CTPD Board condemns detention of its staff and five Pastors over Budget meeting

The Board of the Centre for Trade Policy and Development has condemned the action by police in Ndola who detained police its members of staff and five Pastors recently.

And the CTPD Board has charged that Copperbelt Police Commissioner Charity Katanga is being untruthful over the information she is releasing regarding the matter.

In a statement, CTPD Board Chairman Isaac Mundia said the detention of the staff and the Ndola pastors on the 19th of October 2018 when they hosted a meeting on the proposed 2019 National Budget is unacceptable.

Mr Mundia started that CTPD is disturbed to learn that the gathering of citizens to discuss the proposed 2019 National Budget is now unlawful in Zambia.

“It is common cause that a proposed National Budget is subject to public scrutiny and it is in that regard that it is generally expected that citizens will provide input into the budget before and after the budget formulation,” he said.

Mr Mundia said the organization was and still remain shocked to receive a report that a meeting convened to deliberate on the proposed national budget was disrupted by police officers who, in its opinion, did not undertake the necessary due diligence to ascertain the nature of the meeting but moved quickly to disrupt the meeting.

“As a Board, we are concerned that instead of promoting more dialogue and constructive debate around issues of national concern, the Zambia Police is taking away even the limited space where citizens can engage and share their views on matters of National importance,” he said.

“It is very unfortunate that a meeting organized at the request of church leaders who are looking for positive ways to contribute to the resolution of some of the challenges that this country is facing, inter allia illicit financial flows through tax avoidance and evasion could be construed as illegal or an intention on our part and the church leaders to commit a crime.”

He added, “At a time that our country is facing financial challenges, citizen’s interest and commitment to support domestic resource mobilization needs to be appreciated and encouraged by all well- meaning Zambians.”

“We understand that the police action may have been out of paranoia and suspicion which is totally unfounded given the nature of work that CTPD undertakes. The aforesaid is well known and a quick search on the internet would have confirmed this. What is more worrying is the continued misinformation from the Copperbelt Province Police Command that the meeting was a political meeting?”

Mr Mundia said CTPD has also read a number of untrue and misconstrued statements from the Copperbelt Province Police Command which include an assertion that the organization had gone to beg the Copperbelt Provincial Minister for forgiveness.

“We would like to make it very clear that at no point did any member of the CTPD Board or staff meet either the Minister or the Copperbelt or the Copperbelt police commissioner to beg for lenience.On the other hand, the decision to accept paying a fine alluded to by Mrs. Katanga in her statement issued to the news diggers on the 29th of October, 2019 for a lesser charge of conduct likely to cause the breach of peace as opposed to the initial charge of unlawful assembly with Intent to commit a crime under section 174 of the Penal Code was arrived at following consultations we had with the church leaders and families of the affected staff from CTPD.”

“In the premise, the decision to allow our staff to accept the charge of conduct standing was arrived at after taking into consideration their concerns and the trauma that their families endured during their incarceration for simply discussing a public document,” he said.

“It is pertinent to mention that our staff members were the accused persons in the matter and not CTPD as an entity. Therefore, their view on the matter was of paramount importance and had to be respected. CTPD has a duty to protect the interest of its employees.”

He continued, “Notwithstanding the considerations alluded to in the immediate preceding paragraph, CTPD would like to make it clear that the acceptance of the lesser charge by our members of staff should by no means be construed as an acceptance on our part that the meeting was political as alleged or at all.”

He said, “CTPD was and is ready to defend its core objective and mandate of providing alternative policy thinking through empirical research and analysis before any competent court of law. In light of the foregoing, CTPD reiterates that there was no illegality or any malice in having the meeting with the Ndola faith leaders. This is the work CTPD undertakes in line with its core objective and mandate aforesaid.”

“The public may wish to know that the presentation that was to be made at meeting in issue was the same presentation CTPD recently presented and submitted to the expanded parliamentary committee for budget estimates on the 8th of October, 2018 as well as the NGO Wash Forum held on the 9th of October, 2018 at Intercontinental Hotel. It is the same presentation CTPD shared at a public forum it hosted focusing on Public Investments towards Children’s rights held at Southern Sun Hotel on the 5th of October, 2018,” he stated.

