WEEKEND SCORECARD: Barclays Cup draws rescheduled

The controversial 2018 Barclays Cup draws has been rescheduled to Wednesday morning at InterContinental Hotel in Lusaka.

The draws were due to be held today, August 21 in Lusaka.

FAZ confirmed the change of dates but gave no further details.

This year’s tournament is marred in controversy following Lusaka Dynamos eyebrow-raising qualification.

Dynamos failed to make the top six cut for FAZ Super Division clubs in their allotted opening 19 games as per tournament rules after finishing 10th on 27 points at the halfway stage.

However, FAZ officials insisted Dynamos had dully qualified from points accrued in games played after Week 19 and that matches played after the mid-way point also counted.

The decision robbed Green Eagles of a Barclays Cup spot who had made the top six on 32 points and were sixth by Week 19.

It was the first time a team had made the cut on that blurred ruling following numerous delays in the tournament eleven year history over unplayed games from the first half of the season.

2017 semifinalists Dynamos will go into the draws alongside 2015 champions Green Buffaloes, two-time winners Power Dynamos, record five-time champions Zesco United and holders Zanaco.

2014 losing finalists Nkana complete the six Super Division clubs in the draws.

Meanwhile, 2015 semifinalists Mufulira Wanderers will represent Zone Two.

Young Green Buffaloes will play from Zone One, demoted side Real Nakonde from Zone Three and Manchester United Zambia Academy from Zone Four and will all be making their tournament debuts.

The lower tier sides will battle each other in the quarterfinal playoffs to meet their top-flight counterparts who are on bye.

Nchanga Rangers players strike over pay

Players at Nchanga Rangers have continued to protest over unpaid monthly wages.

Nchanga players on Monday boycotted training demanding their two months arrears.

This is a setback for Nchanga ahead of Wednesday’s rescheduled match against Lusaka Dynamos in Lusaka.

Nchanga at the weekend posted a rare victory when edging Nkwazi 1-0 at home in Chingola.

“Players refused to train because they are owed two months wages. This is sad as we are preparing to face Lusaka Dynamos. We are just hoping that the situation improves, “sources at Nchanga said.

Struggling Nchanga are second bottom in the FAZ Super Division with 21 points from 28 matches.

Player’s protests over unpaid wages are not new at Nchanga.

FAZ DIV 1 WRAP: Mighty open 7-point lead after Muf derby triumph

Mufulira Wanderers have opened a seven point lead in FAZ Division One Zone Two after edging Mufulira Blackpool 2-1 at Shinde Stadium at the weekend.

Prior to the weekend action, Wanderers led Zone Two with a five point gap.

Mighty took advantage of Indeni’s draw at FQMO Roads in Solwezi to extend their lead.

Wanderers scored through Pheauzz Chibandika with Brian Ambungeni netting for Blackool who later conceded an own goal to lose the Mufulira derby.

Mighty have 50 points after playing 21 matches.

Indeni have 43 points from 21 matches played after the draw in Solwezi.

Kansanshi Dynamos stayed third on the table after a 3-0 walkover win against Kashikishi Warriors who failed to travel.

Kansanshi have 42 points.

Minister of Lands, Natural Resources and Environmental Protection Jean Kapata has warned cyber criminals swindling citizens out money using a fake Facebook account in her name.

Ms. Kapata has told ZNBC News in an interview that unknown people are collecting huge sums of money in exchange of land using the fake Facebook account.

She has further cautioned Members of the public to be wary of such criminals adding that she does not have a Facebook account.

Ms. Kapata has also appealed to Zambia Information and Communication Technology-ZICTA- to up their game in curbing cybercrime in the country.

Former Minister of Finance Katele Kalumba has cautioned against loose talk on the prevailing debt crisis.

Dr Kalumba says loose talk can plunge the nation into a deep and long recession which would affect the country’s imports.

He says the country needs to speak with one voice and suggestions on the best course of action from economists and other reliable personnel should be communicated to government unlike politicizing the situation.

