President Mwanawasa has with immediate effect appointed Dr. Tukiya Kankasa Mabula as Deputy Governor of the Bank of Zambia.
Dr. Maluba’s appointment follows the retirement of then Deputy Governor Felix Mfula.
This is contained in a statement issued by State House Chief Analyst for Press and Public Relations David Kombe and made available to ZANIS this evening.
Dr. Maluba was until her appointment, the Bank’s Secretary.
The Auditor Generals Office has put in place a new strategic plan aimed at widening its auditing coverage.
Auditor General Anna Chifungula said all auditing work for next year under the new strategic plan, which is in harmony with the Fifth National Development Plan (FNDP), will be wider than before.
Ms. Chifungula said with an increased staffing from 247 to 590, her office will have a bigger audit coverage that will see every spending department and section audited.
Speaking in an interview with ZANIS in Lusaka, the Auditor General explained that previously, only main accounts of Ministries used to be audited.
She said next year her office will focus on auditing in totallity all allocated amounts of money in all spending agencies.
Mrs. Chifungula, who revealed that the quality of audit work by her office has been ranked second to South Africa in the region by the World Bank, said she would like to see her office reporting on every spending activity.
She advised Zambians to continue being vigilant and ensure that the country’s resources are spent properly.
Meanwhile, Ms. Chifungula has expressed concern at failure by some controlling officer’s to understand the laws pertaining to auditing.
She said it is difficult some times for auditing staff from her office to access books of accounts because some controlling officers feel they are being singled out for interrogation, which she said is not the case.
Ms. Chifungula however said with sensitisation and the way the Parliamentary Committee on Accounts (PAC) is sorting out issues, this problem will soon be a thing of the past.
Kasama Central Patriotic Front Member of Parliament Dr. Xavier Chishimba has maintained that he will take part in the National Constitutional Conference despite his party leadership threatening to expel him.
Dr. Chishimba however, said he is ready to be expelled from the PF but vowed to defend his seat when it is declared vacant.
He dismissed claims by the party leadership that the Members of Parliament had resolved not to participate in the NCC.
Dr. Chishimba has since challenged his party president Michael Sata to produce minutes of the meeting that was held to come up with a stance not to participate in the NCC sittings.
He, however, promised to visit his constituency soon to explain why he had decided to participate in the NCC.
Dr. Chishimba was speaking during a live interview on Radio Mano, a community radio station in Kasama yesterday.
And Dr. Chishimba has reminded Mr. Sata that in a democracy, leaders were supposed to accommodate divergent views.
He charged that Mr. Sata was exhibiting dictatorial leadership by ordering his Members of Parliament not participate in the NCC.
Dr. Chishimba further said he has not forgotten how Mr. Sata, as a former police officer, allegedly beat up his father during the liberation struggle.
Efforts to get a comment from Mr. Sata proved futile.
Zesco United hopes of trophy number 5 crashed and burnt today when they lost 3-2 on post-match penalties to 10-man Red Arrows.
Arrows, who lost 2-0 to Zesco in the final of the same competition last year, yanked the Mosi Cup away from the defending champions in the final played at Nkoloma Stadium in Lusaka this afternoon.
The two sides were tied at 2-2 after 90 minutes of action and well into the 30 minutes of extra time played before the dreaded penalty shoot-out.
There was nothing inspiring for the opening 39 minutes of the match until Zesco took the lead through Nicolas Zulu who stamped in a George Phiri throw-in.
Arrows replied a minute later through Lawrence Pondani who rifled in a low shot that skipped off the grass from outside the area to see the two team’s level into the break.
Arrows were reduced to 10 men in the 51st minute after referee Jan Sikazwe gave Goodson Kachinga a red card for a crude tackle on Clifford Chipalo.
Zesco pushed and pressured Arrows thereafter but the airmen were resilient and for most of the remaining period of the match played like they still had 11 men on the field.
Their resilience paid off in the 75th minute when Pondani scored his second of the day after a solo run from the half-way line before he rifled in a sweet volley from the edge of the box.
Zesco replied immediately through striker Enoch Sakala who headed in a Phiri cross.

A 68th minute goal from striker Humphrey Masenseko of Faz division 1 north club Ronald Ross ensured a podium finish for Wedson Nyirenda’s team who return home with a bronze medal.
