Snake saves Ndola Woman from rapists

cobra-snakeA woman of Ndola, last week escaped a gang rape when a snake emerged from a thicket, scaring off her three assailants. Copperbelt commanding officer Antonneil Mutentwa confirmed this in an interview in Ndola.

He said the rape attempt happened around 15:00 hours last Tuesday,in the bush between the Indeni Oil Refinery and Kaloko township

Mr Mutentwa said the three assailants allegedly abducted the woman and managed to tear her underwear in an attempt to rape her.

He said before the suspects could start taking turns on her,

a cobra emerged from the bush and they all ran way for their safety.

Mr Mutentwa said the named victim also managed to run for her safety and later reported the incidence to the police.

“The woman was only saved by a snake from the three men who ran away when the cobra emerged from the bush,” he said.

Envoy says Zambia should build more low cost houses

Irish Ambassador to Zambia Bill Nolan says the current shortage of accommodation in the country can be addressed through the construction of low cost houses.

Mr. Nolan advised government and private sector to engage in the construction of low cost houses to over the accommodation crisis resulting from urban population growth and unemployment

The Irish ambassador said this in an interview over the weekend shortly after a visit to the Habitat for Humanity housing project, funded by Irish Aid in Lusaka’s Chazanga compound.

Mr. Nolan said the country has continued to face problems in accommodations despite availability of vast undeveloped land. This negatively impacts on vulnerable families, including orphans.

He emphasised the need for private-public partnership in efforts of providing shelter especially to the underprivileged in society.[quote]

Habitat for Humanity Zambia Engineer, Edward Sakala, said his organization through the support of other cooperating partners is helping address the challenges of accommodation in the country.

Mr. Sakala said Habitat for Humanity Zambia plans to construct over 300 houses for orphaned children across the country this year.

He, however, appealed to government to consider allocating more land towards the project.

Govt warns HODs against enetring fake data into the new payroll system

Government has warned controlling officers and heads of government departments of stern action if found entering wrong information on the government payroll system.

Public Service Management Division (PSMD) Permanent Secretary, Ignatius Kashoka, says government will not take kindly any controlling officers and heads of government departments who will be seen frustrating government’s efforts of building accountability and efficiency in the payroll system by entering wrong information into the system.

Mr Kashoka was speaking in the tourism Capital, Livingston, when he launched the Payroll Management and Establishment Control (PMEC) offices in Southern Province.

He said controlling officers and heads of government departments should be honest and exhibit a high level of discipline in order to make a new government payroll programme a success as well as to help the system build accountability and efficiency.

Mr Kashoka said some controlling officers and heads of government departments have a tendency of inputing wrong information, a move he described as detrimental to enhancing efficiency and accountability in the public service delivery.

He said that government decided to embark on a nation-wide programme of decentralizing the new payroll system with a view to enhancing efficiency and addressing other challenges that the civil service were facing, particularly in the payroll system.

Mr Kashoka said the move to introduce and decentralize the government payroll system was aimed at meeting the high number of civil servant employees that government was employing which now stood at 130,000.

He further said government was prompted to introduce a new payroll system because of the so many cases that the Public Service Management Division was facing such as the paying of ghost workers, paying of the people who already had retired from the civil service and other challenges.

Mr Kashoka also disclosed that the Division has made progress by opening-up PMEC offices in the four provinces of the country, adding that feasibility studies to set-up more PMEC offices have been completed.

He cited Northern, Southern, Central and Western Provinces respectively as some of the provinces that the Division has managed to set-up PMEC offices.

The PSMD Permanent Secretary has since urged controlling officers in government ministries and departments to be honest and exhibit a high level of discipline in order to make a new government payroll programme a success as well as to help the system build accountability and efficiency in the government payroll system.

Speaking at the same function, Southern Province Deputy Permanent Secretary Aaron Zulu, commended government for decentralizing the new payroll system to the province.

Mr Zulu said the launching of the PMEC offices in Southern Province will play a paramount role in building accountability and efficiency in the government payroll system.

The PMEC programme, which started as a pilot project in 2001 as a result of government realization of the need to improve efficiency and addressing the other challenges that the civil service was facing in the areas of the payroll system, will now roll to all the nine Provinces of the country.

Compel investors to fulfill promises – councillor

Chiawa ward councillor in Kafue district, Boniface Chiawa, has appealed to government to compel foreign investors in the area to fulfill their corporate social responsibility.

Mr Chiawa alleged that some foreign investors in the area have not fulfilled the corporate social responsibilities agreed upon with the local communities before they established their businesses.

