for decades, struggled against the direct impacts of discrimination and oppression on the basis of race and colour.

Zambia’s delegation leader, Todd Chilembo, who is Deputy Justice Minister, is expected to deliver his statement tomorrow.

ZNFU threatens to expose unscrupulous maize buyers in Mazabuka

The Zambia National Farmers Union (ZNFU) in Mazabuka has threatened to expose some millers from Lusaka, who have allegedly invaded most parts of the district to buy maize at low prices from unsuspecting farmers.
In an interview with Zanis, ZNFU Mazabuka Business Agri Manager Clement Phiri said investigations conducted by his organisation have revealed that some millers from Lusaka have allegedly hired agents to buy maize from farmers at as low as K18,000 in Chief Mwanachingwala’s area and between K 25,000 and K 35,000 in Chivuna and Chikankata respectively.

Mr Phiri said there is need for government to intervene and announce the floor price of maize to protect the farmers from exploitation.
He appealed to government to consider allocating more money to FRA towards the crop marketing season adding that government should prepare for any food shortages by buying enough maize from farmers for national reserves.

Mr Phiri said ZNFU is concerned at the high number of unscrupulous maize traders buying maize at give away prices adding that the situation could create an artificial maize shortage on the market.
He regretted that farmers were selling maize at a price which is lower than last year’s floor price of maize.

In the 2007/2008 maize marketing season a 50 kilogramme bag of maize was fetching K50,000.
Mr Phiri has since urged Agriculture Minister, Brian Chituwo, to ensure the floor price of maize is announced in the first week of May to save farmers from unscrupulous businessmen.

Yesterday, Mazabuka District Commissioner, Tyson Hamaamba, pleaded with farmers to stop selling maize at give away prices and wait for the government to announce the floor price.
He advised farmers to appreciate the fact that farming is a business venture and that any losses would impact negatively on the 2009/2010 farming season as they would not be able to buy farming inputs.

PF Roan MP lied about the K9 million claims, MUZ Roan Branch

Mineworkers of Zambia (MUZ) Roan Branch Chairman Stansilous Mwiimbe has refuted claims by Patriotic Front Roan MP Chishimba Kambwili that mines minister Maxwell Mwale gave the union officials K9 million during his visit to Luanshya mine last week.

Mwiimbe said the union official took great exception to Kambwili’s utterances adding that they are going to take serious steps to stop him from peddling lies about them, the mine and the people of Luanshya.

He said that the MP was aware that the some union officials were re-engaged on care and maintenance by LCM, while others were working for ZCCM-IH and were entitled to salaries and allowances and wondered why he chose to lie.

Mwiimbe said the alleged K9 million purported to have been given to them by the mines Miniister was actually their monthly subsistence allowances of K1 million each from ZCCM-IH.

He accused Kambwili of trying to champion the issue concerning the opening of the mine when not adding that the former miners know that government was seriously addressing the matter.

He said the union officials have been pushed to far and had no choice but to spill the beans about Kambwili’s unbecoming behavior.

Kambwili accused mines minister Maxwell Mwale of corrupting the union officials with K9 million so as to dissuade the former miners from demonstrating over the new investor for the Luanshya mine.

Ndola City Council officials allocating plots illegally in Kabushi

Kabushi Constituency Residents Development Committee Chairman Isaac Daka in Ndola has complained that some officials from Ndola City Council have been allocating plots illegally in his area which has created confusion among the residents.

Mr. Daka told ZANIS that he has reported the matter to Ndola City Council, without any corrective action made and that pressure was mounting.

He said the illegal allocation of plots in Kabushi Ward was rampant as there has been cases of one plot been given to more than one person because of the love for money by those involved.

He said he suspected that the Council Officers were working with other high ranking officers of the local authority in their illegal activities and appealed that something should be done quickly.

He said he has also other issues that people wanted the Council to work on like the bridge which needed rehabilitation between Dambo School and the Chinese complex as the issue had been a pending one for a long time.

He said the illegal allocation of in-fills plots was another matter that Council has been sitting on for a long time but people in the area wanted to see tangible results in addressing their needs.

