Choma marketeers demonstrate over trading area

Angry marketeers from Makalanguzu market in Choma today staged a demonstration at the district commissioner’s
office in protest against a decision by Zambia Railways to allocate land on which they are conducting business to a rival group of traders.

The irate traders marched to the BOMA at about noon and demanded to be addressed by district commissioner Laiven Apuleni.

They threatened not to leave the premises until they were given concrete assurances regarding the controversy surrounding their market.

The marketeers threatened to beat up leaders of the town centre market whom they accused of using underhand methods to acquire land from Zambia Railways at the expense of those that are currently occupying the premises.

The marketeers have been incensed by a move taken by Zambia Railways to offer plot 1404 in Choma to a group of traders who are not part of the group currently operating from there.

But the District Commissioner assured the marketeers that the matter will be submitted to relevant authorities for redress.

Mr. Apuleni requested the traders to disperse and go back to the market and resume normal trading so as to allow government look into their grievance.

Some marketeers warned of violent demonstrations if Zambia Railways does not revoke the offer of land to the Town centre market committee led by Lawrence Mutemwa.

Makalanguzu market committee chairperson, Charles Siazilo, told ZANIS in Choma that the rival group from the town centre market does not represent the interests of his members and had used dubious methods to acquire the now disputed land.

Mr. Siazilo said the marketeers feel cheated as they have trading from there for a long time and will therefore not allow the committee to take over their land.

Labour Stakeholders propose minimum wage of K600, 000

Labour sector stakeholders have proposed that the minimum wage be increased from the current K268, 000 to K600, 000 in view of the rising cost of living.

And the stakeholders have also proposed some amendments to the statutory instrument number 57 of 2006 that looks at the minimum wage and conditions of employment.

The resolutions were made at a one day workshop on minimum wage organized by the Anti- Voter Apathy Project (AVAP) in Lusaka yesterday.

The workshop which was attended by various trade union leaders, labour consultants, employers and employees, among others, also proposed that domestic workers be included in the minimum wage bracket.

The stakeholders said there was need for the statutory instruments on minimum wage Act and conditions of employment Act to be changed as ithey were last amended in 2006.

They proposed that the minimum wage be increased from K268, 000 to K600,000 with the difference spread across the board to other wage earnings.

They further proposed that employees who have retired should continue receiving full pay from their former company until they get all their terminal benefits and that this should also apply to people whose relatives die while in employment.

And in a vote of thanks, AVAP executive Director Bonny Tembo thanked the participants for coming up with resolutions and suggestions to the labour laws in the country.

Mr. Tembo said some of the proposals that were made are also undergoing debate at the National Constitution Conference (NCC) and urged participants to take keen interest in the deliberations.

He said his organization was prompted to come up with such a workshop because they saw the loopholes in the current labour laws.

He however assured the stakeholders that AVAP will quickly look into the issue of forming an advocacy committee that will ensure that the proposals are implemented by authority.

Mr. Tembo said AVAP will work closely with trade unions and other labour leaders to ensure that many of the challenges workers are facing are addressed.

And a participant at the workshop has hailed AVAP for organizing such a workshop saying there is need for more of such initiatives to acquaint people with the labour laws.

Tedson Msoni who is also a labor consultant said there is also need for stakeholders to be reviewing the statutory instrument yearly if the problems in the labour laws are to be reduced.

Govt hailed for increasing allowances for Chipolopolo boys

Two sports organisations have hailed government for its intention to increase allowances for the Zambia National Soccer Team and its technical bench.

Sport, Youth and Child Development Minister Kenneth Chipungu recently disclosed its intention to increase allowances for the Chipolopolo boys and the technical bench following their impressive 2010 World/Africa Cup qualifier against the Pharoahs of Egypt last Sunday at Cairo National Staduim.

Speaking in an interview with ZANIS sports in Lusaka today, Zambia Volunteer Sports Association (ZAVOSOFA) Patron Peter Makembo said the move to increase allowances for the Chipolopolo boys should be supported by all.

Mr. Makembo said increasing allowances for the team and the technical bench would motivate them to even work extra hard.

He said the increasing of allowances for the National Team should have been done a long time ago.

The ZAVOSOFA Patron urged the Chipolopolo boys and the technical bench not to disappoint government and the fans now that the state was considering increasing their allowances.
Mr. Makembo also urged the government to extend the olive branch to the soccer fans board adding that the soccer fans have always been there for the Chipolopolo boys whenever they were playing.

