ECZ rejects housing estate development project in Musi-oa-Tunya national park

The Environmental Council of Zambia, ECZ, has rejected an application by Livingstone Developments Limited for the development of a mini housing estate within the Musi-oa-Tunya National Park.

The ECZ rejected the Environmental Impact Assessment, EIA, submitted by the
developers on grounds that the national park is a wildlife protected area.

ECZ Public Relations Officer, Justin Mukosa, disclosed the rejection of the project
in a statement released to ZANIS in Lusaka today.

He indicated that the council also rejected the project for the construction of a
Blister Copper Production in Kitwe by Liang Yun Company.

Mr Mukosa said the project has been rejected because the proposed site is situated
on a road reserve and is designated for expansion of the Kitwe-Chingola road and for
agriculture purposes and not industrial activities.

He said ECZ has since advised the Liang Yun Company and Livingstone Developers
Limited to find environmentally acceptable alternative sites for their projects.

He said ECZ is committed to promoting sustainable enterprises and development in the
country in an environmentally sound manner and practice.

Mr Mukosa explained that developers must ensure that all proposed mitigation
measures outlined in the EIA reports are implemented.

He has since advised industries to take social responsibility by ensuring that
environmental and social concerns are fully taken into account.

The ECZ, approved, approved applications for the development of nine projects in
various parts of the country.

Dr. Mwanawasa urges US investors to take advantage of looming power deficit in Zambia

Go to fullsize imageAn electricity generation deficit is expected to hit Zambia next year due to the rising demand for energy in the country and the entire South and Eastern African regions as a result of increasing economic acitivity.

President Mwanawasa, who said this today when he addressed members of the Community Development Roundtable Chamber here, said business houses in the USA could exploit this opportunity by heavily investing in Zambia’s energy sector.

Dr. Mwanawasa said government had already started seeking alternative sources of energy while it expands the capacity of existing hydro electric power station.

The President told the businessmen during a working breakfast at Rainier club, which
was hosted in his honour by the Initiative for Global Development, IGD, that Zambia
had put in place prudent macroeconomic management measures that have so far
translated into an increase in the economic growth rate.

He said deliberate steps were also being taken to dismantle unnecessary red tape
against business development by way of reducing to one day the company registration
process.

Dr. Mwanawasa told the meeting, also attended by Bill Gates Senior who is the father
to Mr. Bill Gates, the owner of the Giant Microsoft company, that the reform process
to ease the burden of doing business in the country is highly ambitious and will
continue to occupy the Zambian leadership agenda for sometime to come.

The President assured the business community that his government will continue to
provide a stable political and legal environment conducive for business in the
country.

The President was also quick to mention that some of the improvements are processes
that will take time to be fully implement because they require enough time.

“That not withstanding, my government will be steadfgast in implementing all the
reform measured because I believe they are critical for our future success”, Dr.
Mwanawasa said.

The President, however, said he has in the past been disappointed that the response
from the business community in the USA has not been good despite giving them all the
attractive investment conditions.

Dr. Mwanawasa expressed hope that, this time around, there would be a good number of
business delegations visiting the country to set up businesses or even to make
serious  enquiries about establising business enterprises in the country.

“I therefore look forward to investments from American businessmen and women to take
advantage of the excellent business climte that we have establishd”, the President
sid.

Dr. Mwanawasa said he was fully aware of the fact that countries like Zambia need
the participation of private enterprises to fight and defeat poverty and as such he
admired the objectives of organisations like the IGD, who have taken it upon
themselves to help wipe out poverty in developing countries.

In the area of agriculture, the President said the abundant arable land was
complimented with climate and plenty of water resources that create a huge
irrigation potential.

Earlier, Commerce, Trade and Industry Minister, Felix Mutati assured the businessmen
and women that when they set up businesses in Zambia, they will be assured of freely
remitting their profits and dividends.

He stressed that Zambia needs serious partners, who will help translate the prudent
investment policy into reality by way of increasing job opportunities for the local
people.