In an interview with ZNBC News by phone, Dr Kalumba says government has not been negligent in its use of funds.

Dr Kalumba said the investments where the money has gone into has long term benefits.

He said richer countries have gone through similar debt crises with Greece and Portugal as cases in point and emphasised that what can save the situation is speaking with one voice.

RTSA will not waiver traffic fines

The Road Transport and Safety Agency has announced that it will not waiver traffic fines slapped on motorists captured on the speed cameras.

RTSA Chief Executive Officer Zindaba Soko said the fines must be paid within 30 days.

Mr Soko said the placing of road speed Signage has been done with the authority of the Road Development Agency (RDA) who are the mandated Agency in this area.

He said the standard being used is the SADC standard and aligned to the National Traffic Signing approved guidelines.

Mr. Soko also announced the agency will re-register all vehicles in accordance with the road traffic act which demands that vehicles are re-registered every 10 years.

MEDIA BRIEFING ON THE IMPLEMENTATION STATUS OF THE ROAD MANAGEMENT SYSTEM

20TH AUGUST, 2018

ROAD TRANSPORT AND SAFETY AGENCY (RTSA) CHIEF EXECUTIVE OFFICER, MR. ZINDABA SOKO

On 23rd August 2017, the Government of the Republic of Zambia through the Road Traffic and Safety Agency (RTSA) signed a 17 year Public Private Partnership Concession Agreement with Intelligent Mobility Solutions (IMS) for the design, installation and operation of systems and solutions for vehicle inspection, vehicle registration, road safety law enforcement and traffic surveillance, nationwide.

The move was to address the problems associated with the increase in the vehicle population which resulted into increased road accidents on many of our roads in Zambia.

The number of vehicles on Zambia’s roads increased by 280% to 700,000 in the ten years to 2016 and road fatalities increased from 10 per hundred thousand inhabitants to 13.8 per hundred thousand in the same period. In 2016 alone, 2,206 people died in traffic related accidents. Therefore, it is the aim of the Zambian Government, through its agency the Road Transport and Safety Agency (RTSA) to significantly increase road safety and traffic management. In February 2018, Intelligent Mobility Solutions (IMS) and RTSA unveiled the Road Safety Management System with the goal of saving lives on our roads.

The Road Transport and Safety Agency (RTSA) today Monday 20th August 2018 commencedthe enhancement of the existing signage of speed zones with additions of the speed camera sign of camera speed signs on public roads.

While this action is one of the first tangible elements of the Road Safety Management System launched on 7th February, 2018 RTSA recognize that photo or video-based enforcement will have limited effect pending the implementation of a secure number plate vehicle identification system.

The Road Transport and Safety Agency, says, “The cameras detect various road infringements including speeding. Camera technicians have been trained on the latest technology using a live camera, which also has the capability to conduct night operations.”

The standard being used is the SADC standard and aligned to our National Traffic Signing approved guidelines. The RTSA has been receiving concerns from various members of the public:

1. Complaints of no real time

2. On the infringement notices by sms

Speed alignment and speed zone upgrades among others.

4. Visibility of signage

5. Messages

I wish to inform the general public and the concerned motorists that we have a huge problem of crashes coupled with the fatalities and serious injuries as a result of excessive speed. As RTSA we have embarked on a process of managing various bad driver attitude by the use of ICTs and the difference we will have is that this will be electronically monitored. This eliminates the checkpoints undertaken for speed management purposes.

The particular roll-out began with four cameras and now at 6 and from the assessments so far our abrogations of the law are being done with impunity.

I would like to give an example of a stop sign on a particular road that road sign is an enforceable warning if not obeyed and fines are applicable to such an abrogation. As motorists we go into driver training before we can drive and this is part of the 10 basic rules that we learn to obey traffic signs. Hence the concern of no information of a traffic warning of a camera is noted and is being currently addressed considering that in the next few weeks more speed enforcement equipment shall be rolled-out within the next few weekswith aligned and upgraded speeds for only selected roads.

