Over the past two weeks over 40 grade twelve pupils from different secondary schools in Luapula province have been arrested for being in possession of pre-written 2008 examination papers.

The pupils were arrested at St Charles Lwanga, St Clements, Kabunda Girls, Mansa High and Mansa Skills Secondary Schools while others were caught in Mwense and Kawambwa Districts.

The pupils were in possession of originals and photocopies of Physics, Chemistry, Mathematics, Religious Education, Biology, Literature in English and Geography papers.

And Police in Mpika have arrested three Grade 12 pupils of Chitulika High School for alleged examination malpractices.

Northern Province police commanding officer Charles Lungu confirmed the arrests of the pupils to ZANIS in Kasama today.

Mr. Lungu said the three pupils, who are all males, were picked up last Friday, after they were caught with a leaked Chemistry examination paper.

Meanwhile, Mr. Sikasibi has appealed to contractors working on a bridge in Kazungula to speed up the rehabilitation works to enable the train reach Moomba area.

Faz has slapped a life ban on division 2 south club Flying Eagles official Weluzani Mwale for brandishing a fire-arm during an abandoned league game against Monze United recently.

Faz disciplinary committee chairman Sunday Nkonde said during a press briefing Monday afternoon in Lusaka that Mwale brandished a gun during a Week 25 match away against Monze that was abandoned in the 80th minute.

The match was abandoned 10 minutes from fulltime after Flying Eagles disputed a goal scored by Monze claiming the ball had gone out of play before it was scored.

“Mr. Weluzani Mwale who was listed on the team list as team doctor entered the field of play brandishing a gun and ordered Flying Eagles players to leave the playing field,” Nkonde said.

“Mr. Weluzani Mwale was banned for life for entering the filed of play with a gun and the matter will be further reported to other appropriate authorities.”

Abandonment of games over disputed refereeing decisions are common in the lower leagues but incidences of fire-arms being brandished under such circumstances are very rare.

Flying Eagles for their part in the abandonment of the game have been fined K1.5 million and accrued 150 penalty points that translates to K1 million.

The club was further slapped with a further K200,000.00 fine for failing to attend appear for their hearing before the Faz disciplinary committee without justifiable reason.

And Nkonde added that one Flying Eagles player Hanny Hangooma was fined K1 million for attacking the referee in the ensuing fracas and suspended for 2 games.

Nkonde said Hangooma will remain suspended until the player had paid the fine.
Meanwhile, Monze were awarded 3 points and a 2-0 win following the ruling over the incident.

Marble Village land not for free – Kasonso

16

Management at C.K Mable, the company tasked to legalize land behind Garden House Motel on the Lusaka– Mumbwa road, has appealed to all its clients to continue serving their financial obligations to the firm.

C.K Mable Chairman Elijah Kasonso  said the need for money has been necessitated by a robust exercise by the firm to put in place social amenities such as roads and security.

He said his firm is working on feeder roads for easy accessibility to the area so that those with vehicles can easily go and come out of Marble Village without facing any difficulties.

The C. K Marble Chairman said the police post being built at the site is almost finished and the company is currently exerting its efforts to erect houses for police officers in a bid to ensure security for the benefit of the residents.

He explained that the company spent huge sums of money for the Site Plan and satellite photograph of the 72 hectares piece of land both of which have been done.

Mr. Kasonso said all these undertakings are costly and is therefore surprised that some sections of society are misleading people that they will offer them land free of charge.

He said more than 2000 people have already committed themselves to follow the laid down procedure of legalizing the land in the area.

Mr. Kasonso has since appealed to all concerned residents not to be swayed by such elements promising free land but to follow the laid down procedure and secure their investments.

He has called on all the people with land at Marble Village to make his office, their office so that the people themselves know the truth by frequenting his office.

Mr. Kasonso said money is urgently needed to undertake the numbering of the site plan failure to which the process of legalising the plots will take long.

He said his company is working hard to complete the project but this can only be achieved with financial support from the people themselves who are the beneficiaries.

Mr. Kasonso encouraged all those who have not yet met their financial obligations to the company to do so in earnest as it is their contributions to the noble project that will give his administration the impetus and will to complete the job at hand in record time.