Mr. Daka added that the non-rehabilitation of the main Kabushi Market building has been on the developmental agenda for a long time and that the council was elusive on the matter.

He said people needed to see a change in the environmental management of the surroundings of the clinic, the Council offices and the market which was a council respondibility that has been neglected for a long time.

Mr. Daka said the Council integrity Committee was sent to the area to verify on illegal allocation of plots and the RDC was a part to the verification process but no corrective action has been done.

He said people in the area were annoyed with the shoddy work that was done on the bridge because it cost government millions of Kwacha which has not helped to solve the problem because of poor workmanship.

He said the market structure had been turned into a place of public convenience and was stinking badly because of neglect by the council which should manage it to allow people to transact business in a humane environment.

And Ndola City Council spokesman when contacted for a comment was reportedly out of office.

100 mkushi households to have pit-latrines this year

The African Development Bank, Pit-Latrine Project will this year benefit at least 100 house-holds in Mkushi District.

This was disclosed by Mkushi District Council Chairman Reginald Chisenga during an interview this morning.

Mr. Chisenga said the project which is aimed at promoting hygiene in residential areas is part of the “Keep Zambia Clean Campaign” and will be spear-headed by the Ministry of Local Government and Housing.

He said Itala, Inndeco, and Kawama compounds are some of the areas that have been earmarked for this special project.

He added that Mkushi District Council will soon carry out sensitization campaigns to enlighten the residents on what was expected of them during the implementation of this project.

Mr. Chisenga said the African Development Bank and the Ministry of Local Government and Housing were working on logistics and that the project will commence as soon as they finish.

Government will this year fund the rehabilitation of Mkushi High School-MAFI Road and Fiwila-Old Mkushi Road.

This was disclosed by Mkushi District “Council Secretary Sydney Muwowo during an interview with ZANIS this morning.

The Council Secretary also disclosed that township roads may be included in the project but stressed that the emphasis was on the highlighted roads.

He said the state of the art machinery which was currently in Kapiri-Mposhi District will soon be in the area and that the rehabilitation work will then be effected to ensure there is a good road network in the area.

Mr. Muwowo also said Mkushi-MSOFU road was another road that was under consideration for rehabilitation.

He said the Road Development Agency will soon award a contract to a befitting contractor to commence rehabilitation.

He therefore advised aspiring contractors to ensure that they did commendable jobs once the contracts were awarded to them.

Mr. Muwowo sasid his office will closely monitor all rehabilitation works and ensure that incapable contractors’ contracts are terminated.

Protea Hotel to construct hotel in Chiawa at a cost of K50 billion

Protea Hotels Zambia Limited is soon to construct a five star hotel in the lower Zambezi area of Chieftainess Chiawa at a cost of K50 billion.

The hotel will have the capacity of 80 rooms and is expected to employ 100 local people.

Union Gold Investment Management Managing Director Adam Lethbridge disclosed the development in an interview after an environmental impact assessment for the establishment of a hotel in the lower Zambezi held at Chiawa basic school in Chiawa.

He said the planned development of the hotel will commence as soon as the company meets all requirements such as conducting an environmental impact assessment, licenses and other areas of importance.

He said Union Gold which is the major shareholder of Protea hotels Zambia has already acquired a 12 hectare piece of land in the game management area of Chiawa for which Chieftainess Chiawa was aware.

Mr Lethbridge said the hotel will bring in new skills for locals and lead to improvement in roads and other infrastructure.

He said the company was aware that the area was a natural habitat of wild animals hence the need to protect them.

And in a separate interview with ZANIS, Chieftainess Chiawa said she had no objection to the proposed development of the hotel in her chiefdom.

Chieftainess Chiawa expressed concern that many lodge operators in the area were failing to develop the area to her expectation.

She reiterated that her desire is to see Chiawa develop and reduce dependence of locals on handouts.
And officially closing the hearing of submissions and reactions to the proposed hotel Kafue District Commissioner Winford Ngoma stated that government’s interest is to see Chiawa contribute to the development of the district.

He said government alone cannot develop the country without investors such as lodge owners and other tourist operators.

