President Edgar Lungu says his Turkish counterpart Recep Tayyip Erdogan is desirous of enhancing bilateral relations between Zambia and Turkey.

President Lungu said President Erdogan informed him during a high-level bilateral meeting that he was committed to improving diplomatic and trade relations between the two countries.

The President said Mr Erdogan has promised to visit Zambia soon.

The Head of State said this shortly before departure for Zambia after attending Mr Erdogan’s inauguration.

President Lungu was in Ankara to attend Mr Erdogan’s inauguration ceremony as Turkey’s first executive President under the new presidential system of Government

“Well from us from Zambia being part of the invited guests, I think we have learnt a lot. We want to see how we can enhance our bilateral cooperation between Zambia and Turkey,” President Lungu said

He said he was happy that the ministers and other officials in his delegation held fruitful meetings with the Turkish private sector comprising investors interested to invest in Zambia.

“We are already working with some of the private partners like in the energy sector. I have said in the past quoting some scholars who have said that there is no finishing line to development. I think mankind keeps developing. So In tourism, Turkey has done very well and in agriculture,” President Lunge said.

He said Zambia’s tourism and agriculture sectors are on the right development trajectory and it is through cooperation with countries like Turkey that they can record more growth.

“We are talking of value addition in Zambia, and I think that time is gone when African countries thrived by exporting raw materials and we want to export finished products and we can only do so if we industrialise our economies,” President Lungu said.

He said it is from that perspective that Zambia could benefit from agricultural practices such as agro-processing in Turkey to learn best practices in value addition in order for the country to export finished products as opposed to raw goods.

Mr Lungu said Government has added a new dimension to economic diplomacy by ensuring ministers include businessmen in their delegations to explore possible public private partnerships (PPP.

“So I think that it will not be ministerial trips anymore it will be business trips, ministers accompanied by businessmen visiting to see how they can cooperate in public private partnerships.

“And I think criticism will always be there , come to think of it, every time the President goes out of the country there is a lot of talk but I think that it is worth it,” President Lungu said.

Meanwhile, President Lungu’s plane took off from Ankara Esenboga Airport at 09:40 hours local time.

The President was seen off by Zambia’s Ambassador designate to the Republic of Turkey, Mr Joseph Chilengi.

He was accompanied by Minister of Foreign Affairs, Joseph Malanji Presidential Affairs Minister Freedom Sikazwe, Minister of National Development Planning, Alexander Chiteme, Mwembeshi member of Parliament (MP) Machila Jamba, Lunte MP, Mutotwe Kafwaya and Chama South Davison Mung’andu and Special Assistant to the President for Economic and Development Affairs Hibeene Mwiinga.

President Lungu’s Turkey trip questioned

Governance activist Macdonald Chipenzi has questioned President Edgar Lungu priorities after the Head of State travelled d to Turkey to attend the inauguration of that country’s re-elected leader Recep Tayyip Erdo?an.

President Lungu recently announced a ban on non-essential trips for government officials as a mark of adherence to a set of austerity measures.

But his decision to fly to Turkey to attend President Erdo?an’s inauguration has been questioned by Mr Chipenzi saying it shows President Lungu’s lack of prioririties.

“After backtracking on his own words that he would never travel abroad, President Edgar Lungu decided to miss the AU Head of States Summit in Mauritania which was making continental decisions, which decisions will also affect Zambia,” Mr Chipenzi said.

“Instead, the President sent his Vice-President, Mama Inonge Wina who has not even briefed the nation what was discussed or what was discussed was irrelevant to her and the nation for her to have remained mute.”

“Our dear President decided and found it important to attend an inauguration ceremony in Ankara, Turkey, a ceremony which is characterised with merrymaking such as drinking wine and other both intoxicating liquor and softies, dancing and making toasts.”

He added, “Logically, in view of the President’s selective attendance of these international meetings, summit and ceremonies, which of the two events were our president supposed to attend-Inauguration Ceremony in Turkey located in the EU territory or the AU heads of State Summit in the African territory?”

Solwezi City Council in K32 million debt

Solwezi municipal council is grappling with a total debt stock of K32 million arising from servicing of the new civic center loans whose maturity date is July 2021 and other statutory obligations.

