New UNZA Hostels reach slab level

The construction of students hostels at the University of Zambia (UNZA) Great East Road campus in Lusaka have reached slab level.

UNZA Acting Public Relations Manager, Stanslous Chewe says the project is on schedule.

Once completed the hostels will accommodate two hundred and forty students at the institution.

Mr. Chewe said rehabilitation of the already existing hostels is also progressing well.

The shortage of accommodation at the highest learning institution in the Southern African nation prompted government to begin construction of new hostels to house the increasing number of students being enrolled.

Government and cooperating partners are funding the construction of the students hostels.

Petroleum ammendment act in final consultations

Government has disclosed that it is making final consultations with key stakeholders on the amendment of the petroleum act.

Mines Deputy Minister, Maxwell Mwale, under whose ministry explorations are conducted, disclosed to ZANIS in an interview that the ministry was on course and had progressed towards the amendment of the Petroleum exploration and production act of 1985.

He said the ministry was hopeful of coming up with the draft bill which is to be presented to parliament when the house resumes sitting.

Mr. Mwale said the ministry had last year convened a consultative meeting which was attended by various stakeholders that included chiefs and Members of Parliament during which it received some submissions.

Government last year announced that it will ammend the act so that it matches with the current reality that will also have a strong provision on environmental protection.

Government has since suspended the issuance of licences for oil and gas exploration until a new law has been put in place .

Meanwhile Mr. Mwale has observed that increased funding to the department of mines safety would enhance the departments inspectorate role on the mines.

Mr. Mwale stated that inadequate funding, coupled with shortage of manpower, has been a major hindrance to the effective operations of the department.

He stated that government, in bid to reinforce the operations of the department, last year procured vehicles that would ease the movement of the officers.

The Deputy Minister however pointed out that it was difficult for the ministry to retain staff that are leaving the civil service due to attractive packages being offered in the private sector.

He said the department, due to the nature of its work, needs qualified person to handle the work.

Meanwhile Mr. Mwale has disclosed that the mines ministry has sent its staff to column mine in Sinazongwe to check on the mine safety measures at the mine.

He said the mine was told to reinforce its safety measures which it has put in place so as to avoid accidents.

Residents in the area were up arms with the mine management following accidents that had rocked the mine in the recent past.

The resident had since implored government to institute investigations at the mine.

ZAF to start airlifting relief food in Chavuma, Zambezi

The Disaster Management and Mitigation Unit (DMMU) has disclosed that the Zambia Air Force (ZAF) is next week expected to commence airlifting relief food to affected Zambezi and Chavuma districts once logistics are completed.

DMMU National Coordinator Dominiciano Mulenga, and Zambezi and Chavuma District Commissioners Mr. Absolom Luwaile and Mr. Frobisher Fulayi respectively have confirmed the development to ZANIS in Lusaka today.

Mr. Mulenga said the airlifting of food was supposed to have been conducted over the long weekend but that the process has to be subjected to a tender committee for approval.

He said the amount involved in the exercise was huge and beyond the Permanent Secretary’s powers to authorize the issuance of the money.

The DMMU National Coordinator said the Unit has already obtained a quotation from the ZAF whose amount needed to be approved by the tender committee.

He disclosed that the unit is hopeful of commencing the exercise this week once the amount has been approved.

He said at the moment the unit has about 200 metric tonnes of relief food in stock at Zambezi District Boma which was preposition last year for distribution as need arose in district .

About 3500 X 50 kg bags of maize are to be airlifted to affected areas in both Zambezi and Chavuma districts.

Yesterday, Zambezi West Mp Charles Kakoma implored government to airlift relief food which he said has been marooned at Zambezi boma.

The Mp said a lot of people in his constituency would need immediate relief food as they have lost most of their produce to floods.

And Zambezi District Commissioner Absalom Luwaile said about 1140 X 50 kg would be airlifted to about seven areas that have been identified in Zambezi West .

The affected areas are Kayenge , Nyatikai, Matongo, Milamboi , Chakuvu Mwange and Nyawanda.

Mr. Luwaile said the district, in collaboration with the DMMU, would however take relief food by road to other places and other consignment of relief food by water to Zambezi East constituency.