Mr. Ngoma said his office will closely watch Protea hotel management so that it implements all commitments it has made once government consents to the project.

He said government was aware of the problems people in Chiawa were facing and will do everything possible to protect their interests.

PF prepares for 2011 polls

The opposition Patriotic Front, PF, says it has intensified preparations for its participation in the 2011 general elections.

PF Spokesperson, Given Lubinda, said the party has put in place programmes in readiness for the 2011 general elections.

Mr. Lubinda told ZANIS in an interview in Lusaka today that the party is managing in its membership drive ahead of the polls.

The PF spokesperson said the party is implementing strategies to sustain its popularity in Lusaka and other parts of the country.

He castigated those calling for resignation of party leader Michael Sata, adding that they were being sponsored by the enemies of the party.

ZRA directs mining firms in Luapula to pay tax

Zambia Revenue Authority, ZRA, has directed mining companies operating in Luapula Province to comply with tax payment regulations for various mining activities.

And ZRA would soon conduct a tax audit for the large tax payers such as mining companies to ascertain tax compliance in the country.

ZRA Commissioner, Criticles Mwansa, revealed that some mining companies in the province were evading tax for extracting and selling minerals in Luapula Province.

Mr. Mwansa issued the directive during a ZRA interactive meeting with mining firms and individuals which discussed taxation in Mansa.

The meeting was an initiative by the ministries of Mines and Finance and national planning and ZRA to educate managnese mining companies in Luapula Province about the taxes that they were under obligation to pay for their involvement in mining.

Mr. Mwansa observed that mining companies especially those in the small scale category in Luapula Province were not complying as most of them were evading tax.

The ZRA Chief added that as a result of not capturing the category in tax remittance, government was losing out on revenue from its minerals being mined by some of the mining firms in the province.

He said although the Zambian economy was diversifying, mining was still a major tax contributor to economic growth, hence the need to harness it in order for government to obtain the much needed revenue for national development.

He said mining falls in the large tax category which contributes over 80 per cent of tax to government hence the need for total compliance by those involved in the activity.

Mr. Mwansa said ZRA would ensure that it nurtures the large tax payer group especially those involved in natural resource extraction such as mining so that the country gets what was due to it to improve the living standards of its citizenry.

“This meeting is an initiative of the ministries of Mines and Finance and ZRA to create mutual understanding between us and tax payers so that we create a level were tax payers feel guilty when they fail to comply,” Mr. Mwansa said.

Meanwhile, Mr. Mwansa said ZRA will soon conduct a tax audit for the large tax payer group in the country to ascertain their tax compliance.

Mr. Mwansa said the audit would ascertain and enable ZRA find out existing loopholes for non compliance by those in the large tax band.

He said all companies involved in mineral extraction and selling to foreign markets would be captured in the tax audit and that ZRA will impose stern action against companies that will be found not adhering to their tax obligation.

“This audit is not aimed at faulty finding but at redressing the problem of non tax compliance and make the procedures amenable to pay tax, but let me also warn that we will deal with offenders sternly,” Mr. Mwansa said.

And Mr. Mwansa has urged Small Scale mining companies in Luapula province to take advantage of government incentives under the Zambia Development Agency, ZDA, to expand the businesses.

Mr. Mwansa said small companies could also merge to form conglomerates thereby increasing on their capital and investment to increase their profit margins and reap more from their activities.

Meanwhile, miners in Luapula Province have challenged the ministry of Mines to smoothen and re-organize the mine license issuance process to curb illegal mining in the area.

One of the miners, Paul Kalwa, said many mining firms had failed to comply with ZRA because they were operating illegally as they were not registered with the ministry of Mines and other relevant wings of government.

Mr. Kalwa said there was need for government to firstly conduct an audit of mining firms to ensure that only licensed companies were involved in mineral extraction in the province.

He said many local mining companies in Luapula Province had no mining licenses and were trading in the names of some other legal mines to which they sell the minerals.

“This problem is how do we pay taxes when we are operating illegally, that will be as good as exposing ourselves… We are appealing to the government to coordinate the process by first ensuring that the fragmented small scale mining firms are captured through normal registration,” said Mr. Kalwa.

