Chiyangi names provisional 2019 COSAFA Cup squad

Aggrey Chiyangi has unveiled his provisional 24-member home-based Zambia team that goes into pre-2019 COSAFA Cup camp in Lusaka this Sunday.

The three-day camp in Lusaka will include two debut call-ups for the Forest Rangers duo of midfielder Webster Muzaza and the clubs’ top scorer on eight goals, striker Austin Muwowo.

Chiyangi has also handed recalls to striker’s Chitiya Mususu of Zanaco who returns after a two year absence while Moses Phiri from Buildcon is back in the fold for the first time since 2015.

But there is no place for Mususu’s club mate Rodgers Kola who currently leads the charts on 9 goals.

South Africa will host the COSAFA Cup in Durban from May 25 to June 8.

Zambia will kick off their COSAFA Cup campaign on June 2 after enjoying a preliminary group stage bye.

Chipolopolo await the winner from Group B where Namibia, Mozambique, Seychelles and Malawi will battle for that lone last eight qualification spot.

Winner will in the June 5 semifinals play the victor between defending champions Zimbabwe and their prospective opponent from Group A.

Angola, eSwatini, Mauritius and Comoros are the Group A teams vying to face the record six-time winners in the quarterfinals on June 1.

The final is set for June 8 at Moses Mabhida Stadium.

Hearts of Mercy Reverend Choongo Phiri has assured members of the Zambia Evangelical Fellowship (EFZ) of full representation at the ongoing national dialogue forum at Mulungushi International Conference Centre.

Rev. Phiri said Hearts of Mercy is a member of EFZ and was appointed by the Church mother body to represent it’s members at the forum which is contrary to claims that the EFZ has shunned the national dialogue forum.

She explained to the media in Lusaka today that EFZ wrote letters to the Ministry of Justice which forwarded the request to Cabinet Office where the approval of their participation in the forum was ratified.

The Reverend noted that the ongoing national dialogue forum is an important process that her Church and the EFZ at large cannot afford to stay away from.

She added that Hearts of Mercy is in attendance not just on behalf of the Evangelical Fellowship of Zambia but to also represent its members who are the majority.

Rev. Phiri said their presence at the forum is to make sure that the constitution that would come out after the dialogue will be good enough to protect the people.

She stated that the EFZ has a lot of beneficiaries from all provinces including churches such as the Catholic, Christian Council and independent Churches.

Rev. Phiri noted that Hearts of Mercy is also representing other Churches that are still growing and cannot manage the costs of affiliating themselves to EFZ or any other Church mother body.

Government says Vice President Inonge Mutukwa Wina has continued to recuperate well with all cardiac parameters within normal range.

In a brief staggering, Health Minister Chitalu Chilufya said Mrs WIna is fully mobilized, feeding well and is in high spirits.

Some media reports have indicated that Mrs Wina was taken back to hospital after he condition worsened days after she was earlier discharged.

State House accuses Africa Confidential and Bloomberg of wanting to stop FDI to Zambia

Special Assistant to the President for Press and Public Relations Amos Chanda says the “extreme preposterous allegations” being peddled by Bloomberg and Africa Confidential are aimed at killing the Zambian economy by stopping Foreign Direct Investment.

And Mr. Chanda has revealed that government has stopped engaging Africa Confidential but that it will respond to what he called lies if they breached a certain limit.

At a media briefing today at State House, Mr. Chanda lamented that the lies being peddled by the two media institutions are denying Zambia’s reputation on the international financial market.

“There is concerted attacks on the currency, on the country’s economy clearly by elements that have been paid to peddle lies about the state of the economy. Once the President acknowledges the general difficulties of the times, he is stressing that government is taking strides to address certain issues but State House finds that it is extremely unfortunate that publications such as Africa Confidential and Bloomberg have dedicated the past week peddling lies about our economy to undermine the country in the eyes of the financial market by insisting on non existent default,” Mr. Chanda said.

“So Zambia is in the financial market, it has borrowed money so if you begin to hint on the default, you are actually trying to incite the markets to be nervous about the Zambian economy and therefore ultimately what you hope to achieve is to strangulate the economy by stopping Foreign Direct Investment. Fortunately, the Minister of Finance and Treasury team are competently dealing with the difficulties that are in the economy,” he said.