Association of National Team Supporters (ANTS) Interim Secretary General Robert Kayukwa said government’s decision to consider increasing allowances for the Chipolopolo boys and the technical team was in order.

Kayukwa said increasing the team’s allowances would make the team perform better in the remaining games.

The ANTS Interim Secretary General urged the Chipolopolo boys to continue with the same fighting spirit to qualify to the world and Africa cups.

He also called upon the team not become indiscipline with the increased allowances that the government has promised them.

Govt to continue engaging foreigners as long as Zambians under perform

Government says it will continue to engage foreign contractors on its projects as long as local contractors continued to under perform.

Works and Supply Minister Mike Mulongoti said some local contractors have on several occasions underperformed on projects much to the disappointment of the people who are direct beneficiaries of the projects.

Speaking during a meeting with contractors in Mansa , Mr. Mulongoti said government was in a hurry to develop the country and will therefore reprimand contractors for doing shoddy works at the expense of tax payers’ money.

He said government was ready to promote and support local contractors to build their capacity but that they should be responsible and committed to putting up quality work once awarded contracts.
The Minister said local contractors needed to change their work culture and build credibility in themselves to avoid shoddy works and ensure that government gets value for its money.

“I can assure you that government will not sit and watch you steal money from the people through your shoddy work and desertion of contracts. We will pursue you to ensure that you pay back the funds,” Mr. Mulongoti said.

The minister said he was disappointed with the bad workmanship of some contractors in Luapula Province noting that many contractors had abandoned construction projects despite being paid by government.

He directed the Provincial Roads Development Agency and Buildings Department to compile and submit a list of infrastructure that had been abandoned and names of contractors engaged for action.

“Local contractors cry that we prefer foreign contractors to them, this is because of the bad workmanship they have demonstrated and I can assure you we will continue to engage foreign contractors because what we need at the end of the day is a good product,” Mr. Mulongoti said.

Meanwhile, Luapula Province Minister Boniface Kawimbe has urged contractors and suppliers in the province to reinvest their profits into procurement of equipment and machinery.

Dr Kawimbe said local contractors had failed to compete favorably with foreign contractors because they lacked capacity to do quality works upon being awarded contracts.

He challenged the contractors to apply for funds under the Citizens Economic Empowerment Commission (CEEC) Funds to procure equipment and machinery.

Dr. Kawimbe said the province still had funds under the CEEC and was awaiting proposals from applicants.

The UPND says government should compel Albidon Nickel Mine in Mazabuka to compensate people who were displaced from their areas by mine.

UPND president, Hakainde Hichilema, says the mine which has now suspended operations has failed to fulfil its contractual obligations to the community.

Mr. Hichilema says Albidon Mine has not fully implemented several community projects including building new houses for the local people after demolishing their old ones.

He was speaking in Mazabuka when he visited communities in Magoto area who were relocated from their settlement by Albidon Nickel Mine.

And Mazabuka Member of Parliament, Garry Nkombo, said the mine has abandoned the community, a situation which he described as unfortunate.

Albidon Nickel mine in Mazabuka has suspended operations indefinitely citing various difficulties.

Food commission defends sugar fortification policy

National Food and Nutrition Commission (NFNC) says it will continue enforcing its policy of fortifying sugar with Vitamin A. Reacting to the Parliamentary Committee on Economic and Labour Affairs call to government to change the policy in order to enhance the competitiveness of the Zambia sugar industry, NFNC acting Executive Director Freddie Mubanga said fortification is meant to curb high levels of micro-nutrition deficiency in the country.

He said micro- nutrition deficiency was a complex situation which needed multiple approaches to be dealt with and that there was no need to trivialize the situation.

Mr. Mubanga explained that sugar fortification was a short-term measure to bring down the high levels of vitamin A deficiency common in children under the age of five and reproductive women.

He said other measures were promotion of exclusive breast feeding for the first six months and diet diversification and prevention of diseases that depleted vitamin A in the body.

Mr. Mubanga said the high price of sugar was not being caused by the cost of fortification as prices had been high even before the policy was implemented.

He added that measures to combat micro- nutrition deficiency also contributed to reduction in infant mortality rates and that there was need to invest more in nutrition as it had effects on the country’s economy.

Be pro-active Mumbwa radio board urged

Mumbwa District Commissioner Dowell Chilimboyi has lashed out at Mumbwa community radio station board members for allegedly being inactive.

He charged that the board members were to blame for the slow pace at which the radio station project was being implemented, adding that the project needed to be led by pro-active personnel.