“The question that begs is why were these meetings not deemed political in all these forums? If the police command say they were tipped off by one of the participants who became uncomfortable with what was being discussed, why didn’t they come to sit in through the meeting as provided for in the same law they were citing when dispersing the meeting?”

“The police command claim that the meeting had started digressing from discussing the budget to other things, since when did the police become moderators of public discussions for them to determine specific direction a conversation should take?”

Mr Mundia said it is for this reason that the Board stands with management and staff of CTPD and will continue to support them and the Ndola faith leaders to ensure that they work towards building a society where the rights of citizens to assemble, associate and express are respected.

He said CTPD is not inclined to any political party adding that it’s core mandate as alluded to is to provide alternative policy thinking through empirical research and analysis Based on findings.

“We then engage all relevant stakeholders including the Government to provide information that would help promote effective citizen engagement on policy related matters, this was one of those meetings. We would like to thank all people and organizations that came through to support us during this trying time and it is our prayer that this does not happen to any citizen as it is an infringement on human rights Zambia as a democratic country should work towards building a more tolerant society, one that accommodates divergent views as a key to promoting active citizen participation in the governance of the country.”

He added, “To the Church, we still remain committed to working with you and in helping you effectively participate in policy processes.”

Football fraternity mourns referee Leah Namukonde’s death

Zambian football is mourning FIFA referee Leah Namukonde of Luanshya who died on Wednesday morning at Ndola Teaching Hospital.

Namukonde sustained injuries in a road accident at the weekend just after officiating last Saturday’s FAZ Super Division match between Power Dynamos and Buildcon in Ndola.

She had been in the intensive care unit prior to her death.

Namukonde’s death has devastated her colleagues and i particular FIFA referee Gladys Lengwe, who failed to speak when reached for a comment.

FIFA referee Janny Sikazwe says the death of Namukonde was a loss to World football.

“We will really miss her. This is the time when we needed her to encourage more women referees. She was the kind of a referee who put in a lot of effort in training and being physically fit,” Sikazwe said.

Kamfinsa referee Milton Mweemba described the death of Namukonde as tragic.

“Her demise has robbed Zambia and FIFA in general a young lady who was destined for major tournaments in the World,” Mweemba said.

Namukonde recently featured at the COSAFA Womens Championship in South Africa.

She joined the elite FIFA referees panel in 2016.

Zambia has assumed chairmanship of the world global tourism body’s executive council during the current session of meetings taking place in Manama, Bahrain.

And Ambassador designate Extraordinary and Plenipotentiary to France, Dr. Christine Kaseba, has presented her Letters of Credence to United Nations World Tourism Organisation Secretary-General Zurab Pololikashvili at a special session in Bahrain.

Zambia becomes the second African country since 2010 to chair the UNWTO Executive Council with Ambassador Kaseba, the Permanent Representative to the UNWTO leading proceedings at the on-going 109th session on behalf of Tourism, Arts and Culture Minister Mr. Charles Banda.

And during her presentation of credentials held on Tuesday 30th October, 2018, Ambassador Kaseba acknowledged the organization’s management vision and priorities of making tourism a key sector for the 2030 Agenda based on smart, competitiveness and responsible tourism for sustainable development.

Ambassador Kaseba said Government has identified tourism, arts and culture as one of the priority growth sectors of the national economy towards development in the National-Vision 2030 aimed at turning Zambia into a “prosperous middle-income country by the year 2030”.

The Ambassador added that tourism had also been identified as one of the priority areas for investment due to its numerous forward and backward linkages to various other sectors of the economy.

And receiving the Letters of Credence, the UNWTO Secretary-General expressed interest to visit Zambia and further pledged to enhance multilateral relations with the country.

Ambassador Pololikashvili praised Zambia’s continued leadership in the Organisation and acknowledged its position as Chair of the Executive Council for the period 2019.

