George Kunda labelled immoral for moving a motion to review the human rights curriculum for law enforcement agencies

THE Patriotic Front Government (PF) has admonished former Republican vice-president George Kunda and labelled him as an immoral person for moving a motion urging Parliament to review the human rights curriculum for law enforcement agencies in Zambia despite his alleged poor record on such matters.

Community Development, Mother and Child Health Deputy Minister Jean Kapata, in denouncing the motion which was seconded by Kalomo Member of Parliament (MP) Request Muntanga (UPND), said it was in bad faith and should be dismissed. “Mr Kunda has no moral right to bring such a motion. I was a victim of his brutalisation when I was arrested for honking; honourables Chishimba Kambwili, Davies Mwila and Mwenya Musenge suffered too.

“Our President Micheal Sata, he suffered at the hands of the MMD as he was arrested for 40 days, tear gassed at the Drug Enforcement Commission (DEC) and where was Kunda to talk about human rights issues?” Ms Kapata, who is Mandevu MP, said.

She said MMD Lusaka Province chairperson William Banda brutalised women and children in Chongwe and wondered where Mr Kunda was to champion human rights. “Mr Speaker it is an emotional motion, which is a mockery and should not be supported,” Ms Kapata said.

Finance and National Planning Deputy Minister Alfreda Kansembe condemned the motion, saying it lacked merit. Home Affairs Minister Kennedy Sakeni, in denouncing the motion, said from 1995, human rights had been part of the curriculum at Lilayi Police Training College.

“Programmes in this regard are already there and so how does one open a door that is already open? It is unnecessary for somebody to come up with a motion aimed at bringing out their lamentations about fears they have.

“Police won’t harass you like you did with the opposition,” Mr Sakeni, who is Mansa Central MP, said in reference to the mover of the motion. He said the PF Government wanted the police to operate professionally and that was why it had not locked up opposition MPs found wanting.

“Many of you are supposed to be behind bars. This motion is therefore irrelevant because it is seeking to do what is already in place,” Mr Sakeni said. Kawambwa MP Nickson Chilangwa (PF) said the motion was moved by a wrong person as it was under Mr Kunda’s reign that innocent people expressing their views in Mongu were brutalised and maimed.

Mr Chilangwa said it was also under the reign of Mr Kunda that people were shot at while watching football in Mazabuka, and that some people were shot in Mansa while another life was lost in Garden Township in Lusaka. Mr Kunda in moving the motion said in the 53 days of PF rule, the conduct of some police officers had deteriorated to unprecedented levels.

“They are violating the fundamental human rights of citizens and especially the rights of opposition political parties with impunity. They are on rampage brutalising the people (civilians) they are supposed to protect,” he said. In winding down the motion which was shot down through a vote by acclamation, Mr Kunda said a message had been communicated to the police as being for the people.

“As for the Mongu riots, I was asked by the Speaker to explain in this House what happened and of course we got briefs from operatives on the ground and was consistent with what I said. We spoke the same language,” Mr Kunda, who is Muchinga MP (MMD), said.

Others who supported the motion were Mumbwa Central MP, Brian Chituwo, Monze MP Jack Mwiimbu (UPND) and Cornellius Mweetwa for Choma Central (UPND). Mr Muntanga in seconding the motion stressed that it was aimed at addressing real issues.

And Parliament yesterday ratified the appointments of Mumba Malila and Rosewin Wandi as Attorney General and Anti-Corruption Commission (ACC) director general, respectively. Parliament also heard that former ACC director General Godfrey Kayukwa last week resigned from his job.

In moving the motion on the ratification of the presidential appointments, Mpika Central MP Mwansa Kapeya (PF) said Colonel Kayukwa submitted his resignation as ACC director general on November 3, 2011 and that the office of ACC director general was as at yesterday vacant.

Mr Kapeya urged the House to ratify the appointments of the two nominees because they were distinguished, competent, diligent, experienced, and mature officials.

    • Iwe those laws are already there, except they were not respected by George Kunda and his clan. It is simple, you cannot bring laws that are already there. The idea of human rights in already written but it is not just respected! I’m sure GK knows this but he is scared every time he moves that he might be hounded the way he did to his opponents when he was VIP!

    • Zuberi, MPs commenting on court cases during a parliamentary debate are protected by ‘parliamentary priviledge’ – they can comment on anything, even matters before ther courts.

  8. What is important is to do what is right, no matter the messenger of the missive. Unless Jean Kapata is telling us that what is being suggested is not needed now that she has instruments of power to persecute (not prosecute, per se).

Opposition MPs should not be inimidated,so that they have fear to ontribute on meaningful legislation for the country.It should be every concerned citizen desire to contribute positvely to the governance of the country.I hope Post Front(PF) MPs will not cry foul when the opposition will turn down their bills one day.Lets put aside ‘ukaponya’ mentality.Parliament is suppose to be for level minded people.

  29. Poor reporting LT. We need to know what is contained in the bill before we can criticize. That is why we are advocating for a new constitution, a lot needs to be changed. When you people vote for MPs who are not educated to parliament, they will shoot down even bills that otherwise will end up protecting them and support bills that will eventually hurt them. Ask President Sata about the Theft of Motor Vehicles bill which he helped push in to law. Nothing is permanent under the sun. The same laws you are rejecting might just end up protecting you. My advise to all the MPs is to put political differences aside when you are debating sensetive bills and put your country first.

I listened to that particular debate on the motion.zp is not professional bcoz culiculum falls short of human rights ethics since independence.well debated by GK and opposition mps who took the floor were exceptionally better, reasoned debate. Pf debate on the other hand was far below parliamentary level, as frm gutters.

George, the law will surely get at you if you committed indictable crimes. What Human Rights curriculum are you talking about? The curriculum has always been there for police training but you abused it. In fact you smuggled brutal MMD cadres into the police ranks who wrecked havoc and mayhem in the country. Impunity starts with one small abuse, and another and before we know it, the PF govt is just as bad if not worse than the MMD we kicked out.   40. If police Human rights were below par during MMD and they contunue under PF, then there’s merit in what GK is saying. Of course it was wrong for ZP to harrass the opposition. Those aggrieved have the right to feel emotional about it. But in the interests of teh country, there must be a time you put aside emotions and look at the issue objectively so that you can judge whether or not there’s need to upgrade the curriculum the police are using.

  47. If Kunda’s point is that the Police and other security services’ curriculum ion human rights needs to be changed, then he is indeed a bigger ***** than I thought. The MMD had been in power for well over 20 years and it is only now that they have had their asses kicked out of power that Kunda realizes the human rights curriculum in place is inadequate? We are making Police think all is well and people will start taking the law in their own hands. We need to be careful. Whatever you think about Kunda, his contribution was good.   51. Sakeni has addressed Kunda’s concern. Most of Kunda’s concerns are there at Lilayi. MMD failed to enforce but want PF to do.

  53. Can Parliament demand for even distribution of development projects! President is talking about proposed two or three Universities in Northern Province. If he is sensitive to even national development, there is no justification for two or three Universities in Northern province. Western Province, Eastern Province and North-Western have none. Let each Province have one before you start building three or two in your birth province! Otherwise, Federal nation is the way forward as such infrastructure will be an aspiration of each, not now where national resources seem to be over concentrated in one Province!