He explained that the areas to receive relief food in the exercise are those that did not benefit under the World Food Programme (WFP) exercise.

Mr. Luwaile, who did not give the figures of people affected by the floods, stated that Zambezi West constituency was the most effected in the district.

He disclosed that the water levels in both Zambezi and Chavuma rivers have continued to raise, adding that the plains of both rivers have been covered up.

He has since appealed for more medical kits to be supplied in health centres so as to prevent the possible out breaks of water borne diseases.

And Chavuma DC Frobisher Fulayi, said about 2500 x 50kg of maize would be airlifted to the west bank that has since been cut off.

Mr Fulayi said the district has established four centres that will feed surrounding areas that need assistance.

He however stated that the district has about eleven metric tonnes ready for distribution which was left behind by the Wood Food Programme (WFP).

Govt to promote tourism through traditional ceremonies

Minister of Tourism, Environment and Natural Resources, Micheal Kaingu, says his ministry is committed to the promotion of tourism through traditional ceremonies.

Mr Kaingu alos said his ministry has embarked on the promotion of tourism so that traditional ceremonies in all the provinces attract tourists.

“Without traditional ceremonies, our provinces are dead and that is why my ministry has set up a programme from January to December to promote traditional ceremonies throughout the country,” Kaingu said.

Mr Kaingu said this in Mazabuka during the Kuomboka fund raising dinner which was held at the Mazabuka Golf Club over the weekend.

And speaking at the same function, Kuomboka Fundraising Chairman General, Vincent Kamuti, appealed to the public to contribute generously as the Kuomboka Ceremony was an expensive venture to conduct.

Mr Kamuti observed that more than 300 paddlers are involved in the ceremony and need adequate training and preparations, hence the need for more resources.

He praised the government for its commitment to the development and promotion of traditional ceremonies.

During the same fund raising dinner, Zambia Sugar PLC donated one tonne of sugar, Bhagoos Group of Companies donated K5 million, while Mazabuka Central Member of Parliament, Garry Nkombo, gave away US 200 Dollars with Mr Kaingu donating K1 million to the district Kuomboka Committee.

Zambia nods growth triangle

The Zambian government says resources are being mobilised at regional level to finance the opening up of trade links in the Zambia, Malawi, Mozambique Growth Triangle.

Commerce, Trade and Industry Permanent Secretary, Davidson Chilipamushi says a number of projects have been identified under the Growth Triangle.

The projects include the opening up of roads to link the three Southern african countries.

The development of infrastructure along the Zambezi River has also been placed on the priority list for the three countries.

Mr. Chilipamushi said resources at the African Union level are also being mobilised to finance projects in the SADC and COMESA regions.

Lack of infrastructure has over the years been hampering regional trade among the three African nations.

UTH receives increased number of caualties during Easter

The University Teaching Hospital (UTH) received an increased number of casualties during the Easter holiday.

University Teaching Hospital (UTH) Public Relations Officer, Pauline Mbangweta, revealed that the hospital received about 146 casualties from Thursday last weak to this morning.

Ms Mbangweta said among the casualties received included 82 assault cases, 32 road traffic accidents and five gun shots.

She, however, said most of the casualties were discharged and only a few were still admitted.

Ms. Mbangweta, further noted that reports on how many casualties have since died have not been received yet, adding that only one body has been brought in dead from Misisi compound.

Meanwhile Ms Mbangweta has disclosed that chief Chinyama Litapi of North-Western Province, who was admitted to UTH last Thursday, is now in a stable condition.

The chief developed a stroke last week after his subject was shot by suspected caravinas at his palace.

And in another development, Shoprite Zambia has donated an assortment of fruits and drinks amounting to K7.5 million kwacha to the University Teaching Hopsital (UTH) and other health centers in Lusaka.

Receiving the donations on behalf of the hospital, UTH Acting Managing Director, Dr. Peter Mwaba, noted that as a public health insitution, the UTH cannot manage on its own but depends on partners like Shoprite for help.

Dr Mwaba pointed out that the donated foodstuffs would be channeled to the of pediatrics department which deals mainly with children, and described it as a key area of the hospital.

He noted that children across the globe are marginalized, and needed special assistance from well-wishers like Shoprite.