Maseneko headed in the ball off a cross from Lusaka Dynamos midfielder Tom Bakala.

The University of Zambia (UNZA) was today treated to rare spectacle when the Zambia national team took day 3 of training camp to the campus’ sports field.
Patrick Phiri’s team switched training today from their Longacres training venue at the Bank of Zambia Sports Complex to UNZA because the pitch was being used for another function.
Students stood on the touch-line chanting for the most recognizable players in training and certainly did not shy away from passing any displeasure with any poor pass, shot or move display by the players in training.
“I think we should be coming more often here (UNZA) to train,” Phiri said with a sly grin.
The students also asked why ex-international striker Harry Milanzi now based in Angola who announced his international retirement in January last year was not recalled.
Milanzi has conspicuously been in the press of late mounting a innocuous campaign in a seemingly thinly veiled attempt to announce a change of heart.
Meanwhile, again today only 12 players trained without captain Christopher Katongo who is expected to join camp on Sunday evening after attending to a business commitment in South Africa.
Phiri also revealed that his bench was weighing options about playing either Namibia or Zimbabwe next weekend in Lusaka before heading to Spain on December 23.
Should both matches fall through, Zambia could play DR Congo club TP Mazembe next weekend in Lusaka in a training game.
TP are in Zambia on a pre-season tour while they prepare for their participation in the Caf Africa Champions League next February.
Zambia will this weekend take a two-day breather before resuming training on Monday when the missing Zesco United players are all due to join the team in camp.
Zesco’s Zambia call-ups of midfielder Rainford Kalaba plus defenders Roger Kamwandi and William Chinyama are expected to join the squad on Sunday after playing in the Mosi Cup final with their club.

Government has assured the citizenry, particularly people in rural areas, that the communication problems they were facing would come to an end once the optic fibre network is installed.
Communication and Transport Minister Sarah Sayifwanda says government is working with a sense of urgency to improve communication facilities in the country.
Mrs. Sayifwanda was speaking in Zambezi when she paid a courtesy call on Chief Mpidi of the Lunda people.
She explained that government working through the Zambia Telecommunications Corporation (ZAMTEL) is installing the modern telecommunication equipment nationwide.
Mrs. Sayifwanda, who is also Zambezi East Constituency Member of Parliament, said government is determined to address all communication problems as communication is central to national development.
Speaking earlier, Chief Mpidi expressed concern that his chiefdom is cut off from telecommunication facilities hence denied the opportunity to communication with the nation at large.
Chief Mpidi told the Minister that his subjects were forced to climb trees and hills in an effort to communicate with their beloved ones in the urban areas.
The traditional leader accused government of neglecting rural areas in preference for urban areas.
Chief Government Spokesperson Mike Mulongoti says it is uncalled for opposition Patriotic Front (PF) to threaten or expel its Members of Parliament that have decided to participate in the National Constitutional Conference (NCC).
Mr. Mulongoti says the republican constitution guarantees the right for very Zambian, regardless of political status, position and tribe, to participate in national development which includes giving an input to the National Constitution Conference (NCC). .
Mr. Mulongoti ZANIS in an interview that it is regrettable that PF intends to expel its MPs that have decided to sit on the NCC.
He said the possible expulsion of the law makers would be denying them their Right to Assembly when the NCC Act clearly stipulates that all MPs are automatically members of the NCC.
Mr. Mulongoti, who is also Information and Broadcasting Services Minister, has since cautioned the PF to reconsider its position and allow its MPs contribute to the constitution making process.
PF leader Michael Sata has threatened to expel the MPs that have decided to participate in the National Constitution Conference (NCC).
Meanwhile, Mr. Mulongoti has urged Zambians to invest in the country for the growth of the economy.
Mr. Mulongoti says it is vital that Zambians with the potential and capacity should plough back by investing in the country for the benefit of the country through economic growth and employment opportunities for the citizenry.
He was speaking in Lusaka today when he officiated at the Professional Insurance Zambia luncheon.
Mr. Mulongoti, who is also Chief Government spokesperson, has since commended Professional Insurance Zambia for playing a pivotal role in the economic development of the country.