“We have brought these issues to the attention of the editors at Bloomberg because we still have confidence that that is a respected outfit, we are no longer engaging with Africa Confidential, suffice to say that when their lies extend beyond a certain level, we will tell the nation, we don’t want a ping pong with a publication whose agenda is well known. But just a caution on Bloomberg that they mustn’t fall prey to the very cheap and malicious media propaganda that is being put there,” Mr. Chanda said.

He insisted that the Zambian government has not defaulted on any loans.

“The government is not in default of any loans whatsoever. It is meeting its foreign service obligations, it is meeting its domestic obligation, of course, it has to be acknowledged that with the attendant difficulties which you may have seen in delayed salaries in some of the months but I can tell you, and civil servants can confirm that steps are being undertaking that is why sometimes, actually in the months of March and April, actually salaries in some cases were paid one week ahead of time so we find the recent publications, one by Bloomberg, making very preposterous, extreme preposterous allegations; drawing a parallel between Zambia and Venezuela, for lack of a better term, that makes Bloomberg unrecognisable to us, this is a respected wire firm that cannot descend into quoting fictitious analysts and putting them across,” he said.

He added, “For Africa Confidential, our views are very known, it’s no longer a publication that it was, it is a formerly respected tabloid that has willingly transformed itself into a scandal sheet and that is very regrettable. What we find extremely puzzling is the agenda we have seen in the past weeks where Bloomberg would pitch a story on fictitious analysts hinting at the default (on loans). The Minister of Finance will continue to update the nation. She is so transparent, the debt servicing mechanism is so transparent, she tells the nation where we are.”

President Edgar Lungu has sent messages of condolences to the families of Former Minister of Information and Broadcasting Services Mike Mulongoti and United Party of National Development (UPND) Katuba Member of Parliament Patricia Mwashingwele who both died this week.

President Lungu has regretted the death of Mr. Mulongoti who served as Minister of Information and Broadcasting Services and Works and Supply portfolios respectively in the Movement for Multi-Party Democracy (MMD) government and died last night at the University Teaching Hospital (UTH) after an illness.

Special Assistant to the President for Press and Public Relations Amos Chanda told a media briefing in Lusaka today that government intervened by evacuating Mr. Mulongoti to South Africa for specialized treatment in January but that Doctors from there recommended that he be brought back and continue receiving treatment within the country after his condition deteriorated.

Mr. Mulongoti who was also opposition People’s Party president, died at UTH after a long battle with cancer.

And Mr. Chanda stated that the Head of State is deeply saddened with the death of the Katuba MP and sent his message of condolences to the UPND party and the family.

He said the President has since wished the bereaved families God’s grace and comfort during this difficult moment.

Nkana great Muselepete put to rest

Past Nkana stars Mordon Malitoli, Jericho Shinde, Dominic Sikazwe and Fidelis Chungu were present as scores of mourners paid their last respects to Kalampa legend Godfrey Muselepete who has been put to rest at Chingola Road Cemetery in Kitwe.

Muselepete, 53, died on Monday after collapsing in Serenje.

The funeral procession started with a Church Service at United Church of Zambia – Kwacha East Congregation before mourners moved to the cemetery.

“I am saddened by the death of our friend Godfrey Muselepete. He was a good person and very hard working. He loved winning,” Malitoli said.

Nkana officials were conspicuously missing during burial.

“This person played for Nkana for many years so officials should have sent a representative. I have not seen any Nkana official here,” Malitoli said.

“This is a just a sign that even myself if I die these official won’t come. Mourning is not about bringing money but just your presence is enough,” he said.

FAZ Committee Member Elijah “Shenko” Chileshe was present but declined to speak on behalf of Football House saying he was not delegated.

“I am here to mourn as a friend to Muselepete,” Chileshe said.

Muselepete played for Nkana as a winger after switching from Nkwazi and won the league title with Kalampa in 1988, 1989, 1990, 1992 and 1993.

He later played for Kalulushi Modern Stars before retiring.
He is survived by a wife, eight children and five grandchildren.

The Patriotic Front has wished the African National Congress (ANC) well in the up-coming national and provincial elections in South Africa.

PF Secretary General Davies Mwila disclosed that he had written a letter of good wishes to the ANC Secretary General Ace Magashule.

Mr. Mwila said the PF is hopeful the people of South Africa will vote for the ANC so that the economic development plans of the party would be allowed to bear fruits.

Speaking in South Africa, Mr. Mwila said the PF will take a familiarization tour to ZANU-PF in Zimbabwe and the ANC to forge closer links with sister parties.

And speaking to PF South Africa branch members, Mr. Mwila encouraged them to embark on resource mobilization.