And Acting Director General of the Zambia Development Agency, ZDA, Glyne Michelo
said Zambia has stable microeconomic and political environment, coupled with abudant
natural resources for investment.

Mr. Michelo, who ran through the advantages of investing in Zambia which he said had
easy ccess to markets both within Africa and in Europe, said the government has put
in place deliberate policy incentives for investors.

The President was accompanied at the meeting by First Lady Maureen, Commerce
Minister Mr. Mutati, Health minister Brian Chituwo and Education Minister Geofrey
Lungwangwa.

Kambwili stands up to Sata

Go to fullsize imagePatriotic Front (PF) Roan Member of Parliament, Chishimba Kambwili, says he will not boycott the National Constitution Conference (NCC) as directed by party leader, Micheal Sata.

Mr. Kambwili said he is bound by the collective responsibility of Parliament to participate and insisted he would not disappoint his representatives.

He accused Mr. Sata of misdirected himself, when he ordered all PF MPs to boycott the NCC because the directive was not made in the interest of the electorates.

Mr. Kambwili said this, when he officially opened Calvary Baptist Church in Mpatamatu township in Luanshya.

He also appealed to the Oasis Forum to reconsider the stance taken to boycott the NCC.

State approves construction of basic, boarding school in Mpongwe

Government has approved the construction of another basic and a boarding school in Mpongwe to alleviate the shortage of dormitories at  seconday schools.

Mpongwe member of parliament, Gabriel Namulambe disclosed this in Mpongwe during the weekend.

Mr Namulambe also said some areas have been earmarked for borehole drilling as part
of the area was affected by the floods forcing people to travel long distances to
fetch water.

And Mr. Namulambe has observed that some youths in the district have not seen
application forms for accessing funds from the youth empowerment fund.

He said it is because of this reason that government has decided to extend the
deadline to October 28, to enable the youths apply for the money.

Meanwhile Mr Namulambe,who is also sport, youth and child development  minister has
praised the people in chief Lesa’s area for reviving the traditional ceremony.

He commended the people in the area saying the move was in line with government’s
committment to ensuring that cultural ceremonies are promoted.

And in a related development, a subject in chief Lesa’s area has called on all Lamba
chiefs on the Copperbelt to come up with one ceremony saying it is too costly for
individual chiefs to hold ceremonies on their own.

Jazzman Chikwakwa said government was happy to note that traditional leaders were
showing the young generation how elderly people lived in olden days.

Mr. Chikwakwa also urged traditional rulers to resolve traditional disputes in a
mature way as opposed to having wrangles.

Police nab 50 Mwense High School pupils for rioting

Police have arrested 50 Mwense High School pupils in connection with the riot that resulted in the destruction of school property worthy millions of kwacha.

Irate pupils burnt to ashes the school administration block, store room and 15
computers during the riot over the weekend.

Luapula Province Acting Permanent Secretary, Clement Siame, who confirmed the
development to ZANIS today said all school records were destroyed in the riot which
started on Saturday night.

”The riot happened around midnight on sturday.  The whole administration block has
been burnt together with all school records and computers,” Mr. Siame said.

Mr. Siame said four teachers’ houses including those of school headteacher and
deputy were also destroyed in the protest.

The riot is suspected to have been sparked by the school administration’s allegedly
failure to procure a school bus.

He explained that pupils at the school were contributing funds towards the purchase
of the bus but that the delay to purchase the vehicle infuriated the pupils, who
suspected that the school management misappropriated the funds.

By yesterday, the school was completely deserted as most pupils had gone into hiding
in the nearby bush to avoid possible arrest from Police.

Mosi Cup Round 6 Round-up

2004 Mosi Cup champions Lusaka Celtic and Chambishi were amongst some of the notable teams to sail through to round 7 of this year’s competition in round 6 matches played on Sunday.

Celtic booked their place in the next round after a 3-3 post-match penalty win over 2005 semifinalists Livingstone Pirates following a 1-1 draw at fulltime.