The way the other road furniture in terms of signage like give-way, curve ahead, pedestrian crossing and so on is complied to. This new phenomenon must be adhered to as the law demands for the protection and saving lives of all road users.

The scenario now is that motorists want to adhere to the laws in place only when the enforcers are in view. This is a bad attitude and our minds need to adapt to the attitude of self compliance as opposed to forced compliance. As RTSA our interest is to save lives and the use of ICTs is the way to go as a country.

The placement of aligned signage including camera speed signs shall later be extended to other major highways before the implementation of the road side speed cameras enforcement is rolled out to other parts of the country.

As you are aware the issue of excessive speed is one of the top five causes of road traffic crashes.This move is part of the best practices and standards in ensuring that motorists drive at appropriate speed and changing the bad driver behaviour of excessive speed being exhibited on the Zambian roads.

However, The Road Traffic (Speed Limits) Regulation – Statutory Instrument No.90 of 2016 states that the prescribed speeds are as follows:

1. Within the area of a Local Authority – 40 KM per Hour;
2. Built up area outside the Local Authority -60KM per Hour; and
3. In any other part of Zambia (Trunk Roads) 100 and 120 respectively

On the other hand, modalities are being put in place to address concerns associated with the enforcement of road side speed camera management which has to do with signage in collaboration with RDA enhancement that has to be adhered to.

The rate at which lives are being lost, it is therefore inevitable that we halt the crashes hence us going in this direction.

We want to assure the public that the implementation of the project will be perfected to the desired direction soonconsidering that our paramount realisation from this project is to save lives.

As you may be aware, the current RTSA vehicle database has a population of 765,000. However, only fifty per cent of these vehicles appear to be active and hence re-registration exercise that the Agency is currently working on the process of implementation

The re-registration of Motor Vehicles exercise countrywide is in accordance with the provisions of the Road Traffic Act No. 11 of 2002, which demands that a re-registration must be undertaken every 10 years.

Therefore, vehicle owners will be required to re-register their motor vehicles and trailers once the Agency announce the commencement date of this exercise.

The following are the benefits of the re-registration of motor vehicle and trailers:

• Improved security for vehicles; • No check points as all motor vehicles will be electronically screened;
• Electronic payment of fines, road tax and other services;
• Improved service delivery at tolling points for quick passage;
•Improved compliance for motor vehicle fitness and licensing; •Improved and enhanced monitoring of speed for all vehicles; and
• Easy correction and updating vehicle details.

The re-registration of motor vehicle and trailers will enhance electronic motor vehicle registration with secure number plates and Radio Frequency Identifier (RFID) and it will be done at reduced fee.

The issue of motorists’ complaints that they don’t own a particular are addressed by the act as follows:

Section 13 of the Road Traffic Act No. 11 of 2002 Seller must inform the licensing officer of the District in which the motor vehicle or trailer is registered in writing of the name and address of the new owner and the date of change of ownership of the vehicle.

Within 14 days of sale Section 13(5)

Failure to notify the licensing officer in writing of change of ownership of motor vehicle renders the vehicle impoundable. The Seller is also liable for an offence which is punishable by a fine of 1000 penalty units equivalent to K300.

Buyer must within 14 days of sale deliver the registration document to the licensing officer who shall register new owner.

It should be noted that while the law requires a buyer to deliver the registration document to the licensing officer within 14 days of buying the vehicle in line with Section 13(1) (b), it does not make it an offence to fail to deliver the document.

This requires a person who buys a vehicle within Zambia to present the vehicle together with the letter of sale, change of ownership certificate and registration document at Zambia Police Headquarters for Interpol clearance within 30 days of buying the vehicle.

Failure to present the vehicle for Interpol Clearance renders the buyer liable for an offence which is punishable by a fine not exceeding 200,000 penalty units or Kwacha equivalent of K60,000 Within 30 days of buying vehicle.

