Moving boundaries to make the ruling party win elections is not good reasoning-Sondashi

Forum for Democratic Alternatives president Ludwig Sondashi has said that there is a criteria which has to be followed when government thinks of moving boundaries of provinces around.

Dr Sondashi in a statement released to QFM said that the reason for interfering with provincial boundary must be genuine and should be in the national interest.

He said that moving boundaries of provinces to make them weaker, so that the ruling party can easily win in the targeted elections, is not a good reason for interfering with the provincial boundaries.

He added that the people affected in the annexation must be consulted,both affected people to be moved from their existing province and those remaining in the left over district.

Dr Sondashi who is a lawyer by profession explained that the provincial or district alignment normally works well, if the district to be detached has people who are of different culture, language characteristics and behavior which are totally different from those remaining in the provincial block.

He said that with regards to Solwezi, the people comprising Solwezi district have lived with the rest of the people in North Western Province in harmony and fraternity for centuries and are now so close through intermarriages that separating them now would disadvantage them and could easily create tension in the province and civil disobedience.

Dr Sondashi added that since Solwezi district has been blessed with three big mines, annexing it to Copperbelt Province would be viewed as denying the entire province with the much needed benefits from the mines after years of suffering together.

He said that he does not believe that centralisation requires the realignment of a district like Solwezi.

In himself, Sata is a good man who is just being misled by membe with narrow political interest. Sata never had ideas of Chirundu and ITT, but this was shoved down his thought by Membe, who convinced miles sampa to tell the old man to buy into this. Even Miles sampa’s statement was never his. He was told by mmembe to go and say it in parliament where there are fake prevaleges. The young man was blackmailed to spew the bad nonsence

    • What contribution to this country has the president made, apart from employing a polisher for his seven guns?  He has failed to deliver even a single developmental project within 145 days of his presidency. Nobody has been arrested over his corruption fight.  Instead the Kwacha has steeply depreciated and he is quickly turning Zambia into a communist country.

There is no need to consult over an obviously absurd and ill-conceived boundary shuttling.  This is no real development but just a way of thumbing peoples’ noses just to show that somebody is  now in power and can do whatever he wants.  It is obnoxious and nonsensical.  There is no need for consultation.  These moves should be rejected outright.  It is a no brainer.

  17. I always used to defend people from SP and NWP when people pass bad comments on them, and all my friends are from SP. But, the way they are behaving on Chirundu and ITT issue, am now having second thoughts. What does Nalubamba gain or loss whether Chirundu is part of SP or Lusaka? To me all these are non-issue for serious people. One Zambia One Nation

  19. This so called realignment is without doubt politically motivated. By chipping away some districts from Southern and Northwestern Provinces  and merging them with Lusaka and Copperbelt Provinces which are predominantly PF Strongholds, PF is attempting to  forcibly move in and spread it`s tentacles of influence into those provinces.  A leader who is preoccupied with scheming as a larger part of his leadership traits can cause strife, especially when people can see through the schemes.

  26. when the PF created muchinga Province 5 months ago, the pipo of Nothern Province, eastern Province and Eastern Province did not cry foul; if anything Zambians were happy that this is for easier running of the country, why do the Tongas back now that realignment of the country called Zambia is taking place in a place where HH comes from? If we all feel that we belong to the same country we should not mind whether Itezi-tezhi is in Eastern province or in Luapula. If I am casting a vote against sata it does not matter whether I am in Livingstone or in serenje. I do not see how this re-alignment will favor one politician against the other, give people chance to serve Zambia…!

  28. Lawyers and historians know that the Northern Rhodesia (Crown Lands and Native Reserves) Order in Council 1928 is what first gave us the dual system of land adminstration. Land (other than land in Barotseland and three freehold areas vested in the Company) was divided into Crown lands and Native Reserves. On attaining independence in 1964, the Northern Rhodesia (Crown lands and Native Reserves) Order in Council 1928 to 1963, the Northern Rhodesia (Native Trust land) Orders in Council 1947 to 1963 and the Northern Rhodesia (Gwembe District) Order in Council 1959 were not revoked. The current Lands Act, Cap 184 recognises State and Customary Land with the former under control of Chiefs. The President CANNOT make a decision on Customary land without consultations. I am a lawyer.

  29. Really what difference will it make if the grz of the day will simply wake up one morning and anounce that my village, Musangu, will now move from Mwense to Kawambwa district? If my village folks will now travel shorter distance to lodge their court papers etc at the nearest magistrate office why should I object? If my relatives from Mwense will still be able to visit my village in Kawambwa without the need to produce a passport why should it be my concern about which district my village belongs to? Really? Are were sure Sata is doing all this in an attempt to get more votes in an elections? Without manipulating the mind sets of the village folk! Please Bwana HH and ba Sondashi please give us a break!