Chambishi were 2-0 away winners to two-time champions Mufulira Blackpool thanks to goals from Bobby Chola and Francis Mubanga.

The fairytale ride in this year’s Mosi Cup tournament continued when Premium Sports they beat Masiye 2-0 courtesy of goals from Marvin Kalumba and Paul Maimisa to reach round 7 on a journey in this year’s event that begun for them from round 3.

In the other round 6 games, Lime Hotspurs beat Police Blue Eagles 3-2 in Ndola; INDENI won 1-0 at home to Bresmar while Prison Leopards were 4-1 winners over Tazara Blue Stars in Kabwe.

Nampundwe beat Communite 5-4 on post-match penalties after a scoreless draw in their all-Division 1 south round 6 match.

The big Mosi Cup round 6 match between Nkana and Kitwe at Garden Park will be played on October 7.

The match was rescheduled due to Nkana’s Coca Cola Cup final commitment against Zesco United on Sunday that the former lost 5-0.

The last ever Coca Cola Cup final ended with a big bang when Zesco United humiliated Nkana 5-0 in the final played at Nkoloma stadium in Lusaka.
The emphatic final scoreline was the biggest result in the Coke Cup’s short-lived seven-year history with none of the other six previous matches ever breaking the three-goal barrier.

Nkana were classless against Zesco who barely broke sweat after benefiting from some sloppy goalkeeping by Kevin Mulenga who has done little to warrant a quick return to the Under-23 team with such a forgettable display in-between the posts.

Zesco were 4-0 up into halftime with goals from Rainford Kalaba, Clifford Chipalo, Nicholas Zulu and Enoch Sakala in the 13th, 16th, 34th and 45th minutes of the game.

Wedson Nyirenda’s men completed their rout of Nkana in the 57th minute when midfielder Yonah Mwango crashed in a low drive that stretched Mulenga who helplessly saw it roll inches wide of palm in what was a very forgettable day for the teenage goalkeeper today.

“We were too big for Nkana,” Zesco coach Wedson Nyirenda said. “When you are playing a team like Nkana from Division 1 you don’t give them space like Kabwe Warriors did (in the semifinals when they lost 1-0)or they will walk all over you.”

Nkana coach Beston Chambeshi said his men were now focused on promotion and brushed aside any notions that the defeat could have a menatl effect on their promotion race where they occupy on of t two division 1 north promotion slots in 2nd place behind Chambishi.

Agriculture, hard work key to poverty eradication – Dr. Mwanawasa

Go to fullsize imagePresident Levy Mwanawasa says hunger and poverty can be eradicated through agriculture and hard work.

President Mwanawasa says agricultural production would increase food security in the country and for this reason government will continue to subside farm inputs by at least 50 percent.

The president said this yesterday in a speech read on his behalf by Lusaka Province
Deputy Minister Charles Shawa during the Dantho traditional ceremony of the Chikunda
people of Chief Mpuka in Luangwa district.

He said government has already purchased fertilizer for this coming rain season and
will soon start distributing seed and other farming inputs.

Dr. Mwanawasa has also directed the Zambia Wildlife Authority (ZAWA) to scale up
their services and protect people’s lives and crops in Luangwa district while
conserving wildlife for tourism purposes.

President Mwanawasa also assured the people of Luangwa that government will ensure
that basic needs of children and youths such as shelter, education and health are
provided in Luangwa.

And Chief Mpuka in a speech read on his behalf by Nsenga -Luzi Chikunda Cultural
Association Chairperson Thompson Lungu commended government for help rendered to
flood victims early this year.

Chief Mpuka said government provided help to all the affected people in the district
by giving them tents, food and rehabilitating damaged infrastructure in the area.

However, Chief Mpuka appealed government to tar the D145 road and connect the
district to a sustainable source of electricity power supply to attract investors.

Dantho ceremony is celebrated in remembrance of the ancestors of the Chikunda
Kingdom and is an occasion to offer prayers to God for good rains and harvest.