Mr. Chilimboyi said the radio station project was cardinal for accelerating development as well as communication in the district and that it was saddening that the executive board had achieved very little since the project was started in 2001.

The DC noted that most parts of the district had difficulties in radio wave reception from both state and independent radio stations, and that the district was in dire need of a local radio station to address this.

Mr Chilimboyi pointed out that Mumbwa community radio station was important as it could offer an ideal platform not only for the dissemination of government policies, but also for feedback from residents to policy makers.

And an organization dealing with assistance for community radio stations, Radio Africa Network (RANET) has also stressed the need for greater action from Mumbwa’s community radio station board.

RANET country coordinator, Merviouse Siantombo, stated that his organisation was doing everything possible to help the Mumbwa project. He disclosed that RANET has made some progress in trying to help in the procurement of equipment through networking with some United Kingdom based organizations.

Mr. Siantombo said there was still need for Mumbwa board members to make concerted efforts in advocacy, adding that there was no need for them to assume that they could sit back and let others lobby for their project.

Others who have shown keen interest in the project are Mumbwa Central Member of Parliament, Brian Chituwo as well as senior chief Shakumbila of the Sela people.

THE Supreme Court has allowed an interim injunction to stop the Patriotic Front (PF) from expelling its ‘rebel’ members of Parliament (MPs) until the determination of the main case.

The PF MPs and councillors who are attending the National Constitutional Conference (NCC) had appealed against the High Court’s dismissal of their application for an interim injunction to restrain the PF from expelling them.

Supreme Court Judge Dennis Chirwa sitting with Judges Sandson Silomba and Marvin Mwanamwambwa delivered the judgment in the absence of PF lawyers and officials yesterday.

Judge Chirwa said that when the matter came up in the High Court, the Attorney General joined the case as an intervener in national interest.

He said it was common knowledge that the PF initially did not want to be part of the NCC but after consultations it participated in passing the NCC Act although it later changed its mind and asked its members not to participate.

He said the party decided to expel its MPs who took the matter to the High Court and the Attorney General joined as an intervener.

He said the Supreme Court had considered the High Court’s judgment and submissions from both parties and felt that the matter went beyond what was before the court because the Attorney General brought out serious legal issues.

Mr Justice Chirwa said the court regretted talking about details of the main action but it had no alternative because the issue was on obedience of the law and that the involvement of the Attorney General took the case out of the ordinary consideration of an injunction.

The judge said that the NCC was a constitutional matter that was for Zambians who were living and those to be born.

“The Attorney General’s reasons to join the matter was very important and valid and it is his duty to ensure that laws are obeyed. In fact he should have taken up the matter,” he said.

He said the trial judge misdirected himself and glossed over the issue of public interest because the NCC Act spelt out the membership to the NCC and that all MPs were members of the conference.

He said the argument that it was not mandatory for MPs to be part of the NCC could not stand because MPs were clearly spelt out as members and were bound to obey the law.

He said it was a legal duty to obey the law and the appellants were identifiable as NCC members.

“We dismiss the argument that they have no mandatory duty to go to the NCC. In fact they participated in all the stages of coming up with the NCC,” he said.

He said the trial judge misdirected himself when he said that the consideration of public interest could not be considered at an interim injunction stage because that would mean continuation of breach of the law.

Mr Justice Chirwa said the trial judge misdirected himself when he said that the appellants and the Attorney General had failed to show irreparable injury that they would suffer.

Judge Chirwa said it was a question of obeying the law and there was neither the need to consider injury nor the need to consider balance of convenience when it came to obeying the law.

He said the nature of the case was that the learned trial judge should have allowed the interim injunction to remain until the main action was tried because it involved the obedience or non-obedience of the law.

“We therefore allow this appeal. The interim injunction stands until final determination of the main matter,” he said.

Mulongoti orders removal of PF poster in Kaputa district

Government has directed the Kaputa district administration to remove inscriptions on the entrance to the district bearing a Patriotic Front campaign message.

Works and Supply Minister, Mike Mulongoti, says the campaign message which reads “welcome to Sata’s area” must be removed.

Mr. Mulongoti said the inscriptions can divide people and create an impression that there are two governments in the country.

The Minister said the campaign period is over and the district administration should have ensured that such inscriptions where removed.

Mr. Mulongoti was speaking in Kaputa on Tuesday when he called on District Commissioner, Mwamba Njalamimba.

The Minister was in the area to inspect road projects.

The Zambia Revenue Authority (ZRA) recorded a K 9, 628 billion increase in tax revenue collections last year.

