Police retrieve a baby dumped in pit latrine

Police in Ndola has retrieved a still born baby dumped in a pit latrine at a local church in Ndolas’ Pamodzi Township.

Copperbelt Police Commissioner Charity Katanga confirmed the development to ZANIS in Ndola.

Ms Katanga said the incident was reported yesterday to Chifubu Police Station by Eunice Nkandu aged 54 of house number 2138 Nkwazi over-spill who discovered the baby.

Ms Katanga said upon acting on a report the police officers visited the scene and confirmed a still born baby was dumped into a pit latrine at Door of Faith Church premises.

The commissioner said the officers later informed the Ndola Fire brigade who retrieved a dead still born baby this morning.

Ms Katanga said Police have not yet identified the woman involved but the body of the child has been deposited at Arthur Davison children’s hospital mortuary.

Tobacco Brings in More Forex Than Copper-Chilufya

A tobbaco farmer has called on the Ministry of Health to distance itself from discussions surrounding the tobbaco industry as they have proven to have little knowledge and no capacity to adequately deal with issues related to the industry.

Speaking during “Let the People Talk” radio program where he featured with Tobbaco Board of Zambia Board Member and Nkeyema MP Kapelwa Mbangweta, Chilufya Chishala who is also National Chairperson for Agriculture in the MMD said the Ministry of Health, said that the Ministry of Health is just an arm of government which should not make decisions which borders on the country’s economy without adequate consultations with other stakeholders.

He observed that discussions on the Tobbaco industry without players would prove harmful to the country as it is only the people involved who understand the repercussions to the country’s economy.

“They have been going to International conferences without inviting the people in the tobacco industry and the problems we are facing as a country is because we are not moving together. If, for instance our colleagues in the Ministry of Health, call and find out more  from us,  we can move together in uniform.

“Zimbabwe has accepted to move with the Framework Commission for Tobacco Control Treaty. In Malawi,  they are moving together, only Zambia is not moving in that direction. We need to find out why only one arm of government because the ministry of health is only but one part of the arm of government.

“We have the Ministry of Commerce Trade and Industry, Ministry of Finance and Ministry of Agriculture. Tobbaco is regulated by an Act of Parliament hence it’s a special crop. Zimbabwe,  despite the Economic challenges,  are going on, they have bought tobbaco worth 233 million kilos at average 3 dollars, they project to hit a billion. 40% of the GDP will be contributed from tobacco,” he said.

He further disclosed that during the MMD government exchange rate drastically reduced because of tobacco which he said brings in more forex than copper.

He said when the sale of Tobbaco commences the Dollar and other major foreign currencies reduces because the crop brings in more forex than any other crop grown in the country.

Meanwhile Nkeyema MP Kapelwa Mbangweta said instead of rushing to sign treaties which would harm the country’s economy in the long run, government should invest in research to deal with side effects of tobacco.

He said that,  with research the production of tobacco would help the Zambia attain the much talked about economic independence.

“If it was in the UNIP days or sometime back I would have accepted,  but in this era the country has opened up and we are educated but we are lacking the knowledge. Even in Marijuana we need the knowledge, even the tobacco we need the knowledge, even the mukula we need the knowledge.

“In our land we have a lot of things which are of value but we lack knowledge. We need to do a research and once somebody discovers that something and we see that it adds value it will help us economically as a country. Is it good that we are always borrowing? We want to be independent, we want economic independence. We have attained independence but we want economic independence,” he said.

And TBZ Board member Blessings Banda said the people driving FCTC agenda have not consulted all the stakeholders.

“The people with the FCTC agenda, who did they consult? Did they look at the economic value of tobacco? There are institutions which depend on tobacco. Let me start with the Ministry of Finance which keeps the coffers of Zambia, they are able to see what tobacco can do in the country, you go to Bank of Zambia, you are able to see what tobacco can do to the country. Eastern province has moved to the level of 13 banks. Lundazi alone has more than six banks operational, they were targeting the tobacco industry, when you take six banks in an area its development isn’t it? That is just a meagre thing but there are other major things.