He further implored the Zambian envoy to work closely with the UNWTO Secretariat to see how the organisation could help promote destination Zambia and increase the number of international tourists in the country.

Ambassador Pololikashvili stressed that he shared a special relationship and love for Zambia being the first African country he visited in 2013 during the 20th Session UNWTO General-Assembly that was co-hosted with Zimbabwe.

“Zambia’s Tourism Potential is rich with wildlife and culture which needs to be developed and make the country one of the best tourist destinations in Africa,” he said.

Furthermore, the UNWTO Secretary-General noted the need to work on a strategy that would help monitor tourist inflows into Zambia and how the tourism industry was contributing to Zambia’s Economic Development.

And Speaking earlier, during the official opening ceremony, Ambassador Kaseba commended the government of Bahrain for the massive infrastructure development and great achievements in Tourism.

The Ambassador therefore, seized the opportunity to invite Bahrain’s Minister of Industry Commerce and Tourism to visit Zambia and thereby considering investing in Tourism infrastructure in Zambia as there were many potential positive returns for both countries.

The Executive Council is the UNWTO’s governing board, responsible for ensuring that the ?organization carries out its work and adheres to its budget. It meets at least twice a year and is ?composed of Members States elected by the General Assembly in a ratio of one for every ?five Full Members States.

As host country of UNWTO´s Headquarters, Spain has a permanent ?seat on the Executive Council. Representatives of the Associate Members States and Affiliate ?Members States participate in the Executive Council meetings as observers.

New wave of interest in the mining sector by Australian investors

Minister of Mines and Minerals Development Richard Musukwa says for Zambia to continue attracting foreign direct investment in sustainable mining projects, it is important to reduce the risk that comes with mining investment by making sure that the investors have access to adequate geological information.

Mr. Musukwa said it is for this reason that Government through the geological survey department has continued in carrying out geological mapping of the country in an effort to expand knowledge on mineral occurrence around the country.

He was speaking at the ongoing 5th annual International Mining and Resources Conference during the inaugural Africa Focus Day session on Promoting Opportunities for Sustainable mining practices within Africa.The IMARC which is one of the world’s largest resources conference, officially opened on Monday, 29th October to run till 1st November 2018, in Melbourne, Australia.

And Zambia’s High Commissioner to Australia Frank Bwalya, who is also attending the conference says the new wave of interest in the mining sector by Australian investors is in response to the vision of the Zambian Government to develop the country though Industrialisation.

Mr. Bwalya has observed that as the Industrialisation agenda gathers momentum, more interest in Zambia’s mining sector will be generated.

And speaking during a panel discussion on investment and development opportunities in Africa, ZCCM Investments Holdings Plc Chief Executive Officer Dr. Pius Kasolo said that Zambia remains a favourable investment destination in mining due to the enabling investment climate with a vast unexploited mineral resource.

Dr. Kasolo said that the industry is open to investors from various nationalities, and that this is representative of the existing players who are diverse and multinational in nature, contrary to the sentiments that the sector is largely occupied by Chinese investors.

This year, the conference has attracted over 6,000 attendees from over 90 nations, with over 200 expo stands showcasing the best of the minerals industry from machinery, technology, services, government pavilions, and mining companies, including ZCCM-IH.

The conference also coincides with the bi-annual meeting of the International Council on Mining and Metals, a CEO-led organization bringing together 27 of the world’s leading mining and metals companies.

Zambia is being represented by a delegation led by the Minister of Mines and Minerals Development Richard Musukwa, Frank Bwalya, Zambia’s High Commissioner to Australia and ZCCM-IH’s Board Director Mateyo Kaluba and the Chief Executive Officer, Dr Pius Kasolo.

Cargill to close it’s refinery in Lusaka

Cargill has announced it will cease all operations at its soybean crush and vegetable oil refinery in Lusaka effective end of October 2018.

The difficult decision was made as the growth of illegal imports of vegetable oil from neighbouring countries continues to have a significant negative impact on the Zambian crush and vegetable oil industry.