And Professional Insurance Zambia Chairman Rajan Mahtani disclosed that his firm recorded a gross profit of over K140 billion.
Mr. Mahtani attributed this to the good government policies that have allowed the private sector to thrive.
President Levy Mwanawasa has observed that Zambia had been losing a lot of resources in sending military personnel for advanced professional training abroad hence the move to train them locally.
President Mwanawasa stressed the need to be training Senior Officers locally to save the country the much required scarce resources that are now channelled to other needy areas of national development.
Dr Mwanawasa said Government has maintained a vision of equipping officers in the Defence and security wings with knowledge for modern warfare, conflict resolution and International Affairs.
The President was speaking in a speech read on his behalf by Minister of Defence George Mpombo at the graduation ceremony of 68 officers drawn from Zambia Army , Zambia Air Force (ZAF), Zambia National Service, (ZNS) and Zambia Police Service held at Mulungushi International Conference centre in Lusaka today.
The President also paid tribute to the defence and security wings for the continued peace that Zambia has been enjoying.
Dr Mwanawasa attributed the peace in Zambia to the disciplined men and women in uniform
who have continued to postively respond to calls from the United Nations and African Union for peacekeeping operations when called uopn.
President Mwanawasa said Zambia has an obligation as a country to undertake these operations once mandated by the international community and will support all peaceful conflict resolutions whereever they exist.
The President pledged Zambia’s continued assistance in the creation of peace and stability necessary for sustainable human and economic development in the African continent.
Eariler at the same function, Brigadier General Jeff Chisenga said that the graduands from the Zambia Defence Staff College undertook intensive studies in the millitary field and other related general education subjects.
General Chisenga said the training is designed to groom the Officers at the level of Major and Lieutenant Colonel in command , leadership, management economics, national and international affairs among others.
The General noted that 19 officers came from the Armies and air forces of Angola ,Botswana, Namibia, Rwanda ,South Africa ,Tanzania and Zimbabwe in conformity with the current global policy on gender streamlining .
He assured that the college will take keen interest in monitoring the performance of the graduands.
The Livingstone Magistrates Court has ordered the arrest of Southern Province Minister Joseph Mulyatawho has been charged with corruption, after he failed to appear before court this morning for plea.
Magistrates Edson Shanduba accused the minister of trying to defeat the course of justice by pretending to be attending to national duties and has since revoked his police bond and issued a bench warrant.
“Having listened to both the Defence Counsel and the public Prosecutor, I take it that the accused in this matter is faking to be attending to national duties in order to avoid the court session,” Magistrate Shanduba said.
“Arrest him and put him in prison,” he ordered.
The accused person who is also Southern Province Minister failed to appear before court this morning but asked the court to excuse his inability to appear today.
He said that Mr. Mulyata’s failure to appear before court was not a sign of his lack of respect for the judicial process or the court adding that it was beyond his control.
The Defense Counsel representing Mr Mulyata said the accused has been in Lusaka registering for the National Constitution Conference (NCC).
“My client seeks the court’s indulgency to excuse his inability to appear in compliance with the court condition as he is currently held up in Lusaka for the NCC registration and I therefore ask the court to commit the matter to any date of its choice,” the Defence Counsel submitted.
The counsel said the that the NCC is a state programme and that as minister and legislator it was his duty to be law abiding.
However, the public prosecutor expressed disappointment at the Defense Counsel’s failure to inform the court in good time.
The prosecutor argued that the accused was aware that he was supposed to appear before court this morning.
“The accused person was aware that he was to appear before this honorable court today. In the absence of tangible evidence as to whether he is sick or has a break down, our position as state is that his bond be revoked.” The prosecutor said.
“We are disappointed as state in that we have traveled all the way from Lusaka. Our colleagues should have communicated to us in advance especially that we are using tax payers’ money,” the prosecutor stressed.
He said the term ‘national duties’ is too wide and that there was need to furnish the court with such national duties that were more important than the matter before court.
And speaking in a telephone interview with ZANIS, Mr. Mulyata said it was unfortunate that the court had to revoke his bond despite his earlier attempts to have his case be heard on a later date.
Mr. Mulyata said he could not be in two places at the same time and added that was the reason his two sureties were at hand.
He said his lawyers were working on the matter to ensure that he appears in court on Monday.