The Chief received various gifts and in attendant was Chief Chapoto of Zimbabwe,
chiefs Mpasha, Bunda Bunda, Chieftainess Shikabeta and  Senior Chief tainess
Nkomesha Mukamabo 11 of the Soil people.

Faz Premier League Week 26 Round-up

Kabwe Warriors maintained their one-point lead in second place after a 2-0 away to City of Lusaka at Woodlands stadium this afternoon in a Faz Premier League Week 26 fixture.

Warriors are on 49 points after collecting their revenge win over City who beat them  1-0 on May 1 at Railway Ground in Kabwe in the first leg of todays league fixture.

Goals from  Musonda Mweuke and Vias Mwendalubi  ensured Warriors stayed second  and on course for a possible first runner-up league  finish since 1998.

Green Buffaloes are third on 48 points after a 2-1 away win at Sunset stadium to departing league champions Zanaco  this afternoon  while Lusaka Dynamos exchange places with the latter after a 2-0 home win over relegation threatened national Assembly.

Power Dynamos are 6th after a 3-1 home win over bottom of the table and now confirmed relegated Nakambala Leopards at Arthur Davies in Kitwe.

Nakambala are the first team to be confirmed relegated this season.

Second from bottom Forest Rangers handed themselves some glimmer of hope when they beat Konkola Blades 1-0 to put the pressure on the visitors beleaguered coach Dean Mwiinde who has lost the first of his two-game ultimatum matches.

Elsewhere, promoted and 7th placed Young Arrows made a strong case for survival when they drew 1-1 with 3rd from bottom Zamtel who are unbeaten since Levy Chabala took over at the club in May despite being in a precarious position on the table in the drop zone.

Roan United and Nchanga Rangers in 10th and 12th place respectively played out to a scoreless draw at Nchanga stadium in Chingola but they still have three games to make sure they are safe if they are to avoid the drop.

Zambia stroll to showdown with South Africa in Cosafa Castle Cup final

Defending champions Zambia strolled to their fourth successive Cosafa Castle Cup final after defeating Mozambique 3-0 at Super Stadium in Twanse , South Africa this afternoon.

Zambia will face South Africa in the final on October 21 in a repeat of their September 9 Africa Cup Group 11 qualifier that the former won 3-1 in Cape Town.

South Africa beat Botswana 1-0 in the other semifinal final match played later at the same venue.

A makeshift Zambia secured their final slot with a convincing performance courtesy of three clinical finishes from debutants strikers Noah Chibvuta and Emmanuel Mayuka including midfielder William Njovu.

South African based Chibvuta of Wits University opened scores for Zambia in the 35th minute after skipped pasted two Mozambique defenders before to sliding in the ball in-between the legs of goalkeeper Marcelino.

Ex-Kabwe Warriors striker Chibvuta’s goal came 18 minutes into the first half after the he skied his first-time shot at point-blank range.

Warrior’s striker Mayuka could have put Zambia 2-0 but his attempt inside the box was easily gathered by Marcelino.

Chivuta had another chance for a double flash just wide four minutes after the hour mark with Zambia still in command.

Zambia’s dominance paid off with their second of the game in the 68th minute when junior international Mayuka rifled in from just outside the six-yard box to make up for a subdued senior debut.

The defending Cosafa Castle Cup champions wrapped-up their good day at the office through Lusaka Dynamos midfielder William Njovu who slalomed pasted two Mozambique defenders in the 79th minute with a textbook tap-in.

Sikaneta calls a well organized procurement system

 Government says a well organized procurement system can help in making significant savings  for the State in the face of corruption and shrinking budgets.

Lusaka Province Permanent Secretary Susan Sikaneta says an effective and efficient
procurement system also contributes to good governance by increasing public
confidence that funds are well and prudently utilised.

Ms Sikaneta said this in Siavonga today when she closed a five-day workshop for
officers drawn from government departments, parastatal organizations and schools who
under went training in tender  regulations and procurement procedures at Lake Kariba
Inns.