Dr. Mwaba thanked Shoprite management for the gesture and wished they could extend their goodwill to other wings of the hospital.

He said the donations come at a time when UTH wants to to implement major reforms.

And Shoprite Representative, Patrick Chona, said Shoprite is making various donations to not only UTH but other clinics in Kamwala, Kayama, Chawama, Kalingalinga, Kamanga and chinda.

Mr. Chona urged other business organizations to follow what Shoprite has done, saying a little consideration brings a lot of hope.

Ms Mbangweta also said that Chief Mumba from Mumbwa district had been in admittance for two weeks now.

The UTH PRO said both chiefs were responding well to treatment and were in stable condition.

Kalaba Was Not Factor In Zesco Utd Loss

Wedson Nyirenda has disclosed that midfielder Rainford Kalaba’s absence was not a factor in Zesco 2-0 away defeat to Al Hilal on Sunday in the two teams Caf Africa Champions League game.

The Zesco coach said Kalaba was never part of the game plan and that his team just conceded silly goals against an Al Hilal team he said wasn’t too highly rated.

Kalaba has been an influential figure for Zesco over the last 15 months but and inspired the team to its first ever Faz Premier League title last season.

He missed the game in Sudan due to injury and also limped off in Zesco’s last two games against Roan United in the league and URA of Uganda in the preliminary stage return home leg of the Caf Champions League.

Kalaba is also expected to leave for Portugal shortly to negotiations over a potential transfer with Superliga team Sporting Braga.

Zesco meanwhile are due back in the country tomorrow Tuesday at 11:00.

They will host Al Hilal in the final return leg on April 5 in Ndola and must score three unanswered goals to make a dramatic qualification to the second round.

Nkana beat City of Lusaka 1-0 at a packed Woodlands Stadium in Lusaka to move from 12th to 5th on Sunday after recording their first league win this season following their promotion back to the Faz Premier League.

The record 11-time league champions did not disappointment against a lively City who were denied by some outstanding stopping by Nkana goalkeeper Kelvin Mulenga.

Nkana striker Morgan Kapembwa scored his and the visitors first top-flight goal of the campaign when he finished off a rebound shot from team mate Allen Mukuka following a parry from City goalkeeper Sydney Tembo.

Well-traveled striker Edward “Bubble” Kangwa bust Power Dynamos’ bubble with a 56th minute goal to send the opening day leaders to crush in their first league home game.

Roan United recorded their second league draw of the season in this goalless match against visiting promoted side Chambishi played at Kafubu Stadium in Launshya.

COSAFA Tournament to continue

The Council of Southern Football Associations (COSAFA)has resolved to continue holding the annual regional championship

COSAFA President Suketu Patel has assuranced that the regional Cup tournament will continue despite the withdrawal of South African Breweries as the competition’s main sponsors.

South African Breweries announced its withdrawal in mid-2007 after an 11 years sponsorship.

According to kickoff online, Patel was in South Africa over the weekend in connection with securing sponsorship for this year’s competition.

” There is great interest from companies but I can’t reveal their names at this stage. I am hopeful that within 10 days we will have finalised new sponsorship for the tournament,” he is quoted on the soccer website.

Patel also hinted that there is a possibility of a change of format for this year’s Cosafa tournament and also that the date for the start of the tournament be shifted from May to later this year.

” There are a number of tournaments to be played this year and this can also cause us to change the format and the date of this year’s event,” he added.

When South African Breweries, through its Castle brand, announced its withdrawal from the regional showpiece there was widespread speculation of the imminent death of the tournament which enjoyed enormous popularity around the region.

For the past eleven years, the brewing company paid lucrative prize monies as well as travel and hotel costs for all participating teams on an annual basis. Home associations also filled the coffers as they were allowed to keep the gate takings.

The competition, which started in 1997, pitted the 13 Cosafa members against each other, initially in a knockout tournament spanning most of the calendar.

Later, because of rising costs and more countries taking part, it became a series of mini tournaments.

Namibia finished up as runners up in both 1997 and 1998 but have been less impressive since then, going out at the first round stages.