Alongside a smaller than anticipated Zambian soybean crop this year, these factors make it no longer possible for Cargill to operate the business in an economically viable way.

According to a statement issued to the media, the closure means approximately 260 employees will be impacted, as their roles are no longer required.

The Company says it is however committed to working to minimize the impact for employees in line with the country’s labour laws and all affected employees have been notified.

From November, Cargill said it will begin mothballing the facility in a safe and responsible way and approximately 45 employees will be retained in essential roles to ensure the safety, maintenance and operational integrity of the site.

In line with the decision to cease its crush and refinery operations, Cargill said it is exploring options for the future of its business in Zambia.

In 2015 Cargill completed the acquisition of Zamanita Limited, the soybean crushing and oil refining subsidiary of Zambeef Products Plc.Cargill, which provides food, agriculture, financial and industrial products and services in Zambia and globally, acquired Zamanita Limited as part of its expansion drive.Under the deal, Cargill acquired all of the Zamanita assets, including the Mama’s oil and Zamanita oil brands.

Constitutional Court overturns High Court decision to nullify the election of Margaret Mwanakatwe

The Constitutional Court has ruled that Margaret Mwanakatwe was duly elected Lusaka Central constituency Member of parliament. Justice Annie Sitali has overturned the High Court’s decision to nullify the election of Mrs. Mwanakatwe

Delivering Judgement today, Judge Annie Sitali said most of the allegations leveled against Mrs. Mwanakatwe by UPND losing candidate Charlotte Scott lacked merit to warrant the nullification of the seat.

Speaking when she delivered the judgement Justice Sitali said it was wrong for the trial judge to nullify the election on account that Mrs. Mwanakatwe sunk boreholes for the people of Lusaka Central without any evidence.

This is in a matter were Mrs Mwanakatwe challenged the High Court’s decision to nullify her seat in favour of UPND Lusaka central constituency losing candidate Charlotte Scott.

Justice Sitali said that the boreholes in question were sunk by the Muslim society at the request of health officials following the outbreak of cholera in the country.

Justice Sitali further observed that Judge Mwiinde Siavyapa was wrong to nullify the election on account of the donation that was made to local churches because it was made outside the campaign period.

The court also ruled that the violence complained of was only confined to a small area and was quickly stopped and did not affect the entire conduct of the election.

The case was presided over by a panel of five judges.

And speaking after the court case Mrs Mwanakatwe said justice has prevailed.

And PF secretary General Davies Mwila said it is good that Mrs Mwanakatwe has won so that she can concentrate on building the economy.

Losing UPND candidate Charlotte Scott had petitioned the Lusaka High Court seeking the nullification of declarations of the Lusaka Central PF Member of Parliament candidate Margaret Mwanakatwe as the winner of the parliamentary elections.

In November 2016, the Lusaka High Court nullified the election of Mrs Mwanakatwe as Member of Parliament for Lusaka Central. In an interview at the time, Dr Scott said the overturning of Mrs Mwanakatwe’s victory meant that justice has been served. She however stated that the plea of the UPND was to have the presidential petition heard. Dr Scott said the evidence coming out of the nullified seats went to confirm that the UPND was robbed of victory.

Trump’s plan to end birthright citizenship is evil – Sinkamba

Green Party President Peter Sinkamba says Trump’s plan to end birthright citizenship in the United States through an Executive Order is proof that America has a very selfish man for President with short memory.

And Mr. Sinkamba says if it were not for birthright automatic citizenship laws, Trump would never have been an American himself let alone be the President of the United States.

“President Trump’s ancestors originated from the German village of Kallstadt in the Palatinate on his father’s side, and from the Outer Hebrides in Scotland on his mother’s side. All of his grandparents and his mother were born in Europe. So, by decent he is German and Scottish. Thanks to birthright laws, he is American and POTUS,” Mr. Sinkamba said.

“You cannot end birthright citizenship with an executive order. We are all immigrants in one way or the other. But over and above all, we are born where God wants us to be born. Birthright citizenship is God’s gift. No man has a right to take away God’s gift. What Trump plans to do is not only weird but ungodly too. It is a sin,” Mr. Sinkamba added.