Ms Sikaneta stated that in 1993 government instituted reforms aimed at making the
procurement system more transparent and efficient , and increasing the
accountability of public officers by strengthening institutional capacity.

She said existing procurement systems are full of flaws and are subject to abuse
largely due to weak and inconsistence enforcement of the prevailing rules.

She noted that the need for such training workshops cannot be over emphasized if
Zambia is to develop.

Ms Sikaneta state that government has placed particular emphasis on improving the
procurement process in the public sector by holding such training workshops.

Ms Sikaneta also said the lack of planning in public institutions and the absence of
an effective procurement system has led to mismanagement and waste of government
resources.

She cited schools and some departments who have approved contracts way above their
thresholds.

She said such public institutions have engaged and paid unscrupulous supplies
upfront for materials which are never delivered thereby defrauding government.

The permanent secretary said such cases are not only a lose to government and the
intended beneficiaries but also to the procurement cadre as their integrity is
questioned when such dishonest practices are brought to light.

Ms Sikaneta, who also presented certificates of attendance awarded to the 37
participants urged them to seriously utilize the knowledge to improve the
performance of their procurement units in their respective organizations.

And Zambia National Tender Board Deputy Director for Goods and Services Shaderick
Shawa disclosed that the institution will soon change its name to ‘Zambia Public
Procurement Authority” once government concludes looking at the revised procurement
Act.

Mr. Shawa said the changes occurring require that all officers in public
institutions and those that fall under it get familiar with their operations.

He disclosed that ZNTB has so far held a series of workshops on tender regulations
and procurement regulations throughout the country and is now only remaining with
Luapula province.

Mr. Shawa admitted that procurement procedures in many government institution were
been flouted and this has posed a challenge to the organization.

He however said under the revised act the organization will work towards eliminating
such incidents and make them accountable to the public.

“This workshop is designed to promote awareness on the role of government
procurement procedures and tenders regulations as enshrined in the Zambia National
Tender Board act 394 of the laws of Zambia.

“It is also aims to enhance participants’ awareness of key concepts principles and
practices applicable to government procurement and exchange information on the
practice prevailing in our institutions”.

Shikapwasha urges the Oasis Forum to reconsider its boycott the NCC

Government has called on the Oasis Forum to reconsider its decision and participate in the National Constitution Conference (NCC).

Home Affairs minister Lieutenant General Ronnie Shikapwasha says the Law Association of Zambia, a member of the Oasis Forum, has made a bold decision by agreeing to participate in the NCC.

Lt. Gen. Shikapwasha says the NCC is the key platform for Zambians to have a people
driven constitution adding that boycotting it will only derail the country’s
constitution making process.

The minister was speaking in Kabwe last night at the Prisons Day dinner dance held
at Tuskers Hotel.

He urged the civil society and the general citizenry not to antagonize the process
but to contribute positively to the NCC.

LAZ yesterday announced its decision to participate in the NCC, a move described by
many stakeholders as progress.

UPND salutes Dr. Mwanawasa for honourary law degree bestowed on him

The United Party for Development (UPND) has congratulated President Levy Mwanawasa for the doctorate degree in law bestowed on him by the Harding University in recognition of his outstanding performance as a lawyer over the past years.

Party chairperson for Publicity and Information Charles Kakoma, in a statement
released to ZANIS in Lusaka today, said the UPND is of the view that the honour is
not only in recognition of the president’s personal efforts but is an honour to all
Zambians.

Mr Kakoma said the UPND would like to encourage Dr. Mwanawasa to use the honour as
an ingredient to help smoothen the constitution making process and the intire
political and economic governance of the country.

Meanwhile, UPND president Hakainde Hichilema has said he is humbled and encouraged
to that some UPND founder member who had left the party after the general assembly
have continued to come back to the party.

Mr Hachilema was speaking when he welcomed Mr Sibote Sibote, who has resigned from
the United Liberal Party (ULP) to re-join the UPND. Mr. Sibote was ULP National
chairman for Culture and Arts

He said that UPND stands ready to accommodate everyone to have concerted efforts to
create a better Zambia for all.

