Dr Nevers Mumba in court before he was convicted and sentencedThe Anti-Corruption Commission has appealed to the High Court against the sentence handed down to former Zambian High Commissioner to Canada Nevers Mumba.
The appeal follows the conviction of Dr. Mumba by the Magistrates Court on the two counts of abuse of authority of office and handed down an absolute discharge.
Dr. Mumba was arrested by the Anti-Corruption Commission and charged with one count of failure to follow procedure contrary to the laws of Zambia and was acquitted on this count.
The Commission has contended that the Magistrate Court erred at law when it made an order of absolutely discharging Dr. Mumba for misdemeanors when the law has provided for a punishment.
The Commission says the Court’s decision was contrary to the Laws of Zambia.
Further, the Commission has submitted that section 38 provides a punishment for a misdemeanor which is either imprisonment not exceeding two years or a fine or both.
This is contained in statement made available to ZNBC News by Anti-Corruption Commission Public Relations Manager Timothy Moono.
On September 12, 2018, Ndola High Court Registrar Joshua Banda who sat as Lusaka Magistrate discharged Dr. MUMBA after finding him guilty on two offences of abuse of authority of office contrary to the laws of Zambia.
United Party for National Development (UPND) Leader Hakainde Hichilema has vowed to continue speaking for the majority.
In a statement obtained by Q-News, Mr. Hichilema says there is need to continue talking so that President Edgar Lungu and the ruling Patriotic (PF) can be made to account.
He has charged that Zambia is headed for more troubled and disastrous times ahead both economically and politically.
Mr. Hichilema has wondered how the President and other senior government can increase their salaries while they proclaim austerity measures for the rest of the country.
He adds when advised to consider cheaper loan sources the government ignores such advice.
Mr Hichilema says the economic disaster staring Zambians in the face will not spare anyone based on political affiliation.
The UPND leader’s statement comes in the wake of sentiments attributed to the Head of state while on the Copperbelt last week that government will not be listening to disrupters and time wasters

He observed that Lusaka is growing at a fast rate and that there is need for timely intervention in terms of modern transport infrastructure that will facilitate efficient movement of people and goods.
Minister of General Education, David Mabumba says his Ministry is focusing on transforming and reforming key components in the education system.
Mr Mabumba said the Ministry will focus on four pillars which include teacher recruitment, text book development, publication and printing, school furniture and school infrastructure.
Speaking when he visited Senanga district, Mr. Mabumba said decentralization of teacher recruitment will improve the education sector as local teachers will be willing to stay in their respective schools where they have been recruited.
The Minister also urged school authorities in the district to utilize the local timber in making school desks.
Mr. Mabumba said importing school furniture should be discouraged as the district has the capacity to make desks for schools adding that youths should be engaged in production of desks so that they are empowered.
He stated that President Edgar Lungu has been emphasizing on creating employment for the youths hence giving them an opportunity to manufacture school furniture would greatly contribute to youth empowerment.
Mr. Mabumba also advised teachers not to make it mandatory for pupils without Information Communication and Technology (ICT) learning materials to write exams in ICT.
Meanwhile, Senanga District Commissioner, Vivian Mubukwanu urged the Minister to visit schools in outskirts in order to curb high levels of indiscipline among teachers especially absenteeism and lack of seriousness towards work.
Mr. Mubukwanu further called on the Minister to give authority to the district to finish school structures that are among abandoned projects by contractors in order for the materials not to be wasted.

Minister of Works and Supply, Felix Mutati says the Central Province Investment Forum and Expo will be unique because the region has practical investments that can be used as a platform for expansion.
Mr Mutati said the province has got people who are experienced, forward-looking and with the vision and capability to share what it means to persevere through investments.
The Minister was speaking when Central Province Permanent Secretary (PS), Chanda Kabwe, led him to tour Wangwa Farm Zambia Limited in Chibombo District last weekend.
He said Wangwa Farm has a unique confluence that integrates passion and also focuses on value addition where everything produced on the farm is turned into value including pig waste.
Mr. Mutati advised that the farm should be used as an investment platform during the forthcoming expo to show that the province is not starting from a scratch but already has practical investments.
He noted that Wangwa Farm is reminiscent of the expo itself and emphasized that the doors of government are always open to any investor.
And Wangwa Farm Zambia Limited Managing Director, Peter Luyt, said the expo is a fantastic opportunity for investors to invest in Zambia especially Central Province in particular.
Mr Luyt said farming is a viable venture but advised farmers to do their homework and invest properly without taking chances.
He observed that no African country can beat Zambia for investments because of the sound government policies, easy communication, good and hardworking people.
“I have been advising my friends to come and invest in Zambia because there could be other investment opportunities,” he said.
Mr. Luyt said his farm produces closer to 700 slaughter stocks and 100 metric tonnes of fish annually for the local market.
He added that he exports 300 pigs per week especially to Botswana, Zimbabwe and South Africa.
Mr Luyt further said the farm has 300 permanent workers and also provides support to more than 100 small scale farmers.
The Central Province Investment Forum and Expo will be held at Mulungushi University Main Campus from 8 to 13 October under the theme, ‘Accelerating Development for Inclusive and Sustainable Development’.