“Then let’s look at the employment levels, Tobacco is able to employ over 1 million people in Zambia if we are to become serious,  but the people who have the agenda framework they never consulted the Ministry of Finance, they never consulted the Ministry of Labour, they never consulted the Ministry of Commerce, they never consulted the Ministry of Agriculture, if they had consulted these 4 wings of government,  I think they wouldn’t have taken the road they are taking, they should think twice,” he said.

Framework Convention on Tobacco Control (WHO FCTC) is the first treaty negotiated under the auspices of the World Health Organization. The Framework intends for countries who sign the Treaty to stop the cultivation of Tobacco by 2030.

Chipolopolo coach Sven Vandenbroek says the Chipolopolo exiles under his predecessor must earn their recalls on merit.

Wedson Nyirenda banished the likes of ex-Zambia captain Rainford Kalaba and his TP Mazembe club mate Nathan Sinkala during his last term as Chipolopolo coach.

But the new man said he has not come to Zambia to dismantle Nyirenda’s legacy.

“I cannot say that after three days in Zambia and I cannot judge the former coach; it is not my job,” Vandenbroek said.

“I don’t want to say I will do it but I will give them a chance to prove with games at their club’s and if they are performing, and are 100 percent motivated, they are welcome in my team.”

Turkey trip should have been avoided-Musenge

The opposition National Democratic Congress says President Edgar Lungu’s visit to Turkey is a costly one that should have been avoided.

NDC Secretary Secretary Mwenya Musenge said President Lungu should consider cutting down on the countless uneconomical trips he continues to make abroad.

Mr Musenge said Zambia has an envoy designate to Turkey who could have effectively represented President Lungu at the inauguration of that country’s leader.

“An inauguration ceremony of a foreign Head of State should never have been given priority looking at Zambia’s current economic mess. Zambia has missions abroad and staff who should attend to such assignments. It is clear that President Lungu finds solace attending to misplaced priorities,” Mr Musenge said.

He said Mr. Lungu would rather see the country struggle to pay its external debt whilst he and a few of his associates continue to loot Zambia’s meager resources.

“Zambia is broke and our foreign reserves, if at all we have any left are completely depleted. Zambia’s reserves have dwindled because of excess and reckless spending and borrowing by this regime,” he said.

Mr Musenge has charged that President Lungu has raped and crippled Zambia’s economy through wanton economic mismanagement.

“It seems President Lungu easily forgets. This is a leader who earlier this year announced that he would not undertake any foreign trip. He made the pronouncement knowing very well that the country’s economy was in its doldrums.”

He added, “Shortly after this “genuine” pronunciation, we saw the Head of State resorting to global trotting. Since january this year, the President has been to countless countries.”

“Mr. Lungu has undertaken private visits as well using tax payers money carrying along friends on trips that have never yielded any positive bearing to the country. Talk about the private outings to Kenya and South Africa.”

He said the colossal sums of money that President Lungu is wasting on allowances and other incidentals could be used on productive ventures.

“This money can be channeled to Chawama Mini Hospital for instance to buy drugs and medicines for patients. This money can be used to pay bursaries for university students. When Finance Minister Margaret Mwanakatwe announced austerity measures recently, we welcomed the gesture as NDC.”

He added, “We thought that for once, the Lungu regime had indeed started listening to the numerous cries from Zambians. But our guess was wrong and its all a nightmare again and again. The austerity measurers announced by Minister Mwanakatwe if taken seriously can save our remaining resources.”

“From the look of things, those well thought economic measurers where only meant to hoodwink and the people of Zambia. This regime is not sincere in its dealings and cares less for its people. It is like those in Government are now competing to make money through numerous foreign trips. If it is not the President traveling, it is the Vice President or some Minister anxiously waiting for a paid for flight.”

He continued, “What benefits has or will Mr. Lungu bring to Zambia after his Turkey visit? Nothing. President Lungu should for once learn to stay home and address our domestic problems. Going to Turkey for two or three days to dine and wine don’t bring food on people’s tables.”

“As NDC, we demand that the austerity measures announced to limit public spending be implemented and followed to the later. Very soon, this regime will fail to pay its civil service and pay off its numerous debt. Its happening already. The truth is, President Lungu doesn’t care. If he indeed cared, he wouldn’t be making numerous unproductive trips abroad. President lungu’s Turkey trip is in vain. He won’t bring any cheque back home to pay Zambia’s ballooning debt.