On correction your perception of changes and creation of districts is seen to be development. Changes of development correlate with productivity generating income to benefit the general public. Sondashi must be hellucinating again,who told him Solwezi will be part of C/belt,infact Sata empahatically used Solwezi as an example how it is not possible to make it part of C/belt.The population of Zambia has increased more than tenfold,we cannot afford to have the same districts and provinces anymore,what Sata is doing is just the beginning,this has been long ovedue,in another ten years we might have more provinces and districts de[pending on the demogradhic dynamics.Just like a city like lusaka,suburbs like Maken,Chelstone,Matero for instance,under normal developmental devolution are supposed to be semi autonomous from LCC.

  36. I respect Sondashi’s right to an opinion, but this opinion is irrelevant and false. Sondashi is merely stating that this is the reason he would have for adjusting district and provincial boundaries. PF have no inclination to pull in more parliamentary seats and most of those challenged in court they have actually lost .

    As the more sensible bloggers have stated repeatedly. there will be no physical relocation of the districts in question, but an administrative adjustment to allow better management of local and regional government issues. To try and manage a country based on boundaries made more than 40 years ago is getting us no where.

  37. Northern and eastern provices were cut to form Muchinga province. No chief there protested. They are wise. They know that provinces are just on government papers and are meant for government services and administration. Provinces have nothing to do with chiefs. If a chiefdom falls in a combination of provinces who cares. Boarderline chiefdoms can have land across two or three provinces who cares. Zambia is not a country divided by chiefdoms or kingdoms. Can someone show me a map of Zambia showing chiefdom boundaries? No survey has been conducted and so this cry about a land belonging to a chief cannot stand in the court of justice. No chief has title deeds for their chiefdoms and the sooner they get that into their skulls the better. Who said southern province belongs to the Tonga Chiefs?

  38. All of you here are just mumbling. You have no data. Sata’s reason for realigning is preparation of the country for decentralisation. Every person needs to prepare for action according to how they see that they will work best. ITT had no problem getting instructions from Livingstone. Sata moved the capital to Choma and people have forgotten so soon and are now saying Choma is closer to ITT than Kabwe. Is Kabwe not closer to ITT than Livingstone? How can you be against realignment when you are using a realigned district as an argument.

    It is the government and not the chiefs who will be doing the administration of the districts. Why do you tell the people who will work not to move things around? Do chiefs allocate funds or oversee the budget?

  39. Sata has not said realigning the districts will mean taking away land from chiefdoms. The chiefs should look into the constitution and read what it says about their powers concerning land in Zambia. Look closely at the political map. Southern province does not belong to the chiefs there and they are not the custodians of the land by Zambian law.

    • That is a good point Chalwe. I really dont know what the chiefs are scared of. They don’t have any land in Zambia – all land belongs to the president. And it would be disastrous if chiefs were given land to own – because of tribal inclinations it will be difficult to administer land through chiefs. What is also happening in Zambia is that these chiefs are giving away their land to investors who are converting that land into titled land – very soon all customary land shall be state land…! So I really don’t understand what the paranoia is all about. Maybe Mr. Sata should explain more to people.

  40. “Job creation” and not unnecessary and spontaneous district realignment should be the priority. We also would like to see measures taken to stem the devaluation of the Kwacha. The question is what will stop the kwacha gaining back those zeros after debasing if our economy is not stable?

There is the process through this should have been done. The only problem is that in Zambia there have never been National Law – if anything, whatever  law have was meant to sustain and cement the power of whoever was in power. This is not new, so the next President will reverse all the mess the Sata might do-( I strong support of HE, here am just been objective). In conclusion, What Mr. Sondashi,has  insinuated is called Gerrymandering here in the States.

  44. This really beats me – Mr. Sondashi is so intelligent. He is a doctor for God’s sake – how does moving a border between districts affect intermarriages? How does that affect being Tonga or being Bemba? Zambia is a unitary state – tribes do not have boundaries – the land belongs to the president. Belonging to a tribe in Zambia means respecting and observing cultures and traditions of that tribe. People remember Zambia is becoming an urbanised country. Many of us in Lusaka, Mongu, Mansa, Solwezi do not belong to the predominant tribes in those towns – but we are investing and curving a full life for ourselves there – what is wrong with that. This is not a political issue – it is an administrative issue. Let us create a Zambia we will be proud of..!

    This narration reveals that to get to Chirundu, one has to drive through Mazabuka District. One fails to understand the geographical logic of appending Chirundu to Lusaka Province. Fof God’s sake where did Guy Scott get his PhD degree which fails him to advise his lunatic President? Otherwise the PF guys do not care on the plight of the people in this country but set on massive plunder.

  52. #60,61 Reason,are you aware that the President has instructed the Road Developement Agency(RDA) to construct a new road from Lusaka south to Chirundu via Chiyawa?Before your mind meanders along the existing Lusaka -Chirundu road and make unreasonable conclusions analyse the President’s speech he made in Parliament and the plan he unvailed concerning infrastructure developement which included the new Lusaka-Chirundu via Chiyawa.Think before you vomit rubbish!!
