Contract for first phase of Dual carriage way construction between Lusaka and Kapiri Mposhi signed

THE Road Development Agency (RDA) has signed a KR 13 million contract with Satra Zambia that will culminate into the construction of a 210 kilometre dual carriage way between Lusaka and Kapiri Mposhi.

And the RDA has also signed two contracts for KR 27 million and KR 6.1million respectively for the periodic maintenance of the Kabwe -Kapiri road and some selected gravel roads in Petauke District.

The contract with Satra Zambia is for the provision of techno-economic and environmental studies and engineering design in preparation for the upgrading and creation of the dual carriageway.

RDA Chief Executive Officer Bernard Chiwala said the objective of the services was to perform the necessary studies to rehabilitate and construct the Lusaka-Kapiri dual carriageway to optimal and economically justified standards and make comparative cost estimates for the selected technical solutions.

Mr Chiwala said the creation of the dual carriageway was necessitated by increased congestion on the road and that the project is expected to ease traffic flow and enhance economic activities.

“RDA has signed a contract with Messers Satra I-Man Pvt Limited in association with Satra Zambia for techno-economic study, detailed engineering design and tender document preparation for the upgrading of the 210 KM from Lusaka to Kapiri Mposhi dual carriageway at a contract sum of ZMW 13, 451, O46.51,” Mr Chiwala said.

Satra Zambia Associate Director Ashik Hussain said the company would put in the best to ensure that safety features were enhanced on the road.

The Lusaka Kapiri road had in the recent past been rocked by road traffic accidents that have claimed many lives.

And speaking during the signing of the contract for maintenance works on selected gravel roads in Petauke District in Eastern Province which has been awarded to the Zambia National Service, Permanent Secretary in the Defence Ministry, Rose Saukatula hailed RDA for according ZNS an opportunity to provide road maintenance works on a commercial basis.

Ms Salukatula said the project would enable the security wing generate income which would be used to recapitalize its operations through the procurement of modern equipment.

Zambia National Service Commandant General Nathan Mulenga said the ZNS had always looked forward to a time when it would provide services at a commercial level.

Gen Mulenga assured the RDA Chief of quality works and that the contract would be executed within the stipulated time frame.

Meanwhile Rankin engineering have been awarded a contract for the periodic maintenance of the Kabwe-Kapiri road at contract sum of KR6.1 million.

Company Director Vahdat Alavian said the contractor was already on site was would begin works on Monday.

Mr Alavian assured that works on the roads would be completed within the stipulated 14 months.

  1. The Kitwe Chingola dual carriage way which is 45 kilometres will cost RDA KR562 million and the Lusaka Kapiri road which is 210 kilometer will cost them only KR13 Million? could this be a typing error by the editor of this or…..limbi ninebo spukupuku?

    • @Kapyongo, Even before reading the article, the headline itself is so clear for anyone to be confused!

      The KR 13 million contract awarded to Satra is only for the first phase of the project which is for “the provision of techno-economic, environmental studies, and engineering design.” The actual building of the dual carriageway will be in the second or so phase. That will be a another contract most likely awarded to different contractor after another biding/tender process at the time. CLEAR NOW????

    • Read properly to avoid confusion, the K13 is for “The contract with Satra Zambia is for the provision of techno-economic and environmental studies and engineering design in preparation for the upgrading and creation of the dual carriageway.”

    • It is not a typing error, just that the reporter has not clarified something. The Lusaka Kapiri road contract sum is for the preparation designs, feasibility studies and Tender documents only, whereas the Kitwe – Chingola road contract sum is for the actual construction works and that is why it appears more expensive. In short, the Lusaka-Kapiri road is still under design stage and the construction stage will follow after the first stage. I hope that helps.

Kapyongo – The Lusaka/Kapiri figure is just for a study and design – whatever that means; mostly taken to mean desk work – just sit and drive around, measure here, measure there, with those cameras of theirs, pretending to be designing the raod and yet the same type of road with tar, and junctions, etc, will be designed and constructed. Ala, some professions are cashcows!

    • @KBM, I don’t know the kind of road engineers you have come cross where you live, but road engineering is quite complicated and involving than you are making it out to be. I took some upper division advanced college mathematics with students studying road engineering during my college career and they did just as much work. Their courses were just as tough.

      Maybe you are right by African standards, but definitely NOT here. These guys are highly educated, sought after, among the well paid, and highly regarded. The evidence is in the kind of road designs you find out here—they are a marvel to look at!

      If we demanded more & better from road engineers in Zambia, we too can have quality designed roads. But that is different than labeling the entire profession as simply a “cash cow”

When we were busy learning how to “measure here and measure there”, you were probably drinking shake shake on the corner bar. Makes me wonder how Zambia will develop with this kind of cheap mentality.

  4. Am very happy about it because development is taking place every where every corner of this country this is the reason why the meaning Zambian voted for PF we are able now to see the fruits thank you Mr president we are able to see economic indicators we are handing some where

    Kindly note that in Project finance, when we do financial modelling of such a project,the total cost of building is composed of direct and indirect costs such as;

    DIRECT COSTS;
    Construction costs through an EPC or Turnkey Contract if it includes design
    Land Purchase when applicable
    Owners costs..ie permits, permits
    Development Costs ie consultants

    INDIRECT COSTS;VAT on Direct costs,Capitalized Interest and commitment fees for utilized portion of the loan if debt financed ,costs of guarantees and insurance.

    What we are seeing is the part of the Engineering, Procurement, Construction (EPC) contract where only the engineering/design component has been awarded. The rest of the contract costs especially the direct ones synonymous with public infrastructure are yet…

  8. This is what PF stands for. Even when we remove subsidies from fuel and maize business we mean taking money to things like this. First things first.

    Zambia needs bold decision makers with a vision. To some riff ruff rogues we are dictators. I say subsidy is out for now!

  9. I am glad Zambia National Service has been given the contract as well. This is empowering our own. All I ask is that they come up with high standards so as to be entrusted with even more projects. ZNS I love you guys, including ZNDF and ZAF!!!