Unscrupulous maize buyers invade Kaoma farmers

Unscrupulous businessmen have invaded Kaoma farming community and are allegedly enticing them to sell a 50 kilogram of maize between K55 and K60.

The briefcase businessmen who are mostly from Lusaka and other places outside Western Province are buying the maize in bulk in some cases leaving the farmers with nothing.

Namonda Monde, a farmer of Kalumwange resettlement area told ZANIS in an interview that most farmers in the area were desperate for money and could not wait for Food Reserve Agency to announce its floor price.

Mr Monde said most farmers preferred the briefcase businessmen as they had readily available cash compared to FRA where farmers had to wait for months for them to get their dues.

He added that farmers do not wait for moisture content as the case with FRA as long as the buyer was comfortable with the content.

But Kaoma District Administrative officer Siachibuye Mwanagombe has advised farmers to be patient and not to rush into selling their maize to briefcase businessmen.

Mr Mwanagombe explained that FRA was ready to buy maize from farmers as soon as the moisture content reached the recommended percentage.

He said government would soon announce the floor price so that farmers could take their maize to FRA for sell.

” I want to urge farmers to be patient, government is going to buy maize from them and please avoid briefcase businessmen, ” Mr Mwanagombe advised.

The Bemba Royal Establishment (BRE) says preparations for the Ukusefya Pa Ng’wena Traditional Ceremony of the Bemba speaking people of Northern Province have advanced.

In an interview with ZANIS, BRE committee Secretary Richard Mukuka said preparations for hosting of the annual event are progressing smoothly.

Mr. Mukuka said the BRE recently held a successful national preparatory meeting with royal highnesses to put in place what was expected during the ceremony.

He said logistics were currently being arranged, adding that construction of support infrastructure around the main arena for the successful holding of the event is currently underway.

Mr. Mukuka said with only one month before the hosting of the event in Malole in Mungwi district, the Bemba Royal Establishment has intensified preparation to showcase the rich culture of the Bemba speaking people.

He called on people all over the country to turn out in large number and attend the Ukusefya Pa Ng’wena Traditional Ceremony so that they can appreciate the rich history and tradition of the Bembas.

Mr. Mukuka has since appealed to the business community to support the event which is schedule for the 10th and 11th of August, 2018.

Traditional leaders abolish charcoal burning in Siavonga, Chirundu

Four Traditional Leaders in Siavonga and Chirundu districts in Lusaka and Southern Provinces have abolished the cutting down of trees for charcoal trading.

The four Chiefs who include Sikongo, Chipepo, Simamba, and Chief Sinadambwe have agreed to stop their subjects from cutting down trees to protect the environment from further destruction.

Chief Simamba said the cutting down of trees is worrying because Siavonga and Chirundu district receive less rains,adding that if the situation is not controlled they risked having a desert in future.

He said the Chiefs have decided to come together to help government protect the environment and they have appealed to Chirundu and Siavonga to venture into other economic activities than depending on charcoal trading.

Chief Simamba has since urged government to put up a policy that will empower traditional Leaders to punish people destroying the forest in their areas.

And Chief Chipepo has also expressed concerns over the cutting down of trees that has disturbed the natural resources and wild animals for a long time.

He said there was no Charcoal burning in Zambia, in the early 1960s and it was only being practices in Tanzania and Zambians learnt from them.

He, however, said Tanzania, Zimbabwe, Botswana and other neighbouring countries have stopped the practice.

The Chiefs urged government to work with them to protect natural resources.

The Traditional leader pointed out that they would not wait for the Ministry of land and Environment to protect their natural resources.

The Chief Chipepo explained that there is need to stop charcoal burning as it a serious disease like Chorela which is killing trees that gives oxygen.

“Even in your home if there are rats and snakes, you can put poison to kill them and we cannot keep quiet and let our trees finish we have to stop it” the traditional leader explained.

First lady Esther Lungu has officially commissioned the K3.5 Million eye clinic at Chipata Central Hospital.
And Mrs. Lungu has also launched the USD 100, 000 eye surgical camp where 500 patients are scheduled to undergo surgery.