President Edgar Lungu has called on world leaders to uphold and honour the legacy of Nelson Mandela which was anchored on his principles and values of peace, reconciliation, tolerance and respect of human rights.
President Lungu told other world leaders that the legacy of Nelson Mandela of peace deserves the commendation of the entire global community.
Addressing the 73rd United Nations General Assembly in New York at the Nelson Mandela Peace Summit, His Excellency the President said love, peace and forgiveness should continue to be at the core in seeking sustained global peace.
The Head of State said Nelson Mandela proved to the world that healing was possible and that reconciliation should remain at the centre of human development.
He stated that the values of struggle for human rights, sacrifice, mutual respect, tolerance and reconciliation should remain the bedrock for the search for lasting global peace.
“I am pleased that we are able to honour the legacy of a great leader and son of Africa, whose contribution towards global peace have remained for the world to emulate. The principles and values that Nelson Mandela and our founding fathers in Africa’s Frontline States stood for, that of sacrifice and struggle for human rights, mutual respect, tolerance and reconciliation in our relations should remain the bedrock in our search for lasting peace,” President Lungu said.
The President told the UN that Zambia in her quest for peace and the fight against apartheid became home to many of South Africa’s freedom fighters apart from hosting the African National Congress (ANC) from 1963 to 1994.
The African National Congress had its headquarters in Zambia’s capital Lusaka, and the country as one the Frontline States actively contributed towards ending the apartheid minority rule in South Africa leading to the eventual release of Nelson Mandela.
His Excellency President Lungu informed other world leaders that two weeks after Nelson Mandela was released from his 27 years of incarceration, the first visit the global icon undertook outside South Africa was to Zambia.
“This visit was in recognition of the efforts and great sacrifice the people of Zambia played in upholding the principles of peace and freedom. These are the virtues which form the foundation of human development. I therefore call upon the international community to redouble efforts to build a just, peaceful, prosperous and inclusive world,” President Lungu said.
And United Nations Secretary General António Guterres described Nelson Mandela as a leader who had devoted his entire life to serving his community as a lawyer, prisoner of conscience and peacemaker.
Mr Guterres said world leaders need to face the forces that “threaten us” with the wisdom, courage and fortitude that Nelson Mandela embodied.
South African President Cyril Ramaposa said the Nelson Mandela Pease Summit is an opportunity for global leaders to reflect on the peace in the world and take necessary measures to end the wars that continue to take millions of innocent lives.

He said the school is scheduled to open in January 2019.
In its Vision 2030, government hopes to transform the country into a prosperous middle income nation and to create a new Zambia which is a “strong and dynamic middle-income industrial nation that provides opportunities for improving the well-being of all, embodying values of socio economic justice.

Two hundred million dollars has so far been spent on the construction of the new Kenneth Kaunda International Airport.

Housing and Infrastructure Development Minister Ronald Chitotela has disclosed this today when he inspected ongoing works at the new Kenneth Kaunda international airport.
And Mr. Chitotela has reiterated that the Kenneth Kaunda International Airport is fully secured and owned by the Zambian people.

Tourism and Arts Minister, Charles Banda says investigations have revealed that African Wild Dogs that have allegedly vanished from the Liuwa National Park migrated to Angola.
Mr. Banda says the wild dogs are at Misuma National park in Angola.
The Minister told ZNBC News that it is normal for animals to migrate and that at no point did Government sale or give the animals away.
Mr. Banda has appealed to people surrounding the Liuwa National Park not to panic over alleged missing wild dogs.

Addressing concerns raised by traditional leaders during Lewanika Community Resource Board -CRB- meeting held in Kalabo Council Chamber, Mr. Masaku said it was difficult to trace the wild dogs because they had not been fitted with satellite collars.
Meanwhile, Mr. Banda says government has not forgotten about the Ngoma Awards.
He says the awards will be back, as soon as the National Theatre and Arts Association of Zambia -NATAZ- puts its house in order.
