IG urges police chiefs to take suspects to court on time

Inspector General of police Ephraim Mateyo has directed all Police commanding officers in all divisions to ensure that suspects were taken to court quickly.

ZANIS reports that Mr Mateyo said there has been complaints of suspects not going to court on grounds that there was no transport when Government had procured a lot of vehicles for the Police Service.

He said his office will no longer entertain excuses that there was no transport to ferry suspects to court because the police had adequate transport saying justice denied was justice delayed.

The IG said this in Kitwe yesterday during the Copperbelt Police Officers annual Ball held at Jubilee lodge.

And Mr Mateyo has called on traffic police officers who are fond of impounding mini buses to immediately stop the trend of impounding passengers as it results in delaying innocent travellers.

The IG noted that there was need for commanding officers through their divisions traffic officers to educate their officers to stop the trend of inconveniencing passengers when impounding buses.

He said police officers must take note of the number plate and fleet number of the impounded mini bus and advise the driver to report to the police station after dropping the passengers at respective destinations.

He noted that according to the Zambian law, seven days notice must be given to the driver in which to pay a contravention fee failure to which the culprit can be taken to court for prosecution.

And speaking at the same function copperbelt Permanent Secretary Jennifer Musonda called on the police to double their efforts in curbing defilement cases.

Ms Musonda said despite Government introducing deterrent measures of long sentences for those found guilty of defilement to reverse the situation the trend has continued.

He said there was need for police officers to continue working hard to protect innocent girls who were being defiled.

She also cautioned police officers against conniving with criminals to pertuate criminal activities.

PF in Mufulira to stage demos over NCC

Opposition Patriotic Front (PF) in Mufulira will on Tuesday this week stage a mammoth’s solidarity match in support of the decision made by its leader Michael Sata to shun the National Constitutional Conferences (NCC).

And the PF in the district has disclosed that it has embarked on a leadership search following pronouncement made by the party national leadership that PF MPs siting on the NCC should be consider themselves expelled.

The PF in the disstrict has also stated that it shall not hesitate to expel any of its members who did not toll the party lines on the importance of national matters adding that it will not hesitate to punish such earring members

Over 100 PF members made the pronouncement today during a party meeting held at Mufulira Little Theater.

The meeting was attended by branch and ward officials from all various constituencies in the border town.

And speeking in an interview after the meeting, PF District Secretary Davies Chishimba told ZANIS that the proposed solidarity protest will start from the PF offices at around 09:00 hours.

He said PF members will march from the second class trading area, through the city center to express their misgivings over what they term as the “retrogressive” move taken by there MPs .

Mr. Chishimba added that the party in the district has since gone flat out to reorganize its ranks and files in case parliamentary by-elections are held.

And addressing the meeting, Kantanshi MP Yamfwa Mukanga condemned the move taken by his two other fellow parliamentarians in the district to participate in the NCC.

Mr. Mukanga, who is also PF chairman for Mines, added that every club and association had rules which ought to be follwed .

But in a seperate interview, PF Kankoyo MP Percy Chanda told ZANIS that no amount of fear and intimidation will stop him from sitting on the NCC.

He observed that he will serve his complete term of office until the next elections in 2011.

Mr. Chanda accused people who were instructing him to leave the party to stop commenting on his decision to sit on the NCC as he was merely executing his parliamentary role .

Mufulira Mayor Stainly Kaluba and Mufulira Central MP Majory Masiye have gone against party lines and have already registered as delegates to the NCC.

The PF meeting was also attended by Deputy Mayor Tom Ngulube, former Deputy Mayor Martha Bwalya and PF district chairman John Katati, among others.

Zambia resume training

The Zambia national soccer team resumes training camp tomorrow after taking the weekend off.

Five players are expected to join the team on Monday in Lusaka on what is expected to be the teams final training camp at home.

Zambia heads to Spain at the weekend where they will play a training game against an Andalusia regional team on December 27 in Jerez.