The area councillor made the appeal when Lusaka Province Permanent Secretary, Stephen Bwalya, toured the area to inspect government developmental projects in Chieftainess Chiawa’s area in Kafue district.

Mr Chiawa said there is need for investors in the area to complement government’s efforts in contributing towards people’s welfare.

He claimed that some investors had earlier promised the local communities health and educational infrastructure including transport services but had not done so years after establishing their businesses.

The councillor has since called upon tour operators and other investors in the Game Management Area to ensure that the natural resources in the area begin to benefit the local people.

And Chitende High School Headmaster, Levy Matongo, has complained against local people in Chieftainess Chiawa’s area who have encroached into the school premises.

THE Patriotic Front (PF) in Southern Province has lashed out at former party general secretary Edward Mumbi accusing him of insincerity.

PF Provincial Coordinator, Opper Hamiyanze, said in Choma today that Mr Mumbi was an ungrateful man who had been offered a job by President Micheal Sata out of humility.

“The fact that he was given a job, we expected him to serve the party with sincerity. Mumbi actually contributed to the loss of the party in the last presidential elections,” said Mr Hamiyanze in reaction to Mr Mumbi’s statement that Mr Sata had not properly managed funds meant for campaign programmes in the October 30, 2008 presidential by-elections.

Mr Hamiyanze said the PF had assigned Mr Mumbi to travel to South Africa to witness the printing of ballot papers for the presidential poll but failed to give back a report on what transpired there.

“He betrayed the party and we did not expect him to begin betraying us further after leaving the PF,” he said.

“We do not even understand when he says president Sata is greedy. To us, it is him who is greedy because he was eating with both hands.”

He said Mr Mumbi had never been a councilor or a member of parliament to understand the intricacies of running a party.

Mudenda Humbled After Award Win

Kennedy Mudenda has said he is humbled to have won the 2008 Faz footballer of the year award.

The Power Dynamos midfielder also dedicated the award to his mother violet.

Mudenda beat three other nominees for the 2008 honor namely William Njobvu of Zesco United, Kebby Hachipuka of Choma Eagles and club mate Francis Kasonde.

“I really feel good and hope to work harder this season and maybe try and win it again, if I don’t go abroad,” Mudenda said at Arthur Davies Stadium in Kitwe on Saturday after Power drew 0-0 with Choma Eagles.

“I also dedicate the award to my mother.”

Mudenda had a subdued game for Power on Saturday against Choma and was substituted midway through the second half and replaced by Lameck Mwale.

The midfielder was influential in Power’s form last season when they finished 5th and also reached the final of the Barclays Cup including for Zambia in the CHAN qualifiers in the first two rounds against Swaziland and Botswana.

The 21-year-old also had an inspired CHAN final tournament despite playing most of his matches at the tournament as a substitute and played a key role in Zambia’s bronze-medal playoff-match against Senegal that they won 2-1.

However, Mudenda is currently not part of Herve Renard’s team for the 2010 Group C qualifiers against Rwanda and Algeria.

K10 bn scam is genocide to Zambians – Chieftainess Mwenda

Chieftainess Mwenda of Mazabuka in Southern Province has described the financial scam in the Ministry of Health as a genocide against the people of Zambia.

The chieftainess told ZANIS in Mazabuka today that the K10 billion scam unearthed by the Anti Corruption Commission (ACC) was just a tip of the ice berg.

The traditional ruler said all culprits involved in the scam should face justice to serve as a warning to would-be plunderers.

She also urged the ACC to extend its investigations to Mazabuka where health workers are calling for investigations into alleged financial scandals at the district health office.

Chieftainess Mwenda said it is painful to learn that an individual can steal K 10 billion when most health services have deteriorated especially in her chiefdom.

She urged state security agencies not to treat suspects with kids gloves but ensure the law visits them.

Health workers in Mazabuka have since called on the government to send auditors to look into the books of accounts following alleged financial irregularities in which senior managers and programme offices paid themselves un authorised salary advances.

The health workers also called on the auditors to extend the investigations to the illegal payment of subsistence allowances paid to officers who did not spend nights during the cholera outbreak.

The workers who did not want to be named said funds released by the Centre for Infectious Disease for Research in Zambia was allegedly being abused.

Opposition PF happy with GRZ projects in southern province

THE opposition Patriotic Front in southern province is happy with government for embarking on developmental projects aimed at improving the quality of life of the people in the province.

PF provincial coordinator, Opper Hamiyanze, said in Choma today that the quick response by government to the needs of people in the area is a testimony that it is a ‘listening’ government.