In a statement made available to ZANIS in Solwezi today, council Assistant Public Relations Manager, Esther Chirwa said of the K32 million, K10.3 million is towards bank loans, K17 million statutory obligations and K4.7 million for suppliers of goods and services as well as court awards.

Meanwhile, Ms. Chirwa disclosed that the wage bill for the local authority is in excess of K20 millions of which more than half of it is financed through revenue collected from local tax payers.

She said all the debt the council has is pressing against a shrunken resource envelope of K55 million.

Ms. Chirwa added that the debt is financially stressing for the council and suffocating its ability to deliver appreciable levels of services to the public.

She however, stated that despite the debt, the local authority is implementing more than 20 community projects this year at a total value exceeding K6.6 million financed from local revenue collections.

Ms. Chirwa said the number of projects and amount of money ploughed in service provision will increase with corresponding decrease in debt servicing if the council does not slide back into unsustainable debt.

Chipolopolo defender Stophila Sunzu has joined French League two side FC Metz on a two year deal after his one and half year loan deal at Russian premier league club Arsenal Tula came to an end.

Lille have agreed to sell Zambian central defender Stoppila Sunzu to Metz for around €800k, according to Le 10 Sport.

Sunzu spent last season on loan with Arsenal Tula in Russia, but Christophe Galtier has decided not to keep the player on.

As a result, he is set to reunite with Frédéric Antonetti.
The 2012 AFCON winner first moved to France during the winter of 2014 when he joined Sochaux where he played just seventeen games and found the back of the net four times but could not help the team avoid relegation.

In 2015 after a six-month adventure in China, the defender joined LOSC Lille where he spent a year and a half before being his loan to Russia.

Kasama Municipal Council shuts down Shoprite supermarket

The Kasama Municipal Council on Monday closed Shoprite supermarket for violating the Public Health Act.

And Council Public Relations Assistant Officer, Caroline Simumba told Journalists that a warning notice was issued on the premises on the 27th June to abate the nuisance within 24 hours.

Ms. Simumba added that after several verbal and a written warning notices, no action had been taken by Shoprite to abate the defects.

Meanwhile, the local authority has given a 24 hours ultimatum to Lions Club Bar to control its loud music, improve sanitary conditions and to stick to permitted operating hours.

Economics Lecturer Dr Lubinda Haabazoka says Zambia should shelve its plans of getting an economic bailout package from the International Monetary Fund.

Zambia has for the past three years pursuing a bailout package from the IMF believed to be in the region of US$1.3 billion.

Dr Haabazoka who is also Head of the UNZA Graduate Business School stated that Zambia has the potential to turn around its economy without support of the IMF.

“Forget about the IMF!!! One point something billion dollars is pocket change to Zambia. We have the brains to move this country forward,” Dr Haabazoka said.

“Let us embrace everyone!!! Let us not shy away from providing a service to this nation. We only have one nation! Let us give respect to the people in government and the people in the opposition. They don’t sleep because of the many problems facing our nation,” he said.

He said, “Government is not the policy makers or the civil servant, it’s you and me. Don’t vandalize government property but at the same time accuse another person of corruption.”

Dr Haabazoka warned that some Zambians might end up abandoning the county for greener pastures if things do not improve.

“Zambia, if you continue like this, some of us might abandon you for greener pastures. By doing so, you would be sending us into slavery,” he said.

He added, “In the next five years, we shall be admiring Rwanda the way we admire South Korea. We shall use Rwanda as a case study on how to develop a country. Let’s wake up! Rwanda Air can now fly to the States! Rwanda is now assembling motor vehicles!!! What are we doing?”

Dr Haabazoka observed that Zambia as a country has failed itself.

“With all that copper!!! Allowing foreign multinationals get it for a song? This is a sin our future generations will never forgive us.”

“In 2018 you hear people glorifying street vending!!! You have so many agencies such that even to access God given water you need to pay. We need to put our act together. And by that I don’t mean politicians. I mean you and me. Our shanty compounds should be a thing of the past.”

“They have no place in Zambia. Let’s use our mineral resources to build decent houses for our people.”