Meanwhile the players expected to join camp are the Zesco United trio of midfielder Rainford Kalaba plus defenders William Chinyama and Roger Kamwandi after they took part in yesterday Mosi Cup final loss to Red Arrows.

Team manager Solly Pandor said today that he was also expecting striker Christopher Katongo of Brondby in Denmark to join the team after he attended to a business commitment in South Africa last week.

Pandor said he was also expecting defender Elijah Tana of El Merriekh to join the team by late Monday afternoon.

Put Zambians above own interest, Levy urges MMD members

Republican President Dr. Levy Mwanawasa has urged Movement for Multy Party Democracy (MMD) Party Members to put the Zambian people first above their own interest.

Dr. Mwanawasa said the MMD as a party in power holds the key to a better life for Zambians hence the need to find solutions to the problems that many Zambians are facing.

He said the party has no time to relax and watch people wallow in poverty, disease, despair and hopelessness.

The President was speaking at the Taj Pamodzi Hotel in Lusaka last night during the MMD end of year fundraising dinner dance which was organised to raise funds for the operations of the party.

“The MMD must be affected and feel hurt when the people are suffering and injustice is inflicted on any person,” he said.

He pointed out that the party must work hard to raise its own resources for it has no right to abuse public resources.

Dr. Mwanawasa said the party must lead by example and ensure that public resources benefit the people and are prudently used for the right purposes.

More than K300 million was raised during the function, with Dr. Mwanawasa’s neck tie being brought at K5.5 million.

Zong Mining Industries pledged K111 million, while the Mathani group of companies made an undertaking of K101 million.

APG milling and National Milling Company pledged K40 million and K10 million respectively.

Senior government officials and other friends of the party also made several pledges.

And Dr. Mwanawasa who thanked the guests at the occasion the good gesture, however called for respect, moral integrity and unity in the MMD if the party had to win back respect for politics and political institution in society.

He said the MMD as a party in power must strive to ensure that it creates political resonance as opposed to political tensions.

He said the party must not allow itself to be derailed by political opportunists whose job is to insult even when it is not necessary.

Dr. Mwanawasa added that the party should not allow itself to be divided on issues that members can easily address.

“If there should be any difference among ourselves, it must be over issues that add value to the party and above all our country Zambia,” he said.

And speaking earlier, MMD Treasurer Mr. Suresh Desai said the nation has made tremendous progress in many areas of the economy due to the good policies of the new deal government.

Mr. Desai said the good polices have translated into investment flows in the country and the overall economic growth.

He however stated that the party has successfully implemented the policies because of the support of the general membership.

He however said that the party would only be able to work effectively if it has a strong financial base.

Meanwhile, President Levy Mwanawasa has implored Political Leaders in Zambia to do away with hatred and foul language as the country celebrates the festive season.

Dr. Mwanawasa said the country needs to rekindle back the spirit of Zambia of love and compassion.

“This is a Christmas season, we need a good feeling Zambia, let us remove hatred, foul language and reach out to each other,” he said.

Council workers in Zambezi not paid for 3 years

Council workers at Zambezi District Council in the North western province have not been paid their salaries for a the past three years.

The workers who sought amnonmity for fear of being victimised said this in an interview with ZANIS in Zambezi today.

They told ZANIS that they have not been paid their salaries from January 2004 odate and that they only suvive on advances ranging from K50,000 to about K300,000.

The council workers said they are now starving and that their children in tertiary education have since stopped going to school because of lack of money to pay towards their education.

The workers accused the Zambia Allied and Local Authority Workers’ Union (ZALAWU) of being inefficient for failure to protect the workers from being subjected to untold misery.

The council workers further accused managment at the local authority management of betraying them at the expense of service delivery.

But Zambezi District Council Secretary Rodney Mpundu dismissed the allegations saying the local authority only owes its workers 15 months arrears

Mr. Mpundu told ZANIS that the council with a workforce of 50 workers only has wage bill of K25 million per month and therefore could not manage to pay all its employees.

He attributed the problem to the merger resources collected by the local authority mainly from traditional levies such as animal, grain and fish levy, while on commercial basis, the council gets its revenue from ground rates and licensing levies.