Birthright citizenship — granting automatic citizenship to nearly everyone born on U.S. soil, regardless of whether their parents were admitted legally — has been policy of America for more than a century.

Numerous bills have been written in Congress to try to alter the policy but they’ve failed to pass. Mr. Trump is the first president to suggest using an executive order.

“What President Trump is trying to do is worse than anti-Semitism and xenophobia which is put simply are acts of hostility to or prejudicial or discrimination against Jews and other foreigners. As a Jewish descendant, I expect Trump to abhor acts of hostility or discrimination against other races because of the persecution that his ancestors suffered at the hands of Germans during the holocaust times. I have been to those concentration camps in Poland and Germany and I have seen what Trump’s ancestors went through. That is horrible and should never ever happen to mankind; never again,” Mr. Sinkamba said.

“What President Trump is doing is what in Lozi is called ‘pukuchwe munyelela siliba’. A pukuchwe is a person who messes up a water-well after drinking water from that well. Now, in life, you don’t do things like that because you will need the water from the same well the next day,” Mr. Sinkamba added.

Mr. Sinkamba hopes the American people will reject Trump’s move because if he succeeds, then that will be a precedence to be followed by other Nations and may provoke global hate and reprisals.

“President Trump needs counsel of the Church at this moment than ever before. He needs deliverance. We have people of foreign descent owing land and other natural resources across the globe. If he succeeds, Trump’s move will trigger global reprisal. We will see unprecedented land and property grabs across the globe from people of foreign decent. I shudder to see this happen to any country,” Mr. Sinkamba said.

He advised President Trump to focus on trade wars.

“This war on birthright citizenship is a sin. He should focus on other things. May be, he is better off focusing on trade wars,” he added.

Teachers who leaked exam papers will be deregistered-Teaching Council of Zambia

The Teaching Council of Zambia has warned that Teachers who shall be found wanting at the conclusion of the on-going investigations of examination malpractice risk being deregistered.

Council spokesperson Ngoza Malonga said those that will be found wanting will be in breach of the Code of Ethics for the Teaching Profession and the Teaching Profession Act No. 5 of 2013.

Ms. Malonga said the Teaching Council of Zambia greatly regrets the alleged involvement of some teachers in the leakage of examinations.

“Pursuant to regulation 9 (1), (2) and (3) of the Code of Ethics for the teaching profession; A teacher shall treat examination records and information at the teacher’s disposal confidentiality; A teacher shall not aid or abet a person in an examination malpractice and A teacher shall report to an appropriate authority, without delay, cases of examination malpractice that come to the teacher’s knowledge”, she explained.

Ms. Malonga added that furthermore, pursuant to section 46 (a), (b) (c), (d) and (e) of the Teaching Profession Act No. 5 of 2013, any involve would in examination malpractices constitutes professional misconduct.

She said it is clear that examination malpractice tends to confer undue advantage or underserved grade to the perpetrators of such vices.

Ms. Malonga empasised that the occurrence of examination malpractice at any level of education possess a great threat to the validity and authenticity of credentials.

She said the TCZ therefore, remains committed to bringing sanity to the profession with the focus to protect the interests of parents, society and the nation at large.

And as the examinations commence today, Ms. Malonga has reminded all teachers and school administrators to be alert at all times and to report any examination malpractice, failure to which it shall be tantamount to professional misconduct.

Nevers Mumba and Felix Mutati teams fight it out in Court

Lusaka High Court judge Sharon Newa has reserved ruling to Thursday on whether the acting Secretary General for the MMD faction led by Dr Nevers Mumba Winnie Zaloumis can challenge the election of Felix Mutati when her tenure of office expired in 2016.

This was the Mutati led faction raised a preliminary issue arguing that Ms Zaloumis cannot prosecute the matter on behalf of the Dr Mumba group because she is not a Secretary General as her tenure of office expired in 2016.