Mr Hachilema reiterated his personal hope that UPND will greatly benefit from Mr
Sibeto’s abilities and vast political experienced as founder member of UPND.

Mr Hichilema urged those remaining outside and indeed all other Zambians to take a
deep moment of reflection about the country’s economic malaise that only in unity
can Zambians effectively achieve her social economic goals.

Levy receives doctorate degree

 President Levy Mwanawasa has been bestowed with an honorary doctorate degree in law by the Harding University of the United States of America.

This is in recognition for his outstanding performance as a lawyer over the past years.

The presentation of the doctorate was given to the president at the Benson auditorium of the university.

Dr. Mwanawasa who has been attending the 62nd session of the United Nations in New York, was visibly overjoyed when David Burks, president of the University presented him with the doctorate.

In accepting the award, Dr. Mwanawasa said he will dedicate the degree to Zambian boys and girls still struggling to find their rightful position in society.

Dr. Mwanawasa said as a young boy, he never thought of pursuing law as a career but was inspired by a Mr. Jack Dare a renowned lawyer who had visited his school and gave an inspiring lecture about law.

He said since that lecture, he developed a special interest in law and worked hard to ensure his dreams of becoming a lawyer in life materialised.

He said before he met Mr. Dare, he had thought of becoming a pilot, teacher or even locomotive driver, but all these plans were pushed by the way side later in life.

Dr. Mwanawasa said career success always come with great responsibility not only to one’s family but to society at large and that it was for this reason that he had since his university days , endeavoured to make positive contribution to his country, Zambia.

Dr. Mwanawasa who ran through his early days as a young lawyer said he had for a long time been provoked by situations around him to do something for society as things usually go wrong as people decide not to do anything about them.

“During my years of practice, many of my clients were mostly those fighting for their fundamental human rights, a fact that was very dangerous during this time of Zambia’s history. People were being detained for expressing themselves. And for or not associating with certain individuals, friends and relatives,” Dr. Mwanawasa said.

He said people were detained on flimsy reasons and that he could not withstand the injustice that prevailed then.

He said what was more disturbing was the fact that people who were wrongly detained could not be compensated in any way.

Dr. Mwanawasa told the audience present at the ceremony that liberal politics in Zambia were outlawed and business was closely controlled thereby making both politics and very dangerous grounds to venture into as the country was steadily moving to communism.

He said following the wind of change which swept through the country in 1991, there was a change of Government which ushered in the MMD into power and he served as vice president.

He said as a lawyer, he was not happy that even the leadership of his party was not conforming to the needs of the people as some tenets of corruption started appearing, a thing which did not please him and thereby leading to his consequent resignation as vice president.

Dr. Mwanawasa said he felt challenged when he was elected as republican president in 2001 as he thought he now had an opportunity to tackle certain things he could not do as vice president.

The president said as a result of the fight against corruption, good governance has returned to Zambia but he was quick to say that good governance alone was not enough if it did not help to improve the livelihood of the people.

In this regard, the president said the country has been able to improve the economic growth and that 6.2 percent growth was achieved in the past five years for the first time in Zambia’s history.

Dr. Mwanawasa who paid glowing tribute to the Harding University for the excellent work they are doing at Namianga High School in Southern Province also wished the university success in their quest to establish a university at Namianga.

He said his Government’s aim was to establish Zambia as a centre of excellence in education in the Southern African region.

The President was accompanied by his wife Maureen, Minister of Education, Professor Geoffrey Lungwangwa, Health Minister Brian Chituwo, Agriculture Minister Ben Kapita and Minister of Justice George Kunda.

Other senior officials at hand to witness the ceremony were Zambia’s Ambassador to the United States, Dr. Inonge Mbikusita Lewanika, Secretary to the Cabinet Dr. Joshua Kanganja and Foreign Affairs Permanent Secretary Tens Kapoma.