“This is a trying moment for me but I will try to get permission from NCC so that I could attend the court session on Monday next week.” He said.
Mr. Mulyata is charged with one count of abuse of authority of office contrary to cap 991 of the Laws of Zambia by allowing an overloaden bus belonging to Lusaka Businessman Geoffrey Bwalya Mwamba hence disadvantaging Government from collecting the road traffic tax.
Opposition Patriotic Front (PF) Kantanshi Member of Parliament (MP) Yamfwa Mukanga has disclosed that he shall not be a delegate to the National Constitutional Conference (NCC) which starts sitting in Lusaka next week.
Mr. Mukanga who is also PF Chairman for Mines and Minerals Development says his decision is based on merit and principle.
The pronouncement by the law maker now means that he was the only MP from Mufulira who will not sit on the NCC.
He told ZANIS in an interview in Mufulira today that as a God fearing person, he did not want to be part of a group of people who were allegedly only interested in sitting on the NCC primarily for money.
Mr. Mukanga noted that the allownaces being paid to NCC delegates was exaggerated and far too much.
He added that such colossal sums would be alternatively channeled to other needy areas such as poverty alleviation, health and education.
Mr. Mukanga added that it was not in order for its delegates to be paid hefty allowances when Government has been adamant to increase salaries and conditions of services for public service workers.
The Kankoyo MP said if Government reduced the per diem for NCC delegates, a number of participants will shun the NCC sittings.
He further proposed that NCC delegates should instead be paid fifty thousand Kwacha lunch allowance per day to see how genuine and patriotic they were.
Two other PF MPs Marjory Masiye for Mufulira central and Percy Chanda for Kankoyo have already registered as members at the NCC secretariat.
In separate interviews with ZANIS today, the two MPs refused to give details on why they have accepted to sit on the NCC.
MP, Chanda, referred all quieries to Bangweulu PF MP Dr. Peter Machungwa.
And Ms. Masiye said she did not want to wash dirty linen in public as the issue of MPS sitting on the NCC was purely an internal matter.
She added that she had her own personal opinions over her involvement with the NCC.
Yesterday,Spokesperson for PF MPs who have decided to participate in the NCC, Dr Peter Machungwa told the media after the swearing in cermony that it was essential that the PF leaders strengthened the position of those with similar views in the NCC.
Over 300 NCC members were yesterday sworn in at the Mulungushi International Conference Centre by Chief Justice Ernest Sakala.
Meanwhile, Defence Minister George Mpombo says the fact that most Patriotic Front Members of Parliament have registered for the National Constitutional Conference shows that the Patriotic Front was at its crossroads.
Mr Mpombo commended the PF MPs for the stance they had taken saying they had not allowed to be ruled by dictatorship.
”The Patriotic Front had called on its people to boycott the NCC process but most people have
registered. This means that the party is at crossroads,” he said.
Mr Mpombo was speaking in Livingstone yesterday when he officially closed the Zambia-Mozambique Joint Permanent Commission on defence and security at Chrismar Hotel.
He said MPs were elected by people adding that they had demonstrated the confidence bestowed on them by their electorates adding that the MPs had also demonstrated the confidence they had in government.
Mr Mpombo also said the NCC process had started on a resounding note adding that a lot of people had registered to take part in the process which was unparalled in the history of the country.
He said the broad based representation that had been captured had restored the confidence the people of Zambia had in the process.
”In any society, there are divergent views but they cant stand for the majority,” he said.
On Wednesday, twenty-seven PF MPs registered for the NCC in defiance of Party President Micheal Sata who warned of their expulsion.
Zambia Under-17 on Wednesday lost 5-4 on post-match penalties to their Zimbabwean opponents in the semifinals of the Cosafa Under-17 Championships that comes to a close on Saturday in Windhoek, Namibia.
Both sides were level at 1-1 at fulltime before the match was decided via penalty kicks.
Zambia will face Malawi for bronze tomorrow after the latter lost 1-0 to defending champions South Africa thanks to a 47th minute goal from Lebogang Moloto.
South Africa and Zimbabwe face-off in the final on Saturday.
Zambia and Zimbabwe were level at 0-0 going into the break and well up until the 66th minute when the latter took the lead six minutes from the spot.