ZAMBIA’S MTN African Champions League envoys, Zesco United have this evening been beaten by Sudanese side,Al Hilal 2-0 in Khartoum, Sudan during second round, first leg tie of the tournament. Al Hilal took the lead before the interval by a goal from Nigerian Striker Kelechi Osona in the 44th minute. After the break Al Hilal extended the lead with a goal from Ahmed Adil in the 65th minute.

Five south chief appointed to resolve chief Mweemba’s succession dispute

The House of Chiefs has appointed five Southern province chiefs to resolve the succession dispute in Senior chief Mweemba’s chiefdom in which four people have submitted their family trees to Sinazongwe District Council claiming to be the rightful heirs.

Speaking at the meeting in Maamba township, chief Munyumbwe who was the chairperson of the chiefs, said the House of Chiefs has appointed them to resolve the matter after getting the submission from the four contestants.

However, during their submission all the contestants who included Joe Siakalonga, Lason Siasokwe, Edson Shamu, and Frank Katele all claimed to be the true owners of the chiefdom.

The meeting resolved that the five chiefs who included, chief Munyumbwe, Chikanta, Chipepo, Sinadambwe, and Sinazongwe, should analyse the family trees and the submission of each candidate for them to decide who should be the Senior Chief Mweemba.

Chief Chikanta announced that the recommendation would be sent to the House of Chiefs who would in turn send their findings to Sinazongwe District Council to communicate to the candidates.

“We have to analyse all the submissions carefully before recommendations are made. We do not want to do it in a hurry. The report will go to the house of Chiefs and you will be told of the outcome,” Chief Chikanta said.

Earlier, Chief Munyumbwe told the four contestants to choose among themselves and to select one person to be the Senior Chief Mweemba.

The four contestants refused the chiefs idea that they would not manage since everyone wanted to be a chief and decided that the five chiefs should choose the right candidate on their behalf basing on the submission they had made.

In his submission Katela told the gathering that the Chiefdom of Mweemba originated from Simeja and he was the rightful owner to inherit it.

But senior Chief Sinazongwe reminded him that Simeja was sub-chief in the colonial days and at the time of recognising chiefs he was left out adding

Chief Sinazongwe said government also abolished the establishment of new chiefdoms.

Subula Sianyama who is also headman Siameja said the chiefdom of Senior Chief Mweemba should be changed to Siameja and be transferred from Kanchindu to Siameja.

Mr. Siakalonga who is also the brother to the late Senior Chief Mweemba who died last year, said he does not know Katele from Siameja as for the past 608 years they have not been in touch.

“We have just heard them now and we have no graves for their ancestors anywhere, we’re not related and our spirits are different,” Mr Siaklonga said.

Mr Siasokwe who walked in the room with his briefcase, a chart containing his family tree said he was in the blood line.

He said he was surprised that people from Siameja were claiming to be the rightful heir when Headman Siameja installed him to be the next.

But Headmen Siameja refused in the presence of the five chiefs even when Sinazongwe Council Secretary Oliver Muuka saw him when he brought Mr. Siasokwe’s first submission.

Chief Munyumbwe said headmen should not tell lies because it does not show respect.

The Chief said President Levy Mwanawasa wanted the matter to be addressed traditionally and he would not condone people telling lies even when they have changed their mind to support other candidates.

Mr. Shamu who had the longest submission told the meeting that all the candidates claiming to be chiefs were not his relatives despite all of them giving the same family tree.

Remain calm, teachers advised

The Basic Education Teachers Union of Zambia (BETUZ) has appealed to teachers with outstanding salary and housing arrears to remain calm as the union negotiates with government to have the arreas paid.

BETUZ public relations officer Hillary Chitango told ZANIS in Lusaka today that the union is negotiating with government to have the arrears paid soon.

Mr. Chitango said the negotiations will be concluded in the shortest possible time and that it is important that the teachers remain calm and do not make any hasty decisions that will affect the talks.

He, however, bemoaned the delays in paying salaries for teachers especially those in rural areas because it affects their performance.

Mr Chitango disclosed that the union carried out a survey that showed errors on the teachers pay slips.

He said this means that the pay slips will have to be reprinted which will result in teachers getting their salaries late.

He advised government to pay teacher’s salaries on time which should be the same for other payments such as housing allowances and arrears in order to promote industrial harmony in the country.