Going forward as RTSA we shall increase our sensitization levels on the next speed management areas of camera roll-out.

In conclusion, let me state that there shall be no waiver on the fines that were sent to offending motorists as pre notices about this project was communicated to members of the public .

Due to the foregoing, we wish to indicate that the period of payment of fines will be within 30 days from the date of infringement and note that all the payment platforms are secure.

We therefore, advise all motorists to observe appropriate speed limits, drive with caution and help reduce the numbers of road traffic accidents in Zambia.

HH lawyers requests for adjournment in the right to be heard 2016 Elections Case

The Lusaka High Court has set August 30,2018 as date for hearing of the case where UPND Leader Hakainde Hichilema alleged that his right to be heard was violated when the Constitutional court threw away his election petition.

High court Judge Mwila Chitabo adjourned the matter at the request of Mr. Hichilema’s legal counsel.

The lawyers asked the court for an adjournment because they have no instructions from their client.

It was at this point that Judge Chitabo awarded costs to the State before adjourning the case.

The case came back to the High court after the Supreme court threw away Mr. Hichilema’s appeal in which he wanted Judge CHITABO to recue himself from handling the matter because of perceived bias.

In this case, the State is represented by Attorney General Likando Kalaluka, Francis Mwale and Joe Simachela.

Mr. Hichilema is being represented by Marshal Muchende and Robert Simeza among others.

Meanwhile, the Constitutional Court has upheld the election of UPND Kapiri Mposhi Constituency candidate Stanley Kakubo as the duly elected member of Parliament in the 2016 General Election.

The Court observed that the grounds upon which the High Court upheld Mr. Kakubo’s election had merit.

In this matter PF’s Chrispin Siingwa petitioned the election of Mr. Kakubo on account of electoral malpractice.

But in its finding the Constitution Court observed that the allegations were not proved by Mr. Siingwa.

Constitution Court Judge Enock Mulembe said there are no reasons for him to overturn the decision of the court below.

Fire destroys part of the office of the Permanent Secretary office in Mongu

Fire has gutted part of the office of the Permanent Secretary in Western Province.

A check by ZANIS at the Provincial Administration this morning found the ceiling of the reception partly destroyed.

And Western Province Permanent Secretary (PS), Sibanze Simuchoba who confirmed the incident stated that the fire was caused by a short circuit from a water dispenser which run out of water.

Mr. Simuchoba said the fire which started in the night was immediately quenched by the fire response team which was alerted minutes after it started.

The PS said the quick response from the fire fighters stopped the fire from spreading to the other parts of the office.

Mr. Simuchoba said although a detailed report has not yet been finalised by the department of public infrastructure, it is certain that the ceiling of the reception will need to be replaced.

In another development, Western Province PS Sibanze Simuchoba, said Government is committed to improve the status of roads in the province.

Speaking to ZANIS in Mongu today, Mr. Simuchoba cited Sikongo-Kalabo road as one of the roads receiving government’s attention.

He disclosed that the contractor for the road is already on site awaiting funds before commencement of the works.

Mr. Simuchoba said government is aware of the economic importance the Sikongo-Kalabo road plays hence, its decision to work on it this year.

He said once the 85 kilometer stretch is improved, it will enhance trade between Zambia and Angola.

Mr. Simuchoba has appealed to the people of the province to be patient with government as it solicits for funds to work on the major roads in the province.

PF refutes allegations of bribing UPND Councilor to resign

North-Western Province Patriotic Front (PF) Secretariat has dismissed claims that the United Party for National Development (UPND) Kalengwa Ward Councilor in Mufumbwe district, Ronald Mwanaumo is being offered a job to resign from his party.

Speaking in an interview with ZANIS today, PF Provincial Information and Publicity Secretary, Tom Mushinge has dispelled the claims that are going round on social media that Mr. Mwanaumo was forced to resign to join the PF in exchange for a job.

Dr. Mushinge said the party has at no time offered Mr. Mwanaumo a job as a Police Officer in the province.