This is in the matter in which Ms Zaloumis in her capacity as acting Secretary General for the MMD faction led by Dr Mumba dragged president Mutati for the other MMD faction, Raphael Nakacinda, Mwansa Mbulakulima and George Kangwa to the Lusaka High Court challenging the legality of their convention that was held and their election as New leaders of the MMD.

But in Responding to the preliminary issue raised by the Mutati group, Dr Mumba’s lawyers J. Madakai and Mulambo Haimbe they have contended that that the court should not entertain to such issues because the matter before court is matter in relation to the illegal convention which saw the election of Mr Mutati and not the issue in regards to the tenure of office of Ms Zaloumis.

The lawyers have further argued that the preliminary issue that has been raised is the same issue which was raised at the Supreme Court.

Justice Newa could not make her ruling but reserved it to Thursday 1 November, 2018.

In her statement of claim Ms Zaloumis wants the court to determine whether the Mutati group had authority to call for a party convention where Mr Mutati was elected as party president.

She further wants a declaration that the convention which saw the election of Mr Mutati was illegal.

Meanwhile, the MMD faction led by Mutati have abandoned their lawyer Eric Silwamba, Jalasi and Linyama Advocates.

However, the Mutati group have since retained Makebi Zulu Advocates as their new lawyers who raised the preliminary issue before court.

MCC boss to visit Zambia next week

It’s Not China’s Responsibility To Determine What Zambia Benefits From China-Zambia Trade-MMD

Movement for Multi-party Democracy (MMD) Chairperson for International Relations Joyce Musenge has implored the women folk in the country to join politics if the country’s political narrative as regards women participation in politics is to be changed.

And Ambassador Musenge says the relationship between Zambia and China should not be viewed as “Horse and Rider” kind of relationship because both countries benefit from the relationship.

Meanwhile MMD National Secretary Raphael Nakacinda said the propaganda that some sectors of society have continued to peddle against individuals and institutions are distorting history, achievements and successes scored during their tenure in office.

Amb Musenge who was featuring on Radio Phoenix’s popular talk show “Let The People Talk” said staying out from the country’s politics does not in any way help the women who are already in politics.

“Our politics are so toxic right now. When a woman is looked at some of the comments that they make are so unfortunate. For example when Hon Dora Siliya went to that funeral the comments that came out of that are what is discouraging a lot of young people, it’s toxic, they don’t talk about what she can contribute but who she is, things like ‘hule’ and the like that is very discouraging but I want to appeal to our young people, the young women out there that if you don’t get involved and change the course of politics, politics will define us instead.

“We are going to have the same toxic politics day in day out they will always be attacking our character but we must be above board and we have to get involved because some of the things that affect us as women we can change them if we get involved because other people will not change for us. If you are passionate about something find a party that speaks to your passion and be a change agent in our politics,” she said.

On the much talked about Zambia’s relationship with China Ambassador Musenge who is the former Zambian envoy to China said the bilateral relationship with the Chinese is mutually beneficial.

She said the relationship between the two countries comes from far back and that it is up to Zambians to identify what they want to get from China.

“I get concerned when people are talking about our relationship with China, it is not about China, if you go to China you will see the transformation from 30 years ago we have something to learn from the Chinese.

“It is not the relationship that we should be talking about, it is how we are negotiating with China. We just to properly structured a way in which we are talking to our friends. It is not the Chinese who should identify what we want to benefit from China,” she said.

And featuring on the same program party National Secretary Raphael Nakacinda said the party’s legacy and that of its founding President has been tarnished by propaganda which has distorted the achievements of both the party and late President Fredrick Chiluba.

He said the legacy of MMD is not fully appreciated because some people who felt they did not benefit from the party went on rampage discrediting the party and its leaders in the process destroying many lives.

And the MMD CEO has underscored the importance of a credible education sector as it is the engine of the country.

Asked to comment on the examination leakages Nakacinda said there is need to ensure that the education sector is credible because it is from the education system that a pool of the country’s human resources in all sectors is gotten.