Police arrest 48 Monze High School pupils

131

Police in Monze yesterday arrested 48 pupils of Monze Boarding High School for riotous behavior and causing damage to school infrastructure and property.
Police said the pupils also caused damage to the deputy headmaster’s office, the headmistress’s home and other staff houses.
Police officers on the scene told ZANIS that the pupils mobilized themselves and rioted after a Parent Teacher’s Association (PTA) annual general meeting held at the school where it was resolved that school fees be hiked from K420,000 to K510,000.
The pupils are said to have mobilized themselves against the resolution made in the PTA meeting on increasing school fees.
It has since been discovered that most of the pupils that were involved in the riot were grade ten and eleven pupils.
Police have since instituted investigations into the matter.
And when contacted for confirmation, Monze district education board secretary Josphine Shamputa said that the matter was under police investigations and could not comment any further.

President Rupiah Banda has urged the new cabinet to ensure they work towards delivering promises made during the campaign for the October 30th poll.

President Banda expressed confidence that the new team will work to move the country forward adding that cabinet should also remain united in order to achieve its developmental objectives.

Mr. Banda said this when he swore in newly appointed republican vice president George Kunda, who is also Justice minister, ministers and deputy ministers.

Those sworn in included finance and economic planning minister Situmbeko Musokotwane and his deputy Chileshe Kapwepwe, minister of local government and housing Benny Tetamashimba, mines minister Maxwell Mwale and sport, youth and child development minister Kenneth Chipungu.

Others are labour and social security minister Austine Liato, tourism deputy minister Moses Mwangala, sports, youth and child development deputy minister Christopher Kalila, Eastern province minister Isaac Banda, Northwestern province minister Joseph Mulyata.

Mr. Musokotwane said his appointment has come at a time when Zambia is trying to find a solution in order to cushion itself from the global economic crisis.

He said his ministry is also currently preparing the 2009 budget which is aimed at addressing many challenges the country is faced with including sanitation.

And Mr. Musokotwane has said government will devise measures to attract three to four billion US dollars worth of investments into the country annually.

He said the government will continue to provide a favorable environment for investments in order to woo more investors into country adding that there are currently other measures to stimulate economic growth.

The finance minister said government will further continue approaching investors across the globe to bring money into the country for investment in various sectors including infrastructure development.

And Mines Minster Maxwell Mwale disclosed that he had a meeting with chief executive officers of all mining companies in the country to discuss the falling world copper prices.

Mr. Mwale said government will ensure that all the mining continue to operate by dialoguing with the mining companies and considering high cost elements in the industry.

Mr. Mwale has said that government will also actively pursue oil explorations in North Western Province adding that it will also re advertise 16 blocks available for exploration as indicated in the mining act that was recently passed in parliament.

Meanwhile Communications and Transport Minster Dora Siliya has called for measures to overhaul business strategies in Zambia Telecommunications Company (ZAMTEL).

She noted that Zambia’s telecommunication growth has continued to lag behind adding that the recent strikes that rocked the country’s parastatal has led to loss of money.

Ms. Siliya also disclosed that Zamtel is currently owed over 620 US dollars in debts by its clients adding that there is need to revamp the company in order for it to generate wealth for social services.

ACC open docket over Zesco rehabilitation contract

62

THE Anti-Corruption Commission (ACC) and Taskforce on Corruption have jointly opened a docket to investigate suspected corruption in the award of a contract to a French company engaged by Zesco.

The docket is in connection with a media report that the company contracted to rehabilitate Kafue Gorge and Kariba North Bank power plants bribed some Zambian officials to be awarded the job.

Taskforce on Corruption spokesperson, Victor Makai, confirmed in an interview in Lusaka yesterday that the ACC and the Taskforce heads had been discussing the matter resulting in the opening of the docket.

Mr Makai said the two institutions would make their position known this week on how they would proceed in terms of investigations, stating whether the two would jointly pursue the matter.

The opening of the docket followed Energy and Water Development Permanent Secretary, Peter Mumba ‘s letter urging the two law enforcement agencies to investigate the matter after the media report.