He appealed to government to move in and restrain illegal mining which he said was on an increase in Luapula Province saying government would continue to lose income in form of taxes and royalty payments because of non compliance of illegal miners operating in the area.

Mr. Kalwa said there was need to ensure that mining activities in Luapula Province were regulated and conducted in a coordinated manner if government and its people were to benefit from the vast mineral endowments in the area.

Meanwhile, Luapula Base Metals Executive Director, Kennedy Sakeni, appealed to government to facilitate the growth of the mining sector in Luapula province by increasing and improving electricity supply to the area.

Mr. Sakeni said this will allow companies to construct refineries and smelters to add value to the minerals being mined in the area.

He noted that government was losing a lot of revenue from the minerals in the province because companies were not adding value to the minerals and were exporting them in raw form.

Mr. Sakeni, who is also former Provincial Minister, said his company and others were ready to set up smelters and refineries in the area but were prohibited by insufficient electricity power supply.

President Banda said Zambians are free to comment on the report because Zambia was a democratic country.

“Everyone is free to say what he or she wants to say over the report since Zambia is a democratic state. I will however make a final decision,” he stated.

The President was responding to a question from journalists concerning calls from some section of society for him to take action on the report.

Some civil society organisations yesterday demanded for the dismissal of Transport Minister Dora Siliya.

The 10 organisations urged President Banda to immediately relieve Ms. Siliya of her duties for allegedly breaching various laws and more seriously the constitution.

First Lady Thandiwe Banda has arrived in Los Angeles, United States of America for the Leadership in Health Summit.

Mrs. Banda arrived yesterday in Los Angeles to attend the African First Ladies Leadership in Health Summit.

She was met by Zambia’s Ambassador to the United States Inonge Mbikusita-Lewanika, and a member from the Zambian Embassy as well as an official from the United States Doctors for Africa and African Synergy (USDF)

Some Zambians based in California, led by Mwelwa Mulenga and officials from the United States Doctors for Africa and African Synergy were also at hand to welcome the First Lady at her hotel.

The USDF officials included Mr. Ted Alemayhu, who is the Founder and Executive Chairman (USDF), and Mr. Jean Stephane Biatcha, Executive Secretary of Africa Synergy against HIV/AIDS and suffering.

Mrs. Banda will join 15 other African First Ladies to discuss issues in the field of global health and identify national goals for 2010.

The African First Ladies will also introduce their domestic and regional efforts across Africa.

The 15 African First Ladies are from Angola, Burkina Faso, Cameroon, Cape Verde, Central African Republic, Kenya, Lesotho, Mozambique, Namibia, Niger, Nigeria, Sierra Leone, Swaziland and Zambia.

Audit Institutions–English speaking (AFROSAI-E) conference has opened in Lusaka today with a call on member countries to share experiences on how they can enhance their oversight roles.

The five day conference, which has attracted representation from the 23 member countries under the theme “Information Technology (IT) and Audits process”, is expected to come up with other strategic issues for implementation in the next three years.

Officially opening the Conference, President Rupiah Banda said issues of good governance, accountability and the effective use of available resources are becoming extremely important in the face of global economic melt down.

President Banda said the auditors’ role in ensuring that there are adequate and sufficient controls in the overall financial and accounting systems in government and in reporting deviations from regulation is vital for enhancing accountability.

“This trend where audit institutions use information technology is good for advising governments on matters that go beyond financial accountability,’ he stated.

Mr. Banda, who commended the Office of the Auditor General (AG) for efforts towards financial reforms, promoting of sound management and transparency, pledged government’s commitment to implement necessary reforms aimed at improving financial management.

He said the Zambian government was implementing the Integrated Financial and Management Information System (IFMIS) in order to improve the management of public resources.

He added that government in 2007 launched the national information communication and technology which aims at ensuring that information technology is well coordinated and integrated in all aspects of the economy including auditing.

President Banda also urged the participants to the workshop to use the conference to share experiences on how to deal with some of the challenges that offices of the Auditor Generals are facing.