He observed the need for the current leaders in government to consult from their colleagues who held the same positions in the past when dealing with such challenges.

The Zambia Association of Manufacturers and the Consumer Unity and Trust Society have partnered to deliver Zambia’s first ever Annual Consumer Gold Star Awards.

Over the next two weeks, consumers from across the country will have the ability to vote for their favorite brands in several categories using the most dynamic platform there is, social media.

The final awards ceremony will take place on the 16th of November 2018 at the Intercontinental Hotel during the Prestigious Manufacturers Gala and Awards Ceremony where the winners of each product category will be announced and awarded the coveted Consumer Gold Star Award.

The awards are in line with the Proudly Zambian Campaign which encourages consumers to “think local first” in their purchasing decisions, and encourages
Zambian manufacturers to assist them to do so by producing high quality products and services.

For the recipients, the award will reflect the earned trust and loyalty of consumers as well as serve as the crowning achievement of their efforts as manufacturers.

Consumer Unity and Trust Society Ceter Cordinator Chenai Mukumba said for the consumers, these awards provide an opportunity to support the businesses whose products they interact with on a day to day basis.

She said Consumers form the foundation of the success of any business because outside of firm’s abilities to produce a product, the product must be consumed/bought to secure the viability of the business.

Ms. Mukumba said the Consumer Gold Star Awards will celebrate producers of Zambian products that are able to do this well.

And ZAM Chief Executive Officer Chipego Zulu said both Organisations agreed that consumers hold a unique position in a free market economy as they play a critical role in determining the success and failure of a brand or a product.

Mrs. Zulu said this in turn has broad implications on sustainable economic growth, and highlights the need to increasingly ensure that consumers understand the critical choices they
make when purchasing a product based on quality and adherence to existing standards and regulations.

She emphasised that these awards present an opportunity for Zambian manufacturing companies to be recognized for their efforts in winning the hearts and trust of the Zambian consumers.

Mrs. Zulu added that ZAM further believes that the awards will encourage firms to continuously improve on their brands and marketing in order to ensure that consumers become more aware of the growing number of manufacturing organizations in Zambia that are producing a variety of quality products and services.

Zambia’s Ambassador to Russia Shadreck Luwita has revealed that President Edgar Lungu is expected to make an official state visit to Russia in 2019.

The state visit is at the invitation of Russian President Vladimir Putin and will happen as soon as all the details of his trip are harmonized.

Ambassador Luwita said this in an interview with Russian news agency Sputnik following the Southern African Development Community (SADC) Investment Forum in Moscow.

“[The visit’s organization] is now incumbent upon the technocrats in the Ministry of Foreign Affairs of the Russian Federation as well as the Ministry of Foreign Affairs of Zambia, [they] started working on the modalities to concretize when President Lungu can undertake the state visit to Russia.”

“We are working flat out to ensure that this is realized as quickly as possible. The year is already almost ending so definitely we anticipate that in the course of next year, as early as possible, this state visit should be realized,” he stated.

The diplomat added that Russia was a great friend of Africa, adding that the countries of the continent were interested in developing relations for the benefit of their economies.

“There is enormous potential in this country in terms of technology, there are enormous resources, which, once partnered with the African continent in various economic sectors, will transform into the development of the African continent so that Africa is no longer dependent on aid,” Ambassador Luwita indicated.

The Zambian envoy to Russia has since welcomed the signing of the memorandum of understanding between the SADC and Russia that took place within the forum’s framework on Tuesday.

“This has come at an optimal time… It is a panacea to opening up investment opportunities in the SADC countries. As you are aware, it has been the considered view of the heads of state of the African continent on the need of the Russian government, on one hand, and indeed of Russian investors… to transform these excellent political relations into economic benefits, which are going to benefit both the African people as well as the Russian people,” Ambassador Luwita said.

In July, Mr. Putin invited President Lungu to visit Russia during a bilateral meeting that was held on the sidelines of the BRICS Summit in South Africa.

President Edgar Lungu has accorded a state funeral in honour of the late freedom fighter and former Member of the Central Committee (MCC) in the United National Independence Party (UNIP) government, Mama Chibesa Kankasa.