He said, “Let us stop the Pull Him Down syndrome. Let’s call back Clive Chirwa to realize his electric train dream. Let us support the idea of our neighbor, friend, work mate or even competitor. By pulling them down, you are making your own relatives suffer because they would not have enjoyed the fruits of that innovation!!!! Let us abolish tribes! They have no place in a Zambia of 2018!”

He advised, “Let us abolish chimbuya!!! All Zambians are mbuyas! This Mbuya nonsense is dividing the nation!!!! Much of the problems we face are because of stereotypes of tribalism. We can’t live in a single country divided by mbuyaship!”

PRESIDENT Edgar Lungu was yesterday among 22 Heads of State and foreign dignitaries invited to attend Turkish President Recep Tayyip Erdogan’s inauguration ceremony in the capital, Ankara.

Mr Erdogan took oath of office to become the first Turkish President under the new presidential system of Government.

President Erdogan invited President Lungu along with Gabonese President Ali Bongo, Jose Mario Vaz of Guinea Bissau and Equatorial Guinea President, Teodoro Obiang Nguema to his inauguration.

Others are Mauritiania’s Muhammed Veled Abdul Aziz, President Idriss Deby of Chad , Somali President Mohamed Abdullahi Farmajom, Djibouti’s Ismail Omar Guelleh and Sudanese President Omar al-Bashir.

Presidents of Bulgaria, Georgia, Macedonia, Moldova, Bosnia and Herzegovina, Serbia, Kosovo, Pakistan, Kyrgyzstan, Venezuela, Turkish Republic of Northern Cyprus and Emir of Qatar were also in attendance.

In his inaugural speech, President Erdogan said no country needs a saviour and the only thing that humanity needs is justice and equality.

“There are no borders to our hearts, the picture that I see in front of me is testimony of this, I would like to thank all leaders that have traveled from far places to celebrate with us,” President Erdogan said.

He promised to ensure that no Turkish citizen will goes hungry and fails to support their children’s education.

“From now on we will have a directly elected President whom the nation has the right to hold accountable,” President Erdogan said

Earlier, Mr Erdogan was sworn-in at the Grand National Assembly before Acting Parliament Speaker, Durmus Yilmaz.

After the swearing-in ceremony, Mr Erdogan visited the mausoleum of the founder of the Turkish Republic, Mustafa Kemal Ataturk before proceeding to the Presidential Complex to make his inaugural speech.

On April 16, 2017, the Turkish people voted in a referendum to change the constitution from a parliamentary to a presidential system.

President Erdogan subsequently called a snap presidential and parliamentary election on June 24, 2018 in which he emerged victorious with a 52.6 percent first round majority vote to become Turkey’s first executive President under the new constitution.

Under the new executive presidential system, the Cabinet will be reduced from 26 to 16 while the Prime Minister’s office will be abolished.

The Lusaka Magistrate Court has acquitted former the Post newspapers proprietor Fred M’membe’s wife Mutinta Mazoka in the case in which she was charged with obstructing Police officers who had gone to her residence to execute a search on February 15th, 2017.

Delivering her judgment this morning, Magistrate Faides Hamaundu freed Mutinta on grounds that there was no proof that she had torn the search warrant and obstructed police officers from conducting the search.

Magistrate Hamaundu said prime video evidence which was captured by a ZNBC journalist who was assigned to capture the execution of the warrant did not show the accused tearing the search warrant.

She further stated that even if the warrant was torn, there was no way it was going to prevent police officers from executing the search warrant, adding that even in its torn state, it was still readable.

And speaking after her acquittal, Mutinta said she is glad that finally the case is over, adding that justice has taken its course.

And Mr. M’membe on the other hand slammed the Zambia Police Service for what he has termed as a shameful act to frame a case of obstruction against an innocent lady.

He further accused the Patriotic Front government of using the Police for their own political ends.

Agro dealers urged not to take advantage of illiterate farmers

The ministry of agriculture in Mufumbwe district has implored agro-dealers to remain professional as they take part in the electronic voucher (E-Voucher) farmers input support programme for the 2018-2019 farming season.

This follows government inclusion of Mufumbwe on the list of the districts in North western province which have been maintained on the E-Voucher programme.

Mufumbwe District Agriculture co-ordinator, John Phiri told ZANIS in an interview today that agro-dealers should not take advantage of the illiterate farmers in the district by way of hiking the prices of inputs as farmers come to redeem.