He clarified that it is actually the councilor who was soliciting for a job when he took the resignation letter to the PF Provincial office but he was told that the party does not have the capacity to employ him.

Dr. Mushinge explained that the party has no hand in offering employment to anyone as they are not the employers but the government.

He said the councilor wrote the letter dated 31st of August 2018, on his own and gave reasons that his party has poor leadership and wanted to identify himself with a progressive party.

According to the social media update, Mr. Mwanaumo refuted the claims of writing any resignation letter and insists that he is still the Ward Councilor.

However, Mufumbwe District Council Secretary, Simasiku Malumo could not pass a comment when contacted as he needed some clarification from the chairperson who was not reachable by press time.

Zambia and Turkey to start implementing MoU on Forestry

The Zambian and Turkish Governments have agreed to immediately start the implementation of the signed Memorandum of Understanding (MoU) on co-operation in the field of Forestry.

Minister of Lands and Natural Resources, Jean Kapata and Turkey’s Minister of Agriculture and Forestry, Bekir Pakdemirli agreed during a bilateral meeting in Ankara today on the importance for the two countries to start implementation of the issues contained in the co-operation agreement for their mutual benefits.

The Minister said shortly after the bilateral meeting that her Turkish counterpart has promised to send a team of technocrats to Zambia in October this year, to provide technical support in the areas of forestry, fish farming and land survey.

Ms. Kapata said an appeal has also being made to Turkey’s Minister of Agriculture and Forestry that Zambia needs capacity building in the Forestry Department so that every district in the country has nurseries to prepare adequately for the tree planting that is undertaken every year beginning of the rainy season.

She said this in a statement issued to ZANIS by First Secretary for Press at the Zambian Embassy in Ankara, Turkey, Jerry Munthali.

And Ms. Kapata also expressed concern over the high levels of deforestation in Zambia arising from indiscriminate cutting down of trees for charcoal production.

She said to address the problem of deforestation, Government has embarked on a project to buy 15,000 seedlings of a special solid bamboo species at a cost of K375, 000.

The Minister said Government will give each province 1,500 seedlings of this special solid bamboo species, which will be distributed to all districts.

She explained that the species of solid bamboo is special and once one seedling is planted, almost 200 sprouts are realized.

Ms. Kapata added that the solid bamboo also has a number of advantages as the charcoal that is produced from it would last longer than the one which is coming from the trees that the country currently has.

The Minister has since called on Zambians to support the Forestry Department as Government undertakes the project saying the trees only takes four years to mature and are drought resistant as well as nutritious for animals like cattle and goats.

She also said Government will strengthen laws to protect the forests and partner with the chiefs to secure land for the plantations.

Meanwhile, Turkey’s Minister of Agriculture and Forestry Bekir Pakdemirli said the Turkish Government is ready to provide the necessary support to the Zambian Government to ensure the successful implementation of the MoU.

Turkish President Recep Erdogan has called for the expeditious implementation of the 12 Memorandums of Understanding (MoU) signed between Zambia and Turkey.

President Erdogan also stressed the operationalisation of the 12 cooperation agreements between the two countries when he conferred with Vice-President Inonge Wina during a luncheon hosted for Heads of States and high-level dignitaries at the Presidential Palace in Ankara on yesterday.

The Turkish President who was in Zambia for a state visit recently, said he was looking forward to President Edgar Lungu’s official visit to Turkey anytime.

Turkey and Zambia signed 12 agreements during President Erdogan’s historic visit to Zambia on July 28, 2018.

The signed cooperation agreements cover the fields of agriculture, stockbreeding, fisheries, tourism, trade and investment, sports, forestry as well as diplomacy.

Earlier, during the interaction with President Erdogan, Vice-President Inonge Wina noted that Zambia and Turkey have cordial relations hence government looks forward to the benefits of this relationship.

Mrs Wina noted that her visit to Turkey has already witnessed the two countries strengthening their existing bilateral ties.

