Government has engaged a local private company, Techno Brain, to monitor the revenue collection of local authorities in a bid to fight corruption by clerks.

Ministry of Local Government and Housing, Deputy Minister, Forrie Tembo, has told QFM News in an interview that government is worried with the continued cases of local authority clerks being arrested for mismanagement of council funds and will provide necessary measures to avoid such occurrences.

Mr. Tembo says Techno Brain will come up with a system that will be able to show how much money is being collected from various councils and it will help in the fight against corruption amongst council clerks.

Mr. Tembo states that the system will promote accountability amongst council clerks and will give government an insight as to which council is doing so well in terms of revenue collection.

    • Techno Brain is a multinational company, headquartered in Nairobi, Kenya, that provides IT Solutions, IT Training and BPO/ITES services. It operates in 19 countries across the world including Research & Development centers in India and Kenya.

  1. Hhhmmmm, government outsourcing its core activity!!! Just like Bush Jr outsourcing the killing of Iraq opponents to BalckWater Inc. Phew!!

  2. Hope it wont cost more to pay this company than the so-called revenue from local authorities that is feared lost! I honestly do not see such revenue, other than what is willfully looted by the ruling party cadres. Good luck Techno Brain owner; you will loot bro/sis, soon!

  3. How do you encourage entrepreneurship like this? Next time try to engage a local company that can then partner with foreign based companies..should they lack capacity.

  4. I can’t believe or trust anything PF tries to do! Very soon we wil realise that the councils will be paying more money to this company than the cash collect as revenue!- PF kaponyas- try and error- IMBWA SHAPENA SHEKA SHEKA!

    • It takes time for the president to come up with i deas on how he wants to leave this country, whilest all you do is always never to find any favour for him in your skull, try to appreciate to encourage people like him who have shown hunger to improve this country, they are few like him

  5. Is this man of Chinese descent? Why his eyes are sunken? Also his name is of a little girls name, first start by changing your name then we shall be serious with you. Namwe a sonkhani take those computers, throw them in luangwa river , we dont want tricky campaigns for 2016 to un seat this man of chinese descent

  6. THIS IS THE WORST CORUPTION AND SCHEME TO MILK THE COUNTRY OF ITS LITTLE RESOURCES. WE DONT NEED FOREIGN FIRMS TO MONITOR COLLECTION AND DISBURSEMENT BY OUR LOCAL AUTHORITIES. ALL WE NEED IS TO STRENTHEN THE FINANCIAL COTROL SYSYTEMS AND BUILD CAPACITY OF ACC AND AUDITOR GENERAL’S OFFICE. SOME CHAPS ARE ENJOYING THE BUTTER ON THE OTHER SIDE OF THIS CONTRACT. THIS CONTRACT SHOULD BE REVIEWED THE SOON THE BETTER. ARE TOWN CLERKS NOT CONTROLLED BY VARIOUS LOCAL AUTHORITIES?

  7. Govt has ACC, the office of the Auditor General, ZRA and Cabinet Office. Is this govt saying that there is no authority in the who country who can monitor this than to engage a private foreign firm? Is this govt really serious? When was the tender floated for local firms to bid or was this outsourcing done without any bidding but single sourcing? Many people will face the music for abuse of office soon and very soon.

  8. Is there no system within the council dept can be used rather than outsourcing. Just thinking! If this is a better way, then go for it!

  9. PF is demonic Mambala, ripping off Zambians and enriching foreigners. Katele Kalumba shall be forgiven for his theft from treasury if he exorcises State House of demonic chumbu mushololwa.

  10. Just modernise and upgrade the system make them more efficient…also incorporate a check in system that monitors the time the log in (in the morning) and log out (in the afternoon) link this to payroll department as our civil servants very relaxed when it comes to work hours.