He said it would be wrong to only criticize government on its shortcomings and not complement it when good projects meant for the well being of the public are being successfully implemented.

“It is important that we loosen a bit on criticizing government and give them time to complete projects they have stated,” he said.

Mr Hamiyanze said the PF is impressed with the quality of development projects being sponsored by government in the area.

He cited the tarrying of the Choma-Neiko road, which is expected to link the district to Namwala as well as the rehabilitation of the Monze-Neiko road.

Mr Hamiyanze said the Choma-Namwala road has always generated heated political debate due to unfulfilled promises by past governments.

Mr Hamiyanze also said works on the Zimba-Livingstone road are also encouraging.

He also expressed gratitude to government for listening to the cry of the people of southern province by lifting the livestock movement ban.

Mr Hamiyanze said the lifting of the ban has given the people an opportunity to raise income through the sale of their animals.

He said PF is now looking forward to the announcement of the maize floor price for this marketing season as the price will enable farmers sell their produce at competitive prices.

MMD warns HH against malicious remarks on President Banda

The ruling MMD has described as a sign of ‘political immaturity’ UPND leader Hakainde Hichilema’s continued malicious public remarks against President, Rupiah Banda.

MMD National Chairman, Michael Mabenga, said President Banda should be given time to concentrate on implementing programmes that would impact positively on people’s welfare and national development efforts.

Mr Mabenga dismissed Mr Hichilema’s assertions that President Banda is perpetuating corruption in the country.

Mr. Mabenga said President Banda’s administration has remained focused at fighting graft at all levels of society with the objective of protecting public resources from abuse.

He said in Lusaka that the recent revelations by the Anti Corruption Commission,ACC, of a K10 billion corruption scandal is a clear testimony of President Banda’s commitment to combat corruption and abuse of public resources.

He challenged the opposition leader to appreciate that the continued revelation of corrupt practices by ACC and other investigative wings of government is an indication that President Banda has taken over late President Mwanawasa’s legacy of fighting corruption.[quote]

He said government is working closely with law enforcement agencies in ensuring that corruption does not exist in the public service, and that public funds are protected.

Mr. Mabenga pointed out that law enforcement agencies among them DEC, ACC, and the Zambia Police are simply acting on the instruction of the President investigate, arrest and prosecute suspected corruption cases.

He regretted that Mr Hichilema is trying to gain political mileage out of President Banda’s positive efforts to combat corruption.

He warned that it was unreasonable for Mr Hichilema to align the President to confiscated houses in a suspected corruption case involving a ministry of health official.

Mr. Mabenga was reacting to remarks by Mr Hichilema that corruption has worsened in President Rupiah Banda’s government.

Food Reserve Agency announces Maize floor price

The Food Reserve Agency (FRA) has announced K65 000 as the maize floor price for a 50 kilogramme bag of maize for the 2009/2010 marketing season.

The agency has also announced K60 thousand as the rice floor price for a 40 kilogramme bag for this year’s marketing season.

FRA Board Chairman, Costain Chilala says this represents an increase of 18 percent for maize and 15 percent for rice.

Mr. Chilala announced at a press briefing in Lusaka that the FRA will this year buy 110 000 metric tonnes of maize an 1200 metric tonnes rice at a cost of K200 billion.

He also said the rice and maize price for this year’s marketing season are as a result of consultations with various stakeholders on grounds of production, supply and demand factors affecting the food balance sheet.

Mr. Chilala also said FRA will buy most of its maize from outlaying ares as directed by president Rupiah Banda early this year.

He however said farmers should use the floor prices as guidelines when negotiating with buyers.

Meanwhile, the agency has announced that it will only buy maize and rice from farmers this year.

Mr. Chilala said the withdrawal from buying other crops such as cassava is as a result of non availability of a market and processing plants for the crops.

He said the agency has embarked on a country wide rehabilitating its silos in Kitwe, Chisamba, Monze, Ndola, Lusaka and Kabwe which have beeen vandalised over time.

The FRA Board Chairman said the first rehabilitated silos will soon be commissioned in Lusaka.

First Lady, Thandiwe Banda, has called on Women in the country to actively participate in programmes aimed at promoting economic growth and alleviating poverty.

Mrs Banda said women have the potential to contribute meaningfully to the development of key sectors of the economy, such as education and health, hence the need for their active participation in the implementation of programmes.

Mrs Banda was speaking during a fundraising luncheon for the Ministers’ Spouses Club at hotel Intercontinental in Lusaka today.