ZRA Commissioner General, Chriticles Mwansa, says the revenue is higher by K8, 194 billion Kwacha compared to 2007 revenue collection.

Mr. Mwansa says the taxes were mainly collected from the Mines, individuals and business houses.

He also said 2009 will be a challenging year for revenue collection due to the global recession.

ZRA expressed gratitude over the support and encouragement it has been receiving from tax payers last year.

Mr. Mwansa said the taxpayers’ cooperation has helped ZRA restore a sense of national pride and sovereignty.

Mr. Mwansa said growth of tax revenue from K 1, 434.2 billion to K9, 628.0 billion in 2008 would not have been possible without taxpayers’ cooperation. He says the growth in revenue collections could not have been possible without the support from taxpayers.

Mr. Mwansa was speaking at a press briefing to mark the launch of the Taxpayer Appreciation Day (TAD ) in Lusaka today.

He said the TAD day has been chosen to coincide with the ZRA 15th anniversary which will allow its partners to celebrate the achievements and development it has contributed to the nation.

The theme for this year’s Taxpayers Appreciation day is under the theme: Develop Zambia,pay our taxes.

He said Taxpayer Appreciation Day is a new initiative aimed at recognizing and strengthening partnership with taxpayers who have dutifully discharged their Tax obligations.

Children are key economic players if properly mentored – Fundanga

Central Bank Governor Caleb Fundanga says Children can make positive contributions towards the economic recovery of the country in view of the current global economic crisis.

Speaking when he officiated at the launch of Barclays Junior Achievement (JA) entrepreneurship initiative in Lusaka today, Dr Fundanga said children are capable economic players if properly mentored.

Dr. Fundanga noted that the partnership between JA Zambia and Barclays Bank should be embraced as it is aimed at teaching pupils entrepreneurship and business skills that will enable them compete effectively in the new global economy.

He added that the partnership will go a long way in assisting student in participating school to acquire business knowledge that can make them self sustainable and contribute the national economic growth.

Dr. Fundanga who is also JA Zambia chairperson further urged the business community emulate Barclays Bank and invest in future of children in the country.

The JA – Barclays partnership is entrepreneurship grant of US$18,000 aimed at fostering entrepreneurship skills in among students and five schools in Lusaka have been embarked to benefit.

And Earlier Barclays Bank Southern Region Africa region Director Zafar Masud pledged his Bank’s continued support to developmental sectors of the country’s economy.

Mr. Masud said entrepreneurship initiatives such as JA Programmes are important to the communities as they uplift the living standards of people by creating employment.

CAZ says Africa has only 20 % wireless penetration

The Communications Authority of Zambia (CAZ) has called on countries in the Southern African Development Community (SADC) region to help create open regional markets that will have common application procedures for wireless systems.

CAZ Acting Chief Executive Officer Richard Mwanza, who observed that Africa has only 20 per cent wireless penetration, noted that it was for this reason that Africa needed to advance and deliver services on broadband to cater for everybody in the region.

Mr. Mwanza called on telecommunications regulators in the SADC region to have broadband installations approved within 12 months.

He was speaking yesterday at the on-going Communications Regulators Association of Southern Africa (CRASA) next generation Wireless Technologies Conference.

Mr. Mwanza said there was need to quickly review the regulations in the telecommunications sector so that more people could access the broadband.

He further urged regulators in the region to harmonize the spectrum and ensure that countries across the region use the same frequency bands.

Mr. Mwanza further called for the creation of open regional markets and common application procedures for wireless systems that will lead to the reduction of unnecessary barriers.

Herve Renard has declared the door closed on the old guard hoping to jump onto Zambia’s current wave on the qualifying road to Angola and South Africa in 2010.

Renard said the time had come to hand a new generation of Zambian players their chance to stand up and be counted on the next step of the teams never-ending rebuilding process.

“To say that door is open, is easy to say that. I don’t think we will be strong with the past,” Renard said on Monday evening upon arrival at Lusaka International Airport from Cairo where Zambia drew 1-1 with Egypt in a Group C qualifying match.

 “Don’t forget we have young and hungry players  knocking at the door like Henry Banda waiting for a chance to be in the team.”

Renard said he would give priority to the players who won bronze at the just ended CHAN after his regular crew of foreign-based faithful’s.

He also singled out young teenage defender Emmanuel Mbola of Armenian club Pyunik Yerevan who had a good outing against Egypt as a future mainstay in left-back that, for the last four years, has been the sole preserve of Joseph Musonda from Lamontville Golden Arrows of South Africa.