The media report says that Swiss prosecutors were investigating the company in connection with corruption and money laundering activities.

The report said the prosecutors stated that there was evidence that some money was paid, as bribes, to foreign officials, including for projects in Italy, Zambia and Mexico.

A hunting spree almost turns deadly

58

A 17-year-old boy in Chavuma has had his leg amputated after stepping on a grenade in neighbouring Angola.

Steven Nguvulu, a Grade Nine pupil at Lingele-ngende Basic School in Ching’i area in Chavuma district allegedly stepped on the grenade as he was hunting.

Chavuma District Commissioner, Frobisher Fulayi, confirmed the development to ZANIS saying the incident happened on Friday last week.

“Yes, I can confirm that the a Grade 9 pupil by the name of Steven of Chavuma district has been amputated following a hunting spree where he accidentally stepped on a grenade that later exploded affecting his left leg,” Mr Fulayi said.

Mr Fulayi explained that Steven had his leg amputated at Chavuma Mission Mission hospital where he was rushed to after the explosion.

He appealed to Chavuma residents to desist from straying into the neighbouring country even when faced with serious hunger situation.

The district commissioner attributed the accident to the lack of clear boundary demarcation between the two countries in the area.

“My appeal to the Chavuma residents is for the people to desist from entering neighboring countries because they do not have any business to do there” He said.

” Zambia has got plenty of food so people should stay in villages,” Mr. Fulayi said.

Meanwhile, Mr. Fulayi has disclosed that Steven is ready to write his final Grade 9 examination from his hospital bed.

Grade nine final examinations are scheduled to commerce today, Monday November, 17, 2008.

Hunger looms in three Chadiza chiefdoms

46

Hunger is looming in three chiefdoms in Chadiza district in the Eastern province.

Chadiza Member of Parliament (MP), Allan Mbewe, confirmed the development to ZANIS in an interview in Lusaka today.

Mr Mbewe named the affected chiefdoms as Chief Mulolo, Mwangala and Zingalume, where villagers are surviving on green mangoes, wild fruits and roots.

He attributed to the hunger situation in his area to some late delivery of farming inputs, which negatively affects production in district.

Mr Mbewe said the threat of hunger has worsened after relief food distributed by the Office of the Vice President to the area run out.

He said the Disaster Management and Mitigation Unit, DMMU, under the Office of the Vice President only distributed 100 metric tonnes of relief maize for household food requirements, which was inadequate.

“There is serious hunger in my area because the relief food has run out in people’s homes. I’m appealing to government to send more food relief before people starve to death. Villagers are now going in the forests picking wild fruits and other local wild roots to eat because they don’t have food to eat,” Mr Mbewe lamented.

The MP accused the DMMU officials in Chadiza district of politicizing the relief food at the expense of development.

Mr Mbewe advised that the relief food distribution programme is a government programme for vulnerable people, which should not be used for gaining political mileage.

He appealed to the Office of the DMMU headquarters in Lusaka to intervene and arrest the hunger situation before it gets out of hand.

Chadiza District experienced floods last seasopn, which destroyed crops and road infrastructure.

Meanwhile, government has sent 1,500 metric tonnes of fertilizer and 72 metric tonnes of feed maize to Chadiza district.

Mr Mbewe has confirmed and commended government for the gesture saying the inputs were received on Friday last week.

And Mr. Mbewe has projected a bumper harvest for the 2007/2008 farming season following the dispatching of the fertilizer in good time.

“I expect to yield a bumper harvest next year because government has given us fertilizer in good time and so every farmer should go back to the land as opposed to engaging in illicit activities like beer drinking and laziness,” declared Mr. Mbewe.

600 police officers deployed in Kitwe

89

About 600 police officers have been deployed in Kitwe and a further 900 could be called in to prevent riots in the city.

Acting Inspector General of police Francis Kabonde said at a press briefing in Kitwe yesterday that the police was capable of handling any riotous behaviour.

He said this in the wake of last Thursday’s riots that were triggered by the arrest of Radio Icengelo station manager Fr. Frank Bwalya in Kitwe. Police arrested 38 people for being riotous

“We were planning to bring about 1,500 police officers. This is a warning that we are capable of handling any situation. We therefore appeal to Zambians to continue being peaceful,” he said.