He confirmed that he will attend a fundraising event that the branch would organise.

And PF South Africa Chairperson, Sydney Njamba expressed gratitude to Mr. Mwila for according them an opportunity to meet and discuss programs of the party.

Mr. Mwila was accompanied by Lusaka Provincial Chairperson Paul Moonga and North-western Provincial Chairperson, Jackson Kungo.

Ministry of Mines and Minerals Development Permanent Secretary Paul Chanda says Zambia’s mining sector still presents vast investment opportunities in spite of the domestic and global challenges.

Speaking on the sidelines at the ongoing Mines and Money conference and exhibition in New York, Mr. Chanda said the sector is poised for growth considering the expression of interest from various investors to invest in other minerals such as manganese, cobalt, and vanadium among others.

Mr. Chanda said Zambia can leverage on and benefit from the growth and development being experienced in the electric car industry adding that besides Copper, investors have been coming to Zambia to look for investment opportunities in battery metals such as manganese and cobalt.

Meanwhile, ZCCM-IH Acting Chief Executive Officer Mabvuto Chipata says the Company is exhibiting and participating at the leading international event series for mining investment and capital raising in an effort to position the Company at the center of the mining deals marketplace in New York.

Speaking during a Company spotlight presentation to conference delegates at the event, Mr. Chipata called on potential investors to look to ZCCM-IH as a strategic partner for new mining investments in Zambia.

“Given the current enabling investment climate in the country, we strongly believe that any investor can only stand to leverage and benefit from partnering with ZCCM-IH due to its advantageous and strategic positioning in the mining sector”, said Mr. Chipata.

And Permanent Representative of the Republic of Zambia to the United Nations Ambassador Lazarous Kapambwe has called on Zambia to invest in outer space technology in order to enhance mineral exploration, particularly geological mapping of minerals through satellite technology.

“Zambia should take advantage and leverage on the opportunities and services of outer space technology available at the United Nations Office for Outer Space Affairs (UNOOSA). We need to register interest and set-up the necessary infrastructure and policy for us to benefit from this”, said Mr. Kapambwe.

The Mines and Money New York’s event is a premier mining investment forum now in its third year, and has brought together more than 300 decision makers, mining executives, investors, financial service providers and mining firms including ZCCM- IH from over 20 countries.

37 UPND MPs that have stayed away from the National Dialogue Forum risk being prosecuted

National Dialogue Forum Chairperson Muyunda Mwanalushi says the 37 UPND Members of Parliament that have stayed away from the National Dialogue Forum risk being prosecuted.

Professor Mwanalushi said the MPs have committed an offence and the law will take its course.

He said in line with Article 17 of the NDF Act, the MPs may be fined penalty units not exceeding 50,000 or imprisonment not exceeding six months or both.

And Professor Mwanalushi said the request to extend the forum by two days will be adequate to deal with all outstanding matters on the republican constitution.

He said that there will be no need for any further extension of the process.

38 UPND Members of Parliament had had written to the NDF asking to be guided whether they must stay away or it is mandatory for them to attend.

National Democratic Congress Member of Parliament had also written to the forum asking to stay away because he had not been sworn in.

Meanwhile UPND Leader Hakainde Hichilema yesterday indicated that the party will not impose any sanctions on MPs attending the Forum as that would sway the attention of Zambians on issues affecting the nation.

Lowering Semenya’s testosterone levels could be harmful: Doctor

Dr Sindeep Bhana says lowering Caster Semenya’s testosterone levels could have harmful effects.

The court ruling on the IAAF’s new regulations means she will now have to reduce her hormones artificially in order to compete.

But doctors say this could lead to increased risk of hypertension, diabetes and cholesterol problems, among other health issues.

Bhana also said changing these naturally-occurring levels of testosterone could have a negative effect, not only on her career but her body as well.

“So I have no doubt that this would affect her athletic abilities, but definitely, we know there are symptoms associated with dropping testosterone from where it was naturally, this is not someone who has abused testosterone,” he said.

Semenya’s legal team is now reviewing the IAAF’s ruling.

In the meantime, she’s being asked to either risk her health or give up her passion.

ZAMEFA says the slow settlements of its export duty draw back claims and VAT refunds by the Zambia Revenue Authority are putting pressure on its operations.

ZAMEFA says the situation is further compounded by the slow payments for product by state utility firm ZESCO.

In a trading statement issued by the Lusaka Securities Exchange, ZAMEFA says the situation continues to increase the borrowing requirements of the company beyond sustainable levels.