Mr. Mpundu said the Council needs K1.8 billion to settle the 15-month salary arrears.

“It is not true that the council has not paid its workforce for 36 months. From time to time we paid them salaries and as far as I am concerned, the Council owes its workers 15 months salary arrears,” he said.

Meanwhile, Zambezi District Council has embarked on a rehabilitation of the Yambezhi Lodge using the K200 million grant it received from government.

Mr. Mpundu said the facelift would enable the local authority to generate more funds in a bid to lessen the dependency syndrome on government.

Govt declares Monday day of national morning for the late Justice Lewanika

Government has declared Monday December 17, 2007 a day of national morning in honour of the late Deputy Chief Justice David Lewanika.

Justice Lewanika died of heart failure on Tuesday, December 11, 2007 at Mornigside Clinic in South Africa.

This is contained in a statement by Secretary to Cabinet Joshya Kanganja made available to ZANIS today.

Mr. Kanganja said on this day, the national flag will fly at half mast and the Zambia National Broadcasting Corporation (ZNBC) will play solemn music from 06:00 hours to 18:00 hours.

All programmes of an entainment nature will be be postponed.

Meanwhile, The Body of the late Deputy Chief justice, David Lewanika has arrived in the country from South Africa.

The Zambian Airways plane carrying justice Lewanika’s body touched down at the Lusaka International Airport at about 20:35 hours last night.

On hand to receive the body of justice Lewanika was Chief Justice, Ernest Sakala, Inspector General of police, Ephraim Mateyo, judges and Defence Chiefs.

Others on hand to receive the body include Zambia’s Ambassador to the United States, Dr Inonge Mbikusita Lewanika, former solicitor general, Sunday Nkonde, City of Lusaka football club executive members, family members and members of the general public.

Justice Lewanika died on Tuesday in South Africa at Morningside clinic where he had been admitted for heart failure for the past two months.

The late judge will be burried on Monday, December 17, 2007 at the Old Leopards Hill cemetary in Lusaka.

A valedictory service is expected to be conducted at the Supreme Court while the church service would be held at the Cathedral of the Child Jesus.

Levy appoints new BoZ Deputy Governor

President Mwanawasa has with immediate effect appointed Dr. Tukiya Kankasa Mabula as Deputy Governor of the Bank of Zambia.

Dr. Maluba’s appointment follows the retirement of then Deputy Governor Felix Mfula.

This is contained in a statement issued by State House Chief Analyst for Press and Public Relations David Kombe and made available to ZANIS this evening.

Dr. Maluba was until her appointment, the Bank’s Secretary.

Auditor General strategises audit coverage

The Auditor Generals Office has put in place a new strategic plan aimed at widening its auditing coverage.

Auditor General Anna Chifungula said all auditing work for next year under the new strategic plan, which is in harmony with the Fifth National Development Plan (FNDP), will be wider than before.

Ms. Chifungula said with an increased staffing from 247 to 590, her office will have a bigger audit coverage that will see every spending department and section audited.

Speaking in an interview with ZANIS in Lusaka, the Auditor General explained that previously, only main accounts of Ministries used to be audited.

She said next year her office will focus on auditing in totallity all allocated amounts of money in all spending agencies.

Mrs. Chifungula, who revealed that the quality of audit work by her office has been ranked second to South Africa in the region by the World Bank, said she would like to see her office reporting on every spending activity.

She advised Zambians to continue being vigilant and ensure that the country’s resources are spent properly.

Meanwhile, Ms. Chifungula has expressed concern at failure by some controlling officer’s to understand the laws pertaining to auditing.

She said it is difficult some times for auditing staff from her office to access books of accounts because some controlling officers feel they are being singled out for interrogation, which she said is not the case.

Ms. Chifungula however said with sensitisation and the way the Parliamentary Committee on Accounts (PAC) is sorting out issues, this problem will soon be a thing of the past.