The news almost certainly means Andrew Sinkala, Moses Sichone and Clive Hachilensa’s futures with Zambia are looking bleak.

In other news, Zesco United’s Caf Africa Chmapions League opponents Africa Sports are expected on Thursday ahead of Saturday’s  1st round, return leg game at the Trade Fair Grounds in Ndola.

However, reports from Abidjan are that Africa Sports Italian-born coach Antonio Nobile has quit bringing an end a successful two-year stay at the club in which he has witnessed league wins in 2008 and 2007.

Nobile said to have quit last week after two successive league defeats in as many games played in the new Cote d’Ivoire season and also cited professional reasons for leaving.

Africa Sports’ management however, is still hoping Nobile will have a change of heart and travel with the team to Zambia on Wednesday.

Zesco and Africa Sports are tied at 0-0 from the first leg played on March 15 in Abidjan.
 
Meanwhile, Red Arrows on Tuesday left for Nigeria to face Ocean Boys in the two sides Confederations Cup 1st round, return leg match this Saturday.

Arrows enjoy a 2-0 advantage from the first leg played at Nkoloma Stadium in Lusaka on March 14.

Zambia’s National INDABA not political – RB

President Rupiah Banda says that the forthcoming National INDABA scheduled for 4-5th April is not political but intended at deliberating and solving the economic problems facing the country as a result of the global economic recession.

In an interview with ZANIS at Matsapha airport in Swaziland shortly before his departure back to Lusaka, Mr. Banda pointed out that it is sad that some political parties have misinterpreted the planned INDABA.

“It is an economic INDABA intended to enable Zambians talk about their country and to find ways overcoming the effects of the global financial crisis,” explained Mr. Banda.

Government has in the 2009 national budget provided a number of incentives aimed at cushioning the impact of the global economic melt down on the country’s economy.

President Banda was in Swaziland to attend a one day Southern Africa Development Community-SADC Extraordinary summit aimed at discussing and charting the way forward on the economic recovery plan for Zimbabwe and to also resolve the current political unrest in Madagascar.

And Mr. Banda has described the one day extraordinary summit which came to a close last night as a success.

He further commended King Mswati III and his government for organizing the summit saying countries in the region are committed to solve problems affecting member states.

Mr. Banda who outlined some of the key issues which were resolved in the summit on the economic recovery plan for Zimbabwe and the political insecurity in Madagascar said the Heads of States and governments in the region are happy with progress made on the implementation of the unity government.

He however said SADC heads of states have agreed to work our measures of resuscitating the economy of Zimbabwe.

Meanwhile, President Banda has expressed concern that men and women in uniform are behind the violation of the constitution in Madagascar.

He said what happened in Madagascar was unconstitutional saying the ousting of a legitimately recognized government of President Marc Ravalomanana and ushering into office of a President Andre Rajeolina is another serious violation of the constitution for Madagascar.

“Indeed the constitution has been violated in Madagascar and we have seen men and women in uniform putting the law in their own hands by bringing in a person who is not of constitutional age among other acts,” he said.

Mr. Banda pointed out that all SADC countries are constitutional and SADC Heads of State have since condemned what happened in that country.

Mr. BANDA was among eight Heads of States and government who attended the one day Extraordinary summit which was chaired by His Majesty King Mswati III who is also Chairperson of the organ on Politics, Defense and Security.

President Banda has since arrived back home. He was received by a number of cabinet ministers, government heads and the ruling MMD cadres at the international airport. Defence chiefs were also on hand to welcome the President back home.

Among the notable were Vice President Anthony Kunda, Information and Broadcasting minister Lt. General Ronnie Shikapwasha, MMD National Secretary Katele Kalumba and other senior government figures

FRA officials nabbed over missing bags of maize

Police in Mwinilunga district have arrested three Food Reserve Agency (FRA) officials in connection with the disappearance of over 1,000 by 50 kilogrammes bags of maize.

The missing 1,061 bags of maize are valued at K58.3 million.

This came to light yesterday after Northwestern province marketing coordinator, Mwansa Chamatete took stock of the bags of maize kept in the FRA depot in Mwinilunga.

Mr. Chamatete reported the matter to Mwinilunga District Commissioner, Webster Samakesa and other district administration officials.

And Mr. Samakesa disclosed that police in the district have already arrested three people in connection with the missing maize.

He said the trio was arrested after Mwinilunga District Cooperative Union officials reported the suspected missing maize to the police.

He said he would allow the law to take its course over the matter.

Among the arrested officials is Warehouse manager in Mwinilunga, Kenny Chivweta.