The company said it has continued to curtail its operations to remain within its available levels of credit.

It said for the six-month period ended 31st March 2019, the basic earnings per share (“EPS’) and head line earnings per share (“HEPS”) are both expected to be between 190% to 210% higher than those of the corresponding period in the prior year for both the group and for the Company.

“The movement in EPS and HEPS is primarily attributed to the increase in sales volumes for the period and the net foreign exchange gain which resulted from the strengthening of the Kwacha against the dollar between end of September 2018 and end of March 2019.”

It however said that this increase is off a very low base and the company continue to operate at below normal levels of operating activity.

“This level of operating activity is primarily due to the ongoing slow settlement of export duty draw back claims and VAT refunds by the Zambia Revenue Authority and slow payments for product by ZESCO. These slow settlements continue to increase the borrowing requirements of the company beyond sustainable levels and the group continued to curtail its operations to remain within its available levels of credit.”

NDC continues to call on Police to arrest Lusaka province minister Bowman Lusambo

National Democratic Congress Vice President Joseph has reiterated the party’s call for Lusaka Province Minister Bowman Lusambo to be arrested for his involvement in the murder of its Lusaka Province youth Chairperson Obed Kasongo.

He said the death of the NDC Lusaka province youth chairman was caused by the assault on him by Mr. Lusambo with a metal bar on April 11th 2019, last month and is regrettable.

Mr. Akafumba a seasoned lawyer and former Justice Permanent Secretary has given police 24 hours to arrest Mr. Lusambo.

He lamented that NDC has previously reported a number of PF cadres for violent behaviour but police have failed to arrest such characters.

However, Mr. Lusambo recently denied any involvement in Mr. Kasongo’s death and described the allegations levelled against him by NDC as malicious and baseless.

In a statement Mr. Lusambo said the malicious allegations issued by the NDC border on criminal defamation of his personal character and that of the public office he occupy.

He said the scheme to link him to the reported death of an NDC official is not only callous but cheap and a very unafrican manner of mourning a departed colleague.

Church concerned with process and contents of National Dialogue Forum Act

The three Church Mother Bodies says the Church has nothing against National Dialogue, but have had serious concerns with regard to the process and contents of the National Dialogue Forum Act.

The three namely the Council of Churches in Zambia, the Zambia Conference of Catholic Bishops and the Evangelical Fellowship of Zambia has declared their unwavering desire to support any process that conforms to constitutionalism, democratic governance and respect for human rights in Zambia which has been their plea and desire of the majority Zambians.

They said the ongoing dialogue process is unlikely to achieve national healing and reconciliation compared to the process which they had embarked on.

They said the reason why the Church is not participating is the NDF Act of 2019 does not provide a guarantee for the protection of the contents of the outcome that will be generated by the National Dialogue Forum.

The three added that this is because there is no provision in the Act, as the final NDF resolutions will be subjected to further parliamentary deliberations and scrutiny.

They noted that contrary to the submission to remove the members of parliament from the Forum, the Act still maintained this provision which will give MPs undue privilege at the end of the NDF process, to look at the Forum resolutions again and where possible alter the agreed outcomes.

The Church says it finds this anomaly to be against the rules of natural justice, where in this case, the same people who will participate in the initial discussions will be the ones again to scrutinize the same contents.

They noted that it is best practice, especially in constitutional making process, to have an independent committee of experts that reviews and refines all the submissions from the people through such fora as the NDF before they are taken to parliament for enactment to reduce the inconsistencies and lacunas in the constitution.

The three church mother bodies said Given the limited time allocated to this process, they are still concerned, as a matter of procedure with the simultaneous handling of the constitutional refinements with other pieces of legislation which must derive their existence from the

Constitution as a supreme law.

They said the NDF Act does not provide for the enhancement of the Bill of Rights by way of a referendum which is too cardinal to leave out in this process because the Bill of Rights is essential to enjoying our rights under the constitution. Our call has always been having a comprehensive constitution making process that does not leave out the question of human rights.

Meanwhile, the three Church Mother Bodies say the composition of the National Dialogue Forum is highly dominated by people with undue influence from their appointing authority.

They are concerned that when it comes to voting on particular issues not agreed by consensus, the outcome may possibly go the majority way.

The three church mother bodies said in the spirit of genuine dialogue and reconciliation they feel that the punitive clauses put in the Act do not speak well to the objectives of the National dialogue process.