Kasama Central PF MP maintains NCC stance

Kasama Central Patriotic Front Member of Parliament Dr. Xavier Chishimba has maintained that he will take part in the National Constitutional Conference despite his party leadership threatening to expel him.

Dr. Chishimba however, said he is ready to be expelled from the PF but vowed to defend his seat when it is declared vacant.

He dismissed claims by the party leadership that the Members of Parliament had resolved not to participate in the NCC.

Dr. Chishimba has since challenged his party president Michael Sata to produce minutes of the meeting that was held to come up with a stance not to participate in the NCC sittings.

He, however, promised to visit his constituency soon to explain why he had decided to participate in the NCC.

Dr. Chishimba was speaking during a live interview on Radio Mano, a community radio station in Kasama yesterday.

And Dr. Chishimba has reminded Mr. Sata that in a democracy, leaders were supposed to accommodate divergent views.

He charged that Mr. Sata was exhibiting dictatorial leadership by ordering his Members of Parliament not participate in the NCC.

Dr. Chishimba further said he has not forgotten how Mr. Sata, as a former police officer, allegedly beat up his father during the liberation struggle.

Efforts to get a comment from Mr. Sata proved futile.

Red Arrows stun Zesco United to lift Mosi Cup

Zesco United hopes of trophy number 5 crashed and burnt today when they lost 3-2 on post-match penalties to 10-man Red Arrows.

Arrows, who lost 2-0 to Zesco in the final of the same competition last year, yanked the Mosi Cup away from the defending champions in the final played at Nkoloma Stadium in Lusaka this afternoon.

The two sides were tied at 2-2 after 90 minutes of action and well into the 30 minutes of extra time played before the dreaded penalty shoot-out.

There was nothing inspiring for the opening 39 minutes of the match until Zesco took the lead through Nicolas Zulu who stamped in a George Phiri throw-in.

Arrows replied a minute later through Lawrence Pondani who rifled in a low shot that skipped off the grass from outside the area to see the two team’s level into the break.

Arrows were reduced to 10 men in the 51st minute after referee Jan Sikazwe gave Goodson Kachinga a red card for a crude tackle on Clifford Chipalo.

Zesco pushed and pressured Arrows thereafter but the airmen were resilient and for most of the remaining period of the match played like they still had 11 men on the field.

Their resilience paid off in the 75th minute when Pondani scored his second of the day after a solo run from the half-way line before he rifled in a sweet volley from the edge of the box.

Zesco replied immediately through striker Enoch Sakala who headed in a Phiri cross.

The 2006 Mosi cup holders will feel a little hard done by when Owen Kaposa was clearly brought down in the area but Sikazwe waved play on before the game was decided by the luck of the lottery penalty shootout.

Zambia U17 beat Malawi U17 to finish 3rd

The Zambia Under-17 national on Friday beat Malawi 1-0 to finish 3rd at the Cosafa Junior Championships that comes to a close today in Windhoek, Namibia.

A 68th minute goal from striker Humphrey Masenseko of Faz division 1 north club Ronald Ross ensured a podium finish for Wedson Nyirenda’s team who return home with a bronze medal.

Maseneko headed in the ball off a cross from Lusaka Dynamos midfielder Tom Bakala.

The goal was Maseneko’s second of the tournament after earlier finding the target in Zambia’s resounding 8-0 victory over Botswana in their final Group B match last Tuesday.

Meanwhile, defending champions South Africa face Zimbabwe today in the final in Windhoek.

Zambia return home on Monday after departing Windhoek by road on Sunday after attending tonight’s closing ceremony.

Zambia gets big welcome at UNZA

The University of Zambia (UNZA) was today treated to rare spectacle when the Zambia national team took day 3 of training camp to the campus’ sports field.

Patrick Phiri’s team switched training today from their Longacres training venue at the Bank of Zambia Sports Complex to UNZA because the pitch was being used for another function.

Students stood on the touch-line chanting for the most recognizable players in training and certainly did not shy away from passing any displeasure with any poor pass, shot or move display by the players in training.