President Lungu has also declared Saturday 3rd November, 2018 a day of national mourning, a day when the late politician will be put to rest.

The Head of State remembers the late Chibesa Kankasa as an illustrious political career and young freedom fighter who served in influential portfolio as a Member of the Central Committee in the UNIP regime, in the first Republic of President Kenneth Kaunda.

In a press statement issued to ZANIS in Lusaka today, Secretary to Cabinet, Roland Msiska said during the mourning period, all flags will fly at half-mast and programmes of entertainment nature on both radio and television should be cancelled or postponed.

According to the statement, a requiem church service is scheduled to take place on the day of burial at the Anglican Cathedral of Holy Cross in Lusaka, at 09:00 hours and thereafter proceed to the Leopards Hill memorial park for burial.

Known to many as Mama Kankasa, the late worked with former First Lady Betty Kaunda and Ms. Julia Chikamoneka during the freedom struggle and was the first Zambian High Commissioner to Kenya after the country gained independence in 1964.

Mama Kankasa died yesterday in South Africa where she was evacuated for specialised medical treatment.

She was born on March 23rd, 1936 and joined politics at a tender age of 19, married Timothy Kankasa in 1952 and went on to become one of the most known female politicians in Zambia.

Mrs Kankasa was not only a young female freedom fighter when Zambia fought for independence but was a charismatic fighter for the rights of fellow women and children.

As the first female Member of the Central Committee and Chairperson of the Women’s league, Mrs Kankasa offered a distinguished service to government and was an icon to many young female politicians.

Speaker directs Dora Siliya to issue a Ministerial Statement on why Times of Zambia published articles in Chinese

Speaker of the National Assembly Dr Patrick Matibini has directed Information and Broadcasting Minister Dora Siliya to render a ministerial statement on Tuesday November 6, 2018 outlining the editorial policy Times of Zambia Newspaper on the use of languages other than English.

Dr Matibini said this during his ruling which he delivered in Parliament following a point of order which was raised by Leader of the opposition and Member of Parliament for Monze Central on the Chinese article which was published by the Times of Zambia on October 9, this year.

Mr Jack Mwiimbu in his point of Order wanted to know why the publication has been sidelining Zambians by publishing the Chinese language and not any other Zambian language.

And pursuant to Article 23 of the Zambian Constitution the leader of the opposition indicated that it was, trite law that by virtue of this constitution government should not be discriminating anyone who is Zambian or a Resident in Zambia.

He was making reference to a copy of a Times of Zambia Newspaper, alleging that the publication has been discriminating Zambians and against the majority tribes in Zambia by publishing an article under the headline “SADC moods DRC peace whose article is in Chinese language when there has been no such article in the Zambian local languages.

Mr Mwiimbu wondered why government was finding it proper and prudent in its own wisdom to start interpreting articles that are appearing in the newspapers in Chinese.

Mr Mwiimbu asked the Speaker Dr Matibini to make a ruling on whether Information and Broadcasting Minister Dora Siliya was in order to remain quiet and not inform the house and the nation that Chinese is now an official language in Zambia.

In his ruling, the speaker also directed her to issue a statement on the alleged discrimination against the people of Zambia by the Newspaper publication of an article in Chinese other than any local languages contrary to Article 23 of the Constitution.

The Speaker has ruled that under this Article any person shall not be treated in any discriminatory manner by any person acting by virtue of any written words or in the performance of any public office or authority.

“Article 28 of the constitution provides that any person who alleges that he has or he is or likely to be contravened in any other action with respect to the same matter which is lawfully available, that person may seek redress of the High Court”, he ruled.

The Speaker stated that pursuant to the doctrine of the separation of power, the National Assembly cannot intervene in matters falling under the jurisdiction of the judiciary branch of government.

In relation to the issue of whether Chinese has become one of the official language in Zambia, the Speaker in his ruling indicated that under Article 258 of the Zambian Constitution English is the official language in Zambia.