Mr Phiri advised agro-dealers to instead put competitive prices on their inputs to enable both farmers and agro-dealers benefit.

He urged agro-dealers to store a wide variety of inputs in line with government’s call on the need to promote crop diversification.

Mr Phiri also advised farmers in the district to set aside a K400 in readiness of the commencement of the E-Voucher programme as they prepare for this year’s farming season.

He encouraged farmers to think of crop diversification as they prepare for this year’s farming season.

Meanwhile, Mufumbwe District Farmers Association vice Chairperson, Abel Kakewu has appealed to government to increase the number of farmers on this years’ E-Voucher beneficially list.

Mr Kakewu explained that government had targeted 5,500 farmers to be captured on the list but only 2,427 farmers were captured hence the need for government to increase the number of farmers.

He urged government to ensure that farmers’ accounts are activated on time for this year’s farming season so as to prevent farmers from redeeming their inputs late.

Mr Kakewu however commended government for maintaining Mufumbwe on the E-Voucher programme.

He said the E-Voucher is one of the best approaches in promoting crop diversification as farmers have a privilege to choose the kind of crops and inputs to access depending on their needs and preference.

In addition to agro-chemicals and different crop seeds, an agro-dealer, Catalambano integrated farming systems manager, Joseph Mumba told ZANIS that his institution has stored irrigation systems such as water pumps with a view to encouraging gardening in the district.

MP calls for prosecution of teachers with forged certificates

A Parliamentarian in Ndola says reports of forged education qualifications by some teachers have potential to undermine the caliber of human capital and making the country less competitive.

Ndola’s Bwana Mbukwa Member of Parliament, Jonas Chanda, said it is sad that the scourge is affecting the standard of education especially in government schools where pupils are subjected to receiving inferior learning from teachers with forged certificates they obtained dubiously.

Dr. Chanda said this in a statement released to ZANIS in Ndola today.

The parliamentarian expressed disappointment that the standard of education are falling because of the caliber of human capital being produced which is potentially undermined and this will make the nation less competitive.

Dr. Chanda said while it is appreciated that the Ministry of General Education is still conducting internal disciplinary processes on the affected teachers, we are concerned that eight months after the Teaching Council of Zambia revealed the illegality, no single teacher has been prosecuted by the Zambia Police or Anti-Corruption Commission.

Dr. Chanda has since called for the prosecution of teachers identified with forged certificates because they obtained pecuniary advantage by false pretenses to get employed contrary to section 309 A(2)C of the penal code.

And Kabompo District Examinations Security Committee has advised all examination stakeholders to plan adequately to ensure no examination malpractice is recorded in the upcoming examinations.

Committee Acting Chairperson Nyondo Kasoka said measures should be put in place to deter examination malpractice and help improve the quality and standards of education in the country.

Mr. Kasoka was speaking during the district’s examination security meeting for Internal, External and General Certificate of Education (GCE) Examination preparations held recently in Kabompo district.

He said in the previous year, exams were conducted efficiently and professionally in the district as required as they were malpractice free.

Mr. Kasoka also said that there is need to always put in place trust worthy professional individuals who are going to manage the examinations in the best interest of the nation.

And speaking in a separate interview, Kabompo District Secondary Schools Teachers Union of Zambia (SESTUZ) Chairperson Martin Mwape said the examination security meeting is timely as people tend to get tempted to do all kinds of things just to pass exams.

Mr. Mwape expressed gratitude to the DEBS office for engaging teachers in the examination process from inception.

Meanwhile Zambia National Union of Teachers (ZNUT) Kabompo Chairperson Kelvin Kangombi has also commended the DEBS office for providing such a platform where stakeholders freely shared concerns.

Ndola woman gets 3 years simple imprisonment for trafficking in Heroin

Ndola Magistrate Court has sentenced a 38 year old woman of Ndola to three years simple imprisonment for trafficking in Heroin weighing 3.97 kilograms.

Magistrate Bubala Sikalunda convicted and sentenced Franciscar Kaluba of house number 20, Ndeke Township, a hair dresser after she admitted to the offence of one count of trafficking in Narcotics substance contrary to the laws of Zambia.

