Zambians in Diaspora to get first priority on Dual Citizenship-Kampyongo

MINISTER of Home Affairs Stephen Kampyongo says Government will prioritise applications of Zambians who want to restore their lost Zambian citizenship but are in the diaspora.

Mr Kampyongo said priority will be given to Zambians who renounced their citizenship in preference for other countries because of various reasons. He said the Dual Citizenship clause enshrined in the Zambian constitution has been operationalised after extensive consultations with various stakeholders.

Mr Kampyongo was speaking when he addressed Zambians living in South Africa in Pretoria.

“The Citizenship Board and its secretariat have been put in place to speedily process applications for the restoration of Zambian citizenship using a digitalised system in collaboration with the Department of National Registration,” Mr Kampyongo said.

This is according to a statement issued by first secretary for press and public relations, at the Zambian High Commission in South Africa Naomi Nyawali.

He said the digitisation of the two institutions would centrally restore biometric data and remove the delays and inconveniences that people used to experience in the past.

Mr Kampyongo encouraged those with intentions to acquire dual citizenship to take advantage of the favourable laws that Zambia has put in place to ensure that they do not lose out on their natural inheritance of belonging to Zambia.

He said Zambia is also putting in place mechanisms that will ensure certain jobs in all sectors of the economy are reserved for qualified and deserving Zambians to protect them from unfair competition for jobs as is the practice in other countries.

    • Certainly this is a progressive law though prone to some legal suits in some situations if misapplied. Zambians in Constitutions such those of the US and Canada have nothing to do with this call because they never renounce their nationality in picking up dual citizenship. Classic case, “The United States never asks naturalizing citizens to take any steps to renounce citizenship of their home country. Nor will it stop U.S. citizens from later adopting citizenship in another country – though if their intention is to give up U.S. citizenship, they can certainly do so”. We see this U.S. practice, upheld in various court decisions meant to allow dual citizenship. (see it on the U.S. State Department’s website, for example, where it explains that: “U.S. law does not . . . require a person…

    • “U.S. law does not . . . require a person to choose one citizenship or another.”). Immigration and Nationality Act (I.N.A.) only expects citizens to carry their U.S. passport when leaving the U.S., and to present it upon reentry.

      So what would Zambians by birth as holders of Zambian NRC and Passport be applying for when they never gave up their Zambian citizenship?

  1. When I got my British citizenship, I dont ever recall being asked to give up my Zambian citizenship. Can he please clarify who he is targeting here ? Did Zambia take away people’s citizenship without their consent ?

  2. Ofcourse it can only be those in the diaspora that need the dual-citizenship ba Hon. Do you see a Chibolya resident lining up for dual citizenship?

  3. Confused political stance. No Zambia ever gave up their nationality. If you are born Zambian you are Zambian for life. the Zambia law is clear on this. Government should just embrace other nationalities instead and stop this fact-finding scheme

    • Once you become a citizen of another country, you automatically denounce your Zambian citizenship, that’s why you need to apply for dual citizenship in order to maintain both

  4. Yes,once you become a USA citizens, you automatically denounce other countries. So don’t lie that once a US citizen, you don’t require a Zambian dual citizenship, I would advise you to go back and ask immigration officer’s, am a US citizen too,but I will have to apply for dual citizenship in Zambia

Dual citizenship does not need an application.What Zambia has allowed is that you can have Zambian passport(CITIZENSHIP) as well as having other passports whether you call it dual, tripple or whatever.UK and Australia and I am sure the whole OF Europe, no one is asked to renounce their country of birth.

  6. What’s wrong with people? The Zambian constitution did NOT allow Dual citizenship, and one had to choose a side by renouncing their Zambian citizenship. That is your duality was never recognised and you had to choose to give up Zambian citizenship to take up another nationality. Not, America or any other Western country. They had duality so it was no skin off their nose if you were successful in their procedures to qualify as a citizen in their country.

    For those of us who never took up duality, we wonder if immigration can please process our renewals on passport. My current one needs renewing next year and hopefully these duality will not cause delay in ordinary processing of Zambians who need new passports.