Mrs. Lungu says both the eye clinic and surgery camp are intended to eliminate preventable visual impairment through sight restoration, improve access to eye health services among people and create a sustainable and predictable partnership collaborations.

ZANIS reports that the First Lady said this when she commissioned and launched the two facilities today. She hopes that the eye unit will be used to restore sight even to people from far flung parts of the region.

The first lady commended the Christian Blind Mission (CBM) of German for funding the construction of the facility which she said will strengthen health systems in the country.

Mrs. Lungu also thanked the International Islamic Organization for Southern Africa (IIOSA) for sponsoring the eye surgical camp which
will help restore sight of the 500 cataract patients. She stated that the collaboration is responding to the objectives of
the country’s National Health Strategic Plan 2017-21 and the 7NDP which both emphasize the call not to leave anyone behind in Zambia’s development agenda.

She stated that no one should be left behind by virtue of being visually impaired. And Minister of Health Dr. Chitalu Chilufya praised the first lady for her support to the health sector.

Dr. Chilufya noted that the Esther Foundation Trust has been providing advocacy, support and commitment to the health sector is unprecedented.
He said that the Ministry will not take such efforts for granted but ensure that it delivers in line with its mandate.

And CBM Acting Country director Aretha Nsefu said construction of the health facility is a result of collaboration of several donors including the private sector, German and Zambian Governments. Ms Nsefu said the facility is expected to provide specialist eye care services in the region. Meanwhile, a representative from the IIOSA, Shiekh Walid El Saad

stressed his organization’s commitment in providing health services in the country. Mr. Saad commended the first lady for her efforts in supplementing Government’s efforts in the delivery of health care services in the country.

Kitwe Lawyer Iven Mulenga Summoned to Appear Before the LAZ for Professional Misconduct

The Law Association of Zambia (LAZ) has summoned Kitwe lawyer Mr. Iven Mulenga of Messrs Iven Mulenga & Co. to appear before the Legal Practitioners’ Committee at LAZ Secretariat in Lusaka this week on Friday for professional misconduct by a practitioner.

This is in relation to a complaint filed by the Green Party President Mr. Peter Sinkamba to the Legal Practitioners’ Committee of LAZ in May this year.

According to summons dated 26 June, 2018, signed by the Committee’s Administrative Assistant Sipelile Mwilwa-Nyirenda, the summoned lawyer and the complainant are scheduled to appear before the Committee on Friday 13 July, 2018 at the LAZ Secretariat in Lusaka.

“You are hereby summoned to appear at the Law Association of Zambia, No. 1 Lagos Road, Rhodes Park, Lusaka in the Board Room on Friday, July 13, 2018 at 13.00hrs and so from day to day until this matter is determined,” reads the summons.

“You will be appearing before the Legal Practitioners’ Committee of the Law Association of Zambia, established under Section 13(3) of the Legal Practitioners’ Act, chapter 31 of the Laws of Zambia to give evidence in a complaint laid against the above-named respondents details whereof are well known to yourselves. You may bring documents and witnesses to support your complaint. Should you fail to attend, the Committee may proceed to determine the matter in your absence,” adds the summons.

The summons relates to a complaint of professional misconduct which was submitted to the Committee where Mr. Sinkamba alleges that Mr. Mulenga mislead the court or allowed the court to mislead itself contrary to Section 52(b) of the legal Practitioners Act. He also alleges that Mr. Mulenga deceived or misled a client or allowed the client contrary to section 52(i) of the Legal Practioners’Act.

Mr. Sinkamba wants the Committee to investigate the trustworthiness and fitness of Mr. Mulenga to continue practising as legal practitioner.

“In view of the foregoing development, it will be unjust if the honesty, trustworthiness and fitness of Mr. Mulenga, as a legal practitioner, remains investigated. I therefore implore the Association to investigate the same,” the complaint letter to LAZ reads in part.

ZCCM IH’s CEO defends sale of oil exploration rights to a Nigerian firm

ZCCM-IH Chief Executive Officer Dr Pius Kasolo has strongly defended the decision to sale the oil exploration license to a Nigerian oil firm Oranto Petroleum.