According to facts read before the court, by Senior Public Prosecutor Juliet Mwengani, the convict was intercepted at Simon Mwansa Kapwepwe Airport on June 24, 2018.

Ms. Kaluba was carrying the drugs in transit to New Delhi, India.

Acting on a tip off, an officer from the Drug Enforcement Commission, Sunday Kambalame based at the airport verified the report and identified the convict who was about to board an Ethiopian Airline.

The suitcase in Kaluba’s possession was searched and two parcels wrapped in silver foil paper were discovered hidden in the suitcase lining.

A further search revealed that the foil contained brownish powder and after being subjected to chemical analysis at the Food and Drug Control laboratory it was confirmed to be heroin.

When questioned about the product found on her, Ms. Kaluba said it was a courier for drugs to India.

And in mitigation, Ms. Kaluba asked the court for leniency stating that she is a cervical cancer patient.

58 year old woman escapes death after being axed by husband

A 58 Year old woman of Chisoso Village in Shiwang`andu district is nursing a severe cut at Kalalantekwe Clinic after she was axed by her husband.

Speaking in an interview with ZANIS, Joyce Mulenga a victim of Gender Based Violence (GBV) said that the incident happened after a marital dispute on Sunday around 19:00 hours.

Mulenga said that, her husband Milton Chileshe aged 60 axed her after she inquired on why he beat up another man`s wife who is a relative and accused her of committing adultery.Mulenga said that she has been on separation with her husband since January this year because of his violent nature.

The accused Milton Chileshe has been on the run since the incident happened.

And Shiwang`andu District Health Director Webster Kambinga said the condition of the GBV victim has stabilised and that she is responding well to treatment well.Dr. Kambinga said that the victim is likely to be discharged before the end of this week.

Meanwhile, Muchinga Police Commissioner, Chola Katanga has confirmed the incident adding that, a man hunt has since been launched to bring Chileshe to book.

Fish farmers appeal to government to allow them to grow Niloticus Tilapia

A Samfya based Fish Farmer has appealed to government to consider reviewing the policy that restrict fish farmers in Luapula Province from growing Niloticus Tilapia, a species predominantly found in the Nile river.

Dr. Faustin Mwape says there is need to review the policy to allow fish farmers in the Province grow the fish species saying doing so will allow fish farmers realize the full benefits of fish farming.

Dr Mwape points out that the restriction was justifiable in past when the province had a lot of fish in its natural water bodies but that the current depletion levels of fish needs a breed like Niloticus Tilapia that will yield the required amounts of fish from fish farmers.

In an interview with ZANIS, Dr. Mwape who is also Abashila Investment Technical Director says allowing Fish Framers in the Province to grow Niloticus Tilapia is only way they will compete with those on Lake Kariba and Kafue River who are already growing the breed.

He observed that Niloticus Tilapia has a number of advantages and cited the feed convention rate for Niloticus Tilapia which is 70% compared to 20% for ordinary breams.

Dr. Mwape further explains that once fish farmers in the Province are allowed to grow Niloticus Tilapia the fish industry in the province will grow as the fish grows faster and breeds more than the ordinary breams.

He further says allowing fish farmers in the province to grow the breed will go a long way in returning the province’s status of being the major fish supplier.

Special Assistant to the President for Project Implementation and Monitoring Andrew Chellah has expressed concern over the resistance shown by some foreign contractors over the 20% subcontracting policy.

Mr. Chellah said it is unfortunate that foreign contractors are not following the directive issued by President Edgar Lungu to subcontract 20% of their total works to local contractors.

Speaking shortly after inspecting ongoing construction works at the Ndola International Airport and the Kafulafuta Water Dam project in Mpongwe, Mr. Chellah noted that the 20% subcontracting policy is aimed at empowering locals and transfer of skills to local contractors.

Mr. Chellah added that Zambians are custodians of major construction projects being undertaken in most parts of the country and deserve a share through the subcontracting policy.

He further stressed that it is the President’s desire to see Zambians empowered and skills transferred through the 20% subcontracting policy.

Meanwhile, National Council for Construction Executive Director Mathews Ngulube said the 20% subcontracting policy is a means of increasing capacity in local contractors.

He said simple works such as bush clearing, foundation and concrete work could be done by local contractors who can also be given complicated work as a means of knowledge transfer.