Archiford Gutu stepped up to stroke the ball home pasted substitute goalkeeper Allen Chibwe of Konkola Blades to give Zimbabwe the lead.
Chibwe was a 16th minute replacement for injured first goalkeeper Kelvin Musonda of Kabwe Warriors.
Wedson Nyirenda’s team equalized nine minutes later through Nkana striker Rabby Lwambula before the game headed into post-match penalties.
Friday’s 3rd and 4th place will be the second time Zambia and Malawi will be meeting in a space of less than 30 days.
Zambia drew 1-1 against Malawi in their opening Group B game last Saturday against whom they lost 1-0 and beat 4-2 in two friendly matches played in Lusaka on November 24 and 25.
The team is expected to leave Namibia this Sunday on a 36-hour drive from Windhoek to Lusaka.
PATRICK Phiri has named three stand-by call-ups for Zambia’s Africa Cup final of build-up.
The three are Zambia junior international striker Fwayo Tembo of Eduports, Lusaka Dynamos and Under-23 defender Hichani Himoonde and Forest Rangers goalkeeper Charles Chileshe.
Himoonde has already joined the team in camp and was present at Thursdays training session held at Bank of Zambia Sports Complex.
Tembo on the other hand is said to be in Tunisia where he is said to be close to securing a deal with a local too-flight club there.
Phiri said he was expecting Chileshe to join the team before the weekend bringing to two the number of goalkeepers in camp together with Mike Poto of Green Buffaloes.
“We have decided to call up Charles Chileshe because we have only one goalkeeper in camp and the other two are based abroad,” Phiri said.
“We need to train with two goalkeepers that is why we have brought him into the team.”
Phiri’s two South African-based goalkeeper’s called up for Africa Cup duty are first choice Kennedy Mweene of Free State Stars and Kalililo Kakonje of Nathi Lions.
The duo is due to join the team after Christmas when the team is expected to leave for Spain where they will play the Andalusia regional team in a friendly match in Jerez on December 27.
Meanwhile, 12 players are in camp and they include four foreign-based players excluding Christopher Katongo of Brondby in Denmark.
Katongo has been excused from training this week and will join the team later after attending to business appointment in South Africa.
The quartet in camp is Felix Katongo, Ian Bakala and Dube Phiri who are all based in Angola including Clive Hachilensa of Mariehamn in Finland.
The local players in camp are Poto, Himoonde, Francis Kasonde and Kennedy Mudenda both of Power Dynamos.
Others are defender Kennedy Nkethani and striker Ignatius Lwipa both of Zanaco, Kabwe Warriors striker Emmanuel Mayuka plus Dynamos midfielder William Njobvu.
Government has targeted US3 billion dollars in various new investments next year.
Commerce Trade and Industry minister Felix Mutati disclosed this when he officiated at the Private Sector Development Reform Programme (PSDRP) meeting in Chisamba today.
Mr. Mutati said the Uranium Mine, Cement plant, Meter and Transformer factory and the expansion of the hospitality industry would be among new investments that governmetn is targeting next year.
He said government has plans to double the investment from this eyar’s targeted US1.4 billion dollars in order to create over 100,000 jobs.
Mr. Mutati said this would also resualt in wealth creation and poverty reduction.
And Mr. Mutati has also disclosed that government received a total of 10 million Euros basket finance from the European Commission for the reform programme.
He said the reform programme includes installation of facilities at the Chirundu one stop border post and reducing red tape when registering foreign companies from 21 days to only a single day, among other programmes.
The minister observed that this would reduce corruption and cost of doing business at the border and other institutions because of reduced bureaucracy.
Meanwhile, Mr. Mutati has also challenged the private sector to divorce from sustainability to transformation.
He said there is need for the private sector to be result oriented than sustaining programmes without achieving results.
He further challenged the private sector to identify and support infrastrufture that will help reduce the cost of doing business in the country.
And speaking at the same function Zambia Business Forum Chief Executive officer Reginald Mfula assured government that the private sector will address the issues that will help reduce the cost of doiung business.
He called for change in business attitude among the private sector in order to help supplement government’s efforts in growing the country’s economy.
Mr. Mfula reiterated government’s call to the private sector to start implementing the reform programme.