Some sections of the Zambian society has questioned the rationale behind ZCCM-IH’s decision to give up its oil and gas exploration license to a Oranto.

Oranto will own a 90% stake in this project while ZCCM-IH will retain 10%.

Dr Kasolo said the decision to partner with Oranto was strategic as it will allow ZCCM-IH to acquire technical skills from their Nigerian counterparts.

He said Oranto will also provide funding and technical support for the project.

Dr Kasolo stated that technical support will include the provision of training to ZCCM-IH Technical Staff in oil and gas exploration and production.

“We are delighted to announce that the Company has been granted two onshore Oil and Gas exploration licenses by the Ministry of Mines and Minerals Development of Zambia (MoMMD). The two licensed oil blocks are situated in the Western and Muchinga provinces of Zambia. The granting of this license by the MoMMD is in line with ZCCM-IH’s strategy to undertake mining related diversification particularly in the energy sector,” Dr Kasolo said.

He said in order to undertake exploration works on the license area, ZCCM-IH has partnered with Oranto, a Nigerian based and the largest privately-owned oil exploration and production company in Africa.

Americans seek links with Zambia’s private sector

Ray Wasburne, President and Chief Executive of the Overseas Private Investment Corporation(OPIC), a United States of America Government Development Finance Institution, has said his delegation is in Zambia to explore investment prospects in energy, agriculture processing, transport and logistics, tourism, information and communication technology, and value chains.

He says this will be done through his organisations Connect Africa Initiative and could extend to women driven entrepreneurship initiatives.

“We are here to seek investment projects in energy, agriculture processing, transport and logistics, tourism, information and communication technology, value chains, and women driven entrepreneurship initiatives,” Mr. Washburne said during a courtesy call on Minister of Finance Margaret Mwanakatwe at her office in Lusaka.

The Overseas Private Investment Corporation (OPIC) is a self-sustaining U.S. Government agency that helps American businesses invest in emerging markets. OPIC helps American businesses gain footholds in new markets, catalyzes new revenues and contributes to jobs and growth opportunities both in the United States and internationally, explained the American delegation.

OPIC fulfills its mission by providing businesses with financing, advocacy and by partnering with private equity investment fund managers.

Last week, OPIC launched its Connect Africa Initiative which will mobilize more than $1 billion to projects that support transportation, communications, and value chains in Africa over the next three years.

And Mrs. Mwanakatwe says the Zambian Government will continue to implement robust transformational reforms and support private sector led development initiatives in order to help the country to achieve growth rates beyond the 4.1% margin recorded in 2017.

Presenting a profile of his organisation, Mr. Washburne said OPIC has been mandated by the United States Congress to explore investment prospects in countries such as Zambia.

“We want to establish investment links in your country,” he said, and added that OPIC was keen to enter into partnerships with the private sector using an investment model that will present NO DEBT RISK to the Zambian Government.

“Our money is not meant to compound your national debt, it is a private sector facility,” assured Mr. Washburne and his delegation.

Speaking during the meeting, Mrs. Mwanakatwe appealed to the American delegation to consider establishing a fund for supporting entrepreneurship initiatives of women and youths, “especially in rural areas of Zambia.”

“The President [Edgar Chagwa Lungu] and all of us in Government are intent on making sure that the Zambian economy changes for the better, and it will change,” declared Mrs. Mwanakatwe.

The Minister implored the Americans to assess green-field investment opportunities in the livestock, crop agriculture and infrastructure development spheres “because such an effort would have a greater impact on income generation and poverty reduction.”

During the launch of the Connect Africa Initiative held in the United States last week, Mr. Washburne stated that Africa was home to many of the world’s fastest-growing economies and presented both a great need for investment and a great opportunity for American businesses.

Acquittal of Mutinta Mmembe exposes abuse of power by those in authority

Operation Young Vote has said the acquittal of Mutinta M’membe by the Lusaka Magistrate has not only exposed ill intentions, abuse of authority and fear of the unknown by those who wield authority but is also victory against perpetrators of human rights violations in Zambia. In a statement released to the media, Executive Director of OYV Guess Nyirenda said Zambia will not develop if those in authority treat institutions as their personal tuntembas. He urged Mrs M’membe to continue being a torch bearer in the stand against tyranny.