Samfya in K1 bn boost for water and sanitation project

Water Aid Zambia has committed K1 billion to improve water and sanitation facilities in the four wards of Samfya district in Luapula province.

This came to light yesterday during the commemoration of World Water Day organised by Water Aid Zambia at Chilupula village in Mano ward.

Water Aid Zambia representative, Moses Mumba, said in a speech to mark the occasion that the K1 billion has been spread over three years starting from 2007 to 2010.

Mr. Mumba, who is Water Aid Zambia Luapula province senior programme officer, said the money will go into the construction of community latrines, installation of hand water pumps and capacity building among communities in promoting hygienic practices.

He said the K1 billion has been provided by the European Union, EU, for the water and sanitation project being implemented through the collaboration with development Aid from People to People (DAPP) and Samfya district council.

This year’s World Water Day was commemorated under theme ‘Sanitation Matters’ in line with the United Nations declaration of 2008 as the International Year of Sanitation.

And DAPP team leader for Samfya Analisah Mutambara said 2,100 community latrines, 47 ventilated VIP latrines at schools and 92 water wells will be constructed under the project in Samfya by 2010.

She said so far 740 community latrines and 26 school VIP latrines have been constructed while 14 boreholes have been sunk.

Fifty-eight latrines and two boreholes have been constructed in Chilupula village where where this year’s World Water Day commemoration was held in Samfya yesterday.

Ms. Mutambara said 18,000 people in Kafumbo, Mano, Kapamba and Kasongole wards will benefit from the water and sanitation facilities.

Take advantage of free eye services

An eye specialist in Lusaka has called on members of the public to utilize the free eye services offered by the Seventh Day Adventist church and other service organizations to remedy their eye problems.

University Teaching Hospital, UTH, Eye Specialist Dr Victor Mudala says members of the public should take advantage of free eye services offered by the SDA church to have their sight deficiencies addressed at an early stage.

He said this in an interview with ZANIS during an eye clinic Open Day organized by the Woodlands Seventh Day Adventist Church in Lusaka today.

Dr. Mudala noted that blindness mostly in children is caused by lack of vitamin A which is found in green vegetables and advised parents to observe the kind of food they give to their children.

And Woodlands Seventh Day Adventist Church Elder John Mulenga said the provision of free eye service to the community is in line with the divine call to serve the needy in society.

Elder Mulenga said it was the responsibility of the church to sensitise the people on the importance of taking care of their health.

Elder Mulenga described the response from the community as overwhelming saying the eye specialists had attended to over 85 people by noon.

He said the church also plans to start providing other health services such as hypertension which is a silent killer.

A beneficiary Elson Chinyama commended the SDA church for the gesture and called for the expansion of the eye service to the wider community.

RDA needs K19bn to repair damaged road infrastructure

The Road Development Agency (RDA) has disclosed that about K19 billion would be needed for the repair of damaged infrastructure countrywide that was destroyed by floods this year .

RDA head of public relations Loyce Saili disclosed to ZANIS in an interview that an initial assessment carried out so far has revealed that the agency would need about K19 billion to carry out the works.

Ms. Saili however pointed out that the funds needed for repair and rehabilitation works are likely to go up if the country experiences more rains as indicated by the meteorological department.

She said so far the most affected provinces infrastruacture destruction include Southern, Eastern, central and Western Provinces.

She said the Disaster Management and Mitigation Unit (DMMU) has committed K11 billion for various repair and rehabilitation works.

The RDA Public relations said some of the works are nearing completion in Southern and Eastern Provinces.

She said Sable company , the contractor working on the Great East Road, has managed to repair three potions that were damaged by the rains adding that only one part of the road is remaining at Songwe .

Ms. Saili further stated that the contractor working on the Lusitu bridge on the Siavonga road has done about 80 percent of the works.

She said the agency has engaged the Road Construction Company (RCC) to undertake works in western province.

And Ms Saili says the agency would move to put up permanent bridges after the rains where RDA has erected bailey bridges.

The agency has engaged two local companies to put up bailey bridges on the Great East Road and Maamba – Bakota road so as to restore economic activities.

She however said the agency have already installed culverts at Kacholola bridge whose complete bridge would be done at the end of the rains.