“It is in such groupings that information, audit standard methodologies and most importantly, quality assurance checks can be shared,’ he said.

He further added that the Auditor Generals’ offices will have an essential role in the implementation of these projects by offering a forum for consultations and monitoring of the projects that will be implemented in the Common Market for Eastern and Southern Africa (COMESA), Southern African Development Community (SADC) and East African Countries (EAC).

At the same function, Zambia’s Auditor General Anna Chifungula said different Supreme Audit Institutions (SAI) have made tremendous progress on the implemented of the strategic imperatives of AFROSAI-E.

Ms. Chifungula stated that a prosperous and outward looking AFROSAI-E is a vital component of good corporate governance and regional economic prosperity.

She said Zambia in particular has under taken a number of measures aimed at improving the operations of the office of the AG.

Some measures include adopting new ways of auditing, diversifying into other types of audits, and implementing of the Information Technology (IT) unit aimed at enhancing the use of IT in carrying out IT audits.

“However, we are still a long way in reaching what may be considered as an optimal level in these areas,” she said.

In a vote of thanks, Auditor General of Namibia Junias Kandjeke commended Zambia for the role it played in the liberation struggles of the Southern Africa Region.

Mr. Kandjeke said the sacrifice the Zambian people made towards the liberation struggle of many Southern African countries has resulted in the economic development that these countries are enjoying in the region.

He however appealed to member countries to invest more resources in the offices of the AG if their operations are to be effective.

AFROSAI-E currently consists of 21 English and Two Portuguese speaking Supreme Audit Institutions (SAIS).

The AFROSAI-E is an organization that succeeds the Southern Africa Development Community (SADC) organization of supreme audit institutions, which was established as an independent organization in 1991.

Communications and Transport Minister, Dora Siliya, says government is committed to supporting the Zambia Meteorological Department in the provision of accurate weather reports to the nation.

Ms. Siliya said the Meteorological Department plays an important role in helping government make informed decisions concerning the weather pattern in Zambia.
She said the Meteorological Department plays an important role in promoting improved performance of the aviation and agriculture sectors and other development efforts.

Ms. Siliya was speaking in Lusaka todaywhen she officiated at a two week World Metrological Oeganisation workshop whose aim is to enhance climate software capabilities and Meteorological data exchange.
She stressed that government is now instituting measures to mitigate the effects of floods because the meteorological department had forecast floods in most parts of the country in the past rainy season.

Ms Siliya, however, said the department is faced with the challenge of technological advancement in dissemination of information especially in the rural parts of the country.
She said technology plays a very important role in dissemination of information and that is why government will support the Department.

Speaking at the same event, World Meteorological Organisation representative, Omar Baddour, said climate change is a global problem which attracts concern from all countries.

Mr.Baddour said climate change brings about such complications as tropical diseases hence the need for much attention to be given to the issue in order for it to be effectively addressed.

Zesco United 0-0 away draw on Sunday against Djoliba has put them closer to making history of becoming the first Zambian club to reach the Caf African Champions League group stage.

Fighton Simukonda’s side need to hold their nerve to avoid a draw but win when they host Djoliba in the return leg on May 2 at the Trade Fair Grounds in Ndola.

Zesco are unbeaten in this years tournament and have enjoyed some good away form with two draws and one win in the previous two stages since they began their campaign in February.

Moreover, Zesco have yet to lose in the Champions League and their two scoreless draws against seasoned West African campaigners like Africa Sports and Djoliba puts them as favorites.

Meanwhile, Zesco will be hoping to become the 13th club from the Cosafa region to reach the lucrative stage of the Champions League since it began in 1997.

South Africa has led the trend with five clubs namely Orlando Pirates, Mamelodi Sundowns, SuperSport United, Manning Rangers and Ajax Cape Town.

Angola has had two clubs in the competition while Malawi and Zimbabwe have had one each in the form of Bakili Bullets and Dynamos respectively.

Reunion’s Saint Lousienne made history in 1999 while Ferrovario and Costa do Sol both from Mozambique have also made it to the group stage of the same competition.