The acquittal of Mutinta M’membe by the Lusaka Magistrate Faides Hamaundu in the case of obstructing court officials from executing a search warrant, has not only exposed ill intentions, abuse of authority and fear of the unknown by those who wield authority but is also victory against perpetrators of human rights violations in Zambia.
It is very sad that we have authorities that thrive on intimidating, fighting and trampling on the rights of their own citizens without any reflection and remorse.

As OYV, we are of the conviction that as long as our leaders or those in authority at whatever level continue to abuse the structures of government and governance, handle institutions as their personal tuntembas and also fear their own shadows and violate people’s human rights to save their complexes (inferiority or superiority) Zambia as a country shall remain stagnant in all aspects.

We therefore want to urge Mutinta M’membe to continue being a torch bearer in standing strong against tyranny and human rights violators as this is inspiring not only to women and the old but also to men and the younger generations.

The acquittal also has elements of lessons for those who are easily sent (used) by those in authority to execute missions they have little or no understanding of that such embarrassment on the state will be the order of the day, if professionalism is thrown to the wind.

There is every need by those in authority to seriously introspect and consider a paradigm shift in the way they treat all citizens regardless of their status in society including those they take as threats or enemies.

Thailand cave rescue: All boys and coach rescued from cave

All 12 boys and their football coach have been successfully rescued from a cave in northern Thailand after more than two weeks trapped underground.

“The 12 Wild Boars and coach have emerged from the cave and they are safe,” the Thai navy Seal unit said on its official Facebook page. It added: “Hooyah”.

The final boy emerged into the daylight at around 6pm local time.

They have now been ferried to a hospital in the city of Chiang Rai.

Behind them are a doctor and four Thai Navy SEALs which are yet to emerge. On their Facebook page, the SEALs posted a message which said: “Tonight, all the Wild Boars will be reunited.”

On Tuesday, a team of 19 divers helped escort the last team members out.

The eleventh boy came to the surface at 5.15pm local time, the tenth at around 4.30pm local time and the ninth just minutes earlier at 4.06pm.

Four boys emerged on Monday and four on Sunday.

Zambia have named their final squad for the 2018 COSAFA Under-17 Championships as they seek to retain their title in the regional competition in Mauritius from July 19-29.

The side will be led by coach Tenant Chilumba as Oswald Mutapa, who was originally handed the reins by the Football Association of Zambia, remains under suspension by COSAFA for another month for his role in the age-cheating incident in 2016 competition that saw Zambia disqualified.

Chilumba has named a number of players that are young even by the standards of this age-group, including 13-year-olds, defender Bisalom Mwanza and midfielder Richard Ngoma.

The oldest player in the group is 17-year-old goalkeeper Phillip Malunga.

Chilumba has selected just three out-and-out strikers in Enock Sakala, Vincent Kalinda and Collins Tembo, but the side carries plenty of goalscoring threat from the midfield.

Zambia have been handed a tricky group in 2018 with fellow regional heavyweights South Africa, Mozambique and Lesotho.

Only the top team in each pool and the best runner-up advance to the semifinals.

The winner of this year’s title will qualify for the African Under-17 Championships that will be staged in Tanzania next year, which in turn serve as qualifiers for the 2019 FIFA Under-17 World Cup in Peru.

All players competing in Mauritius must undergo Magnetic Resonance Imaging (MRI) in order to determine whether they fit the criteria to compete in the Under-17 tournament.

Zambia fell foul of these rules in 2016 when two players, Nicholas Mulilo and Benjamin Phiri, failed the MRI examination and the side was disqualified after the group stages.

What it entails to be Lusaka Mayor

As the Election Campaigns for Mayor of Lusaka intensify, one cannot help but cringe at the level of naïve ignorance and illusions of grandeur particularly from opposition candidates and their supporters.
From the way they are going about their witless pie-in-the sky “promises” one would think the office of Mayor of Lusaka works arbitrarily by decree to the exclusion of all other officials in both central and local government.
They need to wake upand smell the coffee! The office of the Mayor of Lusaka should be viewed realistically in its collective context in relation to other stakeholders.
What is the Lusaka City Council?