And speaking during dinner hosted for her in Ankara, Mrs. Wina said the MoUs signed between Zambia and Turkey should be expeditiously implemented for the benefit of the people of Zambia.

She also urged Zambian students in Turkey to work hard so that they can return home to contribute to national development when they complete their studies.

This is according to a statement issued to ZANIS in Lusaka yesterday by the Permanent Secretary for Administration in the Office of the Vice President, Stephen Mwansa.

The Levy Mwanawasa Foundation has requested Cabinet to consider declaring August 19th as a Public Holiday in honour of late President Levy Mwanawasa.

19th August, ten years ago is the day that Dr Mwanawasa died in a French military hospital.

Foundation Chairman Dr Moses Banda said the Holiday does not necessarily need to be a full Holiday but could be a working one because of economic considerations.

Dr Banda was speaking at the Cathedral of the Holy Cross in Lusaka during the 10th Memorial Service of the late Dr Mwanawasa.

Dr Banda said declaring a Public Holiday will go a long way in honoring the legacy of the late Dr Mwanawasa.

“As a foundation, we honour his adherence to rule of law. Did Mwanawasa achieve all his goals for Zambia, no he didn’t achieve his goals, did he attempt, yes he did,” Dr Banda said.

He stated that Dr Mwanawasa took one more step into making the nation’s understanding of his ideals and that it is now up to Zambians to endeavor to sustain his legacy.

Former First Lady Dr Maureen Mwanawasa remembered her late husband as man who had a deep sense of justice.

She said for Dr Mwanawasa, Justice was none negotiable.

She has since on Zambians to use the occasion of the 10 years of his death to reignite the spirit of oneness and reconcile which the late Dr Mwanawasa demonstrated when he reconciled with then opposition leader late Michael Sata.

At the same event, President Edgar Lungu said the PF vividly remembers and warmly feels the brotherly handshake between Dr Mwanawasa and Mr Sata and the assistance Dr Mwanawasa rendered to Mr Sata for medical attention.

“For us, that is a sign of a great leader who was selfless and from that we draw from his strength,” Mr Lungu said.

“We should not fail to recognize that Dr Mwanawasa was not a saint but a normal human being and he had a vision for Zambia to be a just society where rule of law prevailed. Dr Mwanawasa envisioned a country with opportunities for the Young and where hunger will be relegated to the history books,” Mr Lungu said.

He continued, “the onus is now on all of us to keep his legacy alive.”

And in interviews shortly after the memorial service, UPND President Hakainde Hichilema said late Dr Mwanawasa, ensured that the rule of law, justice and equity took centre stage.

Mr Hichilema said Dr Mwanawasa vigorously led the fight against corruption and that he will be remembered for massive economic recovery resulting debt reduction.

“These are some of the many leadership inspirations we learnt from the son of the soil and as a country we must ensure that such progressive works are not let down for the greater good of us all,” Mr Hichilema said.

Zambia is headed for ‘debt distress’ – Kalumba

Former Finance Minister Katele Kalumba has agreed with the observation that Zambia is now headed for debt distress.

Dr. Kalumba says it is true that there is need for concern on the issue of debt in Zambia.

In an interview with QTV News by telephone Dr. Kalumba said he also knows that government has realized this fact that there is a problem of debt distress.

Dr. Kalumba, who was Finance Minister under the Frederick Chiluba MMD government, said this explains why government has also announced economic austerity measures.

He said the current debt stock is too high and needs working out restructuring modalities.

Dr. Kalumba observed that Zambia’s debt portfolio has now become a shock to its economy especially that it has been contracted in a short period of time.

He stated that his prayer therefore is that government will be strict with expenditure and will maintain commitment to the announced austerity measures.

Dr. Kalumba further hoped that government will not contract any further debt until it reaches some sort of agreement with the International Monetary Fund (IMF) on the stabilization measures.

He is also of the view that the issue of single sourcing in the refinancing the first Eurobond of US$750 million does not matter but that what matters is the establishment of the total debt deadlock.