Mr Kabonde said calm had returned to the Copperbelt Province, especially Kitwe, where police are keeping vigil.

A check by the Sunday Mail yesterday found armed police officers patrolling streets in the central business districts.

Mr Kabonde also condemned bus drivers in Kitwe who allegedly ignited the riot.

He said that bus operators should sensitise their bus drivers on the need for proper behaviour in public.

“The riot was caused by bus drivers who were honking and skidding. They were really not political parties involved; they were criminals and thugs who took advantage of the situation and looted things and damaged property,” Mr Kabonde said.

The Patriotic Front (PF) was today due to stage a demonstration to protest the outcome of the October 30 Presidential election won by Mr Rupiah Banda of the MMD, but their police permit was withdrawn because of the tension caused by the riots.

“We would like to commend the PF leadership for bearing with us. Had the demonstration gone ahead maybe we could have experienced some problems,” Mr Kabonde said.

He also commended Fr. Bwalya for broadcasting messages of peace on Radio Icengelo in the aftermath of riots.

Meanwhile, some of the 38 people that were arrested on Thursday for riotous behaviour, have been released after paying an admission of guilt fine of K50,000.

Mr Kabonde said that those that would fail to pay the fine or contend that they are innocent, would appear in court tomorrow or on Tuesday on charges of conduct likely to cause the breach of peace in society.

On Friday, President Banda directed security wings to ensure that peace was maintained in the country.
Mr Banda warned that his Government would not condone people taking the law into their hands.

Am ready for the challenges of the VP Office, Kunda

Vice President George Kunda during an interview at his ministry of Justice office

NEWLY-APPOINTED Vice-President George Kunda has said that he is ready for the challenges of the office as President Banda’s second-in-command.

Mr Kunda, who is also Minister of Justice, has also said that he will soon be presenting to Cabinet proposals on how to strengthen the fight against corruption.

Mr Kunda said in an interview in Lusaka yesterday that his appointment as Vice-President entailed that he assisted in realising the President’s vision on improving the standards of living for Zambians.

“I am ready for the challenge and will provide the necessary assistance to the Government. I believe I am qualified to take up such a responsibility,” he said.

On the fight against corruption, Mr Kunda said that Government would have to put in place measures that would make the fight against corruption more effective.
He said the Anti-Corruption Commission (ACC) in consultation with other stakeholders has developed the proposed policy.

He said a decision has to be made on whether or not to continue with the Task Force On Corruption. He said that a final decision would only be made after consultations with cooperating partners.

Mr Kunda said he also had the challenge of continuing to attract investors and helping to improve the economy as emphasised by President Banda during Friday’s Pres conference.

Vice President George Kunda coughs during an interview at his ministry of Justice office

On his role in Parliament, Mr Kunda said that he has been an advisor to Government on how to conduct business in Parliament, adding that he would continue his role but this time as leader of the House.

He said having two portfolios was nothing strange to him as he has done it before when he was the Attorney-General as well as Minister of Justice and Legal Affairs.

Mr Kunda said, however, that he would this time be more of an advisor at the Ministry of Justice considering that President Banda has decided to appoint a competent senior lawyer in Mr Todd Chilembo as Deputy Minister.

“Having two portfolios is nothing new. I have done it before. I was minister of Justice and Attorney-General. The Ministry of Justice is a professional Ministry. Normally I do not have a deputy Minister,” he said.

Mr Kunda said the Solicitor-General and Attorney-General would also work with people at his Ministry and that he had no doubt that the Ministry would remain unshaken.

On the National Constitutional Conference (NCC), Mr Kunda said he would want the constitution-making process expedited.

He said he wanted Zambia to have a new constitution before the next elections in 2011.

“This entails that I continue and accelerate the constitutional review process under the National Constitutional Conference.

There is need for us to complete that process so that we have a new constitution this time before the Presidential and parliamentary elections,” Mr Kunda said.

He said he wanted to continue with the Africa Peer Review mechanism and work as delegated.