The Lusaka City council like other District and city councils is a body corporate entity created by an Act of Parliament and governed by the Local Government Act, Cap 281 of the Laws of Zambia.

What is the function of the Council?

The council is legally established as an agent of the Central Government in the promotion of social, political and economic development to the lowermost level.

The numerous economic and social functions of the council are too many to be outlined in a brief article as this one. However, The Local Government Act in Section 61 of lists more than 60 functions of Local Authorities such as Lusaka City Council. More functions of are disseminated in Cabinet Office Circulars such as No. 10 of 2002.

Who comprises the Lusaka City Council?

The council comprises a political and policy making side on one hand, and an administrative arm that executes policy on the other. The political side led by the mayor consists of all the 6 elected members of Parliament from the constituencies in Lusaka and 33 ward councillors as well as 2 representatives appointed by all the chiefs in Lusaka. (It is important to note that all the six elected members of Parliament in Lusaka as well as all the 33 elected councillors except one from UPND, who is currently facing suspension and criminal charges in court , represent the ruling Patriotic Front).

The administrative part is headed by the Town Clerk who oversees eight directors representing eight directors representing eight departments which include Engineering Services and City Planning Finance, Legal Services, Human Resource and Administration. Others are Housing and Social Services,Public Health, as well as Valuation and Real Estate Management department.
However, after consultation with the council, the Minister may, by statutory order, alter the number of councillors of which local authorities like the Lusaka City council consists.

Does the Mayor of Lusaka work in isolation?

The answer is an emphatic No! The mayor does not work in isolation but is part of a group that comprises the “council”. The Lusaka City Council acts as agents in implementing the policy of central government to the lowest level under the principal leadership of the President of the Republic of Zambia, in this case His Excellency President Edgar Chagwa Lungu.

Consequently, the mayor and council policy is informed by overarching central Government policy and programming such as such as the Local Government Policy and the Seventh National Development Plan.

Penny drop moment! The amended constitution does not provide for an “executive mayor” as the uninformed opposition candidates and their supporters seem to believe. It cannot be overemphasised that the mayor is part of a “council” and consequently cannot and does not make arbitrary decisions.
Article 26(1) of the act states“…Any question proposed for decision by a council shall be determined by a majority of the votes of the councillors present and voting at a meeting of the council at which a quorum is present.” As can be deduced from the foregoing, whatever plans the mayor’s may have, they require the endorsement of a quorum before they can be implemented.

What then is the role of the Mayor?

As cited earlier, the mayor is the political head of the council and the following are his/her functions as per amended constitution:-

(i) Superintend Over Policy Making;
(ii) Ensure The Preparation Of The Annual Budget And Implementation Plan;
(iii) Ensure The Preparation And Implementation Of The Strategic Plan; And Community And District Development Plans;
(iv) Ensure The Development And Design Of Economic Development Programmes;
(v) Ensure The Developments And Implementation Of Robust Performance Management System;
(vi) Promote Citizen Engagement And Participation; And
(vii) Preside over council meetings and ceremonial functions

What attributes should the best Candidate have to carry out the above functions?

The office of Mayor of the Capital City of Zambia is very Senior Management position which requires a corporate savvy individual with Project Management, Finance and Local government experience. Lusaka Mayoral Elections should thus not be trivialised and reduced to a celebrity popularity contest or populist variety show.

Out of the nine candidates- who is best suited?
Mr Miles Sampa is the most suitably qualified candidate. The Mayor’s office should not be trivialised experimented with by reducing it to a celebrity variety show.
A Patriotic Front mayor working with Patriotic Front Members of Parliament together with Patriotic Front Ward Councillors means everyone singing from the same Hymn sheet and pulling in the same direction. On the other hand an opposition Mayor will sing a different song and bring drudgery and discord. Besides, former Matero Member of parliament Miles Sampa has the requisite local government and top level corporate experience and business acumen.
President Edgar Chagwa Lungu and the Patriotic Front are poised to continue putting miles of smiles in Lusaka and across the nation.