She challenged women to consider working towards making positive contributions to government efforts of improving the economic livelihood of the people in the country.

She said the Minister’s Spouse club remains committed to empower women in economic viable projects so as to enable them achieve economic independence.

She said the ministers’ spouses club would focus at supporting initiatives that will empower women with skills and tools for their involvement in economic viable projects.

The First Lady said the concept of empowering women with skills and tools would enable communities identify sustainable solutions to economic problems at local levels without relying on handouts.

Mrs. Banda also called on the business community to assist the ministers’ spouses club with its mandate of helping vulnerable people in various parts of the country.

GRZ releases K143 million for teachers’ allowances in Mazabuka

Government has released an additional K143 Million to Mazabuka district towards the payment of various outstanding allowances owed to teachers.

Mazabuka District Education Board Secretary, Darius Kaluba, who disclosed this in Mazabuka today,said the release of K143 Million brings the total funds released given to the district since January to K286 Million.

Mr Kaluba said the funds released are part of the K3.4 Billion owed to teachers in unpaid repatriation, settling in, leave terminal benefits and long service bonus allowances.

He said government deserves to be commended for the steady release of funds meant to dismantle the backlog of arrears.[quote]

Mr Kaluba said the debt owed to teachers is likely to swell because two months ago, 24 teachers retired from the public service in the district alone.

And Mr Kaluba has disclosed that funds for the payment of outstanding fixed band housing allowances have finally been released.

He said the funds would be disbursed to the district by the Office of the Provincial Education Office on Monday.

Mr Kaluba has since commended teachers in the district for giving government and the union ample time to complete the salary negotiations.

UPND Councilor Commends MMD Government

A United Party for National Development (UPND) Councilor has commended government for commencing the programme of electrifying rural communities in Sinazongwe district.

Malima Ward Councilor, Fisher Zimana, said in an interview that the electrification programme would fulfill government’s promise of lighting up rural communities which were displaced during the construction of Lake Kariba many decades ago.

Mr Zimana said people in the district were happy because they have for a long time now, waited for government to provide electricity to the rural areas.

He said the rural electrification programme should be extended to Malima area up to Chiyabi to boost the economic activities of the local people.

Mr Zimana said electricity would also attract investors to the area, adding that Malima ward was set to develop since most people in the area grew a lot of cotton in the district.

Meanwhile, Mr. Zimana also disclosed that people in the area were happy with the rehabilitation of the Bottom road from Sinazeze to Chabbobboma in Gwembe district.

He also appealed to government to find a contractor to rehabilitate major bridges on the same road since the Road Construction Company (RCC) that was working on the road did not work on the bridges because they were not part of the contract.

Education Minister heaps praise on community schools

Government says community schools play an important role in enhancing education standards in the country.

Education Minister, Geoffrey Lungwangwa, said government cannot ignore the tremendous contribution community schools make in affording children with learning opportunities for basic education.

Prof Lungwangwa said his ministry appreciates the enrollment in community schools because it plays a greater role in moving towards achieving the education for all goals by 2015.

The minister was speaking in Mazabuka when he commissioned Siyowi Basic school which was built with funds donated by Irish nationals.

A total of seven classrooms, two teachers houses and four Ventilated Improved Pit (VIP) latrines have been built at a cost of K 1.2 billion.

Prof Lungwangwa said the total enrollment in grades one to seven was 448,461, representing 17 per cent of the total figures for 2006.

He further explained that in 2007, grades one to seven enrollment countrywide was 2,822,759 and 490,240 pupils were from community schools, representing 17.3 per cent.

Prof Lungwangwa observed that the contribution of community schools to the overall enrollment in schools cannot be down played.

He said government is pursuing the private public partnership in the provision of quality education to school-going children and will welcome and support such partnership.

Prof Lungwangwa said the support received from Irish nationals as individuals despite the biting world economic financial crunch has cheered the Zambian government.

And Prof Lungwangwa said the selfless spirit and sacrifice by the individuals will enable more than 600 boys and girls receive quality education at the learning institution.

The minister also directed Mazabuka District Education Board Secretary, Darius Kaluba, to ensure priority is given to the school when the district receives desks and teachers.

Speaking earlier, Mazabuka Mayor, Shaderick Mwiinga, urged other Non governmental Organizations (NGOs)and well-wishers to emulate individuals from Ireland by donating generously towards the plight of pupils at the school.

Mr Mwiinga also urged government to resolve the shortage of desks in most learning institutions.

He said currently pupils were sitting on the floor.