“I think we should be coming more often here (UNZA) to train,” Phiri said with a sly grin.
The students also asked why ex-international striker Harry Milanzi now based in Angola who announced his international retirement in January last year was not recalled.

Milanzi has conspicuously been in the press of late mounting a innocuous campaign in a seemingly thinly veiled attempt to announce a change of heart.
Meanwhile, again today only 12 players trained without captain Christopher Katongo who is expected to join camp on Sunday evening after attending to a business commitment in South Africa.

Phiri also revealed that his bench was weighing options about playing either Namibia or Zimbabwe next weekend in Lusaka before heading to Spain on December 23.

Should both matches fall through, Zambia could play DR Congo club TP Mazembe next weekend in Lusaka in a training game.

TP are in Zambia on a pre-season tour while they prepare for their participation in the Caf Africa Champions League next February.

Zambia will this weekend take a two-day breather before resuming training on Monday when the missing Zesco United players are all due to join the team in camp.

Zesco’s Zambia call-ups of midfielder Rainford Kalaba plus defenders Roger Kamwandi and William Chinyama are expected to join the squad on Sunday after playing in the Mosi Cup final with their club.

Defending Mosi Cup champions Zesco play Red Arrows in the final tomorrow at Nkoloma Stadium in Lusaka in a repeat of last years meeting that the former won 2-0.

Fibre network, a panacea to communication blues – Sayifwanda

Government has assured the citizenry, particularly people in rural areas, that the communication problems they were facing would come to an end once the optic fibre network is installed.

Communication and Transport Minister Sarah Sayifwanda says government is working with a sense of urgency to improve communication facilities in the country.

Mrs. Sayifwanda was speaking in Zambezi when she paid a courtesy call on Chief Mpidi of the Lunda people.

She explained that government working through the Zambia Telecommunications Corporation (ZAMTEL) is installing the modern telecommunication equipment nationwide.

Mrs. Sayifwanda, who is also Zambezi East Constituency Member of Parliament, said government is determined to address all communication problems as communication is central to national development.

Speaking earlier, Chief Mpidi expressed concern that his chiefdom is cut off from telecommunication facilities hence denied the opportunity to communication with the nation at large.

Chief Mpidi told the Minister that his subjects were forced to climb trees and hills in an effort to communicate with their beloved ones in the urban areas.

The traditional leader accused government of neglecting rural areas in preference for urban areas.

PF threats to expel its defiant MPs is regrettable – Mulongoti

Chief Government Spokesperson Mike Mulongoti says it is uncalled for opposition Patriotic Front (PF) to threaten or expel its Members of Parliament that have decided to participate in the National Constitutional Conference (NCC).

Mr. Mulongoti says the republican constitution guarantees the right for very Zambian, regardless of political status, position and tribe, to participate in national development which includes giving an input to the National Constitution Conference (NCC). .

Mr. Mulongoti ZANIS in an interview that it is regrettable that PF intends to expel its MPs that have decided to sit on the NCC.

He said the possible expulsion of the law makers would be denying them their Right to Assembly when the NCC Act clearly stipulates that all MPs are automatically members of the NCC.

Mr. Mulongoti, who is also Information and Broadcasting Services Minister, has since cautioned the PF to reconsider its position and allow its MPs contribute to the constitution making process.

PF leader Michael Sata has threatened to expel the MPs that have decided to participate in the National Constitution Conference (NCC).

Meanwhile, Mr. Mulongoti has urged Zambians to invest in the country for the growth of the economy.

Mr. Mulongoti says it is vital that Zambians with the potential and capacity should plough back by investing in the country for the benefit of the country through economic growth and employment opportunities for the citizenry.

He was speaking in Lusaka today when he officiated at the Professional Insurance Zambia luncheon.

Mr. Mulongoti, who is also Chief Government spokesperson, has since commended Professional Insurance Zambia for playing a pivotal role in the economic development of the country.

And Professional Insurance Zambia Chairman Rajan Mahtani disclosed that his firm recorded a gross profit of over K140 billion.

Mr. Mahtani attributed this to the good government policies that have allowed the private sector to thrive.
